SECRETARY KERRY: Thank you all very much. I just want to welcome Prime Minister Hailemariam of Ethiopia, who has been enormously engaged with us on many different issues. And I’ve had the privilege now of visiting several times. Most recently, I was there in the spring. And we talked a lot about Ethiopia’s help, very important help, to try to move the process in Sudan and South Sudan. Particularly, Ethiopia has been a leader in bringing countries together to try to effect a ceasefire and move the parties into a negotiation. Ethiopia has also been really key to us with respect to the transition taking place in Somalia – we’re very grateful for that – and frankly, a regional leader.

In addition to that, the United States has committed some $800 million to assist with issues of economic development, education, capacity building, health, and other things. Our relationship is strong and productive, and we’re very, very grateful for their leadership most of all at a difficult time in some difficult places. Thank you, Prime Minister.

PRIME MINISTER DESALEGN: Thank you very much, Mr. Secretary of State. I think the relationship between Ethiopia and the United States is deepening, and we have been engaging ourselves in many issues. Like the Secretary said, we are working very hard on pacifying the region, which is the basis for all the engagements and economic development that take place. And peace and stability and security in the region is the pillar of our cooperation at this time.

And beyond that, I think United States and Ethiopia are working very hard to bring investors from the United States, which we have great opportunity this forum and summit, and we have been working with many U.S. companies who are interested to invest in my country. Beyond peace and stability, which is a prerequisite for investment to take place in the region, Ethiopia is also spearheading bringing investors into my country.

And we are also working on continental and global issues like the climate change and food security issues, which you mentioned yesterday. You have had a very good speech, which we go along with you to see that the climate change impact on the continent and specifically also on the Horn of Africa is a most important issue that we have to cooperate. We are also working very hard to fight terrorism and extremism, which is an important issue for all of us. And I thank you very much for your leadership on all these issues, and we are keen to work closely with you on all those issues. Thank you very much.

ADM. GEENERT SAYS CHINA RAPIDLY MODERNIZING NAVY

ASPEN, Colo., July 26, 2014 – China’s naval modernization program is moving at a rapid pace, the chief of U.S. naval operations said here yesterday.
Navy Adm. Jonathan W. Greenert spoke at the Aspen Security Forum on his way home from meetings with his Chinese counterpart, Adm. Wu Shengli.

China is participating in this year’s Rim of the Pacific Exercises. “They're doing about average compared to all the other fleets, which is interesting,” Greenert said. “… Average is good -- it's good enough; it's not what they thought. It's a little difficult, multinational exercises.”

China expressed interest in continuing to develop the military-to-military relationship through exercises and personnel exchanges, he said.

The two leaders discussed the need for developing maritime protocols for their navies and civilian mariners, the admiral said.

“It was a good visit, it was frank, it was respectful,” he said.

Greenert said he was the first U.S. service member to be allowed aboard China’s first aircraft carrier, the Liaoning, something he wasn’t sure would happen on this trip. He also met with some of the carrier’s crew.

The Liaoning is a refitted Russian aircraft carrier.

“We went, not stem-to-stern, but throughout a lot of it,” Greenert said. “Then we went to a submarine. Then we went to a destroyer -- about a 2,000-ton ... almost the length of a football field -- and then on one of their patrol craft.”
The Chinese aircraft carrier is “very Russian,” Greenert said.

“That means it's big, it's heavy and it's onerous,” he explained.

But, the admiral said, the Chinese have completely upgraded their carrier. They stripped out all the old Russian-style equipment “and everything they put in is very modern and Chinese.”

The carrier is still being worked on at a shipyard in Dalian, in northeast China, he said.

China will build another carrier like the Liaoning relatively soon, Greenert said.
“It'll look just like this one, they said -- ski ramp, about the same tonnage, 65,000-70,000 tons. … They're moving on a pace that is extraordinary,” the admiral said.
Greenert said Wu told him the ship is the basis for research and development of what will be a blue-water, aircraft-carrier-focused navy.

"I think that he may be wanting to do this on his watch,” he said. “He's got about four-and-a-half more years to ... have this carrier out to sea like we do, with a series of destroyers around it and the ability to launch and recover aircraft in the tens and maybe twenties. But I'm not overly concerned right now, they have a lot of work to do."

DEFENSE SECRETARY HAGEL RECEIVES UPDATES FROM ISRAELI DEFENSE MINISTER YAALON

Israeli Defense Minister Updates Hagel on Recent Developments

WASHINGTON, June 24, 2014 – Israeli Defense Minister Moshe “Boogie” Yaalon yesterday updated Defense Secretary Chuck Hagel on recent developments, including the kidnapping of Israeli teenagers in the West Bank and a June 22 cross-border incident that killed an Israeli teenager and wounded two other Israelis, Pentagon Press Secretary Navy Rear Adm. John Kirby said.
In a statement summarizing the phone call between the two defense leaders, Kirby said Hagel offered his sympathies for those affected by the violence in the Golan Heights, pledged continued U.S. support, and expressed his shared concern over the violence in Syria and Iraq.

The secretary also updated Yaalon on U.S. views on the events unfolding in the Middle East, the press secretary added.

“The two leaders agreed to continue working closely with one another on the broad range of security issues facing the United States and Israel,” Kirby said.

DEFENSE SECRETARY HAGEL URGING NATO MEMBERS TO INCREASE DEFENSE BUDGETS

Hagel Urges European NATO Members to Boost Defense Budgets

WASHINGTON, June 4, 2014 – NATO European allies must dedicate more money to defense spending, and all are ready to do their part in the follow-on operation in Afghanistan, Defense Secretary Chuck Hagel said at NATO headquarters in Brussels today.

The secretary spoke at a news conference after meetings with alliance defense ministers.

Russia’s actions in and around Ukraine were a major concern for the ministers, Hagel said, adding that Russia’s actions “constitute the most significant and direct challenge to European security since the end of the Cold War.”

The NATO allies agreed they must continue to uphold the credibility of the alliance, and the credibility of the international order that European security has anchored for seven decades.

“To date, NATO has acted with strength and resolve,” Hagel said. “All 28 NATO allies have contributed to NATO’s reassurance measures in Central and Eastern Europe, ranging from new joint exercises to an enhanced air, ground, and sea presence. And we are exploring ways to do more.”

The United States will continue to do its part, Hagel said, and he referenced the $1 billion European Reassurance Initiative that President Barack Obama announced yesterday. “This initiative will enable the United States to help maintain the readiness of allied forces, and expand our reassurance measures throughout Central and Eastern Europe,” the secretary said.

Hagel told the ministers that the United States will review its force presence in Europe. “In light of the new regional security environment,” he added, “it would be irresponsible for us not to.”

Money remains a problem, Hagel said, noting that the allies discussed Europe’s declining defense budgets. This decline means the United States has shouldered a more and more disproportionate share of the alliance’s burden, he said.
“Over the long term, current spending trends threaten NATO’s integrity and capabilities,” the secretary said.

The American commitment should be matched by renewed European resolve to invest in its own defense, Hagel said, calling on the allies to issue a definitive declaration to reverse current trends and rebalance the alliance’s burden-sharing. The NATO summit scheduled in Wales in September would be the best place to make this declaration, he added.

Latvia, Lithuania, and Romania have committed to spend more. Poland and the Czech Republic announced new commitments to increase their defense spending. NATO’s goal is for member states to spend 2 percent of gross domestic product on defense.

The ministers also discussed Afghanistan, Hagel said, adding that he was able to provide the details of Obama’s decision last week to maintain a limited military presence there after the current International Security Assistance Force mission concludes at the end of the year. The United States will provide 9,800 service members for Operation Resolute Support, provided the new Afghan president signs the bilateral security agreement.

“My discussions today with ISAF defense ministers underscored that our allies and partners remain committed to Afghanistan’s long-term security, and to the pledges made at the Chicago Summit two years ago,” Hagel said.

The defense ministers also agreed that the alliance must be prepared for the full spectrum of missions, including those against sophisticated adversaries with advanced technologies, and against new, asymmetric threats. “We need capabilities that balance NATO’s three core tasks: collective defense, crisis management, and cooperative security,” he said.

Hagel also participated in the NATO-Ukraine and NATO-Georgia Commissions. “We welcomed Russia’s recognition of Ukraine’s recent election results as a step in the right direction,” he said, “but we will continue to stand united against Russia’s aggression in Crimea, and its destabilizing actions in Eastern Ukraine.
“I outlined American assistance for political and economic reform, and our nonlethal assistance to Ukraine’s armed forces and border guard,” he continued.
“The United States has already offered $18 million in nonlethal security assistance to Ukraine, and today, President Obama announced another $5 million for the purchase of body armor and other equipment, bringing our total security assistance to $23 million.”

INL IN TAJIKISTAN AND KYRGYZ REPUBLIC

Trip Report – INL Visits Tajikistan and the Kyrgyz Republic

Principal Deputy Assistant Secretary (PDAS) Carol Perez traveled in early April to Tajikistan and the Kyrgyz Republic, where she met with senior leaders and emphasized INL’s continued commitment to support counter narcotics, law enforcement and rule of law priorities in both countries. She also observed a number of INL projects firsthand.

While in Bishkek, PDAS Perez met with the head of the State Drug Control Agency to discuss ways to improve our counter narcotics cooperation efforts that are supported by the U.S. Drug Enforcement Administration. At the Ministry of Interior, Minister Abdulla Suranchiev updated PDAS Perez on his police reform efforts and welcomed further cooperation with INL. PDAS Perez also met with the Kyrgyz Prosecutor General Aida Salyanova to discuss the valued work of the INL-funded DOJ Resident Legal Advisor (RLA) who is assisting Kyrgyz prosecutors to develop better evidenced-based prosecutions that bring criminals to justice. They also discussed how INL and the international community can assist Kyrgyzstan in asset recovery efforts.

Also in Bishkek, PDAS Perez joined the Kyrgyz Ministry of Justice and the UN Office of Drugs and Crime to launch the UNODC Forensic Crime Lab Refurbishment Project. INL provided $1.4 million to support the renovations of the crime lab, which is currently just a building shell, into a modern, fully equipped facility. The project will also strengthen the capacity of Kyrgyz forensic professionals to provide forensic services in line with international standards by providing training on effective forensic methodology and practices. The Kyrgyz Forensic Chief noted that the new facility will expedite the processing of criminal investigations, provide quality service to the criminal justice system and increase public trust in law enforcement.
PDAS Perez’s visit to the Southern Kyrgyz city of Osh afforded her the opportunity to visit a nearby Uzbek village and meet with a Community Security Working Group. In discussions with residents from the Amir-Tumur District, led by INL-funded NGO Saferworld, community members and NGO partners told PDAS Perez about their successes in overcoming ethnic and social boundaries in order to address quality-of-life issues within their communities.

PDAS Perez also visited a neighborhood in Osh and observed the INL-funded Organization for Security and Cooperation in Europe (OSCE) Community Security Initiative (CSI) mobile police responder units, and she observed how these converted minibuses are used to facilitate citizen access to the police and to rebuild public trust and confidence in the police. In many isolated villages, these units are the only government service that is delivered directly to the community.

PDAS Perez continued on to Tajikistan where, in addition to discussing our counter narcotics and law enforcement assistance with the head of Tajikistan's Drug Control Agency and the First Deputy Minister of Internal Affairs, she had the opportunity to meet with a group of Tajik female law enforcement officers who are participants in INL Dushanbe's Women's Empowerment Program (WEP). Since 2013, INL has trained more than 40 Tajik female law enforcement officers in a range of areas to include dealing with domestic violence and the prevention of human trafficking. Through the WEP, INL is demonstrating U.S. commitment to helping Tajikistan expand roles for female law enforcement. During the meeting with PDAS Perez, these women expressed how INL support has helped them better understand what they can do to improve themselves professionally and use their knowledge and expertise as the number and role of women in Tajikistan law enforcement expands.

While in Dushanbe, PDAS Perez visited the principal training centers for rank-and-file police and border guards. The director of the police training center briefed her on the Ministry of Internal Affairs (MIA) plans for improving the facility to meet the educational requirements expected as part of the MIA's police reform. At the Border Guard Training Center, where INL supports training by the International Organization for Migration (IOM), PDAS Perez was briefed on plans to repurpose the facilities in order to train additional women from Tajikistan and Afghanistan.

PDAS Perez also traveled to the Tajik industrial city of Tursunzade, home of Central Asia's largest aluminum plant, to visit one of the 16 Community Policing Partnership Teams (CPPT) established by INL in the country. The CPPTs link community leaders and police to address mutual issues and concerns. The leader of the Tursunzade CPPT, a mullah, told PDAS Perez that based on its survey of the community the CPPT was focusing attention on youth, principally through programmed sports activities at a nearby school. PDAS Perez then viewed a karate demonstration by more than two dozen youth, including two slated to compete in a Central Asia regional championship that weekend.

SECRETARY KERRY: Good morning, everybody. Great pleasure to welcome Foreign Minister Paet of Estonia to Washington. We could not be more grateful or pleased for and with the relationship with Estonia.

Estonia is a very strong NATO partner. In fact, one of only four countries in NATO that has met its 2 percent commitment to defense, and has committed to continue that 2 percent spending for at least the next 10 years. We have a very strong relationship with respect to democracy, commitment to democracy building, territorial integrity. Estonia has been a solid partner in the effort to make clear all of our feelings about the territorial violations that have taken place with respect to Ukraine and the challenge to stability in the region.

In addition to that, Estonia is currently hosting a significant increase of presence within NATO in order to make clear the issues of sovereignty within the region. So on the issues of defense and security we have been as forward leaning as any members within the NATO alliance. But in addition to that, we have other efforts in which we’re working together, particularly diversity of the energy supply to Europe. There are important choices to be made in order to try to create greater energy independence. Estonia is a leader with respect to that effort, as well as our hopes, all of us, to try to move forward on the Transatlantic Trade and Investment Partnership, which we think is a critical economic step that can rekindle growth in Europe and strengthen the rules of the road for our economies.

So we have a lot to talk about today, but particularly grateful to welcome a country that has been, frankly, as courageous, as clear, as principled as Estonia has been. It’s a strong and important NATO ally, and we’re happy to have the discussions we will today.

FOREIGN MINISTER PAET: Thank you. Well, it’s good to be in Washington once again, and thank you very much for hosting, Secretary Kerry. Estonia and the United States, we are very strong partners and we share all important and basic values. And Estonia really and strongly appreciates the very quick reaction of the United States to change the security circumstances and security environment in Europe. We appreciate a lot the additional contribution of the United States with air policing of Estonia and also Latvia and Lithuania, and also troops you sent to Estonia to participate in military exercise, but also to stay longer in Estonia.

Of course, we both at the moment like to see the quick and clear de-escalation of the situation in Ukraine. Unfortunately, recently, another four OSCE observers were taken by people in eastern Ukraine. Among these four OSCE observers also one is an Estonian citizen, and we of course hope that these people will be released as soon as possible.

We’re also making good cooperation with the United States in this fare of supporting new democracies, which together in the so-called LEND project, which supports the leaders of new democracies and also one of the areas we make very strong cooperation is cyber defense and all other cyber and IT-related issues.

I’d like also mention energy security of Europe, and here the United States plays important and critical role, and the EU and U.S. relationship is also for us absolute necessity, so that we are also firm and strong supporter of European Union and United States free trade agreement talks, so that we hope that this common free trade area will be created as soon as possible.

So that once again, thank you very much for hosting. Thank you very much for this very strong partnership and friendship. Thank you.

REMARKS BY SECRETARY KERRY AND MEXICAN FOREIGN SECRETARY MEADE

FOREIGN SECRETARY MEADE: (Via interpreter) Good morning. I would like to take this opportunity to welcome the Secretary of State of the United States, John Kerry. It is a great pleasure for us to receive him in our country, in this first official visit that he has had in our country. We have beyond a strong relationship; we have a very close dialogue, a dialogue that has a lot of actually (inaudible) different subjects which are important for both countries.
This time, we had a look at the progress of the different dialogue spaces. Is it working? Is the translation working?

SECRETARY KERRY: The translation’s working, but it cuts in and out.

FOREIGN SECRETARY MEADE: (Via interpreter) Well, so again, I welcome Mr. Kerry for – and I want to thank him for being here.

As I was saying, we have beyond a strong relationship and we have had a very good dialogue in this process. And this time, we have had a look at the progress of the different dialogue spaces that we have had in this program fostered by both administrations. The purpose is to follow up on the commitments made last year. We had the opportunity to look at the progress made in terms of the high-level economic dialogue and the progress being made in the national – in the U.S.-Mexican council for fostering innovation.

The idea is to foster companies – small and medium-sized companies – and to empower women. We started the Bilateral Forum on Higher Education, Innovation, and Research, a space that brings different institutions together – all of those in charge of developing public policies in order to make of education a key element.

As a result of this, a first group of Mexicans has left to improve their English, and this really shows the pace that we want to achieve, the type of mechanisms that we want to implement together. In Mexico, we want to exchange wellbeing opportunities for citizens in both countries, for Mexican communities in the United States. These communities have played an important role in terms of culture and economy, and they represent the future of our region.
We’re taking advantage of our network of consulate officers, always paying attention to the rights of citizens. In Mexico, we are trying to improve our economy, knowing that this joint venture will make of North America the most competitive region in the world. Again, I want to thank Mr. Kerry for his time, for his willingness to have this open dialogue, and be welcome.

SECRETARY KERRY: Good afternoon, everybody. Buenas tardes. I am very happy to be here. I want to thank my friend, Pepe, for his welcome here. He’s been a great partner. We have talked many times. And as I commented earlier, the education/innovation/research bilateral discussion, I think, (inaudible) my first or second point that I made when I first became Secretary of State. We’ve had an excellent cooperative relationship. President Obama was here in March. That’s his fifth trip. Vice President Biden here last September. So we will continue to be growing the strength of this relationship with high-level visits, and most importantly, with a cooperative agenda.

We’ve had a very constructive and very in-depth discussion this morning with the – you okay?
(Break.)

SECRETARY KERRY: Is the translation working?

PARTICIPANT: No.

SECRETARY KERRY: No, I can tell it’s not. (Inaudible.) (Laughter.) Should we test it? One, two, three, four, five, testing. One, two, three, four, five.

PARTICIPANT: Yeah, it’s working now.

SECRETARY KERRY: So I was saying that we had a very comprehensive and very constructive working lunch, and I’m now looking forward to an afternoon meeting with President Pena Nieto and also a meeting with major businessmen and women from Mexico.
There are really few countries with whom the United States enjoys as dynamic and as close a relationship as the one that we enjoy with Mexico. Our interests are obviously intertwined in many ways. We are neighbors, but we also have a common set of objectives, a common set of goals and aspirations. And because of our histories, our people are connected as closely as any two peoples on Earth.

As I said in January when Foreign Secretary Meade visited the State Department, when one of us prospers, both of us prosper; when one of us succeeds, we all succeed. And as North America itself becomes increasingly competitive as a continent, then our futures are going to be linked even more closely together.

Foreign Secretary Meade and I covered a lot of ground today. And the fact is that more than a billion dollars a day passes between us in bilateral trade. That literally translates into thousands of jobs, from Baja to Yucatan, from Boston all the way to Los Angeles. We all benefit from that economic relationship. When Presidents Obama and Pena Nieto met last year, they agreed to create a new high-level economic dialogue in order to foster more trade and more jobs and to spur even greater economic development, and most importantly, better opportunity for the citizens of both of our countries.

Today, I will meet with business leaders, this evening, and we’re going to talk about how we can use that dialogue in order to advance our interests and to ensure that our citizens have an even greater amount of opportunity and benefit from the growth that takes place between our countries.

Frankly, it is our citizens who ultimately define the relationship between us. And to make sure that that continues, we have invested time and energy in strengthening the education, research and innovation ties between our nations. Today, we had former Secretary of Homeland Security Janet Napolitano, former Cabinet member and now president of the University of California; we had the president of Arizona State University; we had other education leaders here working with your secretary, the secretary of education of Mexico, and other education leaders in Mexico – not just to talk, but to define between us a real agenda, a real set of objectives that will see more students from America study here in Mexico, and more Mexicans study in America, that will see us have more research and innovation projects where we create the jobs and the opportunities of the future. And I am convinced that this is the way that we’re going to strengthen our ties as well as, ultimately, our security and our economies.

Part of the cooperation that we’re focused on comes in the form of these educational exchanges. Already, there are 14,000 Mexicans studying in the United States every year, and 4,000 Americans studying here in Mexico. We want both numbers to grow. President Obama has set a target of 100,000 students going each way between the United States and Mexico, Central America, Latin America. We believe that that is achievable, and we’re ready to do more in order to achieve it.

Part of the reason that I’m also excited about the scientific and the research and innovation exchange is because of the essential role that that plays in clean energy, in dealing with the problem of climate change, and in helping especially with the clean technology initiative, the challenge which I’ll address later today. We have an opportunity to be able to create more jobs that are sustainable and that speak to the future of both of our countries. Clean energy is the mother of all markets. It’s the biggest market in the world. And all of us can benefit by moving in that kind of direction.

Finally, Foreign Secretary Meade and I discussed our cooperation on security and immigration – always issues of concern, but issues on which we are making significant progress. We reaffirmed our commitment to meeting our shared challenges in the spirit of a shared responsibility and mutual respect that characterizes – and must characterize – our bilateral relationship.

The world saw the seriousness of Mexico’s commitment to security with the remarkable capture of El Chapo, and we applaud our neighbors for all of their efforts in that initiative. We will continue to work together to respond to threats of transnational criminal organizations and to recognize that they pose a threat not to one country or the other but to both countries simultaneously.

I also reaffirmed to Foreign Secretary Meade that President Obama is determined to reform our immigration system, a goal that a majority of the American people support. It is the right thing to do. Reform, done the right way, will not only benefit our security and our economy, but it will provide for long-overdue relief to immigrant families that include many Mexican-Americans. So that is a very fundamental commitment by the President and myself and the Administration that we’re going to everything in our power to move. The Senate, as you know, has passed legislation; the House of Representatives has the bill in front of it. We’ hope that we can get that bill taken up. This is a matter of fundamental justice, fundamental relationship between countries. It needs to be done, it’s long overdue, and we hope we can make it happen.
So Foreign Secretary Meade, thank you for your always very generous welcome. Thank you for your partnership, and we look forward to continuing to work together, and I look forward to answering the questions with you.

MS. HARF: Great. Well, our first question comes from Tricia – excuse me – Tricia Zengerle of Reuters. Go ahead.

QUESTION: Thank you, sirs. For Secretary Kerry: The dialogue between President Maduro and the opposition has broken down and there’s growing unrest in Venezuela. There’s concern that time’s running out. What are the United States and Mexico prepared to do to address the crisis? And more importantly, what can the two governments do? Is the United States finally prepared to impose sanctions? And lastly, for Mr. Secretary: Has President Putin outmaneuvered the United States by signing an energy deal with China?

And for Foreign Minister Meade: What are your concerns about the direction of the crisis in Venezuela, and what is your assessment – what is Mexico’s assessment – about what can be done and what should be done?

Thank you very much.

SECRETARY KERRY: Well, with respect to Venezuela, substantial effort has been made by the Unasur Group, personal engagement by the foreign ministers of Brazil, Colombia, and Ecuador, along with the papal nuncio. And we have had high hopes that this effort to mediate was going to produce a product that would put Venezuela on the route to recovery – recovery in terms of its economy and recovery in terms of the politics, the relationship of the government with the people.

Regrettably, there has just been a total failure by the Government of Venezuela to demonstrate good-faith actions to implement those things that they agreed to do approximately a month ago. And so we believe that what is important for the Venezuelan Government now to honor the dialogue process and to restore the civil liberties of opposition leaders who have been unjustly imprisoned and to protect the human rights of those who were simply trying to exercise their democratic right to express dissent.

The power is in the hands of the government, and the government has to exercise that power in a responsible way in order to make the choices to create stability and a way forward in Venezuela. All of this region will benefit if they will honor the agreements that have been made.
So we are witnessing an impatience that is growing in the neighborhood, and we consider ourselves to part of the neighborhood. We have great concern about the instability that is created as a result of what is happening in Venezuela. And again and again, we have said to Venezuela: We’re prepared to have a normal relationship. We are not engaged in any activities in Venezuela, except – in fact, we’ve purposely tried to encourage others: the foreign ministers I named and the papal nuncio. I personally visited in Rome with the secretary of state, His Eminence Cardinal Parolin, and we discussed the possibility of the Vatican being engaged as a mediator.

This is important for all of us. Our interest is for a stable, peaceful, democratic Venezuela that respects the interests of its people. And so our hope is that sanctions will not be necessary. Our hope is that we can move in the direction of reconciliation and a political path forward. But Congress clearly – the Congress of the United States is discussing those sanctions now. They have already passed some legislation reflecting that attitude; they’re moving it. And our hope is that the leaders, that President Maduro and others will make decisions that will make it unnecessary for them to be implemented. But all options remain on the table at this time, with the hopes that we can move the process forward.

With respect to President Putin and China, we don’t see any relationship whatsoever to an agreement with respect to gas and an energy supply between Russia and China that they’ve been working on for 10 years – for 10 years. This isn’t new. This isn’t a sudden response to what’s been going on. And if the world benefits as a result of that, it’s fine. That’s not what’s at stake here.

What’s at stake here is whether or not Russia is going to decide to respect the right of Ukrainians to be able to decide their future. And I don’t personally think that Russia signing a deal with China for gas that they’ve been working on for 10 years has any impact on what is about to happen in Ukraine, which is the people hopefully are going to have a chance to have an election.

And we welcome President Putin’s statement two days ago that he has instructed the troops that have been bivouacked on the border of Ukraine to move back to their home bases, to move away from there. If that happens – and we’re watching carefully – that’s extremely constructive. It’s positive. And we hope that – and the president has also – President Putin made other statements with respect to the separatist process going forward.
So it is possible with cooperative effort by everybody engaged here – the Europeans who have been involved in – most recently in some of the efforts to create a dialogue; working with the UN, with us, and with others; the efforts of the government of Kyiv; the interim government in Kyiv; and the efforts, obviously, of some leaders particularly in the east, recently, who have demonstrated courage in standing up for law and order and for a restoration of the process that will free people from this conflict.

So hopefully, we, in fact, are in a good moment – not a moment of one party outwitting another, but at a constructive moment where there’s a possibility of the people of Ukraine being able to determine their future, and all of us trying to find a way to further de-escalate this crisis. That’s our goal and that’s what we’re focused on.

FOREIGN SECRETARY MEADE: Secretary Kerry, thank you. Mexico has always believed that the way through conflict is dialogue. We have been very supportive of the dialogue process in Venezuela, but believe – we believe that this dialogue has to have some characteristics for it to be successful. We believe that the dialogue first has to be respectful; the dialogue has to – of course, to be inclusive; and the dialogue should bring about refocus.

In order for that dialogue to be meaningful, it should be held in an environment which is clearly respectful of human rights. We have stated that here. We have stated that in Venezuela when I went for my unofficial visit, but we have also stated that of which – for that process and that dialogue process to be very respectful of our democratic institutions. Latin America has worked very hard to generate the conditions for democracy to be born. So we think that the dialogue should have all of these characteristics, but at the same time it should be held within the context of the democratic institutions that we have constructed and with so much effort within the Latin American region.

MODERATOR: (In Spanish.)

QUESTION: (Via interpreter) This is a question for Secretary Kerry. When President Pena came into office, the level that he would have with the United States was questionable, especially in terms of unity. After one year and a half, what do you think about the relationship of this administration with the United States?

You said that the United States doesn’t have any interest in Venezuela, only to foster dialogue. But how can you explain that in Mexico, we learned some time ago that U.S. operatives was spying the candidate Pena Nieto. And recently, we found out that many of the telephone calls are wired. How can you explain this to the Mexican population in terms of migration? Is it true that President Obama has – it is true that President Obama has been fostering the reform, but it seems that he’s going into history as the president that has deported the most migrants. I know that this is something related to Congress, but I don’t know what is the position of President Obama and how he wants to go into history.

SECRETARY KERRY: Well, I believe President Obama will go down in history as the president who has held himself and his Administration accountable to the highest standards of transparency and accountability. The President has personally committed his Administration, which it has accomplished, to take an in-depth analysis of precisely what was happening, which everybody here knows President Obama didn’t order because he was in the Senate – and not even in the Senate – when much of this was put in place. And President Obama
And President Obama has ordered a process of accountability and transparency, and has been willing to lay it out for the world to see and understand that process of accountability. He gave a speech recently in which he set up new standards by which he believed the United States ought to behave, and I will tell you, because I was the author in the United States Senate with Senator John McCain of privacy with respect to the Internet and other uses, that we both believe very, very powerfully in the right of people to privacy (inaudible).

Now at the same time, the President of the United States has a fundamental responsibility to protect our people and to help protect people in the rest of the world who are potentially targeted by vicious extremists, terrorists in various parts of the world. The fact is that we have, because of our capable intelligence-gathering, been able to thwart many plots which would’ve resulted in the loss of civilian lives in one attack or another. There’s a delicate balance, and President Obama has worked very, very hard to achieve that balance. No President, I think, in our history has laid open as willingly for everybody to judge what we are doing as a guideline or as a standard by which we are going to try to balance this equity between security and protection and prevention versus privacy and respect for the rights of all of our citizens. And I think the President will actually be measured as having taken the most extraordinary steps of any president in our history in order to try to put that relationship back in balance.
Now, with respect to the relationship with President Pena Nieto and Mexico, I am convinced that our relationship is as strong and as vital as it has been. It is as productive on cross-border issues, on immigration issues, extradition issues, deportation issues; on our mutual interests in the economy; on our mutual interests of innovation, research, education that we’ve just been talking about – I don’t think we’ve ever had as in-depth and as repeated a series of meetings in an effort to make sure we’re on track. Now, does everything change overnight? No. I wish it did in lots of respects. But we are on track, with the agenda that we have set and the relationship that has been created, to deal with any bumps in the road, to work through difficulties of border police or policing or military, other kinds of things.

We’re working cooperatively. That’s what’s important. And we have made tremendous gains in the actual cooperation day to day in those endeavors. So I think the people of the United States and the people of Mexico should be pleased with the direction that we’re moving in. It’s open, it’s transparent, it’s accountable, and it’s productive. And I think we’re headed in the right direction.

FOREIGN SECRETARY MEADE: (Via interpreter) I’ll make further comments. This meeting has given us the opportunity to open a dialogue about different topics. At the beginning, President Pena Nieto had two objectives. He was convinced that Latin America could be very dynamic, even competitive. He thought that Latin America could be the most dynamic and economic region. He’s convinced that in order to have a good dialogue with the United States, it was necessary to find different spaces for different topics.

As the Secretary Kerry was saying, we have a million (inaudible) every year, and we have had benefits of this exchange. But we want to have a more structured dialogue so we can talk about migration, security in a framework of the right of migrants. That’s something that Mexico has always fostered, and we agree with President Obama. Security is a shared responsibility.
Apart from those two important subjects, Mexico and the United States are investing in education. We are investing capital – human capital – to increase the number of students going to the other country. We are talking about entrepreneurship; we are talking about empowering women; we are talking about giving people the power to manage their own businesses; we are talking about climate; we are talking about multilateral dialogues. And these have been achieved. We have the commitment of Obama’s Administration, and with the help of Secretary Kerry we have achieved a very well-balanced dialogue that will bring us together, that will bring us closer to this objective of making Latin America a very competitive region.
So the relationship between the two countries can be seen in terms of respect, with the necessary spaces to talk about very important topics. Today we are talking about education, the Bilateral Forum on Higher Education, Innovation, and Research. This type of initiatives will make sure that Latin America will be a point of the spear in order to achieve the competitiveness that we want to achieve. Thank you very much.

Dear Mr. Speaker: (Mr. President:)
Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency with respect to the stabilization of Iraq that was declared in Executive Order 13303 of May 22, 2003, is to continue in effect beyond May 22, 2014.
Obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States. Accordingly, I have determined that it is necessary to continue the national emergency with respect to the stabilization of Iraq.

Mr. Chairman, thank you for the floor. The United States joins our distinguished colleagues in congratulating you on your election, and my delegation looks forward to a productive week under your leadership.

The United States delegation would like to associate ourselves with the remarks of Ambassador Galuškova and others, regarding our deep sympathy over the tragic deaths of Clément Gorrissen and Simon Davis, in Puntland, Somalia, and of Luis Maria Duarte, in Afghanistan. These men were dedicated public servants who worked tirelessly to help the governments of Somalia and Afghanistan to build peace, security, and the rule of law. They were respected and admired by their American colleagues who worked with them and we will miss them. The Government of the United States extends its sincere condolences to their families and loved ones.

Normally at the opening of these Commissions, delegations call attention to urgent priorities in need of remedy, with heavy emphasis on gaps in the international community’s collective response. This time, I’d like to begin on a different note, and recognize progress that has been achieved over the past year in addressing the theme of last year’s Commission—confronting the challenge of illegal trafficking in wildlife.

The United States is encouraged by how many governments have taken action on this issue since we last met, and by the spirit of cooperation among countries to reduce demand for these illegal products and prosecute the organized criminal networks involved. Since our last meeting, in February, President Barack Obama released our government’s “National Strategy to Combat Wildlife Trafficking” with three key pillars: reducing demand for illegally traded wildlife, strengthening domestic and global enforcement, and strengthening international cooperation. The National Strategy also closed loopholes in U.S. law to achieve a near complete ban on the commercial trade of elephant ivory in the United States. In November 2013, U.S. Secretary of State John Kerry announced the first reward offer under my government’s new Transnational Organized Crime Reward Program. The reward offers up to $1 million for information leading to the dismantling of the Xaysavang Network - a major transnational crime syndicate facilitating wildlife trafficking across Africa and Asia. Much work still needs to be done, and the trafficking in threatened and endangered species remains a crisis that needs urgent attention from all governments. But we should recognize that this Commission has played an important role in generating positive change, and we need to build on this momentum.

This year, to further advance the Commission’s work, the United States has introduced a resolution in partnership with Norway to encourage additional cooperation against illicit trafficking in timber and forest products. Our resolution highlights the nexus between trafficking in timber and corruption, and encourages additional international cooperation, including cross-border information sharing and investigative efforts to counter trafficking in timber. On behalf of our Norwegian partners, we invite all delegations to take part in an informal meeting to discuss the resolution at 2:30 today in Room M4. We also invite all Commission participants to attend a U.S.-sponsored side-event on international cooperation to combat criminal elements in illicit trafficking in timber and forest products, scheduled to take place today from 1:00 to 2:00 pm.
Mr. Chairman, I would now like to turn my remarks to this Commission’s focus on International Cooperation in Criminal Matters. This broad topic covers much of the mandate of this Commission, and the United States looks forward to hearing examples of good practices and successful strategies for extending and improving criminal justice cooperation across borders from our partners. For our part, the U.S. delegation will describe our experiences with cooperation on mutual legal assistance, with particular emphasis on the critical role of effective national central authorities. The United States will also describe our work to provide technical assistance to those seeking to enhance legal frameworks and mechanisms to facilitate mutual legal assistance. We look forward to UNODC’s event at 1pm tomorrow to describe its efforts to promote regional networks of central authorities, including the West Africa Central Authorities and Prosecutors Network, a program my government is pleased to support.

Mr. Chairman,

I am pleased to provide an update on ongoing U.S. activities in fulfillment of our obligations and commitments under Article VI of the Nuclear Non-Proliferation Treaty (NPT) and the 2010 NPT Action Plan. In this context, I highlight the extensive report that the United States has submitted to this Preparatory Committee meeting, consistent with Actions 5, 20, and 21 of the 2010 NPT Action Plan.

U.S. policy is to achieve the peace and security of a world without nuclear weapons. This remains a central element of President Obama’s nuclear agenda, and we are working to create conditions that can enable its eventual achievement by pursuing a multifaceted, step-by-step approach incorporating national, bilateral, and multilateral actions.

It is because we understand the consequences of the use of nuclear weapons that the United States continues to devote considerable resources in a decades-long effort to reduce and ultimately eliminate nuclear weapons. There is no “quick fix” to achieving nuclear disarmament. There is no path other than the hard, daily work of verifiable step-by-step disarmament to which we remain resolutely committed.

In line with our support for the NPT, in 2010 the United States changed our nuclear posture to further reduce the number and role of nuclear weapons in our national security strategy and emphasize the interest of all nations in extending the 69-year record of non-use of nuclear weapons. The President also made it clear that the United States will not develop new nuclear warheads nor will we pursue new military missions for nuclear weapons.

This important shift in U.S. nuclear posture has taken place against the backdrop of dramatic and ongoing reductions in our nuclear arsenal. In fact, when the NPT entered into force in 1970, the United States had a nuclear stockpile of over 26,000 nuclear weapons. As Under Secretary Gottemoeller announced on Tuesday, the U.S. nuclear stockpile now has been reduced to 4,804 warheads, which reflects an 85% decrease from its Cold War peak. During this period, the United States reduced its non-strategic nuclear warheads by 90 percent. To lend a better sense of the scale of this ongoing activity in the post-Cold War period, between 1994 and 2013, the United States dismantled 9,952 nuclear warheads.

Moreover, this effort continues as we fulfill our obligations under the New Strategic Arms Reduction Treaty (New START) between the United States and Russia, now in its fourth year of implementation. When the Treaty limits are reached in 2018, the strategic forces of the United States and Russia will be capped at 1,550 deployed strategic warheads, their lowest level since the 1950s.

Contrary to the view expressed by some in this hall, we do not regard the achievement of nuclear disarmament as simply a rhetorical goal. It is one the United States is working on and pursuing every day.

And this work is not done. As outlined by President Obama in Berlin in June 2013, the United States remains open to negotiate further reductions with Russia in all categories of nuclear weapons – including strategic and non-strategic nuclear weapons.

We are also developing effective verification methodologies and processes that will be essential as we move toward increasingly smaller nuclear arsenals. Our experience with verified bilateral nuclear disarmament provides valuable experience and useful tools for multilateral nuclear disarmament approaches in the future. To that end, we are working closely with all NPT nuclear weapon states (or “P5”) to lay the foundation for future arms control agreements with participants beyond Russia and the United States.

Within the P5 process we have institutionalized regular dialogue on nuclear weapons-related issues. China hosted a fifth P5 Conference in Beijing on April 14 and 15, and the United Kingdom has agreed to host a sixth conference next year. Through these high-level conferences and frequent expert-level meetings, the P5 were able to reach consensus on a framework for reporting to this PrepCom in accordance with their commitments in the Action Plan. P5 CTBT experts have held productive discussions on ways they can collaborate in strengthening the CTBT monitoring regime. And the P5 Working Group on Nuclear Terms and Definitions, chaired by China, has made progress on the development of a P5 nuclear terms glossary.

The significance of this work should not be underestimated. P5 engagement is a long-term investment to strengthen and advance the NPT, build trust and create a stronger foundation to achieve the Treaty’s disarmament and nonproliferation goals. In addition, the United States and the United Kingdom are conducting a joint project to further develop verification procedures and technologies, which we will brief today at 1:15 p.m. in the North Lawn Building, Conference Room 5.

Turning to the broader multilateral context, the United States supports the immediate commencement of negotiations on a Fissile Material Cutoff Treaty (FMCT), which is the next logical and necessary step toward achieving our shared disarmament goals. A verifiable ban on the production of fissile material for use in nuclear weapons is necessary if we are to create conditions for a world without nuclear weapons. All states can contribute to achieving this goal. We are disappointed that the Conference on Disarmament (CD) has been unable to initiate negotiations on an FMCT. Even as we continue our efforts in the CD, the United States is actively engaged in the meeting of the FMCT Group of Governmental Experts (GGE), which can usefully complement efforts to promote negotiations of an FMCT in the CD.

In another important multilateral effort, the ratification and entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) remains a top priority for the U.S. Administration. Our active involvement in all activities of the CTBT Organization’s Preparatory Commission clearly demonstrates our ongoing commitment to the Treaty and the vital importance the United States attaches to completing the verification regime. The United States recognizes that the voluntary adherence to unilateral nuclear testing moratoria is no substitute for a legally binding prohibition against the conduct of such explosions. Entry into force of the CTBT is in the security interests of every nation. All States have an important role to play in providing the necessary resources to complete the Treaty’s verification regime and maximize the capabilities of the Provisional Technical Secretariat.

Mr. Chairman,

The United States recognizes the importance of security assurances in the context of the NPT. Accordingly, the United States updated and strengthened its long-standing negative security assurance policy in the context of the U.S. Nuclear Posture Review published in April 2010. The United States declared that it will not use or threaten to use nuclear weapons against non-nuclear weapon States that are party to the NPT and in compliance with their nuclear nonproliferation obligations. It was also made clear that the United States would only consider the use of nuclear weapons in extreme circumstances to defend the vital interests of the United States or our allies and partners.

The United States also supports well-crafted nuclear-weapon-free zones (NWFZs) that are vigorously enforced and developed in accordance with the guidelines adopted by the United Nations Disarmament Commission. We are a Party to both Protocols of the Treaty of Tlatelolco and in recent years the United States has worked toward extending legally binding negative security assurances by submitting for ratification the protocols to the African and South Pacific nuclear-weapon-free zones. We are pleased to note that the United States and other NPT nuclear weapon states will soon sign the Protocol to the Central Asian Nuclear Weapon Free Zone Treaty. The nuclear weapon states are also engaging ASEAN to resolve any remaining differences so that we can sign the revised Protocol to the Southeast Asia nuclear-weapon-free zone. These actions are a priority for us.

Mr. Chairman,

The United States is committed to achieving a world without nuclear weapons, and we are dedicated to working with all NPT States Parties to make that goal a reality. The pursuit of our shared goal will require patience and persistence from all of us. But we are confident in our purpose, and strengthened in both our methods and morale by the tremendous progress we have made thus far.

.LEADERS OF U.S. AND DJIBOUTI ISSUE JOINT STATEMENT REGARDING RELATIONSHIP

Joint Statement by the Leaders of the United States and the Republic of Djibouti

Today at the White House, President Obama and Djiboutian President Ismail Omar Guelleh pledged to work closely together to advance their shared vision for a secure, stable, and prosperous Horn of Africa and to strengthen and deepen the strategic partnership between our two countries.
Economic, Trade, and Energy Cooperation
President Obama and President Guelleh discussed their shared vision for addressing human capital and economic development challenges in Djibouti.  President Obama noted his strong support for the Djiboutian government’s efforts to achieve its ambitious reform goals and to respond to the needs of Djiboutian citizens.  President Guelleh highlighted the positive impact of U.S. investments in Djiboutian communities, particularly in the areas of health and education, and President Obama commended President Guelleh for his commitment to lowering unemployment, reducing poverty, and improving reliable access to energy, potable water, and health care.
To help grow Djibouti’s economy and assist Djibouti in achieving these goals, the United States pledged to increase technical and financial assistance to the Djiboutian people and to invest in Djibouti’s development priorities.  President Obama pledged to expand U.S.-sponsored workforce education and training to help strengthen Djibouti’s workforce and set a foundation for expanded employment and private sector investment.
President Obama also reaffirmed his strong commitment to expanding reliable access to electricity in Africa.  Given Djibouti’s electricity needs and to enhance its role as a regional commercial hub, the United States plans to provide technical assistance to support Djibouti’s energy sector.  The leaders identified areas for future cooperation on energy, including through the East African Geothermal Partnership.  The United States plans to help build the Government of Djibouti's technical and institutional capacity to leverage greater private sector investment across the energy sector, including working together to catalyze private financing to develop renewable energy in Djibouti.
Regional Integration, Youth Empowerment, and Development
President Obama congratulated President Guelleh on Djibouti’s committed participation and leadership in regional bodies, including as host to and co-founder of the Intergovernmental Authority on Development (IGAD).  President Obama noted his strong support for President Guelleh’s leadership in the Horn of Africa and welcomed his plans for infrastructure development and economic integration across an increasingly vital region.  The two leaders shared their assessments of the pivotal role economic development and democratic governance can play in Djibouti’s future, including in advancing economic and development goals.
President Obama recognized President Guelleh for his commitment to empowering women and girls and promoting increased access to education and health services.  President Obama congratulated President Guelleh on the Djiboutian youth who have been selected to represent Djibouti as participants in the Young African Leaders Initiative.  The leaders emphasized the importance of supporting young entrepreneurs, encouraging youth to engage in public service and invest in the next generation of African leaders.
The Presidents also discussed ways that the U.S. presence at Camp Lemonnier can help further expand economic opportunity for the Djiboutian people, including through the Administration’s work with the U.S. Congress on proposed “Djibouti First” legislation that would that would give preference to Djiboutian products and services in Department of Defense procurements in support of U.S. requirements in Djibouti.  In doing so, the United States seeks to promote stability and economic development beneficial to both countries and to demonstrate our long term commitment to Djibouti’s long term economic growth. 
Defense, Security and Regional Counterterrorism Cooperation
The two leaders discussed their shared commitment to increase security and stability in the Horn of Africa and to prevent al-Qa’ida and al-Shabaab from gaining new footholds.  President Obama and President Guelleh discussed ongoing civilian and military cooperation in the areas of countering terrorism and violent extremism, countering piracy, enhancing maritime security, and securing Djibouti’s borders.  They recognized the important role that U.S.-Djibouti cooperation plays in achieving these goals, and reaffirmed that our shared security priorities remain a central component of our relationship.
The Presidents noted Camp Lemonnier’s critical role as an operational headquarters for regional security and the importance the base plays in protecting Americans and Djiboutians alike from violent extremist individuals and organizations.  President Obama thanked President Guelleh for helping ensure the safety and security of U.S. personnel in Djibouti.
President Obama announced the United States’ intention to provide enhanced security assistance and equipment to Djiboutian security forces to advance these shared regional security and counterterrorism goals, including by providing materiel and assistance to Djiboutian forces deploying to the African Union Mission in Somalia (AMISOM).  The leaders also plan to expand liaison relationships as a critical way to deepen our partnership.
Shared Efforts in Somalia
The Presidents noted that transnational challenges in the Horn of Africa cannot be met by any one country alone.  President Obama commended Djibouti’s important contributions to peace and security in Somalia,  including through its participation in AMISOM operations aimed at defeating al-Shabaab and by organizing a number of reconciliation conferences in support of peacemaking efforts.  Djibouti has also strongly and consistently supported multinational efforts to counter piracy off the coast of Somalia.
President Guelleh noted that Djibouti’s efforts as part of AMISOM have helped provide Somalis with their best chance to achieve security, stability and peace in more than two decades.  The two leaders discussed Djibouti’s experience as a troop-contributing country to AMISOM.  The Presidents highlighted the need to support renewed efforts by AMISOM and the Somali National Army to defeat al-Shabaab and to help bring security and stability to Somalia.  This commitment has not been without burden and cost.  President Obama praised the brave service of Djiboutian soldiers in Somalia and recognized the sacrifices members of the Djiboutian Armed Forces and their families have made to help bring peace to Somalia. 
A Long-Term Strategic Partnership
President Obama and President Guelleh concluded their meeting by reaffirming their shared commitment to the special and longstanding relationship between the United States and the Republic of Djibouti.  The leaders pledged to continue to work to strengthen our strategic partnership and contribute to a more secure world.  To carry this important dialogue forward, they intend to establish a U.S.-Djibouti Binational Forum and to designate senior officials to lead the implementation of the commitments made today in the spirit of building a vibrant 21stCentury Strategic Partnership grounded in friendship, mutual trust, and common security.

Remarks by President Obama and President Benigno Aquino III of the Philippines in Joint Press Conference

PRESIDENT AQUINO:  The honorable President of the United States Barack Obama and his official delegation, members of the Cabinet present, members of the press, ladies and gentlemen: good afternoon.
Today, the Philippines welcomes President Obama and his delegation on his first state visit to the Philippines. The United States is a key ally, a strategic partner, and a reliable friend of the Philippines.
With this visit, we reaffirm the deep partnership between our countries, one founded on democratic values, mutual interest in our shared history and aspirations, and one that will definitely give us the momentum to propel our peoples to even greater heights.
We witnessed the most recent and tangible manifestations of this in the immediate outpouring of assistance from the government of the United States and the American people in the aftermath of Typhoon Haiyan, or Yolanda, and your nation’s clear expression of solidarity with the typhoon survivors.
Mr. President, in your State of the Union address earlier this year, you spoke of how American volunteers and troops were greeted with gratitude in the affected areas.  Today, I reiterate formally the Filipino people will never forget such kindness and compassion.  On behalf of my countrymen, I thank the United States of America once more for being a true friend to our people.
The friendship and partnership between our countries, however, are evident not only in times of crisis and immediate need, but also in other aspects of our relations.  Our defense alliance has been a cornerstone of peace and stability in the Asia Pacific region for more than 60 years.  And our strategic partnership spans a broad range of areas of cooperation, contributing to the growth and prosperity of both our nations, and fostering closer bonds between our peoples.
As such, President Obama and I met today with the shared resolve to ensure that our deepening relations are attune to the realities and needs that have emerged in the 21st century, which affect not only our two countries, but also the entire community of nations.
I thank President Obama for the U.S.’s support for our government’s efforts in modernizing and enhancing its defense capabilities.  The Philippines-U.S. Enhanced Defense Cooperation Agreement takes our security cooperation to a higher level of engagement, reaffirms our country’s commitment to mutual defense and security, and promotes regional peace and stability.
Both President Obama and I shared the conviction that territorial and maritime disputes in the Asia Pacific region should be settled peacefully based on international law.  We affirm that arbitration is an open, friendly and peaceful approach to seeking a just and durable solution.  We also underscored the importance of the full and effective implementation of the Declaration of Conduct and the expeditious conclusion of a substantive and legally binding Code of Conduct in the South China Sea -- all towards fostering peace and stability in our part of the world.
We, likewise, welcome the active participation of the United States in regional mechanisms such as the ASEAN Regional Forum and the East Asia Summit. 
Typhoon Haiyan showed the entire world how vulnerable the Philippines as well as other developing countries are to natural disasters.  As such, humanitarian assistance and disaster response is an essential component of our cooperation.  As the United States and the American people have always been ready to support us in the aftermath of disasters, so too do we look forward to the continued cooperation of the United States and the rest of our partners in the international community as we undertake the task of building back the communities affected by Typhoon Haiyan.
This morning we made a promising start as we discussed how our partnership can be enhanced through building climate resilient communities.  These kind of strong communities are important not only in withstanding disasters, but also in fostering inclusive growth across the entire country.
President Obama and I recognize the importance of strong economic engagement for the continued growth of both the Philippines and the United States.
On this note, we expressed our appreciation for the U.S.’s support for our government’s programs under the Partnership for Growth framework, which enhances the policy environment for economic growth through US $145 million total plan contribution from the USAID.  U.S. support is also coursed through the Millennium Challenge Corporation, which supports the implementation of projects and road infrastructure, poverty reduction, and good governance, with $434 million grant from 2011 to 2016.
Recently, the U.S. Federal Aviation Administration reinstated the Philippines to a Category 1 status.  This will redound to mutual benefit for our countries from opening more routes for travel between the United States and the Philippines to creating more business opportunities to facilitate the increased tourism and business travel.
We welcome the substantive agreement between our countries on the terms and concessions for the U.S. to support the Philippines’ request for the extension of special treatment for rice imports until 2017. 
We also discussed the Trans-Pacific Partnership, which is a high-standard trade agreement that will shape the global and regional economic architecture in the 21st century.  The Philippines is working to assert in how participation in TPP can be realized. 
The signing of the Comprehensive Agreement on the Bangsamoro last March 27 brings a just and lasting peace within our reach  -- a peace that will serve as a strong foundation for stability, inclusivity, and progress in Mindanao.  This was born of the steadfast commitment and the hard work of our administration, the Moro Islamic Liberation Front, and other partners and stakeholders, the U.S. included.
We thank President Obama for the United States’ significant assistance and support for the Philippine peace process.  Our meeting today was comprehensive, historic and significant, embodying our shared values and aspirations.  It afforded President Obama and myself the opportunity to build on the relations between our countries, and discuss our strategic mission for the future of the Philippines-United States relationship -- a relationship that is modern, mature and forward-looking, and one that allows us to surpass challenges towards the benefit of our peoples, the entire region and the world.

PRESIDENT OBAMA:  Mabuhay.  Thank you, President Aquino, for your warm welcome and your very kind words. 
With the President’s indulgence, I want to begin by saying a few words about some terrible storms and tornadoes back home in the United States.  Over the weekend, a series of storms claimed at least a dozen lives and damaged or destroyed homes and businesses and communities across multiple states, with the worst toll in Arkansas.  So I want to offer my deepest condolences to all those who lost loved ones.  I commend the heroic efforts of first responders and neighbors who rushed to help.
I want everyone affected by this tragedy to know that FEMA and the federal government is on the ground and will help our fellow Americans in need, working with state and local officials.  And I want everybody to know that your country will be there to help you recover and rebuild as long as it takes.
Now, this is my first visit to the Philippines as President, and I’m proud to be here as we mark the 70th anniversary of the Battle of Leyte Gulf, when Americans and Filipinos fought together to liberate this nation during World War II.  All these years later, we continue to stand shoulder-to-shoulder to uphold peace and security in this region and around the world. 
So, Benigno, I want to thank you and the Filipino people not only for your generous hospitality today, but for a friendship that has spanned generations.  And I’d add that our friendship is deeper and the United States is stronger because of the contributions and patriotism of millions of proud Filipino-Americans.
As I’ve made clear throughout this trip, the United States is renewing our leadership in the Asia Pacific, and our engagement is rooted in our alliances.  And that includes the Philippines, which is the oldest security treaty alliance that we have in Asia.  As a vibrant democracy, the Philippines reflects the desire of citizens in this region to live in freedom and to have their universal rights upheld.  As one of the fastest-growing economies in Asia, the Philippines represents new opportunities for the trade and investment that creates jobs in both countries. 
And given its strategic location, the Philippines is a vital partner on issues such as maritime security and freedom of navigation.  And let me add that the recent agreement to end the insurgency in the south gives the Philippines an historic opportunity to forge a lasting peace here at home, with greater security and prosperity for the people of that region.
I was proud to welcome President Aquino to the White House two years ago, and since then we’ve worked to deepen our cooperation and to modernize our alliances.  Our partnership reflects an important Filipino concept -- bayanihan -- the idea that we have to work together to accomplish things that we couldn’t achieve on our own.  That’s what we saw last year when Typhoon Yolanda devastated so many communities.  Our armed forces and civilians from both our countries worked as one to rescue victims and to deliver lifesaving aid.  That’s what friends do for each other.  And, Mr. President, I want to say to you and the people of the Philippines:  The United States will continue to stand with you as you recover and rebuild.  Our commitment to the Philippines will not waver. 
Today, I’m pleased that we’re beginning an important new chapter in the relationship between our countries, and it starts with our security -- with the new defense cooperation agreement that was signed today.  I want to be very clear:  The United States is not trying to reclaim old bases or build new bases.  At the invitation of the Philippines, American servicemembers will rotate through Filipino facilities.  We’ll train and exercise more together so that we’re prepared for a range of challenges, including humanitarian crises and natural disasters like Yolanda.
We’ll work together to build the Philippines’ defense capabilities and to work with other nations to promote regional stability, such as in the South China Sea.  And I’m looking forward to my visit with forces from both our nations tomorrow to honor their service and to look ahead to the future we can shape together.
As we strengthen our bilateral security cooperation, we’re also working together with regional institutions like ASEAN and the East Asia Summit.  When we met in the Oval Office two years ago, Benigno and I agreed to promote a common set of rules, founded in respect for international law, that will help the Asia Pacific remain open and inclusive as the region grows and develops. 
Today, we have reaffirmed the importance of resolving territorial disputes in the region peacefully, without intimidation or coercion.  And in that spirit, I told him that the United States supports his decision to pursue international arbitration concerning territorial disputes in the South China Sea. 
Finally, we agreed to keep deepening our economic cooperation.  I congratulated President Aquino on the reforms that he’s pursued to make the Philippines more competitive.  Through our Partnership for Growth and our Millennium Challenge Corporation compact, we’re going to keep working together to support these efforts so that more Filipinos can share in this nation’s economic progress -- because growth has to be broad-based and it has to be inclusive. 
We discussed the steps that the Philippines could take to position itself for the Trans-Pacific Partnership.  And I encouraged the President to seize the opportunity he’s created by opening the next phase of economic reform and growth. 
Today, I’m announcing that my Commerce Secretary, Penny Pritzker, will lead a delegation of American business leaders to the Philippines this June to explore new opportunities.  And I’d add that we’ve also committed to work together to address the devastating effects of climate change and to make Philippine communities less vulnerable to extreme storms like Yolanda.
So, Mr. President, let me once again thank you for everything you’ve done to strengthen our alliance and our friendship.  I’m looking forward to paying tribute to the bonds between our people at the dinner tonight and to working with you as we write the next chapter in the relationship between our two countries.
Q    Good afternoon, Your Excellencies.  President Aquino, President Obama -- welcome to the Philippines.  My questions are:  How did the United States reassure the Philippines that the U.S. is genuinely committed to countering an increasingly assertive China in the region?  Will the U.S. defend the Philippines in case the territorial dispute with China in the West Philippine Sea or the South China Sea becomes an armed conflict?  And how do you think will China react to the Enhanced Defense Cooperation Agreement?  And what are you going to do with this that is consistent with your position to have the territorial disputes resolved in arbitration?  Thank you.
PRESIDENT OBAMA:  Well, I’ve been consistent throughout my travels in Asia.  We welcome China’s peaceful rise.  We have a constructive relationship with China.  There is enormous trade, enormous business that’s done between the United States and China.  There are a whole range of issues on the international stage in which cooperation between the U.S. and China are vital.  So our goal is not to counter China.  Our goal is not to contain China. 
Our goal is to make sure that international rules and norms are respected, and that includes in the area of maritime disputes.  We do not have claims in this area territorially.  We’re an Asia Pacific nation and our primary interest is the peaceful resolution of conflict, the freedom of navigation that allows for continued progress and prosperity.  And we don’t even take a specific position on the disputes between nations. 
But as a matter of international law and international norms, we don’t think that coercion and intimidation is the way to manage these disputes.  And for that reason we’re very supportive of President Benigno’s approach to go before the tribunal for the law of the sea and to seek international arbitration that can resolve this in a diplomatic fashion. 
With respect to the new Defense Cooperation Agreement that’s been signed, the goal here is wide-ranging.  We’ve had decades of alliance with the Philippines, but obviously in the 21st century we have to continue to update that.  And the goal for this agreement is to build Philippine capacity, to engage in training, to engage in coordination -- not simply to deal with issues of maritime security, but also to enhance our capabilities so that if there’s a natural disaster that takes place, we’re able to potentially respond more quickly; if there are additional threats that may arise, that we are able to work in a cooperative fashion. 
This is consistent with, for example, the agreement that we have with Australia, in Darwin.  Obviously, we’ve had a longstanding alliance with Australia, but we also recognize that as circumstances change, as capacities change, we have to update that alliance to meet new needs and new challenges. 
And so, I think this is going to be a terrific opportunity for us to work with the Philippines to make sure that our navies, our air force are coordinated, to make sure that there’s information-sharing to allow us to respond to new threats, and to work with other countries, ASEAN countries -- Australia, Japan.  My hope is, is that at some point we’re going to be able to work cooperatively with China as well, because our goal here is simply to make sure that everybody is operating in a peaceful, responsible fashion.  When that happens, that allows countries to focus on what’s most important to people day to day, and that is prosperity, growth, jobs.  Those are the things that we as leaders should be focused on, need to be focused on.  And if we have security arrangements that avoid conflict and dispute, then we’re able to place our attention on where we should be focused.
MR. CARNEY:  The next question comes from Margaret Talev of Bloomberg.
Q    Mr. President, later today we are expecting to hear about new sanctions on people close to President Putin.  And I wanted to ask you, do you see this as a way to get to Mr. Putin’s personal wealth?  Do you believe that he has amassed personal wealth that’s unreported?  Or is it just a means of ratcheting up pressure before a move to sectoral sanctions?  You mentioned yesterday specifically the defense industry as an area where it doesn’t make sense to move without Europe moving.  I wanted to ask you, are we likely to see defense sanctions soon, banking and energy sanctions soon?  What kind of timeframe?
And then, President Aquino, if I may, I also wanted to ask you about China and the new agreement.  What I wanted to ask you is what message should China take away from the U.S. and the G7’s approach to Russia and Ukraine when it comes to territorial disputes?  And do you believe that the military agreement that we’ve just been talking about will in and of itself deter China from being aggressive territorially, or should the U.S. begin  developing military options that could be possible contingencies if you needed to go that course?  Thanks.
PRESIDENT OBAMA:  You’re right, Margaret, that later today there will be an announcement made, and I can tell you that it builds on the sanctions that were already in place.  As I indicated, we saw an opportunity through the Geneva talks to move in the direction of a diplomatic resolution to the situation in Ukraine. 
The G7 statement accurately points out that the government in Kyiv, the Ukrainian government, has, in fact, abided by that agreement and operated in good faith.  And we have not seen comparable efforts by the Russians.  And as a consequence, we are going to be moving forward with an expanded list of individuals and companies that will be affected by sanctions.  They remain targeted.  We will also focus on some areas of high-tech defense exports to Russia that we don’t think are appropriate to be exporting in this kind of climate. 
The goal here is not to go after Mr. Putin, personally.  The goal is to change his calculus with respect to how the current actions that he’s engaging in in Ukraine could have an adverse impact on the Russian economy over the long haul, and to encourage him to actually walk the walk and not just talk the talk when it comes to diplomatically resolving the crisis in Ukraine.  There are specific steps that Russia can take.  And if it takes those steps, then you can see an election taking place in Ukraine; you can see the rights of all people inside of Ukraine respected. 
The Ukrainian government has put forward credible constitutional reforms of the sort that originally Russian-speaking Ukrainians in the south and east said were part of their grievances, the failure to have their voices heard and represented.  Kyiv has responded to those. 
And so there’s a path here to resolve this.  But Russia has not yet chosen to move forward, and these sanctions represent the next stage in a calibrated effort to change Russia’s behavior.  We don’t yet know whether it’s going to work.  And that’s why the next phase if, in fact, we saw further Russian aggression towards Ukraine could be sectoral sanctions, less narrowly targeted, addressing sectors like banking or the defense industry. 
So those would be more broad-based.  Those aren’t what we’ll be announcing today.  Today’s will be building on what we’ve already done and continue to be narrowly focused but will exact some additional costs on the Russians.  But we are keeping in reserve additional steps that we could take should the situation escalate further. 
PRESIDENT AQUINO:  First of all, I think China shouldn’t be concerned about this agreement, especially if you look at what is being contemplated -- for instance, training for emergency disaster relief operations. 
I’ll give you a perfect example.  The Americans have the V-22 Osprey aircraft, which is quite a significant upgrade in capabilities in terms of reaching out to very remote areas.  We don’t have a comparable aircraft.  We have smaller helicopters.  And we had 44 of our provinces devastated by Typhoon Haiyan.  Now, the training will not just train our people on how to operate this particular aircraft, but more importantly, even help the Office of Civil Defense, for instance, manage this resource in case a storm or another natural disaster of the scale that transpired does happen.
Secondly, I think the statements that America has been making with regards to Ukraine is the same message that has been said to China, and I guess not only by America but so many other countries.  China itself has said repeatedly that they will and have been conforming to international law.  And the rest of the world is I think saying we are expecting you to confirm and, by actions, that which you have already been addressing by words, and not distort international law. 
The Philippines has not just won through arbitration, but we did remind obviously the President and our dialogue partners that in 2002 they tried to come up with a code of conduct with regards to the South China Sea and the portion which the Philippines claims, which we call the West Philippine Sea.  And in 2012, the 10th anniversary, there had still been no progress even -- in the meeting.  So the Philippines felt it was timely to raise the matter up and to remind everybody that there is no code of conduct that binds us that sets the operational parameters for all to manage any potential conflict.  And as a result of that, there has been preparatory meetings towards the formal meeting to try and constitute a code of conduct. 
So at the end of the day, we are not a threat militarily to any country.  We don’t even have -- and I have said this often enough -- we don’t even have presently a single fighter aircraft in our inventory.  Now, we have I think legitimate needs.  We have a 36,000 kilometer coastline.  We do have an exclusive economic zone.  We do have concerns about poaching on our waters and preserving the environment and even protecting endangered species.  So I think no country should begrudge us our rights to be able to attend to our concerns and our needs. 
Q    Good afternoon, Your Excellencies.  This question goes to President Obama, but I would also like to hear the thoughts of President Aquino.  I understand the tough balancing act that you need to do between China and your allies in Asia.  But do you believe that China’s expansionism is a threat to regional peace and stability?  And will the Mutual Defense Treaty apply in the event that the territorial conflict with China escalates into an armed conflict?
PRESIDENT OBAMA:  Well, let me repeat what I said earlier.  I think that it is good for the region and good for the world if China is successfully developing, if China is lifting more of its people out of poverty.  There are a lot of people in China, and the more they’re able to develop and provide basic needs for their people and work cooperatively with other countries in the region, that’s only going to strengthen the region -- that’s not going to weaken it.
I do think that, as President Aquino said very persuasively, that China as a large country has already asserted that it is interested in abiding by international law.  And really, our message to China consistently on a whole range of issues is we want to be a partner with you in upholding international law.  In fact, larger countries have a greater responsibility in abiding by international norms and rules because when we move, it can worry smaller countries if we don’t do it in a way that’s consistent with international law.
And I think that there are going to be territorial disputes around the world.  We have territorial disputes with some of our closest allies.  I suspect that there are some islands and rocks in and around Canada and the United States where there are probably still some arguments dating back to the 1800s.  But we don’t go around sending ships and threatening folks.  What we do is we sit down and we have some people in a room -- it’s boring, it’s not exciting, but it’s usually a good way to work out these problems and work out these issues. 
And I think that all the countries that I’ve spoken to in the region during the course of my trip -- Japan, South Korea, Malaysia, and now the Philippines -- their message has been the same everywhere I go, which is they would like to resolve these issues peacefully and diplomatically.  That’s why I think that the approach that President Aquino has been taking, putting this before international arbitration, is a sound one.
And if China I think listens to its neighbors and recognizes that there’s another approach to resolve these disputes, what China will find is they’ve got ready and willing partners throughout the Asia Pacific region that want to work with them on trade and commerce and selling goods and buying goods.  And it’s inevitable that China is going to be a dominant power in this region just by sheer size.  Nobody, I think, denies that.  The question is just whether other countries in the region are also able to succeed and prosper on their own terms and tend to the various interests and needs that they and their people have as well.  And that’s what we support.
PRESIDENT AQUINO:  I think from the onset, our message to China has been I think we’re all focused on achieving greater prosperity for all our respective peoples, and prosperity and continued prosperity does not happen in a vacuum.  There has to be stability.  And in turn, they have responded that the disputes in the South China Sea/West Philippine Sea are not the end all, be all of our relationships.  And we have had good cooperation with them on so many different fronts, and perhaps one could even argue that this is the only sore point in our relationship.
Now, having said that, perhaps -- we have tried to work on that particular premise of building up our ties on different aspects where there is no conflict or very little conflict.  And in this particular instance, I have to find the way and means by which we can both achieve our respective goals, which I believe are not -- or should not be mutually exclusive, but rather should be inclusive if at the end of the day, we do want to strive for the prosperity of our respective peoples.
That I think has to be the primordial concern, rather than disputes on a few rocks that are not possible to be inhabited.  And I think in due time, given the fact that there’s so much commerce that traverses this particular -- both in the maritime and the air domain -- China, which has achieved its goals of improving the life of its people, will see the soundness of this proposal and perhaps will act more, shall we say, consistently and actively towards achieving that stability for all.  That is our hope. 
Q    Thank you to both Presidents.  President Aquino, as a journalist, I’d like to ask you why 26 journalists have been killed since you took office.  And I understand that there have only been suspects arrested in six of those cases.  What are you doing to fix that?
President Obama, as you grappled here with all these national security challenges, I have two questions.  One, back home we’ve learned that 40 military veterans died while they were waiting for health care, a very tragic situation.  I know you don’t run the Phoenix Office of Veterans Affairs, but as Commander-in-Chief, what specifically will you pledge to fix that? 
And, secondly, more broadly -- big picture -- as you end this trip, I don’t think I have to remind you there have been a lot of unflattering portraits of your foreign policy right now.  And rather than get into all the details or red lines, et cetera, I’d like to give you a chance to lay out what your vision is more than five years into office, what you think the Obama doctrine is in terms of what your guiding principle is on all of these crises and how you answer those critics who say they think the doctrine is weakness. 
PRESIDENT OBAMA:  Well, Ed, I doubt that I’m going to have time to lay out my entire foreign policy doctrine.  And there are actually some complimentary pieces as well about my foreign policy, but I’m not sure you ran them. 
Here’s I think the general takeaway from this trip.  Our alliances in the Asia Pacific have never been stronger; I can say that unequivocally.  Our relationship with ASEAN countries in Southeast Asia have never been stronger.  I don’t think that’s subject to dispute.  As recently as a decade ago, there were great tensions between us and Malaysia, for example.  And I think you just witnessed the incredible warmth and strength of the relationship between those two countries. 
We’re here in the Philippines signing a defense agreement.  Ten years ago, fifteen years ago there was enormous tensions around our defense relationship with the Philippines.  And so it’s hard to square whatever it is that the critics are saying with facts on the ground, events on the ground here in the Asia Pacific region.  Typically, criticism of our foreign policy has been directed at the failure to use military force.  And the question I think I would have is, why is it that everybody is so eager to use military force after we’ve just gone through a decade of war at enormous costs to our troops and to our budget?  And what is it exactly that these critics think would have been accomplished?
My job as Commander-in-Chief is to deploy military force as a last resort, and to deploy it wisely.  And, frankly, most of the foreign policy commentators that have questioned our policies would go headlong into a bunch of military adventures that the American people had no interest in participating in and would not advance our core security interests. 
So if you look at Syria, for example, our interest is in helping the Syrian people, but nobody suggests that us being involved in a land war in Syria would necessarily accomplish this goal.  And I would note that those who criticize our foreign policy with respect to Syria, they themselves say, no, no, no, we don’t mean sending in troops.  Well, what do you mean?  Well, you should be assisting the opposition -- well, we’re assisting the opposition.  What else do you mean?  Well, perhaps you should have taken a strike in Syria to get chemical weapons out of Syria.  Well, it turns out we’re getting chemical weapons out of Syria without having initiated a strike.  So what else are you talking about?  And at that point it kind of trails off.
In Ukraine, what we’ve done is mobilize the international community.  Russia has never been more isolated.  A country that used to be clearly in its orbit now is looking much more towards Europe and the West, because they’ve seen that the arrangements that have existed for the last 20 years weren’t working for them.  And Russia is having to engage in activities that have been rejected uniformly around the world.  And we’ve been able to mobilize the international community to not only put diplomatic pressure on Russia, but also we’ve been able to organize European countries who many were skeptical would do anything to work with us in applying sanctions to Russia.  Well, what else should we be doing?  Well, we shouldn’t be putting troops in, the critics will say.  That’s not what we mean.  Well, okay, what are you saying?  Well, we should be arming the Ukrainians more.  Do people actually think that somehow us sending some additional arms into Ukraine could potentially deter the Russian army?  Or are we more likely to deter them by applying the sort of international pressure, diplomatic pressure and economic pressure that we’re applying?
The point is that for some reason many who were proponents of what I consider to be a disastrous decision to go into Iraq haven’t really learned the lesson of the last decade, and they keep on just playing the same note over and over again.  Why?  I don’t know.  But my job as Commander-in-Chief is to look at what is it that is going to advance our security interests over the long term, to keep our military in reserve for where we absolutely need it.  There are going to be times where there are disasters and difficulties and challenges all around the world, and not all of those are going to be immediately solvable by us. 
But we can continue to speak out clearly about what we believe.  Where we can make a difference using all the tools we’ve got in the toolkit, well, we should do so.  And if there are occasions where targeted, clear actions can be taken that would make a difference, then we should take them.  We don't do them because somebody sitting in an office in Washington or New York think it would look strong.  That's not how we make foreign policy.  And if you look at the results of what we've done over the last five years, it is fair to say that our alliances are stronger, our partnerships are stronger, and in the Asia Pacific region, just to take one example, we are much better positioned to work with the peoples here on a whole range of issues of mutual interest.
And that may not always be sexy.  That may not always attract a lot of attention, and it doesn’t make for good argument on Sunday morning shows.  But it avoids errors.  You hit singles, you hit doubles; every once in a while we may be able to hit a home run.  But we steadily advance the interests of the American people and our partnership with folks around the world.
Q    The Veterans Affairs --
PRESIDENT OBAMA:  You got me all worked up on the other one.  (Laughter.) 
The moment we heard about the allegations around these 40 individuals who had died in Phoenix, I immediately ordered the Secretary of Veterans Affairs, General Shinseki, to investigate.  We also have an IG investigation taking place.  And so we take the allegations very seriously.
That is consistent with what has been my rock-solid commitment to make sure that our veterans are cared for.  I believe that if somebody has served our nation then they have to get the benefits and services that they have earned.  And my budgets have consistently reflected that.  That's why we’ve resourced the Veterans Affairs office more in terms of increases than any other department or agency in my government.
That doesn’t mean, though, that some folks may still not be getting the help that they need.  And we're going to find out if, in fact, that's the case, and I'm interested in working with everybody, whether it's our outstanding veteran service organizations or Congress, to make sure that there is not a single veteran in the United States who needs help -- whether because they’re homeless, because they’re sick, because they’re looking for a job.  I want to make sure that they are getting the help that they need.
PRESIDENT AQUINO:  With regards to the killing of journalists, perhaps we should say from the outset that I don't have the figures right here before me.  But we did set up an interagency committee to look on extralegal killings and forced disappearances, torture, and other grave violations of right to life, liberty and security of persons. 
And in this particular body, there has been -- I have the figures for labor-related issues -- there were 62 suspected cases of extrajudicial killings referred to it, and of the 62  investigations before this committee, there have been 10 that have been determined to fulfill the criteria and the definitions of what constitutes an extrajudicial killing.  Of the 10 cases that have been determined to be possible EJK cases, only one happened during our watch -- the case of Mr. Estrellado. 
Now, as far as journalists are concerned, perhaps the track record speaks for itself.  The Maguindanao massacre involved something like 52 journalists, and there are presently something like over 100 people who have been indicted for this crime and are undergoing trial.  That doesn’t mean that we have stopped trying to look for others potentially involved in this particular killing.  And may we just state for the record that even when it comes to journalists, it is not a policy of this state to silence critics.  All you have to do would be to turn on the TV, the radio, or look at any newspaper to find an abundance of criticisms.
Now, having said that, investigations have been done.  Anybody who has been killed obviously is a victim, and investigations have been ongoing.  If at times we do not reveal the discoveries by our intelligence agencies and security services, perhaps we are very sensitive to personal relationships by the people who are deceased who were killed not because of professional activities, but, shall we say, other issues.  But having said that, they were killed.  That is against the law.  And the people will have to be found, prosecuted and sent to jail.
The fourth plank of my promise when I ran for election was judicial reform, and this is still a work in progress.  We want to protect all the rights of every individual but also ensure that the speedy portion of the promise also happens.  Unfortunately, speed is not a hallmark of our current judicial system and there are various steps -- laws, amendments, particular laws -- even a rethink of the whole process to try and ensure the speedy disposition of justice.
