JIEDDO BECOMES COMBAT SUPPORT AGENCY TO COUNTER IED THREATS WORLDWIDE

WASHINGTON, April 6, 2015 – The organization that has fought for a decade to defeat improvised explosive devices used by American enemies in the Iraq and Afghanistan wars has become a combat support agency, its director said in a recent interview.

The Joint Improvised Explosive Device Defeat Organization -- known as JIEDDO -- was realigned under the defense undersecretary for acquisition, technology and logistics March 11 and is “here to stay,” Army Lt. Gen. John D. Johnson told DoD News.

Johnson said he wants to ensure every commander and warfighter is aware of the agency’s capabilities to support those in the field.

Johnson added that DoD’s senior leadership recognized that the global threat of IEDs is not going away, and that the agency’s new status means the capabilities it provides will be around a long time.

As a Defense Department function, the general said, the agency has better access to other DoD capabilities to “collaborate and to make sure we’re providing even better support to deployed service members.”

JIEDDO Established During Wars

Johnson said the need for JIEDDO became great when IEDs were killing and injuring large numbers of service members, and JIEDDO stood up as a joint organization from an Army task force in 2006 at the height of the Iraq and Afghanistan wars. The military realized it needed an organization to work across the entire spectrum of the problem by analyzing IED threats and developing training and new equipment for warfighters, he added.

Today, “we track IEDs around the world, and in past 12 months, over 26,000 IED events caused 55,000 casualties,” the JIEDDO director pointed out.

“Gratefully, very few were Americans,” he added, “but it means that anywhere U.S. troops deploy, they are going to be at risk of IEDs.”

JIEDDO works to connect a variety of IED experts early within deploying units’ training cycles, Johnson said, so warfighters are knowledgeable of terrorist networks and the types of battlefield support the combat support agency will provide them.

Embedding Experts with Troops

JIEDDO experts range from intelligence analysts, operational experts, and combat advisers that offer training and adaptable solutions to warfighters and forces building allies’ capacities to improve counter-IED efforts, Johnson said.
These experts embed with U.S. forces from the start of deployment, regardless of assignment, from maritime crisis response forces, the Army’s regionally aligned forces or special operations, the general said.

Embedding experts helps troops and commanders understand what they’re seeing and how best to use the resources at their disposal to deal with threats, protect forces and defeat the enemy, he said.

JIEDDO a ‘Game Changer’ After Wars

JIEDDO brought a game changer to the table after its work during the Iraq and Afghanistan wars, in which it provided a warfighter package of urgently needed training, analytical support and equipment to counter IED threats, the general said. Today, those capabilities reach across the globe, he added.

“We can apply the analysis to new training techniques, new tactics, equipment, and significantly enhance how our ground forces do business,” he said. “We help warfighters adapt.”

A key issue of IED proliferation by a variety of terrorist networks is that these homemade bombs use products such as fertilizer and cheap, commercial-grade explosives used in farming and mining, so the materials are available just about anywhere, Johnson pointed out.

Compounding the expanding IED global presence is that terrorist networks share information, he said.

“The enemies are very innovative, and they share their ideas and innovations. If we see IEDs that have success in one place, we can guarantee you we’re likely to see it elsewhere,” Johnson said.

And it’s that very type of information JIEDDO shares with forces deployed around the world so warfighters are better prepared and equipped to handle the problem, in addition to having reachback to national level resources, the director explained.

‘Global IED Threats to Continue’

There was some thought that JIEDDO might cease to exist following the end of the two wars, Johnson said, but that is not the case.

“The truth is, we’re going to face IEDs anywhere we go in the world,” he emphasized. “IEDs have proliferated around the world, and they challenge security forces across the globe. Now we’re back helping the Iraqis with the problems there, and our enemies are using IEDs in greater numbers all the time.”
Because of that global threat, JIEDDO’s business model is well entrenched for efforts in the Middle East, but also counters the IED threat in various other regions of the world such as Africa, South America, the Far East and the Pacific region, Johnson said.

JIEDDO’s mission is far-reaching, but has a central goal, he said.

“We provide counter-IED capabilities that allow [service members] to adapt and be that No. 1 weapon on the battlefield,” said Johnson, who described service members as “the most trained, most capable weapon.”

Coalition, Afghan Forces Arrest Extremists in Paktia Province

KABUL, Afghanistan, June 20, 2013 - A combined Afghan and coalition security force arrested three extremists during a search for a senior Haqqani network leader in the Zurmat district of Afghanistan's Paktia province today, military officials reported.

The Haqqani leader organizes and executes attacks against Afghan and coalition forces and manages supply routes for weapons and equipment.

The security force also seized a rocket-propelled grenade launcher, a grenade, six anti-personnel mines, body armor, nine assault rifle magazines and ammunition.

In Afghanistan operations yesterday:

-- A combined force in Kandahar province's Panjwai district killed a Taliban leader who produced and distributed improvised explosive devices and facilitated the movement of Taliban weapons.

-- Afghan local police in Kandahar's Panjwai district neutralized four IEDs after seeing enemy fighters planting them. Working from the district's newest checkpoint, local police for the village of Pay-e Maluk have neutralized 12 IEDs over the last week in their daily patrols.

-- A combined force in Wardak province's Sayyidabad district killed two extremists during a search for a Taliban leader who controls a group responsible for attacks on Highway 1 targeting Afghan civilians and Afghan and coalition forces. He also coordinates the movement of weapons and performs intelligence and reconnaissance duties for senior Taliban leaders.

-- An Afghan provincial response company uncovered more than 800 pounds of homemade explosive materials near Wardak's Sra Kala village and arrested a suspect.

Combined Force in Kandahar Arrests Taliban Leader

KABUL, Afghanistan, June 19, 2013 - A combined Afghan and coalition security force arrested a Taliban leader and another extremist in Kandahar City, the provincial capital of Afghanistan's Kandahar province, today, military officials reported.


The Taliban leader is responsible for attacks on Afghan and coalition forces, facilitates the movement of weapons in Kandahar City and the province's Shah Wali Kot district, and manages weapons caches.

The security force also seized an assault rifle in the operation.


In other Afghanistan operations today:
-- A combined force in Kandahar City arrested a Taliban facilitator who procures improvised explosive devices, weapons and ammunition and distributes them for attacks targeting Afghan and coalition forces. He also manages supply routes into Kandahar province. The security force also arrested six other extremists.

-- In Helmand province's Marjah district, a combined force arrested a Taliban leader who controls groups responsible for attacks against Afghan and coalition forces. He also finances local Taliban cells, coordinates ammunition storage and coordinates IED movement and placement. The security force also arrested five other extremists and seized a shotgun.

-- Also in Helmand's Marjah district, a combined force arrested five extremists during a search for Taliban leader who coordinates, directs and executes attacks against Afghan and coalition forces. He also passes strategic guidance from senior Taliban leadership to low-level fighters and facilitates movement of IEDs and other equipment. The security force also seized an assault rifle, four magazines and ammunition.


In operations yesterday:
-- In Herat province's Shindand district, Afghan special forces soldiers killed two enemy fighters who attacked them during a patrol near a local police checkpoint.

-- Afghan special forces soldiers detained five enemy fighters in Kandahar's Maiwand district. The Afghan forces planned and executed the unilateral operation to deny the enemy a safe haven in Chesmeth village.

Combined Force Kills Extremists in Kunduz Province

KABUL, Afghanistan, June 13, 2013 - A combined Afghan and coalition security force killed five extremists after being fired upon during a search of a senior Taliban leader in the Archi district of Afghanistan's Kunduz province today, military officials reported.

The Taliban leader builds improvised explosive devices and suicide vests and has also directed and coordinated attacks that have killed Afghan security force members.

The security force also seized a rocket-propelled grenade launcher, three RPGs, four machine guns and ammunition.


In Afghanistan operations yesterday:
-- Afghan uniformed and local police establishing a new checkpoint in Kandahar province's Panjwai district with coalition advisors found and destroyed five IEDs.

-- Afghan commandos conducting a clearance operation in Nangarhar province's Chaparhar district detained three enemy fighters.

Combined Force Kills Extremists During Search for Taliban Leader

WASHINGTON, June 10, 2013 - A combined Afghan and coalition security force killed two extremists during a search for a senior Taliban leader in the Warduj district of Afghanistan's Badakhshan province yesterday, military officials reported.

The leader is the province's ranking Taliban official, and he coordinates and facilitates large-scale attacks against Afghan and coalition forces, including a March 13 ambush on Combat Outpost Bara Bara, which resulted in the death of 16 Afghan soldiers, officials said.

He also supports kidnapping operations and illegally taxes the civilians of Badakhshan to fund extremist activities.


In other Afghanistan operations yesterday:
-- Afghan special operations soldiers in Baghlan province's Pul-e Khumri district captured a Taliban leader who builds, stores and distributes improvised explosive devices.

-- A combined force in Kandahar province's capital of Kandahar arrested a Taliban leader who builds IEDs and oversees a group that uses them for attacks against Afghan and coalition forces in the provincial capital. The security force also arrested two other extremists.

-- In Paktia province's Zurmat district, a combined force arrested five extremists during a search for a Taliban leader who coordinates attacks targeting Afghan and coalition forces. He also oversees kidnapping operations and directs the execution of kidnapping victims, raids local villages to extend Taliban power, and relays operational guidance from senior Taliban leadership to his fighters. The security force also seized a rifle in the operation.


In June 8 news and operations:
-- Two U.S. International Security Assistance Force service members and one U.S. civilian were shot and killed by an individual wearing an Afghan National Army uniform in eastern Afghanistan. ISAF and Afghan officials are continuing to assess the incident and more information will be released as appropriate.

-- A combined force in Sar-e Pul province's Sar-e Pul district killed two enemy fighters who opened fire during a search for a senior extremist leader with ties to the Taliban and the Islamic Movement of Uzbekistan. The senior leader is responsible for attacks targeting Afghan and coalition forces. He facilitates the movement of IED materials, controls several Taliban groups, plans assassinations and kidnappings, and illegally taxes civilians in the area.

-- Afghan commandos killed six enemy fighters in Daykundi province's Gizab district after responding to reports from the district police chief that extremists were attacking local police checkpoints. The commandos recovered two assault rifles.

-- In Paktia province's Sayyid Karam district, a combined force arrested two extremists during a search for a senior Haqqani network leader who coordinates and executes attacks against Afghan and coalition forces and oversees distribution of weapons and equipment. He also interfaces with top Haqqani officials to communicate strategic guidance to front-line fighters. During the operation, the security force found and destroyed a stockpile of weapons and explosives.

-- A combined force in Helmand province's Nad-e Ali district arrested a Taliban leader who oversees a group responsible for attacks and assassinations targeting Afghan and coalition forces. He also facilitates the movement of weapons and supplies, and he builds and plants IEDs. The security force also arrested 11 other extremists.


In June 7 operations:
-- In Balkh province's Sholgarah district, a combined force killed a Taliban facilitator who distributed weapons, equipment and ammunition to several extremist networks, and planned attacks against Afghan and coalition forces and illegally taxed and extorted money from local residents. The security force also arrested another extremist.

-- A combined force in Kunar province's Darah-ye Pech district killed an extremist and wounded another while searching for the Taliban's top military official for the province's Waygal district. He facilitates the movement of al-Qaida members in Waygal district, erecting and enforcing illegal checkpoints, kidnapping Afghan officials and leading attacks against Afghan and coalition forces.

-- In Kunar province's Watahpur district, a combined force killed three extremists while searching for a senior extremist leader who is responsible for al-Qaida training in the district. Senior al-Qaida leadership sends money, weapons, supplies and new recruits to him for instruction in terrorism operations, and he then leads them in attacks targeting Afghan and coalition forces.

Combined Force Arrests Haqqani Leader

KABUL, Afghanistan, June 6, 2013 - An Afghan and coalition security force arrested a Haqqani leader and three other insurgents during an operation in the Matun district of Afghanistan's Khost province today, military officials reported.

At the time of his arrest, the Haqqani leader and his associates were planning to conduct a vehicle-borne improvised explosive device attack in Khost province, officials said.

The security force also seized one AK-47 rifle, one pistol, magazines and some ammunition as a result of the operation, officials said.

In other Afghanistan operations today:

-- A combined force killed two extremists during a search for a senior Taliban leader in the Nahr-e Saraj district of Helmand province. The sought-after insurgent leader is the ranking Taliban official in the Nahr-e Saraj district. He has been a significant figure in the local Taliban network for years, and has control of a group of more than 200 insurgents responsible for a significant number of attacks involving small arms, rocket-propelled grenades, IEDs and suicide bombers against Afghan and coalition forces. He also runs an unlawful court system in Nahr-e Saraj that illegally punishes Afghan civilians for running afoul of the Taliban.

-- A combined force arrested a Haqqani leader in the Sayyid Karam district of Paktiya province. The leader maintains operational control over a group of extremists responsible for attacks against Afghan and coalition forces. He also serves as a financier for local extremist groups, oversees IED operations in the region, and performs intelligence and reconnaissance operations.

In operations yesterday:

-- A combined force killed two extremists during a search for a Taliban leader in the Nahr-e Saraj district of Helmand province. The sought-after Taliban leader is responsible for directing IED, indirect-fire and direct-fire attacks against Afghan and coalition forces. He also interfaces with senior Taliban leaders, trains subordinate fighters on IED operations, and facilitates the movement of weapons and military equipment in the local area.

-- Afghan National Army Special Forces Commandos of 1st Company, 4th Special Operations Kandak, and coalition forces recovered and destroyed 998 pounds of ammonium nitrate and detained an insurgent on the border of Farah and Nimruz provinces.

-- Members of the 8th Special Operations Kandak, Afghan Local Police, Afghan Uniformed Police, and coalition forces killed two insurgents and neutralized six IEDs in the Mya Neshin district of Kandahar province. The joint forces conducted the clearing operation in Seyed Usan village with a multi-purpose canine, who discovered all six IEDs.

Afghan, Coalition Forces Kill Enemy Fighters in Helmand Province

KABUL, Afghanistan, June 5, 2013 - A combined Afghan and coalition security force killed three extremists and arrested a Taliban facilitator and another extremist in the Nahr-e Saraj district of Afghanistan's Helmand province today, military officials reported.

The facilitator procures weapons and equipment for attacks against Afghan and coalition forces and helps to coordinate and execute those attacks. He also maintains several weapons caches.

During the operation, enemy fighters set up a fighting position against the security force. The force engaged them, killing three. The security force also seized an assault rifle and two magazines.

Also today, a combined force in Kandahar province's Zharay district arrested a Taliban facilitator who builds and places improvised explosive devices targeting Afghan and coalition forces. He also finances local Taliban cells. The security also arrested three enemy fighters in the operation.

In an operation yesterday, a combined force killed a senior Taliban leader and two other enemy fighters in Wardak province's Sayyidabad district.

The Taliban leader controlled a group responsible for ambushes and other attacks against Afghan and coalition forces. He also facilitated the movement of weapons and equipment to local Taliban cells and was involved in the construction and placement of IEDs.

In other news from Afghanistan, more than 600 members of the Afghan national security force gathered in Laghman province June 3 to execute a clearing operation in the areas surrounding Nawrah and Hakimabad villages. Supported by the provincial police chief and coalition advisors, they uncovered and neutralized 12 IEDs.

Afghan, Coalition Forces Wound Taliban Leader, Kill Insurgents

KABUL, Afghanistan, May 15, 2013 - A combined Afghan and coalition security force wounded a Taliban leader and killed two other insurgents in the Qush Tepah district of Afghanistan's Jowzjan province yesterday, military officials reported.

The leader has operational control over a group responsible for attacks against Afghan and coalition forces. He also engages in illegal taxation against Afghan civilians, provides training on improvised explosive device operations to his subordinates, and facilitates the movement of money, weapons and insurgent fighters in the area.

In other Afghanistan operations yesterday:

-- Afghan special forces soldiers, advised by coalition forces, detained eight insurgents and seized and destroyed 200 gallons of homemade explosives and other bomb components in Kandahar province's Panjwai district.

-- In Ghazni province's Andar district, an Afghan local police quick-reaction force responding to attacks on two checkpoints killed an insurgent and wounded another.

-- An Afghan quick-reaction force killed two insurgents while responding to an attack on a local police checkpoint in Ghazni's Gelan district. After the engagement, the security force recovered two asault rifles.

Combined Force Arrests Haqqani Facilitator in Logar Province

KABUL, Afghanistan, May 9, 2013 - A combined Afghan and coalition security force arrested a Haqqani network attack facilitator and another insurgent in the Pul-e Alam district of Afghanistan's Logar province today, military officials reported.

The facilitator is responsible for procuring and distributing weapons, improvised explosive device-making components and other military equipment to insurgents. He also coordinates logistics for insurgent training in the area, and was planning a high-profile attack involving vehicle-borne IEDs and suicide bombers, officials said.

The security force also seized a pistol, two magazines, ammunition and IED materials.

In other Afghanistan operations today:

-- Also in Logar's Pul-e Alam district, a combined force arrested an insurgent during a search for a Haqqani network leader who is responsible for attacks against Afghan and coalition forces and oversees the acquisition and distribution of money, weapons and military equipment.

-- Afghan commandos, advised by coalition forces, killed three insurgents and detained four others in Nangarhar province's Khogyani district during an operation designed to degrade insurgent activity in the area.

In other news, a combined force in Helmand province's Garm Ser district wounded an insurgent yesterday during a search for a Taliban IED expert responsible for attacks against Afghan and coalition forces. He also trains subordinate Taliban fighters on the construction, emplacement and employment of IEDs, and serves as an intelligence operative, relaying local operational information to senior Taliban leadership.

Combined Force Arrests Taliban Leader in Kandahar Province

KABUL, Afghanistan, May 8, 2013 - An Afghan and coalition security force arrested a Taliban leader and three other insurgents during an operation in the Panjwa'i district of Afghanistan's Kandahar province today, military officials reported.

The arrested insurgent leader has coordinated and carried out attacks against tribal elders in the region, as well as against Afghan and coalition forces.

In other Afghanistan operations today:

-- A combined force arrested a Taliban leader in the Marjeh district of Helmand province. The leader planned, directed and took part in attacks against Afghan and coalition forces. He also procures and distributes weapons to insurgent cells in the local area and advises senior insurgent leaders on long-term strategic goals. The security force also seized one AK-47 rifle, three magazines and 250 rounds of ammunition.

-- A combined force arrested three insurgents during a search for a high-ranking Haqqani leader in Paktika province's Ziruk district. The sought-after Haqqani leader directs attacks against Afghan and coalition forces and has led attacks on government facilities throughout Afghanistan, including in Khost and Kabul provinces. The security force also seized ammunition during the operation.

In Afghanistan operations yesterday, Provincial Response Company Logar, enabled by coalition forces, detained four insurgents and discovered a cache of weapons and explosives-making materials while conducting a cordon-and-search operation in Logar province's Pul-e district. The cache, which was destroyed on location, included 15 Chinese 107 mm rockets, one 82 mm recoilless rifle round and two 50-kilogram [110-pound] bags of fertilizer.

Combined Force Kills Insurgent During Search Operation

WASHINGTON, May 6, 2013 - A combined Afghan and coalition security force in the Nahrin district of Afghanistan's Baghlan province killed an insurgent today during a search for the district's ranking Taliban leader, military officials reported.

The Taliban leader and his cell of insurgent fighters have conducted a campaign of assassinations in the district, collected illegal taxes from local civilians, and participated in multiple attacks against Afghan and coalition forces.

He also is instrumental in training and familiarizing new fighters in the area and has a history of coordinating suicide attacks with local Islamic Movement of Uzbekistan terrorist groups.

As the security force approached the leader's suspected location, an insurgent maneuvered against the Afghan and coalition troops and was killed when he posed a lethal threat. The security force also seized a light machine gun and ammunition in the operation.

--A combined force in Nangarhar province's Khugyani district arrested a senior Taliban leader who has planned and directed assassinations against government officials, conducted attacks targeting Afghan and coalition forces and facilitated the movement of money, weapons and insurgent fighters throughout the area. The security force also arrested another insurgent.

-- In Kandahar province's Maiwand district, a combined force arrested a Taliban facilitator who is responsible for providing weapons and fighters to local insurgent groups and has a history of distributing roadside bombs, grenades, machine guns, ammunition and other military supplies for attacks against Afghan and coalition forces. The security force also arrested another insurgent and seized 2 pounds of opium.

-- A combined force in Helmand province's Nawah-ye Barakzai district arrested a Taliban facilitator who has a history of distributing roadside bombs to insurgent cells throughout the province and has participated in attacks against Afghan and coalition forces. The security force also arrested four other insurgents.

In operations yesterday:

-- In Baghlan province's Baghlan-e Jadid district, a combined force killed an insurgent during a search for an insurgent leader with ties to the Taliban and the Islamic Movement of Uzbekistan. The leader directs improvised explosive device operations targeting senior government officials and Afghan and coalition forces and works directly with Taliban senior leadership to disseminate information to low-level fighters. He also is vital in facilitating money and weapons for insurgent groups in the area.

-- In the same district, Provincial Response Company Baghlan, enabled by coalition forces, killed six insurgents when it responded to an attack on another Afghan unit. The joint force engaged several insurgents armed with small arms and rocket-propelled grenades shortly after being dispatched by the provincial chief of police.

-- Provincial Response Company Farah, enabled by coalition forces, detained six insurgents and seized a cache of weapons, drugs and ammunition while conducting a high-risk arrest in Farah province's Pusht E Rod District. The cache consisted of four RPG rockets, two pressure plates, 110 rounds of 7.62 mm ammunition, 11 pounds of opium and a pound of hashish.

-- A combined force in Kandahar province's Dand district killed Qudrat, a Taliban leader, and arrested four other insurgents. Qudrat was in charge of a cell of Taliban fighters responsible for IED operations throughout the province. He also facilitated the movement of weapons in the area and provided operational reports to senior Taliban leaders in the area. The security force also seized a pistol and an ammunition magazine.

-- In Baghlan province's Burkah district, a combined force arrested four insurgents during a search for a senior insurgent leader with ties to both the Taliban and the Islamic Movement of Uzbekistan who has operational control over fighters responsible for attacks against Afghan and coalition forces. He is vital in facilitating the movement of weapons, particularly rocket-propelled grenades, to insurgent fighters in the area. He and his group also collect illegal taxes from the local populace to fund terrorist activity. The security force also seized three rifles, magazines and ammunition.

-- A combined force in Helmand province's Nahr-e Saraj district arrested a Taliban leader who is responsible for coordinating and executing attacks against Afghan and coalition forces. He also procures and distributes weapons and IED components to his subordinate fighters and other insurgent groups. The security force also addressed three other insurgents.

-- In the same district, Afghan local police and soldiers and coalition forces killed more than 18 insurgents after being attacked at police checkpoints. The district police chief provided a quick-reaction force to one checkpoint, and the district operations coordination center tasked Afghan commandos to support the fight at another. Coalition forces provided indirect fire in support of the quick-reaction force.

In May 4 operations:

-- In Baghlan province's Burkah district, a combined force arrested a senior insurgent leader with ties to both the Taliban and the Islamic Movement of Uzbekistan. The leader has operational control over fighters responsible for attacks against Afghan and coalition forces. He is vital in facilitating the movement of weapons, particularly rocket-propelled grenades, to insurgent fighters in the area. He and his group also collect illegal taxes from the local populace to fund terrorist activity.

-- A combined force in Jowzjan province's Qush Tepah district killed three insurgents and wounded another during a search for a senior Taliban leader who directs all Taliban operations in the district and coordinates with insurgent networks in Jowzjan and Sar-e Pul districts. He is responsible for the facilitation, planning and coordination of attacks on Afghan and coalition forces in the region. Officials said he is planning an attack on an Afghan checkpoint, plotting to kill the guards and take their weapons. He also relays instructions from senior Taliban leaders to more than 100 fighters. The insurgents were seen planting a rocket.

-- Afghan local police and coalition forces detained three insurgents after finding them in the possession of about 45 pounds of IED-making materials and three pressure plate training devices in Zabul province's Shah Joy district.

-- In Nangarhar province's Charparhar district, Afghan commandos, advised by coalition forces, detained 14 insurgents during a clearing operation conducted to disrupt a known Taliban attack staging area.

-- Afghan local police, advised by coalition forces, detained an IED operative during a patrol in Logar province's Baraki Barak district and turned him over to Afghan National Police.

-- A combined force in Helmand province's Marjah district arrested a Taliban leader who has operational control over fighters responsible for attacks against Afghan and coalition forces. He is also key in procuring and distributing weapons and IED components. The security force also arrested two other insurgents.

-- In Khost province's Gurbuz district, a combined force arrested a Haqqani network facilitator who is responsible for trafficking weapons. The security force also seized three assault rifles, a pistol, 10 magazines and more than 1,000 rounds of ammunition.

In May 3 operations:

-- A combined force in Nangarhar province's Khugyani district arrested a high-profile Taliban attack facilitator who provides logistical support to senior Taliban leaders. He organizes the purchase, transfer and delivery of weapons to support the Taliban insurgency, and has sold rockets used in attacks against Afghan and coalition forces.

-- Afghan commandos in Nangarhar province's Chaparhar district arrested a mid-level Taliban leader who is involved in the narcotics trade and is responsible for attacks against coalition forces and Afghan government officials.

Combined Security Force Kills Senior Insurgent Leader

KABUL, Afghanistan, May 3, 2013 - A combined Afghan and coalition security force in the Burkah district of Afghanistan's Baghlan province today killed Jamal, a senior insurgent leader who had ties to both the Taliban and the Islamic Movement of Uzbekistan, military officials reported.

As the security force approached Jamal's location, insurgents opened fire. The combined force returned fire and killed Jamal and three other insurgents.

Also known as Mullah Zabiullah, Jamal was the second-highest-ranking insurgent in the district. His cell of terrorists is responsible for suicide bombings against Afghan civilians throughout Baghlan and Takhar provinces. He recruited and trained insurgents for operations targeting Afghan officials for kidnappings and executions. He also played a significant role in linking Taliban and IMU fighters in Baghlan, working as a mediator and coordinating operations between the two networks, officials said.

The security force also detained two insurgents and seized four assault rifles and ammunition in the operation.

In other Afghanistan operations today:

-- In Kandahar province's Nesh district, a combined force arrested a Taliban leader and three other insurgents. The leader has operational control over a group of fighters responsible for attacks against Afghan and coalition forces. He also procures and distributes weapons and military equipment to insurgents. The security force also seized an assault rifle, three magazines and ammunition.

-- A combined force in Nangarhar province's Khugyani district arrested three insurgents during a search for a Taliban facilitator who provides logistical support to senior Taliban leaders throughout western Nangarhar. He organizes the purchase, transfer and delivery of weapons to support the Taliban insurgency, and has sold rockets used in attacks against Afghan and coalition forces. -- In Wardak province's Sayyidabad district, a combined force arrested an insurgent during a search for a senior Taliban leader who controls an insurgent group that attack Afghan and coalition forces. He also facilitates the movement of weapons and other military equipment to local insurgent cells, and is involved in building and using improvised explosive devices. During the operation, insurgents in the senior leader's compound opened fire on the Afghan and coalition troops. The security force returned fire, killing one insurgent.

-- A combined force in Khost province's Matun district arrested an insurgent leader affiliated with the Taliban and the Taj Mir Jawad networks. He is involved in high-profile attack planning and coordination for an insurgent network in Logar province and is responsible for IED operations and attacks against Afghan and coalition forces. He also was directly involved in a high-profile suicide attack Feb. 27 in the Afghan capital of Kabul that wounded eight peoples. The security force also arrested three other insurgents and seized a pistol.

-- In Paktia province's Gardez district, a combined force arrested a Haqqani network leader who leads a group of insurgents responsible for ambushes and IED attacks against Afghan and coalition forces. He recently was engaged in a campaign of robberies against Afghan civilian shops and is vital to weapons facilitation in Paktia. The security force also arrested two other insurgents and seized an assault rifle and five magazines.

In operations yesterday:

-- Afghan commandos came under attack during a cordon-and-search operation in Helmand province's Sangin district and killed three insurgents who were planting an IED. The commandos seized several grenades, an assault rifle, three magazines and almost 270 pounds of opium.

-- In Nuristan province's Waygal district, a combined force killed a senior leader with ties to the Taliban and other terrorist networks. Mohammad Issa, also known as Emirati, was in charge of training Taliban fighters and leaders for attacks against Afghan and coalition forces. He also had a history of hosting transitory international terrorists in his home. Another insurgent also was killed in the operation.

-- A combined force in Kunar province's Ghaziabad district wounded an insurgent during a search for the district's ranking Taliban military leader. He works directly with high-level Taliban officials to develop strategic-level guidance for his network of insurgents. He also has planned and conducted attacks against Afghan and coalition forces and has kidnapped Afghan civilians.

The leader oversees insurgent improvised explosive device operations throughout the district and serves as a weapons facilitator, procuring and distributing explosives, rocket-propelled grenades, ammunition and other military equipment for attacks against Afghan and coalition forces.

-- A combined force in Kandahar province's Panjwai district arrested seven insurgents during a search for a senior Taliban leader in charge of a cell of fighters responsible for attacks against Afghan and coalition forces. He also coordinates IED and suicide-bomber operations throughout the province, and is involved in insurgent weapons facilitation.

-- In Paktia province's Gardez district, a combined force arrested a Haqqani network leader responsible for IED attacks, ambushes, and kidnapping operations against Afghan and coalition forces. In operations yesterday:

-- Afghan Provincial Response Company Zabul, enabled by coalition forces, killed one insurgent, arrested three others and seized and destroyed weapons, grenades and ammunition in Zabul province's Shah Joy district.

-- In Ghazni province's Ghazni district, Afghan Provincial Response Company Ghazni seized and destroyed 88 pounds of homemade explosives, 16 detonators, several radios and various IED-making materials.

-- Also in Ghazni province, Afghan and U.S. Special Forces in the Andar district provided a quick-reaction force for successful defense of a local police checkpoint.

-- Responding to an attack on local police in Laghman province's Alingar district, an Afghan quick-reaction force, led by members of Provincial Response Company Laghman, killed three insurgents who were attacking a police checkpoint.

WASHINGTON, April 29, 2013 - A combined Afghan and coalition security force arrested a Haqqani network leader in the Nadir Shah Kot district of Afghanistan's Khost province today, military officials reported.

The leader has operational control over a group of insurgents responsible for attacks against Afghan and coalition forces, and he has engaged in assassinations against Afghans who work with the local government. He also is in charge of acquiring and planting improvised explosive devices throughout the region.

The security force seized an assault rifle and a pistol in the operation.

In Afghanistan operations yesterday:

-- Afghan special forces soldiers and local police detained three insurgents and destroyed an IED in Kunduz province's Imam Sahib district. After safely disposing of the IED, the Afghan force noticed four suspicious men nearby. One of them fled, but police detained the rest. All three tested positive for homemade explosive residue.

-- Afghan Provincial Response Company Zabul, enabled by coalition forces, killed four insurgents during a search for a Taliban facilitator in Zabul province's Daychopan district. The security forces seized and destroyed an assault rifle, a pistol and several IED components.

-- A combined force in Nangarhar province's Bati Kot district arrested several insurgents during a search for a Taliban leader who controls a group of insurgents responsible for attacks against Afghan and coalition forces and for acquiring and distributing insurgent weapons. The security force also seized IED-making materials.

-- In Wardak province's Sayyidabad district, a combined force arrested an insurgent during a search for a Taliban leader who controls a group of insurgents responsible for attacks against Afghan and coalition forces. He also has served as a Taliban intelligence operative, monitoring coalition force movements and reporting on their activities to Taliban leaders, and has facilitated the movement of insurgent weapons.

-- A combined force in Paktia province's Gardez district arrested two insurgents during a search for a high-profile attack facilitator for the Taj Mir Jawad insurgent network. The facilitator is responsible for providing weapons and funding for insurgents. The security force also seized a rifle and ammunition.

-- Afghan Provincial Response Company Farah, enabled by coalition forces, arrested four men and seized almost 90 pounds of opium at a vehicle checkpoint in Farah province's Anar Darah district. The security force also seized an assault rifle, four magazines with 100 rounds of ammunition and a combat vest.

-- A combined force in Kandahar province's Kandahar City, arrested a Taliban leader believed to be responsible for coordinating assassinations, sniper ambushes and other attacks against Afghan and coalition forces. He is known to direct the killing of Afghan soldiers, and he recruits fighters for the insurgency and uses his residence as a safe house for fighters operating in the region. The security force also arrested a Taliban facilitator who is alleged to be responsible for housing and directing suicide bombers throughout the province. He also has a history of acquiring and distributing weapons to insurgent fighters and planning attacks against Afghan and coalition forces.

-- In Baghlan province's Burkah district, a combined force arrested an Islamic Movement of Uzbekistan facilitator who is believed to be instrumental in procuring and distributing weapons and military equipment to IMU fighters in northern Afghanistan. He also is involved in assassination operations and attack planning, and has served as a bodyguard for senior IMU leadership.

-- A combined force in Helmand province's Nahr-e Saraj district arrested a Taliban leader who is believed to be in charge of a cell of fighters responsible for planning and executing attacks against government officials. He also has facilitated the production and distribution of homemade explosives and has worked with IEDs. The security force also seized 10 pounds of opium and arrested two other insurgents.

In April 27 operations:
-- In Kunduz province's Archi district, a combined force killed an insurgent after being ambushed while patrolling near a local police checkpoint that recently had been attacked. The security force recovered a rocket-propelled grenade launcher and an assault rifle with a mounted 40 mm grenade launcher.

-- A combined force in Helmand province's Nad-e Ali district arrested a Taliban leader who is believed to have operational control over insurgents responsible for attacks against Afghan and coalition forces. He also has facilitated the acquisition and distribution of weapons and money for insurgent operations. The security force also arrested another insurgent.

In an April 26 operation in Kandahar province's Maiwand district, a combined force arrested a Taliban leader who is alleged to have operational control over a group of fighters responsible for attacks against Afghan and coalition forces. He also has served as a tactical advisor to senior Taliban leadership in the area and has coordinated insurgent logistics operations among different cells of fighters.

Combined Security Force Kills Insurgents in Helmand Province

KABUL, Afghanistan, April 24, 2013 - A combined Afghan and coalition security force killed two insurgents during a search for a Taliban leader in the Nad-e Ali district of Afghanistan's Helmand province yesterday, military officials reported.

The leader is believed to be responsible for purchasing and distributing improvised explosive device components to other Taliban members. He also has participated in attacks against Afghan and coalition forces and provides intelligence to senior Taliban leaders in the province, officials said.

In other Afghanistan operations yesterday:

-- A combined force in Helmand's Nahr-e Saraj district killed an insurgent during a search for a Taliban leader who is believed to oversee IED operations in the district. He also has participated in assassinations against Afghan national security force members and provided intelligence to senior Taliban leaders.

-- Afghan Provincial Response Company Zabul, enabled by coalition forces, detained several insurgents and seized and destroyed 132 pounds of ammonium nitrate aluminum powder in Zabul province's Shinkay and Qalat districts. Insurgents use the powder in making IEDs.

BOSTON BOMBING SUSPECT CHARGED WITH USING A WMD

Suspect in Boston Marathon Attack Charged with Using a Weapon of Mass Destruction

Attorney General Eric Holder announced today that Dzhokhar A. Tsarnaev, 19, a U.S. citizen and resident of Cambridge, Mass., has been charged with using a weapon of mass destruction against persons and property at the Boston Marathon on April 15, 2013, resulting in the death of three people and injuries to more than 200 people.

In a criminal complaint unsealed today in U.S. District Court for the District of Massachusetts, Tsarnaev is specifically charged with one count of using and conspiring to use a weapon of mass destruction (namely, an improvised explosive device or IED) against persons and property within the United States resulting in death, and one count of malicious destruction of property by means of an explosive device resulting in death. The statutory charges authorize a penalty, upon conviction, of death or imprisonment for life or any term of years. Tsarnaev had his initial court appearance today from his hospital room.

"Although our investigation is ongoing, today’s charges bring a successful end to a tragic week for the city of Boston, and for our country," said Attorney General Eric Holder. "Our thoughts and prayers remain with each of the bombing victims and brave law enforcement professionals who lost their lives or suffered serious injuries as a result of this week’s senseless violence. Thanks to the valor of state and local police, the dedication of federal law enforcement and intelligence officials, and the vigilance of members of the public, we’ve once again shown that those who target innocent Americans and attempt to terrorize our cities will not escape from justice. We will hold those who are responsible for these heinous acts accountable to the fullest extent of the law."

"The events of the past week underscore in stark terms the need for continued vigilance against terrorist threats both at home and abroad," said John Carlin, Acting Assistant Attorney General for National Security. This investigation was conducted by the FBI’s Boston Division, the Boston Police Department, the Massachusetts State Police, and member agencies of the Boston Joint Terrorism Task Force, which is comprised of more than 30 federal, state and local enforcement agencies, including the Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Immigration and Customs Enforcement – Homeland Security Investigations, U.S. Marshals Service, U.S. Secret Service, the Massachusetts Bay Transit Authority and others. In addition, the Watertown Police Department, the Cambridge Police Department, the Massachusetts Institute of Technology (MIT) Police Department, the Boston Fire Department, the National Guard and police, fire and emergency responders from across Massachusetts and New England played critical roles in the investigation and response.

WASHINGTON, April 15, 2013 - An Afghan and coalition security force arrested a senior Lashkar-e Tayyiba leader and detained a number of other insurgents during an operation in the Andar district of Afghanistan's Ghazni province today, military officials reported.

The detained insurgent leader is alleged to have planned and participated in attacks against Afghan and coalition forces throughout Kunar, Kandahar and Ghazni provinces, officials said. He also is known to have links to multiple foreign fighters, and was actively planning an attack at the time of his arrest.

Also today, a combined force arrested a Taliban leader and detained one other insurgent in the Sherzad district of Nangarhar province. The arrested Taliban leader is suspected of planning and conducting attacks against Afghan and coalition forces throughout Nangarhar province. He's also suspected of using his residence as a staging point for insurgent operations, and of housing Taliban fighters and weapons. The security force seized two AK-47 rifles, one automatic shotgun, one grenade and ammunition.

In Afghanistan operations yesterday:

-- In the Sabari district of Khost province, a combined force arrested one insurgent during a search for a Haqqani leader. The sought-after Haqqani leader is suspected of acquiring and distributing weapons to fellow insurgents. He's also suspected to have operational control over a cell of fighters in the district and of personally leading subordinates in rocket-propelled grenade attacks against Afghan and coalition forces.

-- A combined force killed insurgent leader, Rauf, and two other insurgents in the Asadabad district of Kunar province. Rauf was an operational planner responsible for coordinating insurgent attacks on Afghan and coalition forces in multiple provinces throughout Afghanistan. He has facilitated funding for foreign fighters and coordinated operations between the Taliban and other insurgent groups.

In April 13 Afghanistan operations:

-- A combined force arrested a senior Taliban leader and detained two other insurgents in the Nad 'Ali district of Helmand province. The arrested insurgent leader commanded multiple cells of Taliban fighters and is alleged to have participated in numerous attacks against Afghan and coalition forces throughout Helmand province.

-- Afghan and coalition security forces confirmed the death of Taliban leader, Yassin, during an operation in the Washer district of Helmand province. Yassin led a cell of fighters responsible for improvised explosive device operations against Afghan civilians in the Kandahar district. And he was involved in the facilitation of weapons and vehicles for use in attacks against Afghan and coalition forces.

-- Combined forces confirmed the death of senior Taliban leader, Tawab, during an operation in the Panjwa'i district of Kandahar province. Tawab was in charge of approximately 50 fighters in the area and was responsible for most of the insurgent activity and attacks against Afghan and coalition forces in the western and central sections of the Panjwa'i district.

-- A combined force killed two insurgents during a search for a senior Taliban leader in the Panjwa'i district of Kandahar province. The sought-after Taliban leader is alleged to be in charge of approximately 50 fighters and is believed responsible for directing attacks against Afghan and coalition forces in the western and central sections of the Panjwa'i district. He is also considered vital to IED operations throughout the district.

-- In the Washer district of Helmand province, a combined force killed one insurgent during a search for a Taliban leader. The sought-after Taliban leader is believed to head a cell of fighters responsible for IED attacks against Afghan civilians in the Kandahar district of Kandahar province. He is also linked to the facilitation of weapons and vehicles for use in attacks against Afghan and coalition forces.

-- In the Burkah district of Baghlan province, a combined force arrested a senior Islamic Movement of Uzbekistan leader. The arrested leader is linked to a cell of insurgents responsible for improvised explosive device operations against Afghan and coalition forces throughout Balkh province.

-- A combined force detained a number of insurgents during a search for a Taliban leader in the Panjwa'i district of Kandahar province. The sought-after insurgent leader is linked to a group of insurgent fighters responsible for multiple attacks against Afghan and coalition forces, including the kidnapping of Afghan government officials. The security force also seized 50 pounds of hashish.

-- A combined force detained one suspect during a search for a Taliban facilitator in the Kandahar district of Kandahar province. The suspected insurgent is believed to have provided IED logistics around the Kandahar district, to include procuring homemade explosives, assisting in IED construction, and delivery of completed devices for use in attacks against Afghan and coalition forces.

-- In the Pul-e-Alam district of Logar province, a combined force arrested a Haqqani leader and detained one other insurgent. The arrested Haqqani leader is believed responsible for weapons facilitation in the Pul-e-Alam district, and for controlling a group of fighters responsible for IED attacks against Afghan and coalition forces. The security force also seized IED-making materials.

-- A combined force detained a number of suspected insurgents during a search for a Haqqani leader in the Musa Khel district of Khost province. The sought-after Haqqani leader is believed responsible for procuring and distributing weapons and IEDs to his fellow fighters for attacks against Afghan and coalition forces throughout Khost province. The security force also seized fragmentation grenades, AK-47 rifles, a pistol, and a significant amount of ammunition.

Combined Force in Kandahar Arrests Taliban Leader

KABUL, Afghanistan, April 11, 2013 - A combined Afghan and coalition security force arrested a Taliban leader and detained another insurgent in the Kandahar district of Afghanistan's Kandahar province today, military officials reported.

The leader is believed to be in charge of a cell of fighters responsible for improvised explosive device operations against Afghan civilians. He also was involved in obtaining weapons and vehicles for attacks against Afghan and coalition forces.

In Afghanistan operations yesterday:

-- A combined force detained two insurgents during a search for a senior insurgent leader with ties to both the Taliban and the Islamic Movement of Uzbekistan in Balkh province's Sholgarah district. The leader is the ranking Taliban official in the district and has ties to Taliban officials responsible for attacks against Afghan and coalition forces. He also has a history of collecting illegal taxes to finance the Taliban terrorist network, and he manages the Balkh weapons distribution chain.

-- In Helmand province's Nahr-e Saraj district, a combined force arrested a Taliban leader alleged to be instrumental in acquiring weapons, distributing them to insurgents, and leading them in attacks against Afghan and coalition forces. He also is involved in IED research and development, with a history of experimenting with different device configurations. The security force also detained another insurgent.

-- A combined force killed two insurgents during a separate operation in Helmand's Nahr-e Saraj district in search of a senior Taliban leader. The leader has operational control over a cell of insurgents responsible for attacks against Afghan and coalition forces. His group is known to use IEDs, vehicle-mounted automatic grenade launchers, rocket-propelled grenades and various other weapons. The leader also is vital in insurgent weapons facilitation throughout Helmand.

In an April 9 operation in Baghlan province's Burkah district, a combined force killed several insurgents during a search for a senior insurgent leader with ties to both the Taliban and the Islamic Movement of Uzbekistan. The leader is the second-highest-ranking insurgent in the district and was responsible for recruiting and training insurgents and targeting Afghan officials for kidnappings and assassinations. He also has played a significant role in linking Taliban and Islamic Movement of Uzbekistan fighters in Baghlan, working as a mediator and coordinating operations between the networks.

Combined Force Makes Arrests After Firefight With Insurgents

KABUL, Afghanistan, March 7, 2013 - A combined Afghan and coalition security force arrested a Haqqani network facilitator and detained a wounded insurgent after a firefight in the Sayyid Karam district of Afghanistan's Paktia province today, military officials reported.

The facilitator is believed to be responsible for housing Haqqani and Taliban militants during operations, and for coordinating the movement of weapons and ammunition for attacks on Afghan and coalition forces.

As the security force approached, insurgents opened fire. The security force returned fire, wounding one attacker.

The security force also seized an assault rifle, two ammunition magazines and a fragmentary grenade.

In other Afghanistan operations today:

-- A combined force in Nimroz province arrested a Taliban facilitator and detained four other insurgents in Khash Rod. The facilitator is believed to be a significant link for the Taliban's supply chain in the Helmand River Valley. He also is accused of supervising distribution of weapons, improvised explosive devices and IED components to insurgents for attacks against Afghan and coalition forces.

-- In Logar province's Baraki Barak district, a combined force arrested a Taliban leader and detained three other insurgents. The leader is alleged to be responsible for planning and conducting attacks against Afghan and coalition forces and to be instrumental in acquiring, transferring and selling weapons for insurgent operations. The security force seized a rocket-propelled grenade launcher, a grenade, a block of military-grade explosives, a mortar tube and tripod, and 20 mortar fuses in the operation.

Combined Force Kills Taliban CommanderFrom an International Security Assistance Force Joint Command News Release

KABUL, Afghanistan, March 6, 2013 - An Afghan and coalition security force killed one insurgent and wounded two others, including a Taliban commander, during an operation in the Giro district of Afghanistan's Ghazni province yesterday, military officials reported.

The deceased Taliban commander had exercised operational control over insurgent fighters in the area and was responsible for improvised explosive device attacks against Afghan and coalition forces, officials said, as well as executing a campaign of fear and intimidation against local citizens.

In other Afghanistan operations yesterday:

-- A combined force killed a Taliban leader, Biragh, in the Marjeh district of Helmand province. Biragh was responsible for conducting IED and small-arms attacks against Afghan and coalition forces. He also commanded multiple fighters and played a crucial role in facilitating weapons to insurgents.

-- A combined force killed a Taliban IED expert, Mushtaq, in the Kunduz district of Kunduz province. Mushtaq, also known as Azizullah or Khalid, was heavily involved in IED operations throughout the province. He personally carried out multiple IED attacks against Afghan and coalition forces, and distributed IEDs to fellow insurgents.
