SECRETARY KERRY: Good morning, everybody. It’s my privilege to welcome to Washington and to the State Department His Excellency, the President of Somalia Hassan Sheikh Mohamud. Actually, I’m welcoming him back to Washington, and we have met previously and I’m very pleased to be able to welcome him here.

The United States, obviously, has been engaged in helping Somalia fight back against tribal terror and the challenges to the cohesion of the state of Somalia. And the President and his allies have really done an amazing job of fighting back and building a state structure. There’s work yet to be done in Puntland and Somaliland, and we encourage you to continue the work of reaching out, of reconciliation and rebuilding the democracy, and I know he’s committed to that.

Also, I want to thank the President for his rapid support of the Joint Statement on Syria. We appreciate that kind of global recognition of what is at stake in Syria.

And finally, I’d just say that Somalia is working hard now to create its own ability to defend itself, to defend the state. We will continue to work. There is a United Nations mission there. We are committed to both – to the independent ability of the state of Somalia as well as the United Nations mission to help it in this transition. And we’re very happy to welcome the President here to talk today about issues of mutual interest.

Thank you, Mr. President.

PRESIDENT MOHAMUD: Thank you. Thank you, Secretary. And it’s – really, it was a pleasure and privilege to be here again this year in the State Department and the United States. And we – as the Secretary said rightly we’re working very hard together to establish the national institutions in all areas, particularly in security, where we are working very hard with the UNOSOM forces, and our national army is now taking shape and building up, of course, with the support of the United States Government that has always been with us. And this is a time we came here to share the ideas, the way forward we have, and particularly, the Vision 2016, where we want Somalia to go into the poll stations and make a voting for the first time in 40 years – more than 40 years, even.

And as you rightly said, we have been engaging with different stakeholders in Somalia. The federal government has the leadership, the parliament, all visiting different corners of Somalia to consult on this event. And the product of that consultation was the recent compact document signed in Brussels of the 16th of this month. I, myself, and the Prime Minister, the Speaker of the House, the parliamentarians, key ministers have been traveling all over Somalia. Although the situation in traveling locally is very difficult, but even then, you have to sit with the people, listen them, share with them the plans that we are intending, and asking them the type of Somalia they want to see in the future.

So based on that, we have signed agreements with Puntland State, and recently agreement with the Jubba regional administrations. And of course, we also did the same with Ahlu Sunna Wal Jama’a in the central region. So it takes some time. We have our own differences, but we are in a better shape than ever before now. We’re shaping for the first time a united and federal Somalia. The constitution is progressing and the federal system is working very hard. This federal government is working on all its capability to establish the federal unities in an orderly manner and with – in accordance and compliance with the federal constitution.

So there’s a huge progress that is going on in Somalia, and again, we are very much grateful with the support we received from the United States Government through bilateral and through multilateral. Thank you very much.

DEFENSE SECRETARY HAGEL AND GEORGIAN DEFENSE MINISTER ALASANIA MEET AT PENTAGON

WASHINGTON, Aug. 22, 2013 - Defense Secretary Chuck Hagel met at the Pentagon yesterday with Georgian Defense Minister Irakli Alasania, Pentagon Press Secretary George Little said.
"Secretary Hagel praised Georgia's efforts to enhance civilian oversight of the armed forces, as these actions are a strong example of democratic progress through defense reform," he said.

Hagel expressed U.S. support for Georgia's Euro-Atlantic integration efforts, Little said, and highlighted its holding fair elections and continuing to consolidate democratic gains as effective measures to advance those efforts.

The two leaders agreed to continue to broaden U.S.-Georgian defense cooperation, he added.

SECRETARY KERRY'S REMARKS ON VIOLENCE AND BLOODSHED IN EGYPT

Sorry to keep you waiting, folks. I’ll make a statement and then Jen Psaki will stay and take questions and brief everybody.

The United States strongly condemns today’s violence and bloodshed across Egypt. It’s a serious blow to reconciliation and the Egyptian’s people’s hopes for a transition towards democracy and inclusion. In the past week, at every occasion, perhaps even more than the past week, we and others have urged the government to respect the rights of free assembly and of free expression, and we have also urged all parties to resolve this impasse peacefully and underscored that demonstrators should avoid violence and incitement.

Today’s events are deplorable and they run counter to Egyptian aspirations for peace, inclusion, and genuine democracy. Egyptians inside and outside of the government need to take a step back. They need to calm the situation and avoid further loss of life. We also strongly oppose a return to a state of emergency law and we call on the government to respect basic human rights including freedom of peaceful assembly and due process under the law. And we believe that the state of emergency should end as soon as possible.

Violence is simply not a solution in Egypt or anywhere else. Violence will not create a roadmap for Egypt’s future. Violence only impedes the transition to an inclusive civilian government, a government chosen in free and fair elections that governs democratically, consistent with the goals of the Egyptian revolution. And violence and continued political polarization will only further tear the Egyptian economy apart and prevent it from growing and providing the jobs and the future that the people of Egypt want so badly.

The United States strongly supports the Egyptian people’s hope for a prompt and sustainable transition to an inclusive, tolerant, civilian-led democracy. Deputy Secretary of State Burns, together with our EU colleagues, provided constructive ideas and left them on the table during our talks in Cairo last week. From my many phone calls with many Egyptians, I believe they know full well what a constructive process would look like. The interim government and the military, which together possess the preponderance of power in this confrontation, have a unique responsibility to prevent further violence and to offer constructive options for an inclusive, peaceful process across the entire political spectrum. This includes amending the constitution, holding parliamentary and presidential elections, which the interim government itself has called for.

All of the other parties – all of the opposition, all of civil society, all parties – also share a responsibility to avoid violence and to participate in a productive path towards a political solution. There will not be a solution through further polarization. There can only be a political solution by bringing people together with a political solution.

So this is a pivotal moment for all Egyptians. The path towards violence leads only to greater instability, economic disaster, and suffering. The only sustainable path for either side is one towards a political solution. I am convinced from my conversations today with a number of foreign ministers, including the Foreign Minister of Egypt, I am convinced that that path is, in fact, still open and it is possible, though it has been made much, much harder, much more complicated, by the events of today.

The promise of the 2011 revolution has simply never been fully realized, and the final outcome of that revolution is not yet decided. It will be shaped in the hours ahead, in the days ahead. It will be shaped by the decisions which all of Egypt’s political leaders make now and in these days ahead. The world is closely watching Egypt and is deeply concerned about the events that we have witnessed today. The United States remains at the ready to work with all of the parties and with our partners and with others around the world in order to help achieve a peaceful, democratic way forward.

MODERATOR: Good afternoon, ladies and gentlemen. (Inaudible.)

SECRETARY KERRY: Well, thank you very much. As-Salaam Alaikum. It’s a pleasure to be here and I was privileged to be able to meet with the Prime Minister as well as the Prime Minister’s Foreign Affairs Advisor, His Excellency Sartaj Aziz. We’ve just come from a very productive meeting with Prime Minister Sharif, and I’m very grateful to him for delaying his trip. He is leaving for a pilgrimage to Mecca during this most Holy Month of Ramadan, and I want to honor his willingness to delay his trip a little bit in order to be able to meet today. I’m very grateful to him for that.

Let me say what a pleasure it is for me to be back in Pakistan. I have been here many times, as the people of Pakistan know, and I was very privileged to work in the United States Senate in order to pass what became known as the Kerry-Lugar-Berman bill, which provided significant economic assistance to the people of Pakistan. And we did that because we specifically wanted to make clear that America does not want to have a transactional relationship, we do not want to have a relationship based on the moment or based on an issue such as counterterrorism or Afghanistan, but we want a relationship with the people of Pakistan for the long term. One of the largest diasporas of Pakistanis lives in the United States of America. We have a huge Pakistani-American population. We’re proud of their many contributions to America, to our society, and they are proud always of their heritage and of their continuing links to their homeland, to Pakistan.

I also want to applaud the people of Pakistan for this remarkable, historic transition that has taken place here with this election. I was privileged to be here a few years ago at the last election with then Senator Joe Biden and Senator Chuck Hagel. Now the three of us are privileged to work for President Obama in his Administration – obviously, one as the Vice President of the United States, Secretary Hagel is the Secretary of Defense. So we’re privileged – all three of us – to continue to work on the relationship with Pakistan, and it’s with our friendship and our understanding as we come here today at an historic time in Pakistan’s democratic journey. I was privileged to be here the day of the election for the first transfer of power from one president to another at the ballot box. And now we have seen the first transfer of that elected president civilian to another civilian president. So the march towards democracy in Pakistan is something to be celebrated. And that is another reason why I’m privileged to be here at this moment. The people of Pakistan deserve enormous credit for their role in the peaceful transition of power from one democratically-elected government to another.

I’m here with a simple message: The United States is committed to a long-term partnership with the people of Pakistan, and we remain fully engaged in building a relationship that is based on mutual interests and mutual respect. And we are working closely with the new government in order to advance a shared vision of the future that is marked by peace, by stability, and by prosperity.

It is also no secret that along this journey in the last few years we’ve experienced a few differences. I think we came here today, both the Prime Minister and myself, with a commitment that we cannot allow events that might divide us in a small way to distract from the common values and the common interests that unite us in big ways. As we discussed this morning, the common interests far exceed and far outweigh any differences. So we’re here to speak honestly with each other, openly about any gaps that may exist that we want to try to bridge. And our people deserve that we talk directly and with candor and represent their interests.

I’m pleased to announce that today very quickly we were able to agree to a resumption of the Strategic Dialogue in order to foster a deeper, broader, and more comprehensive partnership between our countries. And this revitalized dialogue will address in a realistic fashion all of the many key issues between us, from border management to counterterrorism to promoting U.S. private investment and to Pakistan’s own journey to economic revitalization.

I want to emphasize the relationship is not defined simply by the threats that we face. It is not only a relationship about combatting terrorism. It is about supporting the people of Pakistan and particularly helping at this critical moment for Pakistan’s economic revival. That has been a centerpiece of Prime Minister Nawaz Sharif’s campaign, it is a centerpiece of his governing efforts, and it will be a centerpiece of our relationship.

The Prime Minister has outlined an ambitious agenda of reforms that will unlock growth and opportunity. And I know that some of these reforms are going to be difficult. They always are. But they are essential to creating sustainable development, more reliable energy supplies, and better services for the people of Pakistan.

Our partnership is also about energy, education, trade, and investment. We have the largest Fulbright program in the world right here in Pakistan. And through the Kerry-Lugar-Berman Act, we’ve helped to bring 1,000 megawatts of power to the national grid, which is providing power and uplifting the lives of 16 million Pakistanis. We’ve launched a new investment fund that will help grow small and medium sized enterprises. And I’m pleased to report that we are funding the rehabilitation of all four major trade routes between Pakistan and Afghanistan.

Pakistan’s regional position brings enormous economic opportunities, and we want to recognize those. That’s why we welcome and encourage the steps that Pakistan and India have taken to expand their economic relationship. As I said when I visited New Delhi just a few weeks ago, if Pakistan and India can confidently invest in each other, then the rest of the world is more confidently going to invest in both of them, and the returns on that investment to this region will be simply enormous.

Now, of course, Pakistan cannot achieve its full economic potential until it overcomes extremism, extremist threats within its borders. I want to say that Pakistan troops have fought very bravely against this threat and its people have suffered enormously, including perhaps more than 40,000 Pakistanis who have been killed by terrorists over the past decade. The truth is we face a common enemy in terrorism, and the choice for Pakistanis is clear: Will the forces of violent extremism be allowed to grow more dominant, eventually overpowering the moderate majority? And I ask anybody in Pakistan to ask themselves: How many bridges have those terrorists offered to build? How many schools have they opened? How many economic programs have they laid out for the people? How many energy plants have they tried to build? I think the choice is clear. I believe Pakistanis are going to recommit to the values that are espoused by the founder of the country, Muhammad Ali Jinnah, who helped people come together to build a stable, moderate democracy and an economically vibrant and tolerant nation that is at peace with itself and its neighbors.

The reality is that the fates of Afghanistan and Pakistan are intertwined. And addressing the threat that is posed by cross-border militancy is a key aspect of our Strategic Dialogue. This is a challenge that cannot be met by any one country. It will take a united effort to resolve the issues of safe havens and political reconciliation.

So I want to thank His Excellency in particular for his visit to Kabul, which was a very important visit last month. Both of our countries share an interest in a unified, stable, and peaceful Afghanistan, and so we greatly appreciate Pakistan’s assistance in the Afghan reconciliation process. And that is a process that obviously will take time and perseverance.

In the end, the relationship between the United States and Pakistan has traveled a long way. And yes, we still do have ground to cover. But after my discussions today, I can tell you unequivocally that we do share a long-term vision for the relationship. And I believe that in Prime Minister Nawaz Sharif we have someone who is committed to try to grow that relationship.

To ensure that we continue our important bilateral conversation at the highest levels, I have extended on behalf of the President of the United States an invitation to Prime Minister Sharif to meet with the President and have a bilateral meeting with him in the United States this fall.

So I thank you again, Your Excellency, for the gracious hospitality which I always have received when I come here to Pakistan. But thank you for the hospitality and welcome you’ve shown me and my team here today, and I will look forward after your comments to taking a couple of questions.

MR. AZIZ: Thank you. It’s my pleasure to welcome Secretary of State John Kerry on his first bilateral visit to Pakistan and also thank him for the very positive and constructive statement that he just made. Senator Kerry is a very familiar and well-respected figure who has always been welcomed in Pakistan as a good friend. We appreciate the leadership that he has exhibited in the past as the Chairman of the Senate Foreign Relations Committee and now in his new capacity as Secretary of State to promote and strengthen the partnership between our two countries.

As Secretary Kerry mentioned, we have had very intensive and frank discussion in a very collegial atmosphere to strengthen the foundations of our friendship and to further build our partnership to achieve our shared goals in the future. As he mentioned, in these foundations there are many mutually reinforcing elements. The U.S. is our largest trading partner and a major source of foreign direct investment and economic assistance. We have – Pakistan has a large diaspora in the United States, and a significant number of highly-educated Pakistanis both in the public and private sectors owe their skills to universities in the U.S. However, most importantly --

SECRETARY KERRY: I think they have a microphone problem.

MR. AZIZ: However, most importantly, it is our shared faith in democracy and respect for the rule of law and human freedoms and commitment to the promotion of peace and security in the region that binds our countries in a new and stronger partnership. As we look into the future, we want trade, more trade, larger investment and cooperation in development, including education as the building blocks of a new and renewed partnership.

In this regard, we highlighted the importance of securing greater market access for Pakistani products in the U.S. and larger foreign direct investment as the new government attaches highest priorities to economic revival. I also conveyed our gratitude to the U.S. for their support for the Diamer-Bhasha dam as a part of its vital effort to deal with the energy crisis.

Of course, these efforts to revive the economy and produce – will not produce full results without peace and stability in our region. In fact, both of us agreed that Pakistan wishes to have good relation with all its neighbors and we hope to expand our connectivity for the mutual benefit.

There are, of course, other challenges too, and today we have discussed the path forward as the U.S. draws down its forces in Afghanistan in areas such as Afghan reconciliation, ground lines of communication, IEDs, counterterrorism. We have to improve – we have improved our bilateral coordination significantly, and we have continued to work to improve them further.

I have reiterated Pakistan’s clear commitment to facilitating U.S. withdrawal from Afghanistan and supporting any Afghan-led and Afghan-owned solution and reconciliation for peace and stability in Afghanistan.

I also briefed Secretary Kerry about the (inaudible) of a comprehensive counterterrorism strategy our government is in the process of formulating in consultation with all the stakeholders.

We also shared our concerns on the drone strikes which Pakistan not only considers a violation of our sovereignty but it’s also counterproductive as they undermine the overall counterterrorism cooperation efforts.

And as Secretary Kerry mentioned, in order to give impetus to these understandings, we have agreed on the resumption of the Strategic Dialogue process and holding the next ministerial-level dialogue within the next six months. As some of you would recall, this dialogue started in 2010 and three sessions were held within 2010, in March, July and October. But then several events derailed this process and no meeting has been held since October 2010, and therefore the objective of transforming U.S.-Pakistan relations from a transactional to a sustainable strategic partnership has remained unfulfilled. And we think after the historic democratic transition in Pakistan the time to realize this objective has arrived, and that is what we have agreed on.

And we are also grateful for the invitation to the Prime Minister visit President Obama later this year which will further help to (inaudible) and strengthen. And in particular on the economic front, which is the key building block of our relationship, we hope that we can double our bilateral trade through enhanced market access to something like $11 billion in the next five years.

So I thank Secretary Kerry for this visit. Let me state it clearly that we are committed to work together in all these areas in a very pragmatic and positive manner on the basis of respect for each other’s interests as well as concerns. So I thank you again and look forward to seeing you (inaudible).

SECRETARY KERRY: Thank you, Sartaj. Thank you very much.

MODERATOR: We’ll take four questions, two each side. Michael Gordon of New York Times. Sir, you’ll have to speak up because (inaudible).

QUESTION: Hello. Okay. Mr. Secretary, the effort to get talks going with the Afghan Taliban in Doha is frozen and it now appears that NATO’s military mission may well end and that most if not all of the NATO troops may be gone before any negotiations even get underway. And that means that the United States’ leverage and the Afghan Government’s leverage in these talks will be reduced if they’re ever resumed. What have you asked the Pakistanis to do to get these talks going, and what steps are you taking to bring the United States military strategy and the diplomatic strategy into alignment?

And a question, please, for Mr. Aziz: What specific efforts is Pakistan undertaking now to get these talks underway? And sir, as you know, the United States has repeatedly pressed Pakistan to crack down on safe havens that Haqqani and other networks have used to carry out attacks in Afghanistan. Was this issue raised again today by Mr. Kerry? And what is Pakistan actually prepared to do, and would Pakistan be prepared to do more about the safe havens if the United States would commit to reducing its drone strikes? Thank you.

SECRETARY KERRY: Well, Michael, let me just say that I – of course, we talked about this issue today. Pakistan has been very helpful with respect to this process and we’re very grateful to the Pakistanis for their initiative, and they will continue to be helpful.

I disagree that I think the NATO mission will end before – I mean, look, if the talks are going to take place, they’re going to take place. If they don’t, that’s their choice, but it will not change the fundamental strategy of what the United States and Afghanistan and the ISAF forces are doing. The President has made it clear that he will, at the appropriate time, be announcing an ongoing American presence. And the negotiations on a bilateral security agreement are underway and I am confident will be completed at an appropriate moment in time. And our plans continue for an election in Afghanistan in 2014 that will be the centerpiece of this transition. The Afghan forces this year, without regard to what happens with the Taliban, have taken over lead responsibility in Afghanistan for security. We are working with them. And so that will continue, obviously, into next year, and the training and equipping will continue beyond that.

So the reason we hope the talks can take place is because everybody understands that a political resolution is better than continued fighting. And our hopes are that it would be possible to be able to combine that with the rest of the transition that is taking place in Afghanistan. We will continue those efforts, but it doesn’t – I don’t agree that there is a lack of synchronization between the military strategy and the diplomatic strategy. The diplomatic strategy is to try to get to talks but to continue the process of preparing the Afghan people for their election and for a transition that will take place regardless.

MR. AZIZ: Well, what can Pakistan do? I think as Secretary Kerry said, it is a process between the Afghan stakeholders and we are doing our best to facilitate that process. We can’t do more than facilitate. And obviously, there are many stakeholders, and Taliban have not so far been persuaded to talk to Karzai directly, but they may be persuaded to talk to the High Peace Council under certain conditions. So that is the next effort that is being made. And if they do, then at least they can talk about talks and how to organize them. But I think in these efforts what President Karzai will be coming here later this month, so we’ll explore with him also how much flexibility he will show in dealing with this issue, and hopefully after that some new attempt can be made.

On the safe havens, of course, we had a very detailed discussion with our plans, on our overall comprehensive strategy, the All Parties Conference that we are planning to hold, and how the follow-up will take place. And as it unfolds, all of you will come to know how we propose to deal with it. Thank you.

MODERATOR: Mr. Asif Bhatti of Geo Television.

QUESTION: Thank you very much. I have a question to His Excellency, Senator John Kerry. As advisor mentioned that we have reservations on drone attacks, so you might know about the public reservations and sentiments on the drone attacks. And the Pakistani Government especially criticizing these attacks and they think that it should be stopped now. What is your strategy? Are you seriously thinking to change your drone attack policy?

And the second part of my question is that are you considering the swapped deal of prisoners with Pakistan and especially handing over Dr. Aafia Siddiqui to Pakistan? Thank you.

SECRETARY KERRY: Say the last part again? I’m sorry.

QUESTION: Secretary, there’s a – are you considering seriously that there will be exchange of prisoners deal between Pakistan and United States, and will you hand over Dr. Aafia Siddiqui to Pakistan?

SECRETARY KERRY: Well, I don’t have any comment or anything to add with respect to any potential prisoner exchange or non-exchange. It’s just we didn’t even talk about that at this point this morning.

With respect to the drone policy, we’ve had an ongoing dialogue with our friends in Pakistan regarding all aspects of our relationship, our shared interests, including, obviously, the counterterrorism cooperation. And I think the President of the United States made it very, very clear recently in a major speech that he delivered at our National Defense University in which he laid out the legal and the policy standards that guide any actions that we have against any individuals with respect to terror and under what circumstances we might take direct action.

That stands on its own. That is a very clear articulation of our policy and of what it – where it will go. But we obviously don’t discuss publicly every aspect of our counterterrorism activities. I will say this, I’ll quote the President: “We must define our effort not as a boundless global war on terror, but rather as a series of persistent, targeted efforts to dismantle specific networks of violent extremists that threaten America.”

I know there are issues of sovereignty that are raised often. I would simply remind all of our friends that somebody like an al-Qaida leader like al-Zawahiri is violating the sovereignty of this country. And when they attack people in mosques and blow up people in villages and in marketplaces, they are violating the sovereignty of the country.

So I think the President has made a policy as limited and as clear as is humanly possible, and he has laid out a very transparent, accountable, thorough legal justification for any counterterror policies the United States may or may not engage in.

QUESTION: Do you have any --

MODERATOR: Deb Riechmann of Associated Press.

QUESTION: Thank you. Mr. Aziz, on the drone attacks, is Pakistan – the number of drone attacks has recently declined. Is Pakistan still asking for a further curtailment of these strikes that are so unpopular in your country?

And Secretary Kerry, back on the bilateral security agreement issue, there’s an unnamed State Department official that’s been quoted as saying that the U.S. has resolved most of the issues on the BSA and that is nearing completion on the agreement with Afghanistan. And right now, you’re running up against the one-year deadline on those negotiations and the troop level decision is hinged on this. Where do we stand on this? Are you guys about ready to wrap this up or are we, as Karzai said, still not talking about this, or – there’s even reports that you’ve read a completed text on this.

SECRETARY KERRY: Well, I’m not going to comment on an agreement that hasn’t been finalized. It’s always dangerous to predict completion prior to completion. So we’re making progress. We’re working on it. I am personally confident that we will have an agreement and the agreement will be timely, and I am confident that the President has ample space here within which to make any decisions he wants to make regarding the future troop levels. So I think we’re on a good track. I feel very comfortable with where we are. And as I say to you, I expect this agreement to be completed at an appropriate time.

QUESTION: (Inaudible) you expect it?

MR. AZIZ: Yes, the question about drones. As I mentioned, we have registered our concern and will continue to do so that drone attacks are counterproductive in terms of our relationship (inaudible). So in the light of today’s discussion we’ll continue this dialogue on how to stop this policy of drone attacks as far as the U.S. is concerned.

QUESTION: Have you asked for curtailment?

MR. AZIZ: We are – no, we are (inaudible) stopping, not just containment. (Laughter.)

MODERATOR: Mr. Baqir Sajjad of Dawn newspaper.

QUESTION: Sir, you mentioned that you took up the issue of cross-border insurgency. Are you confident that Pakistan, which has not moved on safe havens on its side of the border, will do it this time?

SECRETARY KERRY: Well, I’m confident that we’re working in good faith to find ways to go forward and find the best policy that we can put in place. We talked for a number of hours this morning and we covered an enormous amount of topics, and a couple of them it was important for me to cover very closely and very specifically. So we began to scratch the surface of some of this. I’ll be meeting again later this evening. I’m going to have further meetings, and this afternoon, and we agreed precisely because of the complexity of working out the details that we’re going to begin the Strategic Dialogue immediately. And over the six months, we will have a ministerial, but we have five committees that will begin to meet very quickly on this. So I expect a lot of definition and a lot of progress to come to the forefront.

What was important today was that there was a determination by the United States and by Pakistan to move this relationship to the full partnership that it ought to be and to find the ways to deal with these individual issues that have been irritants over the course of the past years. And I believe that the Prime Minister is serious about doing that. I know that President Obama is also, which is why the President looks forward to meeting with the Prime Minister in about a month or so in the United States. So this conversation will continue, and I’m confident we’re going to find effective ways to manage the challenges that we both face.

MODERATOR: Ms. Saima Mohsin of CNN.

QUESTION: Thank you. He’s introduced me already. My first question is for Sartaj Aziz. There’s a lot of talk about safe havens in Pakistan, and the United States in the past few years has put a lot of pressure on Pakistan to deal with it, but that hasn’t happened. With the new government – and it seems that the military is keen to do so as it did with Swat, but not without the backing of the government – is the government looking at this, and are you planning on doing something about it and sending in a military operation in Waziristan?

And for Secretary of State Kerry and looking ahead to troop withdrawal in Afghanistan and this relationship with Pakistan, Afghanistan, and the United States, there seems to be a huge upsurge in violence and a lot of concern about what’s going to happen come 2014. And we’re already seeing violence, as I said. So you mentioned monitoring the border, but what do you think you can achieve that you haven’t managed to in the past decade?

MR. AZIZ: Well, on the first question, as you know, this operation started in 2009, and out of seven agencies in the tribal areas, six we have already launched military operation and tried to gain effective control and establish the right of the state. The only agency left is now Waziristan. And obviously, with 150,000 troops deployed in the tribal areas, we are overstretched right now. And therefore, right now, we are planning to have an All Parties Conference in which we consult all the stakeholders. Obviously, dialogue has to go along with military action, so we will explore that option first. And if that doesn’t work, then we’ll see under what conditions and by what timeframe we’ll do the alternative actions.

So I think basically, partly it’s a question of capacity, partly it’s a question of timing, and the other options without which the basic objectives cannot be achieved. So in the coming weeks, you’ll know how the strategy works.

SECRETARY KERRY: Well, let me be very clear. The United States is drawing down, not withdrawing. There’s a distinction. The President will announce the number of forces that he will commit for the United States, and other countries have already committed certain numbers of forces who will remain in Afghanistan for two purposes: one, counterterrorism; and two, to train, equip, and advise the armed forces.

Together, all of these countries, over 50 nations – about 52, 53 nations – have combined to help train and equip a military of 350,000 people in Afghanistan. That’s a very sizable army. And I believe, properly trained and equipped as they will continue to be over the course of the next year and beyond, they will have an ability to be able to cooperate, hopefully, with the Pakistanis and others in order to provide the kind of security and protection that the people of Afghanistan and the people of Pakistan deserve.

So I am very hopeful that as we go forward here, people will remember that this is a transition, not an ending. It is a transition to Afghans themselves who will stand up and fight for the freedoms that they want and for the lifestyle they want and for the country that they want. And I believe that as in other places in the world, when people are given the ability and the capacity to be able to fight for their own future, they do.

So I think we’re going to see an important transition take place, and if we work out modalities between us that begin to deal with some of these issues with respect to the borders and safe havens and other things, which I think we can work out, that will only strengthen the effort going forward. So I think this is a very important year, and not – and I think most importantly, a year with the opportunity for the people of Afghanistan to choose their future leadership in the spring of next year.

I want to thank you, Minister Ngafuan, for sharing your reflections on the U.S.-Liberia Partnership Dialogue, they were indeed very eloquent.

I also as you did want to recognize the hard work of the U.S. Institute of Peace staff, of course its leader Congressman Jim Marshall, our Liberian colleagues, and my U.S. Government colleagues, including those in the State Department’s Africa Bureau, in making the inaugural session such a success.

Throughout today, as I understand from talking briefly to the Minister and with our staff, we have advanced the U.S.-Liberia bilateral relationship -- a relationship already deeply rooted not only in our historical ties, but our shared commitment to democracy, human rights, and economic advancement.

This joint statement that Minister Ngafuan and I just signed affirms our commitment to work together to address the challenges Liberia currently faces in its agriculture and energy sectors, and acknowledges their importance to Liberia’s overall economic development.

We have committed to hold the next session of the U.S.-Liberia Partnership Dialogue in Monrovia, Liberia within the next year. At that session we plan to convene the first meeting of the Human Development Working Group.

The high-level participation from both our governments demonstrates the significance of the U.S.-Liberia Partnership Dialogue to our bilateral relationship, and the importance of the sectors that were discussed today in the working groups.

In the Agriculture and Food Security Working Group, for example, colleagues discussed policy and institutional constraints to private sector-led development of Liberia’s agriculture sector, and ways to address these constraints. Together, we explored opportunities to expand bilateral cooperation to increase food security and nutrition, especially under the Feed the Future Initiative.

The Energy and Power Infrastructure Working Group reviewed Liberia’s efforts to meet its growing power generation, transmission and distribution requirements. We will continue to collaborate on how we can encourage private sector investment in Liberia’s energy sector by improving regulatory policies and to accelerate the development of a well-governed and inclusive Liberian energy sector.

Though the official government-to-government portion of the U.S.-Liberia Partnership Dialogue has come to an end, I am delighted that the Foreign Minister and the rest of the Liberian delegation will participate in a public outreach event that will discuss how the Government of Liberia and its partners plan to transform Liberia into a middle-income country through an inclusive and equitable economic development strategy. This event, open to the press and public, will further highlight the achievement made today and will allow private sector, civil society, Diaspora, and others to engage with the Government of Liberia on its plan for Liberia’s economic future. We all have a role to play in Liberia’s progress toward a growing and sustainable economy. It is clear to me that this is led by the Liberians themselves, which is as it should be, with all the rest of us in support of your vision and your destiny.

Liberia’s future is full of promise and great opportunities. Thank you all for a very successful inaugural session of the U.S.-Liberia Partnership Dialogue and for your friendship with the United States.

We look forward very much, I in particular, to meeting again in Monrovia. I commend to you Acting Assistant Secretary Yamamoto, who is going to take my place in any question and answer that follow. I greatly appreciate all the work done today.

Good evening. I will be speaking in Arabic. (Via interpreter.) Today we welcome His Excellency, the Secretary of State of the United States of America, a very dear friend of ours. This is the first time we meet. In the past, we met with him of course as a chairman of the – with your foreign relations of the American Senate.

Today we appreciate Secretary Kerry as a friend for Egypt, and we are very happy to welcome him here, and we are actually very optimistic about his ability to push matters further. The visit of His Excellency, Secretary Kerry, the Secretary of State for the United States comes at a very important time after the Revolution of the 25th of January in Egypt. It comes as the first visitor to Egypt of – first Secretary of State visit after the election of a civil president that is elected through fair elections in Egypt.

During his meetings here at the Ministry of Foreign Affairs, we will discuss the relationships between the United States and Egypt. It is of course, as you know, a very strategic relationship. The relationship between the United States and Egypt is a strategic relationship, and it is also a multidimensional relationship that does not serve only the interests of the two states, but the interests of the whole region. It is a relationship that is based on equality and also mutual respect.

Of course, we expect from friends and this particularly from the United States as a strategic partner of Egypt to stand before Egypt during this very (inaudible) period and economic arena. Of course, as you know, there are various other issues that will be discussed of the region. There are a lot of changes happening in the Middle East region. There is the Palestinian issue, which is really the first issue for Egypt and for the Arab countries, and the situation in Syria as well.

Of course, one of the important subjects is to rid the Middle East area from nuclear weapons and weapons of mass destruction in general, and this, of course, the United States will have a great role in this issue. I will not take any more time, because we have a very heavy schedule. We have a lot of discussion, and we are also late, and it pleases me now to give the podium to His Excellency, the Secretary of State.

SECRETARY KERRY: Thank you very much. Shokran. Thank you very much, Mr. Foreign Minister. It’s a great pleasure for me to be back here in Egypt. And I thank you and President Morsy and the Egyptian people for a generous welcome. Thank you.

As you know, I’ve been to Egypt many times over the course of some 29 years. And I had the privilege of being here only a few weeks after the events in January in Tahrir Square. Then I came back with Senator McCain when we tried to help with some of the economic issues shortly thereafter. And each time that I’ve come here, I’ve tried to make it clear, and I make it particularly clear now on behalf of President Obama and the American people that we come here as friends for the Egyptian people, not for one government or one person or one party or ideology, but for the Egyptian people.

The Foreign Minister and I have just had a very constructive first meeting in which we have discussed a number of the issues of importance: Syria, the Mid-East peace process, and we agreed to continue those discussions over dinner and other topics. And we will certainly discuss in some depth how the United States can continue to help the Egyptian people achieve their aspirations for democracy and for opportunity. As your long time friends and partners, the American people support Egypt’s political and economic success and want to help work for that success.

And I emphasize again as strongly as I can, we’re not here to interfere. I’m here to listen. We’re not here to urge anybody to take one particular action or another. Though we have a point of view, and certainly I will express that. But what we support is democracy and the people and the nation of Egypt. And we look forward to working with listening to all of the Egyptian people as we work towards their path, what they choose to do to move forward to economic strength, to a vibrant democracy, and to a regional peace and security.

We do believe that in this moment of serious economic challenge, that it’s important for the Egyptian people to come together around the economic choices and to find some common ground in making those choices. It is important, even urgent, that the Egyptian economy gets stronger and that people have jobs and have opportunity and that the energy of this country can be focused on a more prosperous future.

So on behalf of President Obama and the American people, I’m here to listen and to better understand how we can help, because the health and strength and the future of Egypt is something that America cares deeply about. And when I visit with President Morsy tomorrow, I’ll be speaking with him about the very specific ways in which we would like to be able to help – more economic assistance, support for free enterprise and small business, growing Egypt’s exports to the United States, and investing in Egypt’s young people through education. And I say to my friend Mohamed, who I’ve gotten to know pretty well, we would of course only do these things in the consultation and in the conjunction with the decisions of the government, whichever government it is.

I was pleased to meet today with a cross-section of political and business leaders, and tomorrow I will meet with representatives of nongovernmental organizations. And today, I listened very carefully to the extraordinary passion and commitment of some of the opposition and their concerns about democracy, human rights – all values that we share in the United States. Each of the groups I talked about – business leaders, opposition, different political personalities, and the nongovernmental organizations – all of them, together, are vitally important to the health and strength of the democratic system. A vibrant democracy stimulates business, it supports a vibrant NGO sector, it encourages full political participation, and universal freedoms, and respect for the rights of women and for people of all faiths.

I listened carefully to their views about how to strengthen Egypt’s democracy, its economy, and its security, and I conveyed to them a very simple message: The best way to ensure human rights and strong political checks and balances in any democracy in Egypt, just like in the United States, is through the broadest possible political and economic participation.

There are many ways to demonstrate that activity. You can do it in protest or you can do it in participating, they’re all part of the mosaic of democracy. But we believe that being active, engaging in peaceful participation is essential to building strong communities and a healthy democracy. And we believe that it is vital to protect and to advance the universal rights that are in Egypt’s constitution: freedom of speech, freedom of religion, freedom of association, and equal rights and protections under the law for all Egyptians regardless of their gender, their faith, their ethnicity, or their political affiliation.

And I say there with both – I say with both humility and with a great deal of respect, that getting there requires a genuine give and take among Egypt’s political leaders and civil society groups, just as we are continuing to struggle with that in our own country. There must be a willingness on all sides to make meaningful compromises on the issues that matter most to all of the Egyptian people. You have upcoming elections and we are very pleased that the Egyptian Government is committed to welcoming Egyptian and international monitors to guarantee the transparency, accountability, and fairness of that election.

And finally, I want to thank the Minister, I want to thank Egypt and its leaders for being valuable partners in the pursuit of peace in this region. I appreciate enormously, and I want to share with you President Obama’s attitude for the role that President Morsy and Foreign Minister Amr played in reaching the Gaza ceasefire and their commitment to ensuring that it is honored. And we are very grateful for Egypt’s willingness to host the Syrian opposition as well as many of those people who are fleeing the violence and the oppression.

So the road ahead is long, there are tough choices to be made, but what is clear is we are confident that if all Egyptians stay focused on achieving the economic and the political opportunity that your people deserve and demand, this great nation will have the promising future that it deserves. Two years after the Belarusian Government launched its brutal crackdown on civil society, the democratic opposition, and independent media, we remember the political prisoners who remain in detention and reiterate our call for their immediate and unconditional release. We note the December 1, 2010 joint statement between our two countries, which affirmed that enhanced respect for democracy and human rights remains central to improving bilateral relations. We regret that Belarus’ leadership has instead followed a path of self-isolation by repressing its own people.

As we mark the second anniversary of the events of December 19, 2010, we note Belarus’ unfulfilled promise and reaffirm our readiness to help the people of Belarus build a democratic, prosperous, and truly independent European state.

After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration. Although Belarus agreed to a framework to carry out the accord, serious implementation has yet to take place. Since his election in July 1994 as the country's first president, Aleksandr LUKASHENKO has steadily consolidated his power through authoritarian means. Government restrictions on freedom of speech and the press, peaceful assembly, and religion remain in place.

Founding president and liberation struggle icon Jomo KENYATTA led Kenya from independence in 1963 until his death in 1978, when President Daniel Toroitich arap MOI took power in a constitutional succession. The country was a de facto one-party state from 1969 until 1982 when the ruling Kenya African National Union (KANU) made itself the sole legal party in Kenya. MOI acceded to internal and external pressure for political liberalization in late 1991. The ethnically fractured opposition failed to dislodge KANU from power in elections in 1992 and 1997, which were marred by violence and fraud, but were viewed as having generally reflected the will of the Kenyan people. President MOI stepped down in December 2002 following fair and peaceful elections. Mwai KIBAKI, running as the candidate of the multiethnic, united opposition group, the National Rainbow Coalition (NARC), defeated KANU candidate Uhuru KENYATTA and assumed the presidency following a campaign centered on an anticorruption platform. KIBAKI's NARC coalition splintered in 2005 over a constitutional review process. Government defectors joined with KANU to form a new opposition coalition, the Orange Democratic Movement (ODM), which defeated the government's draft constitution in a popular referendum in November 2005. KIBAKI's reelection in December 2007 brought charges of vote rigging from ODM candidate Raila ODINGA and unleashed two months of violence in which as many as 1,500 people died. UN-sponsored talks in late February 2008 produced a power-sharing accord bringing ODINGA into the government in the restored position of prime minister. Kenya in August 2010 adopted a new constitution that eliminates the role of prime minister after the next presidential election.

Deputy Secretary Burns: Good evening everyone.

It’s a pleasure to see all of you this evening and it’s certainly a pleasure to be back in Algiers, which I’ve visited many times over the years. This visit, coming soon after the visit of Secretary Clinton and the U.S. Algeria Strategic Dialogue earlier this fall, is another opportunity to strengthen our constructive and strategically important bilateral relationship. I had excellent and wide-ranging discussions earlier today with President Bouteflika, the Prime Minister, and other senior Algerian officials.

We continue to work together to deepen our ties with the government and the people of Algeria across a broad, mutually beneficial agenda, including, trade and investment, security cooperation, diplomatic partnership, democratic reform, and cultural and educational programs.

In the past year, Algeria has taken further steps to strengthen its democracy. We were encouraged by the roughly 21 million Algerian voters who participated in elections earlier this year to determine who would occupy the National Popular Assembly. These elections - and I would note the high number of women elected- were a welcome step in Algeria’s progress toward democratic reform.

Algeria has dealt with terrorism on its own territory and was one of the first countries to condemn the September 11, 2001 terrorist attacks in the United States. Since that time, we have intensified contacts in key areas of mutual concern and are encouraged by Algeria’s strong support of international counterterrorism efforts, including our partnership in the Global Counterterrorism Forum.  The rise in terrorist and criminal activity in the northern Sahel is a threat to the entire region and beyond. We applaud Algeria’s resolve to stem the proliferation of weapons, drugs, and fighters across the Sahel, and strongly support these efforts.

Our two countries share concern over instability in Mali and its negative impact on regional security. We call on all of Mali’s neighboring countries to increase their border patrols to curb the flow of arms, drugs, fuel, and fighters into Mali. We support efforts to facilitate a political dialogue with non-extremist groups in northern Mali. We understand Burkina Faso in its role as lead mediator for ECOWAS is preparing a framework for negotiations. We continue to call for a coordinated international effort to accelerate the beginning of serious political talks between the rebel groups and the interim Government of Mali. Algeria has an important role to play in this process.

The United States highly values our relationship with the Government and people of Algeria, and is committed to deepening our cooperation in the months and years ahead.

Question from Hacene Ouali (El Watan): My question is on Mali, there is a talk on Political solution or a military solution; is the U.S. in favor of a military intervention in the north of Mali? Thank you

Deputy Secretary Burns: There are a number of different dimensions to the challenge in Mali today: Political crisis within Mali; a humanitarian crisis resulting in refugees and internally displaced persons; and a security crisis which is a shared concern of the United States and Algeria, particularly the danger of violent extremist groups using northern Mali as a safe haven. A successful strategy to deal with all those challenges also has to have several dimensions. We’ve worked with others in the international community to help deal with the humanitarian challenge posed by the refugee crisis. As I said in my opening remarks, we strongly support Algeria’s leadership in fostering political dialogue, including between the Tuareg and the interim Government in Mali. And in response to the security risk posed by the situation in Mali, we certainly support increased counterterrorism cooperation, cooperation with Mali’s neighbors as well as with the interim Government in Mali, and we believe that an African led multinational force supported by the international community may be necessary. Thanks.

Question from Beatrice Khadige (Agence France Presse, AFP): we read a lot of news talking about an opposition between the positions of France and the United States over the Mali issue, could you confirm there are differences or nuances or finally you agree more than what is said? What is exactly the situation?

Deputy Secretary Burns: I just laid out what the American approach is to the crisis in Mali. All I would add is that we work very closely with our partners in France on this challenge and I think we have a shared view of the nature of the threat that’s posed and we look forward to continuing to work closely together in the weeks and months ahead.

Question from Karim Kebir (Liberté):
Good evening. Mr. Burns, your visit coincides with the visits of foreign officials whose countries are interested in the crisis in Mali including the UK envoy and the African Union special envoy and the presence of the members of Ansar al-Din who are negotiating. Have you met with them?

Deputy Secretary Burns:
I had the meetings I described to you before. All I would add is that it’s a mark of the important role that Algeria plays in working with its neighbors and working with the international community to deal with the challenges in Mali that you have so many visitors and envoys here. We believe Algeria’s role in dealing with this crisis is extremely important and we look forward to strengthening our cooperation on this issue.

Question from Béatrice Khadige (AFP):
Do you consider important that Algeria participate along with Mauritania in a West African force, if necessary, to free Northern Mali?

Deputy Secretary Burns:
Algeria can obviously speak for itself in terms of the position that it takes. All I would stress again is that we value greatly Algeria’s role in dealing with the crisis in Mali and the challenges that it poses to the entire region. And we certainly look forward to deepening our cooperation with Algeria as well as with others in the region and the international community in the weeks ahead.

Question from Hacene Ouali (El Watan):
Can we say today that there a convergence of views among all the international actors, i.e. ECOWAS, Algeria, France, and the United States on the solution to the Malian crisis?

Deputy Secretary Burns:
I think there is a great deal of shared concern about the situation in Mali in all of its dimensions in terms of the humanitarian challenges, the political challenges, the security challenges, that it poses. And I do believe that there is an increasing convergence of view amongst the key players in how best to deal with those challenges. The United States commends the people of Sierra Leone who, on November 17, turned out in overwhelming numbers to vote in the third successful presidential and parliamentary election since the end of the country's civil war in 2002. We congratulate President Ernest Bai Koroma on his re-election, and urge all parties to accept the results as representing the will of Sierra Leone’s voting public.

Any grievances related to the election must be resolved through Sierra Leone's judiciary, in accordance with the rule of law. We urge all party leaders to refrain from actions that incite violence or encourage acts of retribution.

We call on the National Electoral Commission, Political Parties Registration Commission, and other stakeholders to address any electoral deficiencies and further strengthen Sierra Leonean democracy.

ADDITIONAL INFORMATION FROM CIA WORLD FACTBOOK Democracy is slowly being reestablished after the civil war from 1991 to 2002 that resulted in tens of thousands of deaths and the displacement of more than 2 million people (about a third of the population). The military, which took over full responsibility for security following the departure of UN peacekeepers at the end of 2005, is increasingly developing as a guarantor of the country's stability. The armed forces remained on the sideline during the 2007 presidential election but still look to the UN Integrated Office in Sierra Leone (UNIOSIL) - a civilian UN mission - to support efforts to consolidate peace. The new government's priorities include furthering development, creating jobs, and stamping out endemic corruption.

The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community. One of the aspirations of the revolution was to ensure that power would not be overly concentrated in the hands of any one person or institution. The current constitutional vacuum in Egypt can only be resolved by the adoption of a constitution that includes checks and balances, and respects fundamental freedoms, individual rights, and the rule of law consistent with Egypt's international commitments. We call for calm and encourage all parties to work together and call for all Egyptians to resolve their differences over these important issues peacefully and through democratic dialogue.

Thank you, Cynthia. It is an honor to attend the third meeting of the INCAE and Woodrow Wilson Center project here in Washington, DC. I also want to thank the World Bank and the Central American Private Sector Initiative for co-hosting today’s event. I especially want to thank INCAE and the Woodrow Wilson Center for bringing together the private sector to help create practical solutions to the security challenges in Central America – because we know that governments cannot do this work alone. Your contribution is critical to help build safe, prosperous, and democratic societies in Central America.

Today, I want to talk about three key areas of the U.S. strategy to combat crime and insecurity in Central America: First, what the U.S. is doing to reduce the demand for illicit drugs in our own country, which we know is a major factor in this transnational issue. Second, how the U.S. is utilizing new international partnerships to address transnational organized crime and citizen security. And lastly, the need for a comprehensive, community-based approach to address citizen security in each country in Central America.
At the Summit of the Americas, President Obama and Secretary Clinton engaged with the leaders of the region in a robust and healthy dialogue on a range of issues, including the U.S. strategy on drugs. The U.S. has acknowledged that the high demand for drugs in our own country is a major contributing factor to drug trafficking and its effects in the region. In response to this concern, President Obama charted a new direction for our efforts to reduce illicit drug use and its consequences by launching a National Drug Control Strategy in 2010. This week, he announced a revised strategy that provides a review of our progress, and looks ahead to continued reform.

This new strategy rejects the false choice between an enforcement-centric “war on drugs” on the one hand and the notion of drug legalization on the other, an issue that was also addressed in Cartagena.

While the United States remains open to engaging in discussion on this issue, we do not believe that legalization is the path towards a holistic solution to combat drug trafficking and organized crime and improve citizen security across the region.

The United States believes there must be a balanced approach to reducing illicit drug use, and our efforts are yielding results. The rate of overall drug use in America has dropped by roughly one-third over the past three decades. Since 2006, meth use in America has been cut by half and cocaine use has dropped by nearly 40 percent. In 2011, the United States spent over 10 billion dollars on drug prevention and treatment; 9.4 billion dollars on domestic law enforcement; 3.6 billion on interdiction, and 2.1 billion on international drug control programs. The President’s revised National Drug Control Strategy seeks to redouble our efforts, and employs a balance of evidenced-based public health and safety reforms.
Another pillar of this strategy is strengthening international partnerships – and at the leadership of Secretary Clinton, we have created new partnerships to address the security challenges in Central America.

The United States has developed new modes of cooperation starting by addressing security issues that are identified by Central Americans themselves. Secretary Clinton firmly believes that the solutions to the problems in Central America must come from Central Americans – that is why the U.S. supports the Central American Integration System, commonly known as SICA. I cannot stress the importance – however difficult and slow it may be – to have the government leaders of Central America agree upon the primary security challenges and then identify as a group the specific areas of cooperation needed to create the solution. Today’s event further contributes to the Central American-led effort to identify practical solutions to the security challenges facing the region.

The U.S. programmatic efforts are funneled through our Central America Regional Security Initiative – known as CARSI – which is an integrated, collaborative program designed to disrupt and dismantle the gangs and transnational criminal organizations. From 2008 to 2011, the United States has allocated over 361 million dollars to CARSI efforts.

At the Summit of the Americas, President Obama announced that the U.S. will allocate 130 million dollars for CARSI in fiscal year 2012.

Our support is focused not just on helping security forces track down criminals. We are working to address the root causes of violence, from impunity to lack of opportunity. We are working to build accountable institutions free from corruption that respect human rights and enhance the rule of law. We are building partnerships to improve courts and prisons, train police and prosecutors, and enhance education systems and job-training centers. We are working towards building partnerships with political leaders, but also with civil society, businesses and with the elite, who have a special obligation to help confront these challenges.

The U.S. welcomes the progress on tax reform in some countries, such as President Perez Molina’s tax reform in Guatemala and the recently passed security taxes in Costa Rica and Honduras. The fact that so many of the wealthy in Latin America have not paid their fair share of taxes is one of the many reasons why the services that are necessary to protect citizen security and enhance educational opportunities have not been available. Fora such as the one today are critical to ensure the voices of the private sector are part of the solution.

In addition to new partnerships with Central Americans, we are building partnerships across the Americas. One example is our cooperation with Colombia in Central America. Presidents Obama and Santos announced a new Action Plan on Regional Security Cooperation earlier this week in Cartagena. These coordination efforts will initially focus on Guatemala, Honduras, El Salvador, and Panama with the goal of expanding to the rest of the Americas and West Africa. Both countries will develop complementary security assistance programs and operational efforts to support partner nations afflicted by effects of transnational organized crime.

Lastly, I want to talk about the progress we are seeing on the ground. I have seen the most progress during my visits to Central American countries when there is a multi-faceted, community-based approach that empowers all actors in society – including municipal and state government officials, members of the private sector and civil society, and individual citizens, with a focus on young people who are not only the most at-risk, but who have the most potential to change their communities for the better.

We are seeing progress clearly demonstrated in the Model Precinct Program which has significantly aided in reducing homicides, robberies, and burglaries throughout the region. The program uses community-based policing techniques and youth drug prevention programs like the Gang Resistance Education and Training – or GREAT - and the Police Athletic League to build local support. Police officers assigned to the unit receive several years of classroom and on-the-job training, greatly increasing their investigative and patrolling capabilities.

I recently visited the Model Precinct in Lourdes, El Salvador, where new police leadership was installed in the spring of 2010. The new commander of the Lourdes precinct fully embraced and implemented best practices for policing. By adopting an intelligence-led policing philosophy for crime prevention and targeted enforcement, the Lourdes precinct reduced the number of homicides from 287 in 2010 to 170 in 2011 -- a 40 percent reduction. All other major crimes were also reduced by more than 40 percent. By comparison, the national homicide rate in El Salvador rose by 9 percent in 2011.

Now these programs occur on a municipal-level; the challenge is how to scale up these efforts and replicate them across each nation and the region. In Guatemala, the new tax reform funds will go to support community-based policing programs building upon the Model Precinct in other parts of the country. For example, I visited the Mixco Model Precinct earlier this year. The local mayor, police chief, priest and community leaders worked together to create a new level of trust and collaboration that resulted in a significant decrease in the levels of crime and violence.

And it was clear that these efforts were not only difficult, but dangerous. In this particular case, the police chief had to release a high percentage of the police force due to corruption and train an entire new cadre of young police officers. So we see that even these models are not simple, and take a great deal of time, effort and personal investment by many actors. I am pleased that we will now expand this program in Honduras, which has launched the first Model Precinct Program. President Lobo has indicated that funds from the new security tax will go towards the expansion of these efforts.

Solving the crime and insecurity that plagues Central America requires a set of multi-faceted responses that include involvement by every sector of society. My message to those of you here today is that your governments need you – they need your investment in the country. And more importantly, they need your support to help increase the political will needed to face these tough issues head-on. They need your help to rebuild weak institutions, to strengthen the judicial system, to build capacity through the government, all essential for a meaningful and long lasting response.

This election was an important step forward for democracy in Africa and for the Senegalese people. I would like to congratulate Macky Sall on his victory and his hard-fought campaign. I also want to thank Abdoulaye Wade for his twelve years of leadership and dedicated service to the Senegalese people.

The United States applauds the people of Senegal for conducting a peaceful and well-managed presidential election. We congratulate all the Senegalese authorities and institutions responsible for the organization of the election process, which international and domestic observers agree was credible, orderly, and transparent. We look forward to continuing to strengthen our partnership with the people and government of Senegal, and we wish all the Senegalese people a future filled with peace and prosperity.

U.S. REMARKS AT 19 HUMAN RIGHTS COUNCIL SESSION

"When the United States joined the UN Human Rights Council two years ago, we set forth four values that would guide our work in this body: universality, dialogue, principle, and truth. We knew then, as we know now, that the honest dialogue and dedicated effort of this Council will help all of our nations on the path to international peace and security.

In the two years since, we have stayed true to those values. But our global challenges remain -- among them, threats to freedoms of assembly, association, expression and religion and to vulnerable populations. As we seek a second term on the Council, the United States stands ready to build on the Council’s successes to pursue solutions to these pressing challenges. This session provides several opportunities to do so.
Last week in Tunisia, we partnered with the Friends of Syria in a unified commitment to help end the suffering of the Syrian people. We joined Council members this week to condemn the Asad regime’s ongoing brutal crackdown.

We must extend the mandate of the Commission of Inquiry launched by the Council, which has effectively performed its intensely difficult mandate with great commitment, so that it can continue to document the atrocities being committed and lay the groundwork for accountability.

Recent efforts on Syria are not the first time the Council has provided an important platform for action. Last year, this Council created a special rapporteur to monitor the human rights situation in Iran. Special Rapporteur Shaheed has conducted his work in a spirit of openness and dialogue. His important work must continue, and I encourage the Council to continue his mandate.

Tomorrow, Iranians will go to the polls for the first time since the 2009 disputed election -- a moment when tens of thousands of Iranians took to the streets to demand their civil rights. Since then, the regime’s repression and persecution of all who stand up for their universal human rights has only intensified. The United States stands with religious and political leaders around the world in condemning the conviction of Youcef Nadarkhani’s and calling for his immediate release.

In Burma, the government has taken substantial and serious steps to improve the human rights situation for its citizens. We must continue to support this progress by extending the mandate of the special rapporteur. We commend the government for its recent efforts and encourage it to continue discussions with ethnic minority groups -- armed or otherwise -- on the path to national reconciliation.

The United States will also support renewal of the mandate of the special rapporteur on the human rights situation in the Democratic People’s Republic of Korea. We share the Republic of Korea’s deep concerns regarding the treatment of refugees and asylum seekers from the DPRK in third countries.

We know from experience that there can be no lasting peace without reconciliation and accountability, but the United States is concerned that, in Sri Lanka, time is slipping away. The international community has waited nearly three years for action, and while we welcome the release of the LLRC report, the recommendations of the report should be implemented. We have engaged Sri Lanka bilaterally on these issues since the conflict ended in 2009, and stand ready to continue to work with them. Action now in this Council will sow the seeds of lasting peace on the ground.

The United States has worked through this Council to assist countries in transition with their human rights challenges. We have supported human rights protection and promotion in Kyrgyzstan, Guinea, Haiti and Cote d’ Ívoire, among others. In our UPR presentation, we addressed our own incomplete journey toward universal human rights, and we admire those countries that speak about their shortcomings as well as their strengths. We stand ready to help countries ready to address their human rights challenges, and during this session we hope to reach agreement to provide additional assistance to Yemen and Libya. With the support of this Council, these countries can consolidate democracy and become new beacons of leadership on human rights.

The United States has also worked through this Council to address significant cross-cutting issues that affect all of us, including combating discrimination on the basis of religion or belief. We were pleased to host the first meeting that seeks to implement Human Rights Council resolution 16/18, and we look forward to adopting a resolution this session that recognizes the important progress we have made.
Resolution 16/18 has proven that this Council can discuss and act upon difficult issues where consensus seems impossible. We also look forward to the upcoming discussion on the human rights of LGBT persons, underscoring that being lesbian, gay, bisexual or transgender does not make you less human.

As States increase pressure on rights and freedoms online, the United States must reiterate that the universal freedoms of expression, assembly and association are as applicable on the Internet and mobile technologies as they are to traditional modes of expression. We are concerned that some States are using new technologies to block content and suppress political dissent, and we encourage States to fulfill their human rights commitments and obligations in the context of new technologies.”
