USS Lassen Conducts Multilateral Exercises with Allied Navies

BUSAN, Republic of Korea (NNS) -- The Arleigh Burke-class guided-missile destroyer USS Lassen (DDG 82) and ships from the Republic of Korea Navy (ROKN) conducted separate one-day multilateral naval exercises with France and Turkey in the waters south of the Korean peninsula May 23 and 25.

The exercises, conducted with French frigate FS Aconit (F-713) May 23 and Turkish frigate TCG Gediz (F-495) May 25, were designed to increase maritime interoperability and strengthen long-standing partnerships with these participating United Nations Sending States.

France and Turkey are two of the 17 nations that have reaffirmed their national commitment as Sending States to the United Nations Command with a promise to return to Korea should the armistice agreement fail.

"It is an incredible experience to conduct high-speed tactical drills with the French, Turkish and ROK navies," said Lt. j.g. Gerie Palanca, the signals warfare officer aboard Lassen. "During both exercises, it was obvious that their ship handling skills were flawless and the communication was very professional. We always look forward to interacting with our partners."

The exercises took place in international waters around the Korean peninsula and consisted of tactical maneuvering drills, non-maneuvering voice drills and signal communication training.

"Through multilateral training, the participating navies can improve operational proficiency and integration," said Cmdr. Lee, Jong-Sik, of the Republic of Korea Fleet Headquarters in Busan. "By working with our allied partners, we help ensure the continued peace and stability throughout the region."

Lassen, one of seven destroyers assigned to Destroyer Squadron 15, is on patrol in the U.S. 7th Fleet area of operations in support of security and stability in the Indo-Asia-Pacific region.

Thank you, your Royal Highness Crown Prince, for joining the Council to chair this meeting, your presence here is yet another testament to Jordan’s deep commitment to combatting violent extremism among youth and people of all ages.

This Monday, April 20th, six young Somali-American men – ages 19 to 21 – were charged in Minneapolis on terrorism related offenses. They had planned to travel to Syria to join ISIL. Five of the six were U.S. citizens, and one was a permanent resident.

The young men had reportedly been inspired in part by another Somali-American, Abdi Nur, who left the same city in May 2014, shortly after his 20th birthday, and joined ISIL in Syria. And they had in part been encouraged by one another – what is known as peer-to-peer recruiting – through regular meetings to plan their trip and discuss their violent ideology.

Their case is just one of the many recent instances in which young people have attempted to join ISIL or other terrorist groups. In some instances, as in the Minneapolis arrests, we have succeeded in stopping youth before they could reach their destination. In other instances, we have not, as happened in February, when three British girls – ages 15 to 16 – traveled to Turkey, and likely onwards to ISIL-controlled territory, where they presumably remain.

ISIL is showing increased sophistication in recruiting young people, particularly in virtual spaces. The group disseminates around ninety thousand tweets each day, and its members and supporters routinely co-opt trending hashtags to disseminate their messages. ISIL even reportedly developed a Twitter app last year that allows Twitter subscribers to hand over control of their feed to ISIL – allowing ISIL to tweet from the individual subscriber’s account, exponentially amplifying the reach of its messages. In February, ISIL posted a polished, 50-page guide online called, “The Hijrah to the Islamic State,” that instructs potential recruits how to make the journey to its territory – including everything from finding safe houses in Turkey, to what kind of backpack to bring, and how to answer questions from immigration officials without arousing suspicion. And it’s not just ISIL that is aggressively targeting children and youth – but al-Qaeda, Boko Haram, Al-Shabaab, and other groups.

There is a clear consensus that we – and by we of course, I mean not only the United States, but all countries committed to combatting terrorist groups – must make countering violent extremism a central part of our counter terrorism efforts. And this is particularly true among children and teens, whose youth makes them especially vulnerable to recruitment. Yet even with increased attention to this problem, the reality is that we are being outspent, outflanked, and out-innovated by terrorist groups intent on recruiting new young members. We have to catch up – for their welfare, and for our collective security.

That is one of the reasons we are looking forward to the Secretary-General’s Plan of Action to Counter Violent Extremism, which we hope will galvanize the UN to take a leading role in empowering and uniting Member States to tackle this very grave problem. And it is one of the main reasons President Obama convened a White House Summit to Counter Violent Extremism on February 19th. More than 60 governments took part in the summit – including most of the members of this Council – together with civil society representatives from over 50 countries and private sector leaders. And as many of you know, we are looking forward to a leaders summit on the margins of the General Assembly in September, to evaluate the progress that has been made and the challenges that most definitely remain to implement the White House’s CVE Agenda.

One of the participants in the White House’s February summit was a young Moroccan woman named Zineb Benalla. Zineb works for the Arab Center for Scientific Research, an NGO that, with support from the U.S. Agency for International Development, has helped lead an innovative effort to counter violent extremism in northern Mali. As you all know, terrorist groups seized large swaths of the region in 2012, and continue to carry out attacks and recruit young people. Zineb’s project was focused on reaching vulnerable youth studying in the region’s madrasas. Research showed that madrasa instructors were teaching only religious texts and focusing mainly on rote memorization; Zineb’s program aimed to broaden the curriculum to foster more critical thinking and reasoning skills – skills that help young people question, and ultimately reject, the narrow ideologies of terrorist groups.

Zineb did not go directly to the schools, knowing that she would be turned away. Instead, she met repeatedly with imams and elders in Timbuktu and Gao – gradually earning their trust over cups of tea. When eventually she laid out the proposal to start book clubs in the madrasas, they accepted. With the backing of the imams, these imams and these elders, students and teachers were given e-Readers, and allowed to download books that previously would have been considered “haram,” or sinful, such as works of philosophy and novels. She then organized workshops where she trained dozens of educators in how to teach the new material.

Now, this is a narrow program designed for a specific set of circumstances. But Zineb’s story demonstrates several key lessons about how to build efforts to counter violent extremism among young people.

First, education is of course essential to developing the critical thinking skills that empower youth to challenge violent extremist ideologies. We’ve seen similar efforts undertaken on a broader scale by the government of Morocco and others, Morocco is working to replace teachers and imams who promote violent extremist ideologies with ones who hold up the values of respect and dignity, and preach more moderate interpretations of Islam.

Second, the trust and support of local actors is critically important – and that includes not only government officials, but religious and civil society leaders, and even families. As the first and most important line of defense in protecting youth, communities need the tools to do their part. The Safe Spaces Initiative – a guide created by the Muslim Public Affairs Council to help communities implement a multi-tiered strategy of prevention, intervention, and ejection of violent extremist elements – is just one example of a resource that informs communities how to be more active partners.

Third, as others have stressed here today, we need to enlist youth themselves in leading this effort. Research shows that young people are more likely to listen to, and be influenced by, their peers. Yet too often, we approach youth as the passive recipients of campaigns to counter violent extremism, rather than active participants in shaping their strategy and spearheading their implementation. We’ve seen how powerful youth-led initiatives can be, including those that use satire. That was the approach Karim Farok adopted. An amateur Egyptian musician, Karim took an ISIL chant and remixed it into a pop song, posting his version on social media sites. While his action may at first glance look like a way of amplifying ISIL’s message, in reality Karim’s remix was a form of protest, because ISIL’s fundamentalist interpretation of Islam forbids music with instruments. By transgressing the group’s rules, Karim’s song encouraged others to express criticism as well, rather than be silenced by fear. Not only did his remix go viral, garnering hundreds of thousands of views, but it also spawned countless other musical and dancing spoofs of ISIL chants – a potent form of counter-extremist messaging that kids can relate to.

Of course, we must pursue other lines of effort in countering violent extremism among youth as well, such as strengthening laws and international coordination to stop the flow of young foreign terrorist fighters to battlefields, as we committed to do under Resolution 2178; and enlisting the private sector in amplifying our message, as Google Ideas has done through the launch of its Against Violent Extremism Network, which has given a platform to more than 500 rehabilitated former extremists. We need to do more on all of these fronts.

At the beginning, I spoke about the six young men from Minneapolis who were detained earlier this week. One of the main reasons that they were stopped from joining ISIL was because a young man who had originally planned to join with them experienced a change in conscience. He took a step back, he saw the group’s violent intentions for what they were, and he decided to report the group to law enforcement. Without his action, those young men may well have made it to ISIL-controlled territory, where they could have taken part in the group’s horrific atrocities. That young man’s choice shows how a single changed mind – just one person who starts to think differently, and more compassionately – can disrupt and ultimately stop a dangerous action by many people. That is a valuable lesson in countering violent extremism, and ultimately, it is what our efforts are all about.

FRANK ROSE MAKES REMARKS ON MISSILE DEFENSE COOPERATION

Introduction

Thank you for that kind introduction, and thanks for having me here today.

By way of introduction, while I am the Assistant Secretary for Arms Control, Verification and Compliance, my work at the State Department is focused on enhancing strategic stability around the world. Arms control, verification and compliance are some of the tools we use to enhance strategic stability and reassure our allies and partners that we will meet our security commitments.

Missile defense is another tool to do just that. At the State Department, I am responsible for overseeing a wide range of defense issues, including missile defense cooperation with our allies and partners around the world. In this capacity, I served as the lead U.S. negotiator for the missile defense bases in Romania, Turkey, and Poland.

So I’m pleased to be here today to discuss our efforts at enhancing missile defense cooperation with our allies and partners, one of the key goals outlined in the 2010 Ballistic Missile Defense Review. Now you have already heard from Elaine Bunn and General Todorov about our missile defense policy and operations. So instead, let me focus my remarks on three areas: 1) significant progress we have been made implementing the European Phased Adaptive Approach (or EPAA) and NATO missile defense; 2) cooperation on missile defense with allies and partners outside of Europe, and 3) I’ll conclude with a few points on Russia and missile defense.

Before I do that, I do want to reiterate one point that you undoubtedly heard from Elaine and Ken: the President’s Fiscal Year 2016 budget protects and enhances our important missile defense priorities such as the European Phased Adaptive Approach and reflects the high priority we place on these efforts. As such, the U.S. commitment to NATO missile defense and the sites in Romania and Poland remains “ironclad.”


European Phased Adaptive Approach

With that, let me now take a few moments to discuss where we are with regard to overall implementation of the EPAA, the United States’ national contribution to the North Atlantic Treaty Organization’s (or NATO) missile defense system. In 2009, the President announced that the EPAA would “provide stronger, smarter, and swifter defenses of American forces and America's Allies,” while relying on “capabilities that are proven and cost-effective.” Since then, we have been working hard to implement his vision and have made great strides in recent years.

I just returned from Turkey and Romania last week and had the opportunity to discuss our progress with these two key partners.

Turkey was the first country to receive EPPA elements in Phase 1 with the deployment of an AN/TPY-2 radar to that country in 2011. At the same time, we began the start of a sustained deployment of an Aegis Ballistic Missile Defense (BMD) -capable multi-role ship to the Mediterranean. With the declaration of Interim BMD Capability at the NATO Summit in Chicago in May 2012, the radar in Turkey transitioned to NATO operational control.

Additionally, Spain agreed in 2011 to host four U.S. Aegis BMD-capable ships at the existing naval facility at Rota as a Spanish contribution to NATO missile defense.

In February 2014, the first of four missile defense-capable Aegis ships, USS DONALD COOK, arrived in Rota, Spain. A second ship, USS ROSS joined her in June. During 2015, two more of these multi-mission ships, USS PORTER and USS CARNEY will forward deploy in Rota.

These multi-mission ships will conduct maritime security operations, humanitarian missions, training exercises, and support U.S. and NATO operations, including NATO missile defense.

Currently, we are focused on completing the deployment of an Aegis Ashore site in Romania as part of Phase 2 of the EPAA. Romania’s strong support for the timely completion of the arrangements needed to implement this deployment and Romania’s provision of security and its infrastructure efforts have been superb.

In October 2014, the U.S. Navy held a historic naval support facility establishment ceremony at the missile defense facility on Deveselu Airbase Base in Romania. This ceremony established the naval facility and installed its first U.S. commander. Currently, this site is on schedule to be completed by the end of this year and when operational, this site, combined with BMD-capable ships in the Mediterranean, will enhance coverage of NATO from short- and medium-range ballistic missiles launched from the Middle East.

And finally there is Phase 3. This phase includes an Aegis Ashore site in Poland equipped with the new SM-3 Block IIA interceptor. This site is on schedule for deployment in the 2018 time frame. For example, the President’s FY16 budget request includes approximately $200 million for the establishment of the site. The interceptor site in Poland is key to the EPAA: when combined with other EPAA assets, Phase 3 will provide the necessary capabilities to provide ballistic missile defense coverage of all NATO European territory in the 2018 time frame.

So, as you can see, we are continuing to implement the President’s vision for stronger, smarter, and swifter missile defenses in Europe.


National Contributions to NATO Missile Defense

I would also like to highlight the efforts of our NATO Allies to develop and deploy their own national contributions for missile defense. A great example is that today, Patriot batteries from three NATO countries are deployed in Turkey under NATO command and control to augment Turkey’s air defense capabilities in response to the crisis on Turkey’s south-eastern border.

Voluntary national contributions are foundation of the NATO missile defense system, and there are several approaches Allies can take to make important and valuable contributions in this area.

First, Allies can acquire fully capable BMD systems possessing sensor, shooter and command and control capabilities.

Second, Allies can acquire new sensors or upgrade existing ones to provide a key ballistic missile defense capability.

Finally, Allies can contribute to NATO’s ballistic missile defense capability by providing essential basing support, such as Turkey, Romania, Poland, and Spain have agreed to do.

In all of these approaches, however, the most critical requirement is NATO interoperability.

Yes, acquiring a ballistic missile defense capability is, of course, good in and of itself.

But if the capability is not interoperable with the Alliance then its value as a contribution to Alliance deterrence and defense is significantly diminished.

It is only through interoperability that the Alliance can gain the optimum effects from BMD cooperation that enhance NATO BMD through shared battle-space awareness and reduced interceptor wastage.


Missile Defense Developments in Other Regions

Let me turn now to some of the other regions of the world. The United States, in cooperation with our allies and partners, is continuing to bolster missile defenses in other key regions, such as the Middle East and the Asia-Pacific, in order to strengthen regional deterrence architectures.

In the Middle East, we are already cooperating with our key partners bilaterally and multilaterally through fora such as the recently established U.S.-Gulf Cooperation Council (or GCC) Strategic Cooperation Forum (or SCF).

At the September 26, 2013, SCF, Secretary Kerry and his Foreign Ministry counterparts reaffirmed their intent, first stated at the September 28, 2012, SCF, to “work toward enhanced U.S.-GCC coordination on Ballistic Missile Defense.”

Several of our partners in the region have expressed an interest in buying missile defense systems, and some have already done so. For example, the United Arab Emirates (UAE) has contracted to buy two Terminal High Altitude Area Defense (or THAAD) batteries that, when operational, will enhance the UAE’s national security as well as regional stability.

The UAE also has taken delivery of its Patriot PAC-3 batteries, which provide a lower-tier, point defense of critical national assets. We look forward to advancing cooperation and interoperability with our GCC partners in the months and years ahead.

Additionally and separately, the United States maintains a strong defense relationship with Israel, and our cooperation on missile defense has resulted in comprehensive missile defense architecture for Israel. Israeli programs such as Iron Dome, the David’s Sling Weapon System, and the Arrow Weapon System, in conjunction with operational cooperation with the United States, create a multilayered architecture designed to protect the Israeli people from varying types of missile threats.

In the Asia-Pacific, we are continuing to cooperate through our bilateral alliances and key partnerships.

For example, the United States and Japan already are working closely together to develop the SM-3 Block IIA, which will make a key contribution to the EPAA as well as being deployed elsewhere in the world. We also recently completed the deployment of a second AN/TPY-2 radar to Japan, which will enhance the defense of both the U.S. and Japan. And finally, we are continuing to work on enhancing interoperability between U.S. and Japanese forces, which will be aided by recent changes to the U.S.-Japan Defense Cooperation Guidelines, which we expect to complete soon.

We also continue to consult closely with Australia. For example, as a result of U.S.-Australia Foreign and Defense ministerial-level consultations over the past year, the United States and Australia have established a bilateral BMD Working Group to examine options for potential Australian contributions to the BMD architecture in the Asia-Pacific region.

Additionally, we are also consulting closely with the Republic of Korea as it develops the Korean Air and Missile Defense system, which is designed to defend the Republic of Korea against air and missile threats from North Korea. The Republic of Korea recently announced its plans to purchase Patriot PAC-3 missiles, which will enhance its capability to defend against the North Korean ballistic missile threat.


A Constraint Free Missile Defense

Finally, let me say a few things about missile defense and Russia.

Prior to the suspension of our dialogue as a result of Russia’s illegal actions in Ukraine, Russia continued to demand that the United States provide it “legally binding” guarantees that our missile defense will not harm or diminish its strategic nuclear deterrent. These guarantees would have been based on criteria that would have limited our missile defenses and undermined our ability to stay ahead of the ballistic missile threat.

The Ballistic Missile Defense Review is quite clear on our policy: U.S. missile defense is not designed nor directed against Russia and China’s strategic nuclear forces.

However, at the same time, we have also made it clear that we cannot and will not accept legally-binding or other constraints that limit our ability to defend ourselves, our allies, and our partners.

The security of the United States, its allies and partners is our foremost and solemn responsibility. As such, the United States will continue to insist on having the flexibility to respond to evolving ballistic missile threats, free from obligations or other constraints that limit our BMD capabilities.


Conclusion

Let me conclude by saying that we have made a great deal of progress on missile defense cooperation with allies and partners around the world over the past several years. This was a key goal of the 2010 Ballistic Missile Defense Review.

In Europe, implementation of the EPAA and NATO missile defense is going well. For example, the missile defense radar in Turkey has been operating since 2011, and the Aegis Ashore site in Romania is scheduled to become operational later this year.

In the Middle East, we are continuing to work bilaterally and multilaterally with our partners in the GCC to deploy effective missile defense. For example, later this year the United Arab Emirates will take delivery of its first THAAD battery.

Furthermore, we continue to work with Israel to expand its multilayered architecture to protect it from missile threats.

In the Asia-Pacific, we are working actively with our allies to enhance our missile defense capabilities in the region. On that note, we recently completed deployment of second missile defense radar in Japan, which will enhance the defense of both the U.S. and Japan.

Finally, we continue to oppose Russia’s attempts to impose limitations on our missile defenses that would limit our ability to defend ourselves, our allies, and our partners.

Suffice to say, defense of our allies and partners through assistance on missile defense cooperation is and will remain a key priority of the U.S. Government.

The President spoke with Turkish President Recep Tayyip Erdogan today to discuss ongoing cooperation in the fight against ISIL and common efforts to bring security and stability to Iraq and Syria.  The two leaders reviewed the train and equip program for vetted members of the moderate Syrian opposition.  They discussed efforts to deepen cooperation to stem the flow of foreign fighters, and the President appreciated positive efforts in Turkey on this issue.  The President expressed appreciation for Turkey’s continuing support to nearly two million refugees from Iraq and Syria.  The leaders also discussed the latest developments in Yemen and Ukraine and in negotiations over Iran’s nuclear program, and pledged to continue to work closely on these and other regional issues.

SECRETARY KERRY'S STATEMENT ON DEATH OF KAYLA MUELLER

All Americans mourn the loss of Kayla Mueller, a compassionate young American who represented everything good about the human spirit. There are no words to express to Kayla's parents, Marsha and Carl, how sorry we are for their crushing loss, just how much so many wished for and worked to try and secure a better outcome, or how awe-inspiring is the example of their strength, determination, and devotion to faith and family. To them, and to Kayla's brother Eric and his family, I hope they can know that our entire country grieves together with all those whose lives she touched.

I have learned a great deal about Kayla through the stories shared about her during this awful period. She was someone any of us would be lucky to know as a daughter, sister, friend, or colleague. She so purposefully had one mission in life from the very start, and that was to help people: people in India, Israel, and the Palestinian Territories, people at an HIV/AIDS clinic and a women’s shelter at home in Arizona, and, most recently, Syrian refugees in Turkey. While ISIL exploited the crisis in Syria to rule by violence and massacre the innocent, human tragedy moved Kayla to do the opposite. She embraced children who had lost their parents. She comforted the sick and the wounded. She gave people hope even as their world fell apart around them. Kayla's sense of values, her humanity and generosity, her idealism – this is what will endure, and it will endure long, long after the barbarity of ISIL is defeated.

ISIL, and ISIL alone, is the reason Kayla is gone. Like our friends in Jordan, our resolve is unshaken to defeat this vile and unspeakably ugly insult to the civilized world and to defeat terrorists whose actions – killing women, killing children, burning people alive – are an insult to the religion they falsely claim to represent.

SECRETARY HAGEL TALKS TO TURKISH DEFENSE MINISTER ABOUT ISIL THREAT

WASHINGTON, Oct. 12, 2014 – Defense Secretary Chuck Hagel spoke today with Turkish Defense Minister Ismet Yilmaz in a phone call that focused on the regional threat posed by the Islamic State of Iraq and the Levant and the security situation in both Iraq and Syria, Pentagon Press Secretary Navy Rear Adm. John Kirby said.

“Secretary Hagel thanked Minister Yilmaz for Turkey's willingness to contribute to coalition efforts, to include hosting and conducting training for Syrian opposition members,” Kirby said in a statement summarizing the call. “He noted Turkey's expertise in this area and the responsible manner in which Turkey is handling the other challenges this struggle has placed upon the country, in terms of refugees and border security.”

Joint Central Command-European Command training team

The secretary also expressed his gratitude for Turkey's willingness to host a joint U.S. Central Command-European Command planning team next week, Kirby added, as the U.S. military works closely with Turkey to further develop a training regimen.

“Both leaders stressed the need to continue taking a comprehensive, strategic approach to the threat posed by ISIL and other extremist groups,” the admiral said. “Both men also agreed that the Assad regime has, through its own brutality, fostered the current crisis and has long ago surrendered any legitimacy to govern in Syria.”

Hagel and Yilmaz agreed to continue close, sustained consultations, Kirby said.

SECRETARY KERRY: Well, thank you for being patient. I appreciate it very, very much. And good evening to all.

I’m very pleased to be back here in Turkey, where I have had a series of productive meetings through the course of the day with President Erdogan and Prime Minister Davutoglu and my new counterpart, Foreign Minister Cavusoglu, who I’ve actually gotten to know pretty well in a frequency of meetings in the last week or so beginning with the Wales summit, and then we met in Jeddah at the coalition meeting yesterday and then again today.

The importance of coming here to Turkey to follow up on the meeting yesterday should be obvious to all because we confront very significant challenges in Iraq and Syria, and obviously the border of Turkey, the numbers of refugees coming into Turkey and Turkey’s role is very, very critical. We share a partnership with Turkey that is essential, and Turkey plays a key role in bolstering security and stability in the entire region, and together we literally work to pursue those goals every single day.

There are few countries, also, that have felt the ripple effect of the crises in Syria and Iraq as much as Turkey has. Since 2011 Turkey has opened its doors to roughly 1.3 million Syrian refugees, and more recently they’ve had a huge influx of Iraqi refugees who are fleeing ISIL.

The United States and indeed the entire international community are very grateful for Turkey’s generosity in providing shelter and care, food, to these refugees. We’re committed to helping to provide relief for the millions of people who have lost their homes, their health, their dignity, in the Syrian conflict. And we have contributed very significant amounts of humanitarian assistance, and today I am proud to announce that we are going to contribute even more to the 2.9 billion that we have already contributed to the United States – to the UN since the conflict started. And today we’re announcing an additional $500 million, about 50 million of which will come here to Turkey in order to assist Turkey in providing the humanitarian assistance that I described.

Today’s announcement marks the single largest tranche of funding that we have contributed to date, and the reason for this is that this is the largest humanitarian crisis in recent history. But even with this initial assistance from the United States, the humanitarian response to the Syrian crisis remains largely underfunded. And with the international community preparing to meet in New York to convene for the annual United Nations General Assembly meetings, and with the Syrian donors conference in Kuwait on the horizon in October, we hope very, very much that other nations will follow our lead and contribute even more to improving what is unquestionably one of the worst humanitarian disasters in history.

In the meetings that we had today we also discussed the U.S. commitment to protecting Turkey’s security, sovereignty, and territorial integrity. We agreed that today ISIL is one of the greatest threats to Turkey’s security and the security of the entire region and beyond. I have reiterated the United States commitment to working with the broadest coalition of international partners possible to eliminate the ISIL threat once and for all.

So let me be very clear about the U.S.-Turkey relationship in this coalition. Turkey and the United States will stand together against any challenges in the region, including all terrorism. Within the coalition there are many ways that Turkey can help in this effort, and we will continue our conversations with our military and other experts spending time to define the specific role that Turkey will play.

In the meantime, I’m very happy to make an announcement: that the United States has asked one of our most respected and experienced military experts, General John Allen, to join the State Department to serve as Special Presidential Envoy for the Global Coalition to Counter ISIL. In this role, General Allen will help build and sustain the coalition so it can operate across multiple lines of effort in order to degrade and ultimately destroy ISIL. General Allen is a patriot and a remarkable leader. He is a Marine and by “is,” I mean “is,” because as a Navy man I have to admit that retired or not once a Marine, always a Marine. His extraordinary career in the military speaks for itself. Whether as the top commander of NATO’s ISAF forces in Afghanistan during a critical period from 2011-2013, or as a deputy commander in Anbar during the Sunni awakening, or as a thinker, scholar, and teacher at the U.S. Naval Academy. And he has done significant public service out of uniform since he returned to civilian life. His commitment to country and to service has really been enduring.

Most recently we worked together very closely in designing new approaches to meet the long-term security needs of the state of Israel, and I could not be more pleased than to have General Allen coming on board now fulltime at the State Department. He’ll be joined by a terrific team, including Deputy Assistant Secretary of State Brett McGurk who is here with us now, who will serve as General Allen’s deputy senior envoy with the rank of ambassador. Not only has Brett been back and forth to Baghdad and Erbil almost every single month this past year, but he has also spent a number of years over the past decade posted in Iraq as a top advisor to three different ambassadors. And he has been a partner to even more. He’s one of our most – our foremost experts really on Iraq, and he will be integral to this effort’s success. And both General Allen and Ambassador McGurk will work very closely with Assistant Secretary of State Anne Patterson, who is not just a three-time ambassador and an ambassador of recent time to both Pakistan and to Egypt, but also one of our nation’s top diplomats deeply respected in the region, and she will continue to lead our diplomacy throughout the Middle East.

So we have a superb team in place to lead our work in the coalition to take on ISIL and to help the innocent people of Iraq and Syria and elsewhere to be able to rebuild their lives. And we will continue to consult closely with our partners In the days and weeks ahead, including in the very near term at the UN General Assembly later this month where Foreign Minister Cavusoglu and I will co-chair the fifth ministerial meeting of the Global Counterterrorism Fund and one of the biggest contributors to the ISIL threat happens to be the steady flow of foreign fighters making their way into Iraq and Syria in order to fight alongside ISIL. These people who are deciding to make that choice to go there and fight are men and women who regrettably carry passports from countries all over the world, which entitles them therefore to travel without a visa.

So a primary focus of that taskforce meeting in New York at UNGA will be on building the political and the financial support throughout the international community in order to track, stop, and prevent foreign fighters from joining ISIL.

Let me close by again thanking the Government of Turkey for their ongoing partnership, not only on Syria and Iraq but also on the other areas that we discussed today. We had a very broad discussion about the region, including some of the frozen conflicts and other challenges that we face, and particularly about Libya, with an agreement that we will all meet again in New York at the United Nations General Assembly with a broader group of people in order to focus on the Libya situation.

We look forward to continuing our work with Turkey and with others in order to promote peace, security, and stability in this region, as well as around the world. And we particularly look forward to the efforts in the days ahead to define and finalize the steps that each country will take in concert with others in order to degrade and ultimately defeat ISIL.

I’d be happy to take a few questions.

MS. PSAKI: The first question is from Barbara Plett of BBC.

QUESTION: Thanks. Mr. Kerry, could you tell us what specific commitments Turkey has made as part of its role in the coalition? And in particular, could you clarify the status of the Incirlik base? Will the Americans be allowed to use the base to launch military operations in this campaign or have the Turks said no, you can’t?

And then a completely different question to round this up. We have reports on American networks that the Foley family was pressured by the U.S. Government, including the State Department, not to pay ransom. Is that true?

SECRETARY KERRY: Well, let me deal, first of all, with the question of not just Turkey but any country at this point. It is entirely premature and frankly inappropriate at this point in time to start laying out one country by one country what individual nations are going to do. We are, as I said, continuing the conversation because this needs to be coordinated and there needs to be clear definition and a lot of details are being worked out by the experts in each of the sectors where they need to be worked out – that includes financial, closing off routes of finance, which involves treasury departments and finance ministers of various countries. The intel community obviously has a component in this, the Department of Defense has a component in it, the State Department, in terms of diplomacy and communications, and all of that is being coordinated. That’s precisely why I announced General John Allen today and Ambassador Brett McGurk, who will assume their roles immediately to help coordinate that.

At the appropriate time, every role will be laid out in detail, but I can tell you that the full range of activities that are necessary, that President Obama articulated in his speech are being addressed and all of the participants are defining the ways in which they’re going to contribute to this effort to degrade and defeat ISIL.

Let me just say that I am really taken aback – surprised, I guess, is the word, by this comment with respect to the Foley family. And I can tell you that I am totally unaware and would not condone anybody that I know of within the State Department making such statements. So I don’t know about it. But I will tell you this: Diane Foley and John Foley are extraordinary people. They’re an extraordinary family. And she did an amazing job on behalf of her family to try to do everything possible, leaving no stone unturned in order to try to bring Jim back safely. I worked previously in the effort to help Jim get freed when he was previously taken hostage. And everybody is heartbroken that we were not able to do it.

I and others in the government worked as hard as we know how to reach out to country after country – dozens of countries were talked to in an effort to try to create some avenue of success. And as everybody knows, President Obama ordered a risky but very important and necessary effort to try to rescue these hostages. I sat through that mission, watching every moment of it, waiting for word of a rescue and holding our breath because our people were on the ground performing very difficult tasks.

Tragically, obviously, we were not successful in finding them. So my heart goes out to the family. I know how difficult this is, and all I can say to you is I know of no one who issued such a construction. I have no knowledge of it.

MS. PSAKI: All right. The next question will be from Nicolas Revise from AFP.

QUESTION: Thank you very much, Mr. Secretary. I’d like to ask you about ISIL in Iraq and Syria. Who is on board with the United States among its European partners, not only for military action in Iraq but also for possible strikes in Syria? We have conflicting report of statements already from the British about what they are willing to do in Syria, and we have not very clear position from the French saying that they are ready to, if needed, to strike in Iraq but not in Syria. So what kind of military assistance can you expect from your European allies, or are you going to continue to take action alone?

And related to the – if I may, to the upcoming conference in Paris, there is no consensus yet on Iran’s presence. Is the U.S. going to accept to have Iran at the table to continue your diplomatic conversation, or is the U.S. opposing to Iran’s presence in Paris? Thank you.

SECRETARY KERRY: Well, again, let me repeat what I said earlier with respect to any announcements about countries. I think France has publicly made clear its willingness to take action in Iraq, as you said, and to use force. And there are other countries that are currently making up their minds, making decisions. But as I said a moment ago with respect to Turkey and other countries, it’s just not appropriate to start laying out, as we are in the process of talking to all these countries, which country is doing what. Next week I’ll be testifying before Congress and we’ll have more of the reports back in as others are talking to various countries and we’ll have a better sense of where we stand on that.

I will tell you this: More than 40 countries had already offered assistance of one kind or another before I left Washington. And those are the – that’s the work that we had done in the previous days in communicating with a host of countries around the world. I think Australia has made it clear that it’s prepared to do things, Canada’s prepared to do things, other countries. But we will lay out what country is doing what, who’s doing what within the coalition, when we have the work done that we just hired General John Allen and Brett McGurk to do. And we will continue to coordinate effectively over the course of the next days.

I have been very, very pleased by the meetings that we’ve had. I read a report today suggesting somehow that there was less than a full-throated measure of support from the Arab nations that were there yesterday. I just don’t agree with that. Last night, I sat for two and a half hours with King Abdullah of Saudi Arabia, and we could not have heard a more fulsome commitment to doing anything that is necessary going forward. Similarly, I have heard that and you heard it yesterday and reiterated by other countries who signed the communique in the course of yesterday. And there are others who will continue to sign up over the course of the next days.

So I’m comfortable that this will be a broad-based coalition with Arab nations, European nations, the United States, others contributing to every single different facet of what President Obama laid out as a strategy and fully embracing the need to degrade and destroy ISIL.

MS. PSAKI: Thanks, everyone.

QUESTION: (Inaudible) with respect to Iran?

SECRETARY KERRY: No one has called me and asked me with respect to the presence of Iran, but I think under the circumstances, at this moment in time, it would not be right for any number of reasons. It would not be appropriate, given the many other issues that are on the table with respect to their engagement in Syria and elsewhere. But – so that would be my answer, but I haven’t been asked with respect – and I don’t know specifically where that stands in terms of the French invitations.

QUESTION: Would you mind if I did a quick follow-up on that? I know it’s against the rules, but --

MS. PSAKI: You just did an entire interview yesterday. I think we can --

QUESTION: Well, I mean, I’m sorry, but this has been an issue with Iran that has gone on with many of these types of conferences. I mean, I understand that they – that you have problems with their behavior, but don’t you think engaging them is part of --

SECRETARY KERRY: We are engaged with Iran. We’re engaged in a very deep, serious conversation about their nuclear program with high hopes that it will be possible to change the relationship through an agreement that would meet the international standards that have been set at the United Nations and the questions that have been raised not just at the UN, but by the International Atomic Energy Association[1]. So it’s not the United States; it’s the world that is asking serious questions about Iran’s nuclear program.

Now, Iran has been deeply involved with its forces on the ground in Syria. IRGC forces are on the ground. So there would have to be much greater clarity and understanding of exactly what the purpose was and what the meaning was of any kind of presence, which is the only thing that stands in the way, as well as they’re a state sponsor of terror in various places.

So these are serious issues, and that’s why they need to be approached in a proper way, not a conference like this at this moment, but through a process which we are entirely prepared over a period of time to engage in, or we wouldn’t be engaged in the negotiations that we’re engaged in today.

MS. PSAKI: Okay. Thanks, everyone.

READOUT: PRESIDENT OBAMA'S CALL WITH KING ABDULLAH OF SAUDI ARABIA

President Obama called His Majesty King Abdullah bin Abdulaziz of the Kingdom of Saudi Arabia today to discuss their shared concerns regarding the threat posed by the Islamic State of Iraq and the Levant, in advance of the President’s comments to the American  people later today.  The President thanked King Abdullah for hosting Secretary John Kerry in Jeddah this week for a meeting with the Gulf Cooperation Council (GCC), Iraq, Jordan, Egypt, Lebanon, and Turkey, to advance efforts to build a regional and international coalition to counter ISIL in Iraq and Syria.

The President and the King agreed on the need for increased training and equipping of the moderate Syrian opposition, consistent with the proposal that President Obama has made to the United States Congress.  President Obama welcomed Saudi Arabia’s support for this  program.  Both leaders agreed that a stronger Syrian opposition is essential to confronting extremists like ISIL as well as the Assad regime, which has lost all legitimacy.

President Obama and King Abdullah also discussed developments in Yemen, and reiterated their shared commitment to support President Hadi and the Yemeni government in achieving a sustainable resolution to current tensions with the Houthi movement within the framework of the GCC Initiative transition process.

The President and King Abdullah pledged to continue their close consultations on these and a range of strategic regional issues, consistent with the longstanding U.S.-Saudi strategic partnership and the leadership role that Saudi Arabia plays in the region.

Hagel Reaffirms Turkey’s Pledge to Help Defeat ISIL

WASHINGTON, Sept. 9, 2014 – Defense Secretary Chuck Hagel yesterday held a series of meetings with government and defense leaders in Turkey’s capital of Ankara to begin coordinating that nation’s role in the NATO coalition forming to defeat the Islamic State of Iraq and the Levant, or ISIL.

Hagel was in Turkey as part of a six-day trip that included participation in the NATO summit in Wales last week and meetings with government and military leaders in Georgia. The secretary’s 16th international trip began Sept. 3 and ends today.

In Ankara, Hagel met with Prime Minister Ahmet Davutoglu, President Recep Tayyip Erdogan, Foreign Affairs Minister Mevlut Cavusoglu, Defense Minister Ismet Yilmaz and Chief of the General Staff Necdet Ozel.

Afterward, during a roundtable with reporters traveling with him, Hagel noted the consistency of the Turkish government’s commitment to the country’s role as a critically important NATO partner and as a leader in their part of the world.

A democratic, Muslim Turkey

“They are a democratic Muslim country that has done an exceptional job over many years of building an economy and opportunity for their people,” Hagel told the reporters. “When we look around the world … Turkey, I think in many ways, can be seen as a model for engaging and practicing a vibrant democracy.”
Hagel said Turkey will be involved in all efforts, as President Barack Obama articulated on the last day of the NATO Summit, to build a broad international coalition to combat the threat posed by ISIL. The secretary later named the “core coalition” countries as the United States, the United Kingdom, Australia, Canada, Denmark, France, Germany, Italy, Poland and Turkey.

“ISIL is a threat, as President Obama [and other leaders] have said, to its own region of the world first,” Hagel said. “It's a threat to every country, it’s a threat to every society, and Turkey lives right here.”

Productive discussions

The secretary said his conversations with the Turkish leadership were productive.
“I didn't come here to ask for specific missions that they would take on or specific roles they would perform,” he said. “It’s up to every country to decide what's in their interest, as well as the collective interest of the region and, in Turkey's case, NATO. The main reason I was here today was to start coordinating with the leaders of Turkey on working through some of the challenges as we go forward and think through how we are going to deal with ISIL.”

He said Obama would detail the strategy for dealing with the terrorist group from the U.S. perspective later this week.

“It was very clear to me in my conversations today with the Turkish leaders that they clearly saw that as the overall objective here, when we start thinking through what we're dealing with, both short term and long term,” the secretary said.

Reaffirming Turkey’s commitment

Hagel described the meetings as a reaffirmation of Turkey's commitment to be part of the effort to destroy ISIL and everything ISIL represents to the local region and to all countries.

“Foreign fighters came up in the discussions I had with all the leaders, as did every dimension of what we're dealing with here,” he said. “The issue of foreign fighters has [come] up in every conversation I've had in the last month, whether it was in Australia or India.”

The issue also was a big part of the conversation in Wales, Hagel noted.
All nations are examining the threat of citizens of their own countries participating with ISIL and other dangerous terrorist groups in the Middle East, the secretary added, and are looking for ways to work together to address the threat of foreign fighters. “That's not a military responsibility only,” he added. “It’s law enforcement -- it's all of the departments of each of our governments.”
Resolving the ISIL threat

Hagel said it was clear in his conversations with the president, the prime minister and the defense minister in Ankara that resolving the immediate ISIL threat will involve good, responsible governance.

“That’s what President Obama has talked about in Iraq,” Hagel said, “and I'm looking forward to hearing fairly soon that that a new government under Mr. Abadi in Iraq has been formed. It's the anchor [by] which these countries will have opportunities to go forward.” Last night, several hours after the secretary’s remarks, Iraq's parliament did approve a new government headed by Prime Minister Haider al-Abadi.

Obama called the prime minister yesterday to congratulate him and the Iraqi people on the new government, according to a White House statement, and applauded the efforts of Abadi and other Iraqi leaders to form a new, broad-based government.

Fighting a common enemy

The president also underscored the need for the United States and Iraq to continue working closely with the international community to build on recent actions to counter the threat posed ISIL, and the Iraqi prime minister expressed his commitment to work with all communities in Iraq and with regional and international partners to strengthen Iraq’s capabilities to fight against the common enemy, the statement said.

Hagel said good governance is important in Iraq, “because the military part of all this is … important, but it's not the only part.” It includes economics and diplomacy, he added, “and … the ability for countries to govern themselves and find opportunities for all their people.”

SECRETARY HAGEL COMMENTS ON GEORGIA'S STATUS AS ENHANCED NATO PARTNER

Hagel: U.S. Backs Georgia’s New NATO Standing, Boosts Defense Support

WASHINGTON, Sept. 7, 2014 – Defense Secretary Chuck Hagel made his first official visit to Georgia today following his participation at the NATO Summit in Wales, meeting with government and military leaders and congratulating the U.S. military partner on its new status as an enhanced NATO partner.
Hagel began his 16th international trip Sept. 3; a six-day visit that included participation in the NATO Summit in Wales last week and meetings with government and military leaders in Georgia and Turkey.

Meeting with the defense minister

This morning, after an official welcoming ceremony at the Ministry of Defense in Tbilisi, Hagel met with Defense Minister Irakli Alasania. During a press conference that followed the meeting, both reaffirmed their nations’ close defense partnership and the shared goal to build even stronger military ties.
“I also expressed the gratitude of the American people for the … significant contributions Georgia has made to operations in Kosovo, Iraq and Afghanistan. Over more than a decade of fighting together, our two militaries have forged a deep and enduring friendship and a strong and vibrant partnership,” Hagel said.
In 2012, the U.S. and Georgian presidents agreed to an enhanced defense cooperation program to accelerate Georgia's defense reforms and modernization, increase Georgia's level of NATO interoperability and improve the nation's defense capabilities.

As a result of the agreement, the United States and Georgia have increased cooperative training events and dialogues among subject matter experts.
Because Georgia is a committed and dependable U.S. partner, the defense secretary said, the Defense Department fully supports Georgia's defense modernization efforts and will continue to help the nation fulfill its Euro-Atlantic aspirations -- including membership in NATO.

New NATO status

Hagel and Alasania discussed how the substantial package of measures for Georgia that NATO leaders endorsed at the Wales summit will strengthen the country’s relationship with NATO, Hagel added. These include expanded defense capacity-building efforts, more joint training exercises and enhanced interoperability capabilities.

Georgia was one of five nations to achieve the new elevated status of NATO enhanced-opportunities partners, and Hagel said the United States would make a substantial contribution to the new alliance effort and to continuing bilateral U.S.-Georgia capacity-building efforts.

“Today the minister and I discussed the necessary steps for Georgia to acquire the U.S. military helicopters that they have requested,” Hagel said, adding that Georgia's new status would help the nation advance its preparations toward NATO membership.

Russia

Hagel said the deepening ties between NATO and Georgia are especially important given the “dangerous and irresponsible actions of President [Vladimir] Putin toward Ukraine.”

Putin’s illegal annexation of Crimea, which the United States does not recognize, the secretary noted, “and the ongoing military campaign that Russia is mounting in eastern Ukraine, pose grave threats to regional stability, as had its actions inside Georgia's internationally recognized borders.”

The United States continues to call on Russia to fully withdraw its forces from Georgia's borders, Hagel said, adding that the United States welcomes the restraint Georgia has shown in this situation.

“Russia's actions here and in Ukraine pose a long-term challenge that the United States and our allies take very seriously. But President Putin's actions have also brought the United States and our friends in Europe, including Georgia, closer together,” Hagel said.

Battling terrorism

“We will need a close partnership to counter another key security challenge -- the growing threat of violent extremism,” the secretary added.

Hagel said he and Alasania discussed ways Georgia could play an important role in a partnership with the United States, Iraq and coalition partners to destroy the ISIL threat.

“This is a galvanizing moment for NATO and our partners,” Hagel added. “I believe that the summit in Wales put us on the right path to respond to President Putin's challenge over the long term, as well as the threat of ISIL.”

After the press conference, Hagel made his way to a meeting with Georgian Prime Minister Irakli Gharibashvili, stopping first at Heroes Square to lay a wreath.

Heroes Square

Heroes Square, built in 2009, honors those who died protecting Georgia’s territory. Etched into the main monument, a tall pillar of marble and methacrylate, are the names -- about 4,000 in total -- of Georgian military cadets who died fighting the Red Army in 1921, the leaders of an anti-Soviet revolt in 1924, and those who died during military actions in Abkhazia in 1992-1993 and in the five-day war in South Ossetia in August 2008.

Across the street, facing the obelisk, an eternal flame is flanked by an honor guard of two soldiers.

Afterward, Hagel met with the prime minister at the State Chancellery and later in the day at the President’s Palace with Georgian President Giorgi Margvelashvili.

Pentagon Press Secretary Navy Rear Adm. John Kirby provided readouts of the meetings.

In his meeting with the Georgian president, Hagel thanked Margvelashvili for his leadership and for the contributions Georgia continues to make in Afghanistan and other peacekeeping missions.

Georgia in Afghanistan

Georgian armed forces members have served in Afghanistan since 2004. The first full Georgian unit deployed to Afghanistan in 2010. Georgia is the largest non-NATO troop contributor to the International Security Assistance Force, with more than 10,000 soldiers having operated with Marines in Helmand Province.
To date, 29 Georgian soldiers have died and 276 have been wounded during their service in Afghanistan. Beyond 2014, Georgia has agreed to train, advise and assist the Afghan National Security Forces and has pledged financial assistance.

Kirby said Hagel also praised the efforts of Defense Minister Alasania in helping the two militaries maintain a strong defense relationship, and reaffirmed the U.S. commitment to working with Georgia on a range of bilateral and alliance initiatives.

The two leaders discussed a host of regional security issues, the admiral said, including Russia's continued aggression inside Ukraine and the threat its actions pose to the regional and international order, and the threat posed by ISIL in the Middle East.

Common concern

One concern was common to Hagel’s meeting with Margvelashvili, and earlier in the day with the prime minister, Kirby said; the problem of foreign fighters flowing into Syria to join extremist groups and the threat those fighters represent to their homelands.

Hagel updated Margvelashvili and Gharibashvili on U.S. efforts to build a coalition of nations willing to contribute to continued operations inside Iraq and against ISIL, Kirby added. And the secretary thanked the Georgian leaders for their willingness to consider ways to support that initiative.

“In both his meetings this afternoon,” the admiral said, “Secretary Hagel pledged to continue the close dialogue and cooperation between our two countries.”

PHARMA BUSINESS OWNER PLEADS GUILTY TO IMPORTING MISBRANDED, ADULTERATED CANCER TREATMENT DRUGS

Turkish man pleads guilty to importing illegal cancer drugs

Sabahaddin Akman, owner of the Istanbul, Turkey, firm Ozay Pharmaceuticals, has pleaded guilty to charges of smuggling misbranded and adulterated cancer treatment drugs into the United States.

Akman pleaded guilty in the U.S. District Court for the Eastern District of Missouri, in St. Louis, Missouri, where he initially shipped his illegal drugs. The drugs did not meet the FDA’s standards and had not been approved for distribution in the United States.

The FDA’s Office of Criminal Investigations coordinated a complex, multi-layered international investigation that led to Akman’s arrest in Puerto Rico in January 2014. The investigation identified Akman and his company as a source of Altuzan, the Turkish version of the cancer treatment drug Avastin.

“These criminals exploited our most vulnerable patients when they arranged for their illicit drugs to be brought into the United States and used to treat cancer patients. We will continue to investigate and bring to justice those who prey on our ill, susceptible patients,” said Philip J. Walsky, acting director of the FDA’s Office of Criminal Investigations. “We commend our colleagues – international, national, state, and local – whose contributions helped bring this case to a successful conclusion.”

Akman, along with his employee, Ozkan Semizoglu, obtained the illicit drugs and then used shipping labels to conceal the illegal nature of the shipments, including customs declarations falsely describing the contents as gifts. They also broke large drug shipments into several smaller packages to reduce the likelihood of seizures by U.S. Customs and Border Protection authorities.

Along with the FDA and Europol, the international operation involved several German government offices: the Bonn prosecutor; the Federal Criminal Police, the Dusseldorf police, and the German State Criminal Police.  Special agents of the U.S. Department of State’s Diplomatic Security Service assigned to the U.S. Embassy’s Regional Security Office in Ankara, Turkey, and the U.S. Consulate General’s Overseas Criminal Investigations Branch in Istanbul, Turkey also played key roles in the successful resolution of this case.

The FDA, an agency within the U.S. Department of Health and Human Services, protects the public health by assuring the safety, effectiveness, and security of human and veterinary drugs, vaccines and other biological products for human use, and medical devices. The agency also is responsible for the safety and security of our nation's food supply, cosmetics, dietary supplements, products that give off electronic radiation, and for regulating tobacco products.

The President spoke today with Prime Minister Erdogan to congratulate him on his election as the 12th President of the Republic of Turkey and wish him well as he begins his term later this month.  The President praised the Prime Minister’s speech on Sunday and noted that as Turkey’s first directly elected President, the Prime Minister has an historic opportunity to further move Turkey forward.  The President and Prime Minister agreed on the importance of close cooperation on Syria and Iraq and the terrorist threat emanating from the region.  They also discussed ceasefire efforts in Gaza.  The President welcomed Turkey’s humanitarian aid to vulnerable Syrians and Iraqis, and both agreed on the need to ensure cooperation and such assistance continue.  They also expressed hope that a new Iraqi government will bring all communities together.

Readout of the President’s Call to Prime Minister Harper of Canada

President Obama spoke by phone with Prime Minister Stephen Harper regarding the situation in Iraq. The two leaders agreed to work with other partners in the international community to provide additional, immediate humanitarian assistance, and to continue developing options to secure the safety of the civilians on Mount Sinjar.  They discussed efforts to counter the threat posed by ISIL against all Iraqis and agreed on the need for Iraqi political leaders from all factions to put aside their differences and to form an inclusive government capable of pulling the country together.

SECRETARY KERRY: I’m delighted to have a chance to be able to welcome my colleagues, the Foreign Minister of Turkey Ahmet Davutoglu and Foreign Minister of Qatar Khalid Attiyah, here to the American Embassy in Paris. And I’m going to say a couple of words about what we’ve been working on with respect to the situation in Gaza in a moment.

But first, I want to try to clarify something and announce, to some degree, for people who haven’t heard, news regarding our situation in Libya. The United States, together with other countries – one of them Turkey – have decided that because of the free-wheeling militia violence that is taking place in Tripoli, and particularly in our case around – a lot of the violence is around our embassy but not on the embassy. But nevertheless is presents a very real risk to our personnel. So we are suspending our current diplomatic activities at the embassy – not closing the embassy, but suspending the activities. And we have moved people on ground to Tunisia where they will then disperse to other places where we will continue our diplomatic activities in Libya.

We are deeply committed and remain committed to the diplomatic process in Libya. Our envoy will continue to be engaged with the British envoy and other envoys. And we will continue to try to build out of the election the legitimacy of the government formation and the efforts to end the violence. We call on all Libyans to engage in the political process and to come together in order to avoid the violence.

So many people died and gave so much effort to the birth of the new Libya, and we’re very, very hopeful that together all those people will recognize that the current course of violence will only bring chaos and possibly longer term difficulties. We will return the moment the security situation permits us to do so, but given the situation, as with Turkey – I think they moved some 700 people or so out – we want to take every precaution to protect our folks.

Now I want to express my appreciation for the enormous amount of work that both Foreign Minister Attiyah, Foreign Minister Davutolgu engaged in the last days to help bring about the short-term cease-fire that we all hope is going to be extended into a longer term cease-fire where people can get together and work on the way forward for a sustainable cease-fire, a longer-term effort to work out the difficult issues between the state of Israel and the Palestinian factions.

We’re very hopeful that that can happen, but I will tell you the progress that we’ve made was significantly contributed to by many people, and we’re grateful obviously for the Egyptian initiative, for the Israeli efforts initially, but also this particular effort now has been significantly assisted by the input of Qatar, the input of Turkey, and the willingness of these foreign ministers to work hard even though they were at a distance, and to engage directly with some of the Palestinian factions in order to try to help get us where we are today. They’re both committed to trying to work to continue further, and we very much appreciate that.

FOREIGN MINISTER DAVUTOGLU: Thank you, John. It’s a great pleasure to meet again, but this time we are meeting for a very tragic development in Gaza. The humanitarian situation in Gaza is terrible. I want to extend condolences to all those who lost their lives in this crisis and especially in these holidays approaching – Ramadan, Eid. We intensified our efforts to agree on a cease-fire; in less than 10 days all of our teams have working last two – three days. We worked in close contact with the – with Secretary Kerry and my dear colleague, Minister Attiyah. As a team, we worked together. Yesterday we had several telephone conversations, consultations, and today we are continuing here.

We wish to have a sustainable cease-fire, which we approached very closely until last month. Unfortunately, it was rejected by Israeli side – but still we are working very hard to reach the (inaudible), hopefully with the great effort – we all appreciate Secretary Kerry’s effort.
Now we have a short-term cease-fire, which is really a success of his effort, and supported by all of us. And I want to assure all the parties and, of course, both of our colleagues, allies, that Turkey will be working very hard to stop this bloodshed on the ground, to reach a sustainable cease-fire, and at the end of these efforts, to have two-state solution, which is the real solution for all these disasters and bloodshed.

Again, I want to express my thanks to my dear colleagues, Secretary Kerry and Minister Attiyah, for this joint cooperation and all those who contributed to this process, to this short-term cease-fire. And as a team, we will continue to work – Egyptian – Egypt, Turkey, Qatar, United States, and Israel and Palestinian groups – (inaudible) and Hamas, all of us split – Palestinian Administration – at the end of the day, our goal is to achieve sustainable cease-fire as early as possible.

FOREIGN MINISTER AL-ATTIYAH: And I’d like again also to thank John and Dr. Ahmet for the effort of the past days to come to such agreement on humanitarian cease-fire. As from now, I won’t add more of what John and Dr. Ahmet says. For now, we will be working hardly to come to a point where we have cease-fire and the lift of blockade. The tragic situation of – was I think deserve now to have a free movement of goods, a free movement of trade, that they deserve now to have their own port – their sea port, so they can trade in and out, even though if it’s under the international supervision. But I think the time now comes that we have to have long-term solution for the people of Gaza. They’ve been suffering for a long time, and with the help of Secretary Kerry and Brother Ahmet and all the other international player who their input will be positive on this. I’m sure you will come to a stage where we can get a cease-fire and a lift of blockade in Gaza. Thank you.

SECRETARY KERRY: So before we end, I want to just pick up on a couple of themes expressed by both the foreign ministers and on what I said last night. And I want anybody who cares about the Palestinian side of these issues to listen, and I want everybody in Israel to understand: we clearly understand – I understand that Palestinians need to live with dignity, with some – freedom, with goods that can come in and out, and they need a life that is free from the current restraints that they feel on a daily basis, and obviously free from violence. But at the same time, Israelis need to live free from rockets and from tunnels that threaten them, and every conversation we’ve had embraces a discussion about these competing interests that are real for both. And so we need to have a solution that works at this.

I understand that Israel can’t have a cease-fire in which they are not able to – that somehow the tunnels are never going to be dealt with. The tunnels have to be dealt with. We understand that; we’re working at that. By the same token, the Palestinians can’t have a cease-fire in which they think the status quo is going to stay and they’re not going to have the ability to be able to begin to live and breathe more freely and move within the crossings and begin to have goods and services that come in from outside. These are important considerations. Each side has powerful feelings about the history and why they are where they are. And what we’re going to work at is how do we break through that so that the needs are met and we have an ability to provide security for Israel and a future – economic and social and otherwise development for the Palestinians. That’s what this is about.

The United States is deeply concerned that the Turkish government has blocked its citizens’ access to basic communication tools.  We oppose this restriction on the Turkish people’s access to information, which undermines their ability to exercise freedoms of expression and association and runs contrary to the principles of open governance that are critical to democratic governance and the universal rights that the United States stands for around the world.  We have conveyed our serious concern to the Turkish government, urge Turkish authorities to respect the freedom of the press by permitting the independent and unfettered operation of media of all kinds, and support the people of Turkey in their calls to restore full access to the blocked technologies.

EXPORT-IMPORT BANK WILL FINANCE $641 MILLION EXPORT OF REFINERY EQUIPMENT DEAL

Washington, D.C. – In a boost for U.S. jobs, the Export-Import Bank of the United States (Ex-Im Bank) has authorized a $640.7 million direct loan to Star Refineri A.S. (Star) of Istanbul, Turkey, that will finance the export of American-made oil refinery equipment and support approximately 3,000 U.S. jobs, according to bank estimates derived from Departments of Commerce and Labor data and methodology.

“This important transaction will support the export of cutting-edge American equipment,” said Ex-Im Bank Chairman and President Fred P. Hochberg. “Moreover, the transaction will help a vital industry in Turkey and support 3,000 U.S. jobs across America. The growth we see in the energy sector around the globe bolsters jobs here at home.”

The American-made equipment will factor in Star’s construction of an oil refinery in Aliaga, Turkey, approximately 30 miles north of Izmir on the Azean coast. Upon completion in 2017, the refinery will produce crude oil in addition to various other petrochemicals, including naphtha, LPG, and xylenes.

Thank you for that kind introduction, Sergio. I am pleased to be here at 60th Pugwash Conference on Science and World Affairs and I want to thank Pugwash for organizing this conference.

Today, I would like to provide an update on our work, which the President laid out nearly four years ago in Prague, when he committed the United States to seek the peace and security of a world without nuclear weapons, a goal that he reaffirmed in his speech in Berlin this past June.

As President Obama noted in Prague and repeated in Berlin, this will not be easy. It will require persistence and patience, and may not happen in his lifetime. Still, over the last four years we have succeeded in moving closer to this goal.

In 2010, the Administration concluded a Nuclear Posture Review, or NPR, which outlines the President’s agenda for reducing nuclear dangers, as well as advancing the broader security interests of the United States and its allies. As the NPR states, the international security environment has changed dramatically since the end of the Cold War: the threat of global nuclear war has become remote, but the risk of nuclear attack has increased. The traditional concept of nuclear deterrence — the idea that a country would not initiate a nuclear war for fear of nuclear retaliation — does not apply to terrorists. While our nuclear arsenal has little relevance in deterring this threat, concerted action by all states to uphold their NPT obligations – including those related to disarmament – is important for building a sense of common purpose that helps maintain support from partners around the world to uphold and strengthen the nuclear nonproliferation regime. Securing sensitive nuclear materials worldwide will also make it harder for terrorists to acquire those materials.

For instance, the downblending of highly enriched uranium (HEU) to low enriched uranium (LEU) by Russia that was required by the 1993 U.S.-Russia HEU Purchase Agreement has now been completed. The final delivery of the resultant LEU to the United States is scheduled for early December. Upon the successful completion of the Agreement, 500 metric tons of HEU from dismantled Russian weapons will have been converted into LEU and delivered to the United States to fuel U.S. commercial nuclear power plants. The HEU that was converted by downblending was enough to produce approximately 20,000 nuclear warheads.

In the United States, 374 metric tons of U.S. HEU has been declared excess to nuclear weapons; most of which will be downblended or used as fuel in naval or research reactors. In 2011, the United States and Russia brought into force the Plutonium Management and Disposition Agreement and its 2006 and 2010 protocols, which require each side to dispose of 34 metric tons of weapons-grade plutonium – enough in total for about 17,000 nuclear weapons – and thus permanently remove this material from military programs. Russia has also been an essential partner in the U.S. Global Threat Reduction Initiative efforts to convert research reactors worldwide from HEU to LEU and repatriate those reactors’ HEU to the country of origin. These efforts have now converted or verified the shutdown of over 88 research and test reactors and isotope production facilities, and removed over 5,017 kg of HEU for secure storage, downblending and disposition.

In addition to working on the prevention of nuclear proliferation and nuclear terrorism, we have taken steps to reduce the role of nuclear weapons in U.S. national security strategy. We are not developing new nuclear weapons or pursuing new nuclear missions; we have committed not to use or threaten to use nuclear weapons against nonnuclear weapon states that are party to the NPT and in compliance with their nonproliferation obligations; and we have clearly stated that it is in the U.S. interest and that of all other nations that the 68-year record of nonuse of nuclear weapons be extended forever.

In June of 2013, in conjunction with his Berlin speech, President Obama issued new guidance that aligns U.S. nuclear policies to the 21st century security environment. This was the latest concrete step the President has taken to advance his Prague agenda and the long-term goal of achieving the peace and security of a world without nuclear weapons. After a comprehensive review, the President determined that we can ensure the security of the United States and our allies and maintain a strong and credible strategic deterrent while safely pursuing up to a one-third reduction in deployed strategic nuclear weapons from the level established in the New START Treaty.

Let me now address what we believe our next steps should be.

The United States and Russia still possess the vast majority of nuclear weapons in the world, and we have a shared responsibility to continue the process of reducing our nuclear arms. With that in mind, we have a great example in the New START Treaty. The implementation of New START, now in its third year, is going well. When New START is fully implemented, the United States and the Russian Federation will each have no more than 1,550 deployed strategic nuclear warheads – the lowest levels since the 1950s. Our overall nuclear stockpile is 85% below Cold War levels.

Going forward, the United States has made it clear that we are committed to continuing a step-by-step process to further reduce nuclear arsenals.

To this end, we are engaged in a bilateral dialogue with Russia to promote strategic stability and increase transparency on a reciprocal basis. We are hopeful our dialogue will lead to greater reciprocal transparency and negotiation of even further nuclear weapons reductions.

The President also said in Berlin, that we will work with our NATO Allies to seek bold reductions in U.S. and Russian nonstrategic nuclear weapons in Europe. The NPR underscores the U.S. position that decision on NATO’s nuclear posture should be made by consensus among Allies. The role of nuclear weapons in NATO was examined as part of the Deterrence and Defense Posture Review. As you may know, NATO has already dramatically reduced its holdings of, and reliance on, nuclear weapons since the end of the Cold War. Allies made clear in the DDPR that NATO is prepared to consider further reducing its requirement for nonstrategic nuclear weapons assigned to the Alliance in the context of reciprocal steps by Russia, taking into account the greater Russian stockpiles of nonstrategic nuclear weapons stationed in the Euro-Atlantic area. Allies have also affirmed their desire to work with Russia on reciprocal transparency steps regarding NSNW. While seeking to create the conditions for further nuclear reductions, NATO will continue to ensure that the Alliance’s nuclear deterrent remains safe, secure, and effective, as NATO is committed to remaining a nuclear alliance for as long as nuclear weapons exist.

There are still further initiatives that are part of this Administration’s nuclear agenda. In Berlin, President Obama called on all nations to begin negotiations on a treaty that ends the production of fissile materials for nuclear weapons. A Fissile Material Cutoff Treaty or FMCT would codify an end to the production of weapons-grade fissile material needed to create nuclear weapons, cap stockpiles worldwide, and provide the basis for further, deeper, reductions in nuclear arsenals.

Beginning multilateral negotiations on the FMCT is a priority objective for the United States and for the vast majority of states, and we have been working to initiate such negotiations at the Conference on Disarmament in Geneva. An overwhelming majority of nations support the immediate commencement of FMCT negotiations. The United States is consulting with China, France, Russia, and the United Kingdom, as well as others, including India and Pakistan, to find a way to commence negotiations of an FMCT.

In 2009, the five nuclear-weapon states, or “P5,” began to meet regularly for discussions on issues of transparency, mutual confidence, and verification. Since the 2010 NPT Review Conference, these discussions have expanded to address P5 implementation of our commitments under the NPT and the 2010 Review Conference Action Plan. Russia hosted the most recent P5 conference in Geneva, Switzerland in April 2013, where the P5 reviewed progress towards fulfilling the commitments made at the 2010 NPT Review Conference, and continued discussions on issues related to all three pillars of the NPT: nonproliferation, disarmament, and the peaceful uses of nuclear energy, including confidence-building, transparency, and verification experiences. We are looking forward to continued discussions at a fifth P5 conference in 2014.

In addition to providing a senior level policy forum for discussion and coordination among the P5, this process has spawned a series of discussions among policymakers and government experts on a variety of issues. China is leading a P5 working group on nuclear definitions and terminology. The P5 are discussing approaches to a common format for NPT reporting, and we are also beginning to engage at expert levels on some important verification and transparency issues. As we proceed, we would like the P5 conferences and intersessional meetings to develop further practical transparency measures that build confidence and predictability.

I should add at this point that when discussing areas to broaden and deepen our cooperation and to advance our common interests, it’s necessary to address the question of missile defense. Over the past twenty years, both Democratic and Republicans have seen the benefits of missile defense cooperation with Russia.

While we have our differences on this issue, the United States remains convinced that missile defense cooperation between the United States and Russia (and between NATO and Russia) is in the national security interests of all countries involved. For that reason, the United States remains open to missile defense cooperation with Russia. To be clear, U.S. missile defense efforts are focused on defending our homeland as well as our European, Middle Eastern, and Asian allies and partners against ballistic missile threats coming from regional actors. These are threats that are growing, and must be met.

In meeting those threats, it is important to note that U.S. missile defenses are not designed for, or capable of, undermining the Russian or Chinese strategic deterrents. For its part, Russia has been insistent on legally binding guarantees that our missile defenses will not threaten its strategic deterrent. Rather than legal guarantees, we believe that the best way for Russia to see that U.S. and NATO missile defenses in Europe do not undermine its strategic deterrent would be for it to cooperate with us and to engage in mutual transparency measures. In addition to making all of us safer, cooperation would send a strong message to proliferators that the United States, NATO, and Russia are working together to counter proliferation. With regard to China, the United States welcomes the opportunity to engage in a more robust dialogue about strategic stability, including missile defense.

As our work together with Russia over the past four years has shown, we can produce significant results that benefit both countries. As mentioned earlier, the New START Treaty is a great example of this.

None of this will be easy, but the policies the Administration is pursuing are suited for our security needs and tailored for the global security threats of the 21st century. By maintaining and supporting a safe, secure and effective stockpile — sufficient to deter any adversary and guarantee the defense of our allies — at the same time that we pursue responsible verifiable reductions through arms control, we will make this world a safer place.

4 HIZBALLAH LEADERS DESIGNATED BY U.S. TREASURY FOR TERRORISTS ROLES

WASHINGTON – The U.S. Department of the Treasury today designated four members of Hizballah’s leadership responsible for operations throughout the Middle East, further exposing Hizballah’s pernicious activities that reach beyond the borders of Lebanon.  These designations include senior members of Hizballah responsible for activities ranging from assisting fighters from Iraq to support the Assad regime in Syria, to making payments to various factions within Yemen, and to military leaders responsible for terrorist operations in Egypt, Jordan, Turkey, Cyprus, Israel, the Palestinian territories, and Iraq.

Belying Hizballah’s claim to be a domestic Lebanese “resistance” organization, its expansive global network seeks to extend its malign influence, and the influence of Hizballah’s patron Iran, throughout the Middle East and beyond.  The Treasury Department will continue to combat Hizballah’s terrorist activity inside and outside Lebanon with all available tools and will continue to work with partners around the world to make it clear that Hizballah’s militant and extremist activities should not be tolerated by any nation.

“Whether ferrying foreign fighters to the front lines of the Syrian civil war or inserting clandestine operatives in Europe, the Middle East, and elsewhere, Hizballah remains a significant global terrorist threat,” said Under Secretary for Terrorism and Financial Intelligence David S. Cohen.  “So long as Hizballah spreads instability, conducts terrorist attacks and engages in criminal and illicit activities around the world, we will continue to sanction Hizballah’s operatives, leaders and businesses, wherever they may be found.”

The individuals sanctioned today were designated pursuant to Executive Order 13224, which targets terrorists and their supporters for acting for, or on behalf of Hizballah.  U.S. persons are generally prohibited from engaging in any transactions with the individuals designated today, and any assets of those designees subject to U.S. jurisdiction are frozen.

Khalil Harb
In the years prior to Israel’s withdrawal from southern Lebanon in 2000, Khalil Harb served as the deputy commander for Hizballah’s central military unit’s southern Lebanon region from 1988 to 1992, and as the commander for this region from 1992 to 1994.  From 1994 to 1997, Harb served as the commander of Hizballah’s central military operations.  By 2000, Harb supervised Hizballah military operations inside Israel, Jordan, Cyprus, and Turkey.

In late November 2000, Harb was given responsibility for overseeing work of the Islamic Resistance, including assisting with the smuggling of Hamas and Palestinian Islamic Jihad operatives from Syria into the West Bank via Jordan.  By late 2003, Harb was head of the Syrian/Jordan/Israel/Egypt operations unit, which was subordinate to Hizballah’s Islamic Jihad council.

In March 2006, Harb served as Hizballah’s chief of military liaison with the Palestinian factions and Iran, dealing almost exclusively with Palestinians and Iranians inside and outside the territories.  Prior to this posting, Harb had served as Hizballah’s chief of military special operations.  During the summer of 2006, Harb was given command of a Hizballah special operations unit in southern Lebanon, which engaged the Israeli Defense Forces (IDF) in July 2006, at the Lebanese-Israeli border where IDF Special Forces entered Lebanon.  In early 2007, Khalil Harb was chief of Hizballah’s Unit 1800, also known as Hizballah’s Nun Unit, the Hizballah entity responsible for supporting Palestinian militants and conducting Hizballah operations in the countries surrounding Israel, and he travelled to Iran for meetings regarding coordination between Hizballah, Iran, and the Palestinians.

In February 2010, Harb, serving as the leader of the Palestinian activities for Hizballah, planned unspecified attacks against Israeli officials in Israel, in retaliation for the assassination of former Hizballah External Security Organization (ESO) chief Imad Mughniyah.  By mid-May 2010, Hizballah created a new position for Harb as “advisor to the Secretary General,” which provided Harb oversight of Hizballah Unit 1800, which he previously commanded.
As of 2012, Harb was responsible for Hizballah’s Yemen activities and was involved in the political side of Hizballah’s Yemen portfolio.  Harb also served as commander of a Lebanon-based Hizballah special unit that focused on Israel.  Since the summer of 2012, Harb has been involved in the movement of large amounts of currency to Yemen, through Saudi Arabia and the U.A.E., and in late 2012, Harb advised the leader of a Yemeni political party that the party’s monthly Hizballah funding of $50,000 was ready for pick up.

Muhammad Kawtharani
As the individual in charge of Hizballah's Iraq activities, Kawtharani has worked on behalf of Hizballah's leadership to promote the group's interests in Iraq, including Hizballah efforts to provide training, funding, political, and logistical support to Iraqi Shi'a insurgent groups.  A member of Hizballah's Political Council, Kawtharani also helped secure the release from Iraqi custody of Hizballah operative Ali Musa Daqduq, a senior Hizballah commander designated by the Treasury Department in November 2012 who was responsible for numerous attacks against Coalition Force in Iraq, including planning a January 20, 2007 attack on the Karbala Joint Provincial Coordination Center that resulted in the deaths of five U.S. soldiers.

Over the last year, Kawtharani has assisted in getting fighters to Syria to support the Assad regime.

Muhammad Yusuf Ahmad Mansur
Muhammad Yusuf Ahmad Mansur (Mansur), a member of Hizballah since at least 1986, once served in a Hizballah military unit operating in south Lebanon.  Around 2004, Mansur was transferred to Hizballah’s Unit 1800.  Mansur was subsequently dispatched to Egypt to work with Unit 1800 under Muhammad Qabalan, and in 2008, the cell escalated its operations to target tourist destinations in Egypt.  Mansur served as the Egypt-based cell leader.  By early 2009, Egyptian authorities had disrupted the Hizballah cell and arrested and detained Mansur and dozens of other individuals for planning to carry out terrorist operations against Israeli and other tourists in Egypt.  Hizballah Secretary-General Hassan Nasrallah in November 2009 publicly acknowledged that Mansur was a Hizballah member involved in transporting arms and equipment to Palestinian militants.  In April 2010, an Egyptian court sentenced Mansur to 15 years for his involvement in the cell, which was subordinate to Hizballah’s Unit 1800.  However, in late January 2011, the imprisoned members of the Hizballah cell escaped and Mansur returned to Lebanon.  In February 2011, Mansur appeared on Lebanese television with Hizballah officials at a Hizballah rally in Beirut.
Muhammad Qabalan

Hizballah terrorist cell leader Muhammad Qabalan (Qabalan) once served as the head of a Hizballah infantry platoon.  In 2008, Qabalan, as a leader in Hizballah’s Unit 1800, was serving as the Lebanon-based head of the Hizballah Egypt-based terrorist cell targeting tourist destinations in Egypt and was coordinating the cell’s activities from Lebanon.  In April 2010, an Egyptian court sentenced Qabalan in absentia to life imprisonment for his involvement in the cell, which was subordinate to Hizballah’s Unit 1800.  As of late 2011, Qabalan worked in a separate Hizballah covert unit operating in the Middle East.
