ARMY SGT. PLEADS GUILTY FOR ROLE IN AFGHANISTAN BRIBERY CASE

Army Sergeant Pleads Guilty to Conspiracy in Afghanistan Bribery Scheme
A Fort Campbell Army Sergeant pleaded guilty today to conspiracy to commit bribery in connection with contracting for supplies while serving in Afghanistan.

Assistant Attorney General Leslie R. Caldwell of the Justice Department’s Criminal Division, Acting U.S. Attorney John E. Kuhn Jr. of the Western District of Kentucky, Assistant Director in Charge Andrew G. McCabe of the FBI’s Washington Field Office, Special Inspector General for Afghanistan Reconstruction John F. Sopko, Director Frank Robey of the U.S. Army Criminal Investigation Command’s (CID) Major Procurement Fraud Unit, Acting Special Agent in Charge Paul Sternal of the Defense Criminal Investigative Service’s (DCIS) Mid-Atlantic Field Office and Brigadier General Keith M. Givens, Commander of the Air Force Office of Special Investigations (OSI) made the announcement.

Ramiro Pena Jr., 43, of Fort Campbell, Kentucky, pleaded guilty before U.S. District Judge Thomas B. Russell of the Western District of Kentucky to a one-count information charging him with conspiracy to commit bribery.  Pena’s sentencing hearing is scheduled for Oct. 15, 2015.

From January 2008 through September 2009, Pena worked as a U.S. Army Sergeant First Class at the Humanitarian Assistance (HA) Yard at Bagram Airfield in Afghanistan.  Pena and his supervisor, Army Master Sergeant Jimmy W. Dennis, were responsible for contracting with local vendors to purchase supplies necessary to support humanitarian relief in Afghanistan.  On behalf of the Army, between June 2008 and March 2009, Pena and Dennis entered into approximately 217 such contracts for approximately $30,760,255.

In connection with his guilty plea, Pena admitted that he received money and jewelry from the vendors – primarily through Dennis – in return for Pena and Dennis taking action favorable to the vendors in connection with the HA Yard contracts.  Specifically, Pena admitted that he received from the vendors, through Dennis, a Rolex watch in addition to $100,000 in bribe payments, which he received in approximately six installments.

Pena admitted that he sent some of the cash to his family in Kentucky, which he dispersed throughout numerous greeting cards to avoid drawing attention to the thickness of any particular envelope.  Pena also used the bribe money to pay his family’s personal expenses both in Afghanistan and in the U.S., and to purchase a Harley Davidson motorcycle.

In May 2014, Dennis pleaded guilty in the Western District of Tennessee to conspiracy to launder bribe payments.  In January 2015, Dennis was sentenced to serve 41 months in prison and was ordered to forfeit $115,000.

This case was investigated by the Special Inspector General for Afghanistan Reconstruction, the FBI, CID, DCIS and OSI.  This case is being prosecuted by Trial Attorney Daniel P. Butler of the Criminal Division’s Fraud Section and Assistant U.S. Attorney Nute A. Bonner of the Western District of Kentucky.

PRESIDENT OBAMA AND NATO SECRETARY GENERAL DISCUSS ISSUES AT WHITE HOUSE

WASHINGTON, May 26, 2015 – President Barack Obama and NATO Secretary General Jens Stoltenberg discussed critical issues being addressed by the alliance during a press briefing here today after a bilateral meeting at the White House.

In what Obama called a “challenging and important time for NATO,” the two discussed Ukraine, NATO’s role in addressing global challenges, the way forward in Afghanistan and more this afternoon at the White House.

“We had a chance to discuss the situation in Ukraine and the increasingly aggressive posture that Russia has taken, and we affirmed that NATO is the cornerstone not just of transatlantic security but in many ways is the cornerstone for global security,” Obama said in remarks after the meeting.

In Wales, he said, NATO officials affirmed the intentions of the alliance to uphold its Article 5 obligations and put in place a host of measures to reassure frontline states and the Readiness Action plan, which is now being implemented.

Responding Swiftly

According to NATO, the plan will insure the alliance is ready to respond swiftly and firmly to new security challenges, and it provides a comprehensive package of measures to respond to changes in the security environment in and near Europe.

“We also reaffirmed the importance of implementing the Minsk Agreement and ensuring that Ukraine is able to enjoy the same territorial integrity and sovereignty as any other country,” said Obama, adding that the United States would continue to support Ukraine through the NATO-Ukraine partnership that predates the crisis in Crimea and now in eastern Ukraine.

In addition to its traditional roles, NATO is recognizing a range of global challenges, the president said.

“We are working closely with NATO allies to make sure that we are partnering with other countries to address issues of counterterrorism,” he added, including providing assistance in the fight against the Islamic State of Iraq and the Levant, and addressing the challenges that exist in Libya.

Defense Capacity Building

Obama said such missions require increased defense capacity building with countries like Iraq or Gulf Cooperation Council countries, and the African Union.

“It also means that we have to think about whether we are deploying and arranging our assets effectively to meet that goal,” Obama added.

Obama and Stoltenberg also discussed how NATO is positioned and how best to ensure that the alliance finishes the job with respect to Afghanistan.

NATO members will meet at the Warsaw, Poland, NATO Summit in July 2016, the president added, “[and] we’ll have an opportunity to assess how we will continue to support the Afghan National Security Forces, now that we have transitioned out of our combat mission, to make sure that they can … secure and protect their own country.”

Resources, Training, Assistance

Obama said that will require resources, training and assistance from the United States and from all NATO countries.

In his remarks, Stoltenberg thanked Obama for his leadership “in a time where we really needed U.S. leadership,” and for launching the European Reassurance Initiative, which the secretary general said “has been of great importance when it comes to U.S. presence in Europe.”

The U.S. military presence in Europe is the key to [reassuring] all allies, he added.

“I have traveled around the alliance, and all the places I have gone I have met U.S. servicemen and women,” Stoltenberg said.

America Stands with Europe

The message they send is the same, he added -- that America stands with Europe, Europe and America stand together, and NATO will defend and protect all allies against enemy threat.

“This is even more important because we are facing new threats, new challenges, coming both from the east and from the south,” Stoltenberg said. “And … we are adapting, we are responding, we are increasing the readiness and the preparedness of our forces.”

Obama said there are many challenges ahead.

“The one thing that we know is that NATO is going to be a central component of [our ability] to meet those challenges,” he said.

“And as the strongest alliance in the history of the world,” the president added, “we need to make sure that each member-country is properly resourcing and committing to the NATO missions that have been set forth.”

YEMENI NATIONAL AND AL-QAEDA MEMBER PLEADS GUILTY TO CONSPIRING TO KILL U.S. SOLDIERS

Senior Member of Al-Qaeda Pleads Guilty to Conspiring to Kill U.S. Soldiers in Iraq and Afghanistan and Providing Material Support to Al-Qaeda

Defendant Tried to Lure American Solders to a Compound in Afghanistan that Was Rigged with Explosives; Also Facilitated the Entry of an American Citizen into Al-Qaeda

Earlier today, Saddiq al-Abbadi, 40, a Yemeni national, pleaded guilty to conspiring to murder U.S. nationals abroad, providing and conspiring to provide material support to al-Qaeda and using a machine gun in furtherance of those crimes.

The guilty plea was announced by Assistant Attorney General for National Security John P. Carlin, Acting U.S. Attorney Kelly T. Currie of the Eastern District of New York and Assistant Director in Charge Andrew G. McCabe of the FBI’s Washington, D.C., Field Office.  Today’s guilty plea proceeding took place before U.S. District Court Judge Nicholas G. Garaufis of the Eastern District of New York.  At sentencing, al-Abbadi faces a maximum of life imprisonment.

“With the guilty plea entered today, Saddiq al-Abbadi will be held accountable for conspiring to kill Americans overseas and providing material support to al-Qaeda,” said Assistant Attorney General Carlin.  “Seeking to identify, thwart and hold accountable those who target U.S. citizens and interests around the world will remain a top priority of the National Security Division.”

“The defendant was a high-level al-Qaeda operative with ties to the terrorist group’s senior leadership in both Pakistan and Yemen,” said Acting U.S. Attorney Currie.  “He fought in battles against U.S. troops in Iraq and Afghanistan, tried to kill U.S. troops in Afghanistan by luring them to a compound rigged with explosives, and helped an American citizen gain entry to al-Qaeda.  We stand resolute in our commitment to bring to justice those who would try to harm members of our military or who assist al-Qaeda’s efforts to kill Americans at home or abroad.”

“With today’s guilty plea, Al-Abbadi admitted to directly supporting the mission of a designated terrorist organization through planning an operation designed to kill U.S. forces and for engaging in recruitment efforts on behalf of al-Qaeda,” said Assistant Director in Charge McCabe.  “This plea is due in no small part to the many FBI Special Agents, intelligence analysts, and linguists from the Washington and New York Field Offices as well as our interagency and international partners who spent countless hours investigating terrorism actors and al-Abbadi’s actions.  The FBI will not rest until we find and hold accountable those who provide support to terrorist groups and ensure that they are brought to justice.”

According to court filings, al-Abbadi traveled from his home country of Yemen to Iraq where, from approximately late 2005 through early 2007, he fought alongside al-Qaeda affiliated battalions against U.S. troops stationed in Iraq.

In early 2008, al-Abbadi traveled to the Federally Administered Tribal Areas (FATA) of Pakistan in order to fight for al-Qaeda in Pakistan and Afghanistan.  While in the FATA, al-Abbadi – who had longstanding ties to senior members of al-Qaeda’s Yemen-based affiliate known as al-Qaeda in the Arabian Peninsula (AQAP) – engaged directly with senior al-Qaeda leadership in Pakistan, including Sheikh Saeed al-Masri, the then-third ranking member of al-Qaeda.

During the late spring and summer of 2008, Al-Abbadi crossed from Pakistan into Afghanistan for the purpose of fighting and killing members of the U.S. military stationed in Afghanistan.  In June 2008, he planned an operation designed to lure U.S. forces to a compound in Ghazni, Afghanistan, that was rigged with explosives set to detonate upon their entry.  When U.S. forces arrived at the compound, they found rocket-propelled grenades and artillery rounds littered about.  One soldier observed wiring running from the exterior gate to the inside of the compound and recognized the trap.  The military evacuated and subsequently leveled the compound.

In addition to fighting against the U.S. military, al-Abbadi used his connections with al-Qaeda’s leadership to help U.S. citizen Bryant Neal Vinas gain entry into al-Qaeda.  Vinas had traveled to Pakistan from Long Island, New York, in the hopes of joining al-Qaeda and fighting against U.S. military forces in Afghanistan.  As a result of al-Abbadi’s assistance, Vinas was allowed to join al-Qaeda.  After participating in al-Qaeda’s military training program, Vinas developed a plan with senior al-Qaeda external operations leadership to conduct an attack on the Long Island Railroad in New York.  Vinas was arrested before he could carry out this attack.

Assistant Attorney General Carlin extended his grateful appreciation to the FBI.  The government’s case is being prosecuted by Assistant U.S. Attorneys Zainab Ahmad, Michael P. Canty and Douglas M. Pravda of the Eastern District of New York, with assistance provided by Trial Attorney Josh Parecki of the National Security Division’s Counterterrorism Section and by the Office of International Affairs.

‎MR LU: (Via interpreter) Friends from the press, good afternoon. Just now, the two foreign ministers have held their dialogues, and they are ready to meet with you and take up your questions. Now, I would like to give the floor to Foreign Minister Wang first.

FOREIGN MINISTER WANG: (Via interpreter) Friends from the press, good afternoon. Just now, I have held a constructive meeting with Secretary Kerry, where the two of us had candid and in-depth exchange of views on China-U.S. relationship and other issues of mutual interest, and we reached a lot of agreement.

Two years ago, when the two presidents met in the Sunnyland, they agreed to build a new model of major country relationship between China and the United States. Over the past two years, thanks to the concerted efforts of both sides – in particular, thanks to the personal commitment and promotion of the leaders of both countries – this new model of relationship has made much headway in terms of both conceptual development and of the actual practice. Last year, China-U.S. two-way trade reached 555.1 billion U.S. dollars, and the stock of our two-way investment exceeded 120 billion U.S. dollars. More than 4.3 million people traveled between the two countries last year. All these numbers have set record highs in history.

Our two countries have maintained frequent contacts at the top and all the other levels, and we have had productive cooperation in important fields ranging from economy, mil-to-mil exchanges, people-to-people exchanges, and also a contact between localities. The two sides have also carried out close communication and coordination on important international and regional issues.

In September this year, President Xi will be paying a state visit to the United States. The most important task for the meeting between Secretary Kerry and me today is to make preparations for the presidential visit and to compare notes with the other side. Just now, together with Secretary Kerry, we exchanged views concerning the arrangement of events, the agenda items, and the outcomes of this visit. Both of us are of the view that this visit by President Xi to the United States is the paramount priority for China-U.S. relationship this year, which will have far-reaching and major implications for China-U.S. relationship in the days ahead. The two sides will continue to work in close tandem with each other, make careful plans, accumulate outcomes, and build up the atmosphere to make sure that the visit is smooth-going and successful.

To achieve this, we have to work together to make sure that the seventh round of the China-U.S. S&ED – the Strategic and Economic Dialogue – and the sixth round of the High-Level People-to-People Consultation between China and the United States, to be held in the United States in the latter half of June this year, to be as productive as possible. We need to further deepen our economic and trade cooperation and speed up the BIT, the bilateral investment treaty negotiations. We hope the U.S. side will take concrete measures to ease civilian-use high-tech export control vis-a-vis China.

We need to continue to maintain the good momentum of the growth of our military-to-military relationship and follow through on the mechanism of notification of major military activities between the two sides, and reach an early agreement on military aircrafts covered by the code of safe conduct for maritime and air encounters.

We need to strengthen dialogue and cooperation in the legal and the law enforcement field, and try to make new progress in the pursuit of fugitives and the recovery of their criminal proceeds. We need to strengthen communication, coordination, and cooperation on international and regional issues, including the Iranian nuclear issue, the Korean nuclear issue, Afghanistan, and the prevention and control of the Ebola epidemic, so as to continue to add new strategic dimensions to this new model of relationship – major country relationship between China and the United States.

We need to strengthen communication on Asia Pacific affairs and jointly explore the prospect of harmonious coexistence and win-win cooperation between China and the United States in this region. We need to continue to strengthen our communication and coordination on climate change to jointly ensure the success of the upcoming climate conference in Paris later this year. Meanwhile, we need to also work together to advance our bilateral practical cooperation on climate change.

This year marks the 70th anniversary of the founding of the United Nations and the end of the World Anti-Fascist War. As allies and victory parties during the Second World War, China and the United States have common interests in upholding the outcomes of the victory of the Second World War and also upholding the existing international order with the United Nations at its center.

Both sides are of the view that we have far more common interests than differences between us, and dialogue and cooperation always represent the theme of our bilateral relationship. Both sides need to act in a spirit of mutual respect, seeking common ground while shelving differences, and address the differences and sensitive issues between us in a constructive manner. China also expounds its principled stance on such issues related to Taiwan and Tibet.

China-U.S. relationship is one of the most important bilateral relationships in the world, and our two countries jointly shoulder the responsibility and obligation to uphold both peace and promote world development. As long as both sides continue to act in the principle of non-confrontation, non-conflict, mutual respect, and win-win cooperation, and stay committed to the path of building a new model of relationship – major country relationship between China and the United States, we will be able to usher in a bright prospect for China-U.S. relationship and bring more benefits to the people in both countries and enduring peace and prosperity for the world.

MR. LU: (Via interpreter) Thank you, Minister Wang. Now Secretary Kerry, the floor is yours.

SECRETARY KERRY: Well, thank you very much, Minister Wang. I’m really delighted to be back in China and I thank you very much for your generous welcome today. You and your colleagues have gotten our trip off to a very constructive beginning and I appreciate the comments you made about the importance of dialogue and the importance of working through disagreements, and mostly building on the areas where we agree that great progress can be made.

As Foreign Minister Wang said, we’ve just had a very productive meeting, and one of the reasons that we’re late is that it took longer and we dug into a number of issues in depth, and we’ll continue in a few moments over lunch.

This is my fifth visit to China as Secretary of State, and the reason for that is simple. As I’ve said previously, before President Obama and I traveled to Beijing last fall, the relationship between the United States and China is certainly one of the most consequential, if not the most consequential relationship in the world. In recognition of that and America’s commitment to Asia, Under Secretary Sherman traveled here a few months ago. Deputy Secretary of State Blinken was here about a month ago. I am now here about a month before we have our economic and security dialogue to take place in Washington. And other high-level visits are continually taking place, including military-to-military as well as the Secretary of Homeland Security Johnson was here recently, and Secretary of Energy Ernie Moniz was scheduled – had to delay, but will also be here soon.

And there are three key meetings that we are all working on together to prepare for in order to build success. One is the Security and Economic Dialogue that will take place in June in Washington. Two is the summit between President Xi and President Obama to take place in September. And three is the global meeting that we are working on together regarding climate change in Paris in December.

So thanks to focused diplomacy and the leadership that President Obama and President Xi have displayed, today our nations are collaborating to address not just bilateral and regional matters, but some of the most complex global challenges that the world has ever seen. That includes our work together on curbing the disease Ebola, it includes our work together regarding the DPRK – North Korea – and its nuclear program, and it also includes our work together with respect to the P5+1 nuclear negotiations with Iran.

Foreign Minister Wang and I have already spent time discussing some of that today, and I’m personally grateful for his personal commitment and hard work, the contributions they made – China made to Lausanne, to the discussions there and the negotiations, and now to the ongoing discussions. But from the moment those talks began, China has been playing an important key role as a P5 member. Our nations remain closely aligned in this effort. We are united along with the rest of our P5+1 and EU partners. We all understand that unity has been the key to getting where we are today, and it will be the key to completing a good deal and seeing it fully implemented.

We still have a long way to go. Many technical issues remain to be resolved. But we will continue to work hard as the June 30th deadline approaches. And we are all united and committed to do all we can to finalize an agreement that cuts off all of Iran’s pathways towards enough fissile material for a nuclear weapon, and gives the international community confidence that Iran’s nuclear program is exclusively peaceful.

On another nonproliferation challenge, we have consistently agreed in all of our meetings since I became Secretary of State and we have met that North Korea’s nuclear and missile programs are a threat to regional stability, and we have consistently agreed to enhance cooperation to bring about North Korea’s denuclearization. As with Iran, Foreign Minister Wang and I have always agreed that a mix of negotiations and pressure are needed to address this challenge, and North Korea needs to live up to its international obligations and commitments. And it is obvious that North Korea needs to recognize that it will not succeed in developing its economy or breaking out of diplomatic isolation if it continues to reject denuclearization.

The United States and China are also cooperating more closely than ever to address climate change, one of the greatest threats facing our planet today. Last fall, our respective presidents came together to announce our countries’ greenhouse gas commitments, the reductions, and we continue to call on other nations around the world to set their own ambitious targets. And we agreed this morning that as we get closer to the UN Climate Conference in Paris later this year, the United States and China, the world’s two largest greenhouse gas emitters, will elevate our cooperation and coordination so that we can reach the kind of global agreement that we will need to ultimately address this threat.

We’re looking forward to building on our cooperation in other areas as well, including international development assistance and the fight against violent extremism. We welcome China’s increased engagement with Afghanistan and its support of an Afghan-led, Afghan-owned peace process. Together, the United States and China are committed to supporting political cohesiveness and ensuring Afghanistan never again becomes a safe haven for terrorists.

And there are many other issues that we are working on together – trade, bilateral investment treaty, any number of different considerations on a global basis. But even as we work on these many, many issues, obviously, there are also areas where our nations have differences. And Foreign Minister Wang and I discussed those as well. We discussed our mutual interests and principles on how to handle maritime disputes in the East China Sea and the South China Sea. The United States has stated that we are concerned about the pace and scope of China’s land reclamation in the South China Sea. And I urged China, through Foreign Minister Wang, to take actions that will join with everybody in helping to reduce tensions and increase the prospect of a diplomatic solution. And I think we agree that the region needs smart diplomacy in order to conclude the ASEAN-China Code of Conduct and not outposts and military strips.

And I think one of the things that characterizes the strength of – or the growing strength of our relationship and the willingness to cooperate is the fact that on a maritime dispute or on other issues – cyber issues or human rights, other areas – where we may have differing opinions, we don’t simply agree to disagree and move on. Both of our nations recognize the importance of talking to each other candidly about those disagreements and trying to find a cooperative road ahead.

It’s only by talking through differences on a regular basis that you can actually work to narrow them over time. And that is the mark of an effective partnership. So I look forward to continuing my discussions with Foreign Minister Wang through the day, and also to the meetings that I’m going to have with State Councilor Yang Jiechi, with Premier Yi, with Vice Chairman Fan, and tomorrow with President Xi. These discussions will help us to build this cooperation and this relationship. And these conversations will set the stage for what we are confident will be a productive Strategic and Economic Dialogue in June, and certainly for President Xi’s trip to Washington this fall.

There is no question but that our nations share extraordinary opportunities that are looking at us as we build the history of this century. We have a lot to accomplish together in the coming years. As two of the world’s major powers and largest economies, we have a profound opportunity to set a constructive course on a wide range of issues that will affect everybody all across this planet. So the United States looks forward to continuing to build this relationship, to work with China, to build on our partnership of today, in order to create the most constructive future that we can, and not just for the people of our two countries but for millions of people around this planet who depend on great and powerful nations to help set high standards of behavior and of aspiration. Thank you.

MR LU: (Via interpreter) Well, thank you, Secretary Kerry. And now, Foreign Minister Wang and Secretary Kerry, though their time is very limited, they will be happy to take two questions from the floor. Firstly, I would like to ask one American journalist to ask one question to Secretary Kerry.

MS HARF: Great. The U.S. question is from David Brunnstrom of Reuters. The microphone is coming to you.

QUESTION: Thank you very much. I wonder if I could ask both sides about your different visions for Asia Pacific prosperity, namely the TPP and the AIIB, and what the prospects are of China joining the former and the United States the latter at some point in the future. And to follow on from that, one of the dangers in the future to bilateral cooperation and regional prosperity posed by tensions in the South China Sea, and particularly the possibility of U.S. patrols inside China’s 12-mile limit around the Spratly Islands.

And could I ask the Secretary to clarify, does the United States plan to carry out these patrols? And for the foreign minister to tell us how China would respond in the event of those patrols taking place?

I know this is a long question, but I wanted to also add on North Korea. I wondered if you could tell us if you share concerns about the latest missile test there and whether you see the prospects of a deal on Iran’s nuclear program opening the way for one on North Korea in the future. Thank you.

SECRETARY KERRY: Well, let me try to address all four questions – (laughter) – as quickly as I can.

With respect to the AIIB, there’s an enormous amount of misunderstanding, but let me try to be clear. There is a pressing need to enhance infrastructure investment throughout Asia as well as around the world. And the United States welcomes new multilateral institutions, including the Asia Infrastructure Investment Bank, provided that they share the international community’s strong commitment to high-quality standards, including genuine multilateral decision making, ever-improving lending requirements, and environmental and social safeguards. Those are the high standards that apply to global financial institutions.

And we will continue to engage directly with China and with other countries in order to provide suggestions as to how the AIIB can best adopt and implement these particular standards. But with that, we welcome the AIIB, and we encourage it to co-finance some projects with existing institutions like the World Bank and the Asian Development Bank. And we are confident that under those circumstances, it can make an enormous difference, and we would strongly encourage it, as we talk today, to embrace a percentage of its allocation to – a significant percentage to clean energy, alternative energy, renewable energy, to sustainable environmental and other kinds of projects. And because of climate change in the United States, we are ending any funding – public money – that funds coal-fired power projects because of their impact on the climate. And we encourage China and other countries to do the same.

Now on the TPP, we welcome any country – we have a group of countries now come together to negotiate, but we welcome any country to come in to meet the standards of the TPP, and ultimately account for a standardization of the way in which people will approach trade, development, and investment. And I want to emphasize this – the TPP is not in opposition to anyone, any region, or anything. It is a proactive effort to raise the trade standards and transparency accountability of doing business on a global basis. It will set high standards on issues like labor, the environment, state-owned enterprises, intellectual property protection, in a part of the world where we believe those standards are still in flux and being determined. And this will help to create the rules of the road in a way where everybody benefits.

You may ask, “Why is that?” Because in today’s knowledge economy, in the knowledge economy of a global marketplace, stronger intellectual property rights protection actually encourages greater industrial production and it encourages foreign direct investment because it provides accountability for people’s investments. And what we have found in the United States, where today, we’re blessed to have unemployment below 5 percent, and where – around 5 percent, excuse me – and where we have enormous growth and innovation and entrepreneurial activity taking place, we believe that these standards encourage foreign direct investment in technology-intensive industries; it supports higher wages; and it fosters technology transfer and innovation.

Now I’ve taken a little longer than I wanted, but let me come very quickly to Korea and Iran. China is a vital partner in the Six-Party process with a very unique role to play because of its economic, diplomatic, and historical ties with North Korea. We share the common goal of peace and stability in the Korean Peninsula, and we agree on the need for denuclearization in a peaceful manner. President Xi and President Obama affirmed their fundamental agreement and commitment to the denuclearization of Korea – North Korea in their public comments at the bilateral summit last November. So we intend to remain deeply engaged with China, which has unique leverage, and we appreciate many of the steps China has taken already over the past two years to implement the UN Security Council sanctions. But we will continue to work to make it absolutely clear to the DPRK that their actions, their destabilizing behavior, is unacceptable against any international standard.

And I’m sure that Foreign Minister Wang would join me in expressing the hope that if we can get an agreement with Iran, that that – excuse me – that if we can get an agreement with Iran, that that agreement would indeed have some impact or have a positive influence in describing how you can come to the realization that your economy can do better, your country can do better, and you can enter into a good standing with the rest of the global community by recognizing that there is a verifiable, irreversible denuclearization for weaponization, even as you could have a peaceful nuclear power program. And hopefully, that could be a message, but whether or not DPRK is capable of internalizing that kind of message or not, that’s still to be proven.

QUESTION: Sorry, can I just follow up?

MS HARF: I think we’re a little tight on time, sorry.

SECRETARY KERRY: Four is enough. (Laughter.)

MR. LU: (Via interpreter) Now I would like to ask one Chinese journalist to ask one question to Foreign Minister Wang from CRI.

QUESTION: (Via interpreter) From China Radio International. My question is: Recently, some American experts, scholars, and media are of the view that Chinese proposals, including the Asia security concept, the AIIB, setting up the Silk Road Fund and the maritime and land Silk Road initiative are all geared to challenge the position and role of the U.S. in the Asia Pacific region and squeeze the United States outside of Asia. How do you look at this issue?

SECRETARY KERRY: We look – is that for me?

FOREIGN MINISTER WANG: That question for me. Okay. (Via interpreter) Well, such notion does crop up frequently, but I have to say that the fact we are seeing is there are more and more interaction between China and the United States in Asia, and our cooperation is becoming increasingly more close. And the Asia Pacific region has become the priority place for China and the United States in their effort to put in place a new model of major country relationship. And I talked about a whole range of cooperation items with Secretary Kerry just now, and many of them are issues in Asia.

China is a member in Asia, and very naturally, we need to contribute our share to Asia’s peace and development. To achieve this, China has framed a series of important and positive proposals, including the Asia security concept and the land and maritime Silk Road initiatives and so on, which testify fully to China’s readiness to work with all countries for Asia’s peace and stability. These, of course, have been very widely, warmly received and supported by countries in Asia. Asia, of course, in the first place, is the Asia of the Asian people.

Meanwhile, we always believe that Asia should be an open and inclusive Asia, because only inclusiveness and openness could make sure that Asia would always keep abreast with the rest of the world for enduring peace – for enduring development and prosperity. Take the AIIB as an example. Right now, it has got 57 founding member countries, and among them, 23 are from regions outside of Asia. This shows fully that when we talk about openness and inclusiveness, we are not simply talking the talk; we are actually walking the walk.

The United States is an important country in the Asia Pacific region, and we welcome a positive and constructive role of the U.S. in Asia Pacific affairs. And we stand ready to strengthen communication and cooperation with the U.S. side on this. As globalization continues to grow, today’s world is a world of cooperation instead of confrontation. It is a world of win-win outcomes instead of a zero-sum game. President Xi has proposed to build a new model of international relationship with win-win cooperation at the center. And I believe China and the United States are fully capable of continuing to strengthen strategic communication at both the bilateral and at the international levels, and carry out useful cooperation in all regions in the world, including the Asia Pacific, so as to continue to make our due contribution to world peace and prosperity.

Just now, the Secretary talked about maritime issues. Though the journalist violated the rule that one question only, but I respect your right to ask questions, so I would like to add a couple of words on this. Firstly, I would like to re-emphasize or reaffirm here that the determination of the Chinese side to safeguard our own sovereignty and territorial integrity is as firm as a rock, and it is unshakable. It is the request from our people and their government, as well as a legitimate right of ours.

Meanwhile, it has always been our view that we need to find appropriate solutions to the issues we have through consultations and negotiations among the parties directly concerned with peaceful means, in particular with the diplomatic means, as mentioned by the Secretary just now, on the basis of respecting historical facts and international law. This is our set policy, and this position will remain unchanged in the future.

And another thing I would like to let you know is that as a signatory party to the UNCLOS, the United Nations Convention on the Law of the Sea, China will of course honor our international obligations enshrined in this document. And on China’s development on some of the islands and reefs in Nansha, this is something that falls fully within the scope of China’s sovereignty. However, regarding the concerns from the parties on this matter, we hope to continue to have dialogues to better our mutual understanding. We are having such dialogues with the United States, and we are also continuing the talks with the ASEAN countries. And we will continue with this practice of conducting dialogues on this matter.

China and the United States do have differences on the South China Sea issue, but we also have a lot of agreement. For instance, we both hope to maintain peace and stability of the South China Sea, and we are both committed to the international freedom of navigation enshrined by international law. And we are both for settlement of the disputes through dialogues and consultation in a peaceful way. And as for the differences, our attitude is it is okay to have differences as long as we could avoid misunderstanding, and even more importantly, avoid miscalculation.

We welcome the positive remarks made by the Secretary on the AIIB. The AIIB is a multilateral institution, so naturally, its operation will be observing international rules. And the AIIB is also ready to carry out cooperation with other multilateral institutions, including the World Bank and the Asia Development Bank. You also raised the question on the relationship between the AIIB and the TPP.

And I wish to tell you here on this is that the defining feature of the AIIB is its openness. And for TPP, we’ll hope, as the Secretary has said just now, will be an open institution so that it will dovetail with the existing multilateral trading regime for the promotion of free trade in the world.

You also asked questions on the Iranian and nuclear – Korean nuclear issues. Secretary Kerry has said a lot on them already. What I would like to add is that as members – permanent members of the UN Security Council and as key members of the nonproliferation regime, China and the United States have the responsibility to work together with the rest of the international community to uphold the sanctity of the international nonproliferation regime, and use diplomatic means to find appropriate solutions to those nuclear issues to achieve lasting peace and stability in the regions concerned. We stand ready to work together with all countries in the world on those issues. Thank you.

SECRETARY KERRY: I just have one question for the foreign minister. I want to know if “Talk and talk and walk the walk” rhymes as well in Chinese. (Laughter.)

Poland’s journey has long been personal to me. I have visited several times, and it’s no accident that I chose Poland for my first stop in Central Europe as Secretary of State. I was deeply moved to stand at the gravesite of former Prime Minister Tadeusz Mazowiecki and lay a wreath on behalf of the American people. I was struck by how much has changed in just one generation, and how much of that change was possible because of the vision of this extraordinary man. Prime Minister Mazowiecki was a devoted advocate for freedom and human rights and democracy. His legacy continues to inspire today.

The Polish people know what it means to stand up to tyranny. Poland’s story of triumph since the fall of communism inspires advocates of freedom around the world. You have shown what is possible when people are allowed to embrace and define their own futures.

The United States commends your support for civil societies from Eastern Europe to North Africa, including the people of Ukraine as they proceed with constitutional reform and elections. We value our extensive security relationship as NATO allies. Our troops are proud to serve alongside Polish soldiers in Afghanistan and we honor their shared sacrifice. Leaders Discuss U.S.-Australia Defense Cooperation

WASHINGTON, April 28, 2015 – Deputy Defense Secretary Bob Work met yesterday with Australian Assistant Minister for Defense Stuart Robert at the Pentagon to discuss the deep bilateral defense cooperation between the U.S. and Australia, according to a Defense Department news release.

During the 30-minute meeting, Work conveyed his gratitude for Australia’s current and past contributions in Iraq and Afghanistan, the release said.

The deputy secretary and assistant minister discussed opportunities for collaboration on the department’s Defense Innovation Initiative, progress on Australia’s 2015 Defence White Paper, and business reforms within their respective organizations, according to the release.

The two leaders also discussed progress implementing the U.S. force posture initiatives in Australia’s Northern Territory, the release said.

This was Work’s first meeting with Robert, according to the release.

U.S.-LATVIAN DEFENSE OFFICIALS MEET TO DISCUSS PRIORITIES

WASHINGTON, April 23, 2015 – During a 30-minute meeting at the Pentagon today, Deputy Defense Secretary Bob Work and Latvian Defense Minister Raimonds Vejonis talked about defense priorities and ongoing measures demonstrating U.S. and allied commitment to the Baltic region, Defense Department officials reported.

In a statement summarizing the meeting, officials said Work and Vejonis discussed the importance of clear NATO unity against Russian aggression, continued presence of U.S. forces in the region, and ways to work together to better support NATO deterrence measures.

“Work applauded the steps taken by Latvia to increase readiness and procure new systems that address vulnerabilities and increase capability,” the statement said. Work also lauded Vejonis's commitment to raise Latvia’s defense spending to 2 percent of the nation’s gross domestic product and to increase manning in the Latvian armed forces by 2,000 personnel by 2018, officials added.
Continued Leadership, Record of Commitment

The deputy secretary also thanked the minister for his continued leadership and Latvia's record of commitment in operations in Afghanistan, Iraq, and the Balkans, the statement said.

Work stressed that the United States will continue to work with the Baltic States to support regional cooperation, interoperability with allies, and long-term defense modernization, officials said.

In addition to meetings in Washington, Vejonis visited Fort Stewart, Georgia, to meet with leadership of the 3rd Infantry Division, which has a company of soldiers deployed to Latvia under Operation Atlantic Resolve.

This was Work's first meeting with the defense minister, officials said.

SECRETARY KERRY: Well, good morning, everybody. It’s my pleasure to welcome Foreign Minister Bushati of Albania, and particularly to do so because Albania is, first of all, a very strong friend and NATO ally. Beyond that, they’ve been really deeply involved in working with the United States and our partners on a number of different fronts. And today, we will have the pleasure of signing the U.S.-Albania – or Albania-U.S. Strategic Partnership, which is an effort to cooperate even more fully on our mutual interests against counterterrorism, for security in the region against ISIL, and other initiatives.

I had a chance in Wales at the summit last year to meet with Prime Minister Rama, where we discussed many of these issues, and now today we’re going to follow up on it. Albania has also been very helpful in terms of relocation of the MEK folks and other issues. We support their ascension to the EU as soon as possible, and they’re on the road to do the things necessary for that ascension. We’re also very pleased that Albania has agreed to host one of the follow-on ministerial meetings on the Countering Violent Extremism. And this is critical, obviously, to everybody’s interests, given the daily headlines and news with respect to what ISIL is engaged in. And finally, we are working very closely on the overall regional counter-ISIL efforts. Their cooperation on that has been, as a member of the coalition and a partner, absolutely essential.

So a lot of security issues. There will be, additionally, discussions with respect to other matters. Particularly in the EU ascension, there’s a lot of economic and domestic reform efforts – rule of law, other kinds of issues – where we’re working together.

So Ditmir, happy to have you here. Thank you very much for taking time to be with us, appreciate it. Welcome.

FOREIGN MINISTER BUSHATI: Thank you, Mr. Secretary. I’m so happy to be here with you today. Albania and the United States are strategic partners and allies both in NATO and other international organizations. We are working closely together in Iraq, Afghanistan, and most recently on the fight against global terrorism and violent extremism. If our region is nowadays at peace and is looking towards EU membership, it is largely due to constant engagement of U.S. And I’m here today to discuss with Secretary Kerry also about the ways on how to further streamline our strategic cooperation on strategic sectors between Albania and the United States. Carter, South Korea’s Han Solidify Alliance

WASHINGTON, April 10, 2015 – The U.S.-South Korea alliance has a global reach based on mutual trust and common values, Defense Secretary Ash Carter said in a joint press conference after meeting with South Korean Minister of Defense Han Min-Koo today.

As Carter begins to wrap up his first official visit to the region as defense secretary, he met with his military counterpart in Seoul.

“We've worked together [with South Korea] to counter [the Islamic State of Iraq and the Levant], combat Ebola and help rebuild Afghanistan,” Carter said.
“The gains for our national, regional and global security have been impressive, and I thank the Republic of Korea for all it’s doing to ensure peace and security around the world,” the secretary added.

Defense Secretary Reaffirms Resolve, Support

Carter reaffirmed the United States' resolve and support for the alliance and the defense of the Republic of Korea, and he emphasized America's unwavering commitment to its rebalancing strategy in the Asia-Pacific region.

“In light of this, I assessed that the U.S. strategy to rebalance toward the Asia-Pacific will contribute to promoting the peace and stability on the Korean Peninsula and in Northeast Asia,” Han said.

The defense leaders reaffirmed their countries’ commitments to the strong alliance and to deepening their collaboration in the years ahead, Carter noted, adding there is particular emphasis on new domains such as space and cyberspace.

North Korea Threats Pivotal to Talks

North Korea’s threats were also key to the leaders’ talk. Carter said they made a candid assessment of the growing North Korean nuclear weapon of mass destruction and ballistic missile threats, “which continue to put at risk the peace and security of the Korean Peninsula, the region, and the U.S. homeland,” he said.

And as North Korea again demonstrated with its recent missile launches, the country is intent on continued provocation, Carter said.

Han added, “Secretary Carter and I reaffirmed that we will continue to work together on reinforcing the alliance's comprehensive capabilities in response to North Korea's nuclear and ballistic missile threats.”

Carter and Han also agree on the importance of trilateral information sharing to deter North Korea nuclear missile provocations, Han said.

South Korea, U.S., Japan Cooperation

“[Carter] concurred that Korea, the United States, and Japan should cooperate closely to contribute to peace and stability in Northeast Asia and the world,” the South Korean leader said.

“On the peninsula, deterrence and readiness are at a premium,” Carter said. “So, we're investing in advanced capabilities to make sure that our top, new investments are tailored to this dynamic security environment and can play a role in … assuring security here.”

To that end, he said, the United States is beginning to rotationally deploy Army brigade combat teams to Korea, providing a more ready set of forces for the peninsula.

“And we're working hard to ensure interoperability with our Korean allies, including thorough training and exercises, like Key Resolve and Foal Eagle,” Carter noted.

The defense leaders also talked about their decision to adopt a conditions-based approach to the transition of wartime operational control, Carter pointed out.
The secretary called it a significant alliance decision, and said both he and Han remain committed to the objectives their nations established at the last security consultative meeting in October 2014.

Looking at America's lasting presence in the Asia-Pacific region, Carter said, “As secretary of defense, I'm personally committed to overseeing the next phase of our rebalance to the region, which will deepen and diversify our engagement throughout the Asia Pacific.”

JIEDDO BECOMES COMBAT SUPPORT AGENCY TO COUNTER IED THREATS WORLDWIDE

WASHINGTON, April 6, 2015 – The organization that has fought for a decade to defeat improvised explosive devices used by American enemies in the Iraq and Afghanistan wars has become a combat support agency, its director said in a recent interview.

The Joint Improvised Explosive Device Defeat Organization -- known as JIEDDO -- was realigned under the defense undersecretary for acquisition, technology and logistics March 11 and is “here to stay,” Army Lt. Gen. John D. Johnson told DoD News.

Johnson said he wants to ensure every commander and warfighter is aware of the agency’s capabilities to support those in the field.

Johnson added that DoD’s senior leadership recognized that the global threat of IEDs is not going away, and that the agency’s new status means the capabilities it provides will be around a long time.

As a Defense Department function, the general said, the agency has better access to other DoD capabilities to “collaborate and to make sure we’re providing even better support to deployed service members.”

JIEDDO Established During Wars

Johnson said the need for JIEDDO became great when IEDs were killing and injuring large numbers of service members, and JIEDDO stood up as a joint organization from an Army task force in 2006 at the height of the Iraq and Afghanistan wars. The military realized it needed an organization to work across the entire spectrum of the problem by analyzing IED threats and developing training and new equipment for warfighters, he added.

Today, “we track IEDs around the world, and in past 12 months, over 26,000 IED events caused 55,000 casualties,” the JIEDDO director pointed out.

“Gratefully, very few were Americans,” he added, “but it means that anywhere U.S. troops deploy, they are going to be at risk of IEDs.”

JIEDDO works to connect a variety of IED experts early within deploying units’ training cycles, Johnson said, so warfighters are knowledgeable of terrorist networks and the types of battlefield support the combat support agency will provide them.

Embedding Experts with Troops

JIEDDO experts range from intelligence analysts, operational experts, and combat advisers that offer training and adaptable solutions to warfighters and forces building allies’ capacities to improve counter-IED efforts, Johnson said.
These experts embed with U.S. forces from the start of deployment, regardless of assignment, from maritime crisis response forces, the Army’s regionally aligned forces or special operations, the general said.

Embedding experts helps troops and commanders understand what they’re seeing and how best to use the resources at their disposal to deal with threats, protect forces and defeat the enemy, he said.

JIEDDO a ‘Game Changer’ After Wars

JIEDDO brought a game changer to the table after its work during the Iraq and Afghanistan wars, in which it provided a warfighter package of urgently needed training, analytical support and equipment to counter IED threats, the general said. Today, those capabilities reach across the globe, he added.

“We can apply the analysis to new training techniques, new tactics, equipment, and significantly enhance how our ground forces do business,” he said. “We help warfighters adapt.”

A key issue of IED proliferation by a variety of terrorist networks is that these homemade bombs use products such as fertilizer and cheap, commercial-grade explosives used in farming and mining, so the materials are available just about anywhere, Johnson pointed out.

Compounding the expanding IED global presence is that terrorist networks share information, he said.

“The enemies are very innovative, and they share their ideas and innovations. If we see IEDs that have success in one place, we can guarantee you we’re likely to see it elsewhere,” Johnson said.

And it’s that very type of information JIEDDO shares with forces deployed around the world so warfighters are better prepared and equipped to handle the problem, in addition to having reachback to national level resources, the director explained.

‘Global IED Threats to Continue’

There was some thought that JIEDDO might cease to exist following the end of the two wars, Johnson said, but that is not the case.

“The truth is, we’re going to face IEDs anywhere we go in the world,” he emphasized. “IEDs have proliferated around the world, and they challenge security forces across the globe. Now we’re back helping the Iraqis with the problems there, and our enemies are using IEDs in greater numbers all the time.”
Because of that global threat, JIEDDO’s business model is well entrenched for efforts in the Middle East, but also counters the IED threat in various other regions of the world such as Africa, South America, the Far East and the Pacific region, Johnson said.

JIEDDO’s mission is far-reaching, but has a central goal, he said.

“We provide counter-IED capabilities that allow [service members] to adapt and be that No. 1 weapon on the battlefield,” said Johnson, who described service members as “the most trained, most capable weapon.”

WASHINGTON, March 30, 2015 – On the first day of a two-day domestic trip, Defense Secretary Ash Carter today visited the high school he attended in Abington, Pennsylvania, to speak with students whose generation, he said, represents the future of national security.

Carter -- Abington class of 1972 -- got a standing ovation as he took the podium. After he spoke and answered a round of questions from students in the packed high school auditorium, they stood, clapped and cheered as he thanked them for their attention.

On his first domestic trip as defense secretary, Carter is also scheduled to visit Fort Drum in Jefferson County, New York -- home of the 10th Mountain Division. There, he plans to meet with troops who recently served in Afghanistan.

Before traveling back to Washington, the secretary will stop at Syracuse University in Syracuse, New York, to discuss the department’s commitment to building what he calls the “force of the future.”

Joining the Military

In his remarks, Carter referenced the 150-plus Abington graduates who had joined the military before and after attending college since 2000.
The secretary mentioned of some of his favorite high school teachers and coaches, some of whom were in the audience. He also named Lt. Matt Capps, a Navy helicopter pilot and 2000 graduate, whose mother Carole, a school employee, was in the audience.

“Movies like ‘American Sniper,’ video games like ‘Call of Duty’ and TV commercials with troops coming home are most likely where you see our military in your everyday lives, unless you have a family member or friend who is serving,” Carter said. Those images are somewhat true, he added, but they’re only part of what the 2.3 million men and women in uniform do every day in their jobs and in their lives.

The Future of National Security

“I wanted to come here today because your generation represents the future of our country and the future of our national security,” Carter told his audience.
“We now have the finest fighting force the world has ever known,” he said to applause, “and they’re not just defending our country against terrorists in such places as Afghanistan and Syria and Iraq -- they’re helping defend cyberspace, too.”

Service members work with cutting-edge technologies such as robotics and in fields such as biomedical engineering, the secretary said.

When disaster strikes, military forces deliver aid all over the world, he added, from the 2011 nuclear reactor meltdown in Japan to super storm Sandy in the United States. And they mobilized to Africa to save thousands of lives, helping to keep the deadly Ebola virus disease from spreading around the world.
Evolving Military Missions

“Our country’s military missions continue to evolve rapidly as our world changes and technology continues to revolutionize everything we do,” Carter said, “and … the institution I lead, the Department of Defense, must keep pace with that change as well to keep our nation secure.”

The secretary told the students that some people join the service right after high school and pursue a college education over time while serving. Some in college participate in the ROTC, a college-based program for training commissioned officers.

“In all cases, college and higher learning are encouraged, because we need our soldiers, sailors, airmen and Marines to be the best and the brightest this country has to offer,” Carter said.

Nearly 40 percent of military officers come from ROTC programs at colleges and universities, he added, noting that the services send many members to top-notch graduate programs, such as civil engineering at the Massachusetts Institute of Technology, medical school at Stanford University, and business school at the University of Pennsylvania’s Wharton School.
The New GI Bill

Everyone who serves, Carter added, can get college benefits through the GI Bill –- now called the Post-9/11 Veterans Educational Assistance Act of 2008 -- which over the past five and a half years has helped more than 1.3 million Americans pay for college.

“You don’t have to join the military to serve your country –- I didn’t,” Carter said. “But Matt and all those other Abington graduates are the foundation of our future force.”

The future force has other pieces too, he added, such as having the best technology and the best planes, ships and tanks. “But it all starts and ends with our people,” he added. “If we can’t continue to attract, inspire and excite talented young Americans like you, then nothing else will matter.”

To help build the future force, the department must be able to attract young people and put the current generation’s command of technology to work for the nation, the secretary said.

Building the Future Force

Carter mentioned the kind of data-driven technology that allows Netflix to suggest movies and TV shows, Twitter to suggest who to follow and Facebook to suggest who to add as a friend. He said the same technology could be applied to chart how people are doing every day in all aspects of their jobs.

“We also need to use 21st-century technologies –- similar to LinkedIn and Monster.com –- to help develop 21st-century leaders and give our people even more flexibility and choice in deciding their next job when they’re in the military,” he added.

The department has internships, fellowships and pilot programs that allow people to pause their military service for a few years while they get a degree, learn a new skill or start a family, the secretary said, but he added that such programs are still small.

“These programs are good for us and our people, because they help people bring new skills and talents from outside back into the military,” Carter said. “So we need to look not only at ways we can improve and expand those programs, but also think about completely new ideas to help our people gain new skills and experiences.”

Equal Opportunity, Better World

Carter said the department also plans to keep making sure that anyone who is able and willing to serve their country has a full and equal opportunity to do so, drawing talent from a range of gender, racial, religious, cultural, economic, and educational backgrounds.

“Whether you’re a man or woman, gay, lesbian or straight -- no matter what walk of life your family comes from -– we’ll make sure you’re treated with dignity and respect,” Carter told them.

The secretary said the services will be competing hard around the country for talent like that represented by the students at Abington.

“I know that not everyone here is thinking about military service, and that’s okay,” he said. “If you’re like I was and you’re still interested in serving your country and making a better world, we need to be ready to help with ways you can serve as a civilian. Right now that’s not something our local recruiters offer, but we have to rethink that.”

The department wants people to consider military and public service because, “when it comes to working in national security, no matter what you do –- military or civilian –- you will be better off for having been a part of this incredible mission,” Carter said. “Whether it’s the people, the skills or the experiences, nothing else compares. I guarantee it.”

Carter, Kerry Announce New Afghan Initiatives at Camp David

WASHINGTON, March 23, 2015 – Defense Secretary Ash Carter and Secretary of State John Kerry announced new funding and initiatives to strengthen a renewed U.S.-Afghanistan partnership after meeting today with Afghan leaders at the Camp David presidential retreat.

Afghan President Ashraf Ghani and Chief Executive Abdullah Abdullah participated in a series of meetings with President Barack Obama’s national security team to discuss developments in NATO's train, advise and assist mission, counterterrorism, and Afghanistan's long-term security objectives.

Joining Carter and Kerry at the formally named Naval Support Facility Thurmont in Maryland’s Catoctin Mountain Park were Treasury Secretary Jack Lew, CIA Director John E. Brennan, Director of National Intelligence James R. Clapper and others.

“As many of you know, I saw President Ghani and Dr. Abdullah in Kabul last month, where I was also able to thank the nearly 10,000 American troops still serving there and to assess the changed circumstances on the ground,” Carter said during a news conference after the Camp David meetings.
Progress and Challenges

Today the leaders continued the discussion on progress made and challenges facing Afghan forces as they prepare for the coming fighting season and beyond, Carter said.

“Being here with Secretary Kerry and Secretary Lew puts Afghanistan's security challenges in the broader context of its political and economic development,” Carter noted, adding that Ghani himself says the U.S.-Afghan relationship is defined by the partnership’s comprehensive nature, not by numbers of troops.

Carter said that Obama has been clear that while U.S. and coalition troops have transitioned to a new mission in Afghanistan, “the United States maintains an unwavering commitment to a strong and enduring strategic partnership with Afghanistan.”

Ghani and Abdullah will meet with Obama tomorrow at the White House.
As what he called one part of the U.S. commitment to Afghanistan, Carter announced that the Defense Department will seek funding for Afghan forces to sustain an end strength of 352,000 through 2017.

Ensuring Lasting Security Gains

“Afghan and coalition military commanders have jointly recommended this force size, at least through 2017, to ensure that the security gains we've made together are lasting,” the secretary added.

After a three-year interruption, the U.S.-Afghanistan Security Consultative Forum will be reinstated, Carter said, led by DoD along with the Afghan ministries of defense and interior.

In Kerry’s remarks at the news conference, he said the U.S. and Afghan delegations held three separate sessions on security; issues of reconciliation and regional cooperation; and economic matters.

“The depth of our discussions today reflects the critical nature of this moment,” he said, “with Afghanistan's government of national unity now fully responsible for the security of its people, and moving ahead on a reform agenda of its own design.”

A New Development Partnership

Kerry also announced a new initiative -- a plan to create a new development partnership aligned with the unity government's reform agenda.

“This initiative reflects the strategic importance of the U.S.-Afghan relationship, and it recognizes a new era of cooperation between our governments,” he said.

The partnership, Kerry added, will promote Afghan self-reliance by using up to $800 million in U.S. aid to encourage and measure Afghan-led reform and development activities and strengthen Afghan institutions' sustainability and fiscal transparency.

Also in the discussion, Kerry said, the leaders committed to forming an energy working group that will focus on synergies of the regional energy market.

Ghani, in his remarks, welcomed the energy initiative, which he described as “the difference between the Afghanistan of today and the Afghanistan of the future.”

The Afghanistan of the Future

The initiative, he said, will turn Afghanistan into a hub where energy from Central Asia, and increasingly generated from Afghanistan, will flow into south Asia.

“It would make the dream of Asian integration a reality,” Ghani said, “and I look very much forward to working with you.”

The Afghan president also expressed appreciation for Carter’s announcement that DoD will seek funding to bolster Afghan forces through 2017.

“This is a major statement of support,” Ghani said. “Our armed forces and security forces are going to greet this with enormous welcome, because it gives them the assurance that the Resolute Support mission is continuing and that we are able to focus on our key priorities.”

Enduring Partners

Ghani said that he, Abdullah and their colleagues were privileged to engage in discussions at Camp David that characterized discussions among enduring partners.

He also told a story about a 1956 Afghanistan visit by former President Dwight D. Eisenhower, who named Camp David after his grandson.

“I was 10 years old when President Eisenhower visited Afghanistan,” he said.

All the schoolchildren lined up to greet the president of the United States, he recalled, and what impressed them most was that Eisenhower chose to ride in an open car. None of the other heads of state who visited Afghanistan would show their faces to the public or stand in open cars, the Afghan president noted.

“That openness is what has characterized the American attitude to life, to politics and to engagement,” Ghani said.

An Enduring Phenomenon

The Afghan government of national unity is an enduring phenomenon, he added, and a key characteristic is its honesty in dealing with its inherited balance sheet.

“We have had accomplishments but we also have inherited corruption, impunity regarding rule of law, gender disparities, disparities between rich and poor, and enduring poverty,” he said, adding that 36 percent of the Afghan population lives under the poverty line.

“Our determination is to make sure that our people live not just in peace but with dignity and prosperity,” Ghani said.

“So I welcome the new developmental framework,” he added, “because this is a framework that will incentivize the Afghan public and the Afghan government to put our house in order.”

Carter Recognizes Troops, Families’ Afghan Service, Sacrifice

WASHINGTON, March 23, 2015 – Defense Secretary Ash Carter recognized several U.S. service members today for their service in Afghanistan and their families for their sacrifices as he hosted the Afghan president and chief executive here.

During a Pentagon center courtyard ceremony, Carter, alongside Secretary of State John F. Kerry, Afghan President Ashraf Ghani and Afghan Chief Executive Abdullah Abdullah, paid tribute to U.S. troops, their families, civilians, and thousands of contractors who have served in Afghanistan.

Navy Lt. Cmdr. Lonn Larson

“In 1999,” Carter said, “after almost a decade in uniform, Navy Lieutenant Commander Lonn Larson retired as a Navy flight officer, and launched a successful private-sector career.

“But he felt like his service to his country wasn’t complete,” the secretary continued, “so more than a decade after leaving active duty he decided to return to the Navy as a reservist.”

Last May, Carter said, Larson was called up for duty, and now has been serving in eastern Afghanistan for nine months.

The defense secretary said while Larson is away, his wife of 20 years, Mary Ann, has left her job to spend more time with the couple’s 9-year-old daughter, Reese.
“Mary Ann and Reese have sent a care package every single week, and they can’t wait for him to come home in about a month,” Carter said of Larson’s family, who attended the ceremony.

“But for all the hardship of having her husband away,” he said, “Mary Ann says that Lieutenant Commander Larson’s deployment has become an opportunity to teach Reese how blessed and lucky we are as Americans, to explain what would happen if no one answered the call to service, and to talk about the kind of future we want all Afghans to have, especially young girls Reese’s age.”

Army Capt. Jeremy Haynes

Carter said a month after Larson deployed to Afghanistan, Army Cpt. Jeremy Haynes, a “promising young soldier,” was also in that country, in his fourth month as aide-de-camp to Army Maj. Gen. Harold J. Greene, who was then the commanding general of the U.S. Combined Security Transition Command.
“As many of you know,” he said, “General Greene was tragically killed on August 5, 2014, in Afghanistan, leaving behind his wife and their two children.
“Captain Haynes was with General Greene the day they came under fire,” Carter continued, “and suffered multiple, life-threatening wounds -- wounds that left him unconscious and paralyzed below the waist.”

Haynes’ prognosis was so dire, Carter said, that his wife, Chelsea, was told to be ready to fly to Germany as he underwent multiple operations.
‘A Motivation and a Torch’

“But through grace and grit,” Carter said, “Captain Haynes regained consciousness after he arrived at Walter Reed [National Military Medical Center] about a week later.

“And despite the odds,” he continued, “a day before New Year’s Eve, his family celebrated, because five months after he was wounded, Captain Haynes took his first steps again.”

And just one month later, Carter noted, Haynes and Chelsea celebrated the birth of their third child, Jordon Harold Haynes, named after General Greene.

“Captain Haynes is now resolved to pass the Army’s physical fitness test -- not just for himself,” Carter said, “but also, as he says, to ‘be a rock, a motivation and a torch’ for all the soldiers, sailors, airmen and Marines that he’s met -- and no doubt inspired -- up at Walter Reed, where I first met them.”

Carter said it was an honor to welcome Haynes, his wife Chelsea, and his son Jordon, as well as Jordon’s godmother, retired Army Col. Susan Myers, the widow of Greene’s widow.

Recognizing Similar Stories

The defense secretary noted that the stories of the Larson, Haynes and Greene families represent “millions” of stories like theirs -- stories of duty, honor, sacrifice, and sometimes of grief and tragedy.

“Over 850,000 American troops and civilians, and thousands more contractors,” Carter said, “have served and sacrificed in Afghanistan since 2001, and so have their families alongside them.”

He added, “We remember the 2,215 Americans who paid the ultimate price during the course of the conflict in Afghanistan, and their spouses, parents, sons and daughters.”

“We remember that they gave their lives defending our nation’s security,” Carter said. “And in this courtyard, we are also reminded why they went to Afghanistan in the first place.”

One reminder stands just beyond the Pentagon’s walls, he noted -- a memorial honoring all those who perished when the building was attacked on that “bright, fateful day" in 2001.

Reflecting on Afghan Service

Navy Reserve Force Master Chief Petty Officer C.J. Mitchell, who attended the Pentagon ceremony, spoke about his experiences serving in the Gulf and his support to troops in Afghanistan.

“I’m very proud of my service on USS Farragut, DDG-99, as a part of the Eisenhower Carrier Strike Group, deployed to the Gulf supporting missions to Afghanistan in 2010,” he said.

“I had the privilege of visiting sailors in Afghanistan, Thanksgiving 2013,” Mitchell said. “I’m very proud of those sailors and the mission that they were accomplishing at the time.”

Mitchell noted Ghani’s thanks to U.S. service members confirmed the troops’ commitment to helping the people of Afghanistan.

“It’s a validation that sailors, Marines, soldiers and airmen are making a difference in Afghanistan,” he said, “and that it’s appreciated and recognized -- not just by the government -- but by the citizens there.”

Mitchell added, “As Secretary Carter mentioned, service members like Commander Larson, serving in Afghanistan, are making an enduring difference [there].”

Mitchell said as force master chief of the Naval Reserve, he’s “very proud” of the determination and drive of Navy Reserve sailors like Larson who have served in Afghanistan.

“I think the future of Afghanistan will be an enduring peace,” he said.
With U.S. partnership and the commitment of Afghan citizens and security forces, their future is bright, Mitchell said.

Special Representative Haysom, Ambassador Tanin thank you for your observations today. And on behalf of the United States, I would like to thank you, SRSG Haysom and your team for your dedicated and humane work to help the Afghan people improve their lives, their institutions, and their nation. Today’s unanimous renewal of UNAMA’s mandate shows the Council’s ongoing support for your efforts and for your country.

As we mark the beginning of Afghanistan’s Transformation Decade, we have seen both encouraging advances and enduring challenges. Last year, we saw Afghans take real risks and conquer fear to cast their ballots in an election. We saw two candidates put the country’s future first – forming a unity government and sustaining it as they confront shared challenges, including cabinet formation, electoral reform, and peace and reconciliation. The United States calls on the leaders to put forward urgently a full slate of cabinet nominees who meet the rigorous requirements that they established and who can obtain parliamentary approval.

We commend President Ghani and CEO Abdullah’s shared commitment to prioritizing electoral reform. Last year’s election exposed chronic weaknesses in Afghanistan’s electoral system. Promptly identifying the necessary reforms and implementing them urgently and in a manner consistent with international standards is critical, including to ensure successful parliamentary and district council elections. Establishing the Special Electoral Reform Commission, which the two leaders agreed upon last fall, would be an important step toward that end.

Making fundamental changes to a country’s political and electoral system is challenging under any circumstances. Yet Afghans are undertaking this extraordinary task amid continued attacks by insurgents who seek to destabilize the country.

UNAMA’s exceptional reporting on the toll on civilians – a model for other missions – testifies to the impact of this violence on Afghan society, particularly some of its most vulnerable members. Compared to 2013, civilian casualties increased by 22 percent in 2014. Civilian deaths rose by 25 percent. The number of women casualties increased by 21 percent, and the number of children casualties by 40 percent. 714 children were killed in 2014. 714 kids. UNAMA’s reporting attributes roughly 75 percent of all civilian casualties to the Taliban and affiliated groups.

What statistics cannot capture is the immeasurable impact on the families of those wounded and killed. For example, UNAMA’s report tells us that women left as sole income-providers after their husbands were killed or maimed experienced lasting consequences, “with poverty forcing many women to give their daughters in marriage in exchange for debts or to take their children out of school often to work.” And this does not even capture the emotion and the pain of all the losses.

Afghanistan’s leaders understand the far-reaching impact of violence on the Afghan people, which is one of the many reasons they have committed to bringing peace to their country – a goal we strongly support. We see tremendous bravery exhibited by many Afghans. One unheralded group is de-miners. De-miners venture out day after day to clear minefields so that their fellow citizens are not maimed as they harvest their land or walk to school. Thirty-four de-miners were killed last year, including eleven who were killed on December 13th by insurgents, while they were clearing unexploded ordnance in Helmand province. We see similar dedication in the legions of Afghan teachers who show up to their classrooms every day, despite threats and harassments, to give boys and girls the education they need to build their future, and the future of their country. We also honor Afghan security forces who risk their lives – and in far too many cases, give their lives – protecting their fellow citizens.

The resolve and capabilities of these Afghan forces has improved a great deal. Continued professionalization of the Afghan National Defense and Security Forces – with robust, sustained international support, including through NATO’s Resolute Support Mission – is crucial both to improve effectiveness, and ensure more faithful adherence to international human rights standards.

The abusive tactics reported to UNAMA and catalogued in its recent report on the treatment of Afghan detainees have no place in the pursuit of justice. Nor does the complicity of justice officials who – according to the same report – “overwhelmingly” rely on confessions from defendants in criminal prosecutions, even when credible evidence suggests such confessions may have been obtained through abusive tactics. That is why we applaud the Afghan government’s commitment to eliminate the use of torture.

As you all know, last week we marked International Women’s Day. It was a day for marking a number of inspiring stories from around the world, including Afghanistan – a country where, under Taliban rule, women could not walk outside without a male relative and a burqa.

Last week, members of the Afghanistan Women’s National Cycling team were not only walking outside, they were racing down the country’s roads on their bikes. Team members are pinched for resources, but big on courage. Some drivers yell at them and threaten them, but they ride on. One day, a man on a motorcycle reached out and tried to grab at the captain, causing her to crash and hurt her back.

But today she is back on her bike, leading more than 40 other women training with the team. Imagine what it must feel like to be a little girl, sitting in a car, and to suddenly drive by those 40 women, in a single file, flying down the road. Imagine how inspiring that must be.

One of the team members, Malika Yousufi, wants to become the first Afghan woman to complete the Tour de France. She told a reporter, “Nothing will stop us.” We believe that, if she is given the chance, and if her country stays on the brave but difficult path it has charted, Malika is right. Nothing will stop them. There is so much to lose, and so much left to gain in these difficult days, and the United States will support the Afghan people in every step of their journey to take their place as a stable, peaceful, independent, and democratic nation. Thank you.

NATO SECRETARY GENERAL STOLTENBERG SAYS ALLIANCE WILL "ADAPT TO NEW THREATS"

WASHINGTON, March 12, 2015 – NATO commanders are putting in place the infrastructure that will allow the alliance to adapt to new threats, Secretary General Jens Stoltenberg told the press yesterday at the Supreme Headquarters Allied Powers Europe in Mons, Belgium.

Stoltenberg spoke alongside Air Force Gen. Philip M. Breedlove, NATO’s supreme allied commander, after NATO commanders briefed the secretary general on progress toward meeting the goals of the Wales Summit.

Both men noted the security environment in Europe has grown complicated and that the alliance must change to deal with these new threats. While the alliance continues the train, advise and equip mission in Afghanistan and the peacekeeping operation in Kosovo, it is changing to confront new issues.

Threats From East, South

“We see threats both from the East with the more aggressive actions of Russia in Ukraine, [and] also from the South with violence and turmoil spreading to the Middle East and North Africa,” Stoltenberg said.

The answer to both challengers is a boost to collective security, he added.
The alliance is more than doubling the size of the NATO Response Force from 13,000 to 30,000 troops.

“We are setting up a new 5,000-strong quick reaction Spearhead Force, with some units ready to move within as little as 48 hours,” Stoltenberg said. “And we are also creating six command-and-control centers in the Baltic states and three other eastern allied states.”

‘Deliberative and Unified’ Changes

Breedlove said those moves are on track. “We’re in full swing moving forward with our assurance and our adaptation measures and these will make our alliance even more ready and responsive in the future,” the general said.

“The United States is sending 3,000 troops and equipment to the Baltic region for training,” Stoltenberg said. “And in the south, we are preparing to hold this autumn our biggest exercise for many years, expected to include over 25,000 troops in this exercise.” NATO also has ships exercising in the Black and Baltic seas, he added.

The measures are defensive, proportionate and in line with international commitments, the secretary general said.

Changing the alliance posture is tough, involved work, Breedlove said. “We are tackling these changes in a deliberative and unified fashion,” he said. “I’ve spent many years serving among our European allies and I’m pleased to say that I’ve never seen a greater degree of cohesion, resolve and determination to ensure that NATO is ready to meet our future challenges, and I’m confident this will continue as we secure our future together.”
