SECRETARY KERRY: Well, good afternoon, everybody, and it’s my great pleasure to welcome Foreign Minister Ramtane Lamamra, the foreign minister of Algeria. And I’m really happy to welcome him and his entire delegation here. (Inaudible) happy to have you here.

Ramtane and I met last September to discuss regional security issues in Algiers a year ago, I guess, we met during our second annual Strategic Dialogue. So we’ve had a chance to be able to share thoughts and to find common ground, and I’m very, very appreciative for the relationship that we have. And I thank him very much for his hospitality when I was in Algiers. I had a chance to be able to play soccer with a bunch of young kids at a clinic. And I’m very happy that a lot of them were much too young to remember Landon Donovan’s extra-time goal for America that won the – (laughter). I won’t even repeat it. Diplomacy – (laughter) – diplomacy brings countries together and overcomes last-minute World Cup goals. (Laughter.) So thank God for that.

I am very, very grateful to Ramtane for his very generous hospitality, but most importantly, President Obama and our entire Administration are very grateful for the very significant cooperation that we have. It’s a difficult region. There are enormous challenges today. Partners need to work together effectively, and we have been doing so with Algeria, and we thank you for that.

The ties between the United States and Algeria are actually very, very long and longstanding. Many people are not aware that the city of St. Augustine, Florida was founded 450 years ago, and it was named in honor of a man who lived in what is now Algeria, the great scholar Augustine of Hippo. And ever since 1783, when Algeria became one of the very first nations to officially recognize the now-United States, the people of our two countries have actually had a great deal in common.

Those shared interests were reflected today throughout the Strategic Dialogue that has been taking place, and that included expert discussions on four critical sets of issues: energy and commerce; security collaboration; education and cultural exchanges; and the political cooperation. So I just want to offer very quickly a thought on each.

First, we are committed to strengthening the economic and energy ties between our two countries. And just last month, Assistant Secretaries Patterson and Rivkin of the State Department and Jadotte of the Commerce Department led a trade delegation to Algeria. And these delegations enabled top-level American firms to share insights with their Algerian counterparts and to be able to explore new ways of doing business together.

I should emphasize that we’ve been working very intensively with our partners in Algeria to identify and to remove barriers that impede increased trade and investment, including the trade and investment framework, the agreement – the trade and investment agreement council that was reached on February – I think February 17th. And today’s dialogue, Ramtane, contributed to the progress and moving in the right direction on that.

We also appreciate enormously Algeria’s leadership in the climate negotiations that are going to take place in the final meeting in Paris later this year. We’re particularly grateful for your partnership as the co-chair of this important process. And as you know, the United States just submitted its emission reduction target and we strongly encourage Algeria now to also join in putting forward its target. In order for this agreement to succeed – and it is vital for everybody that this agreement does succeed – we need to have everybody participate. And President Obama is deeply engaged, as I am, in crisscrossing the world in order to encourage people to come to Paris ready to make an agreement.

Second, security cooperation is a cornerstone of the U.S.-Algeria relationship. And as we were reminded tragically in Kenya last week, terrorist groups such as Daesh, al-Qaida, al-Shabaab, Boko Haram all pose a serious challenge to every single one of us. And that is why the United States welcomes Algeria’s plan to host an international summit this summer on the issue of de-radicalization, one of several follow-on events to the conference on Countering Violent Extremism that President Obama held here in Washington in February.

I’m grateful to Algeria for agreeing to share the lessons from its own battle against violent extremists, and we greatly appreciate Algeria’s engagement in the Global Counterterrorism Forum and its partnership with us in the leaders meeting in September on the margins of the UN General Assembly.

Our counterterrorism coordinator, who I see sitting here with Ambassador Patterson, Ambassador Kaidanow and Algerian Minister-Delegate Masaha (ph) will continue to work together closely on counterterrorism issues. And we’re going to deepen all the aspects of our security partnership with Algeria, and I look forward to building on our work to promote justice sector reform, the rule of law, and border security.

Third, it is vital for us to continue to strengthen people-to-people ties. The United States is committed to supporting Algeria with more English language learning opportunities, expanding our cultural exchanges, and making it easier for Algerian students to study in the United States. And every person in Algeria who wants to learn English should have the chance to do so. That’s what we believe and we’re going to work on making that a reality. And we’ll continue our efforts to promote citizen engagement with the government and a strong, active, and independent civil society, including through the Middle East Partnership Initiative.

Finally, our political cooperation remains absolutely critical, especially in the face of the growing instability throughout the region. Here Algeria is playing an important, highly constructive role, and we’re grateful for that. I especially appreciate Ramtane’s mediation efforts in support of the inter-Malian peace agreement, a blueprint for restoring security, supporting economic development, and promoting good governance, as well as reconciliation and justice.

Going forward, we believe the parties must abide by their pledge to resolve peacefully their remaining differences and to work together to promote good governance and security for their people.

Algeria has also been a vital backer of UN-led efforts to reach a political solution in the embattled and deeply divided nation of Libya. The recent meeting of Libyan political parties and activists in Algiers was a very important milestone. It underscored not only Algeria’s leadership in the region, but also the commitment of the parties to dialogue as the only viable solution to this crisis. So the United States, I pledge to you, will continue to support this process, the goal of a stable and united Libya at peace with both its neighbors and itself.

Obviously, our delegations had a lot to talk about today, as you can tell from my comments. This dialogue could not be more timely. We value deeply our friendship and we believe strongly that an Algeria that is stable, that is increasingly prosperous and working in partnership with the international community is vital for the region and vital really for the world.

So I warmly welcome our guests today, particularly the new Algerian ambassador here in Washington, Madjid Bouguerra, and I thank them for a very productive and useful set of discussions today. We have to build off of these discussions. I’m confident that we will, and I look forward to visiting with all of you in Algiers sometime in the not-too-distant future.

Now it is my pleasure to recognize Foreign Minister Lamamra. (Applause.)

FOREIGN MINISTER LAMAMRA: Thank you very much, John. Thank you for reminding us of so many commonalities and including those fond memories that we keep of your not-too-distant stay in Algeria, though we would have loved to have you again in between. And I’m delighted that we had so many things to discuss, including between yourself and President Abdelaziz Bouteflika, who is sending his greetings as well as his best wishes to you and through you to President Barack Obama.

I was of the view that we could set aside things, but I think that now it’s better for me also to take advantage of my speaking notes so that I would cover as much ground as you have so ably done. (Laughter.)

SECRETARY KERRY: Well, you should have told me ahead of time. I would have saved time. (Laughter.)

FOREIGN MINISTER LAMAMRA: So it’s nice to be here again during this cherry blossom season. I would like to thank you, John, for your warm welcome and promising remarks. My team is pleased to be part of the third session of the Algeria-U.S. Strategic Dialogue and ready to engage with a positive spirit in a wide-ranging discussion about the implementation of what they have been working on during the day’s session.

Since its inception three years ago, the Algeria-U.S. Strategic Dialogue is having a tangible and positive impact in terms not only of its achievements, but more importantly with regard to the new spirit it had infused to our multidimensional cooperation. This forum has been, indeed, very instrumental in providing the needed holistic approach to our bilateral interactions, and I’m glad to see that we share the same desire and commitment to reinforce them in order to serve the best interests of our two countries. Our ambition is to enlarge the scope of this forum, thus making it an oriented action, policy and decision-making body. Algeria is satisfied indeed with the way this dialogue is evolving and with the results so far achieved.

Dear John, dear friends and colleagues, your visit, John, to Algeria last year was fruitful and it has opened many avenues for both countries to work closely together. In the political field, the two countries have developed strategic partnership that covers many areas. We can say today, safely, that the Algeria-American partnership is effective.

Let me add that Algeria is committed to deepen its political, security, economic and commercial relationship with the United States. Moreover, thanks to the trust, mutual respect and shared values that characterize our relations, Algeria and the United States have been able to maintain continued political dialogue and close consultations on international and regional issues of mutual interest.

On the issue of terrorism, the quality and effectiveness of our cooperation are a source of satisfaction. Indeed, Algeria and the U.S. are playing a leading role in shaping a coordinated global response to this multifaceted threat to the international peace and security. Both our countries are founding members of the Global Forum Against Terrorism. Last month, we hosted a meeting of the Working Group on the Sahel that Algeria co-chairs with Canada. In the months ahead, Algiers will, as you mentioned, host a high-level conference organized by the African Union on the issue of terrorism financing. While the fight against terrorism groups – against terrorist groups must continue to be waged vigorously, there is an urgent need for the international community, we believe, to adjust its preventive strategy in order to be in a better position to counter what we see as a shift in the modus operandi and the targets of these terrorist groups.

In this context, the recently-held White House Summit on Countering Violent Extremism was timely. It was also very useful as it sought to consider the phenomenon of the radicalization especially among the youth in a multidimensional approach. Algeria expressed during that meeting its readiness to share the lessons it has learned the hard way from its own experience in dealing with this very sensitive problem, by organizing a very important international meeting devoted to de-radicalization.

We are of the view that to be successful in this endeavor, we must effectively combat Islamophobia throughout the world. The stigmatization of Muslims is not only unacceptable, but it further damages our collective efforts to countering the propaganda of violent extremism.

Our economic cooperation has reached, during the last months, an unprecedented dynamic in terms of exchange of high-level visits and the holding of business forums and trade missions. These interactions between our respective government representatives and business communities are of the utmost importance. I do believe that the visit of the Algerian minister of industry and mining to the United States last October and the holding last February in Algiers of the second session of Algeria-U.S. Council on Trade and Investment can be considered as a significant progress. I welcome in this regard the holding of this session, and I do hope that the council will be able to meet annually, as stipulated.

Algeria has endeavored to fulfill its obligations under this agreement, and particularly, those obligations relating to the setting of an open and predictable environment for trade and investment, the elimination of non-tariff barriers, and the protection of intellectual property rights. At the same time, Algeria expects that this agreement will effectively encourage investments that are generating wealth, job creation, and transfer of technology. The Algerian Government seeks to diversify the national economy, and it has consequently taken significant and concrete measures for setting up a friendly environment for national and foreign investments. As a matter of fact, we have already asked our international partners, including the U.S., obviously, to support us in this challenging process.

Ladies and gentlemen, in leading an international mediation effort for the resolution of the crisis in Mali – an action that you have mentioned, and I thank you for the kind words you have used in this respect to describe my own personal role in it – Algeria designed a solution that ensures the preservation of the unity and territorial integrity of the Republic of Mali and creates the necessary conditions for its national reconstruction and economic development. The recently-concluded Algiers Agreement represents the best compromise, which serves the interests of Mali while recognizing the legitimate claims and aspirations of the populations of the northern Mali regions.

Algeria is convinced that the restoration of a lasting peace in Mali will have a positive impact on the whole situation in the Sahel region, as well as on the global fight against terrorism. Algeria is committed to building an integrated, united and prosperous Maghreb beyond mere rhetoric. My country has demonstrated in deeds its act of solidarity whenever any one of our neighbors was in need of it. We lent our support, full support to Tunisia to successfully go through the democratic transition and take its responsibilities in the face of terrorism and instability. We are guided by the same spirit of solidarity with regard to the tragic situation prevailing in Libya. Algeria has constantly pleaded for a political solution as the only way to preserve the unity and territorial integrity of Libya. Any military intervention would further exacerbate the conflict and would more than likely annihilate the chances of a peaceful settlement based on national reconciliation. We are glad that Algeria and the U.S. share the same vision and stand by the same position.

In close coordination with the UN Secretary-General Special Representative Bernardino Leon, Algeria has already hosted the meeting of leaders of political parties and prominent Libyan personalities. We see this as a promising step in a process that needs to be supported by the international community as a whole.

On Syria, we believe that there can be no military solution to the conflict. We think also the time has come for the international community to engage all the political actors in an inclusive dialogue with the aim of finding a consensual solution to this destructive and senseless war.

Concerning the situation in the Middle East, Algeria supports the legitimate of the Palestinian people to a state with East Jerusalem, Al-Quds, as its capital. We urge the international community to live up to its obligations towards the peace process, which should resume without delay in order to achieve the just and lasting solution the Middle East is so desperately looking for. I certainly take this opportunity to salute your personal efforts, John, in these regards.

With respect to Western Sahara, Algeria continues to support the UN secretary general and his personal envoy, Chris Ross, in their efforts to achieve a mutually acceptable political solution which provides for the self-determination of the people of Western Sahara in accordance with the UN Charter and relevant resolutions.

Algeria strongly believes that there is no other alternative for the settlement of this conflict than the holding of a free and fair referendum of self-determination for the people of Western Sahara.

Let me conclude, John, by expressing once again my sincere appreciation for you, to you, and for all your colleagues, bearing in mind that the outcomes of this third session of our strategic dialogue are so positive and so promising. I believe that these outcomes will give a real impetus to the already strong and mutually beneficial strategic partnership between our two countries. I very much look forward to receiving you again and again in Algiers. (Applause.)

LANL ANNOUNCES NEW WAY TO GROW HIGH-EFFICIENCY SOLAR CELLS

Los Alamos Develops New Technique for Growing High-Efficiency Perovskite Solar Cells
Researchers’ crystal-production insights resolve manufacturing difficulty

LOS ALAMOS, N.M., January 29, 2015—This week in the journal Science, Los Alamos National Laboratory researchers reveal a new solution-based hot-casting technique that allows growth of highly efficient and reproducible solar cells from large-area perovskite crystals.

“These perovskite crystals offer promising routes for developing low-cost, solar-based, clean global energy solutions for the future,” said Aditya Mohite, the Los Alamos scientist leading the project.

State-of-the-art photovoltaics using high-purity, large-area, wafer-scale single-crystalline semiconductors grown by sophisticated, high temperature crystal-growth processes are seen as the future of efficient solar technology. Solar cells composed of organic-inorganic perovskites offer efficiencies approaching that of silicon, but they have been plagued with some important deficiencies limiting their commercial viability. It is this failure that the Los Alamos technique successfully corrects.

The researchers fabricated planar solar cells from pervoskite materials with large crystalline grains that had efficiencies approaching 18%, among the highest reported in the field of perovskite-based light-to-energy conversion devices. The cells demonstrate little cell-to-cell variability, resulting in devices showing hysteresis-free photovoltaic response, which had been a fundamental bottleneck for stable operation of perovskite devices.

“Characterization and modeling attribute the improved performance to reduced bulk defects and improved charge-carrier mobility in large-grain pervoskite materials,” said Mohite, “and we’ve demonstrated that the crystalline quality is on par with that observed for high-quality semiconductors like silicon and gallium arsenides.”

The researchers anticipate that their crystal growth technique will lead the field towards synthesis of wafer-scale crystalline perovskites necessary for the fabrication of high-efficiency solar-cells and be applicable to several other material systems plagued by polydispersity, defects and grain boundary recombination in solution-processed thin-films.

The work at Los Alamos National Laboratory was supported by a DOE Office of Basic Energy Sciences proposal and by the Los Alamos National Laboratory Directed Research and Development (LDRD) program. This work was done in part at the Center for Integrated Nanotechnologies, a DOE Office of Science User Facility.

Researchers include Wanyi Nie, Hsinhan Tsai, Jean-Christophe Blancon, Amanda J. Neukirch, Gautam Gupta, Jared J. Crochet, Sergei Tretiak, Hsing-Lin Wang and Aditya D. Mohite of Los Alamos, in addition to Reza Asadpour (Purdue University), Manish Chhowalla (Rutgers Univesity) and Muhammad A. Alam (Purdue University).

NSF REPORTS ON TELE-ROBOTICS

Tele-robotics puts robot power at your fingertips
University of Washington research enables robot-assisted surgery and underwater spill prevention

At the Smart America Expo in Washington, D.C., in June, scientists showed off cyber-dogs and disaster drones, smart grids and smart healthcare systems, all intended to address some of the most pressing challenges of our time.

The event brought together leaders from academia, industry and government and demonstrated the ways that smarter cyber-physical systems (CPS)--sometimes called the Internet of Things--can lead to improvements in health care, transportation, energy and emergency response, and other critical areas.

This week and next, we'll feature examples of Nationals Science Foundation (NSF)-supported research from the Smart America Expo. Today: tele-robotics technology that puts robot power at your fingertips. (See Part 1 of the series.)

In the aftermath of an earthquake, every second counts. The teams behind the Smart Emergency Response System (SERS) are developing technology to locate people quickly and help first responders save more lives. The SERS demonstrations at the Smart America Expo incorporated several NSF-supported research projects.

Howard Chizeck, a professor of electrical engineering at the University of Washington, showed a system he's helped develop where one can log in to a Wi-Fi network in order to tele-operate a robot working in a dangerous environment.

"We're looking to give a sense of touch to tele-robotic operators, so you can actually feel what the robot end-effector is doing," Chizeck said. "Maybe you're in an environment that's too dangerous for people. It's too hot, too radioactive, too toxic, too far away, too small, too big, then a robot can let you extend the reach of a human."

The device is being used to allow surgeons to perform remote surgeries from thousands of miles away. And through a start-up called BluHaptics--started by Chizeck and Fredrik Ryden and supported by a Small Business Investment Research grant from NSF--researchers are adapting the technology to allow a robot to work underwater and turn off a valve at the base of an off-shore oil rig to prevent a major spill.

"We're trying to develop tele-robotics for a wide range of opportunities," Chizeck said. "This is potentially a new industry, people operating in dangerous environments from a long distance."

PRESIDENT MAKES REMARKS ON U.S. ECONOMY IN AUSTIN, TEXAS

THE PRESIDENT:  Hello, Austin!  (Applause.)  Hey!  Hello, Austin!  (Applause.)  All right, everybody have a seat, have a seat. 
 
It’s good to be in Austin, Texas.  (Applause.)  Can everybody please give Kinsey a big round of applause for the great introduction?  (Applause.) 
 
AUDIENCE MEMBER:  We love you!
 
THE PRESIDENT:  That's because I love you.  (Applause.)  Everybody knows I love Austin, Texas.  (Applause.)  Every time I come here I tell you how much I love you.  I love Austin.  I love the people.  I love the barbecue -- which I will get right after this.  (Laughter.)  I like the music.  (Applause.)  I've got good memories here, I've got good friends. 
 
I was telling somebody the last time I walked a real walk where I was kind of left alone was in Austin, Texas.  (Applause.) Right before the debate here during the primary in 2007?  2008?  It must have been 2008.  And I was walking along the river and nobody noticed me, and I felt great.  (Laughter.)  And then on the way back somebody did notice me and Secret Service started coming around and -- (laughter) -- but that first walk was really good.  So let’s face it, I just love Austin.  (Applause.)  Love the people of Austin. 
 
I want to thank a proud Texan, Congresswoman Sheila Jackson Lee, for being here today.  We appreciate her.  (Applause.) 
 
It is great to play at the Paramount.  I think I finally made it.  I finally arrived.  (Applause.)  I've enjoyed the last couple of days, just getting out of Washington.  And we started in Colorado, in Denver, and then went to Dallas and then came down here.  And at each stop I've been able to just meet people and talk about people’s lives -- their hopes, their dreams.
 
I just had some coffee, as Kinsey may have mentioned, at the Magnolia Café, which is very nice.  (Applause.)  It was fun, too, because I had a chance to -- there were a bunch of folks there and some EMT folks were there on their break after the shift, and there were a group of high school kids who were getting together -- they were about to go on a two-weeklong service trip to Peru  -- which, by the way, reminds you, you should be optimistic whenever you meet young people because they’re full of energy and idealism.  And so they were going to do this service trip and they were going to go for two days, then, to Machu Picchu -- the old Inca ruins in Peru.  And I said, I always wanted to go there. And they said, well, you can come with us if you want.  (Laughter.)  And I said, I'm really tempted, but I think there are some things I've got to do.  (Laughter.) 
 
But I got them -- in exchange for a selfie with them, they promised that they would send me a picture of them when they get there.  So I'm going to hold them to it.  We got their email and if I don't get it I'll be upset.  (Laughter.) 
 
Anyway, so I was talking to Kinsey because she wrote me a letter and I wanted to reply in person.  Because, as some of you may know, every day, we get tens of thousands of letters or correspondence, emails at the White House.  And ever since the first day I was in office, what I've asked our Correspondence Office to do is to select 10 of them for me to read every night. And in these letters, people tell me their stories.  They talk about losing a job, or finding a job.  They talk about trying to finance a college education.  They talk about challenges because maybe they’re the children of immigrants and they’re worried about their status.  They talk about the hardships they’re going through, successes they’ve had, things they hope for, things that they’re afraid of when it comes to the future and their lives.  
 
Sometimes people say thank you for something I've done or a position I've taken, and some people say, “You're an idiot.”  (Laughter.)  And that’s how I know that I’m getting a good representative sampling because -- (laughter) -- half the letters are less than impressed with me.   
 
So Kinsey wrote me to tell me about her family.  Her mom was a preschool teacher, her dad was an engineer.  Together, obviously, they worked really hard, raised a family.  They were responsible, did all the right things, were able to put their kids through college.  Then they lost their jobs.  And because they lost their jobs as mid-career persons, a lot of their resumes didn’t get answered.  And their savings started to dwindle.  And Kinsey works to pay for school, but it’s not enough. 
 
And she told me that she’s always been passionate about politics and the issues of the day, but after last year’s government shutdown, all this stuff that's happened with her family, it doesn’t seem like anybody in Washington is thinking about them.  She wrote, “I became a disgruntled citizen.  I felt as if my government, my beloved government that’s supposed to look out for the needs of all Americans had failed me.  My parents have always supported my siblings and me,” she wrote, “now it’s my turn to help them.  I want to be involved.  President Obama, what can I do?”
 
So I wanted to meet with Kinsey to let her know that I had heard her, that I listened to what was happening with her family, and I was thinking about her parents and I was thinking about her and her sisters.  And I’m here today because of Kinsey.  And I’m here today because of every American who is working their tail off and does everything right and who believes in the American Dream and just wants a chance to build a decent life for themselves and their families. 
 
And you and folks like Kinsey are the reason I ran for President in the first place -- (applause) -- because your lives are the lives that I lived.  When I listen to Kinsey I think about me and Michelle trying to finance our college education.  When I think about somebody who didn't have health care, I think about my mom when she had cancer that would ultimately end her life at about the age I am now.  When I think about equal pay, I think about my grandmother working her way up at a bank with nothing but a high school education and becoming the vice president of the bank, but always being kind of passed over for the next stage by men who were less qualified than she was. 
 
So the stories that I hear in these letters, they're my story, and they're Michelle’s story, and they're the story that we had before I became senator -- worrying about child care, trying to figure out how to have a balanced life so that if Malia or Sasha got sick we could take time off, and how do you manage all that. 
 
So that's why these letters are so important to me.  And that's why whenever I’m out of Washington, part of what I want to do is just to remember and to connect with your stories so that you know that what I’m trying to do every single day is based on that experience.

THE PRESIDENT:  And when you see the trajectory of Kinsey’s family, in some ways, it’s a little bit a story of what’s happened to America. 
 
The crisis in 2008 hurt us all badly -- worse financial crisis since the Great Depression.  But you think about the progress we’ve made.  Today, our businesses have added nearly 10 million new jobs over the past 52 months.  (Applause.)  Our housing is rebounding.  Our auto industry is booming.  Manufacturing is adding more jobs than any time since the 1990s. The unemployment rate is the lowest point it’s been since September of 2008.  (Applause.)  Kinsey’s dad found a new job that he loves in the field he was trained for.  (Applause.)  So a lot of this was because of the resilience and hard work of the American people.  That's what happens -- Americans bounce back.
 
But some of it had to do with decisions we made to build our economy on a new foundation.  And those decisions are paying off. We’re more energy independent.  For the first time in nearly 20 years, we produce more oil here at home than we buy from abroad. (Applause.)  The world’s largest oil and gas producer isn’t Russia; it’s not Saudi Arabia -- it’s the United States of America.  (Applause.)
 
At the same time, we’ve reduced our total carbon pollution over the past eight years more than any country on Earth.  (Applause.)  We’ve tripled the amount of electricity we generate from wind.  We’ve increased the amount of solar energy we have by 10 times.  We’re creating jobs across the country in clean energy.  (Applause.) 
 
In education, our high school graduation rate is at a record high; the Latino dropout rate has been cut in half since 2000.  (Applause.)  More young people are graduating from college than ever before.
 
AUDIENCE MEMBER:  Si se puede!
 
THE PRESIDENT:  Si se peude.  (Laughter.) 
 
The Affordable Care Act has given millions more families peace of mind.  They won’t go broke just because they get sick.  (Applause.)  Our deficits have been cut by more than half. 
 
We have come farther and recovered faster, thanks to you, than just about any other nation on Earth.  (Applause.)  And so we’ve got a lot to be encouraged by, just as the story of Kinsey’s family makes us feel more encouraged.  For the first time in a decade, business leaders around the world have said the number-one place to invest is not China, it’s the United States of America.  So we’re actually seeing companies bring jobs back. (Applause.)  So there’s no doubt that we are making progress.  By almost every measure, we are better off now than we were when I took office.  (Applause.) 
 
But the fact is we’ve still got a long way to go.  We’ve still got a long way to go, because while we’re creating more jobs faster these first six months of this year than any time since 1999, we know there are still a lot of folks out there who are looking for work or looking for more full-time work or looking for a better-paying job.  Corporate profits are higher than ever.  CEOs make more than ever.  But you’re working harder than ever just to get by and pay the bills. 
 
So, as a whole, the country is doing better.  But the problem is, is that so much of the improved productivity and profits have gone to the folks at the very top, and the average person, their wages and incomes haven’t really gone up at all, and in some cases, haven’t kept up with the rising cost of health care or college or all the basic necessities that people need. 
 
And so, Austin, I’m here to say that this country is not going to succeed if just a few are doing well.  This country succeeds when everybody has got a shot.  (Applause.)  The country does better when the middle class does better, and when there are more ladders of opportunity into the middle class.  (Applause.) That’s the kind of economy that works here in America.  And that’s what’s at stake right now. 
 
Now, that’s why we’re fighting for an opportunity agenda that creates more good jobs and creates more good wages -- jobs in American manufacturing, jobs in construction.  We should be rebuilding infrastructure all across America, putting people back to work rebuilding roads and bridges and schools, creating a smart grid to transmit clean energy across the country more efficiently.  (Applause.)   
 
We can create good jobs in American energy -- (sneezes) -- bless me -- and innovation.  (Laughter.)  I’m okay, just haven’t had enough sleep.  (Laughter.) 
 
We’re fighting for an opportunity agenda that trains more workers with the skills to fill the jobs that are being created. I was talking to some folks from a community college before I came out here.  We’ve learned that if we reach out to businesses and help them design the training programs in the community colleges, then when somebody finishes that training, they know they can get a job right away.  (Applause.)
 
We’re fighting for an opportunity agenda that guarantees every child a world-class education from the time that they are three until the time that they graduate from college.
 
We’re fighting for an opportunity agenda that makes sure your hard work pays off with higher wages and equal pay for equal work, and workplace flexibility, and the overtime pay you’ve earned.  (Applause.)
 
We’re fighting for opportunity for all and the idea that no matter who you are and what you look like and where you come from and who you love, if you work hard in America, if you work hard in Austin, if you work hard in Texas, you can make it here.  (Applause.)  You can make it.  (Applause.)
 
So that's what we’re working for.  And the good news is, is that the things that we need to do are well within our capabilities, our grasp.  We know we can -- we know how to build roads.  We know how to put people back to work on infrastructure. We know that if we invest in early childhood education, every dollar we put in, we get seven dollars back, and fewer dropouts and fewer teen pregnancies, and fewer folks going into the criminal justice system.  (Applause.) 
 
We know that if we do some basic things, if we make some basic changes, we’ll see more jobs, faster economic growth, lift more incomes, strengthen the middle class.  They are common-sense things.  They're not that radical.  We know it’s what we should be doing.  And what drives me nuts -- and I know drives you nuts -- is Washington isn’t doing it.  (Applause.)
 
And let me be clear about why Washington is broken, because sometimes everybody says, well, you know what, all politicians are the same, he parties -- the Democrats, Republicans, it doesn't matter.  Look, Democrats are not perfect, I promise you. I know a lot of them.  (Laughter.)  And, yes, every member of Congress, they're thinking about, I’d like to be reelected and I’d like to keep my job.  That's human nature.  We all understand that.  But let me be clear.  On the common-sense agenda that would help middle-class families, the overwhelming number of Democrats are in favor of these things. 
 
They're in favor of minimum wage.  They're in favor of equal pay.  (Applause.)  They're in favor of extending unemployment benefits.  They're in favor of infrastructure.  They're in favor of investing in research and development.  They're in favor of making college more affordable.  They’ve got specific proposals. They're willing to compromise.  They're prepared to go forward. 
 
So when folks say they're frustrated with Congress, let’s be clear about what the problem is.  (Applause.)  I’m just telling the truth now.  I don't have to run for office again, so I can just let her rip.  (Applause.)  And I want to assure you, I’m really not that partisan of a guy.  My favorite President is the first Republican President, a guy named Abraham Lincoln.  You look at our history, and we had great Republican Presidents who  -- like Teddy Roosevelt started the National Park System, and Dwight Eisenhower built the Interstate Highway System, and Richard Nixon started the EPA. 
 
The statement I’m making is not a partisan statement, it is a statement of fact.  (Applause.)  So far this year, Republicans in Congress have blocked or voted down every serious idea to strengthen the middle class.  They have said no --
 
AUDIENCE:  Booo!
 
THE PRESIDENT:  Don't boo now, because what I want you to do is vote.  (Applause.)
 
They’ve said no to raising the minimum wage.  They’ve said no to fair pay.  They said no to unemployment insurance for hardworking folks like Kinsey’s parents who have paid taxes all their lives and never depended on anything and just needed a little help to get over a hump.  They said no to fixing our broken immigration system that we know would strengthen our borders and our businesses and help families.  (Applause.)
 
Instead of investing in education that helps working families, they voted to give another massive tax cut to the wealthiest Americans.  Instead of creating jobs by rebuilding our infrastructure, our roads, our bridges, our ports that help every business, they’ve decided to protect tax loopholes for companies that are shifting jobs overseas and profits overseas. 
 
The best thing you can say about this Congress -- the Republicans in Congress, and particularly the House of Representatives -- the best you can say for them this year is that so far they have not shut down the government -- (laughter) -- or threatened to have America welch on our obligations and ruin our credit rating.  That's the best you can say.  But of course, it’s only July -- (laughter) -- so who knows what they may cook up in the next few months.
 
So even as they’re blocking policies that would help middle-class families, they keep on offering these theories of the economy that have failed over and over again.  They say, well, if we give more tax breaks to folks at the top that's going to be good.  If we make fewer investments in things like education, everything will work out.  If we loosen the rules for big banks and credit card companies and polluters and insurers, somehow that's going to make the economy better.  If we shrink the safety net and cut Medicaid and cut food stamps, and make sure that folks who are vulnerable and trying to get back on their suffer more hardship, somehow that's going to improve the economy.
 
Now, they believe these things -- sincerely, I assume -- that if they -- if we do these things, if we just take care of folks at the top, or at least if we don't empower our government to be able to help anybody, that somehow jobs and prosperity will trickle down and we’ll all be better off.
 
And that may work just fine for folks at the top.  It worked fine for me.  I don't need government.  (Laughter.)  Michelle and I now are in a position where we can pretty much finance Malia and Sasha’s college education.  But I remember when Michelle’s parents couldn’t, they needed help.  And I don't know about you, but I don't believe in pulling up the ladder once I’m up.  I believe in extending it down and making sure that everybody has a chance to climb up.  (Applause.)
 
The status quo certainly works for the special interests in Washington who like things just as they are.  They’ll be fine whether Congress ever passes a bill again or not.  But it doesn’t help you.  It doesn't help your neighbors.  It doesn't help your friends.  It doesn't help your communities.
 
And what it does, is it just feeds people’s cynicism about Washington.  It just makes people think, well, nothing can happen, and people start feeling hopeless.  And we have to understand, in the face of all evidence to the contrary in Washington, we can do better than we’re doing right now.  (Applause.)  We can do better than what we’re doing right now.
 
We know from our history, our economy does not grow from the top down, it grows from the middle up.  It grows from a rising, thriving middle class.  It grows when we got ladders of opportunity for everybody, and every young person in America is feeling hopeful and has a chance to do what they can with the God-given talents that they have.  That’s what we’re fighting for.  That is what you should be fighting for.  (Applause.)
 
And I will always look -- I’ll always look for ways to get Republicans and Democrats together in this effort.  But I’m not  -- I can't stand by with partisan gridlock that's the result of cynical political games that threaten the hard work of millions of Americans.  I’m not just going to stand by and say, okay, that's -- I guess that's the way it is.  Whenever and wherever I have the power, the legal authority to help families like yours, even if Congress is not doing anything, I will take that opportunity.  I will try to make something happen.  (Applause.)
And that’s the reason -- that's the reason why my administration has taken more than 40 different actions just this year to help working Americans -- because Congress won’t.
 
Congress won’t act to make sure a woman gets equal pay for equal work.  So I made sure more women have the protections they need to fight for fair pay in the workplace -- because I think when women succeed America succeeds.   So we went ahead and did that.  (Applause.)
 
Congress won’t act to create jobs in manufacturing or construction.  Well, I went ahead and speeded up permits for big projects.  We launched a new hub to attract more high-tech manufacturing jobs to America.  I want to make sure the next revolution in manufacturing is right here in America; it’s an American revolution, not a German or a Chinese revolution.  I want it happening right here in Austin, Texas.  (Applause.)
 
Congress so far hasn’t acted to help more young people manage their student loan debt.  So I acted with my lawful authority to give nearly 5 million Americans the chance to cap their student loan payments at 10 percent of their income so they can manage it better, so that if they go into teaching, or they go into social work, or they're doing something at a non-for-profit, that they're not encumbered by mountains of debt.  I don’t want our future leaders saddled with debt before they start out in life.  (Applause.)
 
And Republicans in Congress so far have refused to raise workers’ wages with a higher minimum wage.  So I acted to require that federal contractors pay their employees a fair wage of at least $10.10 an hour -- (applause) -- which would give hundreds of thousands of workers a raise.  I asked business owners and governors and mayors and state legislators -- anybody I could work with -- do what you can on your own, I told them. 
 
Since the first time I asked Congress to raise the minimum wage, Congress hasn’t done anything, but 13 states have gone ahead and raised theirs.  (Applause.)  And, by the way -- this is important to remember just because folks are always trying to run the okey doke on you -- (laughter) -- the states that have increased their minimum wages this year have seen higher job growth than the states that have not increased their minimum wage.  (Applause.)  And more and more business owners are choosing to lift the wages for their workers because they understand that it’s going to be good to have productive workers, loyal workers, invested workers. 
 
Just yesterday, before I came down to Texas, when I was in Denver, I met with Carolyn Reed.  She owns six Silver Mine sub shops.  She started her own business.  She was working at UPS and decided she wanted to be a business owner, got her first franchise.  Her and her husband mortgaged their house.  Eventually, they got an SBA loan.  Now, she’s got six stores.  A wonderful woman.  And today, she decided to raise her hourly employees’ wages to a minimum of $10.10 an hour.  (Applause.)  She just went ahead and did it on her own, because she realized that she’ll have less turnover and she’s going to have more productive workers. 
 
As long as Congress will not increase wages for workers, I will go and talk to every business in America if I have to.  (Applause.)  There’s no denying a simple truth:  America deserves a raise, and if you work full-time in this country, you shouldn’t live in poverty.  That’s something that we all believe. (Applause.)   
 
Now, here’s where it gets interesting.  There are a number of Republicans, including a number in the Texas delegation, who are mad at me for taking these actions.  They actually plan to sue me.  (Laughter.)  Now, I don’t know which things they find most offensive -- me helping to create jobs, or me raising wages, or me easing the student loan burdens, or me making sure women can find out whether they’re getting paid the same as men for doing the same job.  I don’t know which of these actions really bug them.  (Laughter.) 
 
The truth is, even with all the actions I’ve taken this year, I’m issuing executive orders at the lowest rate in more than 100 years.  So it’s not clear how it is that Republicans didn’t seem to mind when President Bush took more executive actions than I did.  (Applause.)  Maybe it’s just me they don’t like.  I don’t know.  Maybe there’s some principle out there that I haven’t discerned, that I haven’t figure out.  (Laughter.)  You hear some of them -- “sue him,” “impeach him.”  Really?  (Laughter.)  Really?  For what?  (Applause.)  You’re going to sue me for doing my job?  Okay.  (Applause.)   
 
I mean, think about that.  You’re going to use taxpayer money to sue me for doing my job -- (laughter) -- while you don’t do your job.  (Applause.) 
 
There’s a great movie called “The Departed” -- a little violent for kids.  But there’s a scene in the movie where Mark Wahlberg -- they’re on a stakeout and somehow the guy loses the guy that they’re tracking.   And Wahlberg is all upset and yelling at the guy.  And the guy looks up and he says, “Well, who are you?”  And Wahlberg says, “I’m the guy doing my job.  You must be the other guy.”  (Laughter and applause.)  Sometimes, I feel like saying to these guys, I’m the guy doing my job, you must be the other guy.  (Applause.) 
 
So rather than wage another political stunt that wastes time, wastes taxpayers’ money, I’ve got a better idea:  Do something.  (Applause.)  If you’re mad at me for helping people on my own, let’s team up.  Let’s pass some bills.  Let’s help America together.  (Applause.)   
 
It is lonely, me just doing stuff.  I’d love if the Republicans did stuff, too.  (Laughter.)  On immigration issues, we’ve got -- and to their credit, there are some Republicans in the Senate who actually worked with Democrats, passed a bill, would strengthen the borders, would help make the system more fair and more just.  But the House Republicans, they haven’t even called the bill.  They won’t even take a vote on the bill.  They don’t have enough energy or organization or I don’t know what to just even vote no on the bill.  (Laughter.)  And then they’re made at me for trying to do some things to make the immigration system work better.  So it doesn’t make sense.
 
AUDIENCE MEMBER:  (Inaudible.)
 
THE PRESIDENT:  I’m sorry, what are you yelling about now?  Sit down, guys.  I’m almost done.  Come on, sit down.  I’ll talk to you afterwards, I promise.  I’ll bring you back.  I’m wrapping things up here.
 
AUDIENCE MEMBER:  (Inaudible.)
 
THE PRESIDENT:  I understand.  See, everybody is going to start -- I’m on your side, man.  Sit down, guys, we’ll talk about it later, I promise.
 
So, look, here’s what we could do.  We could do so much more -- you don’t have to escort them out.  They’ll sit down.  I promise, I’ll talk to you afterwards. 
 
We could do so much more if Republicans in Congress would focus less on stacking the deck for those on the top and focus more on creating opportunity for everybody.  And I want to work with them.  I don’t expect them to agree with me on everything, but at least agree with me on the things that you used to say you were for before I was for them.  (Applause.) 
 
You used to be for building roads and infrastructure.  Nothing has changed.  Let’s go ahead and do it.  (Applause.)  Ronald Reagan passed immigration reform, and you love Ronald Reagan.  Let’s go ahead and do it.  (Applause.)   
 
I mean, what changed?  I’m just saying.  (Laughter.)  That’s what made our country great, a sense of common purpose, a sense we’re all in it together as one nation, as one people.  We can debate the issues, we can have our differences, but let’s do something.  (Applause.)  Let’s rally around an economic patriotism that says, instead of giving more tax breaks to millionaires, let’s give tax breaks to working families to help pay for child care or college. 
 
Instead of protecting tax loopholes that let corporations keep their profits overseas,  let’s put some of that money to work right here in the United States rebuilding America.  (Applause.)  We can rebuild our airports, create the next generation of good manufacturing jobs, make sure those are made in America. 
 
Let’s rally around a patriotism that says we’re stronger as a nation when we cultivate the ingenuity and talent of every American, and give every 4-year-old in America access to high-quality education -- good-quality preschool.  (Applause.)  Let’s redesign our high schools to make them more relevant to the 21st century economy.  Let’s make college more affordable.  Let’s  make sure every worker, if you lose your job, you can get a good job training that gives you an even better job.  (Applause.) 
 
Let’s embrace the patriotism that says it’s a good thing when our fellow citizens have health care.  It’s not a bad thing. (Applause.)  That’s not a bad thing.  It’s a good thing when women earn what men do for the same work.  That’s an all-American principle.  (Applause.)  Everybody has got a mom out there or a wife out there or a daughter out there.  They don’t want them to not get treated fairly.  Why would you be against that? 
 
It’s a good thing when parents can take a day off to care for a sick child without losing their job or losing pay and they can’t pay their bills at the end of the month.  It’s a good thing when nobody who works full-time is living in poverty.  That is not radical.  It’s not un-American.  It’s not socialist.  That’s how we built this country.  It’s what America is all about, us working together.  (Applause.)   
 
So let me just wrap up by saying this:  The hardest thing to change in politics is a stubborn status quo.  Our democracy is designed where folks who have power, who have clout -- they can block stuff, they can keep things as they are.  It’s hard.  It’s even harder when Washington seems focused on everything but your concerns, Kinsey’s concerns. 
 
There are plenty of people who count on you getting cynical and count on you not getting involved so that you don’t vote, so you give up.  And you can’t give into that.  America is making progress, despite what the cynics say.  (Applause.)  Despite unyielding opposition and a Congress that can’t seem to do anything, there are workers with jobs who didn’t have them before; there are families with health insurance who didn’t have them before; there are students in college who couldn’t afford it before; there are troops who served tour after tour who are home with their families today.  (Applause.)   
 
Cynicism is popular.  Cynicism is popular these days.  It’s what passes off as wisdom.  But cynics didn’t put a man on the moon.  Cynics never won a war.  Cynics didn’t cure a disease, or start a business, or feed a young mind.  Cynicism didn’t bring about the right for women to vote, or the right for African Americans to be full citizens.  Cynicism is a choice. 
 
Hope is a better choice.  Hope is what gave young soldiers the courage to storm a beach.  Hope is what gave young people the strength to march for women’s rights and civil rights and voting rights and gay rights and immigrant rights.  (Applause.) 
 
Hope is what compelled Kinsey to sit down and pick up a pen, and ask “what can I do,” and actually think maybe the President might read that story and it might make a difference.  (Applause.)  And her voice rang out here in the Paramount Theatre.  And it’s her voice and your voice that’s going to change this country.  That’s how we’re going to make sure that we remain the greatest nation on Earth -- not by asking what we can do for ourselves, but what we can do for each other and what we can do for our country. 
 
And so, as President, I’m going to keep a promise that I made when I first ran:  Every day, I will keep asking the same question, and that is, how can I help you?  And I’ll keep treating your cares and your concerns as my own.  And I will keep fighting to restore the American Dream for everybody who’s willing to work for it. 
 
And I am going to need you to be right there with me.  (Applause.)  Do not get cynical.  Hope is the better choice.

.LEADERS OF U.S. AND DJIBOUTI ISSUE JOINT STATEMENT REGARDING RELATIONSHIP

Joint Statement by the Leaders of the United States and the Republic of Djibouti

Today at the White House, President Obama and Djiboutian President Ismail Omar Guelleh pledged to work closely together to advance their shared vision for a secure, stable, and prosperous Horn of Africa and to strengthen and deepen the strategic partnership between our two countries.
Economic, Trade, and Energy Cooperation
President Obama and President Guelleh discussed their shared vision for addressing human capital and economic development challenges in Djibouti.  President Obama noted his strong support for the Djiboutian government’s efforts to achieve its ambitious reform goals and to respond to the needs of Djiboutian citizens.  President Guelleh highlighted the positive impact of U.S. investments in Djiboutian communities, particularly in the areas of health and education, and President Obama commended President Guelleh for his commitment to lowering unemployment, reducing poverty, and improving reliable access to energy, potable water, and health care.
To help grow Djibouti’s economy and assist Djibouti in achieving these goals, the United States pledged to increase technical and financial assistance to the Djiboutian people and to invest in Djibouti’s development priorities.  President Obama pledged to expand U.S.-sponsored workforce education and training to help strengthen Djibouti’s workforce and set a foundation for expanded employment and private sector investment.
President Obama also reaffirmed his strong commitment to expanding reliable access to electricity in Africa.  Given Djibouti’s electricity needs and to enhance its role as a regional commercial hub, the United States plans to provide technical assistance to support Djibouti’s energy sector.  The leaders identified areas for future cooperation on energy, including through the East African Geothermal Partnership.  The United States plans to help build the Government of Djibouti's technical and institutional capacity to leverage greater private sector investment across the energy sector, including working together to catalyze private financing to develop renewable energy in Djibouti.
Regional Integration, Youth Empowerment, and Development
President Obama congratulated President Guelleh on Djibouti’s committed participation and leadership in regional bodies, including as host to and co-founder of the Intergovernmental Authority on Development (IGAD).  President Obama noted his strong support for President Guelleh’s leadership in the Horn of Africa and welcomed his plans for infrastructure development and economic integration across an increasingly vital region.  The two leaders shared their assessments of the pivotal role economic development and democratic governance can play in Djibouti’s future, including in advancing economic and development goals.
President Obama recognized President Guelleh for his commitment to empowering women and girls and promoting increased access to education and health services.  President Obama congratulated President Guelleh on the Djiboutian youth who have been selected to represent Djibouti as participants in the Young African Leaders Initiative.  The leaders emphasized the importance of supporting young entrepreneurs, encouraging youth to engage in public service and invest in the next generation of African leaders.
The Presidents also discussed ways that the U.S. presence at Camp Lemonnier can help further expand economic opportunity for the Djiboutian people, including through the Administration’s work with the U.S. Congress on proposed “Djibouti First” legislation that would that would give preference to Djiboutian products and services in Department of Defense procurements in support of U.S. requirements in Djibouti.  In doing so, the United States seeks to promote stability and economic development beneficial to both countries and to demonstrate our long term commitment to Djibouti’s long term economic growth. 
Defense, Security and Regional Counterterrorism Cooperation
The two leaders discussed their shared commitment to increase security and stability in the Horn of Africa and to prevent al-Qa’ida and al-Shabaab from gaining new footholds.  President Obama and President Guelleh discussed ongoing civilian and military cooperation in the areas of countering terrorism and violent extremism, countering piracy, enhancing maritime security, and securing Djibouti’s borders.  They recognized the important role that U.S.-Djibouti cooperation plays in achieving these goals, and reaffirmed that our shared security priorities remain a central component of our relationship.
The Presidents noted Camp Lemonnier’s critical role as an operational headquarters for regional security and the importance the base plays in protecting Americans and Djiboutians alike from violent extremist individuals and organizations.  President Obama thanked President Guelleh for helping ensure the safety and security of U.S. personnel in Djibouti.
President Obama announced the United States’ intention to provide enhanced security assistance and equipment to Djiboutian security forces to advance these shared regional security and counterterrorism goals, including by providing materiel and assistance to Djiboutian forces deploying to the African Union Mission in Somalia (AMISOM).  The leaders also plan to expand liaison relationships as a critical way to deepen our partnership.
Shared Efforts in Somalia
The Presidents noted that transnational challenges in the Horn of Africa cannot be met by any one country alone.  President Obama commended Djibouti’s important contributions to peace and security in Somalia,  including through its participation in AMISOM operations aimed at defeating al-Shabaab and by organizing a number of reconciliation conferences in support of peacemaking efforts.  Djibouti has also strongly and consistently supported multinational efforts to counter piracy off the coast of Somalia.
President Guelleh noted that Djibouti’s efforts as part of AMISOM have helped provide Somalis with their best chance to achieve security, stability and peace in more than two decades.  The two leaders discussed Djibouti’s experience as a troop-contributing country to AMISOM.  The Presidents highlighted the need to support renewed efforts by AMISOM and the Somali National Army to defeat al-Shabaab and to help bring security and stability to Somalia.  This commitment has not been without burden and cost.  President Obama praised the brave service of Djiboutian soldiers in Somalia and recognized the sacrifices members of the Djiboutian Armed Forces and their families have made to help bring peace to Somalia. 
A Long-Term Strategic Partnership
President Obama and President Guelleh concluded their meeting by reaffirming their shared commitment to the special and longstanding relationship between the United States and the Republic of Djibouti.  The leaders pledged to continue to work to strengthen our strategic partnership and contribute to a more secure world.  To carry this important dialogue forward, they intend to establish a U.S.-Djibouti Binational Forum and to designate senior officials to lead the implementation of the commitments made today in the spirit of building a vibrant 21stCentury Strategic Partnership grounded in friendship, mutual trust, and common security.

FTC CHAIR RELEASES HIGHLIGHTS FROM 2013

FTC Chairwoman Releases 2013 Annual Highlights

Federal Trade Commission Chairwoman Edith Ramirez released the agency’s 2013 Annual Highlights today at the Spring Meeting of the American Bar Association’s Section of Antirust Law in Washington emphasizing the agency’s work to protect consumers and promote competition during the past calendar year.

“The hallmark of our work has been, and will continue to be, our ability to adapt established tools – law enforcement, policy initiatives and education – to address economic challenges and technological advances that Congress could never have imagined when it created the FTC,” said Ramirez in her Highlights message.
The agency’s Enforcement Highlights address a range of law enforcement actions in industries including health care, technology, and energy and the environment. Promoting competition in the health care and pharmaceutical industries that reduces costs to consumers remains a top priority for the Commission and among the most notable accomplishments last year in this area, the FTC obtained two Supreme Court victories (FTC v. Actavis Inc., and FTC v. Phoebe Putney).

Focusing on the technology sector, the agency took its first actions involving mobile cramming and the Internet of Things. Law enforcement to stop consumer fraud continued to be a high priority for the agency along with its complementary order enforcement program. The FTC’s actions resulted in redress orders of more than $297 million and civil penalty orders of $20 million.

As noted in Policy Highlights, the Commission filed 18 advocacy and amicus briefs on topics such as non-physician health care professionals, dental therapy education programs, and local taxicab regulations. Staff conducted 11 workshops on a range of topics including biologic medicines, native advertising, and the Internet of Things, to name a few. The Commission and staff also published 16 reports on topics including mobile payments and mobile privacy disclosures, among others. The FTC also continued to lead efforts to develop strong mutual enforcement cooperation and sound policy with its international partners.

Finally, the FTC’s Education and Outreach Highlights recognizes the agency’s work to alert businesses to compliance standards, and to alert consumers to the tell-tale signs of fraud and deceptive business practices. Among the agency’s many educational products produced in 2013, the FTC released new guidance for media to spot false weight-loss claims; developed information for mobile app developers; hosted the first Military Consumer Protection Day; and launched its Competition Matters blog.

PRESS GAGGLE WITH DEPUTY PRESS SECRETARY JOSH EARNEST

MR. EARNEST:  This afternoon, the President and First Lady are headed to Coral Reef High School to talk about ensuring that as many students as possible fill out the financial aid forms that open the door to a college education.  Never before has a college education been as important as it is now in expanding opportunity and ensuring economic stability in this global economy. 
The First Lady has previously talked about efforts the administration has taken to simplify the financial aid form.  Today, the President will talk about an executive action that he'll take to better track which students have completed the form, which will assist efforts to encourage the families of students to do so.
And I'll also point out that any time you're going to a school whose mascot is the barracuda you know it's going to be an interesting afternoon.  So it should be kind of fun. 
With that, why don't we take some questions?
Q    Quick question -- the readout this morning on the President’s call to the Japanese Prime Minister, he talked about they agreed to work with other G7 countries to put pressure on Russia.  Does that reference signal the U.S. no longer views the group as the G8?  And if that's the case, what’s the latest on the President going to the previously scheduled so-called G8 summit in Sochi?
MR. EARNEST:  Jeff, as you know, what we have done is we've suspended our participation in meetings to prepare for the G8 meeting in Sochi.  The reference to the G7 is simply an indication of how united those seven countries are in our resolve to stand up for principles relating to territorial integrity and individual state sovereignty.  You’ve heard these seven countries speak with one voice on this issue and you’ve seen these seven countries demonstrate their resolve in considering a range of options to demonstrate that there will be costs associated with violating principles like this. 
So you saw the readout from the call that the President had with Prime Minister Abe, and Prime Minister Abe was of one mind with the President and the other members of the international community and the other members of the G7 on this issue.
Q    So Sochi, on or off?  If it continues, will the President go?
MR. EARNEST:  Well, I don't have any announcements to make about the President’s travel in June.  But I can tell you that there had been meetings, as there always is, in advance of the big meeting in June among the countries to prepare for meetings like that.  Our participation in those meetings has been suspended, and I think it would be logical for anybody to conclude that it raises significant questions about whether or not we’d participate in the meeting in June.
Q    I wanted to ask you about Senator Gillibrand’s sexual assault bill -- military sexual assault bill.  I don't remember the President ever coming out and saying where he stood on that bill.  Did he have a position on it?  And was it getting blocked in the Senate, was that something that the White House thought was okay or --
MR. EARNEST:  I'm going to have to pull some additional information for you, which I could get this afternoon, related to this.  It has been the administration’s position and you’ve heard the President speak very forcefully as the Commander-in-Chief about taking the kinds of steps necessary to address what is a persistent problem in our armed forces.  But in terms of our position on specific proposals to reform that system, let me get back to you on that.
Q    A quick one on Ukraine again.  Republicans have been pushing this plan to increase exports of natural gas.  Does the administration see that as some type of realistic option when it comes to helping overseas?
MR. EARNEST:  Let me start by saying this:  There are six licenses that have been approved by the Department of Energy related to the export of about 8.5 billion cubic feet per day of natural gas to a range of countries around the world.  What’s important for you to understand about those licenses that have already been issued is that the projects for delivering the product would not be completed until the end of next year.  So proposals to try to respond to the situation in Ukraine that are related to our policy on exporting natural gas would not have an immediate effect.
The other factor that’s important to understand about the situation is the current inventories of liquefied natural gas in Europe and in Ukraine are actually above traditional levels or above normal levels.  The reason for that is, unlike North America, they’ve had a relatively mild winter in Europe and the region.  So there is no indication currently that there’s much risk of a natural gas shortage in the region.
The other dynamic that factors into all this is that Russia prides itself on being a reliable supplier of natural gas to countries around the world -- I would say natural gas and other sources of energy to countries around the world.  Shutting off the natural gas would threaten that reputation -- it certainly would undermine it, not just in the eyes of Ukraine and Europe but in countries around the world.
Finally, it’s also important to recognize that Russia relies on revenue from exporting natural gas and other sources of energy.  Russia currently yields about $50 billion a year in revenue from exporting natural gas, so ending that kind of relationship with Europe would have significant financial consequences for Russia as well. 
So this is a complicated situation.  For a more detailed explanation of this complicated dynamic, I’d refer you to the Department of Energy.  But in terms of the top lines, the United States has a long relationship with Ukraine and has actually been talking about these energy issues for some time.  Vice President Biden traveled to Ukraine in 2009, and one of the items at the top of the agenda was efforts by the United States to work with Ukraine to help them reduce their dependence on Russian sources of energy, to help them reform their energy sector, to improve efficiency, to improve energy security in Ukraine.  So this is a complicated issue, one that we’ve been coordinating with the Ukrainians on for quite some time.
So I think that mostly answers your question, but for a more detailed answer, I’d refer you to the Department of Energy.
Q    Just related to that, did this come up in the call last night with the Prime Minister?  Because I know that it’s been really important for Japan to build a strong relationship with Russia for natural gas.  Was the President able to give any assurances to the Prime Minister about this?
MR. EARNEST:  I don’t want to get into a more detailed readout beyond what we issued last night and early this morning. But I will say that the executive order that the President issued yesterday put in place a structure where sanctions could be implemented.  As Jay discussed during the briefing, no specific organizations have been targeted at this point, but that process is underway.  So there’s no immediate impact from the sanctions that the President has considered in terms of interrupting anybody’s access to Russian sources of energy. 
What sanctions we’ll be focused on are individuals and entities that have interfered with or played a prominent role in interfering with the sovereignty of Ukraine.  And those are the individuals and entities that will be targeted.  And when we have additional announcements on that, we will.  Let me just end this answer by saying that, as I mentioned in my previous answer, that Prime Minister Abe is committed, or voiced to the President his commitment to closely coordinating with the international community and with the other countries in the G7 in standing up for the principle of respecting state sovereignty and the territorial integrity of independent nations.
Q    Josh, I’m wondering why the White House made the decision or the President made the decision to stick to the plan of spending the weekend in Key Largo, given obviously the pace of events overseas and the fact that the Vice President is also going to be out of the country?
MR. EARNEST:  Well, Mark, as you’ve been covering the President this week, you know that he has had a very robust schedule of consulting with President Putin a couple of times this week, that he has had a number of conversations with Prime Minister Cameron, Chancellor Merkel, and other foreign leaders -- Prime Minister Abe just last night.  He has been able to do all of that without interrupting what has otherwise been a pretty busy schedule for him this week -- during a snow day in Washington, D.C., during the rollout of the President’s Fiscal Year 2015 budget.  Our ongoing efforts to monitor ongoing events in Ukraine and to stay in close contact with world leaders has not affected the other aspects of the President’s schedule. 
That’s true of the President’s schedule today.  The President and First Lady, as I mentioned at the top, are traveling to a high school to talk about this core component of the President’s domestic agenda.  Meanwhile, the President has been able to get updates from his national security team and I would anticipate that later today, the President will have at least one phone call to make with a world leader around the globe.  I do anticipate we’ll be able to get you a readout of that call, so we’ll keep you posted.
I think the point is that the President over the course of a very busy week has maintained his schedule and his ability to monitor ongoing events in Ukraine.  I would anticipate that he’ll do the same thing this weekend.  And the fact of the matter is what the President is doing this weekend in Florida is essentially what the President will be doing if he stayed back at the White House.  It’s just that the weather will be a little warmer.
Q    Well, what else will he be doing besides monitoring world events?  What else will he be planning to do on his vacation, if you can give us a little flavor?
MR. EARNEST:  The President is looking forward to spending some time with his wife and daughters, who are traveling down to Florida as well.  There are some recreational amenities on the property, including workout facilities, tennis courts, a couple of golf courses, as you’ve seen. 
So there is a -- many of the people that the people that the President has been talking to in terms of our allies in Europe and other world leaders -- there’s a six-hour time difference between here and there.  So if there is an opportunity for the President to enjoy some of those amenities, then he’ll do that.  But we’ll have to see.  What he will do and what he is looking forward to doing is getting a little bit of downtime in the warm weather with his wife and daughters.  
Q    Can I ask you was any of the President’s or the First Lady’s personal acquaintances or friends traveling on Air Force One who are not administration officials, do you know?  We saw someone boarding who happened to be well dressed with like a cowboy hat -- wasn’t sure who that was -- earlier before the President got there.  And I didn’t know if any other friends or acquaintances --
MR. EARNEST:  There are a couple members of the Florida congressional delegation onboard.  I saw Congresswoman Frederica Wilson and Congressman Joe Garcia is on board as well.  It may have been one of the two of them that you saw. 
Q    You don’t know if any other, like, friends?
MR. EARNEST:  I don’t know of any other friends of the President or the First Lady that’s on board.
Q    Is there still a chance that he could go back to the White House tonight?  Or is the weekend here set pretty much?
MR. EARNEST:  There’s always a chance that the schedule could change, but I don’t anticipate any changes at this point.
Q    Josh, one more question on this.  You’ve obviously got the Vice President out of town, the Secretary of State is still out of town, the National Security Advisor is in the Persian Gulf, and the President is heading to Florida.  I’m just wondering that’s four senior national security officials not in Washington, including the President.  Is that an unusual set of circumstances?  And does that pose any issues in terms of how the government would respond should something sudden happen in Ukraine or Crimea?
MR. EARNEST:  It’s hard for me to speak to the travel habits of all of those officials.  Most of the people you described have as a part of their job description traveling overseas to represent the interest of the United States overseas.  So I wouldn’t be surprised if this is a fairly regular occurrence.  I mean, it’s not uncommon when the President is traveling overseas for the National Security Advisor or for the Secretary of State to be with him.  So it’s not uncommon.
I will say this:  The President is traveling this weekend with his Deputy National Security Advisor, Tony Blinken, who has played a very important role in handling this situation in Ukraine.  The President is traveling with the regular assortment of communications tools that will allow him to convene in a secure fashion meetings with his national security team, if necessary.  He, of course, has a telephone, so if he needs to make calls to world leaders, whether it’s President Putin or our allies, or other international leaders that are involved in this effort, he can stay in regular touch with them.  So we have complete confidence that the President can handle all the responsibilities that he has, based on the resources that we have with us on the flight.
Q    That said, you were quoted earlier this week I think by Politico saying that it was still up in the air, there was some debate or some internal deliberations about whether he would maintain a weekend schedule of staying down there.  The decision seems that he’s going to.  What was the debate about then if he can do that, and you know that?  Are you saying that the situation in the Ukraine is sort of calm enough that you can go reliably?  In other words, what was the debate or why did it come down on this side?
MR. EARNEST:  I wouldn’t characterize it as a debate.  I was quoted in Politico talking about the fact that the President’s schedule would be a little more fluid than usual because international events were a little more fluid than usual. 
I do think that what we have seen over the course of the last several days is the President has marshalled our allies to put in place a structure for responding to the situation that we’re seeing on the ground in Ukraine.  The President has had, again, multiple conversations with President Putin where he highlighted that there is an off-ramp here, that there is an opportunity for the Russians to sit down with the Ukrainians, facilitated by the international community, if necessary, to try to broker an agreement, to allow international inspectors into every corner of the nation of Ukraine to ensure that the rights of everybody, including the rights of ethnic Russians, are being protected.
We’ve described before that that is a legitimate interest of Russia and, frankly, it’s a legitimate interest of the international community to ensure that the rights of all the citizens of Ukraine are being respected.
There’s an opportunity for the Russians to live up to their basing agreement in Crimea, to return their soldiers and their troops to their bases, and for the international community to come together in support of the elections that are planned for May.  So there is a path to deescalate the situation.  And that is a path that has been set up by -- under the President’s leadership.  We have marshalled the international community behind -- or in support of this potential off-ramp.  And I think over the course of the next few days, we’ll get a better indication about whether or not the Russians are open to that off-ramp.
And one of the conclusions of the call that the President had with President Putin yesterday was that Secretary of State John Kerry and his counterpart, Foreign Minister Lavrov, should be in touch to talk about steps forward on that. 
So I think -- the President is hopeful that we’ll get a little greater clarity on the situation over the course of the next few days.  And if additional steps need to be taken next week, then we can take those steps.
Q    Can you characterize the tone of these lengthy conversations that the two leaders have had?  I mean, you said that next few days will tell the story, but it doesn't seem that so far that something has come out of it, that --
MR. EARNEST:  I don't want to set up a deadline over the next few days.  I think we’re hopeful that in the next few days, we’ll get greater clarity about whether or not the Russians are willing to take some concrete steps toward this off-ramp here.
But in terms of characterizing the calls, we have issued readouts and I wouldn’t want to get in front of those.  But I do think that it’s fair for you to -- fair for people to take away from these readouts that at least as it relates to the view of the situation -- the U.S. view of the situation versus the Russian view of the situation in Ukraine, and in Crimea in particular, there’s a pretty strong difference of opinion; that there is a disagreement about the facts related to what’s actually happening on the ground there.
The best example of this is you saw in the news conference that President Putin convened earlier this week that he basically denied that there were Russian troops on the ground in Crimea outside their bases.  All of the available evidence indicates that's not true. 
So we’re having robust, direct, candid conversations between President Obama and President Putin.  That means acknowledging that there are basic differences over what’s actually happening on the ground in Crimea. 
So the real test is whether or not the Russians are going to take advantage of this off-ramp that is available here.  And we’re hopeful that the Russians will take the steps necessary to deescalate the situation -- by observing the basing agreements, by supporting elections, by entering into talks, facilitated by the international community, if necessary, with the Ukrainians to try to resolve all this.  And again, that could also include putting international monitors all throughout Ukraine to ensure that the rights of everybody, including ethnic Russians, are being respected. 
President Putin has indicated that that's part of Russia’s interest in the region, and it’s part of the U.S. and the international community’s interest in the region.  So there is some common ground here.  But I don't want to paper over the differences that exist on some very basic facts on the ground.
Q    It sounds like you’re saying the White House is in kind of a wait-and-see mode for a few days on this?
MR. EARNEST:  I wouldn’t use those words, only because the President and senior members of our team remain very actively engaged in the situation.  The President will continue to consult very closely with our allies around the globe, particularly the G7 nations that Jeff mentioned.  Secretary Kerry will be in touch with his counterpart, having specific discussions about the way forward here.  So there’s still a lot of activity going on here even as we watch carefully to see what the Russian reaction might be.
Other questions?
Q    Will the President have a message today for voters in next week’s special congressional election? 
MR. EARNEST:  The White House is obviously aware that there is a special congressional election on the other side of the state of Florida.  I know that that race has gotten a lot of national attention, but I don’t anticipate that in his event today that the President will be talking about it.  He’ll be pretty focused today on this one core component of his domestic agenda, which is expanding the door -- expanding college education. 
Q    Is it a coincidence that he’s there a few days ahead of the election?
MR. EARNEST:  Well, it’s in a different part of the state, so, yes, it is a coincidence.
Q    Do you have a week ahead?
MR. EARNEST:  I do have a very bare-bones week ahead.  At this point, we anticipate that the President and the First Family will return to Washington on Sunday.
On Monday, the President is really looking forward to welcoming the 2012 and 2013 Division I Men’s and Women’s NCAA National Champions at the White House.  As you know, the President traditionally welcomes the NCAA champion football and basketball teams.  This will be an opportunity for the President to welcome the NCAA champions in some sports that don’t get quite as much attention as those other more high-profile events.  So we’re looking forward to that.
On Tuesday, the President is planning to travel to New York City to participate in events to benefit the DNC and the DSCC.  At this point, on Wednesday, Thursday and Friday, I don’t have any additional events to announce.  I anticipate the President will be at the White House and participating in meetings on those days.
Q    Thank you.
Q    I have one more -- sorry -- closer question to ask about this beer bet.  My editors asked me to ask specifically -- Prime Minister Harper said he hasn’t gotten his beer yet from the Olympic hockey bet.  What’s with the delay?
MR. EARNEST:  I don’t know.  I’m not privy to the details of the international beer delivery, but I can tell you that the President is somebody who makes good on his bets.  So I’m confident that Prime Minister Harper and members of his team will soon be enjoying some delicious White House beer.
