U.S. AID TO THE SYRIAN PEOPLE

The United States supports the Syrian people’s aspirations for a Syrian-led transition to a democratic, inclusive, and peaceful Syria. Over nearly two years of unrest and violence, the United Nations estimates that 60,000 Syrians have been killed. Nearly 600,000 Syrians have registered or are awaiting registration in neighboring countries, while an additional 2.5 million persons are internally displaced and 4 million people inside Syria are in need of assistance. The Syrian regime has sacrificed all legitimacy in a vicious effort to cling to power. U.S. assistance includes vigorous diplomatic support of the newly formed Syrian Opposition Coalition, humanitarian assistance to help those affected by the conflict, and non-lethal support for local councils and civil society inside Syria.

Diplomatic Support

The United States continues to support the Syrian people as the newly-formed Syrian Opposition Coalition sets a course toward the peaceful, democratic, inclusive future that the people of Syria deserve. We are working with other nations to further isolate the regime and support the Syrian people’s calls for President Assad to step down. We and our international partners actively supported the efforts of the Syrian people to launch the Syrian Opposition Coalition in Doha in November. On December 12, the Friends of the Syrian People meeting in Marrakesh helped to ensure that our assistance responds to the most pressing needs of the Syrian people in coordination with the Syrian Opposition Coalition and Syria-based unarmed opposition groups.

Humanitarian Assistance

The Assad regime’s war on its own civilian population over the past two years has precipitated a critical humanitarian crisis. The United States is providing $210 million in humanitarian aid to assist conflict-affected Syrians inside Syria and those who have fled to neighboring countries, the majority of whom are residing among local communities. Assistance is channeled both through contributions to U.N. and other international agencies as well as partner non-governmental organizations. We continue to develop ways for humanitarian assistance – provided on the basis of need and not political affiliation – to reach previously inaccessible areas inside Syria where continuing violence has created urgent humanitarian needs, especially growing shortages of food and fuel.
The United States is providing relief supplies, such as plastic sheeting to repair damaged buildings, warm clothes, mattresses, blankets and heaters to help conflict-affected families in Syria survive the winter. An estimated 130,000 people have already received relief supplies, a number that will grow to nearly 515,000 people in some of the hardest-hit locations. U.S. contributions to the United Nations Children’s Fund (UNICEF) are providing 75,000 winter clothing kits and 320,000 blankets to children in Syria.
U.S.-funded medical assistance is saving lives in some of Syria’s hardest-hit locations – treating more than 410,000 patients in Syria, including 22,370 surgeries. U.S. funding of the International Committee of the Red Cross (ICRC) supported the delivery of essential medical supplies to treat tens of thousands of sick or wounded Syrians in 2012.
U.S. funding for ICRC, the U.N. World Food Program (WFP), and the U.N. Commissioner for Refugees (UNHCR) has supported food distributions for more than 3 million people and essential household items for more than 500,000 people, as well as assisted local Syrian water authorities to ensure access to safe water for 10 million people, Funding for the U.N. Relief and Works Agency (UNRWA) has opened schools and other buildings to some 10,000 displaced Syrians as well as assistance to Palestinian refugees in Syria affected by the crisis.

U.S. funds are providing urgently needed food, clean water, medical supplies and emergency medical care for thousands of Syrians living in neighboring countries through UNHCR, WFP and UNICEF and through non-government organizations.

Transition Support to the Unarmed Opposition

The United States is also providing approximately $50 million in non-lethal support to the unarmed Syrian opposition and civil society groups, including local councils and grassroots organizations. This assistance provides training and equipment to the Syrian non-violent opposition to build up a nation-wide network of ethnically and religiously diverse civilian activists, which will help promote unity among the Syrian people and accelerate the country’s democratic transition. Our assistance seeks to build the capacity of local councils and grassroots organizations and supports their efforts to respond to the needs of their communities and mobilize ongoing non-violent protest movements. These resources aim to help Syrian non-violent opposition groups sustain their activities through strengthening civil society, media and democratic transition planning.

Support to civil society groups and local councils includes efforts to train, equip and build the capacity of grassroots activists and opposition groups – including women and youth – primarily inside the country; develop existing and emerging groups’ abilities to mobilize citizens, share information and build networks, provide services to their communities, and undertake civic functions; support interreligious and communal dialogues to encourage strong citizen participation in shaping the transition’s trajectory; develop women’s leadership capacity to play a robust role in the transition; support professional human rights documentation and transitional justice workshops, and prepare for Syria’s political transition and lay the foundation for future accountability efforts.

Support to independent media projects includes community radio stations providing information for refugees about available services, training for networks of citizen journalists, bloggers, and cyber-activists to support their ability to document, package, and disseminate information on developments inside Syria and provide independent news reporting; and technical assistance and equipment to enhance the information and communications security of Syrian activists within Syria.

Assistance in support of democratic transition planning includes efforts to facilitate linkages between unarmed opposition elements inside Syria with supporters outside the country; resources to help establish the Syria Justice and Accountability Center as an independent entity that documents human rights abuses and coordinates transitional justice and accountability efforts among Syrian and international groups; and facilitating Syrian activists’ participation in political and economic transition planning, to facilitate the active engagement of the business community in transition processes, and technical assistance to emerging political parties within the country.

THE U.S. MODERNIZATION OF NUCLEAR WEAPONS INFRASTRUCTURE

Key Point:
The U.S. Government is committed to the modernization of the nuclear weapons infrastructure in order to support a safe, secure and effective nuclear weapons stockpile in the absence of nuclear explosive testing.

In accordance with the Nuclear Posture Review, the National Nuclear Security Administration (NNSA) identified a path for sustaining the nuclear deterrent while modernizing the supporting infrastructure without nuclear explosive testing. This modernization is implemented by focusing on recapitalization and refurbishment of existing infrastructure for plutonium, uranium, tritium, high-explosive production, non-nuclear component production, high-fidelity testing and waste disposition. In addition, the modernization effort preserves and enhances essential science and technology tools for assessing and certifying weapons without nuclear explosive testing. These investments in science, technology, engineering, manufacturing, and information technology infrastructure will sustain the capabilities that underpin the stockpile and other national security missions.

Modernization of the nuclear weapons infrastructure requires a balanced application of the following elements:
Construction of replacement facilities;
Sustainment of existing facilities; and
Decommissioning and disposition of excess facilities

The NNSA is also addressing needs in uranium and plutonium infrastructure to support the Stockpile Stewardship mission. To address the operational and programmatic risk associated with current uranium facilities, NNSA will accelerate construction plans for the Uranium Processing Facility (UPF) at the Y-12 National Security Complex in Tennessee. To maintain continuity in plutonium capabilities, NNSA is using existing infrastructure across the Nuclear Security Enterprise in addition to the first phase of the Chemistry and Metallurgy Research Replacement (CMRR) project — the new Radiological Laboratory, Utility, and Office Building at Los Alamos National Laboratory (LANL) in New Mexico. Consistent with feedback from an independent Department of Defense review of plans for UPF and the CMRR Facility, NNSA is deferring construction of the final phase of CMRR, the CMRR-Nuclear Facility, for at least five years, and accelerating UPF construction.

NNSA will continue to modernize and refurbish the balance of its physical infrastructure over the next ten years on the basis of mission need, safety and security requirements, and lifecycle cost reduction. As it strives to consolidate its operations to a scale appropriate to support the reduced stockpile, NNSA will sustain its assets, identify opportunities to reduce operating costs, and prioritize maintenance to focus on its most mission critical facilities.

The final key element of NNSA’s modernization is the elimination of facilities that have no future mission and are considered excess. Disposing of excess facilities will help facilitate new construction over the next decade, which should help control operating costs and allow available resources to be applied to areas that more directly support the mission of maintaining a safe, secure and effective U.S. nuclear weapons stockpile without nuclear explosive testing.

U.S. GIVES TERRORIST DESIGNATIONS TO TWO MEN TIED TO 2008 KHARTOUM ATTACK

The U.S. Department of State has designated Abdelbasit Alhaj Alhassan Haj Hamad and Mohamed Makawi Ibrahim Mohamed under Executive Order 13224, which targets terrorists and those providing support to terrorists or acts of terrorism. As a result of this designation, all property subject to U.S. jurisdiction in which Abdelbasit and Makawi have any interest is blocked and any assets they may have under U.S. jurisdiction are frozen. U.S. persons are generally prohibited from engaging in transactions with them. This action will help stem the flow of financial and other assistance to these terrorists.

Abdelbasit and Makawi participated in an armed attack in Khartoum, Sudan on January 1, 2008, which resulted in the deaths of a U.S. diplomat serving with the U.S. Agency for International Development (USAID), John Michael Granville, and Adbelrahman Abbas Rahama, a Sudanese USAID employee. Abdelbasit shot Granville and Makawi killed Abbas Rahama during the attack. Both Abdelbasit and Makawi were convicted of murder and sentenced to death in a Sudanese criminal court in 2009. In 2010, they killed a Sudanese police officer and wounded another while escaping from prison. They remain at large.

The attack occurred when Granville and Abbas were leaving a New Year’s Eve party in Khartoum. Abdelbasit shot Granville and Makawi killed Abbas Rahama during the attack. Both men and two co-conspirators were convicted of murder and sentenced to death in a Sudanese criminal court in 2009. In 2010, they killed a Sudanese police officer and wounded another while escaping from a maximum security prison through a tunnel. One of the escapees was captured; another was reportedly killed in Somalia in May 2011.

U.S., Afghan Forces Arrest Taliban Facilitator

WASHINGTON, Jan. 8, 2013 - A combined Afghan and coalition security force arrested a Taliban facilitator today in the Pul-e Khumri district of Afghanistan's Baghlan province, military officials reported.

The facilitator belonged to a group of insurgents who carry out bomb attacks in the province. He was personally responsible for assisting in the transfer of improvised explosive devices and conducting IED attacks against Afghan and coalition forces.

In other Afghanistan operations today:

-- A combined force killed two insurgents, including the Taliban leader Khanjar, in Nangarhar province's Khugyani district. Khanjar, also known as Izat and Abu Khaled, directed attacks against Afghan government officials and Afghan and coalition forces. The security force also arrested a local Taliban leader who oversaw the transfer and delivery of weapons and ammunition.

-- An Afghan-led security force, supported by coalition troops, arrested two insurgents during a search for a Haqqani network leader in Khost province's Sabari district. The Haqqani leader directs and conducts attacks against Afghan and coalition forces.

In an operation yesterday, a combined force killed Taliban leader Mohammad Sayed and another insurgent in Helmand province's Washer district. Sayed distributed weapons and ammunition to Taliban fighters and was trying to acquire rockets for attacks targeting Afghan government officials.

U.S.-CHILE JOINT COMMISSION FOR ENVIRONMENTAL COOPERATION

U.S. Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs Dr. Kerri-Ann Jones will lead the United States delegation and co-chair the sixth meeting of the U.S.-Chile Free Trade Agreement (FTA) Environmental Affairs Council and fourth meeting of the U.S.-Chile Environmental Cooperation Agreement Joint Commission for Environmental Cooperation in Santiago, Chile on January 9. Acting Assistant Trade Representative for Environment and Natural Resources Jennifer Prescott will co-lead the U.S. delegation at the Council meeting.

Ana Novik, Director of Multilateral Economic Affairs in the Ministry of Foreign Relations’ Directorate for International Economic Relations will co-chair the Council for Chile. The Commission will also be co-chaired by Ambassador José Luis Balmaceda, Director of Environment and Natural Resources in Chile’s Ministry of Foreign Relations.

These meetings reaffirm the strong commitment of the United States and Chile to work together to preserve and protect the environment by implementing the FTA’s Environment Chapter and the U.S. Chile Environmental Cooperation Agreement. As part of these meetings, Commission and Council members will also host a public session with representatives from civil society to discuss Environment Chapter obligations and the results of environmental cooperation activities in Chile.

Since the United States and Chile signed the Environmental Cooperation Agreement in 2003, the United States has dedicated more than $4 million to support trade-related projects in Chile under this agreement. Joint efforts have brought more than six million hectares of land under improved natural resource management; reached approximately 30,000 people though informational guides to promote public participation; and, trained over 300 officials in natural resource management, biodiversity conservation, and environmental enforcement.

The success of this bilateral cooperation demonstrates how increased trade and stronger environmental protection can complement each other and how the two nations are leveling the playing field by helping ensure that businesses in Chile are playing by similar environmental rules as businesses in the United States.

U.S.-ANDORRA RELATIONS

The United States established diplomatic relations with Andorra in 1995, following Andorra's 1993 adoption of a constitution establishing the country as a sovereign parliamentary democracy. It retains as its heads of state two co-princes -- the Bishop of Urgell (Spain) and the French president.

The United States and Andorra enjoy excellent relations based on common values including the promotion of democracy and human rights.

Since 2000, Andorra has participated in the Fulbright Exchange Program. The two countries have also signed a Bilateral Work Agreement for dependents of members of diplomatic missions and consular posts assigned to official duty in the respective countries and will soon conclude an agreement on the sharing of confiscated proceeds and instrumentalities of crimes.

Andorra supports U.S. foreign policy positions and objectives, such as voting for U.S. candidates to international organizations.

The U.S. Ambassador to Spain is also accredited as Ambassador to Andorra. The U.S. Consul General based in
Barcelona is responsible for the day-to-day management of relations with Andorra. She travels regularly to Andorra to carry out diplomatic demarches, represent U.S. interests, and administer consular services.

U.S. Assistance to Andorra

The United States provides no development assistance to Andorra.

Bilateral Economic Relations

The United States has no significant trade or investment with Andorra. The new investment law approved in mid- 2012 opens the country to foreign investment and this foreign investors will be able for the first time to gain full ownership of a business. The investment climate in the country has changed significantly with this new legislation liberalizing the Andorran economy.

Andorra participates in the Visa Waiver Program, which allows nationals of participating countries to travel to the United States for certain business or tourism purposes for stays of 90 days or less without obtaining a visa.

Andorra's Membership in International Organizations

Andorra and the United States belong to a number of the same international organizations, including the United Nations and Organization for Security and Cooperation in Europe; as well as the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the World Health Organization (WHO). Andorra also is an observer to the World Trade Organization. A member of the Council of Europe, from November 2012 to May 2013, Andorra will chair its Committee of Ministers.

For 715 years, from 1278 to 1993, Andorrans lived under a unique co-principality, ruled by French and Spanish leaders (from 1607 onward, the French chief of state and the Spanish bishop of Seu d'Urgell). In 1993, this feudal system was modified with the titular heads of state retained, but the government transformed into a parliamentary democracy. For decades Andorra enjoyed its status as a small refuge of fiscal and banking freedom and benefitted from Spanish and French tourists attracted to the country's duty-free shopping. The situation has changed in recent years as Andorra started to tax foreign investment and other sectors. Tourism accounts for over 80% of Andorra's gross domestic product.

Following is the text of a joint statement by U.S. Secretary of State Hillary Clinton, Norwegian Foreign Minister Espen Barth Eide, and United Kingdom Foreign Secretary William Hague.

Begin Text:

We welcome the news that the Presidents of Sudan and South Sudan are to meet in Addis Ababa on 4 January in a further effort to resolve outstanding issues between the two countries.

We applaud the progress made at their Presidential Summit held in Addis Ababa at the end of September 2012, which demonstrated that a durable and equitable settlement is within reach.

We commend the continuing valuable role of the African Union High-Level Implementation Panel led by former President Thabo Mbeki and the efforts of Ethiopian Prime Minister Hailemariam Desalegn.

We regret that progress in implementing the Agreements signed on 27 September has stalled and in particular that the agreed security arrangements at the border are not yet in place. We call on the two leaders now to address concretely all outstanding issues and ensure that the armed forces of the two countries immediately withdraw from the demilitarized zone and deploy the Joint Border and Verification and Monitoring Mechanism (JBVMM), in line with what has been agreed.

We stress the importance of making progress in parallel on other parts of the relationship between the two countries. Full implementation of all agreements on their own terms and without preconditions or linkages between them, will help build confidence and benefit the people of the two countries. The restart of oil production and export will be particularly valuable for both economies and should not be held up by negotiation on other issues.

We underline our support for the approach taken by the African Union to the question of Abyei. The proposal made by former President Mbeki is based on the Comprehensive Peace Agreement, including the Abyei Protocol. The proposal, adopted by AUPSC on October 24, sets out a clear path towards determining Abyei’s final status in accordance with agreements already signed by both parties, while protecting the rights of all communities and ensuring Abyei can become a model for cross-border cooperation and coexistence. We note in particular that the proposal provides for Abyei’s continuing special status as a bridge between the two countries with guaranteed political and economic rights for both the Ngok Dinka and Misseriya, whatever the outcome of the referendum. We urge the two countries to meet to elaborate on these rights and to move toward agreement on Abyei’s final status.

We remind the leaders of Sudan and South Sudan that the international community is fully committed to a vision of two viable countries at peace with one another, and that we stand ready to support them in realizing that vision. We strongly urge them to seize the opportunity of the Summit meeting on 4 January to demonstrate their commitment to implement what they have agreed and make peaceful coexistence a reality.

Secretary Clinton was discharged from the hospital this evening. Her medical team advised her that she is making good progress on all fronts, and they are confident she will make a full recovery. She's eager to get back to the office, and we will keep you updated on her schedule as it becomes clearer in the coming days. Both she and her family would like to express their appreciation for the excellent care she received from the doctors, nurses, and staff at New York Presbyterian Hospital Columbia University Medical Center.

BIOGRAPHY OF HILLARY RODHAM CLINTON FROM THE U.S. STATE DEPARTMENT

On January 21, 2009, Hillary Rodham Clinton was sworn in as the 67th Secretary of State of the United States. Secretary Clinton joined the State Department after nearly four decades in public service as an advocate, attorney, First Lady, and Senator.

Secretary Clinton was born in Chicago, Illinois on October 26, 1947 to Dorothy Rodham and the late Hugh Rodham.
She attended local public schools before graduating from Wellesley College and Yale Law School, where she met Bill Clinton. In 1974, Secretary Clinton moved to Arkansas, a year later then married Bill Clinton and became a successful attorney while also raising their daughter, Chelsea. She was an assistant professor at the University of Arkansas School of Law, and after working to strengthen the local legal aid office, she was appointed by President Jimmy Carter in 1977 to serve on the board of the Legal Services Corporation, which she later chaired.

During her 12 years as First Lady of the State of Arkansas, she was Chairwoman of the Arkansas Education Standards Committee, co-founded the Arkansas Advocates for Children and Families, and served on the boards of the Arkansas Children's Hospital, and the Children's Defense Fund.

In 1992, Governor Clinton was elected President of the United States, and as First Lady, Hillary Clinton became an advocate of health care reform and worked on many issues relating to children and families. She led successful bipartisan efforts to improve the adoption and foster care systems, reduce teen pregnancy, and provide health care to millions of children through the Children's Health Insurance Program. She also traveled to more than 80 countries as a representative of our country, winning respect as a champion of human rights, democracy and civil society. Her famous speech in Beijing in 1995 -- when she declared that "human rights are women's rights, and women's rights are human rights" – inspired women worldwide and helped galvanize a global movement for women’s rights.

With Secretary of State Madeleine K. Albright, Secretary Clinton worked to launch the government’s Vital Voices Democracy Initiative. Today, Vital Voices is a non-governmental organization that continues to train and organize women leaders across the globe.

In 2000, Hillary Clinton made history as the first First Lady elected to the United States Senate, and the first woman elected statewide in New York. In the Senate, she served on the Armed Services Committee, the Health, Education, Labor and Pensions Committee, the Environment and Public Works Committee, the Budget Committee and the Select Committee on Aging. She was also a Commissioner on the Commission on Security and Cooperation in Europe.

As a Senator, Clinton worked across party lines to build support for causes important to her constituents and the country, including the expansion of economic opportunity and access to quality, affordable health care. After the terrorist attacks of September 11, 2001, she was a strong advocate for funding the rebuilding of New York and the health concerns of the first responders who risked their lives working at Ground Zero. She also championed the cause of our nation's military and fought for better health care and benefits for wounded service members, veterans and members of the National Guard and Reserves. She was also the only Senate member of the Transformation Advisory Group to the Department of Defense's Joint Forces Command.
In 2006, Senator Clinton won reelection to the Senate, and in 2007 she began her historic campaign for President. In 2008, she campaigned for the election of Barack Obama and Joe Biden, and in November, she was nominated by President-elect Obama to be Secretary of State.

Secretary Clinton is the author of best-selling books, including her memoir, Living History, and her groundbreaking book on children, It Takes A Village. She and President Clinton reside in New York.

CENTRAL AFRICAN REPUBLIC SECURITY DETERIORATION CAUSES U.S. CONCERN

We are deeply concerned about the deteriorating security situation in the Central African Republic (CAR). We call on the rebel alliance to cease hostilities and movements towards the capital. We also call on the rebels to ensure the safety of the civilian population.

We urgently call on the CAR government to ensure that its security forces respect the human rights of the Central African people and foreign populations within the CAR. We are particularly concerned by allegations of arrests and disappearances of hundreds of individuals who are members of ethnic groups with ties to the Séléka rebel alliance. Those guilty of violations and crimes under international law must be held to account.

The United States remains concerned about stability of the region and encourages all parties in the CAR to participate in the dialogue convoked by the Economic Community of Central African States (CEEAC in French). We urge the parties to seek a political resolution to this crisis that is comprehensive, inclusive, and consistent with the CAR constitution and the 2008 Global Peace Agreement.

The former French colony of Ubangi-Shari became the Central African Republic upon independence in 1960. After three tumultuous decades of misrule - mostly by military governments - civilian rule was established in 1993 and lasted for one decade. President Ange-Felix PATASSE's civilian government was plagued by unrest, and in March 2003 he was deposed in a military coup led by General Francois BOZIZE, who established a transitional government. Elections held in 2005 affirmed General BOZIZE as president; he was reelected in 2011 in voting widely viewed as severely flawed. The government still does not fully control the countryside, where pockets of lawlessness persist. Militant group Lord's Resistance Army (LRA) continues to affect stability in the Central African Republic as well.

U.S.-GEORGIA RELATIONS

The United States established diplomatic relations with Georgia in 1992 following Georgia’s 1991 independence from the Soviet Union. Since 1991, Georgia has made impressive progress fighting corruption, developing modern state institutions, and enhancing global security. The United States is committed to helping Georgia deepen Euro-Atlantic ties and strengthen its democratic institutions. The United States supports Georgia’s sovereignty and territorial integrity within its internationally recognized borders, and does not recognize the independence of Abkhazia and South Ossetia, two regions of Georgia currently occupied by Russia. As a participant of the Geneva International Discussions on the conflict in Georgia, the United States continues to play an active role in support of these principles.

The strength of U.S.-Georgia relations is codified in the 2009 U.S.-Georgia Charter on Strategic Partnership. The U.S.-Georgia Strategic Partnership Commission comprises four bilateral working groups on priority areas identified in the Charter: democracy; defense and security; economic, trade, and energy issues; and people-to-people and cultural exchanges. In addition to holding a high-level plenary session of the Commission each year, senior-level U.S. and Georgian policymakers lead yearly meetings of each working group to review commitments, update activities, and establish future objectives. Since the signing of the Charter, the United States and Georgia have strengthened their mutual cooperation based on U.S. support for Georgia’s sovereignty and territorial integrity, and its commitment to further democratic and economic reforms.

U.S. Assistance to Georgia

U.S. Government assistance to Georgia supports the consolidation of Georgia's democracy; its eventual integration into Euro-Atlantic institutions; progress toward a peacefully unified nation, secure in its borders; and further development of its free-market economy.

Bilateral Economic Relations

The United States and Georgia seek to identify opportunities for U.S. businesses to invest in Georgia, and for both countries to sell goods and services to each other. They have signed a bilateral investment treaty and a bilateral trade and investment framework agreement. Georgia can export many products duty-free to the United States under the Generalized System of Preferences program. Through a high-level trade and investment dialogue, the two countries have discussed a range of options to improve economic cooperation and bilateral trade, including the possibility of a free trade agreement. They have also discussed ways to improve Georgia’s business climate to attract more investment, underscoring the importance of continued improvements in rule of law, respect for labor rights, and protecting intellectual property rights. From 2006 to 2011, a Millennium Challenge Corporation Compact helped promote Georgian enterprise and economic growth. Georgia is currently working with the MCC to finalize the design of a second compact, focused instead on education.

Georgia and the United States belong to a number of the same international organizations, including the United Nations, Euro-Atlantic Partnership Council, Organization for Security and Cooperation in Europe, International Monetary Fund, World Bank, and World Trade Organization. The region of present day Georgia contained the ancient kingdoms of Colchis and Kartli-Iberia. The area came under Roman influence in the first centuries A.D. and Christianity became the state religion in the 330s. Domination by Persians, Arabs, and Turks was followed by a Georgian golden age (11th-13th centuries) that was cut short by the Mongol invasion of 1236. Subsequently, the Ottoman and Persian empires competed for influence in the region. Georgia was absorbed into the Russian Empire in the 19th century. Independent for three years (1918-1921) following the Russian revolution, it was forcibly incorporated into the USSR in 1921 and regained its independence when the Soviet Union dissolved in 1991. Mounting public discontent over rampant corruption and ineffective government services, followed by an attempt by the incumbent Georgian government to manipulate national legislative elections in November 2003 touched off widespread protests that led to the resignation of Eduard SHEVARDNADZE, president since 1995. In the aftermath of that popular movement, which became known as the "Rose Revolution," new elections in early 2004 swept Mikheil SAAKASHVILI into power along with his United National Movement party. Progress on market reforms and democratization has been made in the years since independence, but this progress has been complicated by Russian assistance and support to the separatist regions of Abkhazia and South Ossetia. Periodic flare-ups in tension and violence culminated in a five-day conflict in August 2008 between Russia and Georgia, including the invasion of large portions of undisputed Georgian territory. Russian troops pledged to pull back from most occupied Georgian territory, but in late August 2008 Russia unilaterally recognized the independence of Abkhazia and South Ossetia and Russian military forces remain in those regions.

U.S.-NORTH KOREA RELATIONS

The United States and Korea’s Joseon Dynasty established diplomatic relations under the 1882 Treaty of Peace, Amity, Commerce, and Navigation, and the first U.S. diplomatic envoy arrived in Korea in 1883. U.S.-Korea relations continued until 1905, when Japan assumed direction over Korean foreign affairs. In 1910, Japan began a 35-year period of colonial rule over Korea. Following Japan's surrender in 1945, at the end of World War II, the Korean Peninsula was divided at the 38th parallel into two occupation zones, with the United States in the South and the Soviet Union in the North. Initial hopes for a unified, independent Korea were not realized, and in 1948 two separate nations were established -- the Republic of Korea (ROK) in the South, and the Democratic People's Republic of Korea (DPRK) in the North.

On June 25, 1950, North Korean forces invaded South Korea. Led by the United States, a United Nations coalition of 16 countries undertook the defense of South Korea. Following China's entry into the war on behalf of North Korea later that year, a stalemate ensued for the final two years of the conflict until an armistice was concluded on July 27, 1953. A peace treaty has never been signed. North and South Korea have had a difficult and, at times, bitter relationship since the Korean War. The two countries are separated by a demilitarized zone. During the postwar period, both Korean governments have repeatedly affirmed their desire to reunify the Korean Peninsula, but until 1971 the two governments had no direct, official communications or other contact. North Korea has been ruled by successive generations of Kim Il Sung’s family, and its political and economic structure is centrally controlled.

The United States supports the peaceful reunification of Korea on terms acceptable to the Korean people and recognizes that the future of the Korean Peninsula is primarily a matter for them to decide. The United States believes that a constructive and serious dialogue between North and South Korea is necessary to resolve outstanding problems, including the North's attempts to develop a nuclear program and human rights abuses, and to encourage the North's integration with the rest of the international community.

In 1994, the United States and North Korea reached agreement on a roadmap for the denuclearization of the Korean Peninsula. In 2003, the United States proposed multilateral talks on the North Korean nuclear issue. Several rounds of
Six-Party Talks have been held since then. Although North Korea has at times said it will take steps toward denuclearization, some of its subsequent actions, such as missile launches, have conflicted with those assertions. The United States has called on North Korea to take concrete, irreversible denuclearization steps toward fulfillment of the 2005 Joint Statement of the Six-Party Talks, comply with international law including United Nations Security Council Resolutions 1718 and 1874, cease provocative behaviors, and take steps to improve relations with its neighbors.

U.S. Assistance to North Korea

Most forms of U.S. economic assistance, other than purely humanitarian assistance, are prohibited. North Korea has at times experienced periods of famine, and the United States has provided food aid. The United States has also assisted U.S. NGOs in providing aid to fight the outbreak of infectious diseases and to improve the supply of electricity at provincial hospitals in North Korea.

Bilateral Economic Relations

The United States imposed a near total economic embargo on North Korea in 1950 when North Korea attacked the South. Over the following years, some U.S. sanctions were eased, but others were imposed. U.S. economic interaction with North Korea remains minimal.

North Korea and the United States belong to some of the same international organizations, including the United Nations and the Association of Southeast Asian Nations (ASEAN) Regional Forum.

An independent kingdom for much of its long history, Korea was occupied by Japan beginning in 1905 following the Russo-Japanese War. Five years later, Japan formally annexed the entire peninsula. Following World War II, Korea was split with the northern half coming under Soviet-sponsored Communist control. After failing in the Korean War (1950-53) to conquer the US-backed Republic of Korea (ROK) in the southern portion by force, North Korea (DPRK), under its founder President KIM Il Sung, adopted a policy of ostensible diplomatic and economic "self-reliance" as a check against outside influence. The DPRK demonized the US as the ultimate threat to its social system through state-funded propaganda, and molded political, economic, and military policies around the core ideological objective of eventual unification of Korea under Pyongyang's control. KIM Il Sung's son, KIM Jong Il, was officially designated as his father's successor in 1980, assuming a growing political and managerial role until the elder KIM's death in 1994. KIM Jong Un was publicly unveiled as his father's successor in September 2010. Following KIM Jong Il's death in December 2011, the regime began to take actions to transfer power to KIM Jong Un and Jong Un has begun to assume his father's former titles and duties. After decades of economic mismanagement and resource misallocation, the DPRK since the mid-1990s has relied heavily on international aid to feed its population. North Korea's history of regional military provocations, proliferation of military-related items, long-range missile development, WMD programs including tests of nuclear devices in 2006 and 2009, and massive conventional armed forces are of major concern to the international community. The regime has marked 2012, the centenary of KIM Il Sung's birth, a banner year; to that end, the country has heightened its focus on developing its economy and improving its people's livelihoods.

U.S.-HOLY SEE RELATIONS

The Holy See is the universal government of the Catholic Church and operates from Vatican City State, a sovereign, independent territory. The Pope is the ruler of both Vatican City State and the Holy See. The Holy See, as the supreme body of government of the Catholic Church, is a sovereign juridical entity under international law. The United States and the Holy See consult and cooperate on international issues of mutual interest, including human rights, inter-religious understanding, peace and conflict prevention, development, and environmental protection.

The United States maintained consular relations with the Papal States from 1797 to 1870 and diplomatic relations with the Pope, in his capacity as head of the Papal States, from 1848 to 1868, though not at the ambassadorial level. These relations lapsed in 1870 with the loss of all papal territories during the unification of Italy. From 1870 to 1984, the United States did not have diplomatic relations with the Holy See. Several U.S. presidents, however, designated personal envoys to visit the Holy See periodically for discussions of international humanitarian and political issues. In 1984, a revised Concordat was signed defining the relations between the government and the church within Italy. The United States and the Holy See announced the establishment of diplomatic relations in 1984.

Popes in their secular role ruled portions of the Italian peninsula for more than a thousand years until the mid 19th century, when many of the Papal States were seized by the newly united Kingdom of Italy. In 1870, the pope's holdings were further circumscribed when Rome itself was annexed. Disputes between a series of "prisoner" popes and Italy were resolved in 1929 by three Lateran Treaties, which established the independent state of Vatican City and granted Roman Catholicism special status in Italy. In 1984, a concordat between the Holy See and Italy modified certain of the earlier treaty provisions, including the primacy of Roman Catholicism as the Italian state religion. Present concerns of the Holy See include religious freedom, international development, the environment, the Middle East, China, the decline of religion in Europe, terrorism, interreligious dialogue and reconciliation, and the application of church doctrine in an era of rapid change and globalization. We deeply regret Russia’s passage of a law ending inter-country adoptions between the United States and Russia and restricting Russian civil society organizations that work with American partners. American families have adopted over 60,000 Russian children over the past 20 years, and the vast majority of these children are now thriving thanks to their parents’ loving support. The Russian government’s politically motivated decision will reduce adoption possibilities for children who are now under institutional care. We regret that the Russian government has taken this step rather than seek to implement the bilateral adoption agreement that entered into force in November. We are further concerned about statements that adoptions already underway may be stopped and hope that the Russian government would allow those children who have already met and bonded with their future parents to finish the necessary legal procedures so that they can join their families.

The limitations imposed by the Act on Russian civil society’s ability to work with American partners will also make it more difficult for Russian and American non-governmental organizations to cooperate in areas as diverse as human rights advocacy, open government, and electoral transparency. The United States remains committed to supporting the development of civil society and the democratic process around the world, including in Russia.

U.S.-MADAGASCAR RELATIONS

During the 1800s and 1900s, Madagascar passed back and forth between British and French spheres of influence and possession. The country became independent from France in 1960. Relations between the United States and Madagascar date to the mid-1800s. The two countries concluded a commercial convention in 1867; established diplomatic relations in 1874; and concluded a treaty of peace, friendship, and commerce in 1881. Traditionally warm relations suffered considerably during the 1970s, when Madagascar expelled the U.S. Ambassador, closed a NASA tracking station, and nationalized two U.S. oil companies. In 1980, relations at the ambassadorial level were restored.

In 2009, Madagascar's democratically elected president stepped down under pressure from the military and purported to transfer his authority to a senior military figure, who in turn purported to confer the presidency on the opposition leader, who is currently heading the self-proclaimed High Transitional Authority (HAT). The United States considers the series of events in Madagascar in early 2009 to be a military coup d'état. In the aftermath of the coup d’etat, Madagascar has experienced negative economic growth and diminished government revenues, undermining the political, social, and economic stability of the country. The United States’ intent is to support international efforts led by the Southern African Development Community and the African Union to ensure that a credible electoral process takes place as soon as possible, organized by an independent entity.

U.S. Assistance to Madagascar

Following the 2009 coup d’etat, the United States suspended direct assistance to or through Madagascar’s governmental authorities as well as all non-humanitarian activities. The U.S. Government continues to provide assistance in health and food security through nongovernmental organizations, community associations, and other private groups. The United States is currently the largest bilateral donor to Madagascar, which is a priority country for the President’s Malaria Initiative, Additionally, approximately 130 Peace Corps volunteers serve in Madagascar.

Bilateral Economic Relations

U.S. exports to Madagascar include machinery, vegetable oil, rice and wheat, aircraft, and vehicles. U.S. imports from Madagascar include apparel, vanilla beans, precious stones/metals, and perfumes/cosmetics. The United States has signed a trade and investment framework agreement with the Common Market for Eastern and Southern Africa, of which Madagascar is a member. Under the economic and political governance criteria necessary for eligibility, Madagascar is ineligible for preferential trade benefits under the African Growth and Opportunity Act.

Formerly an independent kingdom, Madagascar became a French colony in 1896 but regained independence in 1960. During 1992-93, free presidential and National Assembly elections were held ending 17 years of single-party rule. In 1997, in the second presidential race, Didier RATSIRAKA, the leader during the 1970s and 1980s, was returned to the presidency. The 2001 presidential election was contested between the followers of Didier RATSIRAKA and Marc RAVALOMANANA, nearly causing secession of half of the country. In April 2002, the High Constitutional Court announced RAVALOMANANA the winner. RAVALOMANANA achieved a second term following a landslide victory in the generally free and fair presidential elections of 2006. In early 2009, protests over increasing restrictions on opposition press and activities resulted in RAVALOMANANA stepping down and the presidency was conferred to the mayor of Antananarivo, Andry RAJOELINA. Numerous attempts have been made by regional and international organizations to resolve the subsequent political gridlock by forming a power-sharing government. In late 2011, RAJOELINA appointed a new cabinet, and the country appeared to be moving towards new elections sometime in 2012.

The U.S. Embassy in Bangui temporarily suspended its operations on December 28 as a result of the present security situation in the Central African Republic (CAR). We have not suspended diplomatic relations with the Central African Republic.

Ambassador Wohlers and his diplomatic team left Bangui today along with several private U.S. citizens. As a result of this suspension of operations, the embassy will not be able to provide routine consular services to American citizens in the Central African Republic until further notice.

This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations with the CAR.

The United States encourages all parties in the Central African Republic to participate in the dialogue to be held under the auspices of the Economic Community of Central African States (CEEAC) to develop a comprehensive agreement that will offer a new vision of peace and security for the country.

The United States established diplomatic relations with Slovakia in 1993, and provided assistance to support the rebuilding of a healthy democracy and market economy. The United States and Slovakia have strong diplomatic ties and cooperate in the military and law enforcement areas. Slovakia has been a close North Atlantic Treaty Organization (NATO) ally and partner. The two countries have a mutual commitment to freedom and human rights. Slovakia has shared its experience in democratic transition with emerging democracies around the world, and has been a role model for other countries on the path to Euro-Atlantic integration.

U.S. Assistance to Slovakia

The goal of U.S. security assistance to Slovakia is to support Slovakia’s contribution to North Atlantic Treaty Organization (NATO) operations and regional stability. U.S. assistance provides support to Slovakia’s contributions to NATO missions, particularly in Afghanistan. U.S. assistance seeks to help Slovakia consolidate its gains and maintain its development as a positive and stabilizing influence among its neighbors, in the region, and globally.

Bilateral Economic Relations

Slovakia is a member of the European Union (EU), and its major trading partners are European countries. The U.S. economic relationship with the EU is the largest and most complex in the world, and the United States and the EU continue to pursue initiatives to create new opportunities for transatlantic commerce.

U.S. exports to Slovakia include energy equipment, medical equipment and supplies, electrical and electronic machinery and components, automotive parts and components, chemical products, and plastics. U.S. imports from Slovakia are dominated by Volkswagen and Audi sport utility vehicles that are manufactured in Slovakia. The United States and Slovakia have a bilateral investment treaty. Slovakia participates in the Visa Waiver Program, which allows nationals of participating countries to travel to the United States for certain business or tourism purposes for stays of 90 days or less without obtaining a visa.

Slovakia's roots can be traced to the 9th century state of Great Moravia. Subsequently, the Slovaks became part of the Hungarian Kingdom, where they remained for the next 1,000 years. Following the formation of the dual Austro-Hungarian monarchy in 1867, language and education policies favoring the use of Hungarian (Magyarization) resulted in a strengthening of Slovak nationalism and a cultivation of cultural ties with the closely related Czechs, who were themselves ruled by the Austrians. After the dissolution of the Austro-Hungarian Empire at the close of World War I, the Slovaks joined the Czechs to form Czechoslovakia. Following the chaos of World War II, Czechoslovakia became a Communist nation within Soviet-dominated Eastern Europe. Soviet influence collapsed in 1989 and Czechoslovakia once more became free. The Slovaks and the Czechs agreed to separate peacefully on 1 January 1993. Slovakia joined both NATO and the EU in the spring of 2004 and the euro area on 1 January 2009.

This past weekend, the draft Egyptian constitution passed a public referendum. We have stood with Egyptians as they have engaged in the difficult work of democratic transition. We have consistently supported the principle that democracy requires much more than simple majority rule. It requires protecting the rights and building the institutions that make democracy meaningful and durable.

The future of Egypt’s democracy depends on forging a broader consensus behind its new democratic rules and institutions. Many Egyptians have voiced deep concerns about the substance of the constitution and the constitutional process. President Morsi, as the democratically elected leader of Egypt, has a special responsibility to move forward in a way that recognizes the urgent need to bridge divisions, build trust, and broaden support for the political process. We have called for genuine consultation and compromise across Egypt’s political divides. We hope those Egyptians disappointed by the result will seek more and deeper engagement. We look to those who welcome the result to engage in good faith. And we hope all sides will re-commit themselves to condemn and prevent violence.

Only Egyptians can decide their country’s future. The United States remains committed to helping them realize the aspirations that drove their revolution and complete a successful democratic transition. Egypt needs a strong, inclusive government to meet its many challenges. Its future depends not on the ability of one side to prevail over the other, but on the commitment of all to engage in an inclusive process to negotiate their differences - on the constitution and on the laws implementing it - and to find a more united path forward.

Advances in simulation and computing capabilities, aided by investments in the science-based Stockpile Stewardship Program (SSP), provide confidence in the ability to model and evaluate the performance and safety of nuclear weapons without nuclear explosive testing.

Since the end of U.S. nuclear explosive testing in 1992, investments in science-based Stockpile Stewardship have led to dramatic improvements in simulation capabilities. Computers have become at least a hundred-thousand times more powerful, and modern integrated design codes now more realistically capture the behavior of real nuclear devices. As of December 2012, the National Nuclear Security Administration (NNSA) has the world’s fastest supercomputer used for nuclear weapons simulations and modeling. The supercomputer, named Sequoia, is also the second fastest supercomputer in the world overall. As a result of these advancements, our modern, integrated nuclear weapon design codes have reduced a number of adjustment parameters, which previously required a nuclear explosive test to be calibrated. Weapons designers can now conduct hundreds of calculations to determine where the results are most sensitive to model uncertainties or fundamental data. This is a critical element to inform expert judgment and guide SSP experiments.

Today, weapons designers benefit from better simulation tools and computers capable of running highly detailed calculations. Successes to date indicate that a cadre of world-class scientists and engineers can employ physics-based simulations, modern experiments, validations against collections of re-analyzed data from previous underground nuclear explosive tests, and peer reviews to support stockpile decisions well into the future without the need to return to nuclear explosive testing. These computer simulation advances provide the United States with the ability to monitor and maintain the nuclear weapons stockpile without nuclear explosive testing.

The United States established diplomatic relations with Albania in 1922, following its 1912 independence from the Ottoman Empire. U.S.-Albanian diplomatic relations were ended in 1939 due to Albania's occupation by Italy (1939-43) and Germany (1943-44) during World War II. After the war, Albania saw 40 years of isolation and underdevelopment under its Stalinist leader, who died in 1985. With the 1991 fall of communism, the Albanian Government sought closer ties with the West in order to improve economic conditions and introduced basic democratic reforms. Diplomatic relations between the United States and Albania were reestablished in 1991.

The United States has been a strong partner and friend to Albania as it has made progress to consolidate democracy, to open up its economy, and to provide opportunity for all its people. Albania and the United States have signed and ratified a number of agreements, including a treaty on the prevention of proliferation of weapons of mass destruction and the promotion of defense and military relations; the Adriatic Charter on Euro-Atlantic integration; and an agreement regarding the non-surrender of persons to the International Criminal Court. The United States supports Albania's European Union membership goal, as it did Albania's pursuit of North Atlantic Treaty Organization (NATO) membership.

Albania has contributed to regional and global security. Albanians credit the 1999 NATO intervention against the then-Federal Republic of Yugoslavia with saving thousands of Kosovo Albanians, and supported United Nations mediation efforts in Kosovo. Albania has supported the U.S. policy of expanding the number of countries extending diplomatic recognition to Kosovo. Within the Adriatic Charter, Albania has acted as a mentor to new NATO aspirants. It has provided military troops for U.S.-led actions in Afghanistan and Iraq, and has supported U.S. counterterrorism efforts by freezing terrorist assets, shutting down non-governmental organizations with possible links to terrorist financing, and expelling extremists.

U.S. Assistance to Albania

U.S. Government assistance aims to help Albania strengthen democratic institutions and rule of law; promote sustainable, broad-based economic growth; and integrate the country into European and Euro-Atlantic structures.

Bilateral Economic Relations

Trade with the United States accounts for an insignificant part of Albania's trade volume, focusing on a narrow range of goods and products. Major imports from the U.S. include food (mainly meat), transportation equipment (vehicles), machinery, and computer and electronic equipment, while the main exports to the United States are agricultural products, footwear, and textiles. Albania is eligible to export certain products duty-free to the United States under the Generalized System of Preferences program. The United States and Albania have signed a bilateral investment treaty.

Albania's Membership in International Organizations

Albania and the United States belong to a number of the same international organizations, including the United Nations, North Atlantic Treaty Organization, Euro-Atlantic Partnership Council, Organization for Security and Cooperation in Europe, International Monetary Fund, World Bank, and World Trade Organization. Albania also is an observer to the Organization of American States.

Albania declared its independence from the Ottoman Empire in 1912, but was conquered by Italy in 1939. Communist partisans took over the country in 1944. Albania allied itself first with the USSR (until 1960), and then with China (to 1978). In the early 1990s, Albania ended 46 years of xenophobic Communist rule and established a multiparty democracy. The transition has proven challenging as successive governments have tried to deal with high unemployment, widespread corruption, a dilapidated physical infrastructure, powerful organized crime networks, and combative political opponents. Albania has made progress in its democratic development since first holding multiparty elections in 1991, but deficiencies remain. International observers judged elections to be largely free and fair since the restoration of political stability following the collapse of pyramid schemes in 1997; however, there have been claims of electoral fraud in every one of Albania's post-Communist elections. The 2009 general elections resulted in a coalition government, the first such in the country's history. Albania joined NATO in April 2009 and is a potential candidate for EU accession. Although Albania's economy continues to grow, the country is still one of the poorest in Europe, hampered by a large informal economy and an inadequate energy and transportation infrastructure.
