The Vice President congratulated the Prime Minister on hosting a successful FIFA Women’s World Cup and thanked him for the outstanding hospitality. Demonstrating the breadth of the relationship, Vice President Biden and Prime Minister Harper exchanged views on a range of pressing global issues, including the threat posed by ISIL and the ongoing situation in eastern Ukraine. Both leaders reaffirmed the shared commitment to deepening robust trade relations and the early conclusion of negotiations for the Trans-Pacific Partnership.

Statement by the President
I applaud the Democrats and Republicans in Congress who came together to give the United States the chance to negotiate strong, high-standard agreements for free and fair trade that protect American workers and give our businesses the opportunity to compete. With bipartisan majorities, Congress also voted to expand vital support for thousands of American workers each year, and to bolster economic relations between sub-Saharan Africa and the United States. Of course, we still have more work to do on behalf of our workers, which is why I'll continue to encourage Congress to pass robust trade enforcement legislation that will help us crack down on countries that break the rules. But this week's votes represent a much-needed win for hardworking American families.
As President, I've spent the last six and half years fighting to grow our economy and strengthen our middle class, and that remains my top priority today. I believe we should make sure that the United States, and not countries like China, write the rules of our global economy. We should support more good jobs that pay good wages. We should level the playing field so that our workers have the chance to compete and win. That's what this new legislation will help us do, and I look forward to signing these bipartisan bills into law as soon as they reach my desk.

MR LU: (Via interpreter) Friends from the press, good afternoon. Just now, the two foreign ministers have held their dialogues, and they are ready to meet with you and take up your questions. Now, I would like to give the floor to Foreign Minister Wang first.
FOREIGN MINISTER WANG: (Via interpreter) Friends from the press, good afternoon. Just now, I have held a constructive meeting with Secretary Kerry, where the two of us had candid and in-depth exchange of views on China-U.S. relationship and other issues of mutual interest, and we reached a lot of agreement.
Two years ago, when the two presidents met in the Sunnyland, they agreed to build a new model of major country relationship between China and the United States. Over the past two years, thanks to the concerted efforts of both sides – in particular, thanks to the personal commitment and promotion of the leaders of both countries – this new model of relationship has made much headway in terms of both conceptual development and of the actual practice. Last year, China-U.S. two-way trade reached 555.1 billion U.S. dollars, and the stock of our two-way investment exceeded 120 billion U.S. dollars. More than 4.3 million people traveled between the two countries last year. All these numbers have set record highs in history.
Our two countries have maintained frequent contacts at the top and all the other levels, and we have had productive cooperation in important fields ranging from economy, mil-to-mil exchanges, people-to-people exchanges, and also a contact between localities. The two sides have also carried out close communication and coordination on important international and regional issues.
In September this year, President Xi will be paying a state visit to the United States. The most important task for the meeting between Secretary Kerry and me today is to make preparations for the presidential visit and to compare notes with the other side. Just now, together with Secretary Kerry, we exchanged views concerning the arrangement of events, the agenda items, and the outcomes of this visit. Both of us are of the view that this visit by President Xi to the United States is the paramount priority for China-U.S. relationship this year, which will have far-reaching and major implications for China-U.S. relationship in the days ahead. The two sides will continue to work in close tandem with each other, make careful plans, accumulate outcomes, and build up the atmosphere to make sure that the visit is smooth-going and successful.
To achieve this, we have to work together to make sure that the seventh round of the China-U.S. S&ED – the Strategic and Economic Dialogue – and the sixth round of the High-Level People-to-People Consultation between China and the United States, to be held in the United States in the latter half of June this year, to be as productive as possible. We need to further deepen our economic and trade cooperation and speed up the BIT, the bilateral investment treaty negotiations. We hope the U.S. side will take concrete measures to ease civilian-use high-tech export control vis-a-vis China.
We need to continue to maintain the good momentum of the growth of our military-to-military relationship and follow through on the mechanism of notification of major military activities between the two sides, and reach an early agreement on military aircrafts covered by the code of safe conduct for maritime and air encounters.
We need to strengthen dialogue and cooperation in the legal and the law enforcement field, and try to make new progress in the pursuit of fugitives and the recovery of their criminal proceeds. We need to strengthen communication, coordination, and cooperation on international and regional issues, including the Iranian nuclear issue, the Korean nuclear issue, Afghanistan, and the prevention and control of the Ebola epidemic, so as to continue to add new strategic dimensions to this new model of relationship – major country relationship between China and the United States.
We need to strengthen communication on Asia Pacific affairs and jointly explore the prospect of harmonious coexistence and win-win cooperation between China and the United States in this region. We need to continue to strengthen our communication and coordination on climate change to jointly ensure the success of the upcoming climate conference in Paris later this year. Meanwhile, we need to also work together to advance our bilateral practical cooperation on climate change.
This year marks the 70th anniversary of the founding of the United Nations and the end of the World Anti-Fascist War. As allies and victory parties during the Second World War, China and the United States have common interests in upholding the outcomes of the victory of the Second World War and also upholding the existing international order with the United Nations at its center.
Both sides are of the view that we have far more common interests than differences between us, and dialogue and cooperation always represent the theme of our bilateral relationship. Both sides need to act in a spirit of mutual respect, seeking common ground while shelving differences, and address the differences and sensitive issues between us in a constructive manner. China also expounds its principled stance on such issues related to Taiwan and Tibet.
China-U.S. relationship is one of the most important bilateral relationships in the world, and our two countries jointly shoulder the responsibility and obligation to uphold both peace and promote world development. As long as both sides continue to act in the principle of non-confrontation, non-conflict, mutual respect, and win-win cooperation, and stay committed to the path of building a new model of relationship – major country relationship between China and the United States, we will be able to usher in a bright prospect for China-U.S. relationship and bring more benefits to the people in both countries and enduring peace and prosperity for the world.

SECRETARY KERRY: Well, thank you very much, Minister Wang. I’m really delighted to be back in China and I thank you very much for your generous welcome today. You and your colleagues have gotten our trip off to a very constructive beginning and I appreciate the comments you made about the importance of dialogue and the importance of working through disagreements, and mostly building on the areas where we agree that great progress can be made.
As Foreign Minister Wang said, we’ve just had a very productive meeting, and one of the reasons that we’re late is that it took longer and we dug into a number of issues in depth, and we’ll continue in a few moments over lunch.
This is my fifth visit to China as Secretary of State, and the reason for that is simple. As I’ve said previously, before President Obama and I traveled to Beijing last fall, the relationship between the United States and China is certainly one of the most consequential, if not the most consequential relationship in the world. In recognition of that and America’s commitment to Asia, Under Secretary Sherman traveled here a few months ago. Deputy Secretary of State Blinken was here about a month ago. I am now here about a month before we have our economic and security dialogue to take place in Washington. And other high-level visits are continually taking place, including military-to-military as well as the Secretary of Homeland Security Johnson was here recently, and Secretary of Energy Ernie Moniz was scheduled – had to delay, but will also be here soon.
And there are three key meetings that we are all working on together to prepare for in order to build success. One is the Security and Economic Dialogue that will take place in June in Washington. Two is the summit between President Xi and President Obama to take place in September. And three is the global meeting that we are working on together regarding climate change in Paris in December.
So thanks to focused diplomacy and the leadership that President Obama and President Xi have displayed, today our nations are collaborating to address not just bilateral and regional matters, but some of the most complex global challenges that the world has ever seen. That includes our work together on curbing the disease Ebola, it includes our work together regarding the DPRK – North Korea – and its nuclear program, and it also includes our work together with respect to the P5+1 nuclear negotiations with Iran.
Foreign Minister Wang and I have already spent time discussing some of that today, and I’m personally grateful for his personal commitment and hard work, the contributions they made – China made to Lausanne, to the discussions there and the negotiations, and now to the ongoing discussions. But from the moment those talks began, China has been playing an important key role as a P5 member. Our nations remain closely aligned in this effort. We are united along with the rest of our P5+1 and EU partners. We all understand that unity has been the key to getting where we are today, and it will be the key to completing a good deal and seeing it fully implemented.
We still have a long way to go. Many technical issues remain to be resolved. But we will continue to work hard as the June 30th deadline approaches. And we are all united and committed to do all we can to finalize an agreement that cuts off all of Iran’s pathways towards enough fissile material for a nuclear weapon, and gives the international community confidence that Iran’s nuclear program is exclusively peaceful.
On another nonproliferation challenge, we have consistently agreed in all of our meetings since I became Secretary of State and we have met that North Korea’s nuclear and missile programs are a threat to regional stability, and we have consistently agreed to enhance cooperation to bring about North Korea’s denuclearization. As with Iran, Foreign Minister Wang and I have always agreed that a mix of negotiations and pressure are needed to address this challenge, and North Korea needs to live up to its international obligations and commitments. And it is obvious that North Korea needs to recognize that it will not succeed in developing its economy or breaking out of diplomatic isolation if it continues to reject denuclearization.
The United States and China are also cooperating more closely than ever to address climate change, one of the greatest threats facing our planet today. Last fall, our respective presidents came together to announce our countries’ greenhouse gas commitments, the reductions, and we continue to call on other nations around the world to set their own ambitious targets. And we agreed this morning that as we get closer to the UN Climate Conference in Paris later this year, the United States and China, the world’s two largest greenhouse gas emitters, will elevate our cooperation and coordination so that we can reach the kind of global agreement that we will need to ultimately address this threat.
We’re looking forward to building on our cooperation in other areas as well, including international development assistance and the fight against violent extremism. We welcome China’s increased engagement with Afghanistan and its support of an Afghan-led, Afghan-owned peace process. Together, the United States and China are committed to supporting political cohesiveness and ensuring Afghanistan never again becomes a safe haven for terrorists.
And there are many other issues that we are working on together – trade, bilateral investment treaty, any number of different considerations on a global basis. But even as we work on these many, many issues, obviously, there are also areas where our nations have differences. And Foreign Minister Wang and I discussed those as well. We discussed our mutual interests and principles on how to handle maritime disputes in the East China Sea and the South China Sea. The United States has stated that we are concerned about the pace and scope of China’s land reclamation in the South China Sea. And I urged China, through Foreign Minister Wang, to take actions that will join with everybody in helping to reduce tensions and increase the prospect of a diplomatic solution. And I think we agree that the region needs smart diplomacy in order to conclude the ASEAN-China Code of Conduct and not outposts and military strips.
And I think one of the things that characterizes the strength of – or the growing strength of our relationship and the willingness to cooperate is the fact that on a maritime dispute or on other issues – cyber issues or human rights, other areas – where we may have differing opinions, we don’t simply agree to disagree and move on. Both of our nations recognize the importance of talking to each other candidly about those disagreements and trying to find a cooperative road ahead.
It’s only by talking through differences on a regular basis that you can actually work to narrow them over time. And that is the mark of an effective partnership. So I look forward to continuing my discussions with Foreign Minister Wang through the day, and also to the meetings that I’m going to have with State Councilor Yang Jiechi, with Premier Yi, with Vice Chairman Fan, and tomorrow with President Xi. These discussions will help us to build this cooperation and this relationship. And these conversations will set the stage for what we are confident will be a productive Strategic and Economic Dialogue in June, and certainly for President Xi’s trip to Washington this fall.
There is no question but that our nations share extraordinary opportunities that are looking at us as we build the history of this century. We have a lot to accomplish together in the coming years. As two of the world’s major powers and largest economies, we have a profound opportunity to set a constructive course on a wide range of issues that will affect everybody all across this planet. So the United States looks forward to continuing to build this relationship, to work with China, to build on our partnership of today, in order to create the most constructive future that we can, and not just for the people of our two countries but for millions of people around this planet who depend on great and powerful nations to help set high standards of behavior and of aspiration. Thank you.
MR LU: (Via interpreter) Well, thank you, Secretary Kerry. And now, Foreign Minister Wang and Secretary Kerry, though their time is very limited, they will be happy to take two questions from the floor. Firstly, I would like to ask one American journalist to ask one question to Secretary Kerry.
MS HARF: Great. The U.S. question is from David Brunnstrom of Reuters. The microphone is coming to you.
QUESTION: Thank you very much. I wonder if I could ask both sides about your different visions for Asia Pacific prosperity, namely the TPP and the AIIB, and what the prospects are of China joining the former and the United States the latter at some point in the future. And to follow on from that, one of the dangers in the future to bilateral cooperation and regional prosperity posed by tensions in the South China Sea, and particularly the possibility of U.S. patrols inside China’s 12-mile limit around the Spratly Islands.
And could I ask the Secretary to clarify, does the United States plan to carry out these patrols? And for the foreign minister to tell us how China would respond in the event of those patrols taking place?
I know this is a long question, but I wanted to also add on North Korea. I wondered if you could tell us if you share concerns about the latest missile test there and whether you see the prospects of a deal on Iran’s nuclear program opening the way for one on North Korea in the future. Thank you.
SECRETARY KERRY: Well, let me try to address all four questions – (laughter) – as quickly as I can.
With respect to the AIIB, there’s an enormous amount of misunderstanding, but let me try to be clear. There is a pressing need to enhance infrastructure investment throughout Asia as well as around the world. And the United States welcomes new multilateral institutions, including the Asia Infrastructure Investment Bank, provided that they share the international community’s strong commitment to high-quality standards, including genuine multilateral decision making, ever-improving lending requirements, and environmental and social safeguards. Those are the high standards that apply to global financial institutions.
And we will continue to engage directly with China and with other countries in order to provide suggestions as to how the AIIB can best adopt and implement these particular standards. But with that, we welcome the AIIB, and we encourage it to co-finance some projects with existing institutions like the World Bank and the Asian Development Bank. And we are confident that under those circumstances, it can make an enormous difference, and we would strongly encourage it, as we talk today, to embrace a percentage of its allocation to – a significant percentage to clean energy, alternative energy, renewable energy, to sustainable environmental and other kinds of projects. And because of climate change in the United States, we are ending any funding – public money – that funds coal-fired power projects because of their impact on the climate. And we encourage China and other countries to do the same.
Now on the TPP, we welcome any country – we have a group of countries now come together to negotiate, but we welcome any country to come in to meet the standards of the TPP, and ultimately account for a standardization of the way in which people will approach trade, development, and investment. And I want to emphasize this – the TPP is not in opposition to anyone, any region, or anything. It is a proactive effort to raise the trade standards and transparency accountability of doing business on a global basis. It will set high standards on issues like labor, the environment, state-owned enterprises, intellectual property protection, in a part of the world where we believe those standards are still in flux and being determined. And this will help to create the rules of the road in a way where everybody benefits.
You may ask, “Why is that?” Because in today’s knowledge economy, in the knowledge economy of a global marketplace, stronger intellectual property rights protection actually encourages greater industrial production and it encourages foreign direct investment because it provides accountability for people’s investments. And what we have found in the United States, where today, we’re blessed to have unemployment below 5 percent, and where – around 5 percent, excuse me – and where we have enormous growth and innovation and entrepreneurial activity taking place, we believe that these standards encourage foreign direct investment in technology-intensive industries; it supports higher wages; and it fosters technology transfer and innovation.
Now I’ve taken a little longer than I wanted, but let me come very quickly to Korea and Iran. China is a vital partner in the Six-Party process with a very unique role to play because of its economic, diplomatic, and historical ties with North Korea. We share the common goal of peace and stability in the Korean Peninsula, and we agree on the need for denuclearization in a peaceful manner. President Xi and President Obama affirmed their fundamental agreement and commitment to the denuclearization of Korea – North Korea in their public comments at the bilateral summit last November. So we intend to remain deeply engaged with China, which has unique leverage, and we appreciate many of the steps China has taken already over the past two years to implement the UN Security Council sanctions. But we will continue to work to make it absolutely clear to the DPRK that their actions, their destabilizing behavior, is unacceptable against any international standard.
And I’m sure that Foreign Minister Wang would join me in expressing the hope that if we can get an agreement with Iran, that that – excuse me – that if we can get an agreement with Iran, that that agreement would indeed have some impact or have a positive influence in describing how you can come to the realization that your economy can do better, your country can do better, and you can enter into a good standing with the rest of the global community by recognizing that there is a verifiable, irreversible denuclearization for weaponization, even as you could have a peaceful nuclear power program. And hopefully, that could be a message, but whether or not DPRK is capable of internalizing that kind of message or not, that’s still to be proven.
QUESTION: Sorry, can I just follow up?
MS HARF: I think we’re a little tight on time, sorry.
SECRETARY KERRY: Four is enough. (Laughter.)
MR. LU: (Via interpreter) Now I would like to ask one Chinese journalist to ask one question to Foreign Minister Wang from CRI.
QUESTION: (Via interpreter) From China Radio International. My question is: Recently, some American experts, scholars, and media are of the view that Chinese proposals, including the Asia security concept, the AIIB, setting up the Silk Road Fund and the maritime and land Silk Road initiative are all geared to challenge the position and role of the U.S. in the Asia Pacific region and squeeze the United States outside of Asia. How do you look at this issue?
SECRETARY KERRY: We look – is that for me?
FOREIGN MINISTER WANG: That question for me. Okay. (Via interpreter) Well, such notion does crop up frequently, but I have to say that the fact we are seeing is there are more and more interaction between China and the United States in Asia, and our cooperation is becoming increasingly more close. And the Asia Pacific region has become the priority place for China and the United States in their effort to put in place a new model of major country relationship. And I talked about a whole range of cooperation items with Secretary Kerry just now, and many of them are issues in Asia.
China is a member in Asia, and very naturally, we need to contribute our share to Asia’s peace and development. To achieve this, China has framed a series of important and positive proposals, including the Asia security concept and the land and maritime Silk Road initiatives and so on, which testify fully to China’s readiness to work with all countries for Asia’s peace and stability. These, of course, have been very widely, warmly received and supported by countries in Asia. Asia, of course, in the first place, is the Asia of the Asian people.
Meanwhile, we always believe that Asia should be an open and inclusive Asia, because only inclusiveness and openness could make sure that Asia would always keep abreast with the rest of the world for enduring peace – for enduring development and prosperity. Take the AIIB as an example. Right now, it has got 57 founding member countries, and among them, 23 are from regions outside of Asia. This shows fully that when we talk about openness and inclusiveness, we are not simply talking the talk; we are actually walking the walk.
The United States is an important country in the Asia Pacific region, and we welcome a positive and constructive role of the U.S. in Asia Pacific affairs. And we stand ready to strengthen communication and cooperation with the U.S. side on this. As globalization continues to grow, today’s world is a world of cooperation instead of confrontation. It is a world of win-win outcomes instead of a zero-sum game. President Xi has proposed to build a new model of international relationship with win-win cooperation at the center. And I believe China and the United States are fully capable of continuing to strengthen strategic communication at both the bilateral and at the international levels, and carry out useful cooperation in all regions in the world, including the Asia Pacific, so as to continue to make our due contribution to world peace and prosperity.
Just now, the Secretary talked about maritime issues. Though the journalist violated the rule that one question only, but I respect your right to ask questions, so I would like to add a couple of words on this. Firstly, I would like to re-emphasize or reaffirm here that the determination of the Chinese side to safeguard our own sovereignty and territorial integrity is as firm as a rock, and it is unshakable. It is the request from our people and their government, as well as a legitimate right of ours.
Meanwhile, it has always been our view that we need to find appropriate solutions to the issues we have through consultations and negotiations among the parties directly concerned with peaceful means, in particular with the diplomatic means, as mentioned by the Secretary just now, on the basis of respecting historical facts and international law. This is our set policy, and this position will remain unchanged in the future.
And another thing I would like to let you know is that as a signatory party to the UNCLOS, the United Nations Convention on the Law of the Sea, China will of course honor our international obligations enshrined in this document. And on China’s development on some of the islands and reefs in Nansha, this is something that falls fully within the scope of China’s sovereignty. However, regarding the concerns from the parties on this matter, we hope to continue to have dialogues to better our mutual understanding. We are having such dialogues with the United States, and we are also continuing the talks with the ASEAN countries. And we will continue with this practice of conducting dialogues on this matter.
China and the United States do have differences on the South China Sea issue, but we also have a lot of agreement. For instance, we both hope to maintain peace and stability of the South China Sea, and we are both committed to the international freedom of navigation enshrined by international law. And we are both for settlement of the disputes through dialogues and consultation in a peaceful way. And as for the differences, our attitude is it is okay to have differences as long as we could avoid misunderstanding, and even more importantly, avoid miscalculation.
We welcome the positive remarks made by the Secretary on the AIIB. The AIIB is a multilateral institution, so naturally, its operation will be observing international rules. And the AIIB is also ready to carry out cooperation with other multilateral institutions, including the World Bank and the Asia Development Bank. You also raised the question on the relationship between the AIIB and the TPP.
And I wish to tell you here on this is that the defining feature of the AIIB is its openness. And for TPP, we’ll hope, as the Secretary has said just now, will be an open institution so that it will dovetail with the existing multilateral trading regime for the promotion of free trade in the world.
You also asked questions on the Iranian and nuclear – Korean nuclear issues. Secretary Kerry has said a lot on them already. What I would like to add is that as members – permanent members of the UN Security Council and as key members of the nonproliferation regime, China and the United States have the responsibility to work together with the rest of the international community to uphold the sanctity of the international nonproliferation regime, and use diplomatic means to find appropriate solutions to those nuclear issues to achieve lasting peace and stability in the regions concerned. We stand ready to work together with all countries in the world on those issues. Thank you.

The two sides have also carried out close communication and coordination on important international and regional issues.
In September this year, President Xi will be paying a state visit to the United States. The most important task for the meeting between Secretary Kerry and me today is to make preparations for the presidential visit and to compare notes with the other side. Just now, together with Secretary Kerry, we exchanged views concerning the arrangement of events, the agenda items, and the outcomes of this visit. Both of us are of the view that this visit by President Xi to the United States is the paramount priority for China-U.S. relationship this year, which will have far-reaching and major implications for China-U.S. relationship in the days ahead. The two sides will continue to work in close tandem with each other, make careful plans, accumulate outcomes, and build up the atmosphere to make sure that the visit is smooth-going and successful.
To achieve this, we have to work together to make sure that the seventh round of the China-U.S. S&ED – the Strategic and Economic Dialogue – and the sixth round of the High-Level People-to-People Consultation between China and the United States, to be held in the United States in the latter half of June this year, to be as productive as possible. We need to further deepen our economic and trade cooperation and speed up the BIT, the bilateral investment treaty negotiations. We hope the U.S. side will take concrete measures to ease civilian-use high-tech export control vis-a-vis China.
We need to continue to maintain the good momentum of the growth of our military-to-military relationship and follow through on the mechanism of notification of major military activities between the two sides, and reach an early agreement on military aircrafts covered by the code of safe conduct for maritime and air encounters.
We need to strengthen dialogue and cooperation in the legal and the law enforcement field, and try to make new progress in the pursuit of fugitives and the recovery of their criminal proceeds. We need to strengthen communication, coordination, and cooperation on international and regional issues, including the Iranian nuclear issue, the Korean nuclear issue, Afghanistan, and the prevention and control of the Ebola epidemic, so as to continue to add new strategic dimensions to this new model of relationship – major country relationship between China and the United States.
We need to strengthen communication on Asia Pacific affairs and jointly explore the prospect of harmonious coexistence and win-win cooperation between China and the United States in this region. We need to continue to strengthen our communication and coordination on climate change to jointly ensure the success of the upcoming climate conference in Paris later this year. Meanwhile, we need to also work together to advance our bilateral practical cooperation on climate change.
This year marks the 70th anniversary of the founding of the United Nations and the end of the World Anti-Fascist War. As allies and victory parties during the Second World War, China and the United States have common interests in upholding the outcomes of the victory of the Second World War and also upholding the existing international order with the United Nations at its center.
Both sides are of the view that we have far more common interests than differences between us, and dialogue and cooperation always represent the theme of our bilateral relationship. Both sides need to act in a spirit of mutual respect, seeking common ground while shelving differences, and address the differences and sensitive issues between us in a constructive manner. China also expounds its principled stance on such issues related to Taiwan and Tibet.
China-U.S. relationship is one of the most important bilateral relationships in the world, and our two countries jointly shoulder the responsibility and obligation to uphold both peace and promote world development. As long as both sides continue to act in the principle of non-confrontation, non-conflict, mutual respect, and win-win cooperation, and stay committed to the path of building a new model of relationship – major country relationship between China and the United States, we will be able to usher in a bright prospect for China-U.S. relationship and bring more benefits to the people in both countries and enduring peace and prosperity for the world.
MR. LU: (Via interpreter) Thank you, Minister Wang. Now Secretary Kerry, the floor is yours.
SECRETARY KERRY: Well, thank you very much, Minister Wang. I’m really delighted to be back in China and I thank you very much for your generous welcome today. You and your colleagues have gotten our trip off to a very constructive beginning and I appreciate the comments you made about the importance of dialogue and the importance of working through disagreements, and mostly building on the areas where we agree that great progress can be made.
As Foreign Minister Wang said, we’ve just had a very productive meeting, and one of the reasons that we’re late is that it took longer and we dug into a number of issues in depth, and we’ll continue in a few moments over lunch.
This is my fifth visit to China as Secretary of State, and the reason for that is simple. As I’ve said previously, before President Obama and I traveled to Beijing last fall, the relationship between the United States and China is certainly one of the most consequential, if not the most consequential relationship in the world. In recognition of that and America’s commitment to Asia, Under Secretary Sherman traveled here a few months ago. Deputy Secretary of State Blinken was here about a month ago. I am now here about a month before we have our economic and security dialogue to take place in Washington. And other high-level visits are continually taking place, including military-to-military as well as the Secretary of Homeland Security Johnson was here recently, and Secretary of Energy Ernie Moniz was scheduled – had to delay, but will also be here soon.
And there are three key meetings that we are all working on together to prepare for in order to build success. One is the Security and Economic Dialogue that will take place in June in Washington. Two is the summit between President Xi and President Obama to take place in September. And three is the global meeting that we are working on together regarding climate change in Paris in December.
So thanks to focused diplomacy and the leadership that President Obama and President Xi have displayed, today our nations are collaborating to address not just bilateral and regional matters, but some of the most complex global challenges that the world has ever seen. That includes our work together on curbing the disease Ebola, it includes our work together regarding the DPRK – North Korea – and its nuclear program, and it also includes our work together with respect to the P5+1 nuclear negotiations with Iran.
Foreign Minister Wang and I have already spent time discussing some of that today, and I’m personally grateful for his personal commitment and hard work, the contributions they made – China made to Lausanne, to the discussions there and the negotiations, and now to the ongoing discussions. But from the moment those talks began, China has been playing an important key role as a P5 member. Our nations remain closely aligned in this effort. We are united along with the rest of our P5+1 and EU partners. We all understand that unity has been the key to getting where we are today, and it will be the key to completing a good deal and seeing it fully implemented.
We still have a long way to go. Many technical issues remain to be resolved. But we will continue to work hard as the June 30th deadline approaches. And we are all united and committed to do all we can to finalize an agreement that cuts off all of Iran’s pathways towards enough fissile material for a nuclear weapon, and gives the international community confidence that Iran’s nuclear program is exclusively peaceful.
On another nonproliferation challenge, we have consistently agreed in all of our meetings since I became Secretary of State and we have met that North Korea’s nuclear and missile programs are a threat to regional stability, and we have consistently agreed to enhance cooperation to bring about North Korea’s denuclearization. As with Iran, Foreign Minister Wang and I have always agreed that a mix of negotiations and pressure are needed to address this challenge, and North Korea needs to live up to its international obligations and commitments. And it is obvious that North Korea needs to recognize that it will not succeed in developing its economy or breaking out of diplomatic isolation if it continues to reject denuclearization.
The United States and China are also cooperating more closely than ever to address climate change, one of the greatest threats facing our planet today. Last fall, our respective presidents came together to announce our countries’ greenhouse gas commitments, the reductions, and we continue to call on other nations around the world to set their own ambitious targets. And we agreed this morning that as we get closer to the UN Climate Conference in Paris later this year, the United States and China, the world’s two largest greenhouse gas emitters, will elevate our cooperation and coordination so that we can reach the kind of global agreement that we will need to ultimately address this threat.
We’re looking forward to building on our cooperation in other areas as well, including international development assistance and the fight against violent extremism. We welcome China’s increased engagement with Afghanistan and its support of an Afghan-led, Afghan-owned peace process. Together, the United States and China are committed to supporting political cohesiveness and ensuring Afghanistan never again becomes a safe haven for terrorists.
And there are many other issues that we are working on together – trade, bilateral investment treaty, any number of different considerations on a global basis. But even as we work on these many, many issues, obviously, there are also areas where our nations have differences. And Foreign Minister Wang and I discussed those as well. We discussed our mutual interests and principles on how to handle maritime disputes in the East China Sea and the South China Sea. The United States has stated that we are concerned about the pace and scope of China’s land reclamation in the South China Sea. And I urged China, through Foreign Minister Wang, to take actions that will join with everybody in helping to reduce tensions and increase the prospect of a diplomatic solution. And I think we agree that the region needs smart diplomacy in order to conclude the ASEAN-China Code of Conduct and not outposts and military strips.
And I think one of the things that characterizes the strength of – or the growing strength of our relationship and the willingness to cooperate is the fact that on a maritime dispute or on other issues – cyber issues or human rights, other areas – where we may have differing opinions, we don’t simply agree to disagree and move on. Both of our nations recognize the importance of talking to each other candidly about those disagreements and trying to find a cooperative road ahead.
It’s only by talking through differences on a regular basis that you can actually work to narrow them over time. And that is the mark of an effective partnership. So I look forward to continuing my discussions with Foreign Minister Wang through the day, and also to the meetings that I’m going to have with State Councilor Yang Jiechi, with Premier Yi, with Vice Chairman Fan, and tomorrow with President Xi. These discussions will help us to build this cooperation and this relationship. And these conversations will set the stage for what we are confident will be a productive Strategic and Economic Dialogue in June, and certainly for President Xi’s trip to Washington this fall.
There is no question but that our nations share extraordinary opportunities that are looking at us as we build the history of this century. We have a lot to accomplish together in the coming years. As two of the world’s major powers and largest economies, we have a profound opportunity to set a constructive course on a wide range of issues that will affect everybody all across this planet. So the United States looks forward to continuing to build this relationship, to work with China, to build on our partnership of today, in order to create the most constructive future that we can, and not just for the people of our two countries but for millions of people around this planet who depend on great and powerful nations to help set high standards of behavior and of aspiration. Thank you.
MR LU: (Via interpreter) Well, thank you, Secretary Kerry. And now, Foreign Minister Wang and Secretary Kerry, though their time is very limited, they will be happy to take two questions from the floor. Firstly, I would like to ask one American journalist to ask one question to Secretary Kerry.
MS HARF: Great. The U.S. question is from David Brunnstrom of Reuters. The microphone is coming to you.
QUESTION: Thank you very much. I wonder if I could ask both sides about your different visions for Asia Pacific prosperity, namely the TPP and the AIIB, and what the prospects are of China joining the former and the United States the latter at some point in the future. And to follow on from that, one of the dangers in the future to bilateral cooperation and regional prosperity posed by tensions in the South China Sea, and particularly the possibility of U.S. patrols inside China’s 12-mile limit around the Spratly Islands.
And could I ask the Secretary to clarify, does the United States plan to carry out these patrols? And for the foreign minister to tell us how China would respond in the event of those patrols taking place?
I know this is a long question, but I wanted to also add on North Korea. I wondered if you could tell us if you share concerns about the latest missile test there and whether you see the prospects of a deal on Iran’s nuclear program opening the way for one on North Korea in the future. Thank you.
SECRETARY KERRY: Well, let me try to address all four questions – (laughter) – as quickly as I can.
With respect to the AIIB, there’s an enormous amount of misunderstanding, but let me try to be clear. There is a pressing need to enhance infrastructure investment throughout Asia as well as around the world. And the United States welcomes new multilateral institutions, including the Asia Infrastructure Investment Bank, provided that they share the international community’s strong commitment to high-quality standards, including genuine multilateral decision making, ever-improving lending requirements, and environmental and social safeguards. Those are the high standards that apply to global financial institutions.
And we will continue to engage directly with China and with other countries in order to provide suggestions as to how the AIIB can best adopt and implement these particular standards. But with that, we welcome the AIIB, and we encourage it to co-finance some projects with existing institutions like the World Bank and the Asian Development Bank. And we are confident that under those circumstances, it can make an enormous difference, and we would strongly encourage it, as we talk today, to embrace a percentage of its allocation to – a significant percentage to clean energy, alternative energy, renewable energy, to sustainable environmental and other kinds of projects. And because of climate change in the United States, we are ending any funding – public money – that funds coal-fired power projects because of their impact on the climate. And we encourage China and other countries to do the same.
Now on the TPP, we welcome any country – we have a group of countries now come together to negotiate, but we welcome any country to come in to meet the standards of the TPP, and ultimately account for a standardization of the way in which people will approach trade, development, and investment. And I want to emphasize this – the TPP is not in opposition to anyone, any region, or anything. It is a proactive effort to raise the trade standards and transparency accountability of doing business on a global basis. It will set high standards on issues like labor, the environment, state-owned enterprises, intellectual property protection, in a part of the world where we believe those standards are still in flux and being determined. And this will help to create the rules of the road in a way where everybody benefits.
You may ask, “Why is that?” Because in today’s knowledge economy, in the knowledge economy of a global marketplace, stronger intellectual property rights protection actually encourages greater industrial production and it encourages foreign direct investment because it provides accountability for people’s investments. And what we have found in the United States, where today, we’re blessed to have unemployment below 5 percent, and where – around 5 percent, excuse me – and where we have enormous growth and innovation and entrepreneurial activity taking place, we believe that these standards encourage foreign direct investment in technology-intensive industries; it supports higher wages; and it fosters technology transfer and innovation.
Now I’ve taken a little longer than I wanted, but let me come very quickly to Korea and Iran. China is a vital partner in the Six-Party process with a very unique role to play because of its economic, diplomatic, and historical ties with North Korea. We share the common goal of peace and stability in the Korean Peninsula, and we agree on the need for denuclearization in a peaceful manner. President Xi and President Obama affirmed their fundamental agreement and commitment to the denuclearization of Korea – North Korea in their public comments at the bilateral summit last November. So we intend to remain deeply engaged with China, which has unique leverage, and we appreciate many of the steps China has taken already over the past two years to implement the UN Security Council sanctions. But we will continue to work to make it absolutely clear to the DPRK that their actions, their destabilizing behavior, is unacceptable against any international standard.
And I’m sure that Foreign Minister Wang would join me in expressing the hope that if we can get an agreement with Iran, that that – excuse me – that if we can get an agreement with Iran, that that agreement would indeed have some impact or have a positive influence in describing how you can come to the realization that your economy can do better, your country can do better, and you can enter into a good standing with the rest of the global community by recognizing that there is a verifiable, irreversible denuclearization for weaponization, even as you could have a peaceful nuclear power program. And hopefully, that could be a message, but whether or not DPRK is capable of internalizing that kind of message or not, that’s still to be proven.
QUESTION: Sorry, can I just follow up?
MS HARF: I think we’re a little tight on time, sorry.
SECRETARY KERRY: Four is enough. (Laughter.)
MR. LU: (Via interpreter) Now I would like to ask one Chinese journalist to ask one question to Foreign Minister Wang from CRI.
QUESTION: (Via interpreter) From China Radio International. My question is: Recently, some American experts, scholars, and media are of the view that Chinese proposals, including the Asia security concept, the AIIB, setting up the Silk Road Fund and the maritime and land Silk Road initiative are all geared to challenge the position and role of the U.S. in the Asia Pacific region and squeeze the United States outside of Asia. How do you look at this issue?
SECRETARY KERRY: We look – is that for me?
FOREIGN MINISTER WANG: That question for me. Okay. (Via interpreter) Well, such notion does crop up frequently, but I have to say that the fact we are seeing is there are more and more interaction between China and the United States in Asia, and our cooperation is becoming increasingly more close. And the Asia Pacific region has become the priority place for China and the United States in their effort to put in place a new model of major country relationship. And I talked about a whole range of cooperation items with Secretary Kerry just now, and many of them are issues in Asia.
China is a member in Asia, and very naturally, we need to contribute our share to Asia’s peace and development. To achieve this, China has framed a series of important and positive proposals, including the Asia security concept and the land and maritime Silk Road initiatives and so on, which testify fully to China’s readiness to work with all countries for Asia’s peace and stability. These, of course, have been very widely, warmly received and supported by countries in Asia. Asia, of course, in the first place, is the Asia of the Asian people.
Meanwhile, we always believe that Asia should be an open and inclusive Asia, because only inclusiveness and openness could make sure that Asia would always keep abreast with the rest of the world for enduring peace – for enduring development and prosperity. Take the AIIB as an example. Right now, it has got 57 founding member countries, and among them, 23 are from regions outside of Asia. This shows fully that when we talk about openness and inclusiveness, we are not simply talking the talk; we are actually walking the walk.
The United States is an important country in the Asia Pacific region, and we welcome a positive and constructive role of the U.S. in Asia Pacific affairs. And we stand ready to strengthen communication and cooperation with the U.S. side on this. As globalization continues to grow, today’s world is a world of cooperation instead of confrontation. It is a world of win-win outcomes instead of a zero-sum game. President Xi has proposed to build a new model of international relationship with win-win cooperation at the center. And I believe China and the United States are fully capable of continuing to strengthen strategic communication at both the bilateral and at the international levels, and carry out useful cooperation in all regions in the world, including the Asia Pacific, so as to continue to make our due contribution to world peace and prosperity.
Just now, the Secretary talked about maritime issues. Though the journalist violated the rule that one question only, but I respect your right to ask questions, so I would like to add a couple of words on this. Firstly, I would like to re-emphasize or reaffirm here that the determination of the Chinese side to safeguard our own sovereignty and territorial integrity is as firm as a rock, and it is unshakable. It is the request from our people and their government, as well as a legitimate right of ours.
Meanwhile, it has always been our view that we need to find appropriate solutions to the issues we have through consultations and negotiations among the parties directly concerned with peaceful means, in particular with the diplomatic means, as mentioned by the Secretary just now, on the basis of respecting historical facts and international law. This is our set policy, and this position will remain unchanged in the future.
And another thing I would like to let you know is that as a signatory party to the UNCLOS, the United Nations Convention on the Law of the Sea, China will of course honor our international obligations enshrined in this document. And on China’s development on some of the islands and reefs in Nansha, this is something that falls fully within the scope of China’s sovereignty. However, regarding the concerns from the parties on this matter, we hope to continue to have dialogues to better our mutual understanding. We are having such dialogues with the United States, and we are also continuing the talks with the ASEAN countries. And we will continue with this practice of conducting dialogues on this matter.
China and the United States do have differences on the South China Sea issue, but we also have a lot of agreement. For instance, we both hope to maintain peace and stability of the South China Sea, and we are both committed to the international freedom of navigation enshrined by international law. And we are both for settlement of the disputes through dialogues and consultation in a peaceful way. And as for the differences, our attitude is it is okay to have differences as long as we could avoid misunderstanding, and even more importantly, avoid miscalculation.
We welcome the positive remarks made by the Secretary on the AIIB. The AIIB is a multilateral institution, so naturally, its operation will be observing international rules. And the AIIB is also ready to carry out cooperation with other multilateral institutions, including the World Bank and the Asia Development Bank. You also raised the question on the relationship between the AIIB and the TPP.
And I wish to tell you here on this is that the defining feature of the AIIB is its openness. And for TPP, we’ll hope, as the Secretary has said just now, will be an open institution so that it will dovetail with the existing multilateral trading regime for the promotion of free trade in the world.
You also asked questions on the Iranian and nuclear – Korean nuclear issues. Secretary Kerry has said a lot on them already. What I would like to add is that as members – permanent members of the UN Security Council and as key members of the nonproliferation regime, China and the United States have the responsibility to work together with the rest of the international community to uphold the sanctity of the international nonproliferation regime, and use diplomatic means to find appropriate solutions to those nuclear issues to achieve lasting peace and stability in the regions concerned. We stand ready to work together with all countries in the world on those issues. Thank you.

Thank you, Paul, for that kind introduction.
Mesdames et messieurs les parlementaires, mesdames et messieurs les ambassadeurs… Messieurs les chefs d’entreprise, et les entrepreneurs, tous ceux parmi vous qui aspirent à créer des entreprises et à investir aux Etats-Unis…
C’est pour moi un honneur de participer à ce forum et d’avoir l’opportunité de m’adresser à une assemblée aussi prestigieuse de femmes et d’hommes politiques, de chefs d’entreprise qui viennent de cinquante pays différents, et aussi d’entrepreneurs, un mot d’origine francaise qui fait aujourd’hui partie intégrante du vocabulaire américain et de notre ADN.
Le mot “terroir” est un mot francais qui n’a pas d’équivalent en anglais. Mais après avoir parcouru les 22 régions francaises – en tant qu’ambassadeur des Etats-Unis en France – j’ai pu pleinement appréhendé le sens de ce terme: l’histoire, la culture, et la fierté qui émanent de ces territoires et qui donnent à vos regions leur identité. J’ai pu réaliser à quel point ce pays se caractérise par sa richesse et sa diversité.
C’est un honneur pour moi de me trouver aujourd’hui avec des représentants de ce pays que j’affectionne tant.
Today, in English, I will briefly explore the question that the organizers of this conference have asked me to address: “The United States in 2025: first economic and political power?” Of course, the title is intentionally a little provocative. But while we cannot claim to predict the future, we can follow the wisdom of a previous American president – Abraham Lincoln.
He once said: “The best way to predict the future is to create it.”
“Le meilleur moyen de prédire l’avenir est de le créer.”
Under President Obama and Secretary Kerry’s leadership, I am fortunate to be in a position where we are working to do just that.
We do this by following two key principles.
The first is that “economic policy is foreign policy, and foreign policy is economic policy.” Secretary John Kerry has not only recognized the inextricable link between foreign policy and economic policy, he has made it central to everything we do.
The majority of challenges we face are economic in nature and, very often, those challenges have security implications for the United States of America. In a world where countries like the BRICS nations are already using their economic clout to punch above their weight, it is clear that economic power is no longer an option. It’s an imperative.
The second principle recognizes the strategic value of a shared economic future. The world has become flatter, more connected, and therefore more interdependent. There is no realistic scenario for an aspiring world power to try and create its economic, or any kind of, success in individually directed ways.
In the 21st century, the ones who earn the most economic power will be those who are smart enough to share it with key partners. This is central to what the Secretary calls the shared prosperity agenda.
As Assistant Secretary of State for Economic and Business Affairs, we are working to make that agenda real in many ways, including through two ongoing multilateral trade deals, which will not only benefit 12 countries in the Asia Pacific region, including the United States, but all 28 of our friends and allies in the European Union.
The deal that is closest to conclusion is the Trans-Pacific Partnership trade deal, or TPP, which would bring the United States into free and open trade with Canada and Mexico; Chile and Peru; Australia and New Zealand; Japan, Malaysia and Singapore; Brunei and Vietnam.
Our hope is that this partnership will be followed by a second transformative trade deal – the Transatlantic Trade and Investment Partnership – or T-TIP – which we are currently negotiating with the European Union.
These deals – together – would account for the greater majority of the world’s trade, GDP, and future economic growth. Not only that, these ambitious, comprehensive, and high-standard trade and investment agreements would allow us to create enforceable labor, consumer and environmental standards that will establish a high bar for the rest of the world.
TPP alone, if concluded, would connect Americans with 40 percent of the world’s GDP – and 50 percent of its projected economic growth. In Asia, there are currently 525 million middle class consumers. That number is expected to grow to 2.7 billion by 2030. For the United States, that’s a market that’s projected to be six times the size of our domestic one.
T-TIP is equally important to us. The transatlantic economic relationship is already the world’s largest, accounting for one third of total goods and services trade and nearly half of global economic output.
It will not only boost economic growth in the United States and the EU. It will add to the more than 13 million American and EU jobs already supported by transatlantic trade and investment. We will also build on the transatlantic ties that undergird our national security.
I know that, in the audience today, there are many companies, most of them French, that either have a presence in the United States, or are strongly considering investing here.
This brings me to a third component of the shared prosperity agenda that I would like to briefly talk about. As Assistant Secretary, everywhere I travel, from Mumbai to Mexico City, from Bangkok to Beijing, I meet with investors and other business people who tell me just how much they love investing in the United States – and how they plan to invest even more. They recognize – as we do – that the U.S. is the world’s most attractive and stable market for high-quality goods and services.
Maintaining a strong and vibrant business climate that is built on innovation, strong intellectual property rights protections, a transparent legal system and a stable regulatory environment is central to the American economy and to our way of life. And we have a consumer market, workforce, advanced technology and resources that are, frankly, second to none.
The sheer diversity of the U.S. economy means that there are opportunities for nearly every company – from start-ups to medium-sized enterprises to multinationals.
Through SelectUSA, a joint initiative with the Department of Commerce, we work to promote, increase and support inward investment in the United States. We know that foreign companies will create jobs and innovation in the U.S., and also generate profits and exports for their home countries. Not only that, these companies bring back home technology, management expertise, cultural understanding, innovative products, and access to new markets. They increase prosperity, as well as economic and political stability, for nations and workers alike.
That’s the underlying wisdom of global prosperity. It’s not a “zero sum game,” but one of mutual gain.
As Victor Hugo also said: “There is nothing in the world – not even mighty armies – as powerful as an idea whose time has come.”

It would deepen our alliances and partnerships abroad and underscore our lasting commitment to the Asia-Pacific. And it would help us promote a global order that reflects both our interests and our values.”
These two trade deals, ladies and gentlemen, are as much strategic as they are economic. They will solidify relations with our friends and allies around the world.
And by embracing this idea of shared prosperity, we are not only embracing the future, we are helping to write it as well.

Mesdames et messieurs les parlementaires, mesdames et messieurs les ambassadeurs… Messieurs les chefs d’entreprise, et les entrepreneurs, tous ceux parmi vous qui aspirent à créer des entreprises et à investir aux Etats-Unis…
C’est pour moi un honneur de participer à ce forum et d’avoir l’opportunité de m’adresser à une assemblée aussi prestigieuse de femmes et d’hommes politiques, de chefs d’entreprise qui viennent de cinquante pays différents, et aussi d’entrepreneurs, un mot d’origine francaise qui fait aujourd’hui partie intégrante du vocabulaire américain et de notre ADN.
Le mot “terroir” est un mot francais qui n’a pas d’équivalent en anglais. Mais après avoir parcouru les 22 régions francaises – en tant qu’ambassadeur des Etats-Unis en France – j’ai pu pleinement appréhendé le sens de ce terme: l’histoire, la culture, et la fierté qui émanent de ces territoires et qui donnent à vos regions leur identité. J’ai pu réaliser à quel point ce pays se caractérise par sa richesse et sa diversité.

Today, in English, I will briefly explore the question that the organizers of this conference have asked me to address: “The United States in 2025: first economic and political power?” Of course, the title is intentionally a little provocative. But while we cannot claim to predict the future, we can follow the wisdom of a previous American president – Abraham Lincoln.
He once said: “The best way to predict the future is to create it.”

Under President Obama and Secretary Kerry’s leadership, I am fortunate to be in a position where we are working to do just that.
We do this by following two key principles.
The first is that “economic policy is foreign policy, and foreign policy is economic policy.” Secretary John Kerry has not only recognized the inextricable link between foreign policy and economic policy, he has made it central to everything we do.
The majority of challenges we face are economic in nature and, very often, those challenges have security implications for the United States of America. In a world where countries like the BRICS nations are already using their economic clout to punch above their weight, it is clear that economic power is no longer an option. It’s an imperative.
The second principle recognizes the strategic value of a shared economic future. The world has become flatter, more connected, and therefore more interdependent. There is no realistic scenario for an aspiring world power to try and create its economic, or any kind of, success in individually directed ways.
In the 21st century, the ones who earn the most economic power will be those who are smart enough to share it with key partners. This is central to what the Secretary calls the shared prosperity agenda.
As Assistant Secretary of State for Economic and Business Affairs, we are working to make that agenda real in many ways, including through two ongoing multilateral trade deals, which will not only benefit 12 countries in the Asia Pacific region, including the United States, but all 28 of our friends and allies in the European Union.
The deal that is closest to conclusion is the Trans-Pacific Partnership trade deal, or TPP, which would bring the United States into free and open trade with Canada and Mexico; Chile and Peru; Australia and New Zealand; Japan, Malaysia and Singapore; Brunei and Vietnam.
Our hope is that this partnership will be followed by a second transformative trade deal – the Transatlantic Trade and Investment Partnership – or T-TIP – which we are currently negotiating with the European Union.
These deals – together – would account for the greater majority of the world’s trade, GDP, and future economic growth. Not only that, these ambitious, comprehensive, and high-standard trade and investment agreements would allow us to create enforceable labor, consumer and environmental standards that will establish a high bar for the rest of the world.
TPP alone, if concluded, would connect Americans with 40 percent of the world’s GDP – and 50 percent of its projected economic growth. In Asia, there are currently 525 million middle class consumers. That number is expected to grow to 2.7 billion by 2030. For the United States, that’s a market that’s projected to be six times the size of our domestic one.
T-TIP is equally important to us. The transatlantic economic relationship is already the world’s largest, accounting for one third of total goods and services trade and nearly half of global economic output.
It will not only boost economic growth in the United States and the EU. It will add to the more than 13 million American and EU jobs already supported by transatlantic trade and investment. We will also build on the transatlantic ties that undergird our national security.
I know that, in the audience today, there are many companies, most of them French, that either have a presence in the United States, or are strongly considering investing here.
This brings me to a third component of the shared prosperity agenda that I would like to briefly talk about. As Assistant Secretary, everywhere I travel, from Mumbai to Mexico City, from Bangkok to Beijing, I meet with investors and other business people who tell me just how much they love investing in the United States – and how they plan to invest even more. They recognize – as we do – that the U.S. is the world’s most attractive and stable market for high-quality goods and services.
Maintaining a strong and vibrant business climate that is built on innovation, strong intellectual property rights protections, a transparent legal system and a stable regulatory environment is central to the American economy and to our way of life. And we have a consumer market, workforce, advanced technology and resources that are, frankly, second to none.
The sheer diversity of the U.S. economy means that there are opportunities for nearly every company – from start-ups to medium-sized enterprises to multinationals.
Through SelectUSA, a joint initiative with the Department of Commerce, we work to promote, increase and support inward investment in the United States. We know that foreign companies will create jobs and innovation in the U.S., and also generate profits and exports for their home countries. Not only that, these companies bring back home technology, management expertise, cultural understanding, innovative products, and access to new markets. They increase prosperity, as well as economic and political stability, for nations and workers alike.
That’s the underlying wisdom of global prosperity. It’s not a “zero sum game,” but one of mutual gain.
As Victor Hugo also said: “There is nothing in the world – not even mighty armies – as powerful as an idea whose time has come.”

When I was in the Senate, I consistently supported free trade agreements because I know that investment, innovation, and trade are not just the drivers of a strong economy, they are engines of a strong society. And today, as Secretary of State, I am even more convinced that these agreements enhance our American leadership in an interconnected world.
TPP and T-TIP are critical to American economic security, supporting higher paying jobs here at home while leveling the playing field for U.S. businesses abroad. TPP and T-TIP are vital to our national interests by cementing our ties to strategically vital regions and raising standards that are essential to American ideals and ingenuity, including strong environmental protections, high labor standards, a free and open internet, protection of intellectual property rights, and transparency. These agreements will also support U.S. leadership in establishing rules for the global system consistent with America’s longstanding commitment to democracy, freedom, open markets, and the rule of law.
I also welcome the introduction of legislation renewing the African Growth and Opportunity Act and the Generalized System of Preferences, which have been powerful drivers of global development and pillars of our economic and trade engagement with the developing world.
The United States must remain a leader in global trade, and not run the risk of being left on the sidelines while others set the course. I urge Congress to pass TPA without delay.

WASHINGTON, April 9, 2015 – In Yokota yesterday, Defense Secretary Ash Carter reported progress in talks with Japanese officials on the U.S.-Japan Defense Guidelines for Defense Cooperation and on a proposed regional regulatory and investment treaty called the Trans-Pacific Partnership.
Speaking with reporters who are traveling with Carter on his first official trip as defense secretary to Northeast Asia, the secretary discussed the purpose of his visit to Japan and progress made on longstanding issues.
“The purpose of my visit was to prepare the way for … the so-called ‘2+2’ meeting, which is the meeting of foreign ministers and Secretary of State John Kerry and also the defense ministers, which occurs later this month,” Carter said.
The 2+2 meeting itself is a preparatory meeting in advance of Japanese Prime Minister Shinzo Abe’s visit here to meet with President Barack Obama.
U.S.-Japan Defense Guidelines
“I had the opportunity to make progress and to discuss two very important things, Carter said, referring to the U.S.-Japan Defense Guidelines for Defense Cooperation and the proposed Trans-Pacific Partnership or TPP.
In October, the United States and Japan jointly released an interim report of ongoing revisions of the U.S.-Japan defense cooperation guidelines, according to the U.S. State Department’s website.
The revised guidelines, expected to be finalized by the end of the year, will establish an expanded and more flexible framework for alliance cooperation to ensure the peace and security of Japan under any circumstances, from peacetime to contingencies, the website said, and to promote a stable, peaceful and prosperous Asia-Pacific.
Historic Moment
“This is an historic moment for the U.S.-Japan relationship,” Carter said. “Japan is … changing its security posture in important and truly historic ways and we, accordingly, are changing our relationship to evolve with them.”
The secretary said the update of the guidelines is significant because it opens new possibilities for the United States and Japan to work together in Northeast Asia.
“We can work in new domains like space and cyberspace, and we can cooperate in new ways, both regionally and globally,” he added.
Carter said the agreement has many dimensions and represents a modernization of the alliance.
Lasting Security Relationship
“To me it shows how lasting a security relationship with the United States is,” the secretary added. “We've had it [with Japan] for many decades and of course it's been instrumental in keeping peace and stability in this part of the world.”
Such stability has led to the uplifting of many people economically and politically in the region, Carter said. “And that hasn't happened automatically,” he added. “It’s happened because of the United States' military role out here.”
Carter said the TPP is an important part of the U.S.-Japan relationship and relationships among many countries in the region.
The treaty, he said, “reinforces that the strategic approach to this part of the world is not just a military matter. It's economic and political as well [and] it's extremely important.”
Missile Defense Preparations
In response to a question about North Korea’s firing of two short-range surface-to-air missiles off its west coast earlier today, Carter called it a reminder of how tense things are on the Korean Peninsula.
“That’s the reason I'm going to talk to our own commanders and troops, and very importantly to the government of South Korea, which like Japan is a longstanding, very staunch ally out here,” he said.
The show of North Korean aggression, Carter added, “reinforces the missile-defense preparations we've long had on the Korean Peninsula and have here.”
More broadly than missiles, Carter said the missile launch is a reminder of how dangerous things are on the Korean Peninsula, and how a highly ready force in support of a strong ally is needed to keep the peace.
“That’s what we'll be talking about and visiting with the South Korean government about over the next couple of days,” Carter said, “the health of our alliance and the importance of our alliance to peace and security on the peninsula.”

FACT SHEET: The U.S.-Australia AllianceReinforcing our long history of close cooperation and partnership, President Obama and Prime Minister Abbott today reviewed a series of initiatives to expand and deepen collaboration between the United States and Australia.
Security and Defense Cooperation
The U.S.-Australia alliance is an anchor of peace and stability not only in the Asia-Pacific region but around the world. The United States and Australia will work together – bilaterally, in regional bodies, and through the UN – to advance peace and security from the coast of Somalia to Afghanistan and to confront international challenges, such as Syria; Russia’s military aggression in Ukraine; and North Korea.
In responding to the threat posed by ISIL and foreign terrorist fighters, the United States and Australia are working together with an international coalition to degrade and defeat ISIL by providing military support to Iraq, cutting off ISIL’s funding, countering its warped ideology, and stemming the flow of foreign terrorist fighters into its ranks. The United States and Australia are coordinating closely through the Global Counterterrorism Forum. Australia supported U.S.-drafted United Nations Security Council Resolution 2178, which condemns violent extremism and underscores the need to stem support for foreign terrorist fighters, and the two countries will work together toward its implementation. Additionally, together, we continue to provide critical humanitarian support to the victims of conflict in Syria and Iraq.
In Afghanistan, the United States and Australia have worked to together to enable the Afghan government to provide effective security across the country and develop the new Afghan security forces to ensure Afghanistan can never again become a safe haven for terrorists. The United States and Afghanistan will continue this close partnership, focused on the development and sustainment of Afghan security forces and institutions, after the combat mission ends in Afghanistan this year and the Resolute Support Mission begins.
The U.S.-Australian Force Posture Agreement, announced by the President and Prime Minister in June and signed in August, deepens our long-standing defense cooperation and the advancement of a peaceful, secure, and prosperous Asia-Pacific region. While implementing the force posture initiatives jointly announced in 2011, the United States and Australia continuously seek opportunities to strengthen our interoperability, coordination, and cooperation.
As Pacific nations, the United States and Australia share an abiding interest in peaceful resolution of disputes in the maritime domain; respect for international law and unimpeded lawful commerce; and preserving freedom of navigation and overflight. Both countries oppose the use of intimidation, coercion, or force to advance territorial or maritime claims in the East and South China Seas. In their June 2014 joint op-ed, the two leaders called on claimants to clarify and pursue claims in accordance with international law, including the Law of the Sea Convention, and expressed support for the rights of claimants to seek peaceful resolution of disputes through legal mechanisms, including arbitration, under the Convention. Both countries continue to call for ASEAN and China to reach early agreement on a meaningful Code of Conduct in the South China Sea.
The United States and Australia are responding to the Ebola epidemic in West Africa and supporting the Global Health Security Agenda (GHSA) to accelerate measureable progress toward a world safe and secure from infectious disease threats.
The United States congratulates Australia as it nears the end of its two years on the United Nations Security Council, during which time Australia has been a powerful and important voice on a range of issues relating to international peace and security, especially the ongoing conflict in Syria and the global threat posed by terrorism.
Cooperation for Economic Growth and Prosperity
The United States and Australia share a commitment to deepening further economic ties, including by concluding the Trans-Pacific Partnership, a high-standard, 21st century agreement that will promote economic growth and job creation in both countries and around the region. In January 2015, the Australia-U.S. Free Trade Agreement will celebrate ten years of facilitating trade and investment between our two countries, having nearly doubled our goods trade and increased our services trade by more than 122 percent.
The United States remains the largest foreign investor in Australia, accounting for over a quarter of its foreign investment. The United States and Australia also work closely in multilateral institutions such as APEC to promote sustainable growth and shared prosperity in the region.
A vital aspect of economic growth is promoting greater gender equality. The United States and Australia are working together to enhance women’s political and economic participation. As founding members of the Equal Futures Partnership, our two nations continue to collaborate to expand economic opportunities for women and increase women’s participation in leadership positions in politics, civic society, and economic life.
The United States and Australia recognize the threat of climate change, including in the Pacific, and the need to take bold steps to boost clean energy, cut greenhouse gas emissions, and help ensure a successful and ambitious global climate change agreement in Paris next year. The United States underscored the importance of submitting ambitious post-2020 climate commitments for the new agreement as soon as possible and preferably by the end of March 2015. Both countries are collaborating with Pacific Island countries to promote sustainable development practices.
The President congratulated Prime Minister Abbott on the preparations for the G20 Summit, and noted he looks forward to the important and vibrant discussions ahead.
Science, Technology, and Innovation
U.S.-Australia science, technology, and innovation cooperation will strengthen our work on cutting edge issues, ranging from neuroscience to clean energy to information technology. Under the auspices of the U.S.-Australia Science and Technology Agreement, our two countries collaborate on clean energy, marine, and health research.
Through the Ambassador of the United States’ Innovation Roundtables, the United States and Australia are creating an additional platform to leverage U.S.-Australia innovation partnerships and strengthen our interactions in innovative areas and promote a positive, future-oriented vision of our bilateral relationship.
The United States and Australia are two of the founding partners of the new $200 million Global Innovation Fund (GIF), which will invest in social innovations that aim to improve the lives of and opportunities for millions of people in the developing world.
People-to-People Ties
The U.S.-Australia Alliance is based on a long tradition of cooperation at all levels of government, business and civil society.
In partnership with the United States Studies Centre at the University of Sydney and the Perth USAsia Centre at the University of Western Australia, the United States established the “Alliance 21 Fellowship,” a three-year exchange of senior scholars and policy analysts that will further examine the shared interests and mutual benefits of the U.S.-Australia alliance through research and public engagement.

With the end coming into focus, we have instructed our Ministers and negotiators to make concluding this agreement a top priority so that our businesses, workers, farmers, and consumers can start to reap the real and substantial benefits of the TPP agreement as soon as possible.
As we mobilize our teams to conclude the negotiations, we remain committed to ensuring that the final agreement reflects our common vision of an ambitious, comprehensive, high-standard, and balanced agreement that enhances the competitiveness of our economies, promotes innovation and entrepreneurship, spurs economic growth and prosperity, and supports job creation in our countries. We are dedicated to ensuring that the benefits of the agreement serve to promote development that is sustainable, broad based and inclusive, and that the agreement takes into account the diversity of our levels of development. SECRETARY KERRY: Good afternoon, everybody. It really is a pleasure for me to welcome the Prime Minister of Australia Tony Abbott here to the State Department for the first time as prime minister and my first time to visit with him here. But we had the great pleasure of sitting down together very shortly after he became prime minister when were in Bali at the conference, the ASEAN conference there. And we shared a lot of different thoughts at that time.
This morning, we had a chance to meet with the President and I think both of us would agree it was a very extensive, comprehensive meeting and a very positive one. Bottom line, the United States of America has no better friend than Australia. And it has been proven time and time again through the years. I personally remember when I was in the Navy and stationed in Vietnam, Australia was there at our side, as Australia has always been.
And whether it is support for democracy, rule of law, standing up for human rights, speaking out across the planet, Australia is at our side. They have been voicing strong concerns about Ukraine, about what is happening there, about Syria, about the humanitarian catastrophe.
And in recent days, the prime minister has carried out very successful trips both to China and to Japan, which advance our interests as well, because we are deeply engaged in our negotiations on the Trans-Pacific Partnership trade agreement. We both have high hopes of being able to advance that, because it raises the standards of doing business and ultimately creates a race to the top, not the bottom, and we all benefit from that.
So we have a lot to talk about. Obviously there is a world full of challenges at this moment for all of us. But with respect to the obligations of the United States to try to meet those challenges, we could not have a better ally, a better partner, a better friend. And I’m very grateful to welcome the prime minister here today.
PRIME MINISTER ABBOTT: Well, thank you, Secretary Kerry. It is terrific to be here in the State Department, my second visit to the State Department, but my first visit as prime minister to speak with the Secretary about a whole range of issues. We’ll have the chance to speak more extensively on some of the topics that were covered with the President earlier today.
But I am particularly grateful for America’s continuing, deep, and strong involvement in Southeast Asia – continuing, deep, and strong involvement in Southeast Asia. Because while there is so much that is good in our region, there are, nevertheless, security challenges. And there is the importance of ensuring that we are all good international citizens. Because the lesson of history is that we will all advance together or none of us will advance at all. The lesson of history is that if we want prosperity, we must have peace, because if you’re not a peaceful region you can’t be a prosperous region. We all want prosperity, and because we all want prosperity we’ve got to have peace.
And this is, between Australia and the United States, a great partnership for peace. We have been partners, allies, friends for a hundred years now. And as time goes by, this partnership just gets stronger and stronger. As far as I’m concerned, the United States is family to Australia, and that’s why it’s important to be here to talk to our family and to deepen and broaden our understanding across a whole range of international issues.
So I’m really looking forward to the – this time with Secretary Kerry, just as I cherished the time earlier today with the President. I’m looking forward to discussions tomorrow with the Secretary of the Treasury, the Secretary of Defense, and some of the leaders of the United States security agencies, because this is a very important trip for my country and I believe it is quite a significant trip for the wider world as well.

I’ll just take one question real quick. Somebody was asking something.
QUESTION: On – yes, on Iraq, Iraq seems to be coming apart. Doesn’t the U.S. have to provide air support?
SECRETARY KERRY: Well, let me just affirm very, very clearly we are deeply concerned about what is happening in Iraq, and we are not concerned and waiting. We are providing assistance. We are in direct touch with Prime Minister Maliki, with the leaders at the top level. I’ve just completed phone calls now with people in Iraq.
And I know the President of the United States is prepared to make key decisions in short order. And as he made clear earlier, options are on the table right now and at the appropriate time I’m sure you’ll hear from the President. Thank you.

Mr. Secretary, thanks for carving out this time on your first official visit as Secretary of State to Mexico City. As you can see, we have a great, dedicated team here of Mexicans and Americans who work together on all sorts of issues to make our relationship better and to promote our interests. But we’re really pleased that you’re with us and we very much appreciate all the hard work and dedication that you have been showing in the service of our country as Secretary of State, and helping give us guidance and the other embassies around the world.
So thanks very much for being with us, and I give you the Secretary of State. (Applause.)
SECRETARY KERRY: Thank you. Thank you very much. Thank you. Thank you. Muchas gracias. Thank you very, very much, Tony. Muy buenas tardes. How are you? Everybody good? Como les va?(Laughter.) Okay. I am really, really happy to be here, very privileged to be here with Tony, who is really an outstanding ambassador. He’s had extraordinary experience. Been here since 2011 I guess, and is doing an amazing job of not just marshaling this very, very important relationship, but also managing the extraordinary transition that is taking place here. We just keep getting bigger and bigger. I think we’ve got 2,700 people, 1,700 of whom are local employees. And I want to say a huge, huge thank you –muchas gracias – to those of you who work here, giving of yourselves to the effort of the United States to help build our relationship with Mexico. Everyone here is really grateful to you for what you do, so thank you very, very, very much. Thank you. (Applause.)
I know a lot of you are very nervous about what’s going to happen with this transition to the new embassy compound. I promise you I will exert all the power of the Secretary of State to make absolutely certain that when you move into the new compound, the jugo verdes will flow. (Laughter.) Does that matter to you or not? I don’t know. I was told it’s a big deal around here. Is that true? No. Only with some of you. How many people love it? Jugo verdes, right? That’s all. I’ve been misinformed. What’s the matter with the rest of you? What’s the matter with jugo verdes? (Laughter.)
Let me just say to everybody here, President Obama has now been out here five times, and Vice President Biden was obviously here last September. The President was here most recently, and now I’m here on my first trip as Secretary of State – and I promise you not my last trip. And I want to just emphasize how really both exciting and critical this relationship is. I just looked over here and I see Laura Dogu, our DCM, who is also the winner of the Baker-Wilkins Award for best DCM around. So congratulations to you. (Applause.) And her husband, Aydin , who I just met. Thank you both very much, and thank you very much, Laura, for that extraordinary leadership.
I just came from a really, really unbelievably friendly, open, constructive meeting with President Pena Nieto. And I tell you, it’s interesting to listen to him talk about the possibilities of this relationship and what we’ve achieved and what we want to achieve. Obviously, we have challenges. That’s why you’re here in these numbers. This is a critical relationship. It’s our hemisphere; it’s our neighbor; it’s an historic, long cultural attachment with enormous possibilities and potential to still develop and define. And when I think of the journey – I spent 29 years in the United States Senate – when I think of the journey from the early days of that incredibly divisive and difficult fight over NAFTA, and now you look at this journey and what has been accomplished. Our economy has grown, our jobs have grown, our jobs have gone through an incredibly sort of revolutionary kind of transition as we’ve modernized and moved into the technology era, the management of data and information, new kinds of jobs. And Mexico is doing exactly the same thing. And now we’re working on this absolutely critical relationship, the T – actually two relationships, but the TPP, which is going to be critical to all of us with respect to Asia Pacific, the Asia – and the future of the relationship in terms of both jobs and security. There are masses of young people all around the world looking for opportunity and for jobs.
The challenge to governance is really greater than it’s ever been. We have to deliver, and it requires a kind of cooperative effort that is different from anything we’ve ever known. We have this extraordinary amount of money – a billion dollars a day, unbelievable economic relationship that is moving one way and the other way between our nations. We have a million people a day crossing the border legally one way or the other. It’s an astounding relationship in that regard. And we’re only tapping into it because there’s still too many people yet to fully reach their economic potential in our country and in Mexico. So that’s the challenge, together with the challenge, obviously, of people who don’t like anything to do with modernity or who want to fight back against law and rule of law and structure. So Mexico is fighting some of that battle, and we’re trying to help them do that.
We have a whole bunch of unaccompanied children crossing over the border. It’s an enormous challenge, and we need to meet the challenge even as we are trying to fix our immigration laws, which I hope we could do this year. We passed that bill in the Senate. We now need to and want to pass it in the House of Representatives. I still have hopes that might be possible this year, and that would revolutionize the relationship between us.
But we have to make certain that we don’t let people exploit that issue or create problems with it, so we need to get ahead of it. We have too many guns coming from the United States of America into Mexico. We need to do our fair share of making certain that that’s not disrupting their capacity to fully develop and reach their potential, and to control the communities and the streets and not have chaos in certain places, or challenges by criminal enterprises.
So this is hard stuff. Building community is hard work, but it works. You can see it. You can measure the difference that we are making together every day in our countries, and particularly nearer the borders and in the communities that feel the greatest impact of the flow of those people.
So I just want to say thank you to you for what you’re doing. It’s a big embassy; it’s one of our biggest in the world, and it probably is going to grow, because the population’s going to grow and the challenges are going to grow. And when you add all the consulates and the 20 – I think it’s 26 agencies that – 29 agencies – 29 agencies that are all working together in a coordinated way, that’s more agencies by far than almost every other embassy in the country – in the world has.
So this is a big deal, and I am very, very happy to finally be able to get here and begin a series of engagements which we think are going to mature over the next year on the innovation, research, education front. The bilateral discussion that we had today where we’re actually pinning down real steps that we can take to guarantee that we’re going to expand the opportunities of Fulbright English language, of students moving across both borders both ways and learning in each other’s countries – that’s how you build relationships. I’ve seen that all over the world. I can’t tell you how many foreign ministers, finance ministers, environment ministers, prime ministers, presidents I meet somewhere in the world who brag to me privately how pleased and excited and incredibly affected they were by their relationship to the American university that they went to in their youth. And it builds a foundation of understanding, a relationship on which we have an ability to get through, sometimes, the toughest times.
So a profound thank you to every single one of you. You – I say this everywhere I go because I believe it: We, all of us – me, you, everybody involved in this – gets to wake up every morning – a lot of people who go to work don’t – liking what you do, loving the fact that you get to make a difference in the lives of other people and in the life and definition of your country. If you’re a local employee, Mexican working to help Americans do that, you’re still – you’re making a difference for Mexico and for the United States. And if you’re American, you’re making a difference for both, and that’s the way you build community, that’s the way you build stability, that’s the way you provide opportunity to young people, that’s the way you build the future. How many people get to get up and not punch the clock or go in or do something where they don’t feel that way? So it’s a blessing. And I hope we all work very, very hard as part of a family, which is what we are in the State Department, to keep it that way.

I’ve been misinformed. What’s the matter with the rest of you? What’s the matter with jugo verdes? (Laughter.)
Let me just say to everybody here, President Obama has now been out here five times, and Vice President Biden was obviously here last September. The President was here most recently, and now I’m here on my first trip as Secretary of State – and I promise you not my last trip. And I want to just emphasize how really both exciting and critical this relationship is. I just looked over here and I see Laura Dogu, our DCM, who is also the winner of the Baker-Wilkins Award for best DCM around. So congratulations to you. (Applause.) And her husband, Aydin , who I just met. Thank you both very much, and thank you very much, Laura, for that extraordinary leadership.
I just came from a really, really unbelievably friendly, open, constructive meeting with President Pena Nieto. And I tell you, it’s interesting to listen to him talk about the possibilities of this relationship and what we’ve achieved and what we want to achieve. Obviously, we have challenges. That’s why you’re here in these numbers. This is a critical relationship. It’s our hemisphere; it’s our neighbor; it’s an historic, long cultural attachment with enormous possibilities and potential to still develop and define. And when I think of the journey – I spent 29 years in the United States Senate – when I think of the journey from the early days of that incredibly divisive and difficult fight over NAFTA, and now you look at this journey and what has been accomplished. Our economy has grown, our jobs have grown, our jobs have gone through an incredibly sort of revolutionary kind of transition as we’ve modernized and moved into the technology era, the management of data and information, new kinds of jobs. And Mexico is doing exactly the same thing. And now we’re working on this absolutely critical relationship, the T – actually two relationships, but the TPP, which is going to be critical to all of us with respect to Asia Pacific, the Asia – and the future of the relationship in terms of both jobs and security. There are masses of young people all around the world looking for opportunity and for jobs.
The challenge to governance is really greater than it’s ever been. We have to deliver, and it requires a kind of cooperative effort that is different from anything we’ve ever known. We have this extraordinary amount of money – a billion dollars a day, unbelievable economic relationship that is moving one way and the other way between our nations. We have a million people a day crossing the border legally one way or the other. It’s an astounding relationship in that regard. And we’re only tapping into it because there’s still too many people yet to fully reach their economic potential in our country and in Mexico. So that’s the challenge, together with the challenge, obviously, of people who don’t like anything to do with modernity or who want to fight back against law and rule of law and structure. So Mexico is fighting some of that battle, and we’re trying to help them do that.
We have a whole bunch of unaccompanied children crossing over the border. It’s an enormous challenge, and we need to meet the challenge even as we are trying to fix our immigration laws, which I hope we could do this year. We passed that bill in the Senate. We now need to and want to pass it in the House of Representatives. I still have hopes that might be possible this year, and that would revolutionize the relationship between us.
But we have to make certain that we don’t let people exploit that issue or create problems with it, so we need to get ahead of it. We have too many guns coming from the United States of America into Mexico. We need to do our fair share of making certain that that’s not disrupting their capacity to fully develop and reach their potential, and to control the communities and the streets and not have chaos in certain places, or challenges by criminal enterprises.
So this is hard stuff. Building community is hard work, but it works. You can see it. You can measure the difference that we are making together every day in our countries, and particularly nearer the borders and in the communities that feel the greatest impact of the flow of those people.
So I just want to say thank you to you for what you’re doing. It’s a big embassy; it’s one of our biggest in the world, and it probably is going to grow, because the population’s going to grow and the challenges are going to grow. And when you add all the consulates and the 20 – I think it’s 26 agencies that – 29 agencies – 29 agencies that are all working together in a coordinated way, that’s more agencies by far than almost every other embassy in the country – in the world has.
So this is a big deal, and I am very, very happy to finally be able to get here and begin a series of engagements which we think are going to mature over the next year on the innovation, research, education front. The bilateral discussion that we had today where we’re actually pinning down real steps that we can take to guarantee that we’re going to expand the opportunities of Fulbright English language, of students moving across both borders both ways and learning in each other’s countries – that’s how you build relationships. I’ve seen that all over the world. I can’t tell you how many foreign ministers, finance ministers, environment ministers, prime ministers, presidents I meet somewhere in the world who brag to me privately how pleased and excited and incredibly affected they were by their relationship to the American university that they went to in their youth. And it builds a foundation of understanding, a relationship on which we have an ability to get through, sometimes, the toughest times.
So a profound thank you to every single one of you. You – I say this everywhere I go because I believe it: We, all of us – me, you, everybody involved in this – gets to wake up every morning – a lot of people who go to work don’t – liking what you do, loving the fact that you get to make a difference in the lives of other people and in the life and definition of your country. If you’re a local employee, Mexican working to help Americans do that, you’re still – you’re making a difference for Mexico and for the United States. And if you’re American, you’re making a difference for both, and that’s the way you build community, that’s the way you build stability, that’s the way you provide opportunity to young people, that’s the way you build the future. How many people get to get up and not punch the clock or go in or do something where they don’t feel that way? So it’s a blessing. And I hope we all work very, very hard as part of a family, which is what we are in the State Department, to keep it that way.
So thank you all. God bless you for what you do, and keep on doing, all the way (inaudible). (Applause.)

I want to thank him and Singapore for their strong strategic partnership with the United States. There are many issues of concern where we think alike and we work in partnership. One of the most recent, obviously, is the Chinese challenge to the Paracel Islands. And we are particularly concerned – all nations that are engaged in navigation and traffic within the South China Sea, the East China Sea, are deeply concerned about this aggressive act. We want to see a code of conduct created; we want to see this resolved peacefully through the Law of the Sea, through arbitration, through any other means, but not direct confrontation and aggressive action.
In addition, we have enormous interests in terms of our economies and other interests. We work on counternarcotics, we work on counterterrorism, and particularly of great interest to both of us is the economic relationship. We have some 2,000 American businesses that are based in Singapore. Singapore is an enormous port, as everybody knows. It’s critical to the trade and commerce in the region. We have had a free trade agreement with Singapore for some period of time now, and that really was the precursor to the thinking about the TPP, Trans-Pacific Partnership, where again, Singapore has been deeply engaged, very involved in helping to shape it, showing leadership for which we are very appreciative.
In addition to that, we are engaged with the U.S.-Asia Pacific Comprehensive Energy Pact Partnership. And this is vital to our ability to be able to attract capital and fund renewable fuel projects, long-term clean energy projects for the future.
So I’m delighted to welcome the foreign minister here today, and we look forward to having a fruitful conversation. Thank you very much.
FOREIGN MINISTER SHANMUGAM: Thank you, Secretary Kerry. We have had – I met Secretary Kerry last year. We have had a great set of interactions. Singapore and U.S., we are old friends. Very strong partnership, very strong security relationship, and we have very similar ideas on a broad range of issues, as Secretary Kerry has said.
I want to talk to Secretary Kerry about both our bilateral issues – there are no issues, but how to take the partnership further, and also on regional issues, and also on the TPP, which Secretary Kerry spoke about. Today, 560,000 American jobs are dependent on exports to ASEAN alone, and ASEAN attracts nearly U.S. $200 billion of investments, the largest in all of Asia. One in three American jobs are dependent on exports to Asia. So the TPP has tremendous economic consequences for the U.S. and for our region, and I hope to speak with Secretary Kerry and others on the importance of making substantial progress, which is the President’s determination.
And on regional issues, on South China Sea issues, we have – I’ve just come from the ASEAN meeting. ASEAN foreign ministers issued a statement. We do not want tension. We want a code of conduct to be progressed with. We need a situation where parties resolve their disputes and differences in a way that’s acceptable to all, and I’m sure we’ll have good discussions. Thank you.

PRESIDENT AQUINO: The honorable President of the United States Barack Obama and his official delegation, members of the Cabinet present, members of the press, ladies and gentlemen: good afternoon.
Today, the Philippines welcomes President Obama and his delegation on his first state visit to the Philippines. The United States is a key ally, a strategic partner, and a reliable friend of the Philippines.
With this visit, we reaffirm the deep partnership between our countries, one founded on democratic values, mutual interest in our shared history and aspirations, and one that will definitely give us the momentum to propel our peoples to even greater heights.
We witnessed the most recent and tangible manifestations of this in the immediate outpouring of assistance from the government of the United States and the American people in the aftermath of Typhoon Haiyan, or Yolanda, and your nation’s clear expression of solidarity with the typhoon survivors.
Mr. President, in your State of the Union address earlier this year, you spoke of how American volunteers and troops were greeted with gratitude in the affected areas. Today, I reiterate formally the Filipino people will never forget such kindness and compassion. On behalf of my countrymen, I thank the United States of America once more for being a true friend to our people.
The friendship and partnership between our countries, however, are evident not only in times of crisis and immediate need, but also in other aspects of our relations. Our defense alliance has been a cornerstone of peace and stability in the Asia Pacific region for more than 60 years. And our strategic partnership spans a broad range of areas of cooperation, contributing to the growth and prosperity of both our nations, and fostering closer bonds between our peoples.
As such, President Obama and I met today with the shared resolve to ensure that our deepening relations are attune to the realities and needs that have emerged in the 21st century, which affect not only our two countries, but also the entire community of nations.
I thank President Obama for the U.S.’s support for our government’s efforts in modernizing and enhancing its defense capabilities. The Philippines-U.S. Enhanced Defense Cooperation Agreement takes our security cooperation to a higher level of engagement, reaffirms our country’s commitment to mutual defense and security, and promotes regional peace and stability.
Both President Obama and I shared the conviction that territorial and maritime disputes in the Asia Pacific region should be settled peacefully based on international law. We affirm that arbitration is an open, friendly and peaceful approach to seeking a just and durable solution. We also underscored the importance of the full and effective implementation of the Declaration of Conduct and the expeditious conclusion of a substantive and legally binding Code of Conduct in the South China Sea -- all towards fostering peace and stability in our part of the world.
We, likewise, welcome the active participation of the United States in regional mechanisms such as the ASEAN Regional Forum and the East Asia Summit.
Typhoon Haiyan showed the entire world how vulnerable the Philippines as well as other developing countries are to natural disasters. As such, humanitarian assistance and disaster response is an essential component of our cooperation. As the United States and the American people have always been ready to support us in the aftermath of disasters, so too do we look forward to the continued cooperation of the United States and the rest of our partners in the international community as we undertake the task of building back the communities affected by Typhoon Haiyan.
This morning we made a promising start as we discussed how our partnership can be enhanced through building climate resilient communities. These kind of strong communities are important not only in withstanding disasters, but also in fostering inclusive growth across the entire country.
President Obama and I recognize the importance of strong economic engagement for the continued growth of both the Philippines and the United States.
On this note, we expressed our appreciation for the U.S.’s support for our government’s programs under the Partnership for Growth framework, which enhances the policy environment for economic growth through US $145 million total plan contribution from the USAID. U.S. support is also coursed through the Millennium Challenge Corporation, which supports the implementation of projects and road infrastructure, poverty reduction, and good governance, with $434 million grant from 2011 to 2016.
Recently, the U.S. Federal Aviation Administration reinstated the Philippines to a Category 1 status. This will redound to mutual benefit for our countries from opening more routes for travel between the United States and the Philippines to creating more business opportunities to facilitate the increased tourism and business travel.
We welcome the substantive agreement between our countries on the terms and concessions for the U.S. to support the Philippines’ request for the extension of special treatment for rice imports until 2017.
We also discussed the Trans-Pacific Partnership, which is a high-standard trade agreement that will shape the global and regional economic architecture in the 21st century. The Philippines is working to assert in how participation in TPP can be realized.
The signing of the Comprehensive Agreement on the Bangsamoro last March 27 brings a just and lasting peace within our reach -- a peace that will serve as a strong foundation for stability, inclusivity, and progress in Mindanao. This was born of the steadfast commitment and the hard work of our administration, the Moro Islamic Liberation Front, and other partners and stakeholders, the U.S. included.
We thank President Obama for the United States’ significant assistance and support for the Philippine peace process. Our meeting today was comprehensive, historic and significant, embodying our shared values and aspirations. It afforded President Obama and myself the opportunity to build on the relations between our countries, and discuss our strategic mission for the future of the Philippines-United States relationship -- a relationship that is modern, mature and forward-looking, and one that allows us to surpass challenges towards the benefit of our peoples, the entire region and the world.

PRESIDENT OBAMA: Mabuhay. Thank you, President Aquino, for your warm welcome and your very kind words.
With the President’s indulgence, I want to begin by saying a few words about some terrible storms and tornadoes back home in the United States. Over the weekend, a series of storms claimed at least a dozen lives and damaged or destroyed homes and businesses and communities across multiple states, with the worst toll in Arkansas. So I want to offer my deepest condolences to all those who lost loved ones. I commend the heroic efforts of first responders and neighbors who rushed to help.
I want everyone affected by this tragedy to know that FEMA and the federal government is on the ground and will help our fellow Americans in need, working with state and local officials. And I want everybody to know that your country will be there to help you recover and rebuild as long as it takes.
Now, this is my first visit to the Philippines as President, and I’m proud to be here as we mark the 70th anniversary of the Battle of Leyte Gulf, when Americans and Filipinos fought together to liberate this nation during World War II. All these years later, we continue to stand shoulder-to-shoulder to uphold peace and security in this region and around the world.
So, Benigno, I want to thank you and the Filipino people not only for your generous hospitality today, but for a friendship that has spanned generations. And I’d add that our friendship is deeper and the United States is stronger because of the contributions and patriotism of millions of proud Filipino-Americans.
As I’ve made clear throughout this trip, the United States is renewing our leadership in the Asia Pacific, and our engagement is rooted in our alliances. And that includes the Philippines, which is the oldest security treaty alliance that we have in Asia. As a vibrant democracy, the Philippines reflects the desire of citizens in this region to live in freedom and to have their universal rights upheld. As one of the fastest-growing economies in Asia, the Philippines represents new opportunities for the trade and investment that creates jobs in both countries.
And given its strategic location, the Philippines is a vital partner on issues such as maritime security and freedom of navigation. And let me add that the recent agreement to end the insurgency in the south gives the Philippines an historic opportunity to forge a lasting peace here at home, with greater security and prosperity for the people of that region.
I was proud to welcome President Aquino to the White House two years ago, and since then we’ve worked to deepen our cooperation and to modernize our alliances. Our partnership reflects an important Filipino concept -- bayanihan -- the idea that we have to work together to accomplish things that we couldn’t achieve on our own. That’s what we saw last year when Typhoon Yolanda devastated so many communities. Our armed forces and civilians from both our countries worked as one to rescue victims and to deliver lifesaving aid. That’s what friends do for each other. And, Mr. President, I want to say to you and the people of the Philippines: The United States will continue to stand with you as you recover and rebuild. Our commitment to the Philippines will not waver.
Today, I’m pleased that we’re beginning an important new chapter in the relationship between our countries, and it starts with our security -- with the new defense cooperation agreement that was signed today. I want to be very clear: The United States is not trying to reclaim old bases or build new bases. At the invitation of the Philippines, American servicemembers will rotate through Filipino facilities. We’ll train and exercise more together so that we’re prepared for a range of challenges, including humanitarian crises and natural disasters like Yolanda.
We’ll work together to build the Philippines’ defense capabilities and to work with other nations to promote regional stability, such as in the South China Sea. And I’m looking forward to my visit with forces from both our nations tomorrow to honor their service and to look ahead to the future we can shape together.
As we strengthen our bilateral security cooperation, we’re also working together with regional institutions like ASEAN and the East Asia Summit. When we met in the Oval Office two years ago, Benigno and I agreed to promote a common set of rules, founded in respect for international law, that will help the Asia Pacific remain open and inclusive as the region grows and develops.
Today, we have reaffirmed the importance of resolving territorial disputes in the region peacefully, without intimidation or coercion. And in that spirit, I told him that the United States supports his decision to pursue international arbitration concerning territorial disputes in the South China Sea.
Finally, we agreed to keep deepening our economic cooperation. I congratulated President Aquino on the reforms that he’s pursued to make the Philippines more competitive. Through our Partnership for Growth and our Millennium Challenge Corporation compact, we’re going to keep working together to support these efforts so that more Filipinos can share in this nation’s economic progress -- because growth has to be broad-based and it has to be inclusive.
We discussed the steps that the Philippines could take to position itself for the Trans-Pacific Partnership. And I encouraged the President to seize the opportunity he’s created by opening the next phase of economic reform and growth.
Today, I’m announcing that my Commerce Secretary, Penny Pritzker, will lead a delegation of American business leaders to the Philippines this June to explore new opportunities. And I’d add that we’ve also committed to work together to address the devastating effects of climate change and to make Philippine communities less vulnerable to extreme storms like Yolanda.
So, Mr. President, let me once again thank you for everything you’ve done to strengthen our alliance and our friendship. I’m looking forward to paying tribute to the bonds between our people at the dinner tonight and to working with you as we write the next chapter in the relationship between our two countries.
Q Good afternoon, Your Excellencies. President Aquino, President Obama -- welcome to the Philippines. My questions are: How did the United States reassure the Philippines that the U.S. is genuinely committed to countering an increasingly assertive China in the region? Will the U.S. defend the Philippines in case the territorial dispute with China in the West Philippine Sea or the South China Sea becomes an armed conflict? And how do you think will China react to the Enhanced Defense Cooperation Agreement? And what are you going to do with this that is consistent with your position to have the territorial disputes resolved in arbitration? Thank you.
PRESIDENT OBAMA: Well, I’ve been consistent throughout my travels in Asia. We welcome China’s peaceful rise. We have a constructive relationship with China. There is enormous trade, enormous business that’s done between the United States and China. There are a whole range of issues on the international stage in which cooperation between the U.S. and China are vital. So our goal is not to counter China. Our goal is not to contain China.
Our goal is to make sure that international rules and norms are respected, and that includes in the area of maritime disputes. We do not have claims in this area territorially. We’re an Asia Pacific nation and our primary interest is the peaceful resolution of conflict, the freedom of navigation that allows for continued progress and prosperity. And we don’t even take a specific position on the disputes between nations.
But as a matter of international law and international norms, we don’t think that coercion and intimidation is the way to manage these disputes. And for that reason we’re very supportive of President Benigno’s approach to go before the tribunal for the law of the sea and to seek international arbitration that can resolve this in a diplomatic fashion.
With respect to the new Defense Cooperation Agreement that’s been signed, the goal here is wide-ranging. We’ve had decades of alliance with the Philippines, but obviously in the 21st century we have to continue to update that. And the goal for this agreement is to build Philippine capacity, to engage in training, to engage in coordination -- not simply to deal with issues of maritime security, but also to enhance our capabilities so that if there’s a natural disaster that takes place, we’re able to potentially respond more quickly; if there are additional threats that may arise, that we are able to work in a cooperative fashion.
This is consistent with, for example, the agreement that we have with Australia, in Darwin. Obviously, we’ve had a longstanding alliance with Australia, but we also recognize that as circumstances change, as capacities change, we have to update that alliance to meet new needs and new challenges.
And so, I think this is going to be a terrific opportunity for us to work with the Philippines to make sure that our navies, our air force are coordinated, to make sure that there’s information-sharing to allow us to respond to new threats, and to work with other countries, ASEAN countries -- Australia, Japan. My hope is, is that at some point we’re going to be able to work cooperatively with China as well, because our goal here is simply to make sure that everybody is operating in a peaceful, responsible fashion. When that happens, that allows countries to focus on what’s most important to people day to day, and that is prosperity, growth, jobs. Those are the things that we as leaders should be focused on, need to be focused on. And if we have security arrangements that avoid conflict and dispute, then we’re able to place our attention on where we should be focused.
MR. CARNEY: The next question comes from Margaret Talev of Bloomberg.
Q Mr. President, later today we are expecting to hear about new sanctions on people close to President Putin. And I wanted to ask you, do you see this as a way to get to Mr. Putin’s personal wealth? Do you believe that he has amassed personal wealth that’s unreported? Or is it just a means of ratcheting up pressure before a move to sectoral sanctions? You mentioned yesterday specifically the defense industry as an area where it doesn’t make sense to move without Europe moving. I wanted to ask you, are we likely to see defense sanctions soon, banking and energy sanctions soon? What kind of timeframe?
And then, President Aquino, if I may, I also wanted to ask you about China and the new agreement. What I wanted to ask you is what message should China take away from the U.S. and the G7’s approach to Russia and Ukraine when it comes to territorial disputes? And do you believe that the military agreement that we’ve just been talking about will in and of itself deter China from being aggressive territorially, or should the U.S. begin developing military options that could be possible contingencies if you needed to go that course? Thanks.
PRESIDENT OBAMA: You’re right, Margaret, that later today there will be an announcement made, and I can tell you that it builds on the sanctions that were already in place. As I indicated, we saw an opportunity through the Geneva talks to move in the direction of a diplomatic resolution to the situation in Ukraine.
The G7 statement accurately points out that the government in Kyiv, the Ukrainian government, has, in fact, abided by that agreement and operated in good faith. And we have not seen comparable efforts by the Russians. And as a consequence, we are going to be moving forward with an expanded list of individuals and companies that will be affected by sanctions. They remain targeted. We will also focus on some areas of high-tech defense exports to Russia that we don’t think are appropriate to be exporting in this kind of climate.
The goal here is not to go after Mr. Putin, personally. The goal is to change his calculus with respect to how the current actions that he’s engaging in in Ukraine could have an adverse impact on the Russian economy over the long haul, and to encourage him to actually walk the walk and not just talk the talk when it comes to diplomatically resolving the crisis in Ukraine. There are specific steps that Russia can take. And if it takes those steps, then you can see an election taking place in Ukraine; you can see the rights of all people inside of Ukraine respected.
The Ukrainian government has put forward credible constitutional reforms of the sort that originally Russian-speaking Ukrainians in the south and east said were part of their grievances, the failure to have their voices heard and represented. Kyiv has responded to those.
And so there’s a path here to resolve this. But Russia has not yet chosen to move forward, and these sanctions represent the next stage in a calibrated effort to change Russia’s behavior. We don’t yet know whether it’s going to work. And that’s why the next phase if, in fact, we saw further Russian aggression towards Ukraine could be sectoral sanctions, less narrowly targeted, addressing sectors like banking or the defense industry.
So those would be more broad-based. Those aren’t what we’ll be announcing today. Today’s will be building on what we’ve already done and continue to be narrowly focused but will exact some additional costs on the Russians. But we are keeping in reserve additional steps that we could take should the situation escalate further.
PRESIDENT AQUINO: First of all, I think China shouldn’t be concerned about this agreement, especially if you look at what is being contemplated -- for instance, training for emergency disaster relief operations.
I’ll give you a perfect example. The Americans have the V-22 Osprey aircraft, which is quite a significant upgrade in capabilities in terms of reaching out to very remote areas. We don’t have a comparable aircraft. We have smaller helicopters. And we had 44 of our provinces devastated by Typhoon Haiyan. Now, the training will not just train our people on how to operate this particular aircraft, but more importantly, even help the Office of Civil Defense, for instance, manage this resource in case a storm or another natural disaster of the scale that transpired does happen.
Secondly, I think the statements that America has been making with regards to Ukraine is the same message that has been said to China, and I guess not only by America but so many other countries. China itself has said repeatedly that they will and have been conforming to international law. And the rest of the world is I think saying we are expecting you to confirm and, by actions, that which you have already been addressing by words, and not distort international law.
The Philippines has not just won through arbitration, but we did remind obviously the President and our dialogue partners that in 2002 they tried to come up with a code of conduct with regards to the South China Sea and the portion which the Philippines claims, which we call the West Philippine Sea. And in 2012, the 10th anniversary, there had still been no progress even -- in the meeting. So the Philippines felt it was timely to raise the matter up and to remind everybody that there is no code of conduct that binds us that sets the operational parameters for all to manage any potential conflict. And as a result of that, there has been preparatory meetings towards the formal meeting to try and constitute a code of conduct.
So at the end of the day, we are not a threat militarily to any country. We don’t even have -- and I have said this often enough -- we don’t even have presently a single fighter aircraft in our inventory. Now, we have I think legitimate needs. We have a 36,000 kilometer coastline. We do have an exclusive economic zone. We do have concerns about poaching on our waters and preserving the environment and even protecting endangered species. So I think no country should begrudge us our rights to be able to attend to our concerns and our needs.
Q Good afternoon, Your Excellencies. This question goes to President Obama, but I would also like to hear the thoughts of President Aquino. I understand the tough balancing act that you need to do between China and your allies in Asia. But do you believe that China’s expansionism is a threat to regional peace and stability? And will the Mutual Defense Treaty apply in the event that the territorial conflict with China escalates into an armed conflict?
PRESIDENT OBAMA: Well, let me repeat what I said earlier. I think that it is good for the region and good for the world if China is successfully developing, if China is lifting more of its people out of poverty. There are a lot of people in China, and the more they’re able to develop and provide basic needs for their people and work cooperatively with other countries in the region, that’s only going to strengthen the region -- that’s not going to weaken it.
I do think that, as President Aquino said very persuasively, that China as a large country has already asserted that it is interested in abiding by international law. And really, our message to China consistently on a whole range of issues is we want to be a partner with you in upholding international law. In fact, larger countries have a greater responsibility in abiding by international norms and rules because when we move, it can worry smaller countries if we don’t do it in a way that’s consistent with international law.
And I think that there are going to be territorial disputes around the world. We have territorial disputes with some of our closest allies. I suspect that there are some islands and rocks in and around Canada and the United States where there are probably still some arguments dating back to the 1800s. But we don’t go around sending ships and threatening folks. What we do is we sit down and we have some people in a room -- it’s boring, it’s not exciting, but it’s usually a good way to work out these problems and work out these issues.
And I think that all the countries that I’ve spoken to in the region during the course of my trip -- Japan, South Korea, Malaysia, and now the Philippines -- their message has been the same everywhere I go, which is they would like to resolve these issues peacefully and diplomatically. That’s why I think that the approach that President Aquino has been taking, putting this before international arbitration, is a sound one.
And if China I think listens to its neighbors and recognizes that there’s another approach to resolve these disputes, what China will find is they’ve got ready and willing partners throughout the Asia Pacific region that want to work with them on trade and commerce and selling goods and buying goods. And it’s inevitable that China is going to be a dominant power in this region just by sheer size. Nobody, I think, denies that. The question is just whether other countries in the region are also able to succeed and prosper on their own terms and tend to the various interests and needs that they and their people have as well. And that’s what we support.
PRESIDENT AQUINO: I think from the onset, our message to China has been I think we’re all focused on achieving greater prosperity for all our respective peoples, and prosperity and continued prosperity does not happen in a vacuum. There has to be stability. And in turn, they have responded that the disputes in the South China Sea/West Philippine Sea are not the end all, be all of our relationships. And we have had good cooperation with them on so many different fronts, and perhaps one could even argue that this is the only sore point in our relationship.
Now, having said that, perhaps -- we have tried to work on that particular premise of building up our ties on different aspects where there is no conflict or very little conflict. And in this particular instance, I have to find the way and means by which we can both achieve our respective goals, which I believe are not -- or should not be mutually exclusive, but rather should be inclusive if at the end of the day, we do want to strive for the prosperity of our respective peoples.
That I think has to be the primordial concern, rather than disputes on a few rocks that are not possible to be inhabited. And I think in due time, given the fact that there’s so much commerce that traverses this particular -- both in the maritime and the air domain -- China, which has achieved its goals of improving the life of its people, will see the soundness of this proposal and perhaps will act more, shall we say, consistently and actively towards achieving that stability for all. That is our hope.
Q Thank you to both Presidents. President Aquino, as a journalist, I’d like to ask you why 26 journalists have been killed since you took office. And I understand that there have only been suspects arrested in six of those cases. What are you doing to fix that?
President Obama, as you grappled here with all these national security challenges, I have two questions. One, back home we’ve learned that 40 military veterans died while they were waiting for health care, a very tragic situation. I know you don’t run the Phoenix Office of Veterans Affairs, but as Commander-in-Chief, what specifically will you pledge to fix that?
And, secondly, more broadly -- big picture -- as you end this trip, I don’t think I have to remind you there have been a lot of unflattering portraits of your foreign policy right now. And rather than get into all the details or red lines, et cetera, I’d like to give you a chance to lay out what your vision is more than five years into office, what you think the Obama doctrine is in terms of what your guiding principle is on all of these crises and how you answer those critics who say they think the doctrine is weakness.
PRESIDENT OBAMA: Well, Ed, I doubt that I’m going to have time to lay out my entire foreign policy doctrine. And there are actually some complimentary pieces as well about my foreign policy, but I’m not sure you ran them.
Here’s I think the general takeaway from this trip. Our alliances in the Asia Pacific have never been stronger; I can say that unequivocally. Our relationship with ASEAN countries in Southeast Asia have never been stronger. I don’t think that’s subject to dispute. As recently as a decade ago, there were great tensions between us and Malaysia, for example. And I think you just witnessed the incredible warmth and strength of the relationship between those two countries.
We’re here in the Philippines signing a defense agreement. Ten years ago, fifteen years ago there was enormous tensions around our defense relationship with the Philippines. And so it’s hard to square whatever it is that the critics are saying with facts on the ground, events on the ground here in the Asia Pacific region. Typically, criticism of our foreign policy has been directed at the failure to use military force. And the question I think I would have is, why is it that everybody is so eager to use military force after we’ve just gone through a decade of war at enormous costs to our troops and to our budget? And what is it exactly that these critics think would have been accomplished?
My job as Commander-in-Chief is to deploy military force as a last resort, and to deploy it wisely. And, frankly, most of the foreign policy commentators that have questioned our policies would go headlong into a bunch of military adventures that the American people had no interest in participating in and would not advance our core security interests.
So if you look at Syria, for example, our interest is in helping the Syrian people, but nobody suggests that us being involved in a land war in Syria would necessarily accomplish this goal. And I would note that those who criticize our foreign policy with respect to Syria, they themselves say, no, no, no, we don’t mean sending in troops. Well, what do you mean? Well, you should be assisting the opposition -- well, we’re assisting the opposition. What else do you mean? Well, perhaps you should have taken a strike in Syria to get chemical weapons out of Syria. Well, it turns out we’re getting chemical weapons out of Syria without having initiated a strike. So what else are you talking about? And at that point it kind of trails off.
In Ukraine, what we’ve done is mobilize the international community. Russia has never been more isolated. A country that used to be clearly in its orbit now is looking much more towards Europe and the West, because they’ve seen that the arrangements that have existed for the last 20 years weren’t working for them. And Russia is having to engage in activities that have been rejected uniformly around the world. And we’ve been able to mobilize the international community to not only put diplomatic pressure on Russia, but also we’ve been able to organize European countries who many were skeptical would do anything to work with us in applying sanctions to Russia. Well, what else should we be doing? Well, we shouldn’t be putting troops in, the critics will say. That’s not what we mean. Well, okay, what are you saying? Well, we should be arming the Ukrainians more. Do people actually think that somehow us sending some additional arms into Ukraine could potentially deter the Russian army? Or are we more likely to deter them by applying the sort of international pressure, diplomatic pressure and economic pressure that we’re applying?
The point is that for some reason many who were proponents of what I consider to be a disastrous decision to go into Iraq haven’t really learned the lesson of the last decade, and they keep on just playing the same note over and over again. Why? I don’t know. But my job as Commander-in-Chief is to look at what is it that is going to advance our security interests over the long term, to keep our military in reserve for where we absolutely need it. There are going to be times where there are disasters and difficulties and challenges all around the world, and not all of those are going to be immediately solvable by us.
But we can continue to speak out clearly about what we believe. Where we can make a difference using all the tools we’ve got in the toolkit, well, we should do so. And if there are occasions where targeted, clear actions can be taken that would make a difference, then we should take them. We don't do them because somebody sitting in an office in Washington or New York think it would look strong. That's not how we make foreign policy. And if you look at the results of what we've done over the last five years, it is fair to say that our alliances are stronger, our partnerships are stronger, and in the Asia Pacific region, just to take one example, we are much better positioned to work with the peoples here on a whole range of issues of mutual interest.
And that may not always be sexy. That may not always attract a lot of attention, and it doesn’t make for good argument on Sunday morning shows. But it avoids errors. You hit singles, you hit doubles; every once in a while we may be able to hit a home run. But we steadily advance the interests of the American people and our partnership with folks around the world.
Q The Veterans Affairs --
PRESIDENT OBAMA: You got me all worked up on the other one. (Laughter.)
The moment we heard about the allegations around these 40 individuals who had died in Phoenix, I immediately ordered the Secretary of Veterans Affairs, General Shinseki, to investigate. We also have an IG investigation taking place. And so we take the allegations very seriously.
That is consistent with what has been my rock-solid commitment to make sure that our veterans are cared for. I believe that if somebody has served our nation then they have to get the benefits and services that they have earned. And my budgets have consistently reflected that. That's why we’ve resourced the Veterans Affairs office more in terms of increases than any other department or agency in my government.
That doesn’t mean, though, that some folks may still not be getting the help that they need. And we're going to find out if, in fact, that's the case, and I'm interested in working with everybody, whether it's our outstanding veteran service organizations or Congress, to make sure that there is not a single veteran in the United States who needs help -- whether because they’re homeless, because they’re sick, because they’re looking for a job. I want to make sure that they are getting the help that they need.
PRESIDENT AQUINO: With regards to the killing of journalists, perhaps we should say from the outset that I don't have the figures right here before me. But we did set up an interagency committee to look on extralegal killings and forced disappearances, torture, and other grave violations of right to life, liberty and security of persons.
And in this particular body, there has been -- I have the figures for labor-related issues -- there were 62 suspected cases of extrajudicial killings referred to it, and of the 62 investigations before this committee, there have been 10 that have been determined to fulfill the criteria and the definitions of what constitutes an extrajudicial killing. Of the 10 cases that have been determined to be possible EJK cases, only one happened during our watch -- the case of Mr. Estrellado.
Now, as far as journalists are concerned, perhaps the track record speaks for itself. The Maguindanao massacre involved something like 52 journalists, and there are presently something like over 100 people who have been indicted for this crime and are undergoing trial. That doesn’t mean that we have stopped trying to look for others potentially involved in this particular killing. And may we just state for the record that even when it comes to journalists, it is not a policy of this state to silence critics. All you have to do would be to turn on the TV, the radio, or look at any newspaper to find an abundance of criticisms.
Now, having said that, investigations have been done. Anybody who has been killed obviously is a victim, and investigations have been ongoing. If at times we do not reveal the discoveries by our intelligence agencies and security services, perhaps we are very sensitive to personal relationships by the people who are deceased who were killed not because of professional activities, but, shall we say, other issues. But having said that, they were killed. That is against the law. And the people will have to be found, prosecuted and sent to jail.
The fourth plank of my promise when I ran for election was judicial reform, and this is still a work in progress. We want to protect all the rights of every individual but also ensure that the speedy portion of the promise also happens. Unfortunately, speed is not a hallmark of our current judicial system and there are various steps -- laws, amendments, particular laws -- even a rethink of the whole process to try and ensure the speedy disposition of justice.
