SECRETARY KERRY: It’s my pleasure to welcome Foreign Minister Idrisov of Kazakhstan. You okay? Sorry. I’m really delighted to welcome the foreign minister here and I want to congratulate him and Kazakhstan on the near 23rd anniversary of their independence. It’s on December 16th. And we have enjoyed a growing security partnership, economic partnership, on any number of issues. We are working on the challenge of ISIL, of counterterrorism. We’re very grateful for Kazakhstan’s engagement with us on a number of issues – nonproliferation, issues of Afghanistan, trade, development. We’re working hard on Kazakhstan’s accession to the WTO. And I think it’s fair to say that in the region the relationship between the United States and Kazakhstan is really one of the most consequential for us, and we’re very grateful for the leadership that Kazakhstan has been showing.

So we have a full agenda and I’m very, very pleased to welcome you, Mr. Foreign Minister. Thank you for taking time to be here.

FOREIGN MINISTER IDRISOV: Thank you very much. Thank you very much. It happens so that Kazakhstan is a little bit ahead of the United States and by Kazakh time it’s already almost 11th of December. So first of all, I’d like to congratulate Secretary Kerry with his birthday and wish him every success in his very important global endeavors. As Secretary Kerry said, we have very full agenda. Our bilateral agenda covers all sorts of issues ranging from security, nonproliferation, investment, energy sector, of course nation and democracy building, and education. But we also have very robust global and regional agenda. We do discuss issues on Afghanistan, around negotiations on Iran, on crises like the so-called Islamic State or the Ebola epidemic. So we are tuned to the same wave and we are very happy to have this very meaningful strategic partnership. I am very proud that today we will have the third meeting of our Strategic Partnership Dialogue with Secretary Kerry, and I came here to confirm our strong desire to cement further the strategic partnership between Kazakhstan and the United States and take it to the future.

SECRETARY KERRY: I’d like to just mention one other thing which I was reminded of as the foreign minister spoke. Kazakhstan has initiated a very important education program for Afghan students, some $50 million they’ve committed to this effort. There are Afghans who are now in significant numbers studying in Kazakhstan, and this will be a critical component of capacity building for Afghanistan and of stability. So we’re very grateful for that kind of major effort. We thank you.

WHITE HOUSE PRESS STATEMENT ON U.S.-INDIA TRADE FACILITATION AGREEMENT AT WTO

Statement by the Press Secretary on the Agreement Between the United States and India on the Trade Facilitation Agreement at the World Trade Organization (WTO)

The important breakthrough reached today between the United States and India will unlock progress toward the full and immediate implementation of the WTO Trade Facilitation Agreement, which will lower the costs of trade for developed and developing countries alike.

The President had extensive discussions with Prime Minister Modi on this issue and appreciates his personal leadership in finding a path forward.

This breakthrough will also strengthen the multilateral trading system and give a boost to its ongoing work, including in the area of food security. Combined with the recent announcement of a breakthrough on the WTO Information Technology Agreement (ITA) and the agreement among Trans Pacific Partnership (TPP) Leaders that the end of those landmark negotiations is coming into focus, this has been a good week for expanding opportunities for American businesses and workers and for promoting growth around the globe.

I congratulate President Dilma Rousseff on her hard-fought victory, and we particularly congratulate the Brazilian people and electoral officials on another successful election marked by extraordinary participation and energetic debate. We look forward to continuing to work with President Rousseff and her administration to strengthen our shared aspirations and advance our bilateral relationship.

This is a vital relationship for the hemisphere and for the world. It’s a strategic relationship bigger than any differences. Representing the two largest democracies and economies in the hemisphere, our partnership reflects scores of common interests, whether it’s confronting the Ebola crisis, promoting peace and security in Haiti, increasing educational exchanges, supporting the WTO Trade Facilitation Agreement, and continuing to support deeper business and commercial relationships that strengthen job-creating trade and investment. If we both make this relationship the priority it can and must be, our cooperation and commitment will only continue to deepen.

So after that I thought I’d just stand up and say, “I accept the nomination.” (Laughter.) Fred, thank you very, very much – very, very generous comments.

Thank you all for the privilege of sharing some thoughts with you at this both timely and very, very important gathering. It’s my privilege to be able to be here, and I’m particularly happy to be here with so many of my colleagues, both our foreign ministers and defense ministers who are here. We had a chance to chat briefly out there. We have been meeting regularly along the trail, and I have come to admire and respect each of them for the clarity of their vision and for the way in which they have been really prescient on many of these issues.

I love the new digs and thank all those who are responsible for that. And also, Fred, thanks so much for your leadership and for the tremendous work that is being done at the Atlantic Council lately, the success of this particular conference but also the work, the groundwork you’ve been laying, and the focus that you have had on the criticality of the NATO relationship, the European relationship, which, as we know, thinking back to comments of the near past about Old Europe and New Europe and other times things that have been floating out there over these last years, this discussion is even more timely and relevant.

This year marks a number of different milestones that are really worth remembering, obviously beginning with the fact that it is 65 years since Secretary of State Dean Acheson and his European counterparts came together to sign the North Atlantic Treaty. And it’s been 25 years, amazingly, since the fall of the Berlin Wall. And that wall, as we all know too well, symbolically and literally divided East and West and Europe.

It’s been 15 years, and 10 years, and 5 years since then that NATO has welcomed new partners into the post-Cold War era. And as we have expanded as an organization, as NATO has expanded as an organization, I think it’s safe to say we have also expanded democracy, prosperity, and stability in Europe, and we have opened new opportunities in order to be able to advance security even further, and we have spurred economic growth around the globe.
Year after year, importantly, NATO’s newest members have proven their mettle in ways that we hoped for but necessarily weren’t able to predict with certainty. And so today I can tell you that I’ve seen it firsthand. Governor Huntsman and others have had occasion to travel, and we know what has been achieved in Afghanistan, where our allies in Central and Eastern Europe have served alongside us and others with distinction – on occasion not just making a sacrifice, but asking their young soldiers to join in making the ultimate sacrifice. And that perhaps more than anything else can define an alliance.

In addition, over the decades-long history, I think NATO, without any question, has done more to promote security, more to promote prosperity, and more to promote freedom than any other alliance in human history.

But today it serves us well to remember the words of President Eisenhower, who said about NATO when he was talking to our NATO allies, he said, “We can take satisfaction from the past, but no complacency in the present.”

As we come together then to reflect on 65 years of partnership, perseverance, and protection, we also have to take a look – a hard, cold, sober look – at the clear threats that regrettably still exist – not because of some inherent continuous push over these last years, but frankly, because of a fairly, it appears, uniquely personally driven set of choices that are being made.
And after two decades of focusing primarily on our expeditionary missions, the crisis in Ukraine now calls us back to the role that this alliance was originally created to perform, and that is to defend alliance territory and advance transatlantic security.

The events in Ukraine are a wake-up call. Our European Allies have spent more than 20 years with us working to integrate Russia into the Euro-Atlantic community. It is not as if we really haven’t bent over backwards to try to set a new course in the post-Cold War era. And so we’ve pursued serious bilateral engagement. We invited Russians to join organizations like the WTO, the NATO-Russia Council. But what Russia’s actions in Ukraine tell us is that today Putin’s Russia is playing by a different set of rules. And through its occupation of Crimea and its subsequent destabilization of Eastern Ukraine, Russia seeks to change the security landscape of Eastern and Central Europe.

So we find ourselves in a defining moment for our transatlantic alliance, and nobody should mistake that. And we are prepared to do what we need to do, and to go the distance, to uphold that alliance. Our strength will come from our unity. And the strength of our alliance always has come from our unity over the course of the 65 years.

So together, we have to push back against those who want to try to change sovereign borders by force.

Together, we have to support those who simply want to try to live as we do or as others do. I remember being in Kyiv and a man came up to me near the Maidan and said to me. “You know, I just came back from Australia, and I had to come back here and I have to be part of this, and I have to work so that people here could live the way I saw people living in Australia.” In today’s era of mobile devices and smartphones, everybody is in touch with everybody all of the time. And that sense of aspiration and hope and possibility is something that fills the imaginations of young people all around the planet.

So together, we have to support those folks who want to live free, making their choices about their own future. Together, we have to continue our strong support for Ukraine. And we can do that through economic assistance and we can do it through support for free and fair elections, for constitutional reform, for anti-corruption and for demobilization efforts.

And most important, together, we have to make it absolutely clear to the Kremlin that NATO territory is inviolable. We will defend every single piece of it. Article 5 of the NATO Treaty must mean something, and our allies on the front lines need and deserve no less.

Now, obviously, there have to be consequences for those who want to put to test what has been the norm of international relations and the goal, if you will, of international behavior ever since World War II.

Two weeks ago, I traveled to Geneva with my counterparts from Russia, from the EU, and from Ukraine. We agreed on a number of steps that needed to be taken in order to de-escalate the situation in Ukraine. I will tell you we had a very candid conversation, and Foreign Minister Lavrov agreed with all of us that we needed to be reciprocal in the steps that we need to take; both sides needed to do things in order to move forward.
Well, I will tell you that I was that afternoon directly in touch with Prime Minister Yatsenyuk and gave him the full download on those things that were legitimate expectations out of that, and he went to work immediately – immediately.

And so it was that from day one, Ukraine undertook to implement both the spirit and the substance of what was laid out in Geneva. He immediately agreed to help to vacate buildings, and he set out to do so, and they did vacate some buildings. They immediately began to remove barricades from the Maidan. Even now in the last 24 hours or so, they’ve vacated an entire building in the Maidan, because that was a specific complaint of Russia.

They proposed a specific amnesty bill in the legislature in order to follow through on the amnesty for protestors so that they could leave buildings with a sense of security about the justice system. They withheld their legitimate right to use their power of the state to remove people from buildings; instead stood back and canceled their CT operation over the course of the Easter weekend.

They actually took a trip – the prime minister himself – out to the region to indicate a willingness to listen to people in order to shape the constitutional reform, and in every respect began to open up the dialogues which even today they are pursuing throughout the region in order to discuss constitutional reform. That’s what Ukraine did starting on day one.

Meanwhile, I have to say to you, not one single step has been taken by Russia in any public way that seriously attempts to live by the spirit or the law of what was signed in that agreement. They have not announced publicly to their people that they need to come out of the buildings. They haven’t engaged with the OSCE in order to negotiate people out of the buildings. Every time you have a conversation, it’s pointing the finger at what the Ukrainians haven’t done, without even tallying up what they have done or acknowledging their own zero in the column with respect to what they have undertaken.

In fact, it’s fair to say they have escalated the crisis even further. There is strong evidence that I laid out several days ago of the degree to which Russian engagement exists directly in the east and has been building up over some period of time. Yet, what do we hear, regrettably? What we hear are the outrageous claims from certain people that the CIA somehow invented the internet in order to control the world, or that the forces occupying buildings, armed to the teeth, all wearing brand new military uniforms with the same lack of insignia, with the same faces in some cases of people who were identified as being in Crimea and in Georgia – they somehow want to assert to people that these people, moving in disciplined military formation to take over buildings and then bring the local separatists in to occupy the building while they move on to another building in an orderly, absolutely discernable, trackable fashion – they assert that these people are merely local activists seeking to exercise their legitimate rights.

As we have made clear, those kinds of claims are absurd. They defy any common sense. They defy the facts. And worse, they’re an indicator of the disingenuous dissembling, the policy of complete fiction that is being pursued in an effort to pursue their own goals and their own ends.
The Russians claim the government in Kyiv is illegitimate, but it’s a government that came to power with the vast supermajority of the Rada voting for it, including President Yanukovych’s own party, who deserted him because he deserted his country. And if your fear is illegitimacy, then you would step out of the way and encourage an election, which is set for about three and a half weeks from now, on the 25th of May, and you would encourage that election to take place in order to provide the legitimacy.

But instead, they’re doing everything in their power to undermine free and fair elections. They claim eastern Ukraine is too violent for monitors from the OSCE to be there; but when it comes to the armed, pro-Russian separatists – the ones who are actually perpetrating the violence – they do absolutely nothing to prevent them from taking those prisoners and hostages they’ve taken, in order to free them, and they allow them to be paraded in front of the press. And we see no evidence – no evidence at all – that Russia has actually pressured any of these groups in order to release any of these people or change course.

I say this with a certain element of sorrow, because of all of the effort and energy that has been expended to try to create a structure by which we would behave – all of us – differently, representing the best hopes and aspirations of all people on the face of this planet. That’s what all of our predecessors worked so hard to achieve, setting up a structure of rule of law and international law and multilateral mechanisms by which we try to resolve these kinds of differences.

So as a result, for all of these reasons, yesterday the United States announced again – President Obama announced – additional sanctions on more Russian individuals and entities. And we’ve also restricted export licenses for high-tech items that could be used to bolster Russia’s military capabilities.

Now these steps and other steps that we and our partners have taken over the past few months are already forcing Russia to pay a steep price for its efforts to create this instability. And I mean that. You just have to look at the ratings on the bonds, you look at the capital outflow, you look at the GDP numbers that are trending downwards. This is having an impact. And as long as Russia decides to continue to fan the flames rather than help to put them out, we stand ready – with our partners – to do what is necessary, not to necessarily punish somebody, but to find a way forward that restores this process we’ve worked so hard to honor through the years.
The Russians have a clear choice: Leave Ukraine in peace and work with us together to create a strong Ukraine, a Ukraine that is not a pawn, pulled and tugged at between East and West, but a Ukraine that could be a bridge to both, with the ability to have an open trading mechanism on all degrees, 360 around Ukraine. And whatever path they choose, I can guarantee this: The United States and our allies will stand together in support of Ukraine.

This crisis is a wake-up call for us to accelerate the other work that we’ve been doing to promote a stronger, more prosperous transatlantic community.

So to start, we cannot continue to allow allied defense budgets to shrink. Clearly, not all allies are going to meet the NATO benchmark of 2 percent of GDP overnight or even next year. But it’s time for allies who are below that level to make credible commitments to increase their spending on defense over the next five years. And if we’re going to move the trend line in a positive direction, this has to be an alliance-wide effort.

Two, if we want a Europe that is both whole and free, then we have to do more together immediately, with a sense of urgency, to ensure that European nations are not dependent on Russia for the majority of their energy. In this age of new energy markets, in this age of concern about global climate change and carbon overload, we ought to be able to rush to the ability to be able to make Europe less dependent. And if we do that, that will be one of the greatest single strategic differences that could be made here. We can deliver greater energy independence and help to diversify energy sources that are available to the European markets, and we can expand the energy infrastructure across Europe, and we can build up energy storage capacity throughout the continent.

Third, we have to invest in the underpinnings of our economic partnership. We are together, Europe and the United States, two of the largest markets in the world. And the fact is that we can seriously strengthen our economic ties and accelerate growth and job creation and serve as a buffer to any negative impacts of some of the steps we need to take if we move on both sides of the Atlantic rapidly to complete the Transatlantic Trade and Investment Partnership. That agreement will do more to change the way we do business and some of our strategic considerations than any other single economic step that we can take, with the sole exception of the energy independence.

So my friends, I’ll just close by saying to all of you that this moment – without reaching for any hyperbole because the moment is serious enough that it doesn’t require that – this moment is about more than just ourselves. The fact is that our entire model of global leadership is at stake. And if we stand together, if we draw strength from the example of the past and refuse to be complacent in the present, then I am confident that NATO, the planet’s strongest alliance, can meet the challenges, can absolutely take advantage of the opportunities that are presented by crisis, and that we can move closer to a Europe that is whole and prosperous, at peace, and free and strong.

That’s our goal, and we look forward to working with our fellow ministers and with each of these countries to achieve it. Thank you for letting me be with you. (Applause.)

PRESIDENT OBAMA, PRIME MINISTER OF MALAYSIA ISSUE JOINT STATEMENT

Joint Statement By President Obama And Prime Minister Najib Of Malaysia

 The Honorable Dato’ Sri Mohd Najib Tun Abdul Razak, Prime Minister of Malaysia and The Honorable Barack Obama, President of the United States of America held a bilateral meeting on 27 April 2014 in Putrajaya, Malaysia.
The two leaders reflected on the historic nature of President Obama’s State Visit to Malaysia, the first Presidential visit in 48 years, and the resilience of bilateral relations between Malaysia and the United States.  Both leaders reaffirmed their mutual commitment to further enhance Malaysia – U.S. engagement on issues of bilateral, regional and international importance.
Reflecting on the search for missing flight MH370 which carried passengers and crew from 14 nations, including Malaysia and the United States, the Prime Minister expressed Malaysia’s gratitude to President Obama for the United States' unwavering support.  Malaysia is heartened by the presence of the United States from day one in the ongoing operations to locate flight MH370.  The support received exemplifies the strong ties of friendship and cooperation between the two countries.
Recognizing the growing cooperation between the two countries in a wide range of areas, Prime Minister Najib and President Obama decided to elevate the Malaysia – U.S. relationship to a Comprehensive Partnership with the aim of advancing the two countries’ common interests and the shared values of the people of the United States and Malaysia.  Under the Comprehensive Partnership, both countries commit to further strengthening dialogue mechanisms in key areas including political and diplomatic cooperation, trade and investment, education and people-to-people ties, security and defense cooperation, as well as collaboration on the environment, science and technology, and energy.
Political and Diplomatic Cooperation
The Prime Minister and the President welcomed the increasing high-level interaction between the two countries in recent years, including the numerous Cabinet-level exchanges of visits, and encouraged continued dialogue at various levels. Both sides also committed to reinvigorate the Malaysia – U.S. Senior Officials Dialogue as a key forum to pursue the implementation of the Comprehensive Partnership through regular consultations.
The Prime Minister appreciated the United States’ presence in Asia which contributes to peace, stability and prosperity in the region. President Obama reiterated the United States’ strong support for the Association of South East Asian Nations (ASEAN) and the importance of East Asian regional institutions. President Obama also welcomed Malaysia’s upcoming chairmanship of ASEAN in 2015 and expressed confidence that under Malaysia’s stewardship, ASEAN would further its regional ambition of economic integration.
The Prime Minister and the President acknowledged the importance of peace and stability for the security and economic prosperity of nations.  The leaders exchanged views on recent developments in the South China Sea and affirmed the importance of safeguarding maritime security and ensuring freedom of navigation and over flight throughout the region, including critical waterways in the South China Sea. The two leaders underscored the importance of all parties concerned resolving their territorial and maritime disputes through peaceful means, including international arbitration, as warranted, and in accordance with universally recognized principles of international law, including the United Nations Convention on the Law of the Sea. The two leaders highlighted the importance of all parties concerned avoiding the use of force, intimidation, or coercion, and exercising self-restraint in the conduct of activities.
The Prime Minister and the President reaffirmed the importance of the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in enhancing mutual trust and confidence amongst all parties concerned and recognized the need for ASEAN and China to work expeditiously towards the establishment of an effective Code of Conduct in the South China Sea (COC).
The two leaders underscored their commitment to promoting respect for human rights, as well as the importance of a vibrant and independent civil society consistent with the Charter of the United Nations and international human rights law.  Respect for diversity, respect for the freedom to express different views and practice different faiths, respect for all religions and respect for the rights of all in the populations are essential to healthy and prosperous democracies.
Both leaders welcomed efforts to promote tolerance and inter-faith understanding and counter violence and extremism. In relation to this, the two leaders also appreciated the goals of the Global Movement of Moderates to promote greater understanding and moderation among people of all faiths by expanding government-to-government and people-to-people engagement.
President Obama commended Malaysia’s leading role in facilitating the Southern Philippines Bangsamoro peace process that led to the recent signing of the Comprehensive Agreement on the Bangsamoro.
Both leaders welcomed the bilateral work agreement on the gainful employment of spouses of embassy and consulate officials which provides benefits for diplomatic families of both sides as well as the host country.
Economic and Trade Cooperation
Prime Minister Najib and President Obama celebrated the strong economic links between Malaysia and the United States, including bilateral trade amounting to U.S. $40 billion annually.  Prime Minister Najib and President Obama applauded the progress made so far in the Trans-Pacific Partnership Agreement negotiations.  They reaffirmed their commitment to work together to resolve the remaining issues and conclude the high-standard agreement as soon as possible so that both countries’ businesses, workers, farmers, and consumers could begin benefitting.   Both leaders also discussed the importance of enhancing multilateral cooperation to promote trade, investment and inclusive growth in fora such as ASEAN, the Asia Pacific Economic Cooperation (APEC) and the World Trade Organization (WTO).
Noting that the United States was the largest source of foreign investment in Malaysia in 2013, the Prime Minister acknowledged the beneficial and significant role of U.S. investors in the development of Malaysia’s economy. This close cooperation has resulted in support for Malaysian Small and Medium Enterprises (SME) through linkages between U.S. companies and Malaysian SMEs, sharing technology, promoting innovation and contributing to Malaysia’s economic transformation agenda.
The President similarly highlighted the United States’ openness to foreign investment, and noted the mutually beneficial nature of Malaysian investment in the United States.  The President encouraged Malaysian participation in SelectUSA, a U.S. Government initiative to promote and facilitate inbound business investment and a key partner and support system for potential Malaysian investors, including SMEs, seeking investment opportunities in the United States.
Both leaders emphasized the importance of a strong intellectual property rights regime, to promote innovation and for the mutual benefit of innovators and consumers. Such a regime has already helped support investments in new growth areas including in emerging and high technology sectors as well as high value-added, knowledge-based and skills-intensive industries which should generate more high income job opportunities in both countries and support Malaysia’s aspiration to become a developed nation by the year 2020. The two leaders expressed confidence that the ongoing economic reforms in Malaysia and the economic recovery of the United States would accelerate economic growth, opening greater opportunities for trade and creating employment in both countries.
Education and People-to-People
Recognizing people-to-people relations as the foundation of strong bilateral ties, the two leaders affirmed their shared intention to foster better understanding, goodwill and friendship between the peoples of both countries.
Reflecting the Prime Minister and President Obama’s shared aspiration to enhance people-to-people interaction first discussed in 2010, the two leaders celebrated the success of the Fulbright English Teaching Assistant (ETA) Program.  Likening the spirit of the Fulbright ETA program to the Peace Corps program, which ran for two decades in Malaysia, Prime Minister Najib and President Obama announced that the governments of Malaysia and the United States have extended the Fulbright ETA Program for another three years.
The two leaders applauded the network of eight Lincoln Corners in six different Malaysian states and Kuala Lumpur that host hundreds of educational programs and promote connections between Malaysia and the United States. Both leaders also recognized the value of sharing the rich cultural heritages of our two countries through exchanges of displays in art galleries and museums in both countries.
The Prime Minister and President Obama welcomed the establishment of the Malaysia-America Foundation and the exploring of opportunities to establish sister city relationships between the two sides.
Prime Minister Najib and President Obama acknowledged that university level linkages between the United States and Malaysia continue to grow. Both sides encouraged the expansion of research and study partnerships between U.S. and Malaysian institutions of higher education.
Both leaders emphasized the importance of youth empowerment, particularly in promoting entrepreneurship, environmental protection, education, and civic participation in Malaysia and across the region, including through such programs as the Malaysian Global Innovation and Creativity Centre (MaGIC) and activities under the Young Southeast Asian Leaders Initiative (YSEALI).
Defense and Security
President Obama welcomed Malaysia’s commitment to counter the proliferation of weapons of mass destruction with the endorsement of the Proliferation Security Initiative (PSI) Statement of Interdiction Principles.
The two leaders reaffirmed the longstanding military-to-military cooperation between Malaysia and the United States which provides a solid foundation for enhancements across a broad front. Both leaders acknowledged the value of continuous dialogue on regional and global security challenges as well as coordination on military matters through the Malaysia – U.S. Strategic Talks (MUSST) and the Bilateral Training and Consultative Group (BiTACG).
Prime Minister Najib and President Obama decided to continue discussions on opportunities for practical future cooperation in the maritime domain, including ways the United States could support the development of Malaysia’s maritime enforcement capacity through the provision of training, equipment and expertise.
President Obama applauded Malaysia’s troop contributions to peacekeeping in United Nations missions, including in Afghanistan and Lebanon and thanked Malaysia for its successful deployment of a military medical team in Afghanistan.  Both sides committed to strengthen cooperation in peacekeeping training under the Global Peace Operations Initiative (GPOI) and welcomed U.S. support for the Malaysian Peacekeeping Training Centre.
The two leaders welcomed the expansion of ties between the defense industries of Malaysia and the United States, which contribute to Malaysia’s economic development. Both sides committed to work further to nurture and deepen defence bilateral engagements, including promoting the interoperability between the two armed forces.
Malaysia and the United States noted with satisfaction the progress in various ongoing scientific sectors, including cooperation to raise awareness and capacity in biosecurity laboratories and research facilities in Malaysia dealing with biological threats.   These activities reflect a shared commitment to the Global Health Security Agenda, which seeks to accelerate progress toward a world safe and secure from threats posed by infectious disease.
Prime Minister Najib and President Obama expressed a firm commitment towards enhancing cooperation between their two countries in trade and investment.  Among the areas of interest are customs administrative matters and to this end would therefore encourage officials engaged in the negotiations to expedite the early conclusion of the Customs Mutual Assistance Agreement. The two leaders are also committed to work toward finalizing the memorandum of understanding on immigration information exchange.
Prime Minister Najib and President Obama also decided to consult on Malaysia’s interest in meeting the statutory requirements for participation in the Visa Waiver Program.  As a first step, the United States has committed to provide technical briefings on security requirements and information sharing agreements this year.
Recalling the Memorandum of Understanding on Transnational Crime signed by both sides in 2012, the two leaders look forward to convening the inaugural Joint Working Group Meeting to review the efficiency and effectiveness of our law enforcement cooperation.
The two leaders decided that Malaysia and the United States would strengthen cooperation in humanitarian assistance, disaster relief and management, including exploring capacity building initiatives to increase preparedness in handling natural and man-made disasters.
Environment, Science and Technology, and Energy Cooperation
The Prime Minister and President Obama welcomed the active cooperation between Malaysia and the United States in science and technology following the signing of the Memorandum of Understanding on Science and Technology Cooperation in 2010. Pursuant to the MOU, the leaders noted the establishment of focus areas on biotechnology, marine science, climate studies, conservation science and management under the Joint Committee of Science and Technology.
The Prime Minister highlighted to President Obama the initiatives under the Global Science and Innovation Advisory Council (GSIAC), a joint New York Academy of Sciences and Malaysian Industry-Government Group for High Technology (MIGHT) forum with a mandate to develop science, technology and innovation strategies to achieve Malaysia’s vision 2020.
Malaysia recognized the U.S. Government’s tremendous role as an important partner of the Coral Triangle Initiative (CTI). The Prime Minister conveyed his appreciation to President Obama for United States’ contributions of more than U.S $60 million in technical and financial assistance and capacity building programs to CTI member countries.
Noting the shared visions of the two countries to develop a stronger bio-based economy to ensure sustainable growth, both leaders recognized expanded private sector research collaboration and cooperation in biotechnology.
The Prime Minister sought the United States’ support to build Malaysian knowledge and expertise to develop green technology and thanked President Obama for U.S. assistance in creating Malaysia’s newly announced green technology development strategy and clean energy cooperation to date under the U.S. Asia Pacific Comprehensive Energy Partnership.
The Prime Minister and President Obama reiterated a common commitment to the conservation of biodiversity and agreed to strengthen cooperation in addressing illegal wildlife trade.
Conclusion
Looking ahead, both leaders pledged their commitment to elevate the Malaysia – U.S. bilateral cooperation to a Comprehensive Partnership that would cover wide-ranging areas for the expansion of trade and investment, security and defense, education, science and technology, energy, and people-to-people relations, for the collective benefit of both countries.

China has been an important source of recent growth in U.S. agricultural exports, and there has been concern about the implications of recent increases in China’s domestic farm support. While it is often presumed that subsidies and price supports give Chinese farmers an advantage, these policies actually may improve prospects for U.S. agricultural exports by raising costs and prices of Chinese commodities above international levels. As a World Trade Organization (WTO) member, China agreed to relatively low tariffs and eliminated most barriers to imports apart from tariff rate quotas for several types of cereal grains, cotton, and sugar. Consequently, as China raises domestic price supports above international prices, the country tends to attract more imports. As a result, China today is a net importer of the commodities that are the main targets of its domestic support programs—grains, oil-seeds and cotton.

SECRETARY KERRY: Mr. Ambassador, David, thank you very, very much. And thank you so much for your great leadership these past years. Xin chao, Vietnam. I’m very, very happy to be here and to be back. It’s an honor for me to be here with so many people who’ve really been taking part in and contributing to the great transformation and the great success that is taking place here in Vietnam.

I’ll just share a little bit of – a little bit of nostalgia with you. When I first came back here around 1990, this was a very different country. The United States and Vietnam were still very stuck. There was an embargo, and we had not resolved difficult issues that remained from the war. Many of us dreamed of a time back then when we would think of Vietnam not in terms of war, but of only a country and the normal things that countries engage in. And I am proud and pleased to say that today, certainly for me, represents that moment.

The last time I was here was in the year 2000 with President Clinton when we came right after the normalization had taken place, and the embargo had been lifted some years earlier with President Bush, George Herbert Walker Bush. And a number of us – Senator John McCain and myself – were involved in that journey from the beginning. There were very difficult issues to still resolve. We had prisoner of war/missing in action issue which was felt deeply, as it should have been and was, by people all across America. And of course, there were issues here in Vietnam about Agent Orange and the residuals of the war.

I can’t think of two countries that have worked harder, done more, and done better to try to bring themselves together and change history and change the future and provide a future for people which is now very, very different. There are still things to be achieved, things to be done. I’ll say a few words about that. But I can remember when I touched down in Hanoi back then. I could still see all the craters from bombs. There was almost no motorbikes. Everything was a bicycle; very, very few cars. Not a stoplight worked in Hanoi at that point in time, and there were just a couple of hotels. It was a place that had been frozen in time.

No one can help but marvel at the modern Vietnam. What has taken place in just a little over 20 years is extraordinary. And so this is not a transformation that just happens by coincidence, may I say. It’s a product of the commitment and the vision of a lot of people here in this room.

I want to thank David for his job as ambassador and the work that all of our embassy personnel and consular personnel, Foreign Service, Civil Service, local hires, third national country. Everybody joins together as a team and works very, very effectively to do things.

Our ties are growing stronger every day we continue to work. We have the educational exchanges that we talked about today. And I believe that, actually, David participated in not one but I think three educational exchange programs in Asia, just as an example of the background and depth that can help to contribute to these kinds of efforts.

It is, frankly, why the vision of educators and education has been so important to this transformation. And I just want to take a moment to say that I can’t think of anyone who’s done more to help make that happen than the combined team of Tom Vallely and Ben Wilkinson, who are leading Harvard’s – Harvard University’s efforts here in Vietnam, and the Fulbright Economics Teaching Program, a program I was proud to first support as a senator. And we put it in place and it was built into the largest Fulbright program in the world. Today, I think it’s the second-largest program in the world, and we’ve got to see if we can’t make it the largest again if we keep working at it. But I want to thank Tom and Ben for all that they do to contribute to this transformation.

I also want to thank the American Chamber of Commerce, and the American Chamber of Commerce Vietnam and the Vietnam Chamber of Commerce and industry have also made just a gigantic difference here. AmCham’s experience in Vietnam has really ushered in a new era of cooperation for the bilateral trade agreement in 2001, to the WTO session in 2007, and now we are working on the TPP, Trans-Pacific Partnership. I’ll say a word about it.

But just think about this for a minute: Our bilateral trade has grown 50-fold, 50 times since 1995, to more than $25 billion a year now, and we are on track to meet our target of doubling our U.S. exports to Vietnam in five years, which was the goal that President Obama set five years ago. Vietnam has the potential to become one of the United States’ leading economic partners in the region, and we’re going to continue to work at that.

Today, we’re on the doorstep of another great transformation that could open more doors to opportunity, and it could make our partnership much more vibrant, and frankly, could make our markets a lot more energized and rewarding. What I’m talking about are the opportunities that would come from the Trans-Pacific Partnership from the high-standard trade pact that Vietnam and the United States are negotiating with 10 of our Pacific partners. The partnership’s high standards would maintain the momentum that has been created for market reforms, for modernization, for regional integration that the Government of Vietnam has actually made a priority. It will also complement Vietnam’s efforts to transform state-owned enterprises and important sectors of the economy like energy and banking, which will attract greater investment.

And today, I am happy to announce that we will provide an initial $4.2 million for USAID’s Governance for Inclusive Growth. It’s a program to help implement the Trans-Pacific Partnership. This is not aid. I want to make that clear. This is an investment, and it’s an investment in broad-based and sustainable growth.

And I think this is just one more way that the United States wants to support Vietnam as it grows its own role in the global economy. And just think about it; you’ll see it out in the streets walking around. Forty percent of the population here is younger than 25. I was thinking about it as I was driving in, watching all the motorbikes. And I said a lot of the people riding those motorbikes were eight, nine, and ten years old when I was last here, just to give you an example of growth and time passing.

To create high-paying jobs and economic opportunity, there are a number of essential things, and I want to say something about it. You need a free market. You need a free marketplace of ideas. People need to be able to express their thoughts. You need to be able to dare to fail. You need to be able to be creative. You need to be able to talk and promote new ideas about trade and development and creation of new products.

And the United States believes firmly, as we have seen from Slovenia all the way to South Korea, that building a society that is more open and more free is critical to a country’s long-term strength and success. Vietnam has proven that greater openness is a great catalyst for a stronger and more prosperous society, and today Vietnam has an historic opportunity to prove that even further. A commitment to an open internet, to a more open society, to the rights of people to be able to exchange their ideas, to high-quality education, to a business environment that supports innovative companies, and to the protection of individual people’s human rights and their ability to be able to join together, express their views – all of these things create a more vibrant and a more powerful economy as well as a society. It strengthens a country; it doesn’t weaken it. And the United States urges leaders here to embrace that possibility and to protect those rights.

American institutions of higher learning in Vietnam already provide some of the highest-quality education in the world, and I have long supported this program, the Fulbright Economics Teaching Program in Ho Chi Minh City, which has provided a huge number of Vietnamese officials in government now opportunities to study economic policy. And this exchange process is a wonderful way for people to see what the rest of the world is doing and bring back ideas to their own country, and not be afraid of change and of the possibilities of the future.

When I met with today’s foreign minister of Vietnam in New York City – actually, when I met him in Washington – he came to meet me first in Washington – the foreign minister handed me a photo. And I looked at the photo and I saw a young, black-haired, brown-haired John Kerry and a young foreign minister standing together outside of Tuft’s Fletcher School of Law and Diplomacy, where I first met him on one of these exchanges 30 years ago or 20-whatever years ago.

That’s how it works, folks. And now there are foreign ministers, prime ministers, environment ministers, finance ministers, presidents of countries all over the world who have shared their educational experience in a different place. I’m very pleased that the leadership of the Fulbright Economics Teaching Program is here today, and I look forward to working with the Vietnamese Government to establish a Fulbright University of Vietnam in the near future.

We also see a lot of innovative American companies here, and I had a chance to meet with a number of you who are engaged in entrepreneurial activity. Chad Ovel here today from AA Corporation, which has helped to introduce sustainable forestry to Vietnam and he’s helped to show that we don’t have to choose between being pro-environment and pro-economic; they go hand in hand, and the future will demand that they go hand in hand. The success of Sherry Boger at Intel and Khoa Pham at Microsoft highlights how high standards for intellectual property help to make innovation and job creation possible.

And we just did a wonderful signing ceremony in there with General Electric. General Electric is another American company that is benefitting from growing economic ties but also helping Vietnam to grow at the same time. And GE signed a deal with Vietnam Airlines back in October to sell this country’s flag carrier 1.7 billion in aircraft engines for the Boeing 787 aircraft. And a few minutes ago, as some of you saw, we just signed an agreement worth approximately $94 million for the Cong Le company to provide a second tranche of turbines for a signature wind farm project in Bac Lieu province. This project, with financing that comes from the U.S. Import-Export Bank and the Vietnam Development Bank, will help meet Vietnam’s growing demand for electricity, but it does so bringing clean power generation to the Mekong Delta and can set an example for the ways in which the new energy paradigm can be defined.

So whether – here in Vietnam, whether we are talking about our commitment to economic exchange, greater educational exchange, or our support for young entrepreneurs and a cleaner environment, I’m proud that the United States is putting a full complement of our diplomatic tools to work. And it’s clear that the partnership between Vietnam and the United States is stronger than ever, and most exciting, I am convinced we’re only just beginning. This is the beginning, and there are just enormous possibilities ahead of us. With the continued commitment of all of you in this room and your partners across the country, I am absolutely convinced the bonds between the United States and Vietnam can be the pillars of much greater prosperity and of a shared prosperity for decades to come.

And I’ll tell you something. Years ago, that vision we all had that we wanted to be able to think of Vietnam – when we said the word “Vietnam,” for years and years you’d say, “Vietnam,” and wow, you just thought about a war. And a lot of us didn’t want to do that. Now you say the word “Vietnam” and you think about a country and you think about a very changed playing field where this is one of the growing, contributing, transforming nations of the world. And I think the possibilities for the future are just gigantic. So with the right focus on the openness and freedom of the society, with the right respect for people and their rights, and with the right focus on growth and education, there is no question in my mind that all of that energy and all of that effort invested in trying to set this new direction is going to pay off big-time.

So it’s my honor to be here. Thank you very much, all of you, for joining in this. And thank you particularly to the entrepreneurs who are the ones really making this difference on the ground. It’s great to be with you. Thank you. (Applause.)

U.S.-VIETNAM IMPROVING RELATIONS, TRADE .

Joint Statement by President Barack Obama of the United States of America and President Truong Tan Sang of the Socialist Republic of Vietnam

President Barack Obama welcomed President Truong Tan Sang of the Socialist Republic of Vietnam to the White House on July 25, 2013.  During their meeting, the two Presidents affirmed their commitment to opening a new phase of bilateral relations between Vietnam and the United States based on mutual respect and common interests.  President Truong Tan Sang’s visit comes at an important time for both nations, reflecting a shared desire to build a forward-looking relationship between the two countries.

President Obama and President Truong Tan Sang decided to form a U.S.-Vietnam Comprehensive Partnership to provide an overarching framework for advancing the relationship.  They underlined the principles of the U.S.-Vietnam Comprehensive Partnership, including respect for the United Nations Charter, international law, and each other’s political systems, independence, sovereignty, and territorial integrity.  They stated that the Comprehensive Partnership is intended to contribute to peace, stability, cooperation, and prosperity in each country, in the region, and in the world.  The new Comprehensive Partnership will create mechanisms for cooperation in areas including political and diplomatic relations, trade and economic ties, science and technology, education and training, environment and health, war legacy issues, defense and security, protection and promotion of human rights, and culture, sports, and tourism.

Political and Diplomatic Cooperation

As part of the U.S.-Vietnam Comprehensive Partnership, the two sides agreed to increase high level exchanges as well as contacts at all levels, and to intensify dialogue and cooperation mechanisms.  President Obama affirmed the United States’ support for Vietnam’s independence, sovereignty, prosperity, and integration into the international community.  President Truong Tan Sang welcomed the United States’ enhanced cooperation in the Asia-Pacific, which contributes to the peace, stability, and prosperity of the region.

The Presidents welcomed the establishment of a regular dialogue between their two foreign ministers, and encouraged dialogues and exchanges between entities associated with political parties in both countries.

President Obama and President Truong Tan Sang agreed to enhance cooperation at regional and international forums including The Asia Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN), the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministerial Meeting Plus (ADMM+) to support peace, stability, cooperation, and development in the Asia-Pacific region.  The two Leaders reaffirmed their support for the settlement of disputes by peaceful means in accordance with international law, including as reflected in the United Nations Convention on the Law of the Sea .  The Presidents also reaffirmed their support for the principle of non-use of force or threat-of-force in resolving territorial and maritime disputes.  The Presidents underscored the value of full observance of the Declaration of Conduct of Parties in the South China Sea (DOC) and the importance of launching negotiations to conclude an effective Code of Conduct (COC).

President Truong Tan Sang expressed his appreciation for the Lower Mekong Initiative (LMI).  The two Presidents agreed that the two sides would work together with other member countries and the Friends of the Lower Mekong to further strengthen regional cooperation to promote prosperity and sustainable development, narrow the development gap, enhance connectivity, and respond to transnational challenges in the region.

The two Presidents instructed relevant agencies to conclude as soon as possible a bilateral agreement on the construction of new embassies and missions.  The Leaders affirmed that the United States’ and Vietnam’s diplomatic presence in their respective capitals should reflect the development of their bilateral ties.

Trade and Economic Ties

Recalling their discussions in Cambodia in November 2012, President Obama and President Truong Tan Sang reaffirmed their commitment to conclude a comprehensive, high-standard Trans-Pacific Partnership (TPP) agreement as soon as possible this year.  A 21st-century TPP agreement will advance regional economic integration, further development objectives, and lead to the creation of jobs in the United States, Vietnam, and all TPP countries, while taking into account the diversity of the participants’ levels of development in the context of a comprehensive and balanced package.

The Presidents welcomed continued efforts to further bilateral economic, commercial, and investment ties, and President Obama noted Vietnam’s reform efforts as a developing economy.  They underlined the critical value of these efforts to advancing the bilateral relationship, and the importance of economic cooperation as a foundation and engine for the new U.S.-Vietnam Comprehensive Partnership.  The Presidents agreed to enhance cooperation under the U.S.-Vietnam Trade and Investment Framework Agreement (TIFA) Council as well as under the ASEAN Enhanced Economic Engagement initiative and in APEC to increase economic and trade engagement in line with the bilateral Comprehensive Partnership and shared objectives in the World Trade Organization (WTO), APEC, and ASEAN fora.  President Obama applauded Vietnam’s progress in economic reform President Obama noted Vietnam’s interest in pursuing market economy country status and is committed to intensifying the United States’ constructive engagement with Vietnam on its economic reforms.  The Presidents acknowledged Vietnam’s intention to accede to the Cape Town Convention on International Interests in Mobile Equipment (CTC).

Both Presidents noted the importance of growing commercial ties between the two economies, and made special mention of: the MOU signed between PetroVietnam and U.S. Export-Import Bank to support trade and investment in the petroleum and energy sectors in Vietnam; the Framework Heads Agreement on the Ca Voi Xanh offshore Vietnam development project between Exxon Mobil Corporation and PetroVietnam; the Cooperation Agreement between Murphy Oil Corporation and PetroVietnam Exploration Production Corporation (PVEP); an MOU between Metropolitan Life Insurance Company (MetLife) and Bank for Investment and Development of Vietnam (BIDV);  and the Vietnam Ministry of Finance's approval in principle for establishment of a fund management company by ACE Insurance.  The Presidents welcomed U.S. Department of Agriculture support for capacity building and training programs designed to help Vietnam adopt and apply sound science and technology to the benefit of Vietnamese farmers, agricultural companies, and consumers.  The two leaders recognized the importance of protecting the most vulnerable populations while pursuing economic development, including working together to combat child and forced labor.

Science and Technology Cooperation

President Obama and President Truong Tan Sang discussed the importance of scientific and technological cooperation.  They welcomed the 8th meeting of the Joint Committee for Scientific and Technological Cooperation to be held this autumn, and highlighted efforts to build ties between the scientific communities in the United States and Vietnam to strengthen bilateral relations, respond to climate change and other global challenges, and foster innovation-driven economic growth.  President Obama and President Truong Tan Sang reiterated their intention to continue scientific cooperation, including in the areas of civil nuclear energy, space technology, and maritime research.  The Presidents highlighted the successful conclusion of a joint effort to remove all highly enriched uranium from Vietnam.  The two leaders agreed to continue cooperation to support Vietnam’s aspirations for a peaceful nuclear energy program with the highest standards of safety, safeguards, and security.

Education Cooperation

The Presidents agreed on the need to enhance educational, cultural, and people-to-people ties between the United States and Vietnam.  They remarked on the rapid growth of Vietnamese students studying at U.S. universities and colleges, and expressed hope that more U.S. students will pursue study abroad opportunities in Vietnam.  They agreed that close cooperation on education and training are critical elements to the next phase of the relationship.  They also noted that robust English language instruction will help Vietnam compete in the 21st century global economy.  President Obama and President Truong Tan Sang noted the success of bilateral education and exchange initiatives, especially the Fulbright program and the Higher Engineering Education Alliance Program (HEEAP).  The two Presidents noted the success of the Fulbright Economics Teaching Program and President Truong Tan Sang welcomed the initiative establishing a Fulbright University in Vietnam.

Environment and Health

President Obama and President Truong Tan Sang welcomed increasing bilateral cooperation to reduce greenhouse gas emissions in Vietnam through promotion of clean energy, energy efficiency, and sustainable forestry, and to strengthen Vietnam’s resilience to climate change, rising sea level and natural disasters, including through the United States Agency for International Development’s (USAID) Clean Energy Program and Forests and Deltas Program.  President Obama reaffirmed the United States’ commitment to providing further medical and other care and assistance for persons with disabilities, regardless of cause.

The two leaders also agreed to work together, along with their LMI partners, to promote scientific research, capacity-building, and dialogue to ensure the long-term health and sustainability of the Mekong Delta and the Lower Mekong River Basin.  President Obama expressed appreciation for Vietnam’s leadership as the co-chair of the LMI Environment and Water Pillar, which has included two joint research proposals from Vietnam on water resources management in the basin.  The two leaders expressed satisfaction with the recent conclusion of the Agreement on Healthcare and Medical Sciences Cooperation and looked forward to enhanced public health cooperation to promote global health security.  President Truong Tan Sang expressed his appreciation for the U.S. government’s continued support through the President's Emergency Plan for AIDS Relief (PEPFAR) for Vietnam’s efforts to build sustainable systems for HIV/AIDS prevention, treatment, and care.

War Legacy Issues

The two Presidents agreed that extensive cooperation in addressing war legacy issues to deepen mutual trust has allowed both countries to develop a relationship that looks to the future.  President Obama expressed his appreciation for Vietnam’s continued cooperation in providing for the fullest possible accounting for U.S. personnel missing in action (MIA).  President Obama reaffirmed the U.S. commitment to assist Vietnam in its MIA accounting efforts.  President Truong Tan Sang noted the U.S. Government’s contributions to Vietnam’s efforts to clean up unexploded ordnance (UXO), assist those injured by UXO, and prevent future casualties.  The Presidents expressed satisfaction with progress on USAID and the Vietnamese Ministry of National Defense’s project to clean up dioxin contamination at Danang International Airport.  President Truong Tan Sang welcomed plans by the U.S. Government to conduct an environmental assessment of dioxin contamination at Bien Hoa Air Base.

Defense and Security

The two leaders agreed that the United States and Vietnam would continue to cooperate on defense and security.  They expressed satisfaction with the Memorandum of Understanding on Advancing Bilateral Defense Cooperation of 2011 and reaffirmed their commitment to its full implementation.  The Presidents agreed to continue the U.S.-Vietnam Defense Policy Dialogue and the bilateral Political, Security, and Defense dialogue as opportunities to review the defense and security relationship and discuss future cooperation.  The two Presidents agreed to expand mutually beneficial cooperation to enhance capabilities such as search and rescue and disaster response.  The Presidents also underscored the importance of enhanced cooperation in non-traditional security matters and agreed to work more closely to counter terrorism; enhance maritime law enforcement cooperation; combat transnational crime including piracy, and narcotics, human, and wildlife trafficking; and address high-tech crime and cyber security.  President Obama welcomed Vietnam’s decision to participate in United Nations peacekeeping operations and emphasized the United States’ desire to assist with training and other support for this effort through the Global Peace Operations Initiative (GPOI).

Promotion and Protection of Human Rights

The Presidents took note of the benefits of a candid and open dialogue to enhance mutual understanding and narrow differences on human rights.  They emphasized the importance of protection and promotion of human rights.  President Truong Tan Sang informed President Obama of Vietnam’s efforts and achievements in promoting human rights and rule of law and in protecting the rights of religious believers.  President Truong Tan Sang also affirmed that Vietnam was prepared to sign the United Nations Convention Against Torture by the end of the year and stated that Vietnam would invite the Special Rapporteur on Freedom of Religion or Belief in 2014.  Both sides reaffirmed their commitment to uphold the United Nations Charter and the Universal Declaration of Human Rights.

Culture, Tourism and Sports

President Truong Tan Sang and President Obama highlighted the importance of enhanced cooperation on culture, sports and tourism to strengthening people-to-people exchange and mutual understanding.  They took note of the success of the Vietnamese-American community in the United States and their important contributions to the growth of bilateral ties.  The two Presidents encouraged more people-to-people exchange through art performances, concerts, exhibitions and other cultural and sports events between the two countries.

SECRETARY KERRY: Good afternoon, everybody. Thank you for being patient. We appreciate it very much. I’m delighted to continue my trip through Asia, and on behalf of President Obama, it is an honor to represent the United States at the annual APEC economic leaders meeting. And I’m delighted to be here with a member of the President’s cabinet, our United States Trade Representative, Ambassador Mike Froman.

I want to thank Indonesia for its extraordinary welcome and wonderful hospitality over the day and a half that we’ve been here meeting already, and we thank them for their exceptional hosting of the APEC conference.

First, I’d like to say just a few words about the disappointing situation back home, which, regrettably, has kept the President of the United States from attending this year’s APEC. I am not in partisan or elected politics anymore, but I did spend 28-plus years in the United States Senate, and I believe that those standing in the way in the other body of the Congress, standing in the way of reopening our government, need to think long and hard about the message that we send to the world when we can’t get our own act together. Because I’ve said many times, the values of great institutions like the United States Senate and the House is how we use them and what they represent to the world. And because these institutions are instruments of the people, they are broken only if we let them break. So I can tell you from experience that it is not only within Congress’ power to prevent the shutdown, it is also within Congress’ power to end it. To end it now. To end it today.

And to all of our friends and foes watching around the world, let me be crystal clear: Do not mistake this momentary episode in American politics as anything less than a moment of politics, or anything more than a moment of politics. This is an example, really, of the robustness of our democracy, the capacity for any people to make their voices heard, sometimes, we may feel, incorrectly. But nevertheless, it as a sign of the vibrancy and capacity of people to make their voices heard.

The American people are remarkably strong and resilient people, and we all know that we will get beyond this moment, and we will get beyond it quickly. And in the end, nothing will change with respect to the issues that bring us here to the APEC conference. Nothing will diminish our commitment to Asia, the rebalance that President Obama’s engaged in. We will continue to fulfill our responsibilities, and our engagement around the world, and I think people are confident of that.

For the moment, there are some things that do get affected, and that is regrettable. For instance, our security assistance for Israel, our closest ally in the Middle East, is being delayed. The new fiscal year started this last week, but because of the shutdown, some entities don’t have the funding that they need, including supporting the peacekeeping mission in the Sinai, at a time of growing unrest in a critical area. The U.S. Congress could fix this very quickly by reopening the U.S. Government.

Another example: The opportunity to engage diplomatically with Iran is critical to all of us in the world, and we wouldn’t be where we are today if it weren’t for the pressure that has been brought to bear by the sanctions. But right now, as a direct result of the shutdown, our Treasury Department’s Office of Foreign Asset Control has been forced to furlough nearly all of its staff.

So the world is watching to see whether a combination of tough sanctions and careful diplomatic diplomacy can lead Iran to verifiably give up the chase for nuclear weapons. I think it’s clear that we cannot lose this opportunity to moments of politics that deprive us of the opportunity to embrace larger and more important goals.

Of course, the situation back home, as I mentioned, has unfortunately kept President Obama from joining us here this weekend. I will be traveling at his request to Malaysia and to the Philippines in order to represent the United States. But I do want to make clear: None of what is happening in Washington diminishes one iota our commitment to our partners in Asia, including our efforts to promote trade and investment throughout the region. And this remains one of our top priorities, and I’m very, very pleased to be here together with two other members of the President’s cabinet – Ambassador Froman and Secretary of Commerce Pritzker – all of us engaged, as we will stay engaged, in this region.

Why does that matter to us? APEC matters because it provides a very critical platform for government and private sector partners to be able to come together and break down the barriers to commerce. It is the way in which we open up opportunity for all of our citizens, and begin to create rules of the road that bring our countries closer together. It is the way to create opportunity for all people. Today, even in our discussions, we had a talk about how we make this economic opportunity with equity, meaning that women and men all joined together in their capacity to share opportunity in the workforce. It’s a chance for us to come to a fast-growing region of the world – the fastest growing region – and begin to talk about how we invest in each other and how we can better connect our economies one to the other, and how we create jobs and economic growth in all of our countries.

That’s why the United States works so closely with Indonesia and with other APEC countries. We work together on regulatory issues, on how we can make it easier for exporters to be able to cut tariffs and be able to move their goods to another country. How we sell goods and services in foreign markets. We work together on logistical issues, like how you improve the performance and connectivity at every step along the supply chain of these goods. And all of this breaks down barriers between our countries and forges a stronger relationship, which adds to the peace and security and prosperity, not just of the region, but of the rest of the world.

We also work together on something that is very important to me personally, and that is promoting trade and investment in a way that can help our environment and the planet that we share and deal with the responsibilities of energy policy and of global climate change. For example, implementing tariff reductions on solar panels and other environmental goods will speed growth in the profitable sector of green technology, at a time when we see great environmental degradation and climate change that threatens the way of life In the Pacific region.

Here in Bali this week, we will also continue to advance the Trans-Pacific Partnership. Ambassador Froman and I will represent the President at a meeting of the leaders of the TPP countries. And this agreement is a key part of our agenda in the Asia Pacific and the President’s jobs agenda at home.

The relationship between the United States and the Asia Pacific has really never been more important than it is now. President Obama began a rebalance to this region in the course of his first four years, and we intend to continue that over the course of his second term. It is very clear that most of the economic issues that we face today require the kind of cooperation that APEC makes possible. And the United States views APEC as its premier forum for economic and development issues in this region.

So on behalf of President Obama, the United States looks forward in the next few days to a very productive dialogue and to a significant, continued collaboration with Indonesia and with the rest of our APEC partners.

Ambassador Froman.

AMBASSADOR FROMAN: Well, thank you very much, Mr. Secretary and good afternoon. As Secretary Kerry said, the United States has a strong commitment to APEC. We are Pacific nation, and we always will be. This is the fastest growing region of the world, and our work here is critical to expanding exports and therefore to promoting growth, creating jobs, and strengthening the America middle class.

APEC economies represent 55 percent of global GDP, and about 45 percent of global goods and services trade. The United States exports more than a trillion dollars of goods and service to APEC countries, and that’s more than 50 percent of total U.S. exports. And those exports support millions of hardworking American jobs. Our capacity to grow our economy and create jobs is integrally tied to the success of this region and our engagement with it.

From a trade and investment perspective, APEC continues to be an incubator for policy innovation. As APEC economies cooperate to advance the value of our regional relationships, we realize ideas together that can boost the whole global trading system.

APEC is on the leading edge of a number of global efforts to increase economic integration and opportunity. Together, we’re working to improve supply chains. Together, we’re working to fight new forms of protectionism, like localization; to implement regulatory policies that make it fast and more efficient to do business; and to building on the groundbreaking commitments in Honolulu in 2011 to advance trade and environmental goods.

At the same time, APEC economies continue to play an important leadership role in the multilateral trading system. The WTO’s Information Technology Agreement, for example, got its start at APEC. And now longstanding APEC priorities have the potential to be enshrined in a global trading rules at the WTO. These include a win-win agreement on trade facilitation that will help developed and developing countries alike, as well as an expanded information technology agreement. On that front, I’m pleased to announce that there is a hopeful sign this week of our ability to work creatively together to solve problems and make progress in the WTO. We were happy to work with China and others to get the information technology agreement talks back on track. After discussions this week, we’re hopeful that resumption of formal, plural-lateral negotiations will begin as soon as possible.

As I said in Geneva earlier this week, the United States is a strong supporter and believes in the World Trade Organization. Along with our APEC partners, we also believe that this is a crucial moment for that system. In two months, we’ll be back in Bali for the 9th WTO ministerial. If we succeed in producing a multilateral package on trade facilitation, agriculture, and development, it can provide impetus to the multilateral trading system. If we fail, it will harm – it will be hard to see how we further that agenda. And we’re pleased to see our APEC partners this week working together to push for a meaningful result at the WTO.

Finally, of course, as the Secretary said, we spent a great deal of time this week working on TPP. The TPP countries are strongly committed to working to conclude negotiations this year. In Brunei in August, and now in Bali, trade ministers have been charting a path forward on outstanding issues, particularly state-owned enterprises, intellectual property rights, environment, and market access, in order to move the negotiations toward completion.

And the U.S. continues to work for a high level of ambition and high standards for TPP with all due speed. We’ve made significant progress this week, and we look forward to briefing the TPP leaders on Tuesday about that progress and getting their political-level guidance to facilitate the conclusion of the negotiations.

In sum, our work here this week will further U.S. engagement in the Asia Pacific region and create new jobs and opportunities in the United States. Thank you.

MS. PSAKI: The first question will be from Matt Lee of the Associated Press.

QUESTION: Okay. Thank you, Mr. Secretary. Can you hear me, first of all? I’m not sure – yes? Okay.

I’m curious as to, first, how do you make the case back at home to members of Congress that the shutdown hurts American security and potentially the security of its allies, while at the same time you are here, presumably, assuring those allies, at in Asia, that you still have their back, like what you said?

And secondly, how concerned are you that the perception of weakness created by the President’s having to cancel his visit here, whether or not that’s the reality, how concerned are you that that perception will encourage some countries in this region – notably China, but perhaps also Russia – to try and take advantage of the situation? Thank you.

SECRETARY KERRY: Well, Matt, it’s a very good question. It’s a fair question and my answer is very straight-forward. There are momentary disruptions. And the momentary disruption always has the ability to have an impact. I mean, if you are not funding a particular security operation at a particular moment – in the Sinai, for instance, or somewhere – there’s an opportunity for misjudgment. And the other examples that I gave are self-explanatory. But that’s not long term, and I’m convinced it’s not long term.

Now I think it’s reckless, personally, to even provide those moments where you have these risks that are exposed, but the bottom line is that the United States of America is not going to change one iota the fundamental direction of the policy under this President. And I think everybody in the region understands. I haven’t run into one question mark about the long term – everybody sees this as a moment on politics – an unfortunate moment – but they see it for what it is.

But in the long run I think people understand that on an issue like Iran with nuclear weapons, on an issue like North Korea and nuclear weapons, on our fundamental commitments to this region in terms of maritime security and freedom of navigation through the seas and so forth, our commitment is not going to change. And the American people understand the importance of those commitments and we’ll be steadfast.

So I think – I haven’t found one leader here who raised a question with me about the long term for the United States. What they do ask is how long is this going to go on and why is this happening, and those kinds of questions. And I think that people understand that the fundamental commitment of the United States is what it is, and I think they still trust it.

Now with respect to the perception of, quote, weakness, I just disagree with that premise. I don’t believe that anybody here believes there is some connection of any moment of weakness in the President making a decision to deal with his domestic politics. There isn’t one leader here who wouldn’t make the same decision if they were faced with a domestic moment in their politics where they have to resolve a budget or resolve a debt-ceiling or any other kind of issue.

But we just had a very strong meeting in Japan, Secretary Hagel and I. We just reannounced a next 15-20 year projected reevaluation of our guidelines for our relationship with Japan and in the region. Here in my conversation with the Foreign Minister from the Republic of Korea, we had the same kind of long-term horizon, and I think in the discussions that we’ve had in APEC about the code of conduct and the South China Sea and other issues, there hasn’t been one doubt or one question asked about whether the United States will fulfill its obligations and remain engaged.

So there is a distinction between short-term impact and, I think, the long-term interests that people perceive as being much more durable than any moment in our domestic, political life.

MS. PSAKI: The next question will be from Michael Tjandra of RTCI.

QUESTION: Thank you for this opportunity, Mr. Secretary. Where does Indonesia stand as an APEC member with America in playing a role to help to revive the global economy?

SECRETARY KERRY: Well, I’m going to let the Ambassador speak a little bit to that, but I will just tell you that Indonesia is growing at, I think, around 6 percent or so now. They have plans to even raise that level of growth more significantly. Indonesia is a very powerful, significant member of APEC – not just the chair of this year, but one of the larger countries, one of the more important exporting nations, a country with enormous resources, a capacity to contribute to the regional growth.

And we view Indonesia as very important partner in terms of adherence to rules and standards and to the rules of trade, which are so critical to transparency and accountability and to the willingness of people to invest capital and therefore grow economies. So Indonesia has proven itself to be very a significant partner with us in that regard, and I’ll let the Ambassador fill out perhaps a little more detail.

AMBASSADOR FROMAN: Well, the only thing I would add to that is, Indonesia one of the largest economies in the world and as a key member, for example, of the G-20, and has played a critical role in the G-20 in terms of bringing a perspective of an emerging economy to the global economic system and ensuring that issues were addressed in an appropriate way.

They’ve been – the President Yudhoyono and others from (inaudible) play a critical role in the G-20 over the last several years. And similarly, in just two months from now, Indonesia will host and chair the 9th meeting of the WTO ministerial. So it is playing a leadership role in the international trading system, and is working very hard – and that was a big topic of today’s meeting – today’s discussions this morning – working very hard both with APEC members but also with members from around the world to ensure a positive result from the multilateral trading system.

MS. PSAKI: The final question will be from Indira Lakshmanan from Bloomberg News.

QUESTION: Thank you, Secretary Kerry and Ambassador Froman. Secretary Kerry, you addressed this a little bit at the top of your remarks, but the whole question about the government shutdown has certainly created a perception in Asia that it’s undermining the President’s ability to fulfill his Asia pivot promise. And we’ve heard this both in public remarks from certain Asian leaders and also private remarks – that they feel it’s undermining the President’s, what is meant to be his signature issue of his second-term foreign policy distracting him. So I want to ask you: How can you reassure those leaders who’ve expressed their concerns that it’s not undermining the Asia pivot?

And secondly, also, how is affecting, for both of you, the ability to get TPP talks done this week, because again we’d expected the President to be here and his leadership creates a message? So is it giving an opportunity for China or others to work on rival trade groups to the TPP?

SECRETARY KERRY: Well, Indira, I think I did touch on this a little bit, but let me fill it out a little bit more.

President Obama is not here, and he planned to be here. And he is not here because he has to stay at home in order to deal with this domestic challenge, which has been presented to him by a small group of people within one branch of the United States Congress. That obviously undermines the President’s ability to have the conversation he was going to have with President Xi, or have the conversation he was going to have – or the meeting he was going to have with President Putin, all of which are important to the conduct of global affairs. So obviously there is the loss of that as a result of this.

But I think those leaders, all of them, know well enough that in terms of the long term, this will end and the United States will have a budget. And the United States will still be the strongest power in the world, in terms of our military capacity, largest economy in the world, an economy that is now increasingly stronger by the day, a debt that is coming down, a deficit that is coming down, job growth that is robust – not as much as we want – but robust in the circumstances. And importantly, increasingly, an energy power in the world – increasingly independent. I think I saw statistics just the other day that said we are now the largest oil and gas energy producer in the world.

So that is not insignificant. And as the world takes stock of who stands for what who’s fighting for what and who is pushing what values, I believe the United States still stands tall and will not diminish one iota the influence or the direction that we are fighting to move in. So this is a momentary impact. Obviously, if it were prolonged, or it were repeated, people would begin, I think to question the willingness of the United States to stay the course, or its ability to. But that’s not the case, and I don’t think that will be the case. We will get beyond this moment.

And the President wants Ambassador Froman and Secretary Pritzker and myself to make it clear to people that we remain as committed as ever to this robust shift in the Asia rebalance, and that’s why the three of us are out here. And as I said, I just had a very successful 2+2 meeting, a meeting with the defense secretary and the foreign secretaries of Japan and the United States.

We are now here. I am not here for five hours. I’m not here for one day. I’m here for five days. And I go from here to Malaysia and to the Philippines and to Brunei, and, all told, I’ll be out in this part of the world for about almost two weeks. So I think that is a significant statement about the United States presence, about the President’s commitment, and I am absolutely confident that when we get this moment of political silliness behind us, we will be back on track, that the world will respect and want to be part of.

AMBASSADOR FROMAN: Indira, all I’d add on the TPP question is that, as Secretary Kerry indicated in other areas, this is a long-term engagement. The U.S., including the President, has been deeply engaged in this initiative from the start. It’s a key part of our rebalancing agenda, of the economic component of the rebalancing agenda. And we’ve been here for the last several days meeting around the clock as ministers and negotiators making significant progress on the negotiations. Of course, we wish the President were here to lead the meeting of TPP leaders later in the week, but Prime Minister Key of New Zealand has agreed to chair on his behalf. And the leaders are all looking forward to engaging on this issue because they know it’s an important initiative, and they very much see it as a key part of U.S. engagement in the region.
