DEFENSE SECRETARY HAGEL TOUTS IMPORTANCE OF U.S.-JAPAN PARTNERSHIP

Hagel: U.S.-Japan Partnership Critical to Regional Security

TOKYO, April 5, 2014 – Defense Secretary Chuck Hagel landed in Japan today as part of his fourth official trip to the Asia-Pacific region to reassure the nation’s leaders that the U.S.-Japan relationship is one of America’s strongest partnerships, friendships and treaty relationships.

This evening Hagel met with Japanese Prime Minister Shinzo Abe. According to Pentagon Press Secretary Navy Rear Adm. John Kirby, the secretary thanked Abe for his leadership and for helping the two militaries maintain a strong relationship.
Hagel expressed his firm commitment to the U.S.-Japan treaty of mutual cooperation and security and to working closely with the leadership of the Japanese Self-Defense Forces to improve the nations’ collective capabilities, Kirby said.

The leaders discussed a range of regional security issues, including recent provocations by North Korea, Chinese maritime claims and military activities, and the need for a continued focus on dialogue and cooperation among the United States, Japan and South Korea.

Hagel affirmed strong U.S. support for Japanese efforts at defense reform and thanked Abe for supporting the Japanese government last December in securing a landfill permit for the Futenma replacement facility.

Tomorrow, Hagel will meet with Defense Minister Itsunori Onodera, Foreign Affairs Minister Fumio Kishida and U.S. Ambassador to Japan Caroline Kennedy.
“There are challenges in this part of the world that include Japan’s future,” the defense secretary told reporters traveling with him.

“I’m visiting Japan … not just [to] reconnect and recommit U.S. efforts but to build on the recent meeting President {Barack] Obama had with Prime Minister Abe and South Korean President Park [Geun-hye],” Hagel said, “as we look at new opportunities and challenges in this part of the world.”

He added, “The Japanese-American partnership is a very critical anchor to peace and stability and security in this part of the world, so I look forward to conversations here in the next couple of days with the senior leaders of Japan.”
Even before he landed in Tokyo, Hagel initiated and hosted in Honolulu an informal meeting of defense ministers of the 10 countries that make up the Association of Southeast Asian Nations, or ASEAN. The meeting was the first ever held in the United States.

“The ASEAN defense ministers conference was an important first step in what I’m doing here in the region because it represented the initial effort we have been working on as we continue to collaborate and coordinate with and strengthen our relationships in the Asia-Pacific,” Hagel said.

As President Barack Obama, Secretary of State John F. Kerry and Hagel himself have said many times, ASEAN is an important organization now and will continue to be important, the secretary said, because it represents the collective interests of the region.

ASEAN member countries are Burma, Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

“When you add to [this] the ASEAN Defense Ministers Meeting-Plus members [which consists of the 10 ASEAN defense ministers and defense ministers from the United States, China, Japan, South Korea, Australia, India, New Zealand and Russia] … that’s a significant representation of this part of the world,” Hagel observed.
The U.S. strategy of rebalancing to the Asia-Pacific region “is very much based on these relationships and all their variances and dimensions,” the secretary said, “so to start [his fourth trip to the region in less than 12 months] spending a couple of days with ASEAN members was important.”

Hagel landed here today at Yokota Air Base, whose host unit is the 374th Airlift Wing, and his first visit was with 200 U.S. service members and Japanese Self-Defense Forces troops.

In a hangar on a stage in front of giant flags of the United States and Japan, the secretary brought greetings from President Obama and thanked those from U.S. Forces Japan and their families for their service and sacrifice.
Hagel also thanked those from Japan’s Self-Defense Forces “for what you do for your country and for our partnership, and for helping keep peace and stability in this part of the world.”

In Hagel’s discussions with Japanese leaders, a senior defense official traveling with the secretary said Hagel will have an opportunity to maintain the positive forward motion initiated in Tokyo last fall during the historic Two Plus Two meeting he attended with Kerry.

That progress, the official said, involved work on the bilateral U.S.-Japan alliance to revise the defense guidelines, move forward with the realignment of U.S. military forces in Japan, and strengthen and orient the alliance to focus on 21st century challenges.

Hagel and the Japanese leaders also will discuss building a common understanding of the regional and global security environment.

“Here the secretary will … share perspectives with the Japanese prime minister and defense minister on what they’re seeing on the Korean Peninsula, in the East China Sea and in the South China Sea,” the official said, and conduct important alliance consultations on opportunities and challenges of the international security order.

The senior defense official said Hagel and Japanese officials also would discuss Japan’s relationships with other countries in the region.

“The president and Prime Minister Abe and South Korean President Park had a historic trilateral summit on the sidelines of the Nuclear Security Summit at the Hague recently,” the official said, “and there will be an opportunity to continue underscoring the importance … we see in greater trilateral cooperation among the United States, Japan and South Korea, and the United States, Japan and Australia, and how to move those relationships forward.”

In Washington on April 17-18 the United States, South Korea and Japan will hold a sixth round of Defense Trilateral Talks, the official said, and in late April President Obama will visit Japan, South Korea, the Philippines and Malaysia.

IN OP-ED DEFENSE SECRETARY HAGEL DISCUSSES ASIA-PACIFIC-REBALANCE AND PARTNERSHIPS

WASHINGTON, April 2, 2014 – In a world where security challenges do not adhere to political boundaries and economies are linked as never before, no nation can go it alone and hope to prosper, Defense Secretary Chuck Hagel wrote in an op-ed article published yesterday on the Defense One website.
“Achieving sustained security and prosperity in the 21st century requires nations to work together and to meet common challenges with uncommon unity and purpose,” Hagel added.

The secretary noted that the response of more than 25 nations to the disappearance of Malaysia Airlines Flight 370 shows how that kind of unity is increasingly visible in the Asia-Pacific, which he called one of the most critical regions for global security and the global economy. And Typhoon Haiyan in the Philippines led to a massive international relief and recovery effort last fall and produced Japan’s largest overseas military deployment in the post-war period, Hagel wrote.
“In both cases, nations in the region were able to set aside rivalries and differences and instead work together,” the secretary wrote. “At the same time, both cases underscore the reality that nations must engage in more practical security cooperation ahead of time in order to work together more effectively when challenges arise.”

Deepening cooperation does not materialize on its own, Hagel wrote, but requires deliberate and sustained efforts such as those of the Association of Southeast Asian Nations, or ASEAN, to continue building a stronger regional security architecture that can address shared challenges.

These efforts have the full support of the United States and will be highlighted this week in Hawaii, at the first U.S.-hosted gathering of U.S. and ASEAN defense ministers, Hagel wrote. By hosting this meeting at the start of his fourth visit to the Asia-Pacific region -- which will include stops in Japan, China and Mongolia -- it serves to underscore the growing role ASEAN members are playing in promoting regional stability and enhanced security cooperation, he added.

The United States also has a key role to play in this endeavor, the secretary wrote.
“As a leading economic and military power in the Pacific -- one with no disputed territorial claims or ambitions in the region -- the United States is uniquely positioned to continue to help Asian nations build a vibrant regional security architecture,” he explained. “My upcoming trip emphasizes three ways in which the Department of Defense will contribute to this effort.”

First, the U.S. military will increase its role in cooperative security efforts and exercises as it continues to shift forces and operational focus to the Asia-Pacific region, Hagel wrote.

“It has been more than five years since President Barack Obama came to office determined to lead America’s rebalance toward the Asia-Pacific, and it remains front and center in our national security strategy,” he added. “The rebalance has helped to strengthen our alliances and partnerships in Asia and led to increased engagement, exercises and training on a bilateral and multilateral basis.”
The deployment of advanced military capabilities to the region has also proven indispensable, Hagel wrote, noting that the U.S. contributions to the search for Flight 370 included the world’s most advanced maritime patrol aircraft -- the P-8A Poseidon -- which was recently deployed to Japan.

Second, the U.S. military will continue to build new types of partnerships that tackle nontraditional security challenges more effectively, the secretary wrote. “The military presence we maintain in the Pacific -- including approximately 330,000 personnel, 180 ships, 2,000 aircraft, the 3rd Marine Expeditionary Force and five Army brigades -- provides unparalleled capabilities,” he wrote. “But the kind of nontraditional security challenges that pose a growing threat to stability in the region, such as climate change, natural disasters and pandemic disease, cannot be resolved through military efforts alone.”

Those changes require strong partnerships across military and civilian agencies and with the private-sector and nongovernmental organizations, he added, noting that Rajiv Shah, administrator of the U.S. Agency for International Development, is leading a session during the conference in Hawaii.

Even as the United States looks for new ways to tackle shared challenges, Hagel wrote, the U.S. military will defend its allies and consistently champion the international laws and norms that have provided the basis for regional security and prosperity for generations.

“Over the course of 10 days, I will meet with 13 defense ministers whose nations represent more than 30 percent of the global economy,” Hagel wrote. “They recognize that there can be no economic growth without stability and prosperity for their people. Continuing the positive trends in the region will depend on upholding the principles of free and open commerce, the rule of law, open access to sea lanes, air, space, and cyberspace, and resolving conflicts and disputes peacefully.

“As we have recently seen in Ukraine, threats to these principles are threats to peace and security in the 21st century,” he continued. “That’s why all nations must commit to resolving disputes peacefully, without coercion and in accordance with international law.”

For more than 60 years, Hagel wrote, the Asia-Pacific region has enjoyed relative peace and stability and become an engine for global progress and prosperity.
“The beneficiaries of this progress have been the people of the region, and that includes the American people,” he added. “The region has benefited from American leadership, and it will continue to do so. But sustaining this progress is not the work of any single nation -- it is a shared responsibility. And the more nations that embrace this responsibility and spirit of cooperation, the more confident we can be that Asia in the 21st century will be defined by security and prosperity for all its people.”

Well, Klaus, thank you very, very much. It’s an enormous pleasure for me to be back in Davos and to have this opportunity to be able to share some thoughts with all of you about American foreign policy. And I have – as Klaus just said to you all, I have had the privilege of being here many times over the past 20 years. I always appreciate the diversity of thought and the thirst for new ideas that really characterizes this forum. It’s safe to say that Davos pushes the limits of thinking, tries hard to find the new thinking, and that’s really what makes this forum so special. So Klaus, I congratulate you on many, many years of putting together a really remarkable venue for everybody.

Today, I want to share our latest thinking with respect to the role that U.S. diplomacy can play in addressing some of the most pressing foreign policy challenges that we face in an obviously extraordinarily complex, very different world from the world of the last century.

I must say I am perplexed by claims that I occasionally hear that somehow America is disengaging from the world, this myth that we are pulling back or giving up or standing down. In fact, I want to make it clear today that nothing could be further from the truth. This misperception, and in some case, a driven narrative, appears to be based on the simplistic assumption that our only tool of influence is our military, and that if we don’t have a huge troop presence somewhere or we aren’t brandishing an immediate threat of force, we are somehow absent from the arena. I think the only person more surprised than I am by the myth of this disengagement is the Air Force pilot who flies the Secretary of State’s plane.

Obviously, our engagement isn’t measured in frequent flier miles – though it would be pretty nice if I got a few, as a matter of fact – but it is really measured – and I think serious students of foreign policy understand this – it is measured by the breadth of our global commitments, their depth, especially our commitments to our allies in every corner of the world. It is measured by the degree of difficulty of the crises and the conflicts that we choose to confront, and it is measured ultimately by the results that we are able to achieve.

Far from disengaging, America is proud to be more engaged than ever, and, I believe, is playing as critical a role, perhaps as critical as ever, in pursuit of peace, prosperity, and stability in various parts of the world.

Right here in Europe, we are working with our partners to press the Government of Ukraine to forgo violence, to address the concerns of peaceful protesters, to foster dialogue, promote the freedom of assembly and expression. And I literally just received messages before walking in here of the efforts of our diplomats on the ground working with President Yanukovych to try to achieve calm and help move in this direction in the next days. We will stand with the people of Ukraine.

We’re also making progress towards finalizing the Transatlantic Trade and Investment Partnership, which would link the world’s largest market, the EU, with the world’s single largest economy, the United States, raising standards and creating jobs on both sides of the Atlantic.

In the Asia Pacific region, we are negotiating the Trans Pacific Partnership, which will similarly encourage a race to the top, not the bottom, as it unifies 40 percent of the world’s economy. The United States is working extremely closely with China and our allies in the region in order to address North Korea’s reckless nuclear program, and also on diplomatic priorities like disaster relief and development. I was recently in the Philippines, and in a few weeks, I will be back in Asia, my fifth trip as Secretary of State within a year. We are working with our ASEAN partners to discourage escalatory steps and conflict in the South China Sea. And this is a critical part of the President’s rebalance to Asia.

Across Africa, the home to seven of the world’s 10 fastest-growing economies, we are investing heavily in both development and trade. And in the Great Lakes region, we just recently helped end an armed rebellion, demobilizing the M23 armed group. And just yesterday, thanks to our diplomatic intense engagement on the ground, we have helped to achieve a ceasefire in South Sudan. And I can tell you that almost every day during the so-called Christmas break, I was on the phone to either President Kiir or to former Vice President Riek Machar or to the prime minister of Ethiopia or President Museveni of Uganda as we worked diligently to try to move towards peace.

Closer to home, we just completed a U.S.-Canada-Mexico summit in Washington last week in preparation for our leaders who will focus on increased cooperation in our hemisphere, a North American effort for renewed entrepreneurship, renewable energy, and educational exchanges.

So after a decade that was perhaps uniquely, and in many people’s view, unfortunately, excessively defined foremost by force and our use of force, we are entering an era of American diplomatic engagement that is as broad and as deep as any at any time in our history. And such are the responsibilities of a global power.

The most bewildering version of this disengagement myth is about a supposed retreat by the United States from the Middle East. Now, my response to that suggestion is simple: You cannot find another country – not one country – that is as proactively engaged, that is partnering with so many Middle Eastern countries as constructively as we are on so many high-stake fronts. And I want to emphasize that last point: partnering. We have no pretense about solving these problems alone. Nor is anyone suggesting, least of all me, that the United States can solve every one of the region’s problems or that every one of them can be a priority at the same time.

But as President Obama made clear last fall at the United Nations, the United States of America will continue to invest significant effort in the Middle East because we have enduring interests in the region, and we have enduring friendships with countries that rely on us for their security in a volatile neighborhood. We will defend our partners and our allies as necessary, and we will continue to ensure the free flow of energy, dismantle terrorist networks, and we will not tolerate the proliferation of nuclear weapons.

Now in reality, all three of these challenges and the relationships that surround them and accomplishing all of these goals requires, in President Obama’s words, for the United States to “be engaged in the region for the long haul.”

From security cooperation with our Gulf partners like Saudi Arabia and the United Arab Emirates, with whom we are both discussing longer-term security framework for the region, as well as to helping countries in transition like Tunisia, Libya, Egypt, Yemen, to countering al-Qaida and its affiliates, to ensuring stability for the world’s shipping lanes and energy supply, there is no shortage of the places where we are engaged in the Middle East.

So the question isn’t whether we’re leaving. The question is how we are leading. Today, we believe that there are initiatives that, taken together, have the potential to reshape the Middle East and could even help create the foundations of a new order.

First, the agreement that we reached with Iran. As of this week, Iran’s nuclear weapons program is being rolled back in important ways. On Monday, Iran took a series of steps that the world has long demanded, including reducing its stockpile of 20 percent enriched uranium, disabling the infrastructure for its production, and allowing unprecedented transparency and monitoring to guarantee Iran is complying with the agreement.

They will have to reduce their 20 percent to zero, and they do not have and will not have the capacity for reconversion. They will have to reduce it to forms that are not suitable for making weapons. Iran must also halt enrichment above 5 percent and it will not be permitted to grow the current stockpile of 3.5 percent enriched uranium. Iran cannot increase the number of centrifuges that are in operation, and it cannot install or use any next-generation centrifuges to enrich uranium. And while we negotiate a final agreement over these next months, Iran will not be permitted to take any steps to commission the Arak plutonium reactor.

Now clearly, there are good reasons to ask tough questions of Iran going forward – and believe me, we will – and good reasons to require that the promises Iran made are promises kept. Remember – we certainly haven’t forgotten – there is a reason that world has placed sanctions on Iran. There’s a reason why they exist in the first place. And there’s a reason why the core architecture of those sanctions remains in place. And that is why this effort is grounded not in trusting, not in words, but in testing. And that is why now inspectors can be at Fordow every day.

That wasn’t the case before the agreement we struck. Inspectors can now also be at Natanz every day. That’s also new, thanks to the agreement we struck. And inspectors will visit Arak plutonium plant every month, and they are under an obligation to deliver the plans for that plant to us.

Taken altogether, these elements will increase the amount of time that it would take for Iran to break out and build a bomb – the breakout time, as we call it – and it will increase our ability to be able to detect it and to prevent it. And all of this will to an absolute guarantee beyond any reasonable doubt make Israel safer than it was the day before we entered this agreement, make the region safer than it was the day before we entered this agreement, and make the world safer than it was.

Now yesterday, President Rouhani stood here and he said that Iran is eager to engage with the world, and hopefully. But Iran knows what it must do to make that happen. He told you that Iran has no intention of building a nuclear weapon. Well, while the message is welcome, my friends, the words themselves are meaningless unless actions are taken to give them meaning. Starting now, Iran has the opportunity to prove these words beyond all doubt to the world.

Now, let’s be clear: If you are serious about a peaceful program, it is not hard to prove to the world that your program is peaceful. For sure, a country with a peaceful nuclear program does not need to build enrichment facilities in the cover of darkness in the depth of a mountain. It doesn’t need a heavy water reactor designed to produce weapons-grade plutonium, like the one at Arak. It has no reason to fear intrusive monitoring and verification. And it should have no problem resolving outstanding issues with the International Atomic Energy Agency.

This is true for every country in the world with an exclusively peaceful nuclear program. And it is the tough but reasonable standard to which Iran must also be held.

So we welcome this week’s historic step. But now the hard part begins, six months of intensive negotiations with the goal of resolving all the international community’s concerns about Iran’s nuclear program. I want to say that the P5+1 has acted in unity, in great cooperation, and we welcome the international community’s efforts that has characterized this initiative.

So Iran must meet this test. If it does, the Middle East will be a safer place, free from the fear of a nuclear arms race. And diplomatic engagement, my friends, backed by sanctions and other options, will have proved its worth.

The second challenge is Syria, where an enormous, almost unimaginable human tragedy is unfolding before our eyes. Just this week, we have seen the terrible new evidence of torture at the hands of the Assad regime. But this week we also saw the Syrian regime and the opposition sit at the same table in the same room – or separate tables but in the same room – for the first time since the war began. They were joined by more than 40 countries and institutions who have assented to the Geneva communique, which clearly outlines how this conflict must conclude: With the creation of a transitional government with full executive authority by mutual consent.

Let me tell you in simple terms why that means Bashar al-Assad cannot be part of that future. It is simple. It is first because of the extraordinary havoc that he has wreaked on his own country, on his own people; a man who has killed university students and doctors with Scud missiles; a man who has gassed his own people in the dead of night – families sleeping, women, children, grandparents; a man who has unleashed extraordinary force of artillery and barrel bombs against civilians against the laws of warfare. Assad will never have or be able to earn back the legitimacy to bring that country back together.

That’s number one. But number two, because of those things that he has done, because of 130,000 people who have been killed, the opposition will never stop fighting while he is there. And so if your objective is to have peace, this one man must step aside in favor of peace and of his nation. You can never achieve stability until he is gone. And finally, any transitional government formed by mutual consent by definition will not include Assad because the opposition will never consent to permit him to be there.

The United States is engaged in this difficult endeavor because we know that the longer the fighting continues, the greater the risk that Syria’s sectarian divisions will spiral out of control. We know there are people who wish that American young men and women who were on the ground fighting for them – there are people who would love to see America fight the war for them. But that is not the choice.

The choice is first diplomacy in order to avoid the devastating results that could result in the disintegration of the Syrian state, and the instability that could spread across the entire region. We are engaged because the number of refugees pouring into Jordan – I see our friend Nasser Judeh, the foreign minister here – into Lebanon, and Turkey is destabilizing and it’s unsustainable.

We are engaged because, while we are proud to be the largest contributor to the humanitarian assistance to deal with those refugees, the ultimate solution can only come when we stop the supply of refugees, when we stop the fighting. And that can’t happen soon enough because Assad continues to kill and displace innocent Syrians, and in doing so has become the world’s greatest single individual magnet for jihad and terror.

Absent a political solution, we know where this leads: more refugees, more terrorists, more extremism, more brutality from the regime, more suffering for the Syrian people. And we do not believe that we or anyone should tolerate one man’s brutal effort to cling to power. We must instead empower all of the Syrian people.

That is why the United States and our partners who sat around that table this week will continue to fight for a pluralistic, inclusive Syria where all minorities are protected, where all rights are protected, and where Syria can come together to be once again the secular and unified state that it was, represented by a government of the people’s choice where all minorities are protected.

Now, we believe this vision is achievable, and we will continue to work closely with our partners for a new Syria that can exist peacefully as a sovereign, independent, and democratic state where Syrians will be able to able have their voices heard without fear of retribution, imprisonment, or even death.

Now obviously, we know this isn’t going to be easy. In fact, it’s obviously very, very hard. It’s already hard. But we’ve already seen in Syria what forceful diplomacy is able to achieve. As we speak, a man who, the day before he agreed to do it, denied he even had the weapons, is now removing all the chemical weapons from that country. As we speak, the international community is on its way to completely removing all of Syria’s chemical weapons, an unprecedented undertaking that is making the region and the world safer and is setting an example on a global basis.

We are convinced that if the Syrian people are to have the chance to rebuild their country and if millions of Syrian refugees are to have the chance to return home, it is ultimately diplomacy that will make it possible. There is no military solution to the problem of Syria.

And that brings me to the most intractable of all conflicts: the struggle to make peace between Israelis and Palestinians. Every time I meet my foreign counterparts, anywhere in the world – when they visit me in Washington or when I travel to their countries – I am not kidding you when I tell you that invariably the first issue that they ask me about is the challenge of Middle East peace. It may seem improbable to you, but I’m telling you it’s absolutely true. From Asia to Latin America to Africa, all through Europe, this question lingers. This intractable conflict has confounded administration after administration, prime minister after prime minister, leaders, and peacemakers. And they always ask this about the Middle East even before they complain about what we’re doing or not doing, ironically.

Despite this global interest, my friends, people still ask me – I’m astonished by it – why, with all the troubles in the world, and in the Middle East in particular, why is the Obama Administration so focused on trying to forge Israeli-Palestinian peace? And obviously, I’ve had that question directed at me in personal and in other ways. Well, the reason that we are so devoted to trying to find a solution is really very simple: Because the benefits of success and the dangers of failure are enormous for the United States, for the world, for the region, and most importantly, for the Israeli and Palestinian people. After all the years expended on this, the last thing we need is a failure that will make certain additional conflict.

There are some people who assert this may be the last shot. I don’t know the answer to that. I don’t want to find out the hard way. But I want you to consider what happens if talks fail. For Israel, the demographic dynamic will make it impossible to preserve its future as a democratic, Jewish state. Israel’s current relative security and prosperity doesn’t change the fact that the status quo cannot be sustained if Israel’s democratic future is in fact to be secured. Today’s status quo, my friends, I promise you will not last forever.

President Abbas is committed to negotiation and to nonviolence. But failure will only embolden extremists and empower hardliners at the expense of the moderates who have been committed to a nonviolent track to try to find peace. And what would happen in the West Bank without that commitment to nonviolence?

The Israeli and Palestinian members of Breaking the Impasse initiative who are here today know well what is at stake. Israel’s economic juggernaut is a wonder to behold. Prime Minister Netanyahu was able to talk to you about it here today. But a deteriorating security environment and the growing isolation that could come with it could put that prosperity at risk.

Meanwhile, if this fails, Palestinians will be no closer to the sovereignty that they seek, no closer to their ability to be the masters of their own fate, no closer to their ability to grow their own economy, no closer to resolving the refugee problem that has been allowed to fester for decades. And if they fail to achieve statehood now, there is no guarantee another opportunity will follow anytime soon.

This issue cannot be resolved at the United Nations. It can only be resolved between the parties. If peace fails, the region risks another destabilizing crisis. One unilateral act from one side or the other will beget another, and yet another, and another, until we have fallen yet again into a dangerous downward spiral at a time where there’s already too much danger in the region.

And you know what’s interesting? We often spend so much time talking about what both parties stand to lose without peace that we actually sometimes forget to talk enough about what they stand to gain from peace. I believe that the fact that peace is possible, especially in a region with so much tension and turmoil, ought to motivate people.

Palestinians stand to gain, above all else, an independent, viable, contiguous state, their own place among the community of nations. Imagine this time next year here in Davos if Palestinian businessmen and government leaders from the state of Palestine are able to pitch the world’s largest investors a host of projects from the Palestinian Economic Initiative. And imagine if they could be invited to participate in building a new state with new jobs, new infrastructure, and a new life free from occupation.

And for Israel, the benefits of peace are enormous as well, perhaps even more significant. For starters, no nation on earth stands to gain so many new economic partners so quickly as Israel does, because 20 additional members – nations of the Arab League and 35 Muslim countries stand ready under the Arab Peace Initiative to all recognize Israel and normalize relations the moment a peace agreement is reached.

As Sheikh Abduallah bin Zaid said at a meeting of the foreign ministers of the Arab League, which we held in Paris a few months ago, he said to his minister colleagues – completely spontaneously, unexpected from me, he said, “You know what? After peace, Israel will enjoy greater economic benefit from relations with the Gulf than it now enjoys with Europe.” That’s the foreign minister of the United Arab Emirates.

Just imagine what that would mean for commerce and trade. Stanley Fischer, the former governor of the Bank of Israel who President Obama has nominated to serve on our own Federal Reserve Board, said that a peace agreement with the Palestinians could boost Israel’s GDP by as much as 6 percent a year.

And together, the Jewish state of Israel and the Arab state of Palestine can develop into an international hub for technology, for trade, tourism – tourism, unbelievable tourism, the holy sites of the world, of the major three religions. This would invigorate a region. It is long past time that the people of this great and ancient part of the world became known for what they can create, not for the conflicts that they can perpetrate. It is long past time that Jerusalem – the crucible of the world’s three great monotheistic religions – becomes known not as the object of constant struggle, but as the golden city of peace and unity, embodying the aspirations of Israelis and Palestinians alike.

The truth is that after decades of struggling with this conflict, we all know what the endgame looks like: an independent state for Palestinians wherever they may be; security arrangements for Israel that leave it more secure, not less; a full, phased, final withdrawal of the Israeli army; a just and agreed solution to the Palestinian refugee problem; an end to the conflict and all claims; and mutual recognition of the nation-state of the Palestinian people and the nation-state of the Jewish people.

That is our destination. And the real challenge is not what is it; it’s just how to get there – how to get the leaders and the body politic of both places to make the courageous decisions necessary to embrace what would be fair and what would work. That’s why I am working with President Abbas and with Prime Minister Netanyahu to achieve a framework for the negotiations that will define the endgame and all the core issues, and provide guidelines for the negotiators in their efforts to achieve a final-status peace agreement.

I have watched over 30 years in the United States Senate. I was on the lawn in Washington when the great handshake took place. I’ve watched Annapolis and Wye and Madrid and Oslo and all of these efforts, but always we’ve left out the endgame. Always, people have had to wonder when or if the real peace could be achieved.

One of the biggest challenges in reaching this agreement, I will tell you, my friends, is security. The Palestinians need to know that at the end of the day, their territory is going to be free of Israeli troops, that occupation ends; but the Israelis rightfully will not withdraw unless they know that the West Bank will not become a new Gaza. And nobody can blame any leader of Israel for being concerned about that reality. We have been working hard on addressing this challenge. President Obama’s approach begins with America’s steadfast commitment to Israel’s security. He knows and I know that there cannot be peace unless Israel’s security and its needs are met.

We have put the full range of resources of the U.S. Government behind this effort in an unprecedented way. For the past nine months, a team led by General John Allen – a four-star general and one of the most respected minds in the U.S. military – has been engaged in a comprehensive security dialogue with our Israeli and Palestinian counterparts.

Based on his efforts, we are confident that, together with Israel, working with Jordan, working with the Palestinians, working with us, all of us together can create a security structure that meets the highest standards anywhere in the world. And by developing a layered defense that includes significantly strengthening the fences on both sides of the border, by deploying state-of-the-art technology, with a comprehensive program of rigorous testing, we can make the border safe for any type of conventional or unconventional threat, from individual terrorists or a conventional armed force. We are well aware that technology alone is not the answer, but we also know that it can play a key role in helping to secure the Jordanian border, just like Iron Dome has played a key role in securing Israel’s southern communities.

Security is a priority because we understand that Israel has to be strong to make peace, but we also believe that peace will make Israel stronger. We are convinced that the greatest security of all will actually come from a two-state solution that brings Israel the lasting peace and secure borders that they deserve, and brings Palestinians the freedom and the dignity that they deserve.

As committed as we are, it is ultimately up to the Israelis and the Palestinians to reach an agreement on how to end this conflict. Make no mistake: this will require difficult political decisions and painful compromises on both sides. These are emotional issues, many embedded in age-old narratives. At the end of the day, it is up to Prime Minister Netanyahu and President Abbas to recognize what the world has recognized: that peace is in the best interests of their people. But that makes it no less true that at every level, everybody has a role to play. The Arab League and the European Union have already shown how they can pave the way for peace, and they have been unbelievably cooperative, and we’re grateful for their help. I thank King Abdullah of Jordan and Nasser Judeh and the extraordinary efforts of Jordan to help move this; the Arab League Nabil Elaraby, and Khalid Atiyah, the leader of the Arab League Follow-On Committee that is working month to month to stay current and to be engaged in this.

Many states have made contributions to the Palestinian economy, including a micro-infrastructure initiative that is making a difference to people’s everyday lives. Many companies, including some of you here, have invested in both Israel and the Palestinian territories, and you’ve shown the difference that the private sector can make in this endeavor. And all of you can make a positive contribution by dismissing, please, the all-too-easy skepticism by seeing the possibilities and by building the momentum for peace.

Successful diplomacy, like the conversations here at Davos, demands the kind of cooperation that has to come from many stakeholders. As Klaus Schwab says, in an interconnected world, all challenges must be addressed on the basis of togetherness. That is true, whether you’re talking about this peace effort or about what we must achieve in Syria, or about what we must ensure in Iran. Intensive, creative, strong diplomacy requires cooperation, and that is exactly why the United States is so engaged in the Middle East and around the world, and why we will stay so.

As our friends and partners take courageous steps forward, they can be assured that President Obama and his Administration will remain engaged for the long haul. But we will also confront these challenges with the urgency that they deserve. We dare not, and I sure you, we will not miss this moment.

Secretary Hagel expressed appreciation for the Government of Japan's efforts in securing approval of the landfill permit request to construct the Futenma Replacement Facility at Camp Schwab-Henoko Bay, and endorsed a forward-looking revision of the U.S.-Japan Defense Guidelines that would enable Japan to play a more active role in promoting regional peace and stability.

Secretary Hagel said the United States would continue to cooperate closely with Japan on strengthening the alliance to meet the security challenges of the 21st century.

Malaysia is an important partner in Southeast Asia that is making valuable contributions to international security both on its own and in partnership with ASEAN.  Secretary Hagel praised Malaysia's leadership in Southeast Asia.
The secretary and the minister also talked about ways to enhance the defense relationship between the United States and Malaysia, including by enhancing bilateral exercise and training opportunities and exploring expanded defense trade cooperation.

The two leaders looked forward to meeting again at the upcoming U.S.-ASEAN informal meeting in Hawaii in April.

To begin with, I’d like to invite His Excellency Phan Binh Minh to take the floor.

DEPUTY PRIME MINISTER MINH: His Excellency Secretary of State John Kerry, dear correspondents, member of the press; first I would like to extend my warmest welcome to Mr. John Kerry for coming back to Vietnam in the capacity of the Secretary of State. I’d like to thank you, Mr. Secretary, for your warm sentiments and friendship toward Vietnam and its people. Once again, I would like to highly value and commend your significant contribution in the past capacity as the senator and in the current capacity as the Secretary of State to promoting bilateral relationship between Vietnam and U.S.

Mr. Secretary and I had an open, candid, and constructive, meaningful talk on many issues of bilateral relations in order to promote this relationship as well as in regional and international issues. We note with satisfaction the practical and meaningful development of bilateral relations and multilateral framework cooperation between the two countries ever since the establishment of comprehensive partnership between our two countries. In the official visit to the U.S. by His Excellency State President Truong Tan Sang, we have discussed specific measures to further promote comprehensive partnership between the two countries in all areas. The two sides have agreed to enhance and intensify exchange of high-level delegations and contacts, and further promote cooperation in economic trade and investment. The U.S. is currently the leading trading partners and the seventh largest investor in Vietnam, however many potential for further cooperation remain untapped between the two countries, especially in economic trade and investment. We should further promote this to the level of comprehensive partnership.

Mr. Secretary and I have agreed that we should further promote cooperation in science and technology, including the official signing of the 123 civilian nuclear agreement and further promote cooperation in education, health, climate change, humanitarian issues, and addressing the consequences of war in the coming time.

I would take this opportunity to express my high appreciation of the USAID signing of contract for the environment impact assessment at the hotspots in Bien Hoa Airport and fact that the USAID and MOLISA of Vietnam have signed MOU on resolving the unexploded ordnance.

Mr. Secretary and I also agreed that the two sides would maintain candid and positive and constructive dialogues on issues of differences, including human rights. We also exchanged on the further implementation and enhancement of cooperation within the framework of regional and international forums, and we reaffirmed the support for ASEAN’s centrality to an emerging regional architecture.

On the East Sea issue, we emphasized the importance of maintaining peace, stability, security, and maritime safety, and we share the view that all territorial disputes in the East Sea must be resolved by peaceful means on the basis of international law, especially the UNCLOS 1982, and the relevant party should strictly observe the DOC and soon move forward to the conclusion of a COC.

MODERATOR: (Via interpreter) Thank you very much, Deputy Prime Minister, Minister Pham Binh Minh. Next I would like to invite Secretary John Kerry.

SECRETARY KERRY: Thank you very much, Foreign Minister Minh. It’s a pleasure to be with you again. I’m happy to be with you here. And I’m delighted to be in Hanoi for the first time as Secretary of State and to see with my own eyes how our relationship with Vietnam is deepening and moving forward. It’s meaningful to me personally to be here, obviously, because of the history, but frankly, much more so right now because of the future.

I want to thank my friend, the Deputy Prime Minister now and Foreign Minister Minh, for his hospitality and for a very productive discussion, continuing discussions which we had in New York and at the conferences, the ASEAN, as well as my meetings with the president, President Sang, and with the Prime Minister, Prime Minister Dung. I’m also looking forward to meeting with Prime Minister Dung in a little while, and with General Secretary Trong later today.

This is my fourth visit to Asia since I became Secretary, and I want to re-emphasize that the U.S. rebalance toward the Asia Pacific has been a top priority for President Obama from day one when he came into office. And today, our economic, our diplomatic, our strategic, and our people-to-people initiatives throughout the region are stronger than ever. What some are calling our rebalance within the rebalance, which is an intensified focus on Southeast Asia, is now a central part of our policy, as is our engagement with ASEAN, which sits at the heart of the Asia Pacific’s regional architecture. Nowhere is this more important or more visible, frankly, than in the heightened investment and engagement than right here in Vietnam.

When I touched down in Hanoi in 1991 for the first time as a civilian and as a senator, I have stark memories of a very, very different Hanoi. There were still laws that then restricted people’s interactions with foreigners. There was none of the vibrancy and energy that you see today in terms of the stores and shops and entrepreneurial activity. There were actually very, very few cars back then. Almost everybody was on a bicycle, bicycles all over; the streets were literally filled with bicycles. And there were very few motorbikes, very few motorcycles, not even that many hotels. I remember staying in the Government Guest House.

Today, the energy of this city is absolutely remarkable, as is the energy of this country, and the transformation is nothing short of amazing. In the years since we lifted the embargo and normalized relations, Vietnam has become a modern nation and an important partner of the United States. And it is a nation today with almost 40 percent of its population under the age of 25, all people teeming with energy and enthusiasm for the potential of the future.

Last July, President Obama and President Sang signed a new level of collaboration with the announcement of the U.S.-Vietnam Comprehensive Partnership. And I want to briefly touch on four specific areas where we are deepening our bilateral relationship.

First and foremost, we know that education, education of our people-to-people ties, are laying the foundation for a close U.S.-Vietnam partnership in years to come. And we’ve made great progress in strengthening those ties. Today, more than 16,000 Vietnamese students are studying in the United States, more than almost every other country in the world. In Ho Chi Minh City, I had the opportunity to meet and talk and listen to some of the impressive young men and women who were the alumni among the 4,000 alumni of the Fulbright program here in Vietnam. I take special pride in this program because when I was a younger senator I initiated efforts in the Senate to start this program. And before long, it became the largest Fulbright program in the world. Today, it is the second-largest program in the world. It has been an extraordinary success so far, and we look forward to building on that success by continuing to work with the Vietnamese Government to establish a full-fledged Fulbright University in Vietnam in the near future.

The second area that we are focusing on is trade. Trade is perhaps the clearest example of how far our nations have come in the 18 years since we normalized relations. Two-way trade between the United States and Vietnam has increased since 1995 more than 50-fold. Last week, we launched the Governance for Inclusive Growth program, through which the United States will help support Vietnam’s ongoing transition to a more inclusive, market-based economy that is based on the rule of law.

And as I told business leaders in Ho Chi Minh City on Saturday, the assistance that we provide through this program, this new program, will also help Vietnam to implement the Trans-Pacific Partnership. Once finalized, TPP will raise standards, including labor standards, open markets up. It will create millions of new jobs, not just in the United States and Vietnam but throughout the Asia Pacific. We are working very closely with Vietnam and other regional partners in order to complete the TPP negotiations as quickly as possible. But to realize our potential as a partner and for Vietnam to realize its potential as a thriving economy – and this is something we talked about openly and frankly – Vietnam needs to show a continued progress on human rights and freedoms, including the freedom of religion, the freedom of expression, and the freedom of association. I made this point clearly to Deputy Prime Minister Minh, as I have in all my previous discussions with Vietnamese officials.

Third, we are collaborating closely on the environment. Climate change is perhaps the single greatest threat facing most nations on the planet today. Yesterday, I had the opportunity to visit the same waters in the Mekong Delta that I patrolled 45 years ago, and I saw firsthand the ways in which the United States and Vietnam are now working hand in hand to pursue development in a way that is sustainable for the environment, for local economies, and most importantly, sustainable for the climate.

And finally, we are working to strengthen regional security. We are expanding our collaboration on humanitarian assistance and disaster relief efforts as well as on search-and-rescue capabilities. We’re also working more closely than ever on peacekeeping efforts. Next year, Vietnam, for the first time, will participate in the United Nations global peacekeeping operations.

No region can be secure in the absence of effective law enforcement in territorial waters. And because of that, today I am also pleased to announce $32.5 million in new U.S. assistance for maritime law enforcement in Southeast Asian states. This assistance will include, among other things, training and new fast-patrol vessels for coast guards. Building on existing efforts like the Gulf of Thailand initiative, this assistance will foster greater regional cooperation on maritime issues and ultimately provide the ability of Southeast Asian nations to carry out humanitarian activities and to police and monitor their waters more effectively.

In particular, peace and stability in the South China Sea is a top priority for us and for countries in the region. We are very concerned by and strongly opposed to coercive and aggressive tactics to advance territorial claims. Claimants have a responsibility to clarify their claims and to align their claims with international law and to pursue those claims within international peaceful institutions. Those countries can engage in arbitration and other means of negotiating disputes peacefully. We support ASEAN’s efforts with China to move quickly to conclude a code of conduct. And while a code of conduct is necessary for the long term, nations can also reduce the risk of miscommunication and miscalculation by taking steps today to put crisis prevention arrangements in place. That is an easy way to try and reduce tensions and try to reduce the potential for conflict.

Nowhere is that kind of effort more necessary today than it is in the East China Sea. President Obama and I are obviously very concerned about recent actions that have increased tensions between China and Japan, and we call for intensified negotiations and diplomatic initiatives.

Lastly, in discussing territorial disputes, I raised our deep concerns about China’s announcement of an East China Sea Air Defense Identification Zone. This move clearly increases the risk of a dangerous miscalculation or an accident, and it could escalate tensions even further. I told the deputy prime minister that the United States does not recognize that zone and does not accept it. China’s announcement will not change how the United States conducts military operations in the region.

This is a concern about which we have been very, very candid, and we’ve been very direct with the Chinese. The zone should not be implemented, and China should refrain from taking similar unilateral actions elsewhere in the region, and particularly over the South China Sea.

In the months and years ahead, I am really confident that this relationship is going to grow stronger, that we are going to make progress. Today, Vietnam is a country that is committed to a different future, to a better future. And despite the difficult history that our nations have shared, I have always been impressed in the many, many visits that I have made here, from working on POW/MIA to working on lifting the embargo to working on normalization, and now working on trying to truly give full definition, full blossom if you will, to the peaceful possibilities between our countries. As we begin to approach the 20th anniversary of normalized relations, we know that a strong, prosperous, and independent Vietnam that respects the rule of law and human rights will be a critical partner for the United States on many regional and global challenges that we face together.

So thank you very much, Mr. Minister, for welcoming me and my delegation here. I am grateful for our discussions thus far. We’ll have more time to talk over dinner tonight, and I look forward to my meeting with the prime minister and the chairman. Thank you.

DEPUTY PRIME MINISTER MINH: (Via interpreter) Thank you, Secretary John Kerry. Now I’d like to give some time for questions from correspondents. Please, from Vietnam News Agency.

QUESTION: (Via interpreter) (Inaudible) from Vietnam News Agency. I’d like to have a question for both foreign ministers. Would you give your view about the prospects of cooperation between Vietnam and the U.S. in economic trade and investment in the future?

DEPUTY PRIME MINISTER MINH: (Via interpreter) I’d like to address the question from Vietnam News Agency. In terms of economic trade and investment, this is one of the priorities in bilateral relationship between Vietnam and the U.S. (Inaudible) bilateral trade (inaudible) it has (inaudible) bilateral relations (inaudible) any country (inaudible) the U.S., it’s the seventh-largest investor to Vietnam. And we have great potential for economic trade and investment cooperation, during the talks we have exchanged on this issue. And we have (inaudible) promote specific measures to further enhance cooperation (inaudible) in the future. Because we have great potential (inaudible) in this area.

SECRETARY KERRY: Well, thank you, Minister. As I mentioned, the trade between the United States and Vietnam since 1995 has increased 50 times and it is growing on a constant basis. And we believe that if we can quickly come to agreement on the Trans-Pacific Partnership, the TPP trade agreement, that will create a trade alliance where you have almost 40 percent of the GDP of the world combined in this region, which is a very, very powerful trading entity. And if you raise the standards with respect to trade – the transparency, accountability, the labor standards and so forth – what you wind up doing is bringing everybody else along. They have to raise their standards in order to be able to partake in that, but also to be able to compete effectively.

So we think that this trade agreement is really one of the most significant steps that both of our nations can take to create jobs at home. Jobs will be created in America, jobs will be created in Vietnam, and we will both do better as a result. Just earlier this month, our U.S. Trade Representative, Ambassador Froman, and the team from his shop met with representatives from the 11 TPP partner countries. And we’re confident that that meeting is building momentum, that the work can move ahead quickly, that the negotiators will keep working hard. And the ministers plan to meet again in early January. So we’re very, very hopeful that achieving an ambitious, comprehensive, high-standard agreement is really critical for creating jobs and promoting growth.

Now, one thing I did raise with the minister is that we believe – we happen to believe that Vietnam will be even more energized economically, more competitive, and more powerful if it begins to transition some of its state-owned enterprises into private sector and begin to compete in the private sector in a way that most other countries are embracing. We think that’ll make a difference, but obviously, Vietnam needs to make its own decision about its schedule or its intentions. But we believe the TPP can define a very strong economic growth rate for this region and we really hope countries will rapidly move to close the agreement and to implement it.

QUESTION: Hello, Lesley Wroughton from Reuters. Mr. Secretary, how does your announcement today on maritime security – how does your announcement today on increased assistance for maritime security fit into these increased tensions with China? If anything, those tensions seem to have escalated not only in the East China Sea but also in the South China Sea.

And to the deputy prime minister, how – do you at all feel threatened by China, and how will this assistance help you deal with that threat?

Another one for Mr. Secretary on TPP: When you departed Washington, 47 lawmakers sent you a letter to say – to ask you to tie the TPP talks with Vietnam in with progress on human rights. Did you get any assurances today of any improvements coming up in that record, in the human rights record?

SECRETARY KERRY: With respect to the maritime announcement that we’ve made today, quite simply and directly let me tell you that this maritime announcement has nothing to do with any recent announcements by any other country or any of the tensions in the region. It is simply not a response to those recent announcements. This is part of a gradual and deliberate expansion that has been planned for some period of time which we have been working on. It expands on existing agreements and programs that we have now and it builds on a commitment to strengthen maritime capacity within ASEAN and within this region. So this is really an ongoing policy and not some kind of quickly conceived reaction to any events in the region.

With respect to the letter, I am very cognizant of the issue. As I said in my opening comments, we discussed it. I raised the issue with the foreign minister. There is some progress that is being made, and we have encouraged more progress to be made. There are increased number of church registrations. There have been increases within the new constitutional process of some additional rights. There are some things that we would have liked to have seen embraced that weren’t, and we’ve raised those. But this is an ongoing conversation, absolutely. I also raised individual cases of individual people and situations, and we had a very direct and healthy exchange about this. And I’ll let the foreign minister speak for himself about it, as he no doubt will.

But our need is to see progress on that, and I made it clear that TPP, the 123 agreement, the congressional readiness to move forward on any number of initiatives will be, obviously, affected by the degree of progress that is perceived.

DEPUTY PRIME MINISTER MINH: (Via interpreter) (Inaudible.) We have comprehensive, as the Secretary mentioned, (inaudible) relations, and there has been recent (inaudible). We have differences at sea. We also have agreements on six guiding principles on resolving issues at sea, including (inaudible) the United Nations welcomes the (inaudible) in ASEAN countries who are also implementing the DOC and well on the way to formulate DOC. And these are the kind of measures that are going to maintain peace, stability, maritime security, and safety. Thank you.

Joint Statement by President Barack Obama of the United States of America and President Truong Tan Sang of the Socialist Republic of Vietnam

President Barack Obama welcomed President Truong Tan Sang of the Socialist Republic of Vietnam to the White House on July 25, 2013.  During their meeting, the two Presidents affirmed their commitment to opening a new phase of bilateral relations between Vietnam and the United States based on mutual respect and common interests.  President Truong Tan Sang’s visit comes at an important time for both nations, reflecting a shared desire to build a forward-looking relationship between the two countries.

President Obama and President Truong Tan Sang decided to form a U.S.-Vietnam Comprehensive Partnership to provide an overarching framework for advancing the relationship.  They underlined the principles of the U.S.-Vietnam Comprehensive Partnership, including respect for the United Nations Charter, international law, and each other’s political systems, independence, sovereignty, and territorial integrity.  They stated that the Comprehensive Partnership is intended to contribute to peace, stability, cooperation, and prosperity in each country, in the region, and in the world.  The new Comprehensive Partnership will create mechanisms for cooperation in areas including political and diplomatic relations, trade and economic ties, science and technology, education and training, environment and health, war legacy issues, defense and security, protection and promotion of human rights, and culture, sports, and tourism.

Political and Diplomatic Cooperation

As part of the U.S.-Vietnam Comprehensive Partnership, the two sides agreed to increase high level exchanges as well as contacts at all levels, and to intensify dialogue and cooperation mechanisms.  President Obama affirmed the United States’ support for Vietnam’s independence, sovereignty, prosperity, and integration into the international community.  President Truong Tan Sang welcomed the United States’ enhanced cooperation in the Asia-Pacific, which contributes to the peace, stability, and prosperity of the region.

The Presidents welcomed the establishment of a regular dialogue between their two foreign ministers, and encouraged dialogues and exchanges between entities associated with political parties in both countries.

President Obama and President Truong Tan Sang agreed to enhance cooperation at regional and international forums including The Asia Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN), the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministerial Meeting Plus (ADMM+) to support peace, stability, cooperation, and development in the Asia-Pacific region.  The two Leaders reaffirmed their support for the settlement of disputes by peaceful means in accordance with international law, including as reflected in the United Nations Convention on the Law of the Sea .  The Presidents also reaffirmed their support for the principle of non-use of force or threat-of-force in resolving territorial and maritime disputes.  The Presidents underscored the value of full observance of the Declaration of Conduct of Parties in the South China Sea (DOC) and the importance of launching negotiations to conclude an effective Code of Conduct (COC).

President Truong Tan Sang expressed his appreciation for the Lower Mekong Initiative (LMI).  The two Presidents agreed that the two sides would work together with other member countries and the Friends of the Lower Mekong to further strengthen regional cooperation to promote prosperity and sustainable development, narrow the development gap, enhance connectivity, and respond to transnational challenges in the region.

The two Presidents instructed relevant agencies to conclude as soon as possible a bilateral agreement on the construction of new embassies and missions.  The Leaders affirmed that the United States’ and Vietnam’s diplomatic presence in their respective capitals should reflect the development of their bilateral ties.

Trade and Economic Ties

Recalling their discussions in Cambodia in November 2012, President Obama and President Truong Tan Sang reaffirmed their commitment to conclude a comprehensive, high-standard Trans-Pacific Partnership (TPP) agreement as soon as possible this year.  A 21st-century TPP agreement will advance regional economic integration, further development objectives, and lead to the creation of jobs in the United States, Vietnam, and all TPP countries, while taking into account the diversity of the participants’ levels of development in the context of a comprehensive and balanced package.

The Presidents welcomed continued efforts to further bilateral economic, commercial, and investment ties, and President Obama noted Vietnam’s reform efforts as a developing economy.  They underlined the critical value of these efforts to advancing the bilateral relationship, and the importance of economic cooperation as a foundation and engine for the new U.S.-Vietnam Comprehensive Partnership.  The Presidents agreed to enhance cooperation under the U.S.-Vietnam Trade and Investment Framework Agreement (TIFA) Council as well as under the ASEAN Enhanced Economic Engagement initiative and in APEC to increase economic and trade engagement in line with the bilateral Comprehensive Partnership and shared objectives in the World Trade Organization (WTO), APEC, and ASEAN fora.  President Obama applauded Vietnam’s progress in economic reform President Obama noted Vietnam’s interest in pursuing market economy country status and is committed to intensifying the United States’ constructive engagement with Vietnam on its economic reforms.  The Presidents acknowledged Vietnam’s intention to accede to the Cape Town Convention on International Interests in Mobile Equipment (CTC).

Both Presidents noted the importance of growing commercial ties between the two economies, and made special mention of: the MOU signed between PetroVietnam and U.S. Export-Import Bank to support trade and investment in the petroleum and energy sectors in Vietnam; the Framework Heads Agreement on the Ca Voi Xanh offshore Vietnam development project between Exxon Mobil Corporation and PetroVietnam; the Cooperation Agreement between Murphy Oil Corporation and PetroVietnam Exploration Production Corporation (PVEP); an MOU between Metropolitan Life Insurance Company (MetLife) and Bank for Investment and Development of Vietnam (BIDV);  and the Vietnam Ministry of Finance's approval in principle for establishment of a fund management company by ACE Insurance.  The Presidents welcomed U.S. Department of Agriculture support for capacity building and training programs designed to help Vietnam adopt and apply sound science and technology to the benefit of Vietnamese farmers, agricultural companies, and consumers.  The two leaders recognized the importance of protecting the most vulnerable populations while pursuing economic development, including working together to combat child and forced labor.

Science and Technology Cooperation

President Obama and President Truong Tan Sang discussed the importance of scientific and technological cooperation.  They welcomed the 8th meeting of the Joint Committee for Scientific and Technological Cooperation to be held this autumn, and highlighted efforts to build ties between the scientific communities in the United States and Vietnam to strengthen bilateral relations, respond to climate change and other global challenges, and foster innovation-driven economic growth.  President Obama and President Truong Tan Sang reiterated their intention to continue scientific cooperation, including in the areas of civil nuclear energy, space technology, and maritime research.  The Presidents highlighted the successful conclusion of a joint effort to remove all highly enriched uranium from Vietnam.  The two leaders agreed to continue cooperation to support Vietnam’s aspirations for a peaceful nuclear energy program with the highest standards of safety, safeguards, and security.

Education Cooperation

The Presidents agreed on the need to enhance educational, cultural, and people-to-people ties between the United States and Vietnam.  They remarked on the rapid growth of Vietnamese students studying at U.S. universities and colleges, and expressed hope that more U.S. students will pursue study abroad opportunities in Vietnam.  They agreed that close cooperation on education and training are critical elements to the next phase of the relationship.  They also noted that robust English language instruction will help Vietnam compete in the 21st century global economy.  President Obama and President Truong Tan Sang noted the success of bilateral education and exchange initiatives, especially the Fulbright program and the Higher Engineering Education Alliance Program (HEEAP).  The two Presidents noted the success of the Fulbright Economics Teaching Program and President Truong Tan Sang welcomed the initiative establishing a Fulbright University in Vietnam.

Environment and Health

President Obama and President Truong Tan Sang welcomed increasing bilateral cooperation to reduce greenhouse gas emissions in Vietnam through promotion of clean energy, energy efficiency, and sustainable forestry, and to strengthen Vietnam’s resilience to climate change, rising sea level and natural disasters, including through the United States Agency for International Development’s (USAID) Clean Energy Program and Forests and Deltas Program.  President Obama reaffirmed the United States’ commitment to providing further medical and other care and assistance for persons with disabilities, regardless of cause.

The two leaders also agreed to work together, along with their LMI partners, to promote scientific research, capacity-building, and dialogue to ensure the long-term health and sustainability of the Mekong Delta and the Lower Mekong River Basin.  President Obama expressed appreciation for Vietnam’s leadership as the co-chair of the LMI Environment and Water Pillar, which has included two joint research proposals from Vietnam on water resources management in the basin.  The two leaders expressed satisfaction with the recent conclusion of the Agreement on Healthcare and Medical Sciences Cooperation and looked forward to enhanced public health cooperation to promote global health security.  President Truong Tan Sang expressed his appreciation for the U.S. government’s continued support through the President's Emergency Plan for AIDS Relief (PEPFAR) for Vietnam’s efforts to build sustainable systems for HIV/AIDS prevention, treatment, and care.

War Legacy Issues

The two Presidents agreed that extensive cooperation in addressing war legacy issues to deepen mutual trust has allowed both countries to develop a relationship that looks to the future.  President Obama expressed his appreciation for Vietnam’s continued cooperation in providing for the fullest possible accounting for U.S. personnel missing in action (MIA).  President Obama reaffirmed the U.S. commitment to assist Vietnam in its MIA accounting efforts.  President Truong Tan Sang noted the U.S. Government’s contributions to Vietnam’s efforts to clean up unexploded ordnance (UXO), assist those injured by UXO, and prevent future casualties.  The Presidents expressed satisfaction with progress on USAID and the Vietnamese Ministry of National Defense’s project to clean up dioxin contamination at Danang International Airport.  President Truong Tan Sang welcomed plans by the U.S. Government to conduct an environmental assessment of dioxin contamination at Bien Hoa Air Base.

Defense and Security

The two leaders agreed that the United States and Vietnam would continue to cooperate on defense and security.  They expressed satisfaction with the Memorandum of Understanding on Advancing Bilateral Defense Cooperation of 2011 and reaffirmed their commitment to its full implementation.  The Presidents agreed to continue the U.S.-Vietnam Defense Policy Dialogue and the bilateral Political, Security, and Defense dialogue as opportunities to review the defense and security relationship and discuss future cooperation.  The two Presidents agreed to expand mutually beneficial cooperation to enhance capabilities such as search and rescue and disaster response.  The Presidents also underscored the importance of enhanced cooperation in non-traditional security matters and agreed to work more closely to counter terrorism; enhance maritime law enforcement cooperation; combat transnational crime including piracy, and narcotics, human, and wildlife trafficking; and address high-tech crime and cyber security.  President Obama welcomed Vietnam’s decision to participate in United Nations peacekeeping operations and emphasized the United States’ desire to assist with training and other support for this effort through the Global Peace Operations Initiative (GPOI).

Promotion and Protection of Human Rights

The Presidents took note of the benefits of a candid and open dialogue to enhance mutual understanding and narrow differences on human rights.  They emphasized the importance of protection and promotion of human rights.  President Truong Tan Sang informed President Obama of Vietnam’s efforts and achievements in promoting human rights and rule of law and in protecting the rights of religious believers.  President Truong Tan Sang also affirmed that Vietnam was prepared to sign the United Nations Convention Against Torture by the end of the year and stated that Vietnam would invite the Special Rapporteur on Freedom of Religion or Belief in 2014.  Both sides reaffirmed their commitment to uphold the United Nations Charter and the Universal Declaration of Human Rights.

Culture, Tourism and Sports

President Truong Tan Sang and President Obama highlighted the importance of enhanced cooperation on culture, sports and tourism to strengthening people-to-people exchange and mutual understanding.  They took note of the success of the Vietnamese-American community in the United States and their important contributions to the growth of bilateral ties.  The two Presidents encouraged more people-to-people exchange through art performances, concerts, exhibitions and other cultural and sports events between the two countries.

SECRETARY KERRY: Well, I know that President Obama was very disappointed to cancel his visit, especially given his personal connection and commitment to the region. But I also know that he believes very deeply in the importance of the relationship between the United States and Malaysia and also in the potential for a relationship in the years to come.

Today, our two nations are really working together in more areas than ever before, in economics, in climate, in connectivity, law enforcement, counterterrorism, counter-proliferation, maritime security, science, education – you name it, and we are doing it and doing it together. We’re very grateful for Malaysia’s leadership on every single one of these issues.

I had the occasion at a couple of the dinners in the last few days and at the ASEAN meeting as well as the APEC and similarly at the East Asia Summit to have long and good conversations with the Prime Minister, Prime Minister Najib. And I’m grateful for the discussions that we had, as well as with the Foreign Minister. And having just left Brunei and the first-ever summit that has taken place between the U.S. and ASEAN, I want to thank Malaysia for its leadership through every single one of those meetings on all of the topics of importance to us. So we’re very much looking forward to Malaysia’s chair of ASEAN, which will take place a year hence in 2015.

I’m also proud to say that the ties between our people are clearly getting stronger. Thanks to the close coordination between President Obama and Prime Minister Najib, today American Fulbright English teaching assistants are connecting to Malaysian students all over the country in Kuala Lumpur all the way to Kuantan. And I know firsthand the importance of that program, because I was lucky to have my daughter take part as a Fulbrighter, and I know how profound the impact of that program can be. In fact, all of those exchanges make a difference, and that’s why we’re deeply committed to them here in the region.

These critical connections are also behind our commitment in expanding our people-to-people initiatives like the Global Entrepreneurial Summit, which I will have the privilege of addressing tomorrow. I think it speaks to Malaysia’s important role in driving regional prosperity that it is holding and hosting the fourth global summit right here in Kuala Lumpur. And tomorrow, when I speak to them, I’m going to have a chance to talk to young people from around the world who are here in order to find ways to pursue their dreams and make their communities stronger and better.

On behalf of President Obama, the United States is really proud to be part of that effort. But we’re convinced that we can do even more to help young leaders be able to achieve their goals. In order for their success – excuse me – and the success of other entrepreneurs, both in the United States and Malaysia, to be as far reaching as possible, it’s imperative that we support open trade and open investment wherever we can.

Today, the United States and Malaysia have a very strong economic relationship. We are Malaysia’s fourth-largest trading partner and we are the largest foreign investor in Malaysian industries. But we believe we can do more. And the Trans-Pacific Partnership, we think is the instrument to help get us there. Prime Minister Najib and I had a very productive meeting with the TPP leaders in Bali earlier this week. And I really look forward to working with our partners in Malaysia in order to finalize that agreement by the end of the year.

We recognize there are always hurdles in each country, but as U.S. Trade Representative Ambassador Froman has said, we are prepared to be both flexible and creative in order to help countries be able to meet both the timing and the goals.

So on behalf of President Obama, I want to thank Malaysia for its very committed partnership. I want to thank them for their friendship. And I look forward to continuing what has already been a very productive trip to the region with a dynamic set of meetings tomorrow morning. With that, I’m happy to take a couple questions.

MS. PSAKI: Anne.

QUESTION: Thank you, Mr. Secretary. On Egypt, having taken this step on aid, what leverage does the United States still have to encourage the result you want there, a transition to – a return to civilian rule, given that neither the previous elected government nor the current interim military government seem to listen to you so far? What hope do you have that the result will be different?

SECRETARY KERRY: Well, I disagree with the premise of that. We’ve had a series of constant conversations regarding the roadmap, the road forward for Egypt. And we will continue to have those conversations. And I think the interim government understands very well our commitment to the success of this government, which we want to see achieve. And by no means is this a withdrawal from our relationship or severing of our serious commitment to helping the government meet those goals.

Obviously, we want to make sure that the roadmap results in a constitution that recognizes universal human rights, that respects minorities, that brings people to the table in an inclusive way, and we’re convinced that – and ultimately results in free and fair elections. In our conversations with the Egyptians, they insist to us that that is exactly the roadmap that they are on, that that is what they intend to achieve. And what we’re doing is holding back a certain element of the aid which we don’t believe is relevant to the immediate needs of this government in terms of the roadmap or in terms of their security.

Now with respect to security, with respect to the Sinai, with respect to the peace process, and with respect to the security needs of the region, we are continuing to provide assistance because it’s in our interest as well as theirs and our friends in the region to do so. In addition, we’re going to continue to provide spare and replacement parts and related services for some of the programs that we think are important to continuing military education and training, because that’s important to our interests. And they are grateful and, I think, understand that.

In addition, we’re going to continue to support areas that directly benefit the Egyptian people – education, private sector development. We will be engaged in that. And we will continue to make certain that the roadmap remains a primary goal for the interim government, because I believe they do want to continue the relationship in a positive way with the United States. Now, we will not be providing direct cash assistance to the budget of the government at this moment in time, and we’re reserving delivery with respect to any key large systems like the Apache or M1A1 tanks and a few things like that.

So I think that on the contrary, we’re going to continue. We want this government to succeed, but we want it also to be the kind of government that Americans will feel comfortable supporting and being engaged in.

QUESTION: How long do you think that suspension will last? And also, could I just ask you very quickly to comment on the kidnapping of the Libyan Prime Minister Ali Zeidan?

SECRETARY KERRY: Sure. I think this recalibration of assistance is really geared to try to leverage the outcomes that citizens in American care about enormously, that Egyptians care about equally – more importantly, that the Egyptian people want for their country. And so as we see this roadmap evolve and actually be met, which the Egyptian Government has said, we expect the renewal of certain of those systems as it is deemed by the President of the United States to be relevant to that particular moment and to the relationship. So this will be on a basis of performance, and it’ll be on the basis of what evolves over the course of the roadmap in the next months.

With respect to Libya, I spoke this afternoon with Ambassador Deborah Jones and we’ve been, obviously, in touch with Washington regarding this. It is clearly a situation that is still evolving. The Libyan Prime Minister, to our understanding, has been released. It is our understanding that there has been no statement yet issued as to the who, what, why, and how. And so we’re staying in very close touch, obviously. Our embassy personnel are secure. We’re confident about our abilities to keep them in that security. But as the situation evolves over the next hours and days, we will obviously share more with you. But it is an evolving situation.

One of the things that it really underscores is something that we’ve been really focused on in these last months, which is building capacity in Libya. And we’ve had a number of meetings and discussions about this over the course of the last months. It’s something we and others, our friends and allies involved in Libya – the French, the British, Italians, and others – are all unified in trying to address. And we have hopes that we can continue to do that probably with greater speed and with greater success, but that is a very major focus that this really underscores the events of the last 24 hours.

MODERATOR: Indira.

QUESTION: Thank you, Secretary Kerry. Is this on? South Africa and Brazil both had nuclear weapons programs, and today they’re both enriching uranium. Iran has said that its right to peaceful enrichment is non-negotiable in the upcoming talks. Can you assure Iran’s new government, which says it wants a deal within a year but is facing strong opposition from domestic hardliners at home, that it too will be allowed to enrich like South Africa and Brazil once it comes clean on all illicit activities?

SECRETARY KERRY: Well, obviously the question of enrichment is at the center of the negotiations themselves, and I’m not about to negotiate here in Kuala Lumpur today in answer to your question. But we have made it clear to Iran that they can have a peaceful nuclear program as they meet the requirements of the international community as expressed in the additional protocols and in the resolutions that have been passed by the UN Security Council.

Now, there is a negotiation coming up in the next few days. We’ve had private discussions; I’ve personally had private discussion with the Foreign Minister, and I think it’s best to keep those discussions private and personal at this point in time. But Iran knows what it needs to do in order to be able to have a peaceful program, and we’re prepared to negotiate a resolution and believe, as President Obama has said many times, that a negotiated, peaceful resolution is by far his preference. So we will negotiate, but we’re not going to negotiate publicly in the next days.

SECRETARY OF DEFENSE HAGEL NOTES STRONG U.S.-PHILIPPINE RELATIONSHIP

Hagel Praises 'Unbreakable' U.S.-Philippine Alliance

WASHINGTON, Aug. 30, 2013 - On the last stop of what he called a "very productive" trip to four countries in Southeast Asia, Defense Secretary Chuck Hagel met today with Philippine government and defense leaders and later paid his respects to U.S. troops laid to rest at the Manila American Cemetery.

The secretary left Washington, D.C., Aug. 22 and visited his counterparts in Malaysia, Indonesia and Brunei before arriving today in Manila.

In Brunei on Aug. 28 he attended a meeting of defense ministers from 10 countries that belong to the Association of Southeast Asian Nations, or ASEAN. The 10 member states are Burma, Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

Yesterday, he attended the second-ever meeting of the ASEAN Defense Ministers Meeting-Plus, a group made up of the 10 ASEAN defense ministers and eight dialogue partners: defense ministers from the United States, China, Japan, South Korea, Australia, India, New Zealand and Russia.

Today in Manila, after meeting with President Benigno S. Aquino III at the Malacanang Palace, Hagel and National Defense Secretary Voltaire Gazmin held a press conference there.

"In my meeting with President Aquino I noted that the deep and unbreakable alliance between the United States and the Philippines is an anchor for peace and stability and prosperity in this region," Hagel said.

"Our close ties to the Philippines have been forged through a history of shared sacrifice and common purpose," he added, "and continuing to strengthen the close partnership between our nations is an important part of America's long-term strategy of rebalancing in the Asia-Pacific."

An important topic of discussion among the three men and Foreign Secretary Albert F. del Rosario involved ongoing negotiations for a Framework Agreement that would allow U.S. forces to operate on Philippine military bases and in Philippine territory and waters to help build Philippine armed forces capacity in maritime security and maritime domain awareness.

The last time the United States and the Philippines signed a mutual defense treaty was in 1951, and the new Framework Agreement would update the agreement for routine troop rotations and related activities, according to a senior defense official traveling with the secretary.

"The visit of U.S. Defense Secretary Chuck Hagel to the Philippines coincides with an important date for Philippines-U.S. defense relations," Gazmin said at the press conference. "For it was on 30 Aug. 1951 that the mutual defense treaty was signed. Today is the 62nd anniversary."

"In the spirit of that [early] treaty and its continuing relevance today, President Aquino and I reaffirmed the progress being made in the ongoing discussions for our Framework Agreement," Hagel said.

Hagel said the Framework Agreement will strengthen cooperation between the two militaries and help them work together more effectively. He noted that the negotiating teams are working hard to finish the agreement.

"The United States does not seek permanent bases in the Philippines," Hagel said. "That would represent a return to an outdated Cold War mentality. Instead, we are using a new model of military-to-military cooperation befitting two great allies and friends."

Increasing the United States' rotational presence in the Philippines as it has done recently in Singapore and Australia will benefit the U.S. and Philippine militaries, Hagel said, by increasing their ability to train and operate together and support President Aquino's defense modernization agenda.

The United States has a great deal of experience in building a modern military, the secretary said.

"And we would like to share what we've learned with our Philippine allies," Hagel added.

The leaders also discussed the situation in the South China Sea, where many countries have overlapping claims on the area that could lead to tensions in the maritime domain.

Hagel called this "an issue the United States, our allies, partners and friends in this part of the world hope will be resolved peacefully and without coercion."

The United States supports ASEAN efforts to negotiate a South China Sea Code of Conduct, which Hagel said would help peacefully manage disagreements and disputes that arise from competing territorial and maritime claims.

"In the meantime," the secretary said, "we encourage nations to peacefully resolve their disputes through internationally accepted mechanisms in accordance with international law, including the Law of the Sea."

Later in the afternoon, Hagel took time from his schedule to honor 17,202 fallen troops from World War II, Americans and some Filipinos who fought shoulder to shoulder, buried at the Manila American Cemetery here on 152 acres of elegantly designed green space settled on gently rising ground.

On the rise is a simple tower that contains a small chapel and altar. On a regular schedule, a carillon plays the national songs of the Philippines and the United States, then Taps.

Flaring from each side like parentheses are two long narrow structures formed into a series of open rooms. Some rooms have stone benches but most have nothing except maps or names on the walls.

On some walls are drawn colorful maps that detail different World War II battles -- the defense of Luzon, 8 Dec. 1941 to 6 May 1942, for example, or the defense of Southeast Asia, December 1941 to May 1942.

Most walls contain the names and details of 36,286 of the missing. According to literature from the cemetery, 16,919 are from the U.S. Army and Army Air Force, 17,582 are from the U.S. Navy, 1,727 from the U.S. Marine Corps, and 58 are Coast Guard.

The Manila American Cemetery is located within the boundaries of the old U.S. Army reservation of Fort William McKinley.

Those resting forever in the cemetery here represent 40 percent of the burials made originally in temporary cemeteries in New Guinea, the Philippines and other islands of the Southwest Pacific, and in the Palau Islands of the Central Pacific, according to the cemetery booklet.

Most of these troops fell in the epic defense of the Philippines and East Indies in 1941 and 1942 or in the long but victorious return of the American forces through the vast island chain, the book said. The cemetery and memorial were finished in 1960. The cemetery was dedicated on Dec. 8, 1960.

At the cemetery, Hagel walked from the motorcade to an area across from the chapel and tower that was covered against the tropical sun. A large display of flowers filled the chapel doorway. He and a small group stood at attention while the carillon played through its songs to Taps.

The secretary approached the chapel and climbed the few steps. He stood for a moment before the display honoring the troops, then offered a quick salute and turned to walk down the stairs.

The graves area is divided into 11 curved lettered plots forming concentric bands around the high ground of the memorial. After examining the chapel, Hagel spent time walking among some of the cemetery's 17,097 white-cross headstones.
