On behalf of President Obama and the people of the United States, I congratulate the people of Belgium on your National Day and King Philippe on the first anniversary of his reign on July 21.
During my visit to Brussels last December, I had the opportunity to walk through the Grand Place and reflect on our two countries’ shared history. Our bond was made strong by the Commission for Relief in Belgium during the Great War and Allied efforts to defeat fascism in World War II. And it continues to grow today with our current work to promote security, prosperity, and human rights around the globe.

We commemorate the 70th anniversary of the Battle of the Bulge this year as well. We remember the thousands of U.S. troops who, along with the support of so many brave Belgians, showed remarkable grit and determination in liberating Europe from tyranny.
Seven decades later, their service and sacrifice continues to inspire us as we carry on their work. And as the capital of Europe and host to NATO, Belgium is at the heart of efforts to build a 21st century Europe that is whole, free, and at peace.

Even though Belgium beat our beloved U.S. team during the World Cup, our countries remain great friends and inseparable allies. Each time I visit your country, I am astounded by your hospitality and grateful for our partnership.

On behalf of the American people, I send best wishes for a joyous 184th National Day.

SECRETARY HAGEL GIVES PRAISE TO LATVIA FOR DEFENSE SPENDING

WASHINGTON, July 3, 2014 – Defense Secretary Chuck Hagel met at the Pentagon today with Latvia’s Minister of Defense Raimonds Vējonis and congratulated him for the Baltic nation’s progress toward increasing defense spending.

Both leaders also discussed steps that have been taken to demonstrate U.S. and allied commitment to the Baltic region as well as ongoing efforts to provide a persistent presence in the area, ranging from augmented NATO air policing to the deployment of company-size rotational forces to the Baltic states and Poland, according to a statement issued after the meeting by Pentagon Assistant Press Secretary Carl Woog.

Latvia joined NATO on March 29, 2004.

Woog’s statement reads as follows:

Secretary of Defense Chuck Hagel met with Latvia’s Minister of Defense Raimonds Vējonis here today. Secretary Hagel congratulated Minister Vējonis on recent progress Latvia has made towards increasing their defense spending.
Among the topics discussed were efforts taken to date to demonstrate U.S. and allied commitment to the Baltic region as well as ongoing efforts to provide persistent presence in the area, ranging from augmented NATO air policing to the deployment of company-size rotational forces to the Baltic states and Poland. Secretary Hagel said we would continue to work with NATO to broaden support -- a focal point of efforts at the NATO Summit.

Finally, Secretary Hagel and Minister Vējonis discussed further opportunities for regional cooperation as discussed in last August’s Baltic Summit at the White House. The secretary stressed that the U.S. will continue to work with the Baltic States to support regional cooperation, interoperability with allies and long-term defense modernization.

World Faces Confused Security Environment, Chairman Says

FORT SHAFTER, Hawaii, July 1, 2014 – The world faces a confused security environment, the chairman of the Joint Chiefs of Staff said here yesterday, but the United States can deal with it.

Army Gen. Martin E. Dempsey told soldiers of U.S. Army Pacific during an all-hands call that it is the right time and the right thing to rebalance U.S. interests in the Asia-Pacific theater.

Different areas of the world mean different security situations, the chairman explained.

“In this region of the world, there’s a rising sense of nationalism among the countries,” the chairman said. “The effort and intent of China to emerge on the world stage presents a different type of security challenge.”

In the Middle East, he told the soldiers, nationalism is breaking down amid fragmentation of national identity and the emergence of extremist groups.
The situation in Europe is somewhere between that in Asia and the Middle East, the general said. “There’s a group of nations trying to pull Europe together with organizations like NATO and the European Union,” he added, but he noted that in parts of Europe, there’s also a countervailing trend to see things in terms of national interests and ethnic identities.

Worldwide, Dempsey said, the security environment is confused. “It’s something we have to address,” he added. “You take the world as you find it, not as you hope it to be. And fortunately, we’ve got a great group of leaders and men and women in uniform that are willing to do just that.”

This security environment means the U.S. military must be prepared for different operations in different parts of the world, the nation’s top military officer said. “In this region, it is nations competing with other nations,” Dempsey said. “In the Middle East, it is about groups who don’t even care about borders competing with each other. In Europe, it is something in-between. That makes it very difficult to understand how to build the force.”

In the Asia-Pacific region, the threat of conventional conflict -- nation versus nation -- is higher than anywhere else, he said. In the Middle East, the risk is the long campaign against global terrorism.

“The use of military power in the Middle East is very much different than it would be if something broke out in the Pacific,” Dempsey said. “In Europe is a new challenge with Russian aggressiveness and assertiveness that we are trying to shape through NATO.”

American service members need to be ready to confront a myriad of threats, Dempsey said. “I wouldn’t put away your field manuals that describe how to do maneuver and combined arms effects and traditional conflict,” the chairman said. “It’s probably a little early. We need to do both.”

The Asia-Pacific region has many security interests for the United States -- so many interests and implications for the region and the world, the chairman said, that the U.S. rebalance really is the right thing to do and the right time to do it.
South Asia and Southeast Asia alone have 17 percent of the world’s land mass, he noted, but 50 percent of its population.

“Frankly, the distractions we are facing elsewhere shouldn’t distract from our interests and to posture ourselves better in the Pacific,” Dempsey said.

SECRETARY TAKES PRESS QUESTIONS IN BRUSSELS, BELGIUM

SECRETARY KERRY: Good afternoon, everybody. Excuse me. As you know, this is the last foreign ministers gathering before NATO’s next Heads of State Summit in September. Excuse me, let me just get a little water here. (Laughter.) I’ve got the travel whatever. So today, we had a chance to take stock of the strong measures that have been taken in order to provide reassurance to our eastern allies on the land, on sea, and air, and we’ve taken measures that demonstrate that our Article 5 commitment is absolutely rock solid. We also affirmed NATO’s open door policy as well as the vital importance of having strong, capable partners.
Today we spent a significant amount of time in our discussions focused on Ukraine and our allies’ sustained support for Ukraine’s sovereignty and the right of its people to determine their own future. The Ukrainian Government has recently taken a series of important steps to forge a more inclusive society for all Ukrainians, no matter what language they speak or what region the country they live in or what their ethnic background may be. And after a free and fair election, the Ukrainian people celebrated a peaceful transfer of power earlier this month and are now implementing a ceasefire and a peace plan which offers constitutional reform, broad decentralization of power, and local autonomy to Ukraine’s regions and communities.
The United States commends the Ukrainian Government for reaching out to separatists and to the Russian Government. And now we believe it is critical for President Putin to prove by his actions, not just his words, that he is indeed fully committed to peace. It is critical for him to stop the flow of weapons and fighters across the border, to call publicly for the separatists to lay down their arms, to pull Russian forces and equipment back, and to help get OSCE hostages released.

Until Russia fully makes that kind of commitment to the peace process and to the stability of Ukraine, the United States and Europe are compelled to continue to prepare greater costs, including tough economic sanctions, with the hopes that they will not have to be used. But that is dependent on the choices that Russia and its president make in the next days and weeks.
As Secretary General Rasmussen has said, Russia’s recent moves in Ukraine served as a wakeup call. As our economies begin to grow again, a strong NATO requires defense spending by all, and President Obama is committed that the United States will do its part, and he has asked Congress for an additional $1 billion for defense spending in Europe.
As we head to the Wales summit, every ally spending less than 2 percent of their GDP needs to dig deeper and make a concrete commitment to do more. And all you have to do is look at a map in order to understand why – Ukraine, Iraq, Syria – all threats to peace and to security, and they surround the region.

On the minds of all of us today also is the situation in Iraq. Earlier this week, I traveled to Baghdad and Erbil at the request of President Obama, and while here I briefed my fellow foreign ministers on the conversations that I had with Iraq leaders. Iraq is obviously facing an extraordinary security challenge and a set of political challenges and choices. The United States is also working to support Iraq in its fight against ISIL. We need to remember that ISIL is a terrorist army that threatens not only Iraq, but threatens every country in the region which is opposed to it, and Europe and the United States.

Succeeding in this fight is going to require Iraqis to come together, finally, in order to form an inclusive government. And in every meeting with leaders of each of Iraq’s main communities, I stressed the importance, the urgency of them coming together to do just that.

President Obama has also asked me to travel to Saudi Arabia on Friday in order to meet with His Majesty King Abdullah and to discuss regional issues, including the situation in Iraq and how we can counter the shared threat that is posed by ISIL, as well to discuss our support for the moderate opposition in Syria. None of us need to be reminded that a faraway threat can have tragic consequences at home in the most unexpected way at the most unexpected moment.

Just a few months ago right here in Brussels, a man who had recently returned from fighting in Syria shot three people at a local museum. NATO allies in the entire international community must remain focused on combatting the growth of extremism. With the Wales summit in September, our alliance has the chance to become far more adaptable in how we meet emerging threats and far more capable in how we build the capacity of our countries to be able to not only respond to them but, more importantly, to preempt them.

One of the first tests of NATO’s ability to forge stronger, more capable partners will be resolute support – NATO’s post-2014 train, advise, and assist mission with the people of Afghanistan. And today we discussed our coordinated efforts to wind down our combat presence in Afghanistan while continuing our commitment to combatting terrorism and preserving the gains made by the people of Afghanistan. NATO, significantly, has succeeded as an alliance for more than six decades now because it has always recognized that security threats of the future will not always look like the security threats that you face today, and certainly not like those of the past.

Remarkably, this gathering that is now discussing Afghanistan – 50 nations – has come together and stayed together for 12 years. At a time when people doubt the ability of multilateral efforts to make a difference, the meeting here today stands in stark testimony to the contrary. It does make a difference. It has made a difference. And at the Wales conference – summit, I am confident that NATO will demonstrate strength at home in its unity and in meeting, in new ways, many of the 21st century challenges that we face today.

So I’d be happy to take some questions.

MS. PSAKI: The first question will be from Anne Gearan of The Washington Post.

QUESTION: Mr. Secretary, you said a moment ago that Russian President Putin will be judged by his actions, not his words, on Ukraine. He did call this week for the rescinding of the invasion powers for Ukraine, and that was acted on today. Is that enough, in your view, to at least start the conversation about what the West might do in response – specifically, not taking the sectoral sanctions step? Is there anything really practical that you want to see Putin do in the next couple of days before the EU meets on Friday to continue that conversation? The things you outlined are much more long term. What do you want to see him do in the next like 36 hours that would change that conversation on Friday?

SECRETARY KERRY: Well, first of all, we are not announcing a new round of sanctions today, but we are going to continue to take steps to prepare in the event that the circumstances on the ground warrant those sanctions. And so we’re coordinating with our European partners in order to prepare for that.

Now, we are delighted that President Putin put to the Duma the retraction of that law which empowered Russia to take action in Ukraine. That’s important. It’s a great step. But it could be reversed in 10 minutes, and everyone knows that. The greatest difference will be made by the president publicly calling for the separatists to lay down their arms, by President Putin engaging his diplomatic service actively in the effort to help empty buildings, helping to get people to disarm, helping to convene the meetings that need to take place in order to negotiate and to move forward.

There are concrete actions – moving forces out, not allowing tanks and rocket launchers to actually cross the border. There are many concrete things that would make a difference, and we intend to work as cooperatively as possible. These aren’t – what we’re trying to do is make a set of concrete suggestions that really make the difference to what is happening on the ground. Yesterday, a helicopter – a Ukrainian helicopter was shot down and nine Ukrainian soldiers were killed. And it was shot down with a Russian weapon, with a MANPAD RPG capacity that took that helicopter out. And so it is – there are concrete steps, and we are prepared to work very, very closely with Russia in an effort to implement those steps.

And likewise, Ukraine also can take steps in a mutual way, and they’re prepared to do that. President Poroshenko obviously has done so by unilaterally putting in place a ceasefire and by taking great political heat himself in doing so. Now’s the time for this moment to really come together, and that is why the allies are talking about preparing sanctions – not implementing them today, but preparing them in the event that this effort were to fail.

MS. PSAKI: The next question is from Erik Eenlo from Baltic News Service.

QUESTION: Yes. This readiness action plan that NATO is preparing – is that something that addresses the Russian arms buildup and increasing number of military provocations in the Baltic Sea region?

SECRETARY KERRY: Well, it certainly – that is part of it. But it’s also much broader than that. It’s an effort to recognize that we’re living in a different world. The type of threats that existed in the past are not what played out in Crimea, where you had soldiers who were hiding behind masks and without any identification on them, and a massive public relations campaign simultaneously denying the reality of what everybody was seeing on the ground; where you had this incredible capacity for deception, for denial, which was both a surrogate effort of a government and a linkage to activists, terrorists, and others.

That’s a new animal in a sense, and I think we’re seeing with ISIL crossing from Syria and moving rapidly into Iraq a similar kind of hybrid new form of effort, which is going to require people to think through strategically intelligence gathering, preparations, response, response times, nature of response. And that’s what the NATO alliance has always done effectively, and that’s what the – a lot of today’s discussion focused on, is how do you have not just permanent basing in certain places, but permanent vigilance and permanent capacity to be ahead of the curve. And that’s really the – that’s what readiness really means, and that will be a lot of the focus of the Wales summit.

MS. PSAKI: The final question is from James Rosen of Fox News.

QUESTION: Thank you, Mr. Secretary. I wanted to ask about two different facets of the Iraq crisis, if I may. First, I presume you saw the comments that Prime Minister al-Maliki made in his weekly address, in which he spoke of a “national salvation government,” quote unquote, as a coup against constitutional processes in Iraq and one in which he declared his refusal to participate. I wonder what you make of those comments, whether you regard them as helpful or not to the task of government formation in Iraq, and whether it is still the professed position of the United States Government that the Obama Administration is utterly disinterested in the question of whether al-Maliki stays or goes.

And the second facet of the crisis I’d like to ask you about is this: I wonder if the disclosure that Iran has been secretly flying drones over Iraq – from an airfield in Baghdad, no less – and has been secretly shipping literally tons of military equipment to the central government in Baghdad serves effectively to complicate the United States’ own evolving military operations and diplomatic mission in Iraq, and whether in fact it represents a widening of the war there.

SECRETARY KERRY: So let me take each question. With respect to the prime minister’s remarks about a so-called salvation government, that is not something that I discussed with him. That is not something that was on the table in the context of our meetings while we were there. In fact, there was no discussion that I had with any of the leaders there regarding a so-called salvation government. And I’ve heard reports about it, but I’m not sure exactly what it is that he rejected or spoke to.

What I do know is that in the prime minister’s remarks today he did follow through on the commitments that he made in our discussions. He clearly committed to completing the electoral process, he committed to meeting on the 1st of July and having the Council of Representatives come together, and he committed to moving forward with the constitutional processes of government formation. And that is precisely what the United States was encouraging. He also called on all Iraqis to put aside their differences to unite in their efforts against terrorism. That is also what we had discussions about.

So what he said today with respect to the things we talked about was entirely in line with the conversations that I had with him when I was there. And the constitutional process that we’ve urged all Iraqis to commit to at this time, we believe is critical to the ability to form a government.

Now, Iraqis will decide that. And the United States is not disinterested in what happens in a future leadership, but the United States is not going to engage in the process of suggesting to Iraqis who that ought to be. It’s up to Iraqis to make those decisions. And we have stated clearly that we have an interest in a government that can unite Iraqis that, like Grand Ayatollah Sistani said, will not repeat the mistakes of the past and go backwards but can actually bring people together. It’s up to Iraqis to decide who has the ability to do that and who represents that future.
With respect to Iran and its intentions and role in Iraq, frankly, you should best direct that question to Iran and to the Government of Iraq. But from our point of view, we’ve made it clear to everyone in the region that we don’t need anything to take place that might exacerbate the sectarian divisions that are already at a heightened level of tension. And so it’s very important that nothing take place that contributes to the extremism or could act as a flash point with respect to the sectarian divide. And --

QUESTION: Has the war been widened?

SECRETARY KERRY: Well, widened from what? Widened from five minutes ago, an hour ago, yesterday? It’s been widened, obviously, in the last days with the reports of IRGC personnel, of some people from Iran being engaged in Iraq, with perhaps even some Syrian activities therein. And that’s one of the reasons why government formation is so urgent so that the leaders of Iraq can begin to make decisions necessary to protect Iraq without outside forces moving to fill a vacuum.

And again, President Obama is very, very clear that our priority is that government formation, and we’re going to take every step we can over the next days. We had conversations about it here. There are people here who will be encouraging that to take place. I know William Hague, the foreign secretary of Great Britain, will be traveling there. He will be having conversations. This is a multiple allied interest in having a unity government that can move Iraq to the future and pull it back from this precipice. And all of us remain hopeful that in the next days that can happen.

SECRETARY HAGEL, GERMAN'S MINISTER OF DEFENSE LEYEN DISCUSS MUTUAL INTEREST

WASHINGTON, June 19, 2014 – Defense Secretary Chuck Hagel and German Defense Minister Ursula von der Leyen met this morning at the Pentagon, reaffirming the two nations’ strong friendship and alliance, Pentagon Press Secretary Navy Rear Adm. John Kirby said in a statement.

The leaders discussed security challenges, ranging from post-2014 commitments in Afghanistan to recent developments in Iraq, Syria and Ukraine, Kirby said.
"Secretary Hagel and Minister von der Leyen discussed both nations' efforts to reinforce NATO and to reassure our NATO allies since Russia's aggressive actions in Ukraine,” he said, adding that such reassurance includes ongoing air, land and sea measures by the U.S. military and other NATO members.
The measures include President Barack Obama's June 3 announcement of the European Reassurance Initiative of up to $1 billion to fund increased rotational presence and exercises across Europe, and Germany's contributions, which in September will include support to NATO's Baltic air policing mission, Kirby said.

Hagel also thanked von der Leyen for Germany's contributions and sacrifices in Afghanistan.

“Germany has been the third largest contributor of troops and the leader of Regional Command North,” the press secretary said. “We welcome Germany's willingness to continue leading Regional Command North as part of NATO's post-2014 Resolute Support mission.”

Hagel and von der Leyen also discussed the upcoming NATO Summit, to be held Sept. 4-5 in Wales.

Kirby said the United States and Germany count on each other to be credible, capable partners as leaders in the transatlantic alliance and the global community.
“As the crises in Iraq, Syria and Ukraine remind us,” he added, “our leadership roles require investment in ready, modern, agile militaries.”

He added, “Both leaders recognized the importance of investing in capabilities that will strengthen our collective security.”

Both also agreed that, as the NATO Summit approaches, they must renew their commitments to transatlantic security, Kirby said.

After their meeting, Hagel left the Pentagon for the White House where the president met with members of his national security team in the Situation Room ahead of Obama’s statement on the U.S. response to violence in Iraq.
Von der Leyen, who Hagel invited to Washington in February during the Munich Security Conference, held a press conference on the steps of the Pentagon’s River entrance.

The German defense minister characterized her conversation with Hagel as “trustful and constructive,” and on the crisis in Iraq she said, “For the long term we need a sustainable solution for the whole region. That is, we have to integrate the diplomatic and political solution from neighboring countries of the whole region.”

I am proud that the United States was the first country to recognize Icelandic independence in 1944. As NATO allies, we are working to promote peace, security, and prosperity around the world. Our shared commitment to our common defense remains the cornerstone of our relationship.

Together, we confront the effects of climate change and the dynamics of a changing Arctic. And we enjoy strong people-to-people ties. The innovation, creativity, and talents of Icelandic musicians, artists, entrepreneurs, and students, continue to enrich both our cultures.
As you celebrate this special day, I extend to all Icelanders my best wishes for the coming year.

SEC NAV Discusses Maritime Security, Partnerships in Romania

BUCHAREST, Romania (NNS) -- Secretary of the Navy Ray Mabus visited Romania June 10-11 to reinforce the relationship between the United States Navy and Marine Corps and their NATO ally.

In meetings with senior government and military officials including Romania's Chief of the National Security Department, Dr. Iulian Fota, Minister of National Defense, Mircea Dusa, and Chief of the General Staff, Lt. Gen. Stefan Danila, Mabus addressed, among other issues, maritime security in the Black Sea region, Romanian support to the Black Sea Rotational Force and the strength of the partnership between the U.S. and Romania.

"I want to stress how much we value this relationship and how much effort we will continue to put into maintaining it at this level," said Mabus. "It is crucial to continue to find ways to train together, conduct exercises together and operate together. Interoperability is extremely important in today's security environment."

Mabus and Romanian officials also discussed the importance of the United States' European relationships and the importance of military cooperation amongst partners.

"Our attention and commitment to Europe has not diminished," said Mabus. "There should be no doubt about the strength of this relationship."

While in Romania, Mabus also stopped in Constanta to speak with Marines assigned to the Black Sea Rotational Force to thank them for their efforts in maintaining security in the region.

Thank you so much Richard for that kind welcome.  And, to my good friends and former colleagues— Michele Flournoy and Kurt Campbell— I can’t help but note how well-rested you both look.  I’m only a little bitter.  Still, I want to thank you for your stellar service to our country both from inside government and now, again, as leading thinkers on national security.
CNAS, which you founded, does a remarkable job of preparing our next generation of national security leaders.  That work is critical, because our nation needs bright, dedicated young women and men who care deeply about our world.  We need a diverse pipeline of talent ready and eager to carry forward the mantle of American leadership.  So, thank you all. 
As President Obama told West Point’s graduating class two weeks ago, the question is not whether America will lead the world in the 21st century, but how America will lead.  No other nation can match the enduring foundations of our strength.  Our military has no peer.  Our formidable economy is growing.  We are more energy independent each year.  Our vibrant and diverse population is demographically strong and productive.  We attract hopeful immigrants from all over the world.  Our unrivaled global network of alliances and partnerships makes us the one nation to which the world turns when challenges arise.  So, American leadership is and will remain central to shaping a world that is freer, more secure, more just and more prosperous.
At West Point, President Obama outlined how America will lead in a world that is more complex and more interdependent than ever before.  As we move out of a period dominated by the wars in Iraq and Afghanistan, we will lead by drawing on every element of our national power.  That power starts with our unparalleled military might, used wisely and when necessary to defend America’s core interests – the security of our citizens, our economy, and our allies.  We will lead by strengthening effective partnerships to counter an evolving terrorist threat.  We will lead by rallying coalitions and marshaling the resources of our partners to address regional and global challenges.  And, we will lead by standing firm in defense of human dignity and equality, while steering the course of history toward greater justice and opportunity for all. 
Today, I’d like to focus on one pillar of that strategy—mobilizing coalitions.  Indeed, galvanizing the international community to address problems that no one nation can solve alone is the bread and butter of our global engagement.  And, in many ways, it’s both the hardest and the most important element of how America leads on the world stage.          
This concept is not new.  Collective action has long been the hallmark of effective American leadership.  The United Nations, NATO and our Asian alliances were all built on the foundation of American strength and American values.  American leadership established the Bretton Woods system and supported open markets, spurring a rapid rise in global living standards.  Nor is this approach the province of one political party.  It was President Reagan who negotiated the Montreal Protocol, hailed today as our most successful international environmental treaty.  President George H.W. Bush insisted on UN backing and assembled a broad coalition before sending American troops into the Gulf.  And, President Clinton led the campaign to enlarge NATO, opening Europe’s door to the very nations who, as Secretary Albright put it, “knocked the teeth out of totalitarianism in Europe.”  Our history is rich with successes won not as a lone nation, but as the leader of many. 
Now, our approach must meet the new demands of a complex and rapidly changing world.  The architecture that we built in the 20th century must be re-energized to deal with the challenges of the 21st.  With emerging powers, we must be able to collaborate where our interests converge but define our differences and defend our interests where they diverge. Our coalitions may be more fluid than in the past, but the basics haven’t changed.  When we spur collective action, we deliver outcomes that are more legitimate, more sustainable, and less costly.   
As global challenges arise, we turn first, always, to our traditional allies.  When Russia trampled long-established principles of sovereignty, territorial integrity, and international law with its illegal annexation of Crimea, the United States rallied the international community to isolate Russia and impose costs. With American leadership, the world condemned the seizure of Crimea through an overwhelming vote in the UN General Assembly.  We expelled Russia from the G8.  Last week, the G7 met for the first time in 17 years, and we continued to concert our approach to Ukraine and other pressing global challenges.  We’ve reinforced the unity of our NATO Alliance and bolstered our commitment to Article 5.  President Obama has pledged to invest an additional $1 billion to bolster the security of our Eastern European allies against threats or intimidation.  More U.S. Army and Air Force units are now deployed to Central and Eastern Europe, more American ships patrol the Black Sea, more American planes police the Baltic skies.  And, meanwhile, with the support of the international community, Ukrainians have the chance to write a new chapter in their history. 
By working in lockstep with the EU and other partners, we imposed sanctions that are biting the Russian economy.  The IMF, the World Bank and private sector estimates all suggest that $100-200 billion in capital will flow out of Russia this year, as investors move their money to more reliable markets.  Russia’s economy contracted in the first quarter, and the IMF has declared that the country is likely in recession.  Its credit now rates just above junk status.  Russia has lost standing, influence, and economic clout by the day.  With our closest partners—Europe, the G7 and other key allies —we continue to send a common message:  Russia must cease aggression against Ukraine, halt support for violent separatists in the East, seal the border, and recognize the newly elected Ukrainian government.  If Russia does not, it faces the very real prospect of greater pressure and significant additional sanctions.
The speed and unity of our response demonstrates the unique value of America’s leadership.  Unilateral sanctions would not have had the same bite as coordinated efforts with the EU.  American condemnations alone do not carry the same weight as the UN General Assembly.  Bilateral U.S. assistance to Ukraine could not match the roughly $15 billion IMF program.  And, for our Eastern allies, American security guarantees are most powerful when augmented by NATO’s security umbrella.  
The United States’ commitment to the security of our allies is sacrosanct and always backed by the full weight of our military might.  At the same time, we expect our partners to shoulder their share of the burden of our collective security.  Collective action doesn’t mean the United States puts skin in the game while others stand on the sidelines cheering.  Alliances are a two-way street, especially in hard times when alliances matter most. 
As we approach the NATO summit in Wales this September, we expect every ally to pull its full weight through increased investment in defense and upgrading our Alliance for the future.  Europe needs to take defense spending seriously and meet NATO’s benchmark—at least two percent of GDP—to keep our alliance strong and dynamic.  And, just as we reassure allies in the face of Russia’s actions, we must upgrade NATO’s ability to meet challenges to its south—including by reinforcing the President’s commitment to build the capacity of our counterterrorism partners. 
Likewise, our historic alliances in Asia continue to underwrite regional stability, as we move toward a more geographically distributed and operationally resilient defense posture.  In the face of North Korea’s increasing provocations, we’ve developed a tailored deterrence strategy and counter provocation plan with South Korea, and we are updating our defense cooperation guidelines with Japan for the first time in almost two decades.  We aim also to deepen trilateral security cooperation and interoperability, which President Obama made a central focus of his summit with the leaders of Japan and Korea in March and his trip to the region in April. 
Improved coordination is a necessity in the Middle East as well.  The 35,000 American service members stationed in the Gulf are a daily reminder of our commitment to the region and clear evidence that the United States remains ready to defend our core interests, whether it’s disrupting al-Qa’ida or preventing Iran from developing a nuclear weapon.  At the same time, we look to our partners, both individually and through the Gulf Cooperation Council, to cooperate on missile defense and develop other critical deterrence capabilities, including in the spheres of counter-piracy, maritime security, counterterrorism and counter-proliferation. 
America will always maintain our iron-clad commitment to the security of Israel, ensuring that Israel maintains its qualitative military edge and can protect its territory and people.  Equally, we consistently defend Israel’s legitimacy and security in the UN and other international fora.  In turn, we expect Israel to stand and be counted with the US and other partners on core matters of international law and principle, such as Ukraine.
Drawing on the strength of our alliances and the reach of our partnerships, the United States’ brings together countries in every region of the world to advance our shared security, expand global prosperity, and uphold our fundamental values.    
Let me start with our shared security.  To responsibly end our war in Afghanistan, President Obama first rallied our NATO allies and ISAF partners to contribute more troops to the coalition, surging resources and helping Afghan forces take charge of their nation’s security.  As we bring America’s combat mission to an end, we’ve enlisted our allies and partners to make enduring commitments to Afghanistan’s future—so that Afghan Security Forces continue to have the resources they need, and the Afghan people have our lasting support.
Partnership is also the cornerstone of our counter-terrorism strategy designed to meet a threat that is now more diffuse and decentralized.  Core al-Qa’ida is diminished, but its affiliates and off-shoots increasingly threaten the U.S. and our partners, as we are witnessing this week in Mosul.  The United States has been fast to provide necessary support for the people and government of Iraq under our Strategic Framework Agreement, and we are working together to roll back aggression and counter the threat that the Islamic State of Iraq and Levant poses to the people of the region.  Yet, as President Obama said at West Point, we must do more to strengthen our partners’ capacity to defeat the terrorist threat on their home turf by providing them the necessary training, equipment and support.  That is why the President is asking Congress for a new Counterterrorism Partnership Fund of up to $5 billion to assist nations on the frontlines of terrorism to fight al-Qa’ida, its affiliates, and groups that embrace its violent extremist ideology.   
To shrink terrorist safe-havens and end civil conflicts, which can be breeding grounds for transnational threats, we continue to lead the international community to strengthen the foundations of peace and security.  The U.S. is the largest supporter of UN peace operations, which both reduce the need to deploy our own armed forces and mitigate the risks that fragile and failed states pose.  When violence in South Sudan broke out in December, and the world’s youngest country reached the brink of all-out war, the United States led the Security Council to augment the UN mission in South Sudan and re-focus it on protecting civilians, while we recruited, trained and equipped additional peacekeepers.  Since December, nearly 2,000 more troops have surged into South Sudan, with approximately another 1,700 expected this month. 
In Syria, by contrast, we have seen the failure of the UN Security Council to act effectively, as Russia and China have four times used their vetoes to protect Assad.  With fighting escalating, terrorist groups associated with al-Qa’ida are gaining a greater foothold in Syria, the horrific humanitarian costs are mounting, and the stability of neighboring countries is threatened.  So, while Russia and Iran continue to prop up the regime, the United States is working with our partners through non-traditional channels to provide critical humanitarian assistance and, through the London-11 group, to ramp up our coordinated support for the moderate, vetted Syrian opposition— both political and military.      
Yet, even as we strongly oppose Russia on Syria and Ukraine, we continue to work together to eliminate Assad’s chemical weapons and to prevent Iran from obtaining a nuclear weapon.  We built an unprecedented sanctions regime to pressure Iran while keeping the door open to diplomacy.  As a consequence, working with the P5+1, we’ve halted Iran’s progress toward a nuclear weapon and rolled it back in key respects.  Now, we are testing whether we can reach a comprehensive solution that resolves peacefully the international community’s concerns about Iran’s nuclear program and bolsters our shared security.
In today’s world, the reality is: many transnational security challenges can only be addressed through collective action.  Take the threat of nuclear material in terrorist hands.  One unlocked door at any of the facilities worldwide that house weapons-usable material is a threat to everyone.  That’s why President Obama created the Nuclear Security Summit.  So far, 12 countries and 24 nuclear facilities have rid themselves of highly-enriched uranium and plutonium.  Dozens of nations have increased security at their nuclear storage sites, built counter-smuggling teams, or enhanced their nuclear security training.  Our nuclear security regime is stronger today, because we created a coalition to address the problem, and we’ll keep the momentum going when we host the fourth Nuclear Security Summit in 2016.
Consider, as well, infectious diseases like MERS, bird flu or Ebola, which present yet another type of threat to our security.  In 2012, 80 percent of countries failed to meet the World Health Organization’s deadline for preparedness against outbreaks.  The international community needed a shot in the arm.  So, the United States brought together partners from more than 30 countries and multiple international institutions to develop the Global Health Security Agenda, which we launched in February.  Our strategy, backed by concrete commitments, will move us towards a system that reports outbreaks in real time and ensures nations have the resources to contain localized problems before they become global pandemics.
As we confront the grave and growing threat of climate change, the United States is leading the world by example.  As National Security Advisor, part of my job is to focus on any threat that could breed conflict, migration, and natural disasters.  Climate change is just such a creeping national security crisis, and it is one of our top global priorities. 
Our new rule, announced last week, to reduce carbon pollution from power plants by 30 percent compared to 2005 levels is the most ambitious climate action ever taken in the U.S.  It’s the centerpiece of our broader climate action plan.  And, as we work toward the meeting in Paris next year to define a new global framework for tackling climate change, we’re challenging other major economies to step up too.  We’re working intensively with China, the world’s biggest emitter, to bend down their emissions curve as fast as possible.  We’ve built international coalitions to address short-lived climate pollutants like black carbon, HFCs and methane.  And, we’ve led in encouraging private investment in green infrastructure projects overseas, while reducing incentives for high-carbon energy investment.    
Our security also relies on defining and upholding rules that govern our shared spaces—rules that reject aggression, impede the ability of large nations to bully smaller ones, and establish ways to resolve conflicts peacefully.  A key element of our Asia Rebalance is collaborating with our partners to strengthen regional institutions and international norms.  That’s why we are working with ASEAN to advance a code of conduct for the South China Sea that would enhance maritime security, reinforce international law, and strengthen the regional rules of the road. 
Similarly, we are building partnerships to set standards of behavior to protect the open, reliable, and interoperable Internet, and to hold accountable those who engage in malicious cyber activity.  That’s why we’re working with our partners to expand international law enforcement cooperation and ensure that emerging norms, including the protection of intellectual property and civilian infrastructure, are respected in cyberspace.   For example, last week, working with 10 countries and numerous private sector partners, we successfully disrupted a “botnet” that had been used to steal hundreds of millions of dollars and filed criminal charges against its Russia-based administrator.  Last month, the Department of Justice indicted five Chinese military officials for hacking our nation’s corporate computers, making it clear there’s no room for government-sponsored theft in cyberspace for commercial gain.  We are working with our allies through efforts like the Freedom On-Line Coalition and the Internet Governance Forum to preserve the open Internet as driver for human rights and economic prosperity.
This brings me to the second key reason we mobilize collective action—to expand our shared prosperity.  In 2009, facing the biggest financial crisis since the Great Depression, President Obama led to establish the G20 as the premier forum for international economic cooperation.  We needed more voices at the table, writing the rules for the global economy and committing to dramatic measures to restore growth.  Our efforts included mobilizing more resources for the IMF and World Bank to support the most vulnerable countries.  And, thanks to a broad and concerted international effort, the global economy has turned the corner.
Last year, we played a key role in enabling the 157 members of the WTO to reach a landmark agreement that will modernize the entire international trading system.  In every region of the world, we’ve brought nations together to increase trade and develop high-standard agreements to further boost growth and job creation.  This is a key pillar of our rebalance to Asia, where we’re working with 12 economies, representing almost 40 percent of global GDP, to finalize an ambitious Trans-Pacific Partnership.  With the Trans-Atlantic Trade and Investment Partnership, we’re taking what is already the largest trading partnership in the world to a new level.  To increase trade both within Africa and between Africa and the United States, we will join with Congress to extend and update the African Growth and Opportunity Act before it expires next year. 
In regions brimming with economic potential, including Africa, Latin America and Southeast Asia, we’re supporting entrepreneurship and fostering private sector investment.  Our Power Africa initiative will double access to electricity across the continent through more than $15 billion in private sector commitments.  We’re assisting young people throughout Africa and South East Asia to develop their business and entrepreneurship skills, as well as their leadership. 
As we approach 2015, we’re pressing our partners to deliver on the Millennium Development Goals and to devise bold new goals that will guide the next phase of the fight against poverty.  Building on the extraordinary progress in many developing countries, our approach isn’t simply about pledging more money, it’s about bringing together resources and expertise from every sector to do more with what we have and to support models of economic growth that fuel new markets.  We’re building public-private partnerships, investing in academic breakthroughs, supporting non-profits that translate ideas into action, and creating stronger connections among them all.   
Take, for example, the progress we’ve made in agricultural development.  Back in 2009, at the G8 meeting in L’Aquila, President Obama made food security a global priority backed by billions of dollars in international commitments.  In 2012, the President launched the New Alliance for Food Security and Nutrition, which has now grown to ten African countries, more than 160 companies, and delivered more than $7 billion in responsible planned investments in African agriculture.  And through our Feed the Future partnerships, millions of smallholder farmers are planting better seeds, using better fertilizers, and seeing their incomes rise. 
Which leads me to the third key reason we mobilize collective action.  For, however much we might like to, we rarely can force nations to respect the rights of their citizens.  So we must catalyze the international community to uphold universal values, build broad coalitions to advance human rights, and impose costs on those who violate them.  
Human rights must be protected for everyone, especially traditionally marginalized communities such as ethnic or religious minorities, LGBT persons, migrant workers, and people with disabilities.  That’s why President Obama decided to join the UN Human Rights Council, so we could lead in reforming that flawed institution from within.  In fact, we have made it more effective.  Because of our efforts, the Council has spent far more time spotlighting abuses in Qadhafi’s Libya, Syria, Sudan, North Korea and Iran than demonizing Israel. 
At the same time, the Open Government Partnership initiated by President Obama in 2011, has grown from eight countries to 64, all working together to strengthen accountable and transparent governance.  Our Equal Futures Partnership unites two dozen countries in a commitment to take concrete steps to empower women in their societies both economically and politically.  And, as civil society comes under attack in more and more places, we’re bringing countries and peoples together to counter restrictions and strengthen protections for civil society.
Moreover, we’ve focused the global community on elevating that most basic aspect of human dignity—the health and well-being of the most vulnerable people.  We’re partnering with nations that invest in their health systems.  We’re working with NGOs to improve child and maternal health, end preventable diseases, and make progress towards a goal that was inconceivable just a decade ago—the world’s first AIDS-free generation. 
Across all these vital and far-reaching challenges, we continue to bring the resources of the United States and the reach of our partnerships to bear to forge a safer and more prosperous world.  Our goals are bold and won’t be realized overnight, but the essence of U.S. leadership, as always, remains our ambition, our determination, and our dauntless vision of the possible – the pursuit of a world free of nuclear weapons; a world where extreme poverty is no more; where people are free to choose their own leaders; and where no child’s potential is cut short by a circumstance of her birth. 
We’ve earned our unparalleled position in the world through decades of responsible leadership.  We affirm our exceptionalism by working tirelessly to strengthen the international system we helped build.  We affirm it daily with our painstaking efforts to marshal international support and rally nations behind our leadership.  We affirm it by taking strong action when we see rules and norms broken by those who try to game the system for their own gain.  As President Obama told those graduating cadets at West Point, “What makes us exceptional is not our ability to flout international norms and the rule of law; it’s our willingness to affirm them through our actions.” 
As we leave an era of American foreign policy dominated by war, we are in a much stronger position to shape a more just and secure peace.  In doing so, we will be vigilant against threats to our security, but we also recognize that we are stronger still when we mobilize the world on behalf of our common security and common humanity.  That is the proud tradition of American foreign policy, and that is what’s required to shape a new chapter of American leadership.

WHITE HOUSE FACT SHEET ON EUROPEAN REASSURANCE INITIATIVE

FACT SHEET: European Reassurance Initiative and Other U.S. Efforts in Support of NATO Allies and Partners

Since early March, the United States has taken action, both bilaterally and through NATO, to reassure allies of our solemn commitment to their security and territorial integrity as members of the NATO Alliance.  A persistent U.S. air, land, and sea presence in the region, especially in Central and Eastern Europe, is a necessary and appropriate show of support to allies who have contributed robustly and bravely to Alliance operations in Afghanistan and elsewhere and who are now deeply concerned by Russia’s occupation and attempted annexation of Crimea and other provocative actions in Ukraine.  The United States stands by its allies, as they have stood by us.  We will continue to take actions that increase the capability, readiness, and responsiveness of NATO forces to address any threat and that aid in deterring further destabilizing activities.  That is why the President today called on Congress to support a European Reassurance Initiative of up to $1 billion, which will enable us in the next year to undertake measures to:
  • Increase exercises, training, and rotational presence across Europe but especially on the territory of our newer allies.  Many of the U.S. air and ground forces participating in these activities would rotate from the United States.
  • As we have done in Poland, deploy detachments of U.S. planners to augment the capability of our allies to design and host a broad range of training and exercise opportunities.
  • Increase the responsiveness of U.S. forces to reinforce NATO by exploring initiatives such as the prepositioning of equipment and improvements to other reception facilities and infrastructure in Europe.
  • Increase participation by the U.S. Navy in NATO naval force deployments, including more persistent deployments to the Black and Baltic seas.
  • Build the partner capacity of close friends such as Georgia, Moldova, and Ukraine so they can better work alongside the United States and NATO, as well as provide for their own defense.
This initiative will build on existing tools and authorities and will be included in the Department of Defense’s FY 2015 Overseas Contingency Operations (OCO) request to Congress.
In addition to this initiative, we are reviewing our force presence in Europe in light of the new security challenges on the continent.  These efforts will not come at the expense of other defense priorities, such as our commitment to the Asia Pacific rebalance.
With current funding, the United States and NATO have already undertaken the following specific efforts, which are indicative of the types of activities we would seek to maintain and expand with the European Reassurance Initiative:
New U.S. Measures
  • Land Force Deployments:  In April, approximately 600 paratroopers from the 173rd Airborne Brigade deployed for training rotations in Estonia, Latvia, Lithuania, and Poland to enhance ongoing military-to-military relationships and demonstrate assurance of America's commitment to its NATO allies.  These exercises are part of a series of expanded American land force training activities with European partners that are scheduled to take place over the next few months and beyond.
  • Maritime Deployments:
    • In early April, the United States deployed the USS Donald Cook to the Black Sea, where the ship conducted operations to improve interoperability, increase readiness, and develop professional relationships with allies.  The Donald Cook conducted presence operations and a port visit in Constanta, Romania, as well as an exercise with the Romanian Navy before departing the Black Sea on April 24.
    • From April 24 through May 12, the USS Taylor, the U.S. contribution to the Standing NATO Maritime Group, was deployed to the Black Sea, where she conducted bilateral operations with Romania and Georgia, including port visits to both countries.
    • The USS Vella Gulf entered the Black Sea May 23 to conduct operations to promote peace and stability in the region.  Highlights to date include an exercise with the Turkish Navy, a port visit in Batumi, Georgia, and combined maritime training with allied naval forces.
  • Air Deployments:
    • Poland Aviation Detachment (AVDET) Training:  Quarterly rotations of military aircraft and airmen through the Aviation Detachment began in late 2012, and in March 2014 the United States augmented the rotations with additional F-16s and support airmen.  These F-16s and airmen provide a persistent presence in Poland and enhance training and operability with the Polish Air Force.  Three C-130J aircraft deployed to Powidz Air Base, Poland, on March 31 as part of a regularly scheduled two-week AVDET rotation.
    • Air-to-Air Refueling Missions:  Since mid-March, the United States has been flying refueling missions in support of NATO Airborne Warning and Control System (AWACS) flights over Poland and Romania.
    • Open Skies Treaty Flight:  On March 14 the United States conducted -- at Ukraine’s request -- an Open Skies observation mission over Ukraine.
 Preplanned but Enhanced U.S. Measures
  •  The USS Truxtun entered the Black Sea through the Turkish Straits on March 7 to conduct port calls in Constanta, Romania, and conduct an exercise with Romanian and Bulgarian naval forces.  The Truxtun’s stay in the Black Sea was extended so that she could visit the Port of Varna, Bulgaria, to hold an onboard maritime planning conference with Bulgarian and Romanian officers and conduct a second exercise.
  • NATO Air Policing:  On March 6, the United States deployed an additional six F-15Cs to augment the four F-15Cs already in Lithuania filling a NATO peacetime requirement to have quick reaction interceptor aircraft “ramp-ready” for a four-month period to ensure the integrity of the airspace above Estonia, Latvia, and Lithuania.  The U.S. rotation began in January and ended in early May.  Poland, with augmentation from the United Kingdom, France, and Denmark, took over the air policing task in the Baltic region, and Canada deployed aircraft to augment NATO air policing in Southeast Europe.
United States Ongoing/Steady State Measures
  • U.S. Force Presence:  There are approximately 67,000 service members in Europe.  Approximately 57,000 active duty service members are assigned to U.S. European Command, and approximately 10,000 support other organizations, such as U.S. Africa Command.
  • NATO Response Force (NRF) Commitment:  The United States has pledged several thousand service members to the NRF, including a brigade combat team from the Texas-based 1st Cavalry Division, a hospital ship, air-to-air refueling tankers, and escort ships.
  • Army Rotational Forces:  The United States sends a battalion-sized unit from the United States to Europe twice a year for up to two months per rotation.  One of these battalions recently participated in NRF exercise ROCHAMBEAU in France and is currently participating in U.S. European Command-hosted multinational exercise COMBINED RESOLVE II.  Additionally, elements of the unit participated in NATO Exercise STEADFAST JAZZ this past November.
  • Missile Defense / European Phased Adaptive Approach:  The U.S. contribution to European missile defense, whose aim is to protect against emerging threats from outside of the Euro-Atlantic area, includes a missile defense radar in Turkey, plans for four Aegis destroyers to be forward deployed in Rota, Spain (the first, the USS Donald Cook, arrived in February), and two planned Aegis Ashore sites -- one in Romania (2015) and one in Poland (2018).
  • Black Sea Rotational Forces (BSRF):  This force, based out of Mihail Kogalniceanu (MK) Air Base, Romania, includes 250 Marines and sailors tasked with maintaining positive relations with partner nations, enhancing regional stability, and increasing interoperability while providing the capability for rapid crisis response in the Black Sea, Balkan, and Caucasus regions.  In May, BSRF personnel participated in exercise PLATINUM LYNX, an infantry field training with the Romanian military to enhance familiarity and interoperability between U.S. and Romanian forces.  Additional U.S. forces in Romania not associated with the BSRF include:
    • 500 U.S. troops permanently stationed at MK Air Base conducting transit center operations; and   
    • 175 U.S. Marines temporarily based out of MK Air Base as part of the Special Purpose Marine Air-Ground Task Force (SPMAGTF).  The SPMAGTF is postured to respond to a broad range of military operations in Africa and Europe, including fixed-site security, non-combatant evacuation operations, humanitarian assistance and disaster relief operations, tactical recovery of aircraft and personnel, theater security cooperation, and other missions as directed. 
  • Exercises in the Baltic Sea and Poland:  The United States sent U.S. Marines from the Black Sea Rotational Force to the Baltics this April to participate in exercise SUMMER SHIELD.  U.S. forces participated in exercises NAMEJS and FLAMING SWORD in Latvia and Lithuania, respectively, in May and are participating in multilateral exercises BALTOPS and SABER STRIKE in the Baltic region in June.  The United States will also deploy 18 F-16CJs and one KC-135 tanker to Łask Air Base, Poland, concurrent with the SABER STRIKE and BALTOPS exercise.  BALTOPS is an annual, multinational maritime exercise focusing on interoperability, maritime security, and cooperation among Baltic Sea regional partners.  SABER STRIKE is an annual, multinational ground and air exercise focused on enhancing interoperability among U.S. Army units and the land forces of Estonia, Latvia, and Lithuania.
NATO Measures
  • Revised Planning:  NATO is updating its defense plans and is developing a readiness action plan that includes a review of joint exercises, threat assessments, intelligence-sharing arrangements, early-warning procedures, and crisis response planning.
  • Support to Ukraine:  On March 5, NATO allies decided on a number of measures to intensify NATO’s partnership with Ukraine and strengthen cooperation to support democratic reforms.  Measures included an increased engagement with the Ukrainian civilian and military leadership; strengthened efforts to build the capacity of the Ukrainian military, including with more joint training and exercises; and increased efforts to include Ukraine in multinational projects to develop capabilities.
  • Suspension of NATO-Russia Council (NRC) Activities:  At an NRC meeting in April, NATO Foreign Ministers condemned Russian military intervention in Ukraine and suspended staff-level civilian and military meetings with Russia.  Ambassadorial-level meetings of the NRC will continue.
  • New Air and Sea deployments:
    • AWACS:  On March 10, the North Atlantic Council approved establishing AWACS orbits over Poland and Romania to enhance NATO’s situational awareness of activities in the region and to reassure NATO allies.  These aircraft will only fly over NATO territory and will come from the NATO fleet and allied contributions.
    • Standing Naval Forces:  In late April, NATO activated Standing NATO Mine Counter-Measures Group One and sent it to patrol the Baltic Sea.  The group, which consists of six ships from Belgium, Estonia, Germany, The Netherlands, Norway, and Poland, is conducting port visits and participated in an annual mine clearance operation (NATO naval exercise OPEN SPIRIT 2014).  On May 12, NATO tasked its augmented Standing NATO Maritime Group One to perform maritime assurance measures alongside counter-terrorism patrols in the eastern Mediterranean.  The group includes five ships from Canada, Germany, Norway, Turkey, and the United States.
  • New Exercises:  NATO launched a large-scale exercise, STEADFAST JAVELIN 1, in Estonia on May 16, which tested allied forces on their ability to work together as well as maintaining NATO’s readiness and combat effectiveness.  The exercise reflects NATO’s strong commitment to collective defense in the Baltic region.  Around 6,000 troops from Belgium, Denmark, Estonia, France, Latvia, Lithuania, Poland, the United Kingdom, and the United States participated in the exercise which finished on May 23.  Many participants were already in Estonia taking part in the annual Estonian-led KEVADTORM14 exercise that began on May 5 and that was merged into the NATO-led event.

Breedlove Pays Tribute to Sacrifices Made at D-Day

CARENTAN, France, June 5, 2014 – The sacrifice made by World War II veterans is reflected in the legacy of freedom they left following their success in the “greatest endeavor ever undertaken in the name of liberty,” NATO’S Supreme Allied Commander Europe said.

Air Force Gen. Philip M. Breedlove, also commander of U.S. European Command, traveled here to participate in a series of French-hosted commemorations of the 70th anniversary of the June 6, 1944, D-Day invasion of Normandy during World War II. Breedlove saluted the veterans for their courage in liberating Europe.

 “The French said ‘thank you’ today as they gave [veterans] the [French] Legion of Honor,” Breedlove told American Forces Network yesterday.

“Well, you just can’t buy this,” he said, referring to French gratitude for what the allies did by liberating France and Europe as part of the 70th anniversary of D-Day. “You can’t put it in a bottle. To see the nations -- all of them -- represented around this town, this country, this host nation, coming out like this in the hundreds and thousands to thank our soldiers and thank our veterans -- it’s amazing. It’s a great feeling.”

Breedlove added, “You don’t know what it’s like until you watch these little kids and their parents, and their grandparents waving American flags, waving French flags, waving [British] flags, all the nations represented.”

The French citizens’ emotions illustrate “what it means to these people [regarding] the sacrifices that our soldiers, sailors, airmen and Marines made for this country,” he added.

Breedlove reflected on the hard choices Army Gen. Dwight D. Eisenhower -- the D-Day invasion commander -- had to make in order to carry out the operation.
“Can you imagine what he was thinking as he sent so many of our nation’s sons ashore knowing what was waiting for them?” Eisenhower knew what was going to be required to achieve success, Breedlove said, and he knew the sacrifice that would have to be made.

“It’s probably the most incredible decision of our military,” the general said. “And he stood up to it and sent these forces ashore, and they accomplished their mission.”

Breedlove said he learned, from talking to veterans, that none of them made the decision to fight based on what was in front of them.

“They made decisions about standing shoulder-to-shoulder with their fellow soldiers, sailors and airmen. “Shoulder-to-shoulder with those who cared. And their mission was to get the job done and take care of each other.”

It was the cohesion, camaraderie and esprit de corps, Breedlove said, that got them through some pretty tough times.

“They all gave so much. But what we owe all veterans is our freedom.”
Speaking about freedom as the legacy of those who fought in World War II, Breedlove referred to a speech from a young French woman during an earlier ceremony where veterans received the French Legion of Honor.

“She wrote about that freedom that was purchased by the bravery and the sacrifice of our soldiers,” he said. “So all we can do is just say, ‘We thank you and we’re lucky that you were there to stand for us.’”

Walking down Carentan’s streets, the general also lauded veterans serving in today’s formations, and the families who support them.

“I say thank you to the families,” Breedlove said, “and to those veterans who are marching right in front of them who also served in multiple wars and multiple places around the world.

“We have lots of veterans that we owe dearly,” he continued. “Thank you to all of them.”

FACT SHEET: Overview of U.S. Contributions to Peace and Security in Europe Since WWII

Europe is an indispensable partner with which the United States tackles key global security challenges, and advancing transatlantic peace and security has stood at the heart of U.S. foreign policy for more than a century.  The United States works hand-in-hand with our European allies and partners -- bilaterally and through the North Atlantic Treaty Organization (NATO), the European Union (EU), and the Organization for Security and Cooperation in Europe (OSCE) -- to advance our shared goal of a Europe that is whole, free, and at peace.
As Europe emerged from the devastation of World War II, the United States implemented the Marshall Plan (officially called the European Recovery Program) in 1948 to provide $11 billion in economic support to rebuild European economies.  In April 1949, the United States joined 11 allies to create NATO.  NATO’s membership has since grown six times and now comprises 28 members.  NATO’s Article 5 guarantees the security of all NATO members, declaring that an attack on one of these allies will be considered as an attack on all.  U.S. contributions to NATO significantly enhance transatlantic stability and security, and since the end of the Cold War, the Alliance has transformed itself to meet the global security challenges of the 21st century.  NATO’s “Open Door” to new members has brought peace, stability, and security to Europe, contributing to the spread of democracy and prosperity across the continent.
The United States has also had a strong partnership with the European Union since the first U.S. observers went to the European Coal and Steel Community in 1953.  For decades, the United States and the EU have partnered together to promote peace and stability, sustain democracy and development around the world, respond to global challenges, contribute to the expansion of world trade and closer economic relations, and build bridges across the Atlantic.  The EU, which today includes 28 Member States and more than 500 million people, works to expand economic stability, prosperity, and security across Europe and beyond.  The United States and the EU are strengthening our economic ties through negotiations to form a Transatlantic Trade and Investment Partnership.
Deriving from the historic 1975 Helsinki Accords and the Conference on Security and Cooperation in Europe, the Organization for Security and Cooperation in Europe is the world’s largest and most comprehensive regional security organization -- with 57 participating states spanning from Vancouver to Vladivostok and 11 partner countries.  The OSCE is a political forum in which the United States works with other participating states to build a Europe and Eurasia whole, free, and at peace; to promote good governance; to build confidence and security through arms control; to resolve protracted conflicts in the OSCE region; and to encourage democracy and respect for human rights.  The United States supports the contributions of the OSCE across all three dimensions of its comprehensive security mandate and values, in particular the work of the 15 OSCE field missions.
Throughout the Cold War, the United States stood firmly by our NATO allies in confronting the threats posed to their peace and security by the Soviet Union.  From the 1947 Truman Doctrine and 1948 Berlin Airlift to today, our policies are designed to promote freedom and democracy in Europe.  When the Berlin Wall fell in 1989, the United States was quick to support German reunification within NATO.  The United States led the efforts to bring peace and security to the countries of the former Yugoslavia through the painful years of the Balkans crises, and we have supported the European and Euroatlantic aspirations of newly independent countries.
