GENERAL HAM DISCUSSED CHALLENGES FOR U.S. AFRICA COMMAND

WASHINGTON, March 7, 2013 - Somalia and Mali represent different stages of the challenges for U.S. Africa Command, Army Gen. Carter F. Ham told the Senate Armed Services Committee today.

Ham, who will step down as Africom commander next month, said the five-year-old command has increased operational capabilities and capacities and has worked to build and focus security cooperation on the continent.

"Our approach seeks to address the near-term threats to our national security while simultaneously building partnerships and fostering regional cooperation which contribute to achieving longer-term U.S. objectives in Africa," he said.

Africa has been a mixed bag in recent years, with positive steps in Somalia and security challenges in Mali.

Along with allies in East Africa, Africom developed a strategy that has seriously weakened the terror group al-Shabaab, Ham said. "Somalia still faces significant political, economic and security challenges, but the Somali people now have something they haven't had for a very long time: hope for a better future," he added. "And I'm proud that we've played a role in that."

In Central Africa, African troops, advised and assisted by U.S. Army Special Forces personnel, have achieved some significant tactical gains against the Lord's Resistance Army and its leader, Joseph Kony. "Today, we are seeing increased levels of LRA defections, fewer LRA attacks, and enhanced cooperation between the military forces in the region," the general told the Senate panel.

Africom also is working with nations and regional groups in the Gulf of Guinea to boost cooperation against pirates, smuggling and illegal trafficking, Ham said.

Such security initiatives illustrate what can be achieved through an Africa-led endeavor to which America provides support and logistical capabilities, he said, and this same approach could be key to establishing peace and stability in Mali. The command has supported French and African allies' efforts in northern Mali and is sharing intelligence and providing some transportation to forces opposing al-Qaida in the Islamic Mahgreb, he said.

But while the increasing willingness of many African partners to actively address shared threats is encouraging, the general told the panel, other trends in the region are deeply concerning. Terror groups in West and North Africa are increasingly working together, he noted.

"The loss of four Americans in Libya and three more in Algeria underscores the threat presented by this growing network," Ham said.

The terror groups individually pose threats to the region, he said, but their increasing collaboration increases the danger they present collectively.

"I'm convinced that if left unchecked," Ham added, "this network will develop into one that poses a greater and more imminent threat to U.S. interests."

Stopping the spread of these groups is the command's top priority, the general said. "At the same time, we're tasked to focus on prevention through a very active partnership strategy," he said. "It remains clear that Africans must solve Africa's problems."

And it is in this area that fiscal challenges will hurt the most, Ham said.

"I'm concerned about the impacts resulting from the combined effects of sequestration and a continuing resolution," the general told the senators. "We've already had to make difficult decisions based on the availability of funds, such as reducing reconnaissance flights."

Budget reductions will cut theater security cooperation engagements and will reduce important joint and combined exercises, Ham said. The cuts, possible cuts and threatened cuts mean uncertainty in both the military ranks and in Africom's civilian workforce, he added.

"They are not sure what to expect of their government," Ham said.

Civilian employees face furloughs, he noted, and military personnel and their families face the question of whether Congress will sustain programs.

"I don't think we yet understand what effect this uncertainty may have in the recruiting and retention of our civilian workforce, and perhaps even more importantly, on the recruiting and retention of what I think is the crown jewel in all of this, and that's the sustainment of the incredibly talented all-volunteer force we have," he said. "I think there are a lot more unknowns right now than knowns."

The command is looking at new ways to address the many challenges in Africa, Ham said. "The Army's regionally aligned force, Navy's Africa Partnership Station, and the Air Force counterpart, Africa Partnership Flight, are programs the services have purposely designed to help us achieve our objectives," he said. "We look forward to the capabilities of the Marine Corps' new Special Purpose Marine Air-Ground Task Force, which will bring improvements in our crisis-response capabilities."

Ham commended Africom's service members and civilians as he prepares to turn over the command to Army Gen. David M. Rodriguez.

SECRETARY KERRY:
Good afternoon, everybody. It’s my great pleasure to welcome the Foreign Minister of Japan, His Excellency Fumio Kishida. We’ve just come from an excellent meeting of the President and the Prime Minister of Japan, and I think it’s fair to say that almost every topic with respect to Japanese-American relations was discussed.

We meet now, two of the three strongest economies in the world, and we meet as very special friends in a very strong alliance, an alliance that I can say to you is really evolving into a global partnership and which is critical to the peace and security of the Asia Pacific.

I want to particularly thank the people of Japan and the leadership of Japan for their extraordinary cooperation on a number of global issues: on counterterrorism - the efforts with respect to Afghanistan; where Japan has been a major partner - efforts in Mali most recently; where we regret the loss of life and we particularly express our sympathies to Japan for the loss of 10 citizens at the In Amenas facility. And Japan has worked hard with respect to the issue of nuclear nonproliferation. They have been an important partner in reducing the level of fuel being used and bought, purchased from Iran. They’ve been important with respect to the enforcement of sanctions.

Japan is also a very important partner in efforts to try to reduce global greenhouse gas emissions, and the Prime Minister raised this issue in the conversation with the President. And Japan, importantly, has been part of the Major Economies Forum and the Clean Climate Coalition and other initiatives, and I think the Minister and I look forward to following up on the discussion that was initiated by the President and the Prime Minister earlier.

Just to underscore the importance of the relationship with Japan, obviously everybody has been aware of tensions around the Senkakus Islands, and I want to compliment Japan on the restraint that it has shown, its efforts to try to make sure that this does not flare up into a significant confrontation. And we make it clear with respect to the Republic of – the Democratic Republic of North Korea, which has recently engaged in very reckless behavior with its nuclear test, that we believe the alliance with Japan is strong, our security commitments with Japan are real and we stand behind them, and they are strong.

So I welcome the Foreign Minister here. There are a number of things that are less critical, I think, that we will be talking about, but I look forward to a good discussion. And most importantly, I look forward to this very important continued global alliance and partnership that we have built. Thank you for visiting us, Minister.

FOREIGN MINISTER KISHIDA: (Via interpreter) Let me start by saying that I appreciate the kind and powerful messages and words from Secretary Kerry with regard to Japan. Right after taking office as Secretary of State, we have had two opportunities so far to talk to each other over the phone, and this is our first meeting – face-to-face meeting, and certainly it is my pleasure to see you in person this time.

With Mr. Secretary, I certainly have looked forward to having discussions on the Japan-U.S. alliance, as well as how we respond to the situations in the Asia Pacific, in the Middle East, as well as the Sahel, and also how we look forward to working on global issues such as counterterrorism and also the issue of environment. And I certainly look forward to having a discussion, and also, by doing so, we would like to deepen our cooperation.

Just a while ago both Mr. Secretary and myself attended the Japan-U.S. summit meeting and during the meeting both leaders had a candid discussion to cover issues such as the economy, security affairs, as well as foreign policy challenges. And I would like to underscore that the meeting was indeed very meaningful. And right now we are going to have the Japan-U.S. foreign ministers meeting with Mr. Secretary, and by having this meeting we would like to do a follow-up based on the outcome of the discussion of the summit meeting. And also, we would like to have the exchange of opinions on the regional affairs.

Obviously, the Japan-U.S. alliance is a lynchpin of the – Japan’s foreign policy, and by working together hand in hand with Mr. Secretary, we would like to achieve progress in reinforcing the Japan-U.S. alliance. And once again, thank you very much for taking the time out to have the foreign ministers meeting today.

U.S. DEPUTY DFENSE SECRETARY CARTER VISITS FRANCE

Paris Visit Honors Important Relationship, Carter Says

ABOARD A MILITARY AIRCRAFT, Feb. 1, 2013 - Deputy Defense Secretary Ashton B. Carter spent a rainy day in Paris today, meeting face-to-face with that nation's top military leaders and their advisers.

Carter deliberately chose France as his first stop on a six-day trip to countries in Europe and the Middle East, he said, "to emphasize the importance of our relationship."

As part of that bond, the United States has joined other countries and institutions in Europe and Africa in supporting France's effort to chase Islamic extremists from Mali and bolster the capability of Mali's own military forces to keep them out.

Mali and the path forward there was a large part of discussions today between Carter and French defense officials.

"I want to compliment the extraordinary performance of French units in Mali," Carter said, adding that more work remains but he wanted to recognize the courage and professionalism of French forces working with Malian and other partners.

This morning Carter and his staff met with the U.S. Embassy country team in Paris before heading to the Secretariat for Defense and National Security. There he met with Francis Delon, general secretary for defense and national security in the office of Prime Minister Jean-Marc Ayrault.

Carter also met with Minister of Defense Jean-Yves Le Drian, Presidential Military Adviser Gen. Benoit Puga, Ministry of Defense Senior Political Adviser Jean-Claude Mallet, and Chief of Defense Adm. Edouard Guillaud.

The U.S. government is committed to supporting French efforts, the deputy defense secretary said, including with airlift capabilities, with intelligence, surveillance and reconnaissance capabilities, and the help of military planners.

Carter also said the Defense Department plans to support contributing institutions like the United Nations, the European Union and the Economic Community of West African States as they equip and train regional forces and provide airlift capabilities.

Carter left Paris today bound for Germany, where he will participate tomorrow, along with Vice President Joe Biden and many other U.S. and international officials, in the 49th Annual Munich Security Conference that began today.

The major, intensive security policy conference draws security experts, foreign ministers and defense ministers from around the world.

Air Force Continues Support to France in Mali

WASHINGTON, Jan. 29, 2013 - The U.S. Air Force continues to back French air operations in Mali through refueling efforts, logistical movements, troop transport and information sharing, Pentagon Press Secretary George Little said.

"Since French operations began Jan. 11, the U.S. has been sharing intelligence with the French," Little told reporters. The United States has provided airlift support to the French army since Jan. 21, he added, and began refueling support for French air operations Jan. 27.

As of Jan. 27, the U.S. Air Force had flown 17 C-17 sorties, moving more than 391 tons of equipment and supplies and nearly 500 French personnel into Bamako, Little said.

One refueling mission has been conducted so far, Little said, when a KC-135 Stratotanker provided about 33,000 pounds of fuel to French fighter aircraft. More refueling missions are expected to take place today, he added, noting that the United States is in constant consultation with France on their operations in Mali.

Following a phone call between Defense Secretary Leon E. Panetta and his French counterpart, the United States also has agreed to support the international effort by providing airlift to countries in the region, including Chad and Togo, Little said.

Further French requests for assistance will be reviewed, Little said, noting that the U.S. strongly supports French operations in Mali against al-Qaida in the Islamic Maghreb.

"AQIM and other terrorist groups have threatened to establish a safe haven in Mali, and the French have done absolutely the right thing," Little said. "We will continue to assess their needs and what our support might be in the future."

Panetta has stressed the need to go after al-Qaida wherever they are, Little said, including its various branches in south Asia and Africa.

"AQIM poses a threat in the region, and I can't rule out the possibility that AQIM poses a threat to U.S. interests," he said. "This is a group that has shown its ability to demonstrate brutality and to conduct attacks. And it's very important that we work with our partners in the region and our allies to thwart them."

PENTAGON COMMENDS FRANCE'S OPERATIONS IN MALI

Pentagon Spokesman Commends France's Efforts in Mali

WASHINGTON, Jan. 22, 2013 - Pentagon Press Secretary George Little today praised French allies and said the United States will continue providing intelligence and airlift support against an al-Qaida-affiliated group in Mali.

"We commend the French for their actions in Mali to confront an extremist threat in that country," Little told reporters. "We stand by our French allies and will ... continue to work with [them] to determine what their future needs might be."

As of today, Little said, the U.S. Air Force has flown five C-17 sorties moving about 80 French troops and more than 124 tons of supplies and equipment into Mali.

"We've provided information in support of the French since their operations began in Mali, ... and we continue to consult with the French on further steps that we may take as U.S. government to support their efforts in Mali," he said.

Little also noted that Defense Secretary Leon E. Panetta has for years been "very clear" in his stance on al-Qaeda in the Islamic Maghreb, a Mali-based militant organization, and other branches of al-Qaida.

"We need to go after al-Qaida wherever they are around the world," he said, echoing Panetta's remarks.

Since operations began in the region, the United States has "moved quickly to provide intelligence and airlift as part of a deliberate effort" to consult with France and assess how the U.S. can best support among other countries, Little said.

"This is truly an international effort, French-led, but a number of countries are providing support in the effort, including the United States," he added.

U.S. ASKED BY FRANCE TO PROVIDE 'ENABLERS' FOR MALI CONFLICT

Dempsey: France Requests U.S. Enablers for Forces in Mali

ABOARD A MILITARY AIRCRAFT, Jan. 17, 2013 - The French government has asked for U.S. military assistance for their actions against an al-Qaida-affiliated group in Mali, the chairman of the Joint Chiefs of Staff said today.

In an interview, Army Gen. Martin E. Dempsey said the United States has not been asked to help with lethal operations, but rather, with enablers.

The requests are being addressed through the U.S. interagency process, the chairman said. The Defense and State departments and the National Security Council staff will assess the requests, "and we will probably provide what we can," he said.

Dempsey called the French mission in Mali important. "Al-Qaida in the Islamic Maghreb is a threat not only to the country of Mali, but the region, and if ... left unaddressed, could in fact become a global threat," the general said.

The first thing the French asked for was planning assistance, a request that shows the close relationship the United States maintains with its French allies, Dempsey said.

"They know we've done work against that kind of threat for 10 years," he explained, "and they've asked our help." The planners already have begun working with their French allies, he added.

The French also have asked for logistics assistance, Dempsey said. Mali is a huge country with a small population. Distances in the country are great, and infrastructure is lacking.

Panetta Vows 'All Necessary Steps' for U.S. Hostages

ROME, Jan. 16, 2013 - Defense Secretary Leon E. Panetta confirmed that Americans are among those taken hostage in southern Algeria today when terrorists attacked and occupied a natural gas plant.

"The United States strongly condemns these kinds of terrorist acts," the secretary said during a previously scheduled discussion here with Italian media and reporters traveling with him. "It is a very serious matter when Americans are taken hostage, along with others."

Panetta said he does now know how many Americans the terrorists are holding, but that U.S. and British authorities -- the natural gas complex is partly owned by British Petroleum -- are in close consultation with their Algerian counterparts to learn as much as possible.

"I want to assure the American people that the United States will take all necessary and proper steps that are required to deal with this situation," he said.

Panetta said he does not yet know whether there is a link between the attack in Algeria and the French operation in Mali, where France began airstrikes against a dispersed force Panetta has identified as affiliated with al-Qaida in the Islamic Maghreb.

While he couldn't confirm a link, Panetta said, "it is for that reason that we have always been concerned about their presence in Mali -- because they would use it a base of operations to do exactly what happened in Algeria. That's the kind of thing that terrorists do."

On the operation in Mali, Panetta said the United States will support the French as soon as legal authorities are clear as to what support can be supplied.

"Frankly, we already are providing assistance in terms of information to ... help in this effort," the secretary added.

Panetta noted he has spoken with European government and defense leaders thus far in Portugal, Spain and now Italy about the way ahead in Mali.

"I believe that there is a consensus that France took the right step here to ... deter AQIM from taking even further action there," he said.

European defense ministers will meet tomorrow to discuss ongoing assistance in Mali, the secretary said.

"The United States is going through the same process," he added. "The goal, for all of us, is to do what we can to ensure that ultimately, the African nations ... come in and play a key role in providing for the security of Mali."

Panetta has said several times during his travels this week that forces from the Economic Community Of West African States, or ECOWAS, would ideally lead such an effort. He added, however, that he believes terrorism is a threat that the international community as a whole must address.

Of AQIM and al-Qaida in general, the secretary said his background as CIA director and then as U.S. defense secretary has proven to him that "they are a threat."

"They are a threat to our country. They are a threat to the world," Panetta said. "And wherever they locate and try to establish a base for operations, ... that constitutes a threat that all of us have to be concerned about."

Panetta Answers Mali Questions in Europe

MADRID, Jan. 15, 2013 - Defense Secretary Leon E. Panetta discussed U.S. assistance to the French in Mali during news conferences today in Lisbon, Portugal, and here in the Spanish capital.

On Jan. 10, France began airstrikes against forces in Mali affiliated with al-Qaida in the Islamic Maghreb.

During a news conference in Lisbon this morning with Portuguese Defense Minister Jose Pedro Aguiar-Branco, Panetta expressed support for France's action.

"We have commended the French for this effort to ... stop the AQIM -- these terrorists and members of al-Qaida -- from being able to develop a base of operations in Mali, and we have always been concerned about efforts by al-Qaida to establish that kind of base," the secretary said. "And our commitment ever since 9/11 has been to go after al-Qaida wherever they are and to make sure that they have no place to hide."

Panetta also noted that the international community and the United Nations support the effort. A reporter asked whether U.S. officials are considering sending ground forces to Mali. "There is no consideration of putting any American boots on the ground at this time," the secretary replied.

Later, during his joint appearance here with Spanish Defense Minister Pedro Morenes Eulate, Panetta repeated the basic points he first made yesterday about U.S. support for the French action in Mali.

The U.S. and French governments are discussing a range of possible assistance the United States can offer, he said. Panetta yesterday told reporters the French had requested intelligence, logistics and airlift support.

"We are in discussions with the French, and we are discussing in Washington some of the requests that have been made, to determine exactly what assistance we can provide," the secretary said. "Our goal is to ... do what we can to provide whatever assistance is necessary."

Panetta told reporters he can't yet offer a likely timeline for French military action in Mali.

"[We are following] events, trying to get a read as to what efforts they're committed to taking there and what their objectives are. I can't really give a full analysis ... as of this moment," he said. "Any time you confront an enemy that is dispersed ... makes it challenging."

In Mali, stopping a scattered enemy advance across a large area is a difficult but necessary task, the secretary noted.

"For that reason, we've commended France for taking that step," he said. "And I believe the international community will do all we can to try to assist them in that effort."

Morenes, speaking through a translator, noted that Panetta's meetings with Spanish leaders "laid the foundations for significant cooperation in the future."

"We specifically talked about Afghanistan and Mali," he added.

European defense ministers have been monitoring the situation for more than a year, Morenes said, and in December they had reached preliminary agreements to train Malian and Economic Community of West African States forces. The movement of extremist forces toward Mali's southern regions was "sudden, in a way," he said, which meant that a new response had to develop quickly.

Talks he held with the French minister Jan. 11 and last night indicated the French plan is to prevent terrorist groups from reaching Mali's capital of Bamako, which would create chaos, Morenes said. "The French minister told us that they wanted to stop that offensive and to ... [proceed with] the Mali training mission," he added.

Morenes said that at a meeting of NATO's foreign ministers Jan. 18 in Brussels, "we had planned to get ahead of the offensive."

"Now, [we are] adjusting to a new situation, post-offensive," he noted.

The Spanish minister added that Spain already has agreed to a French request that Spain allow overflights of its maritime airspace. Panetta and Morenes agreed it is vital to world security to prevent terrorists fro developing a safe haven in Mali.

"[The] objective is to make sure AQIM never establishes a base for operations – in Mali, or for that matter, anyplace else," Panetta said.

Deputy Secretary Burns: Good evening everyone.

It’s a pleasure to see all of you this evening and it’s certainly a pleasure to be back in Algiers, which I’ve visited many times over the years. This visit, coming soon after the visit of Secretary Clinton and the U.S. Algeria Strategic Dialogue earlier this fall, is another opportunity to strengthen our constructive and strategically important bilateral relationship. I had excellent and wide-ranging discussions earlier today with President Bouteflika, the Prime Minister, and other senior Algerian officials.

We continue to work together to deepen our ties with the government and the people of Algeria across a broad, mutually beneficial agenda, including, trade and investment, security cooperation, diplomatic partnership, democratic reform, and cultural and educational programs.

In the past year, Algeria has taken further steps to strengthen its democracy. We were encouraged by the roughly 21 million Algerian voters who participated in elections earlier this year to determine who would occupy the National Popular Assembly. These elections - and I would note the high number of women elected- were a welcome step in Algeria’s progress toward democratic reform.

Algeria has dealt with terrorism on its own territory and was one of the first countries to condemn the September 11, 2001 terrorist attacks in the United States. Since that time, we have intensified contacts in key areas of mutual concern and are encouraged by Algeria’s strong support of international counterterrorism efforts, including our partnership in the Global Counterterrorism Forum.  The rise in terrorist and criminal activity in the northern Sahel is a threat to the entire region and beyond. We applaud Algeria’s resolve to stem the proliferation of weapons, drugs, and fighters across the Sahel, and strongly support these efforts.

Our two countries share concern over instability in Mali and its negative impact on regional security. We call on all of Mali’s neighboring countries to increase their border patrols to curb the flow of arms, drugs, fuel, and fighters into Mali. We support efforts to facilitate a political dialogue with non-extremist groups in northern Mali. We understand Burkina Faso in its role as lead mediator for ECOWAS is preparing a framework for negotiations. We continue to call for a coordinated international effort to accelerate the beginning of serious political talks between the rebel groups and the interim Government of Mali. Algeria has an important role to play in this process.

The United States highly values our relationship with the Government and people of Algeria, and is committed to deepening our cooperation in the months and years ahead.

Deputy Secretary Burns: There are a number of different dimensions to the challenge in Mali today: Political crisis within Mali; a humanitarian crisis resulting in refugees and internally displaced persons; and a security crisis which is a shared concern of the United States and Algeria, particularly the danger of violent extremist groups using northern Mali as a safe haven. A successful strategy to deal with all those challenges also has to have several dimensions. We’ve worked with others in the international community to help deal with the humanitarian challenge posed by the refugee crisis. As I said in my opening remarks, we strongly support Algeria’s leadership in fostering political dialogue, including between the Tuareg and the interim Government in Mali. And in response to the security risk posed by the situation in Mali, we certainly support increased counterterrorism cooperation, cooperation with Mali’s neighbors as well as with the interim Government in Mali, and we believe that an African led multinational force supported by the international community may be necessary. Question from Beatrice Khadige (Agence France Presse, AFP): we read a lot of news talking about an opposition between the positions of France and the United States over the Mali issue, could you confirm there are differences or nuances or finally you agree more than what is said? What is exactly the situation?

Deputy Secretary Burns: I just laid out what the American approach is to the crisis in Mali. All I would add is that we work very closely with our partners in France on this challenge and I think we have a shared view of the nature of the threat that’s posed and we look forward to continuing to work closely together in the weeks and months ahead.

Question from Karim Kebir (Liberté):
Good evening. Mr. Burns, your visit coincides with the visits of foreign officials whose countries are interested in the crisis in Mali including the UK envoy and the African Union special envoy and the presence of the members of Ansar al-Din who are negotiating. Have you met with them?

Deputy Secretary Burns:
I had the meetings I described to you before. All I would add is that it’s a mark of the important role that Algeria plays in working with its neighbors and working with the international community to deal with the challenges in Mali that you have so many visitors and envoys here. We believe Algeria’s role in dealing with this crisis is extremely important and we look forward to strengthening our cooperation on this issue.

Question from Béatrice Khadige (AFP):
Do you consider important that Algeria participate along with Mauritania in a West African force, if necessary, to free Northern Mali?

Deputy Secretary Burns:
Algeria can obviously speak for itself in terms of the position that it takes. All I would stress again is that we value greatly Algeria’s role in dealing with the crisis in Mali and the challenges that it poses to the entire region. And we certainly look forward to deepening our cooperation with Algeria as well as with others in the region and the international community in the weeks ahead.

Question from Hacene Ouali (El Watan):
Can we say today that there a convergence of views among all the international actors, i.e. ECOWAS, Algeria, France, and the United States on the solution to the Malian crisis?

Deputy Secretary Burns:
I think there is a great deal of shared concern about the situation in Mali in all of its dimensions in terms of the humanitarian challenges, the political challenges, the security challenges, that it poses. And I do believe that there is an increasing convergence of view amongst the key players in how best to deal with those challenges. And given the urgency of the situation and the nature of the threats we are going to continue to work hard to deepen our cooperation.

Secretary General, thank you for calling this meeting and co-chairing it along with so many distinguished heads of state and government and ministers and excellencies. And let me recognize the leadership of President Hollande. I think we all respond to President Hollande’s sense of urgency and passion, and therefore, it is imperative that we leave this special high-level meeting resolved to immediately get to work. And it is the work that should begin in the Security Council to consider the various proposals by ECOWAS, France, and others because the chaos and violence in Mali does threaten to undermine the stability of the entire region. We all know too well what is happening in Mali, and the incredible danger posed by violent extremists imposing their brutal ideology, committing human rights abuses, destroying irreplaceable cultural heritage.

But it’s not only the violent extremists. We now have drug traffickers and arms smugglers finding safe havens and porous borders, providing them a launching pad to extend their reach throughout not only the region, but beyond. And nearly 500,000 people have been displaced from their homes, and 4.5 million more are suffering from dwindling food supplies. This is not only a humanitarian crisis; it is a powder keg that the international community cannot afford to ignore.

The United States supports the appointment of a senior UN envoy empowered to lead a comprehensive international effort on Mali and the creation of a diplomatic core group. This effort must include coordinating the delivery of emergency aid, helping address longstanding political grievances of ethnic groups in the north, and preparing for credible elections. We need to bring together all of the nations affected, and I appreciated President Yayi’s very strong statement about what is at stake for the countries of the region, and also his speaking on behalf of the African Union. The African Union must be at the table, ECOWAS must be at the table, because these are complex and interconnected security, political, and humanitarian challenges.

The United States has already provided more than $378 million to meet the escalating humanitarian needs in the Sahel, and we call on all parties to ensure unhindered access so that emergency aid meets those who need it most. We encourage fellow donors to increase their pledges and follow through quickly and fully. The need is urgent and growing.

It is also critical for all the actors in the region to redouble their efforts to develop a sound approach to tackling what is happening coming over their borders. We have to train the security forces in Mali, help them dislodge the extremists, protect human rights, and defend borders. We have seen the success of African-led efforts to do just that in Somalia and in Cote d’Ivoire and elsewhere. We need to now get about the business of examining seriously proposals to do the same. Because in the end, only a democratically elected government will have the legitimacy to achieve a negotiated political settlement in Northern Mali, end the rebellion, and restore the rule of law. So it is imperative that the interim government meet the April deadline for holding elections that are fair, transparent, and free of influence by the military junta. And all parties must do more to protect human rights and punish abuses.

But let us be clear. What is happening inside Mali is augmented by the rising threat from violent extremism across the region. For some time, al-Qaida in the Islamic Maghreb and other groups have launched attacks and kidnappings from northern Mali into neighboring countries. Now, with a larger safe haven and increased freedom to maneuver, terrorists are seeking to extend their reach and their networks in multiple directions. And they are working with other violent extremists to undermine the democratic transitions underway in North Africa, as we tragically saw in Benghazi.

This is a threat to the entire region and to the world, and most particularly, to the people in the region themselves who deserve better. They deserve better from their leaders and they deserve better from the international community. The United States is stepping up our counterterrorism efforts across the Maghreb and Sahel, and we’re working with the Libyan Government and other partners to find those responsible for the attack on our diplomatic post in Benghazi and bring them to justice. But we are also expanding our counterterrorism partnerships to help countries meet their own growing threats. We’re taking aim at the support structure of al-Qaida and its affiliates – closing safe havens, cutting off finances, countering their ideology and denying them recruits. Let me mention briefly three initiatives.

First, our Trans-Sahara Counterterrorism Partnership is now helping build the capacity of 10 countries across the region, providing training and support so they can tighten border security, disrupt terrorist networks, and prevent attacks. This program brings together civilian, law enforcement, and military experts to pursue a comprehensive approach to counterterrorism.

Second, we are expanding our work with civil society organizations in specific terrorist hotspots – particular villages, prisons, and schools – trying to disrupt the process of radicalization by creating jobs, promoting religious tolerance, amplifying the voices of the victims of terrorism.

And third, we are working with our partners to reform security services and strengthen the rule of law. For example, Tunisia has agreed to host a new international training center that will help police, prosecutors, and other criminal justice officials across the region move away from the repressive approaches that helped fuel radicalization in the past, and instead develop strategies grounded in the rule of law and respect for human rights.

Ultimately, our perspective is that strengthening democratic institutions must be at the heart of our counterterrorism strategy. It is democracies that offer their citizens constructive outlets for political grievances, create opportunities for upward mobility and prosperity, and are clear alternatives to violent extremism. And their success offers a powerful rejection of the extremist ideology of hate and violence as we also saw in Benghazi last week.

So all this work, from meeting the humanitarian crisis in the Sahel to bringing stability back to Mali to combating violent extremism across the region is a shared responsibility. And there is no place where that shared responsibility can be actualized other than the United Nations. So in the days and weeks ahead, I look forward to deepening our cooperation and accelerating our common action. I personally don’t believe we have any time to waste.

The United States is deeply concerned about the deteriorating political situation in Mali. We call on the junta leader Sanogo and the CNRD to step aside and allow for the return of full civilian rule. The CNRD’s continued interference in the government has undermined democracy in Mali, led to the de facto partition of the country, and crippled the ability of the country to respond to a developing humanitarian crisis in northern Mali.

We hold the CNRD directly responsible for the increasing suffering of the Malian people. The military needs to stand aside completely in order to let the interim administration led by President Dioncounda Traoré and Prime Minister Cheick Modibo Diarra govern freely and to organize presidential elections as expeditiously as possible. A strong, stable democratic government in Mali is essential in order for the country to deal successfully with its multiple economic, social, and security challenges.

The U.S. will maintain its targeted sanctions against Captain Sanogo and other CNRD leaders as well as the Malian government until the military stands down and democracy is returned to Mali.

The United States welcomes the April 12 inauguration of Diouncounda Traore as interim President of Mali to head a transition government tasked with organizing elections. We commend the leadership of the Economic Community of West African States (ECOWAS) in working to restore civilian rule to Mali and its ongoing efforts to find a peaceful resolution to the crisis in the north. We support these positive steps forward in the political transition process, and we urge all parties to facilitate the swift and complete restoration of civilian rule through free and fair elections.

We are deeply concerned about reports of human rights violations in the north. We strongly condemn all looting and violence, including violence against humanitarian and diplomatic missions and sexual and gender-based violence. The United States and the international community remind all parties of their obligations under international law, which holds combatants and their commanders to account for acts of conflict-related sexual violence and acts of aggression. We urge all armed groups to cease-fire, respect human rights, engage in dialogue with Mali’s civilian government, and allow assistance to reach populations in need unhindered.

QUESTION: You have nothing to start with?
MR. TONER: I have nothing to start with.
QUESTION: How goes your search for a venue to meet the Iranians?
MR. TONER: Well, again, I think we talked about this a little bit – well, actually, not a little bit – at length yesterday. And that’s a question best directed to High Representative Ashton’s office. They are our point of contact on these discussions, and, as I at least attempted to make the case yesterday, it’s very important, we feel, when we’ve got four other members of the – or five other members of the P-5+1 as well as Iran, as we’ve noted yesterday, speaking with many voices on this issue, that there just be two points of contact on it.
QUESTION: Yeah, but it’s – now it’s eight days away.
MR. TONER: We are --
QUESTION: If this – is the date in question now because the venue hasn’t been decided, or is it still your --
MR. TONER: I would say that we are still expecting this to take place next week, but there’s certainly some degree of urgency.
QUESTION: Okay. Well, I mean, is it the U.S. position – does – is the U.S. position still what the Secretary said it was over the weekend, that this meeting will be on the 13th in Istanbul?
MR. TONER: That’s what I said. It’s still our expectation, but I agree we need to nail down the venue.
QUESTION: So – but it is still the U.S. position that the meeting will be in Istanbul on the 13th?
MR. TONER: It is – that was our expectation when the Secretary spoke those words. It was our expectation up until we heard some other venues tossed about by the Iranians.
QUESTION: But it does not remain --
MR. TONER: High Representative Ashton’s office is trying to clarify and nail down the venue, but the dates – we’re still expecting to meet the Iranians on the 13th and 14th.
QUESTION: In?
MR. TONER: Again --
QUESTION: So in other words, it’s --
MR. TONER: -- we were ready to meet in Istanbul. We’re trying to clarify that right now.
QUESTION: So it’s no longer your expectation that it will be – that it will necessarily be in Istanbul on the 13th?
MR. TONER: Again, let’s let High Representative Ashton deal with the Iranians and nail that down.
QUESTION: Are you happy? I mean, does it – it doesn’t have to be in Istanbul as far as you’re concerned? I mean, it does – some of these proposals for wherever, Baghdad or Beijing, I mean, if the point of these is to sit down and talk with them, why not sit down and talk with them wherever they want to do it?
MR. TONER: Agree. Again, we talked about this at length yesterday. We’re just one part of this group, the P-5+1, so there’s logistical aspects to this that go without saying, really, on any one of these venues or locations. As we noted, it was our expectation that this was going to be in Istanbul. It’s not for us to say one place over another, but it’s important that we start to nail this down, working through Catherine Ashton, so that we do have a place to meet next week.
Yeah. Go ahead, Jill.
QUESTION: Another subject?
MR. TONER: Sure.
QUESTION: The $10 million man? (Laughter.) I just wanted to see. I know you went into it at great length yesterday, but --
MR. TONER: Yeah, sure.
QUESTION: -- has he actually been indicted?
MR. TONER: Has he been indicted in a U.S. court?
QUESTION: Mm-hmm.
MR. TONER: I’m not sure of that. I’ll take the question. I don’t believe he has, but we certainly want to see him brought to justice. I mean, as everyone and their mother know at this point, he’s hiding in plain sight in Pakistan, so what we’re – again, just to clarify what we talked about yesterday, which is that we’re not seeking his whereabouts. We certainly know that. But we’re seeking information that can be used to prosecute him.
QUESTION: But the Pakistanis would say there really is no evidence. Let’s say that he hasn’t been indicted. Then it’s really just an allegation, correct?
MR. TONER: An allegation based on our conviction that he is, in fact, guilty of these crimes, but again – we talked a little bit about this yesterday; obviously, can’t get into the detail – we’re – our belief is based on intelligence. But what we’re looking for is evidence that can be used to prosecute him in a court of law in Pakistan or elsewhere, and the $10 million is that sweetener, if you will, to encourage people to come forward.
QUESTION: But doesn’t this appear to have been backfired, really, when you look at it? Because here’s the United States putting a reward on a man’s head and he’s now a celebrity, he’s on talk shows, he’s having a news conference, and thumbing his nose at the United States.
MR. TONER: Well, Jill, I think he can do what he wants to, certainly, and he’s clearly trying to bask in the media attention. We just hope that and reiterate that our offer is very real, that if anybody knows or can produce evidence that ties him to the Mumbai bombings and other terrorist attacks that they step forward.

QUESTION: (Off-mike.)
MR. TONER: In the back and then over to you.
QUESTION: First question, President Zardari is due to meet Prime Minister Manmohan Singh next week in India, and there are now conservative groups in Pakistan, like the Defy Pakistan Council, that have asked him not to visit India at all. Do you feel that by issuing this notice at this time, it may have had an adverse effect on India-Pakistan relations?
MR. TONER: Well, look, we’ve talked about this upcoming visit. We’ve talked about the fact that we’ve had some high-level U.S. officials in Pakistan, Deputy Secretary Nides, for example. And I was very clear that none of this is related to any of those visits, any of those interactions. As I tried to clarify yesterday, our Rewards for Justice program is a separate process, if you will, and takes place in our Diplomatic Security channels and that it is indeed a long process to evaluate these individuals and indeed designate them. So there’s no relation here. We certainly don’t want it to impact on his visit to India. We think his visit to India actually is very constructive, and we’re all for it.
QUESTION: I have a follow question. By issuing this notice, are you trying to create a split in the Lashkar-e Tayyiba again, as well, by asking someone to come forward? And you just mentioned – you said 26 – the Mumbai attacks and other terrorist attacks. Can you specify what other attacks that the U.S. believes Lashkar-e Tayyiba is responsible for in India or other parts of the world?
MR. TONER: Well, there’s numerous incidents in the region. They are, obviously, an active terrorist organization. In terms of your first question, it’s a – we’re not – we’re asking for an individual to step forward, who can have evidence – who can produce evidence that ties into these attacks. Whether that we’re trying – we’re not playing some sort of strategic game here. We’re just trying to prosecute this individual.
QUESTION: Follow up. As far as (inaudible) are concerned, India had charged him. Have you asked India for the evidence against him, since he had open press conferences and all that? Everybody knows where he is who he is, including the Pakistan Government. Is India with you on the evidence?
MR. TONER: You’re asking if – you’re asking me to – about the Indian evidence against him? Again, that’s a question for the Government of India and the Government of Pakistan to answer.
QUESTION: The kind of evidence you are seeking, are you in touch with the Indian Government?
MR. TONER: We’re in very close contact with the Indian Government on this, yes.
QUESTION: And second, as far as – what kind of message are you sending to Pakistan, one because of this – just to follow what Yuma said – is this some kind of message that you are sending to Pakistan as far as this $10 million bounty is concerned? And also at the same time, you’re asking Pakistan to open their doors of U.S.-Pakistan relations as far as supply route to Afghanistan is concerned.
MR. TONER: Goyal, I talked about this yesterday. There’s no connection here, whatsoever. In answer to your first question, we’re trying to give the Pakistani authorities the information, the evidence that they can use to prosecute this individual.
In terms of your second question, Deputy Secretary Nides is concluding a very productive visit to Pakistan. He’s had high-level contacts during his time there. It’s been very productive, very constructive. And we’re obviously waiting for the end of the parliamentary review process so that we can engage with Pakistan on our way forward.
QUESTION: And finally, Mr. Zardari’s – President Zardari’s visit to India. This is the first visit, I understand, official visit to India. What role do you think U.S. is playing as far as India-U.S. relations are concerned in connection with his visit?
MR. TONER: What role is --
QUESTION: U.S. playing. Any role U.S. playing?
MR. TONER: On whose visit?
QUESTION: About his visit to India. And U.S. – Pakistan --
MR. TONER: No role. I just said, in answer to a previous question, we’re certainly – we want to see – to us, it’s a win-win situation when Pakistan and India are engaging in dialogue, are talking to each other, and are building better cooperation.
I did want to – I’m sorry, I did want to get back to you on that. I know I had it somewhere, which is why I was leafing through my paper as I was answering Goyal. But there’s several attacks that Lashkar-e Tayyiba has claimed responsibility for, been implicated in. January 2010 attack on Srinagar airport that killed five Indians; December 2001 attack on the Indian parliament building; the July 2006 train attack in Mumbai; and a February 2010 attack against hotels in Kabul that we’re all aware of that killed nine Indians, four Afghans, and one French citizens.
QUESTION: And through all --
MR. TONER: Sorry.
QUESTION: And through all this, the Indian Government hasn’t seen fit to offer a reward for any information, so it’s up to the U.S. taxpayer to foot the bill, correct?
MR. TONER: Matt, I don’t know what they’ve offered.
QUESTION: All right.
MR. TONER: I’d refer you to the Indian Government.
QUESTION: Okay. Just a quick – just a couple --
MR. TONER: Yeah.
QUESTION: -- things on this. I mean, you say, yes, this is a separate process, the Rewards for Justice, but it certainly doesn’t operate in a vacuum. And with all the things going on this week – Under Secretary Sherman’s visit to India, Deputy Secretary Nides’ visit to Pakistan, the Zardari visit to India – if you didn’t want to have an impact on any of these things, you sure really picked a bad time to do this. Because whether you want it to impact these things or not, it does, particularly in the Pakistani public’s view.
So can you take the question as to whether anyone at DS or who was involved in this actually paid attention to the schedules of things that were coming up diplomatically when they decided to put this out on late Monday night – apparently accidently put onto the website late Monday night before it was announced here formally the next day?
MR. TONER: Well, the process was completed. This was – look, these kind – this kind of counterterrorism cooperation --
QUESTION: If it took – it’s been more than three years. The thing took months to do. Why did you pick this week, when it had the best chance of screwing up diplomacy, to put it out?
MR. TONER: All right. I would argue against the fact that it screwed up any --
QUESTION: Well, can you take the question.
MR. TONER: -- diplomacy. In fact, Deputy Secretary Nides had very effective discussions --
QUESTION: Right. That was the second part of my question.
MR. TONER: Yeah.
QUESTION: Prove it. What was so productive --
MR. TONER: Prove it?
QUESTION: -- and what was so constructive about Deputy Secretary Nides’--
MR. TONER: Well, first of all they were --
QUESTION: -- visit to Pakistan?
MR. TONER: He engaged at a very senior level. He met with Prime Minister Gillani, President Zardari, Foreign Minister Carr, Finance Minister Shaikh, as well as Pakistani business leaders. And I would refer you to Foreign Minister Carr’s press release about his visit that’s very positive in tone. They had real substantive discussions, and overall the message was that – and of course, I can refer you to Deputy Secretary Nides’ public remarks – is that we value our relationship with Pakistan and we respect their parliamentary process and we’re looking, once that’s completed, to engage with them.
QUESTION: That’s it?
MR. TONER: But we believe the visit --
QUESTION: I mean, one could go and have a ton of meetings --
MR. TONER: Matt.
QUESTION: -- with a ton of people --
QUESTION: And that --
QUESTION: And they say no to everything you ask for.
MR. TONER: And I’m – I think I’m --
QUESTION: And I wouldn’t say that that’s very constructive or productive.
MR. TONER: -- implying without getting into the substance of our private diplomatic exchanges, that these were constructive in material.
QUESTION: Okay. Can you say what’s different now about the U.S.-Pakistan relationship than it was before Deputy Secretary Nides visited?
MR. TONER: Well, I think we have seen a pivot in the last weeks that is tangible, that we are trying to move behind the very tragic events --
QUESTION: I thought everything was hold until – after the parliamentary review?
MR. TONER: Again, Matt, I’m talking about diplomatic engagement, and it’s not about making widgets necessarily and having a product to display at the end of the day. It’s about the hard spadework of engaging with a key ally in the region and rebuilding the relationship that was seriously damaged November 26th.
QUESTION: I’m – right. But didn’t the President meet with --
MR. TONER: He did.
QUESTION: -- the head – yeah. Well, wasn’t that, like, last week or 10 days ago?
MR. TONER: I’m not sure what you’re getting at. I think I’ve addressed your question. Any other questions?
QUESTION: I’d just like to know why you think that Deputy Secretary Nides’ trip was so productive and so constructive if you can’t point to anything that’s resulted from it. I mean, you could say he had a great trip because he had a nice meeting and enjoyed tea with whoever he met with and they were all cordial and shook hands and smiled at each other, but that doesn’t necessarily – that’s not necessarily productive and constructive. So I want to know why you’re using those two terms.
MR. TONER: Well, Matt, I think I answered your question in the sense that he had high-level meetings – senior Pakistani officials. He delivered our message that we value this relationship and that we want to see us move forward in the relationship. Again, I’d refer you to Foreign Minister Khar’s press release that she put out that also called these substantive and constructive discussions.
QUESTION: Okay.
MR. TONER: And I can’t --
QUESTION: So your argument is the very fact that the meetings happened is what makes it --
MR. TONER: That’s not what I’m saying at all. Anyway, next question.
Yeah. Go ahead.
QUESTION: Syria?
MR. TONER: Sure.
QUESTION: I know there was a lot of activity at the UN today, but I mean, in listening to the speeches at the UN, it seems like everyone’s as pessimistic as ever. I mean, realistically, what hope does the U.S. have that Assad is going to abide by this deadline?
MR. TONER: Well, you’re right, Cami. The 10th is approaching and you saw, of course, the UN released its presidential statement today that once again called on the Syrian Government to adhere to the commitments it has agreed to. And you are also correct in that, thus far, we haven’t seen, either from press reports or activists on the ground, any suggestions that the regime is carrying out any withdrawal from these city centers and retreating to barracks as the Annan plan calls for them to do.
So it’s not surprising; certainly discouraging. It is clear that the Assad regime appears to be using this window to continue to carry out its horrible assault on the Syrian people. And in the event, as I think Ambassador Rice has said, that we don’t – that he does not comply by April 10th, then we’re going to be consulting with the Security Council on next steps.
QUESTION: Was the U.S. satisfied with the strength of the presidential statement coming out of the Security Council? I mean, it’s urging them; it’s not – it didn’t have any demands in it.
MR. TONER: Well, look, it’s very clear what Assad needs to do. So it was a strong message of unity on this issue. And I don’t think it’s a message that we can convey enough to Assad and his regime that time is running out. They need to comply with the April 10th deadline.
QUESTION: Are you guys confident that that unity will continue when and if it becomes a discussion of whether he’s – how much he’s complying with this? You have a non-spokesperson saying that the Syrian Government has told them that they’re withdrawing forces from several cities and saying that this is going to be verified but not saying how. Are you persuaded that the Security Council, as a body, will have the same information, will all agree that either it’s happening or it won’t – it isn’t happening?
MR. TONER: I mean, that’s really a question for Kofi Annan to answer, or his spokesperson, which is how we’re going to coordinate to verify any withdrawal. So far, we’re getting out ahead of ourselves. We haven’t seen any signs that that’s happening.
QUESTION: Can you say anything about the U.S. assistance, the non-lethal assistance?
MR. TONER: You’re talking about the --
QUESTION: The status of that. Right.
MR. TONER: – the humanitarian assistance or --
QUESTION: Is it being delivered? The assistance that you couldn’t say what it was?
MR. TONER: Oh. I don’t have any updates for you. I’ll try to get it. You’re talking about the – to the Syrian opposition.
QUESTION: Mm-hmm.
MR. TONER: Yeah. No, I don’t have any updates for you on that. I’ll take the question.
QUESTION: How about the Syrian Government’s reported agreement to allow the ICRC access? Is that an important step? Or do you think that’s a serious step?
MR. TONER: Well, it certainly is, and we saw press reports, and indeed the ICRC confirmed that one of the two main Syrian/Arab Red Crescents warehouse facilities containing stocked goods intended for distribution to people in need was destroyed on April 4th. And some distributions have been canceled as a result. So obviously, that underscores the urgent need for safe and secure access for these humanitarian organizations.
QUESTION: Mark, I just want to make sure I got this right. You said that if Assad doesn’t comply by the April 10thdeadline, the U.S. – you guys and your allies are going to consult –
MR. TONER: We’re going to consult on next steps, yeah.
QUESTION: I’m sure he’s shaking in his boots. That’s really what the “or else” is? You do this or else we’re going to consult?
MR. TONER: Matt, our approach to Syria is on several fronts. We have the Friends of Syria group that, as you saw over the weekend, took additional steps to provide support to the opposition, as well as increase humanitarian assistance to people in need in Syria. We’ve got this sanctions group that’s look at how to more effectively implement sanctions against Assad. We’re – this is something we’re working on multiple fronts. We’re going to continue to use the UN where we believe it’s going to be effective. We’re going to go back and consult on next steps.
QUESTION: So does that mean that if he does comply with – by April 10th – if he does comply with this, that those sanctions will be lifted? You won’t be going for any more sanctions?
MR. TONER: It does not mean that.
QUESTION: So – I’m sorry. What does he get out of this deal?
MR. TONER: Again, it’s not so much what he gets out of this deal except that what there needs to be, first and foremost in Syria, is an end to the violence. This is a country that, as we said, is going down a very dangerous path.
QUESTION: Yeah.
MR. TONER: We have the opposition, or members of the opposition, now defending themselves, as we’ve talked about. The violence is expanding, and we need to stop that.
QUESTION: Why is not an accurate assessment – because I’m sure you’ll say it’s not an accurate assessment – that there is no reward for compliance and there’s no punishment for non-compliance? How does that work?
MR. TONER: Punishment for noncompliance – the punishment for non-compliance --
QUESTION: Yes. The punishment is that you’re going to consult.
MR. TONER: The punishment for noncompliance is going to be increased pressure on Assad, on his regime, and a clear message to those around him that they’re on the wrong side of history.
Yeah, Jill.
QUESTION: Egypt?
MR. TONER: Sure.
QUESTION: Let me – one more on Syria?
MR. TONER: Sure. Finish up Syria.
QUESTION: So what kind of strong consequences Secretary Clinton talk about if he doesn’t --
MR. TONER: I think I just talked about that. We’ve – this is not just about the Security Council, just about the UN. We’ve said before that we’re going to consult with the Security Council on next steps when appropriate. But we’re also applying pressure through sanctions, political pressure through the Friends of Syria group.
Yeah, go ahead, Jill.
QUESTION: In Egypt, there now are reports that the Obama Administration is asking Interpol to turn down, deny that request for the arrest of the American NGO people. Can you tell us – give us some more details about that?
MR. TONER: I can’t. I mean, first of all, it would be a Department of Justice issue. But secondly --
QUESTION: I think the State Department actually is involved.
MR. TONER: -- we don’t really talk about Interpol arrest warrants.
QUESTION: Right. But we do have State Department --
MR. TONER: I mean, what I can tell – what I can say to you, Jill, is what we’re – what we would convey both privately and publicly, which is that we’re making this message very clear in every available forum that we believe these charges against these individuals are politically motivated and therefore without any legal merit.
QUESTION: But tangential to that, there is apparently an Egyptian request for you to notify the people who have been charged that they – there is a court date coming up, and that they are expected to attend. Considering that you fronted the bail – or not fronted it, you actually paid it – are you going to comply with the Egyptians’ request, which I understand is your – is a treaty obligation for you to do so, and notify these people whether or not they go or not? Are you going to tell them that they are expected to pass on the – are you going to pass on the Egyptians’ notice to them that they are expected to appear in court, or are you really forfeiting the taxpayers’ $5 million in bail?
MR. TONER: You are correct that it’s these individuals’ own decision to make whether they’re going to return. I’ll – I mean, I – we’re in communication, obviously, with their lawyers. I don’t know if we’ve conveyed anything on the part of the Egyptian Government.
QUESTION: But will you pass on that, as you are obligated to do?
MR. TONER: I’ll take the question, but --
QUESTION: Similar to that, also on Egypt, just – I was wondering if there is a fuller readout of the meetings with the Muslim Brotherhood leaders, in particular about the substance of meetings, whether there’s any talk about democratic principles, types of things that might be raised as concerns, if there is a fuller readout of the meetings that you had.
MR. TONER: Well, I mean, I think – I’ll try to get one for you, but certainly, the deputy secretary met with members of this Carnegie Group that’s visiting that included a broad range of individuals from across the – not just Egypt, but obviously in other countries, Tunisia and elsewhere. I can’t get into the substance of his private discussions. I’m sure they talked about the transitions going on in all of their countries, and certainly the challenges in those democratic transitions.
QUESTION: I’m sorry. So who from the Muslim Brotherhood was in this delegation?
MR. TONER: I don’t know if we’ve got a – we don’t have a strict list of --
QUESTION: Are you sure that there was anyone from --
MR. TONER: Yeah. I’ll get you the information.
QUESTION: Well, can you – can I – and is it now – it’s now your stand, or it’s now your position that any conversation that a State Department official has, even if it’s in a private – even if it’s to a private citizen, i.e. not another government official, that that is – that’s somehow secret now?
MR. TONER: I didn’t say it was secret.
QUESTION: Well, you said we’re not going to get into the private discussion.
MR. TONER: Yeah, but I didn’t say it was secret.

MR. TONER: I mean, what do you – I mean, I just said we’re not going to --

QUESTION: But you said you would look into this, but my suspicion is that you are going to come back to show the readout that you get is going to be that they talked about matters of mutual interest and regional concern. Would be that an appropriate readout for the most transparent administration since – in the history of the United States?
MR. TONER: Matt, don’t prejudge.

QUESTION: The U.S. would not necessarily be obligated to – would not be obligated to arrest anyone who’s subject to a Red Notice under Interpol on their soil, but are you concerned that the Egyptians might follow up with extradition papers? And what’s the recourse for U.S. if that’s the case?
MR. TONER: You’re getting way out in front on this. I’m not going to talk about this legal process, what it may turn into two or three steps down the road. We’re very clear that we believe these are politically motivated charges.

QUESTION: Yeah. What’s your position on the possible IAEA mission to Yongbyon? Do you think that IAEA should decline the invitation from North Koreans if they go ahead with missile launch? Have you discussed this matter with IAEA?
MR. TONER: Well, I’m sure we have discussed it with the IAEA. I can tell you on the part of the U.S. that we have no intention on observing the launch. But I’ll have to refer you to the --
QUESTION: No. Not talking about observing the launch, but did North Koreans send an invitation to IAEA about monitoring?
MR. TONER: Oh, I’m sorry. I thought you were talking about invitations. They have been sending out invitations to --
QUESTION: Yeah, but about monitoring facilities, nuclear facilities in Yongbyon, as after the --
MR. TONER: We are consulting with them on this. I’d refer you to them for what their position is.
QUESTION: So just to follow up on that, you said the U.S. has no intention of observing the launch, which doesn’t surprise me.
MR. TONER: Yes.
QUESTION: But has there been a formal communication or was there a formal invitation? Has there been a communication with Pyongyang?
MR. TONER: I was told shortly before coming down here that it would go to NASA apparently – that we have not received any invitation.
QUESTION: Have not?

QUESTION: Do you know if NASA has? Obviously, that’s --
MR. TONER: That’s what I meant. I said we’d check with NASA. I’m aware – so yeah, no.
QUESTION: That they have not sent anything to NASA?
QUESTION: Announcement in – North Korea has announced yesterday if the United States sanctions against North Korea, then North Korea would held to another nuclear test soon. How do you respond, sir?
MR. TONER: My response is: What we said very clearly is that we don’t want to see the satellite launch. I’m not going to speculate down the road. We believe that this satellite launch would be in violation of UN Security – existing UN Security Council resolutions, so let’s deal with the issue at hand here.

QUESTION: I don’t know if this subject came under discussion. Can you tell us something about Nides’ visit to Pakistan and what kind of economic cooperation -
MR. TONER: Did you just come here, or did you just arrive?
QUESTION: I’m – I had --

QUESTION: And –
QUESTION: On Ambassador David Hale’s visit to the Middle East, there’s a report the Jordanian hosted a meeting yesterday for the Palestinians and the Israeli negotiators?
MR. TONER: Yeah. He was obviously – it was in Ramallah yesterday. He met with Prime Minister Fayyad and President Abbas, and then he was meeting with his Israeli counterparts today. I don’t have a readout from those meetings. But obviously, all of this is done as – in preparation for leading up to next week’s Quartet meeting.
QUESTION: Tibet?
MR. TONER: Tibet?
QUESTION: Yeah.
MR. TONER: Sure.
QUESTION: Are you concerned about ongoing violence in Tibet? And one after another, they are putting themselves on fire or (inaudible). What they are saying is that China is destroying their culture and history and their livelihoods, and now time has come for the international community to intervene.
MR. TONER: Well, certainly we’ve been very vocal. And I would refer you to the numerous public statements we’ve made about our concerns about increasing these self-immolations and China’s actions vis-a-vis Tibet.

QUESTION: Sure. On Mali?
MR. TONER: Yeah.
QUESTION: There was a statement just a short while ago by the Foreign Minister Burkina Faso saying that Captain Sanogo, the coup leader, has a proper attitude, a right attitude, and as a result of that he thinks that the sanctions should be lifted, the sanctions that were just imposed. I mean, does the U.S. see any progress in Mali so far? Any progress that would warrant that type of thing?
MR. TONER: We know that the ECOWAS chiefs of defense are meeting in Abidjan today, and they’re in fact discussing next steps concerning the situation in Mali. And they have issued these sanctions. We do expect them to have a strong impact. But the choice is clear, that Sanogo and his compatriots need to reinstitute civilian rule with an eye towards near-term elections.
QUESTION: So, and then maybe --
MR. TONER: Yeah.
QUESTION: Maybe it’s just something that came out from Burkina Faso, but do you think it would be a premature step to ease the pressure?
MR. TONER: Not at all. I mean, we’ve seen very little in the way – on the part of the --
QUESTION: The question was --
QUESTION: To ease the pressure.
QUESTION: To ease the pressure, and you said not at all. You mean to --
MR. TONER: I mean --
QUESTION: Sorry I mumbled.
QUESTION: You shouldn’t ease the pressure.

MR. TONER: Clearly. We’re not easing sanctions on Mali, not at all. We’re not looking to ease sanctions in any way on Mali right now.
QUESTION: And just --
MR. TONER: We want to keep the pressure up.
QUESTION: Just briefly on that, just to follow up from the question yesterday – but the talks Assistant Secretary Carson had in Algeria, is there anything more on that, just particularly as it relates to Mali?
MR. TONER: Yes, I do. He was in, indeed, Algeria, so thanks for calling that to my attention. He was there, obviously, with General Ham of AFRICOM, and they did meet with President Bouteflika as well as Algeria’s African affairs minister yesterday and precisely there to discuss the situation in Mali, as well as our concerns about the Sahel and the activities of AQIM.
QUESTION: Is there anything specific you’d like to see from Algeria on Mali as a neighboring country?
MR. TONER: Well, I mean, obviously we’re looking to cooperate closely with them. This is an issue that touches their borders, and so it’s of great concern to them. So – and especially, as I said, the activities of AQIM in the region and the fact that they are, as al-Qaida often does, trying to exploit the current situation.
Yeah.
QUESTION: Do you have any updates on any potential ongoing communication or diplomacy with the Emirates about the NDI case? Have that – has that – I mean, I know the Secretary remarked on it over the weekend, but has there been anything more on that? And there’s also a report that a couple of NDI folks have been prevented from leaving, although one was later allowed to leave. Can you confirm that? Do you have any --
MR. TONER: Right. My understanding to your second question is that they were – there were two individuals briefly detained and then released. One was allowed to, in fact – or I think departed the country and the other remains. But I – and the Secretary obviously spoke to this over the weekend. And we continue to be in close contact with the Government of the UAE, trying to find a resolution to this.
QUESTION: Did the State Department – was the State Department involved at all in discussions with them while these two folks were being held, particularly the American citizen?
MR. TONER: You know what? I’m not – I don’t know, frankly. I don’t know how long the detention was, but --
QUESTION: Are you saying --
MR. TONER: Yeah.
QUESTION: -- one of them was an American citizen?
MR. TONER: I believe so.
QUESTION: I didn’t hear that and --

U.S. TO SEND $200 MILLION IN HUMANITARIAN AID TO SAHEL REGION OF AFRICA

The United States is deeply concerned about the humanitarian emergency in the Sahel region of Africa. Around 10 million people are in need of emergency assistance due to erratic rainfall, failed harvests, high food prices and conflict across the region that includes Burkina Faso, Chad, Mali, Mauritania, and Niger. In response to current needs, including protection and assistance for refugees, and to prevent a potentially much more serious situation, I am pleased to announce that the United States is providing an additional $120 million in emergency assistance. With these funds, the U.S. Government is providing nearly $200 million this fiscal year in humanitarian assistance to the Sahel region.

We are currently providing targeted humanitarian assistance that addresses acute malnutrition and hunger and builds resilience, and we are also focused on long-term approaches to establish lasting food security. We are making highly nutritious therapeutic food available for malnourished children. In addition to providing life-saving food, we are working to help vulnerable families and communities buy locally-available food and services, while developing small-scale projects and infrastructure that can help build the resilience necessary to withstand future drought.

In partnership with other donors, we have taken early action in response to early warnings. We are targeting specific pockets of great need while working toward sustainable, longer term development. Together, we are saving lives, mitigating impact, and building resilience.

MS. NULAND: All right, everybody. Happy Tuesday. I have nothing at the top, so let’s go to what’s on your minds.
QUESTION: Can you tell us what you think about the Syrians allegedly agreeing to Kofi Annan’s plan?
MS. NULAND: Well, we certainly view the fact that Kofi Annan reports that he’s had a positive response as an important step. But as with all things with the Assad regime, the proof will be in the actual action that he takes, and particularly, we will be looking for him to take immediate action to begin implementing the Annan proposal, starting with silencing his guns and allowing humanitarian aid to go in.
QUESTION: And do you have any confidence that he will do that?
MS. NULAND: Well, again, this needs to be implemented now, and that is what Kofi Annan and his team will be working on.
QUESTION: You’ve been calling for this to be implemented – I mean, just as – even as Annan arrived, and yet all during the whole – this whole process, the attack against the opposition has continued. Why would this be any different?
MS. NULAND: Well, as you know, we have had concerns that all through this period, we’ve had continued violence. As Kofi Annan has now announced that he’s had a positive response, so presumably a positive response will lead to action; that’s what we will be looking for.
Still on Syria?
QUESTION: The Syrian opposition met today in Istanbul. Do you think they are going in the right direction, showing more (inaudible)?
MS. NULAND: Well, they are obviously working on trying to bring themselves together, as we’ve been talking about, with a concerted plan for how they would want to take a dialogue about transition forward. I think these meetings are ongoing, so we need to let them continue. And then we obviously will look forward to having a chance to talk to them on the margins of the Friends of the Syrian People meeting, which the Secretary will attend on Sunday.
Before we leave Syria, though, I do want to make a statement with regard to Syrian regime attacks on places of worship. This is something that has been a concern all the way through this conflict. As you know, last year we had video footage of the regime sending armor into portions of the Othman bin Afan mosque in Deir Ez Zor. Just over the past weekend, Syrian forces reportedly killed a civilian, Mahmud Ali Alu, who was peacefully worshipping in the mosque in Sermin in Syria. In addition, we had churches and mosques in Homs that were destroyed over the last couple of weeks. We had reports of a government sniper earlier this year killing a Greek Orthodox priest, Basilious Nasser, in Hama.
So clearly, the regime has been absolutely indiscriminate in its violence, particularly concerning, to us, going after worshippers regardless of affiliation while they are worshipping.
QUESTION: Can I --
MS. NULAND: Please.
QUESTION: Can I follow up on Syria?
MS. NULAND: Yeah.
QUESTION: Just – you talked about kind of talking with Kofi Annan and the SNC on this – on the margins of the Friends of Syria. I mean, shouldn’t they be an integral part of the Friends of Syria? I mean, what is your goal in terms of achieving at this conference? Is it something that the opposition comes out with in terms of crystallizing their vision for a post-Assad Syria? Or is it the international community mapping out how it sees it and getting the Syrian’s National Council to sign onto it?
MS. NULAND: Well, absolutely right. Last time at the Friends of the Syrian People meeting in Tunisia, the SNC did make a presentation on behalf of the opposition. I would expect that the same will happen at this meeting. What I was referring to was that the Secretary met with them on the margins as well, have a chance to exchange views. We haven’t set the schedule completely for Istanbul, but it’s possible that whether it’s the Secretary or whether it’s others in the delegation, we’ll be meeting with them, have been meeting with them.
So we’ll have a chance to get their sense of how this conference among them in Istanbul went. They are working on another presentation, as I understand it, for the Istanbul meeting, as one of the goals.
QUESTION: What would you consider a kind of successful outcome of the conference?
MS. NULAND: Well, I think we are still developing the agenda with our Turkish allies, so I don’t want to get ahead of that. But as you know, we’ve been working along three lines to increase the humanitarian support that is going to Syria: to prepare – not only to help those Syrians who have fled their country, but also to be able to get more assistance in, assuming we can implement the Annan plan; second, to increase the pressure that countries are putting on the Assad regime by increasing their sanctions, and they’re closing down their economic and other dealings with the regime; and then the third is, obviously, to work with the opposition to support their efforts to come together with a clear transition vision of their own.
We’ve seen some positive statements out of the conference talking about a Syria for all Syrians, a Syria that represents and protects the human rights of everyone. These are the kinds of things that we are looking for that the Secretary has been talking about in her meetings with them, that they’ve got to be reassuring, whether they are Sunni, Alawi, Kurds, Druze, Christians, women – that the Syria that they seek will be democratic and tolerant and respectful of the rights of all.
QUESTION: But don’t you think – just one more. I mean, but don’t you think, like at this point, that they should be a little bit beyond that? I mean, positive statements about these kind of issues, shouldn’t they be farther along in terms of fostering the kind of dialogue within Syria about that? Or kind of crystallizing a more specific, detailed plan for how they plan on achieving those kind of goals?
MS. NULAND: Well, I don’t think they or we have made any secret of the fact that it has been difficult for them to come together. Some of these – the issues that they face, obviously, within Syria are a direct result of the regime’s violence, that the regime is making it as difficult as possible for them to communicate with each other, for them to come together, is following them and persecuting them and cutting off their communications with each other, so that hasn’t made it any easier.
But it’s also the case that, as Assistant Secretary Feltman likes to say, this is a country that has been in a political coma for 42 years. So these groups are, for the first time, coming together and trying to work together. Many of them don’t know each other. They’re having to build trust, they’re having to build common ground. So it’s not surprising that it’s taking time. But this is a process that we need to continue to support and buttress, and the Friends of the Syrian People format is another way to do that.
QUESTION: In these series of presentations that they are making to the Friends of Syria meeting, is the goal or expectation that at some point, either – probably unlikely it would be this current upcoming meeting, but at some future meeting – they will present a sufficient plan which will then allow the Friends of Syria to say, okay, you guys are a legitimate representative of the Syrian people, or some other form of quasi-recognition that gives them a status that they don’t have now?
MS. NULAND: Well, you know that we took another step at the last meeting in terms of seeing the SNC as a leading representative of the Syrians.
QUESTION: Right.
MS. NULAND: There are also many groups inside Syria, so we want to be respectful of the process that they are all working through – the groups inside, the groups outside – to try to come together. So we are continuing to talk to them about how their own unity is evolving and doing what we can to support them.
QUESTION: But once that unity is achieved, then there would be an additional sort of recognition that would sort of confer upon them the same status that the Libyan TNC got eventually?
MS. NULAND: Again, in Libya, it was – they were further along at the stage that we made that step than we see now. We have a number of different groups. Some of those groups are working well together and some of them have yet to cohere. So as you said, there are a number of additional diplomatic steps we can take at an appropriate time.

QUESTION: Yeah. According to today report, parts of the opposition declined to attend the meeting in Istanbul. Does the Secretary still intend to meet those opposition, or decline to participate in Istanbul meeting?
MS. NULAND: Well, again, as I said to Elise, our schedule in Istanbul hasn’t been completely set, so whether she’ll have her own meeting or whether it’ll be members of the team who meet and exactly who they meet with hasn’t been determined yet. I think we want to see the results of this conference. Some of our people have been talking to the groups over the last week, so we’ll see where all of that goes before making some decisions.

QUESTION: President Assad has made a visit today to Baba Amr saying that the situation there would be better than it was. How do you view this visit?
MS. NULAND: Well, it’s obviously important that he see with his own eyes the destruction that his forces have wrought. What’s even more important is that he allow humanitarian aid to get in to help the poor suffering people there. So one can only hope that he will be moved by what he sees to allow humanitarian assistance not only into Baba Amr, but into all parts of Syria that have been decimated by his forces.
QUESTION: But he said that he was there to kind of help boost up the people that are protecting the homeland; i.e. the soldiers that were responsible for the destruction. So do you get the sense that he was moved from that?
MS. NULAND: Again, we’ll just have to see what happens here. But there aren’t any – there are precious few actual residents of Baba Amr still there for him to see, so – all right? Moving on?
QUESTION: Can I ask – yesterday, there was a letter from the President to the Congress mentioning that the Argentina will lost many benefits in the trade relationship with the United States, especially in the preferred system, and he mentioned in the letter that Argentina was not acting in good faith.
So my question is: How is the relation with Argentina in this moment? How – considering what the press is saying that this is a huge action or sanction against Argentina, how can you evaluate the relation between both countries considering this decision taken by the President?
MS. NULAND: Well, as you know, we maintain a strong bilateral relationship with Argentina. We have had ongoing disputes on these issues. These are not new issues. They’ve been going on for a long time. They’ve been a matter of arbitration for a long time. So the White House’s decision yesterday to suspend Argentina particularly from GSP should not have come as much of a surprise. It was based on a finding that they were not in compliance with the GSP eligibility criteria set by the Congress.
So the President, frankly, didn’t have a lot of choice in this case. We had tried to work through it and we are still open to working through it, but frankly, they’ve got to come forward and pay the subject awards if they want to work through it.
QUESTION: But if you consider the relations from 1 to 10 in this moment --
MS. NULAND: I’m not going to give this relationship a grade. We have a lot of interests in common. We do a huge amount of business together. This is a serious bump in the road and we had no choice but to take action.

QUESTION: On the Arab Summit, what are your expectations from this summit that will be held in Baghdad?
MS. NULAND: Well, the Arab Summit has just begun in Baghdad. Let me first say that Iraq should be quite proud of its accomplishments in recent years. This is the first time in two decades that regional leaders are returning to Baghdad to attend an Arab Summit. And it’s obviously a critical Arab Summit with regard to Syria and a number of other very important regional issues in determining the direction that they’re all going to take together. So we strongly support this meeting going forward, and we look forward to seeing most of the participants and representatives of most of those participating governments either in our – on our upcoming trip to Riyadh or when we are in Istanbul, or both.
QUESTION: And any update on Assistant Secretary Feltman’s meetings with the Arab officials?
MS. NULAND: I don’t have anything. I think he flew yesterday and just got started today, so let us look to get you an update tomorrow on his meetings. He was – I know that he was in Yemen today, I believe, and had meetings. Let’s see what I have there. Let’s see, he had meetings today, I believe, with President Hadi in Yemen. But I don’t have a readout yet, so let me get you something on that.

QUESTION: Excuse me. On Mali, do you have any new contacts there, maybe with President Touré?
MS. NULAND: I do not have anything on contacts with President Touré, but obviously the ECOWAS meeting that is ongoing now in Abidjan, they had – did some other issues. They’ve now just turned their attention to Mali and they’ve gotten – they’re getting a report now. We have had at least one, if not two, contacts with the captain Sanogu, and our basic message to him is unchanged: It’s not too late to undo this, to allow the country to return to civilian rule and to deal with the government and the grievances that you have in a peaceful, calm manner through dialogue, and that every day that you spend trying to run the country is a day that you are not spending keeping Mali safe and secure from the threats that it faces, particularly AQIM and the Tuaregs.
QUESTION: Can I – on the aid question?
MS. NULAND: Yeah.
QUESTION: So I got the answer, but it didn’t tell me – it wasn’t really the answer to the question, which was --
MS. NULAND: Yeah.
QUESTION: The question wasn’t how much aid --
MS. NULAND: Do we give.
QUESTION: -- do you give --
MS. NULAND: Yeah.
QUESTION: Although that is interesting in itself.
MS. NULAND: Yeah.
QUESTION: But how much is being withheld.
MS. NULAND: Well, Matt, it turns out that this has been a little bit more complicated to unwind than we anticipated, so it’s going to take us a little bit more time to be able to give you a precise number with regard to what we’re suspending. And this goes to the issue of the fact that we don’t suspend humanitarian assistance, whether it’s food assistance or some of the medical assistance, so we have to differentiate and pull some of those programs out – what you define as humanitarian and what you define actually as institution building. And then we have some programs that are regional in scope, so some of the money goes to Mali but some goes to the region as a whole, so we’re also unwinding that. So unfortunately, I’m going to beg for your patience on exactly how much money is going to be affected here.
QUESTION: Well, is it still about what you said it was going to be yesterday?
MS. NULAND: I hope so. I hope so, otherwise I’m a liar.
QUESTION: You hope you know something you don’t know? (Laughter.)
Well, can we just – if we look at the 2011, it was 138 million which was – of which 71 million was development assistance, 56 global health programs, 10 million in Food for Peace, and 600,000 in Foreign Military Financing and IMET.
MS. NULAND: Well, certainly FMF --
QUESTION: So out of that, the IMET and the FMF would be gone, right?
MS. NULAND: Certainly. Right.
QUESTION: Would the 56 million in global health be gone?
MS. NULAND: Again, this is a question, as I mentioned, between what’s --
QUESTION: But this is 2011 so --
MS. NULAND: Right. So it’s approximately the same levels for 2012. We’re still working through some of the 2011 money. We’re into some of the 2012. So when you look at global health, how much of that is institution building through the government, which would be suspended; how much of it is urgent humanitarian health needs, which would not be suspended; so this is why it’s taking us a little bit of time to unwind this.
QUESTION: Okay.
MS. NULAND: Okay. Scott.
QUESTION: A second day of airstrikes on the border between Sudan and South Sudan. I know that the Administration has spoken in the past about the need for Sudan to allow humanitarian access to Kordofan. This seems to be an escalation, especially along the border.
MS. NULAND: Absolutely an escalation. I think you’ll have some – at least one statement from the Administration a little bit later in the day expressing our concern and alarm. But just to say it here, we are greatly alarmed by the recent fighting in Southern Kordofan and particularly along this undemarcated border between Sudan and South Sudan. We are urging both parties to cease all military activity along the border, because it is a flash point and it could become even more dangerous and escalate out of control.
It’s particularly important to get this under control now, because I think you know that the parties are scheduled to have a summit in Juba on April 3rd under the auspices of the Joint Political Security Mechanism and the Abyei Joint Operations Committee to actually get some agreements done. These are agreements that the people of both sides need, so we’ve got to get the fighting ended.
QUESTION: I think President Bashir said he’s not going to be attending that summit --
MS. NULAND: Well --
QUESTION: -- that he’s canceled the trip due to the fighting. Does the U.S. have any initiatives up its sleeve to try to prod this thing along? I mean, is Ambassador Lyman going back? Are you – what can be done, practically speaking, to get them to pull back?
MS. NULAND: Well, Ambassador Lyman and Assistant Secretary Carson are in touch with all sides and are doing what they can. There is some question about travel in the coming days. Stand by for that.
