SECRETARY KERRY: Well, good morning, everybody. I’m very pleased to welcome my friend, the Foreign Minister Salaheddine Mezouar, and his delegation for the third session of the Strategic Dialogue between the United States and Morocco.
A year ago, the foreign minister hosted me and my delegation in Morocco, in Rabat, and we had a wonderful, wonderful visit there. As everybody knows, Moroccans have an extraordinarily rich culture that is shown in many ways, and I’m happy to say one of the ways is in treating guests to a delicious meal that is actually seven or eight meals disguised as one. Their hospitality is truly spectacular. And I very, very much hope to work with our superb representative in Rabat, Ambassador Dwight Bush, in order to see if I can have a chance to visit again, which we have talked about, and which I very much hope to do.
The U.S.-Moroccan Dialogue is grounded in a very longstanding friendship, and it’s real. It extends back to 1777, when Morocco recognized the independence of the United States. And we have initiated this particular dialogue because we feel that our leaders want to make certain that people understand that we have to do much more than just celebrate our history, we have to build the future. And that’s what we’re working on doing. By working together, we can help shape a future in which our citizens will be safer, they’ll be more prosperous, and where builders, not destroyers, will be strengthened and be the people who really define and write the history and meet the expectations of our people.
There can be no question that our meeting today is timely. The amount of time that we have to talk literally flew by, and we scratched the surface of many of the challenges that we face. And I thank my friend, Salaheddine, for his wisdom, for the breadth of his vision that he brings to the table in the challenges – in meeting the challenges that we face together.
Events in Africa and in the Middle East have presented all of us with a new mix of challenge. It’s different than it has been. It’s fast moving. There’s more sectarianism than any of us want, many times disguised in religion – not representing real religion but disguised in ways that are calculated to affect the minds of people and, unfortunately, set them on a course of violence and destruction.
Our delegations really look forward to reviewing today all of the aspects of this regional situation that we face together. There’s no one country that’s going to solve this. It’s going to take all of us working effectively together and it’s also going to take time. But we know that we have a very firm foundation on which to build.
Morocco is a major non-NATO ally of the United States and is the only country in Africa with which we have a free trade agreement, for example. It has successfully completed a productive compact with the Millennium Challenge Corporation and it recently hosted a well-attended Global Entrepreneurial Summit. And in July, it will serve as a venue for an important international meeting on climate change.
So Morocco is doing more than its fair share of contributing to the global dialogue on the issues of the day. And today our working groups are going to focus on four areas, including security cooperation. And here, my government commends Morocco for serving as co-chair of the Global Counterterrorism Forum’s campaign to prevent the recruitment of foreign terrorist fighters. Morocco is also a member of the anti-Daesh coalition. And since that coalition came together, it is a fact that Daesh has been pushed back significantly, and the result of that is that it is becoming increasingly dependent on its ability to be able to attract foreign fighters. And that means that we have to redouble our own efforts to persuade – and if necessary, prevent – young people from making the fatal mistake of signing up. And Morocco is a leader in our efforts to do that.
Also this year, Morocco will host African Lion, which is an annual military exercise that will continue next month. It includes several of our European and African partners. And in this era, it is essential that our armed forces experience working together, so that if a humanitarian or any other kind of emergency arises, we will be able to respond effectively before it is too late. Interoperability is a critical concept in the context of today’s challenges.
Other security-related topics that we’ll be covering today include the unrest in Libya, where we spent a fair amount of time talking a few minutes ago, where Morocco has supported and hosted UN negotiations and is undertaking a major leadership role in helping to find a path forward. And I was encouraged today in the comments of the foreign minister about the approach that is unfolding over the course of these next weeks.
Morocco is also taking steps to reform its justice sector, to professionalize its police force, to promote the rule of law, and strengthen its border security and its counterterrorist capabilities. The United States strongly backs all of these initiatives, and we will do everything that we can to be helpful as Morocco pursues success in each of those sectors.
A second area of discussion today concerns our growing economic and energy ties. Our free trade agreement is now almost a decade old, and it has already yielded very positive results for both sides. But we want to do better; we want to do more. We know we can. And so we’re going to talk this morning about how to ensure that the free trade agreement benefits grow in a balanced and more expansive way.
We’ll also talk about increasing our business-to-business contacts, intensifying two-way investment, and Morocco’s plan to generate at least 40 percent of its electricity from renewable sources of energy.
In Morocco, as elsewhere, young people are the key to the future. The average age in Morocco is increasing now, but unemployment rates for those people who are 15 to 24 years old and not in school still remain high. It’s a challenge. It’s a challenge everywhere, by the way. And we hope that the government’s efforts to grow the economy, coupled with a $38 million agreement through USAID, will provide the nation’s youth with the confidence and the skills that they need to make the critical leap from school to paycheck, to a good job for the long-term future.
A third focus of our dialogue concerns the value of education and people-to-people contacts. Morocco has embarked on a program of comprehensive education reforms, designed to lift the standards and provide greater opportunity to young people, to women and girls particularly. And here again, the United States is helping through a $25 million USAID grant to improve achievement at the primary school level. We’re also excited about the J. Christopher Stevens Virtual Exchange Initiative that was launched by the United States and Moroccan students this spring.
Our fourth area for discussion will highlight public institutions and civil society. The international turbulence of recent years shows how absolutely vital it is to be able to provide a peaceful outlet for political expression and to maintain governing structures that are sustained by the full support of their national populations. Morocco has the potential to be a model – the model, if you will.
But as we know from our own experience in the United States, building resilient and robust democratic institutions is a long-term job. We’re still working at it. We have our own challenges, and we know that. And so we talk with appropriate humility about any other country’s challenge, but we’re all in this together and we all have to draw from each other’s experiences and work together. Accordingly, we welcome Morocco’s effort to strengthen political parties and to give space to civil society in advance of the national elections.
We also respect His Majesty King Mohammed VI’s spiritual authority as a faith leader and his consistent and vocal opposition to any use of religion to justify violence against innocent persons.
In closing, let me just say that the foreign minister and I and our teams have a lot to discuss, as you can tell. And I very much look forward to having this discussion over the course of the day in the warmth and friendship that really does define this relationship. So I’m very pleased to yield my – the floor to my colleague and my friend, Foreign Minister Mezouar. Thank you. (Applause.)
FOREIGN MINISTER MEZOUAR: (Via interpreter.) Thank you, John, and dear friend. First of all, I would like to thank you for your kind words, for your hospitality, and for making your teams available. They worked hard. I would like to congratulate them.
And as you said, dear friend, we are two friendly countries and we have been longstanding friends, and this friendship in our context today is a fundamental basis to move ahead. It’s the fundamental basis that will allow us to face the transformations of today’s worlds with all of its complexities. And I think that our meeting of today as part of the strategic dialogue is the best message that we could convey together to say there aren’t just problems, but there’s also some progress being made. Humanity advances via crises, but also thanks to ability to ensure that progress may also be made.
I applaud – I salute the excellent relationship that we share, and this relationship that allows us doing meetings such as this one, but also doing very brief meetings that this relationship allows us to deal very quickly on the various topics, because you have the same assessments, the same analyses, but above all, we are members of the same bloc, the bloc of freedom, the camp of peace, that of democracy – the bloc of universal values, the bloc that defends the most disenfranchised, and also the bloc of solidarity. I think that these are the values that we share, and they allow us to always work with great peace of mind, to work together on the fundamental topics.
We met a year ago in Morocco, and of course, we were delighted to host you. Yes indeed, we shared some good meals, but we shared other meals, and namely our shared vision of what we wanted to be, of what we wanted to do. Morocco is a country, as you observed – is a country which is moving ahead. It’s a country which has built its model – its model of development, which is based on values, on institutions which are solid and strong. This is a country which has a history, and this history makes it stronger. This history helps us also via the reforms process that are continuing. Reforms never stop and they can never stop, because the world is moving. Societies are moving, are changing. And since the world and societies are moving and changing, well, reforms must also continue to move and change just like a society must continue to move and advance.
So Morocco does indeed appear to be this harbor of peace in a disrupted, disturbed, and ailing region of the world. We share our experiences with others, we provide our contribution, we engaged in the fight against ignorance, against extremism, because there is no war of religions, there’s no war of civilizations, but there’s a fight against ignorance. And that means that what we are engaged in together has meaning, because it’s the world as we see it, it’s societies as we perceive them, which are the engines of our actions, which are the engines of our relationships.
So I’m happy that today, once again, of the opportunity of this third strategic dialogue, that we’re able to notice that our relationship is vivacious. The advantages of these meetings that allows us to be constantly creative. They allow us to be constantly – say to yourselves we must ensure that this exceptional relationship, that this quality of relationship, it has to be supplied, it has to be complete – constantly fed, supplied; otherwise it will stagnate and it will regress.
So we are engaged in a virtuous, positive logic between our two countries. And here I would like to pay greater tribute to Ambassador Bush, who is doing a wonderful job. And also I would like to pay tribute to your teams at the State Department, who are also doing wonderful work to bring people together, to come up with imaginative things to create. I wish – would be remiss if I failed to pay tribute to our own ambassador, who is also working hard to ensure that constantly this exceptional relationship be preserved, sustained.
We talked about problems in our region. Here I would like to say two or three messages. The first message about Libya: Libya, as you know, the dialogue is taking place in Morocco, in serenity, in a state – atmosphere of responsibility. The Libyan people want peace; they want stability. The various components of the dialogue have been determined. There is a real awareness. The Libyans are capable of making peace. The Libyans are capable of getting along and the Libyans are capable of building a future within a framework of stability, as part of a modern society, an open society, with institutions that will allow them to deploy their wonderful energy. They do have that energy that will allow them to move ahead in the construction of their country, but also in the construction of the region.
Libyans need to be supported. We are engaged in a phase where the fundamental principles of the agreement have been accepted. Today, we must give this momentum and we must say and affirm that they are capable of making peace. They are capable of moving towards a political solution that will help them to overcome the difficulties that they have today.
So this is an opportunity to applaud the efforts of Bernardino Leon, who is working with great tact, with great engagement, but also applaud the various factions, the various protagonists who are engaged in the dialogue. And I am convinced that next week’s meeting will make it possible to move towards a definitive solution.
And why – I would also like to mention Yemen. We must, above all, understand that it is no longer possible to allow that in countries affected by this type of instability that legitimacy be swept aside by anyone. We must bring order back and respect. There was a dialogue and this dialogue was supposed to lead to the organization of a national unity government that would lead to new elections and representation. When units or factions start believing that, given they have a few militaries or some assets, they can destabilize states, the message that has to be retained is that – that has to be conveyed that this is fundamental. It has to be firm. It is no longer allowed that any minority, that any faction, should be able to destabilize the foundations of a state, because destabilizing the foundations of a state will bring us back to situations of insecurity, instability, always difficult to solve and which generally profit – benefit to those who know but we never think about.
So Morocco is determined, vis-a-vis values and principles. Morocco is engaged in the fight against extremism but also engaged in the fight against any type of destabilization which would lead to anarchy. So Morocco is engaged in the commission and it’s also engaged in this coalition for Yemen on the basis of values but also based on a value – on a vision of the dynamic to which the Middle East region must join, generally speaking.
I would also wish to emphasize the fact that the fight against extremism and the determination with which the coalition is acting is starting to produce results. These results are encouraging. This also encourages the Government of Iraq, which is responsible – its officials and its army – to come up with a solution that will make it possible to eradicate all forms of extremism and to fight against terrorism. So these are all – as many actions of the international community. And thanks to your leadership, dear friend, and we are all determined towards this action.
But I would also bring your attention to another aspect that should not be overlooked, that should not be forgotten. I would like to applaud your tenacity on the Israeli-Palestinian issue and on peace in this region. With determination, you led difficult negotiations. I think that this process is not over. With – this process must continue. The statement of Mr. Netanyahu is placing the international community in front of its real responsibilities, but we must never forget that peace in the Middle East will never take place as long as peace and stability in that region of the world, and especially as part of Israeli-Palestinian conflict has not been achieved.
His Majesty, the King is engaged via the committee accords to constantly provide this indispensable support to the Palestinians and particularly to the holy sites. These sites have to be protected. This is part of the heritage of humanity. They have to be protected for mankind. And Morocco, which is also engaged in this process of resumption of the dialogue, of discussion with the Quartet that had been designed by the Arab League, which had its meeting last Monday, in order to explain that we need a resumption of the process and the dialogue on the basis of engagements of the international community on behalf of the solution of two states, as it was defined – namely, the process that you have conducted yourself. Morocco will host the Summit of the Arab League next year in Morocco, and some very important topics will be on the agenda. And of course, Morocco is engaged in peace and in the rapprochement and the dialogue. This is fundamental because this period, this timeframe that we’re experiencing is sensitive, it’s explosive, and Morocco, thanks to the momentum, His Majesty, the King, is assuming the role of leadership, which is its own.
Morocco is also progressing on some various issues. You talked about them. There are two topics about which we have made some real progress – the issue of women, first of all, which was a struggle, a momentum. And thanks to His Majesty, there was this momentum. And this liberation that was conducted created for this amazing energy and skills in Morocco, and also the issue of youth. And this is an issue, of course, that we have not been working just since today. Morocco has always integrated – as part of its vision of development of society and of economic and social development, we integrate the training and the education of the youth as part of a strategy of development which is our own, and this is yielding good results, but we must continue to work even harder.
And this was part of the Global Entrepreneurial Summit that we were – had the pleasure of hosting, and you had the – gave us the honor of attending this. And this was a wonderful opportunity to show the amazing pool of talent that Morocco has in terms of creativity, of unyielding all of this power, and these means that will allow the youth to take its role and play its responsibility in the development of society. And of course, Morocco remains available to provide this expertise, this experience, as part of the upcoming summit which will take place in Nairobi, I believe, in July.
So Morocco is advancing with great serenity. Reforms are important, but in greater serenity they are done, the better it is. And it is acknowledged, appropriated by society. It is acknowledged by the political forces and the components of society. Morocco is advancing. We know we have to conduct reforms. We are conducting reforms and we’re expanding the field of liberation and of energies, and that makes the strength of our country. The strength of our country comes on the fact that we are liberating energies, and we have a leadership, because this leadership is modern. This leadership is progressive. This leadership is democratic. This leadership believes in human values.
His Majesty plays this role of leadership, but also, given the fact that we were able to build for more than a half century a momentum of political diversity and of political dialogue and of political representation, which this all allows us, indeed, to manage our differences with political alternative, with a democracy, with serenity and responsibility – and all of these things are things that we share with you, because the world also needs examples. Our relationship is an example because it is serene, it is responsible, because it looks to the future. And we all – Morocco is also an example that we share with other countries. And the stability of the region is fundamental. Previously, we mentioned the issue of the Sahara – Moroccan Sahara, and we emphasized on the fact that Morocco is a country that always looks to the future to build the future. Morocco provided concrete responses and concrete solutions via the autonomy proposal. This proposal is a proposal which moves towards integration but also towards the facilitation of the construction of the Maghreb space, and this on behalf of the populations, on behalf of the various countries.
So Morocco is a player that always looks at things positively. We have turned the page of the 25th century – we’re on the 21st century, and the 21st century has its own logic, and this logic says we must always be in a positive momentum, provide positive contributions, seek solutions, overcome the static systems of history which disrupt populations, which disrupt relations between countries. So Morocco wants to move ahead.
And we would like to thank you for the role that you play, the – your engagement on behalf of this virtuous dynamic that we want to move towards in this region with respect to the resolution of a problem which has been invented for 40 years, and which affects our territorial integrity. So these always many subjects which are important that we share, but I – once again, I would like to say I do know that you have a plane to catch. I would like to thank you for your friendship, for your availability towards Morocco. We’ll have – we have opportunities to meet once in a while in always various different locations, but these are very special moments, and we wanted to share them intensely with you on behalf of our relationship, on behalf of the friendship which unites our people here. I would like to pay tribute to the entire team which is here today, the three groups which are working, which are – the four groups, pardon me – four groups which are moving ahead with determination to provide content and to strengthen the economic component that is a momentum that has its own progression.
I would just like to conclude with one point which is important to us and that we share with you – Africa. Africa is the continent that we have to invest in. Morocco is engaging, it’s providing its experience, its expertise. We are providing our investments. We are providing human development. Morocco is providing this dimension of religious moderation which is fundamental today as part of the relationship and the stability and the stabilization of societies. We are engaged and will continue to be engaged.
When His Majesty, the King met President Obama, decided that this would be a thrust of the partnership between our countries, will provide it with more and more contact by engaging ourselves. We do know that the issue of energy is important, therefore our shared expertise should help towards, move in this dimension the issue of food security and the stabilization of populations, human development – really just development, but also investments. Morocco is the first investor, African investor in west – in Central Africa. So we are the largest African investor, which means that Morocco is engaged in this dynamic of development stabilization of Africa, which is a wonderful continent, which is a continent which has huge potential, and also needs to know that it has friends and friends that are – have wanted well, and since – we have good wishes for this continent and we’ll continue to work towards that.

SEC ALLEGES FORMER EXECUTIVE AT ENGINEERING FIRM BRIBED FOREIGN OFFICIAL

SEC Charges Former Executive at Tampa-Based Engineering Firm With FCPA Violations

The Securities and Exchange Commission today charged a former officer at a Tampa, Fla.-based engineering and construction firm with violating the Foreign Corrupt Practices Act (FCPA) by offering and authorizing bribes and employment to foreign officials to secure Qatari government contracts.
The SEC also announced a deferred prosecution agreement (DPA) with The PBSJ Corporation that defers FCPA charges for a period of two years and requires the company to comply with certain undertakings. PBSJ must immediately pay $3.4 million in financial remedies as part of the agreement, which reflects the company’s significant cooperation with the SEC investigation. PBSJ is now known as The Atkins North America Holdings Corporation and no longer offers public stock in the U.S.
An SEC investigation found that Walid Hatoum, who has agreed to settle the SEC’s charges, offered to funnel funds to a local company owned and controlled by a foreign official in order to secure two multi-million Qatari government contracts for PBSJ in 2009. The foreign official subsequently provided Hatoum and PBSJ’s international subsidiary with access to confidential sealed-bid and pricing information that enabled the PBSJ subsidiary to tender winning bids for a hotel resort development project in Morocco and a light rail transit project in Qatar.
“Hatoum offered and authorized nearly $1.4 million in bribes disguised as ‘agency fees’ intended for a foreign official who used an alias to communicate confidential information that assisted PBSJ,” said Kara Brockmeyer, Chief of the SEC Enforcement Division’s FCPA Unit. “PBSJ ignored multiple red flags that should have enabled other officers and employees to uncover the bribery scheme at an earlier stage. But once discovered, the company self-reported the potential FCPA violations and cooperated substantially.”
According to the SEC’s order instituting a settled administrative proceeding against Hatoum, he also offered employment to a second foreign official in return for assistance as the bribery scheme began to unravel and PBSJ lost the hotel resort contract. Even though the bribes themselves were not consummated before the scheme was uncovered by the company, PBSJ earned approximately $2.9 million in illicit profits because it continued work on the light rail project until a replacement company could be found.
Under the DPA, PBSJ agreed to pay disgorgement and interest of $3,032,875 and a penalty of $375,000. PBSJ took quick steps to end the misconduct after self-reporting to the SEC, and the company voluntarily made witnesses available for interviews and provided factual chronologies, timelines, internal summaries, and full forensic images to cooperate with the SEC’s investigation.
The SEC’s order against Hatoum finds that he violated the anti-bribery, internal accounting controls, books and records, and false records provisions of the Securities Exchange Act of 1934. Without admitting or denying the findings, Hatoum agreed to pay a penalty of $50,000.
The SEC’s investigation was conducted by FCPA Unit members Tracy L. Price and Jim Valentino. The SEC appreciates the assistance of the Justice Department’s Fraud Section and the Federal Bureau of Investigation.

FOREIGN MINISTER MEZOUAR: (Via interpreter) Mr. John Kerry, Mr. Ambassador Dwight Bush, ladies and gentlemen, I’m very delighted to be hosting you today in this meeting and in this visit, which is as – important as the second round of the Strategic Dialogue between the United States and the Kingdom of Morocco. Delighted also to work with you together so that this round is a second boost for a strategic partnership between our two countries.
Welcome, Mr. John Kerry, the Secretary of State for foreign affairs, and also I would like to welcome the delegation, your delegation. Welcome, Mr. Ambassador Dwight Bush, whom we are delighted to have with us here. And we are convinced that he shares the same feelings.
Mr. Secretary of State, ladies and gentlemen, I would like first to commend the interest that the American administration has always shown towards Morocco as a country that represents a model for stability and quite democratic reforms, which reiterate its belief in the values of the freedom, justice, (inaudible). (Inaudible) would like for this interest which represents (inaudible) quite clear during the visit of His Majesty Mohammed VI to Washington. And that was the (inaudible) very interesting at the level of its result as translated by the statement, the common statement whose content is an optimistic roadmap for our two countries. And it opened horizons and opportunities, new horizons, and the new opportunities for cooperation to face the international changes and the many expectations of our two people.
The Strategic Dialogue which started in 2012 is based on a very (inaudible), also to see the future for a strategic partnership, a multidimensional partnership, (inaudible), economic, cultural, and peace relations based on common values in which we believe together the values of freedom, democracy, human rights, tolerance, peace, and human solidarity.
The economic cooperation (inaudible) a very important point in the Strategic Dialogue in spite of the progress that was achieved at this level, like the (inaudible) of the free exchange. We are looking forward, of course, to more cooperation. And in this context, the size of the investments, American investments in Morocco, shows efforts that we have to make because it represents only 8 percent of all the investments attracted by Morocco. At the time when we’re looking forward to the fifth international (inaudible).
(Inaudible) our cultural and education partnership, which is diverse and numerous, we would like to report the positive process into (inaudible) university education thanks to a network of American schools in the country, led by the University of New England, which will open in the city of Tangier, and also thanks to the programs of university exchange which has made it possible for thousands of Moroccan students to study in American universities.
Within the same spirit of cooperation and – because of the values of peace and tolerance, Morocco hosted the J. Christopher Stevens full – Virtual Exchange, which was launched by His Majesty Mohammed VI and President Obama, and it will contribute to the interaction of these two cultures. And I am convinced that the cultural and educational work group will be one of the concerns, and they will have to think about new topics for this cooperation at the level of university and youth.
Mr. Secretary of State, Morocco has always, under the leadership of His Majesty, in the process of reforms that are political – and its experience in the reconciliation was a model that became a reference not only in the region and contributed to the facilitation of the core democratic reforms, thanks to the (inaudible) of the institutions of Morocco and their maturity and their ability to react and interact with the changes, both nationally and internationally. The flexibility of our institution and their openness and their ability to listen and because they believe in the values of modern times might have helped Morocco to interact in a balanced way with new developments.
In this framework, the process of reforms was launched through the constitution of 2011 and its democratic provisions and guarantees of universal rights all through the reform of justice and good governance, in addition to the reinforcement of equality between men and women which, I think, agrees with the reforms of our country and its international commitments. In the domain of human rights, we put in place mechanisms to control those rights. And this is about the National Council for Human Rights, which opened branches in the regions of Morocco and made the recommendations to the government about the civil rights and political rights in their universal dimension. The government also worked on the translation of these recommendations on the ground in the form of laws, the last of which was making it impossible for – to present people to military courts. All these initiatives of reforms are guarantees that Morocco gave to its people on one hand, and this is very important, and also to its partners, led by the United States on one hand. And it made of it a special case which deserves to be called exceptional, and the uniqueness of its experience in the regional context, which is still seeking stability.
So this process came to reiterate the role of Morocco at a very precise moment in the region, facing challenges of violence, extremism, terrorism, and instability, in particular in the region of the Sahel. And in this context, the spiritual authority which His Majesty enjoys because he’s the leader of the believers, plays a very important role in facing extremism, and it also disseminates cooperation with African countries in the religious domain at a moment where Africa needs this spiritual support to face terrorism based on these values, the values of tolerance. But to guarantee the stability in the region and the Sahel in particular has to be the result of the settlement of the crisis in the Sahara. Therefore, Morocco appreciates the support that is given by the United States to the efforts of the Secretary General of the United Nations and his special envoy to find a final solution accepted to all about the Sahara on the basis of the Moroccan initiative for self-rule, which was considered by the American Administration to be very serious and realistic.
The Moroccan initiative in its content reacts to the expectations of the people in the Sahara in the management of their own affairs, which guarantees dignity, freedom, and development. And in this framework, I would like to report the role of the National Council for Human Rights and its regional communities, especially in the south of Morocco, to reinforce the culture of human rights. And I would like also to report the recommendations for the development of the region as suggested by the National Committee for Human Rights and which have been launched very recently.
So Morocco, to enter the African environment, is based on the support of our friendly people and that we need here to point out to the different visits conducted by His Majesty to a number of African countries, and which seeks to reinforce cooperation – South-South cooperation and focuses on peace and the settlement of conflicts in a peaceful way, and also human development and also the preservation of cultural identity and the religious identity of a number of African countries, and are very delighted to report at the same time the interest in the African continent and the initiative of the United States of America in the person of President Barack Obama to organize next August the first summit of the United States and Africa. And this is a strong sign to the commitment of the American Administration towards the development of this continent.
In this context, Morocco is convinced that it is necessary to implement common programs with our American partner to guarantee stability and economic prosperity and also to have access to energy and reinforce trade and encourage investments in various domains. We are convinced of our ability together to contribute to build a stronger partnership towards Africa based on three pillars – Morocco, the United States, and Africa – in order to invest in common because of the position of Morocco as a hub towards Europe and Africa, and also because of what we can do for the stability in the Sahel and in Africa in general.
The international current reality, Mr. Secretary of State, as well as the challenges for the peaceful settlement of conflicts imposes (inaudible) Morocco to continue its efforts in the framework of the United Nations and international agreements according to the statement on the – following the meeting of His Majesty and the President of the United States. So Morocco renews its commitment to work together with the United States and any other international actors for more coordination of our attitudes in order to put an end to bloodshed in the civilians – Syrian civilians – and in order to find a solution accepted to all for political transition that will guarantee the integrity of Syria. Our commitment to the values of peace is behind our attempt to find a solution to the Palestinian-Israeli conflict on the basis of the option of two countries that live together in peace. Undoubtedly, the recommendations of the 20th round of the Al Quds Committee held in Marrakesh and the – is a step towards the achievement of these common objectives.
Mr. Secretary of State, ladies and gentlemen, the atmosphere of an understanding – of the environment of understanding based on common political and references of democracy and human rights makes us believe in our ability for a common partnership on the basis of new developments (inaudible), and this will be very important and decisive in determining the process in this region and in Africa in general at the economic and – level, and also peace, but also to fight terrorism and disseminate stability, which have to go through the processing of tensions in the region. And this is a role that Morocco tries to play very strongly because it is convinced that a strategic partnership with the United States of America is going to bring the two countries together and achieve the objectives like our relations have done in the past in many domains.
I would like to welcome once again the Secretary of State as well as the delegation that comes with him, and also his (inaudible) ambassador. I wish the success to the proceedings of our group. Thank you very much indeed. (Applause.)

As many of you know, the tradition of a great meal in Morocco is a long-held one and a very special one. And I want you to know that I’m going to try to persuade people in America that we need to have a meal where we have eight meals in one. It’s really – it was splendid, and it’s wonderful to come together in this beautiful hall, a mini-United Nations, really spectacular.
And I will tell you I’ve had the privilege in the last year visiting many foreign ministers in their offices, but very few are as splendid as the office I just was in with the view of the river and the wall and the old fort and the city in the background – absolutely spectacular. I don’t know how he gets any work done. From now on, I told him when I telephone him, I’m going to have this image in my mind of this extraordinary view as he sits there talking to me.
I value enormously, as President Obama does, our relationship with His Majesty as well as with the foreign minister and his team, and we’re very, very grateful to the Moroccan Ministry of Foreign Affairs in cooperation for hosting us here for this Strategic Dialogue. I’m very grateful to our new ambassador – many of you probably have not had the chance to meet him yet – Dwight Bush, who just arrived here five or six days ago, will present his credentials today prior to my meeting with His Majesty. And we’re grateful to the U.S. Mission for their cooperation and help here.
And we’ve got with us a really first-tier delegation involved in this dialogue, as you do, Mr. Minister. And I think this is an important step in helping our countries to build a very longstanding relationship and take it to a new level in a very new and challenging time, as you just described in your comments. We often talk about the rich history of the relationship between the United States and Morocco. Morocco was the first nation to recognize the United States in 1777, and we remember with great gratitude and with a sense of respect for history the important role that Morocco played during the Second World War. And it’s truly important to remember the deep historical foundation and friendship between Morocco and the United States. So when I hear the minister a few minutes ago talk about freedom and democracy, human rights, tolerance, peace, human values, we understand this is part of our DNA. And it’s not a coincidence that our relationship goes back to 1777.
So we have much to build on, and the work of the Strategic Dialogue and of our strategic partnership will contribute to the ability of the United States and Morocco to show that we value something a lot more powerful than our past, and that’s the future. We are here today to help shape a common future, and it’s a future defined by a shared prosperity and shared security that we can create together, but it’s also shared by all of those values that Salaheddine just a moment ago enumerated.
We just met a few minutes ago upstairs in a bilateral meeting. And the foreign minister laid out to me, to us, a very comprehensive and eloquent statement about the transformation and the transition that is taking place in Morocco, the efforts Morocco is making to manage this movement to the future. In some parts of the world, there is a major resistance to modernity, and how each nation makes this transition will be defined by each nation individually. There are going to be different ways, different speeds, different levels of accomplishment in different places.
We want to make sure that we are thoughtful and sensitive to that process, but obviously, we also want to make sure that we’re encouraging and working cooperatively and creatively to help countries be able to make this transition. We’re living in a world with a remarkable population bubble – unbelievable numbers of young people. Sixty percent of the country – this country and others – under the age of 30; 50 percent or more under the age of 25. It’s extraordinary. And the challenge of any government anywhere to be able to provide jobs, education, opportunity is enormous.
I mean, all of us remember that what began in Tunisia was not religiously driven; it wasn’t extremist driven. It was a fruit vendor who was exhausted by corruption, by the inability to be able to lead his life and sell his wares. And when a police officer slapped him around and refused to allow him to do what he was doing, he rebelled and set himself on fire, and that fire ignited a revolution.
In Tahrir Square, it wasn’t driven by the Muslim Brotherhood or any religious or other Islamist effort. It was driven by young people who were demonstrating against a structure that didn’t allow them to have opportunity. And everybody today is connected. No politician can shut off the world. Nobody has the ability to be able to tune it all out, because everybody through communications and travel and the internet and television, everybody knows what’s going on everywhere.
When I was in Kyiv, in Ukraine a few weeks ago, I met a man near the Maidan who said to me, “You know, I just came back from Australia. And the reason I came back is I want to make sure that in my country I have the ability to live the way I saw people living in Australia.” It’s pretty simple.
So this is our challenge together, and the United States is deeply committed to an incredibly vibrant and extraordinary capacity that Morocco has and is already exhibiting, already engaged in – by you, not by anybody else. You have, with the leadership of His Majesty, King Mohammed VI, already undertaken major reforms and major efforts to manage the future. And the United States has demonstrated commitment to that, I hope, in many ways, and we will continue to. We want to work with you. We have a $700 million Millennium Challenge Compact, which was completed last year. It’s just one step.
But I think the growth in our bilateral trade, which has actually tripled over the last 10 years, is very significant, and we want it to go further. I heard the foreign minister tell me that we’re still a small percentage of foreign direct investment. We want that to grow. And Morocco is one of fewer than 20 countries in the world, and the only country on this continent where the United States has a free trade agreement. That’s important. But we can’t pretend that that’s enough and we don’t come here pretending that it is.
We need to build on the strength of that investment, and we need to strengthen it. Morocco’s incredible potential for growth and it’s growing role as a vital gateway to a very dynamic continent, make it even more vital for the United States, frankly, to be able to grow the relationship.
So when Morocco is already among the top African nations investing in African nations, you can understand why investors around the world want to be part of it. And that’s part of what has attracted dozens of American companies to the U.S.-Morocco business development conference that took place last month. Morocco is clearly a country that is open for business and open to the world. And that’s exciting. It’s never been more clear than in recent months during King Mohammed VI’s recent outreach to the region.
With the 18 different agreements Morocco signed earlier this year with Mali, in areas from microfinance to infrastructure, Morocco is driving both greater security and greater prosperity in the region, in the Maghreb. And I also understand that his – after His Highness left Mali he left immediately to go to Guinea, Gabon, and the Ivory Coast, where he also brokered a series of new economic agreements. That’s all just in the first months of this year. So I guess it sounds like he and I have a similar travel schedule. But apart from that, he’s really aggressively out there trying to manage this process and push it forward.
And of course, King Mohammed VI was in Washington, as Salaheddine mentioned, for a very important meeting last fall where we clearly rededicated ourselves to the importance of the relationship, and I believe that visit has helped to strengthen ties that we see in every facet of this relationship.
We are also very appreciative and excited that Morocco is hosting the Global Entrepreneurship Summit later this year. I went to last year’s Summit in Kuala Lumpur. I had the privilege of speaking to about 5,000 young kids, all who want to be entrepreneurs. And I cannot tell you the energy and the excitement and the initiative of those young people, all of whom, in our language, want to be the next Bill Gates and the next Steve Jobs. They’re exciting. And it gives you enormous hope for the future. What we have to do is create the climate for these young people to be able to take an idea and make it into a business and use their energy and ingenuity.
So I firmly believe that the places where citizens have the freedom to dream up a new idea, and to take that idea and put it into reality, those are the places where people can be their own boss and where they’re free to fail – those are the societies that are the most successful, they’re the societies that are most cohesive, and those are the places that are most peaceful, tranquil, and satisfied.
USAID’s new strategy here in Morocco is focused on supporting exactly that kind of pursuit of prosperity. And the efforts that they began last year are concentrated on three areas: developing the workforce; supporting more responsive government; and improving education in those first, most critical years. If you can’t get a decent education and then get some kind of a job to build on that education, you will be economically handicapped the rest of your life. And that’s an important principle to begin any discussion about the future. USAID is making those commitments – I want to emphasize this, it’s very important – we’re making those commitments to support what the Moroccan people and the parliament have committed to together. We’re not trying to make independent initiatives. We’re not trying to do something that isn’t proved, not part of the process, but we want to support Morocco as it implements the organic laws, opens up its civil society, and finds the most effective ways to introduce difficult but necessary economic reforms.
Now obviously – although we talked upstairs about how possibly to deal with extremism and to deal with society, education and jobs and opportunity and civil society are in some ways equally important or more important than security – but still security is one of the most fundamental obligations that a government owes its citizens. And here too, the United States and Morocco stand side by side. In fact, the Moroccan Royal Armed Forces are wrapping up the 2014 African Lion military exercise in Agadir today. And for a decade now, the United States has participated in these exercises; we are expanding them to include other partners from Africa, Europe, and Canada. And Morocco’s military commitments continue to be a mark of strength and a stabilizing force in the region. And the evolving threats in the Maghreb make it clear that this kind of commitment is really more vital than it’s ever been.
I also want to commend Morocco for its leadership in the Global Counterterrorism Forum and especially Morocco’s proactive role in co-leading with the Netherlands the year-long GCTF initiative to address the phenomenon of foreign fighters.
So whether in Morocco’s support for Mali’s new government or its continued efforts to counter violent extremism, in its robust economic outreach in the region and commitment to fostering religious tolerance, Morocco is playing an essential leadership role and we come here today to show our understanding of and respect for that role.
The United States stands by and will stand by this relationship every step of the way. President Obama is deeply committed to that, and that commitment comes from much more than the impressive group of American officials who’ve come here today. It comes from our people.
We know that that commitment is evident in many different ways. You just mentioned the Christopher Stevens virtual exchange. We’re very, very grateful to your leadership with respect to that. And as you know, Christopher Stevens was a Peace Corps volunteer here. Today, I will be swearing in the latest class of Peace Corps volunteers, and they’re going to join the more than 4,000 Americans who have dedicated two years of their lives to serve here in Morocco since the day that President Kennedy started the Peace Corps and made this call for deeper engagement in the world.
We’re very, very grateful that Morocco has engaged the United States as a partner and as a friend from the very beginning of that initiative. And we take pride in what we’ve accomplished together and in the many ways that the bonds between our people have deepened. Morocco was the first nation to recognize the United States in 1777, and we remember with great gratitude and with a sense of respect for history the important role that Morocco played during the Second World War. And it’s truly important to remember the deep historical foundation and friendship between Morocco and the United States. So when I hear the minister a few minutes ago talk about freedom and democracy, human rights, tolerance, peace, human values, we understand this is part of our DNA. And it’s not a coincidence that our relationship goes back to 1777.
So we have much to build on, and the work of the Strategic Dialogue and of our strategic partnership will contribute to the ability of the United States and Morocco to show that we value something a lot more powerful than our past, and that’s the future. We are here today to help shape a common future, and it’s a future defined by a shared prosperity and shared security that we can create together, but it’s also shared by all of those values that Salaheddine just a moment ago enumerated.
We just met a few minutes ago upstairs in a bilateral meeting. And the foreign minister laid out to me, to us, a very comprehensive and eloquent statement about the transformation and the transition that is taking place in Morocco, the efforts Morocco is making to manage this movement to the future. In some parts of the world, there is a major resistance to modernity, and how each nation makes this transition will be defined by each nation individually. There are going to be different ways, different speeds, different levels of accomplishment in different places.
We want to make sure that we are thoughtful and sensitive to that process, but obviously, we also want to make sure that we’re encouraging and working cooperatively and creatively to help countries be able to make this transition. We’re living in a world with a remarkable population bubble – unbelievable numbers of young people. Sixty percent of the country – this country and others – under the age of 30; 50 percent or more under the age of 25. It’s extraordinary. And the challenge of any government anywhere to be able to provide jobs, education, opportunity is enormous.
I mean, all of us remember that what began in Tunisia was not religiously driven; it wasn’t extremist driven. It was a fruit vendor who was exhausted by corruption, by the inability to be able to lead his life and sell his wares. And when a police officer slapped him around and refused to allow him to do what he was doing, he rebelled and set himself on fire, and that fire ignited a revolution.
In Tahrir Square, it wasn’t driven by the Muslim Brotherhood or any religious or other Islamist effort. It was driven by young people who were demonstrating against a structure that didn’t allow them to have opportunity. And everybody today is connected. No politician can shut off the world. Nobody has the ability to be able to tune it all out, because everybody through communications and travel and the internet and television, everybody knows what’s going on everywhere.
When I was in Kyiv, in Ukraine a few weeks ago, I met a man near the Maidan who said to me, “You know, I just came back from Australia. And the reason I came back is I want to make sure that in my country I have the ability to live the way I saw people living in Australia.” It’s pretty simple.
So this is our challenge together, and the United States is deeply committed to an incredibly vibrant and extraordinary capacity that Morocco has and is already exhibiting, already engaged in – by you, not by anybody else. You have, with the leadership of His Majesty, King Mohammed VI, already undertaken major reforms and major efforts to manage the future. And the United States has demonstrated commitment to that, I hope, in many ways, and we will continue to. We want to work with you. We have a $700 million Millennium Challenge Compact, which was completed last year. It’s just one step.
But I think the growth in our bilateral trade, which has actually tripled over the last 10 years, is very significant, and we want it to go further. I heard the foreign minister tell me that we’re still a small percentage of foreign direct investment. We want that to grow. And Morocco is one of fewer than 20 countries in the world, and the only country on this continent where the United States has a free trade agreement. That’s important. But we can’t pretend that that’s enough and we don’t come here pretending that it is.
We need to build on the strength of that investment, and we need to strengthen it. Morocco’s incredible potential for growth and it’s growing role as a vital gateway to a very dynamic continent, make it even more vital for the United States, frankly, to be able to grow the relationship.
So when Morocco is already among the top African nations investing in African nations, you can understand why investors around the world want to be part of it. And that’s part of what has attracted dozens of American companies to the U.S.-Morocco business development conference that took place last month. Morocco is clearly a country that is open for business and open to the world. And that’s exciting. It’s never been more clear than in recent months during King Mohammed VI’s recent outreach to the region.
With the 18 different agreements Morocco signed earlier this year with Mali, in areas from microfinance to infrastructure, Morocco is driving both greater security and greater prosperity in the region, in the Maghreb. And I also understand that his – after His Highness left Mali he left immediately to go to Guinea, Gabon, and the Ivory Coast, where he also brokered a series of new economic agreements. That’s all just in the first months of this year. So I guess it sounds like he and I have a similar travel schedule. But apart from that, he’s really aggressively out there trying to manage this process and push it forward.
And of course, King Mohammed VI was in Washington, as Salaheddine mentioned, for a very important meeting last fall where we clearly rededicated ourselves to the importance of the relationship, and I believe that visit has helped to strengthen ties that we see in every facet of this relationship.
We are also very appreciative and excited that Morocco is hosting the Global Entrepreneurship Summit later this year. I went to last year’s Summit in Kuala Lumpur. I had the privilege of speaking to about 5,000 young kids, all who want to be entrepreneurs. And I cannot tell you the energy and the excitement and the initiative of those young people, all of whom, in our language, want to be the next Bill Gates and the next Steve Jobs. They’re exciting. And it gives you enormous hope for the future. What we have to do is create the climate for these young people to be able to take an idea and make it into a business and use their energy and ingenuity.
So I firmly believe that the places where citizens have the freedom to dream up a new idea, and to take that idea and put it into reality, those are the places where people can be their own boss and where they’re free to fail – those are the societies that are the most successful, they’re the societies that are most cohesive, and those are the places that are most peaceful, tranquil, and satisfied.
USAID’s new strategy here in Morocco is focused on supporting exactly that kind of pursuit of prosperity. And the efforts that they began last year are concentrated on three areas: developing the workforce; supporting more responsive government; and improving education in those first, most critical years. If you can’t get a decent education and then get some kind of a job to build on that education, you will be economically handicapped the rest of your life. And that’s an important principle to begin any discussion about the future. USAID is making those commitments – I want to emphasize this, it’s very important – we’re making those commitments to support what the Moroccan people and the parliament have committed to together. We’re not trying to make independent initiatives. We’re not trying to do something that isn’t proved, not part of the process, but we want to support Morocco as it implements the organic laws, opens up its civil society, and finds the most effective ways to introduce difficult but necessary economic reforms.
Now obviously – although we talked upstairs about how possibly to deal with extremism and to deal with society, education and jobs and opportunity and civil society are in some ways equally important or more important than security – but still security is one of the most fundamental obligations that a government owes its citizens. And here too, the United States and Morocco stand side by side. In fact, the Moroccan Royal Armed Forces are wrapping up the 2014 African Lion military exercise in Agadir today. And for a decade now, the United States has participated in these exercises; we are expanding them to include other partners from Africa, Europe, and Canada. And Morocco’s military commitments continue to be a mark of strength and a stabilizing force in the region. And the evolving threats in the Maghreb make it clear that this kind of commitment is really more vital than it’s ever been.
I also want to commend Morocco for its leadership in the Global Counterterrorism Forum and especially Morocco’s proactive role in co-leading with the Netherlands the year-long GCTF initiative to address the phenomenon of foreign fighters.
So whether in Morocco’s support for Mali’s new government or its continued efforts to counter violent extremism, in its robust economic outreach in the region and commitment to fostering religious tolerance, Morocco is playing an essential leadership role and we come here today to show our understanding of and respect for that role.
The United States stands by and will stand by this relationship every step of the way. President Obama is deeply committed to that, and that commitment comes from much more than the impressive group of American officials who’ve come here today. It comes from our people.
We know that that commitment is evident in many different ways. You just mentioned the Christopher Stevens virtual exchange. We’re very, very grateful to your leadership with respect to that. And as you know, Christopher Stevens was a Peace Corps volunteer here. Today, I will be swearing in the latest class of Peace Corps volunteers, and they’re going to join the more than 4,000 Americans who have dedicated two years of their lives to serve here in Morocco since the day that President Kennedy started the Peace Corps and made this call for deeper engagement in the world.
We’re very, very grateful that Morocco has engaged the United States as a partner and as a friend from the very beginning of that initiative. And we take pride in what we’ve accomplished together and in the many ways that the bonds between our people have deepened. So I want you to know that President Obama is committed to making certain that that legacy is a legacy that we can build on here today and work together on every single day going forward in order to grow this relationship with the work that we do in the days to come. So Mr. Minister, thank you very, very much for your generous welcome here, and thank you for hosting this Strategic Dialogue. (Applause.)

The project aims to reduce child labor in the Marrakesh-Tensift-Al-Haouz region of Morocco by promoting children's participation in educational programs and delivering vocational training focused on sectors, such as farming and ecotourism. Additionally, it will offer support to youth of legal working age to secure quality employment opportunities.
"This grant will fund a multifaceted project to protect children and families in Morocco," said Deputy Undersecretary of Labor for International Affairs Carol Pier. "Especially for those children at risk of engaging in the worst forms of child labor, education and vocational training hold the promise of a safer and more secure economic future."
Creative Associates International will promote access to social services for families and help them improve their livelihoods by providing access to microlending and savings programs and other activities to increase household resilience. It will also strengthen the capacity of government at the national and local levels to address child labor and of civil society organizations to provide assistance to working children and their families.
The project will collaborate with key government agencies and ministries at the national, regional and local levels, including the Ministry of Employment and Social Affairs.
Since 1995, ILAB projects have rescued approximately 1.7 million children from exploitative child labor. The Labor Department has funded 275 such projects implemented by more than 65 organizations in 93 countries. ILAB currently oversees more than $245 million of active programming to combat the worst forms of child labor.

FOREIGN MINISTER AL-OTHMANI: (In Arabic.)
SECRETARY CLINTON: Thank you so much, Minister, for the warm words and the gracious welcome. It is wonderful to be back in Rabat. So much has changed since my last visit to Morocco two years ago, but what has not changed is our commitment to our partnership and friendship, which goes back to 1777 when Morocco became the very first country to recognize our new nation. And the United States and Morocco have been allies and partners ever since. We collaborate on everything from trade and economic development to joint military exercises and counterterrorism efforts. So we had a long agenda today, and I would very much look forward to continuing our conversation in Washington when the minister is able to come.
I want to say a few words about two issues in particular that are of great concern to the American and Moroccan people. First, Syria. I thank the foreign minister for the important role that Morocco has played, first within the Arab League and second within the Security Council. Morocco is in a unique position to help shape the international community’s efforts, and it is imperative that we continue working today. I visited with the minister first in London about Syria. And then in Tunis, we attended together the Friends of Syria meeting.
And I want to reiterate my message to those Syrians who still support Assad, especially members of the Syrian military and business community: The longer you support the regime’s campaign of violence against your brothers and sisters, the more it will stain your honor. If you refuse, however, to prop up the regime or take part in attacks on your fellow citizens, your countrymen and women will hail you as heroes. Assad would have the Syrian people believe that it is only terrorists and extremists standing against the regime, but that is wrong. So many Syrians are suffering under this relentless shelling. All Syrians should be working together to seek a better future. That is what we hope for the Syrian people. That is what Morocco has led us in the international community in trying to achieve.
There are three areas where concrete action is needed: providing immediate humanitarian assistance to the Syrian people, increasing the pressure on the regime to assault its own brutal assault – to stop its brutal assault on its own people, and helping to prepare for a democratic transition. And I look forward to working closely with the foreign minister on all of these issues in the days ahead.
And what’s so exciting about being here in Morocco is that Morocco stands as an example, as a model of what can be achieved. Moroccans are strengthening their own democracy. Young people are having a say in their own future. His Majesty King Mohammed VI has begun the process of reform. We see women’s rights protected and expanded, a more transparent and accountable government, establishing the Arab world’s very first truth commission on human rights.
So Mr. Minister, on behalf of my government, let me congratulate your government and His Majesty on the successful constitutional referendum and parliamentary elections that occurred during this momentous last year. The Moroccan constitution provides for an independent judiciary. It contains new protections for freedom of thought, expression, and other universal rights. I was just briefed by the new speaker of the parliament, who advised me that Morocco now has more women in public office than any other Arab country. And frankly, the percentage is as good as we have in our own country in terms of women’s representation in the parliament.
But Morocco understands, as does the United States, that democratic reform takes constant effort and unending attention. It has to lead to the institutionalizing of democratic habits and practices, and of course to tangible improvements for the Moroccan people. And we stand with the government and people of Morocco as they continue this absolutely historic effort.
Let me close with a word about the Western Sahara. The United States continues to support efforts to find a peaceful, sustainable, mutually agreed upon solution to that conflict. U.S. policy toward the Western Sahara has remained constant for many years. We have made clear that Morocco’s autonomy plan is serious, realistic, and credible, and that it represents a potential approach that could satisfy the aspirations of the people in the Western Sahara to run their own affairs in peace and dignity. And we continue to support the negotiations carried out by the United Nations, and encourage all parties to work toward a resolution.
So again, Minister, thank you for hosting me and my delegation here today, and I look forward to working closely with you as we continue to move our countries toward even more productive partnership and friendship. Thank you, sir.

QUESTION: (In Arabic.)
SECRETARY CLINTON: No. Our policy on Western Sahara has not changed. We continue to (inaudible) efforts to find a peaceful, sustainable, and mutually agreed solution to the conflict that respects the fundamental human rights of all parties. We commend the UN envoy, Mr. Ross, for his continued leadership of the negotiating process. And we know that Morocco’s newly elected and appointed government leaders are fully engaged in pushing this process forward to an effective resolution. And as I said in my remarks, we think Morocco’s autonomy plan is serious, credible, and realistic.
And we also are pleased to see positive actions like Morocco and Algeria’s biannual intergovernmental meetings. They are a step in the right direction. We want to see both countries expand cooperation and constructive dialogue. That is the message I delivered in Algeria at the highest levels of the Algerian Government. I shared that with the meetings I had today here in Morocco because I think it’s, in today’s world, very much in the interests of Morocco and Algeria to work together on as many areas of agreement as possible. It’s good for the two countries, it’s good for the Maghreb, it would be good for economic development, it would be good for security, so we want to see that kind of continued progress between Algeria and Morocco.
QUESTION: (Inaudible) questions for you, Mrs. Secretary of State. First one is: What’s going to be of the Moroccan prisoners that are still held in Guantanamo Bay? And the second one is: Do you think that the political changes that Morocco has undergone in the recent months meet the United States’s criteria of democracy and political reforms?
SECRETARY CLINTON: Well, as to the first question, we remain in constant consultation with the government officials here in Morocco, and we are continuing to discuss that matter with them.
In regard to your second question, we are very pleased at the progress we have seen in Morocco. We applaud the millions of Moroccans who participated in last November’s parliamentary elections. It was exciting to see Moroccan men and women take part in this democratic process. And we are ready to work, as I enjoyed today, with the new government, with the new parliament, because there’s no denying Morocco has made significant progress along the path of democratic reform, and not only with an election, because after all, one election is not democracy. It takes a lot of hard work to establish a democracy. But the significant constitutional reform that has gone on under the leadership of His Majesty King Mohammed VI has led to the voters of Morocco approving a constitutional referendum. And the building blocks are all in place.
We understand. We’ve been at the business of democracy for 236 years. And we know how hard it is, and it does not happen overnight. It takes time and it takes the participation of every Moroccan. It doesn’t end when the votes are counted. It doesn’t end when the winners are announced, it’s not a spectator sport – for some, but not for others. Everyone has to be involved, and we think that the Moroccan experience is a very good model for others who are also seeking to have their own democratic reforms.
QUESTION: Madam Secretary, if I may. The – as you know, the trial of the foreign and Egyptian NGOs (inaudible) apparently, and was postponed for two months. What happens to the Americans who have been at the Embassy now for several weeks? And more broadly, what does it say about the political transition underway in Egypt, about relations with the United States, and the question of American military aid? Thank you.
SECRETARY CLINTON: Well, Steve, we are evaluating the outcomes of the legal proceedings today. We’ll have more to say after we have finished that analysis and gathered as much information as possible, because you’re right, it was a challenging procedure. But I will wait to comment further until I am fully briefed and have reached my own understanding of what was and was not decided today.
QUESTION: I have two final questions. First question is that (inaudible) in London and Tunisia and Algeria (inaudible), and what’s going (inaudible) from this region to bring (inaudible) back to Syria? And the second question is: What kind of (inaudible) could you (inaudible)? And the last one is: What (inaudible) U.S. presume to (inaudible) and bring more (inaudible)?
SECRETARY CLINTON: Well, those are three good questions. (Laughter.) With respect to the first question, Morocco and the United States are already cooperating very closely together, as we have done on many issues between ourselves but now are doing in the Security Council. Morocco provided the leadership for the resolution that was presented. Morocco has done a great deal to reach out and consult with other countries about the way forward. So we are working very closely together, and I think the minister and I are committed to looking for solutions.
Secondly, we’ve discussed at length security in the Maghreb and the Sahara, because we know that it’s difficult to develop the way you wish to and have the kind of future that people in Morocco deserve if you don’t have security. And so we already cooperate very closely, and we’re looking to expand that cooperation. And we also believe we have to bring in more countries to be part of the discussion – the Maghreb countries, the (inaudible) countries. So we’ve been discussing ways we might do that.
And finally on business and economic relations, everywhere I go in the region and beyond, people ask me if they could have a free trade agreement like Morocco and if they can have a Millennium Challenge grant like Morocco. And I tell everyone, we did not give that to Morocco; Morocco earned it. Morocco demonstrated what it takes to be in a free trade agreement and to meet the very high standards of the Millennium Challenge Corporation. So we discussed – the minister and I together and over lunch ways that he and I, along with other officials and under the work of the prime minister here and President Obama in our country, encourage more investment and more business in Morocco. And we will take steps to try to do that.
QUESTION: Madam Secretary, I just want to follow up on Steve’s question, briefly. One is, do you know where the Americans are, or where are they, why were they not in the courtroom this morning? And does your answer to his question mean that there is no – there’s not yet any implication for the American assistance, that you are going to (inaudible) – that this decision to adjourn does not put that in jeopardy?
Then in Syria, I’d just like get your thoughts on – why is this so difficult? If it’s raining, you put up and umbrella. Why is – here you have a situation in which civilians are being killed. There is no shield or protection being offered to them.
And then lastly, on Afghanistan --
SECRETARY CLINTON: (Laughter.)

QUESTION: Well, I was only going to ask you two. Anyway, Afghanistan, it’s been a bad week. There’s another incident today in which some military trainers were injured. What is this – isn’t this a – hasn’t this (inaudible) the entire view as mission there? And how concerned are you about how things go forward? Thank you.
SECRETARY CLINTON: Well, if I can even remember all of your questions, I’ll try to answer them briefly. With respect to Egypt, I’m not going to add to what I’ve already answered because this is a fluid situation and there are a lot of moving parts that have to fully understand before I go any further than I have.
With respect to Syria, we have a very strong international group of friends of the Syrian people, and we understand how challenging the situation is when you have a government willing to shell their own people with heavy artillery, use tanks against their own cities, destroy homes, refuse to let the humanitarian workers in to remove bodies, to provide medical care. These are the kinds of terrible actions that deserve the condemnation of every country in the world. And we are consulting closely with those who are looking for ways of alleviating the suffering, first and foremost; of increasing the pressure on Assad and the people around him, because we continue to believe that those around Assad are quite concerned about the brutal attacks going on. We’re appealing to members of the Syrian army to put the people of their country first before a family or a political party. And we are pushing hard for a plan that would lead to a political transition. We welcome the help of those who are supporting the Syrian regime. We think that it would be appropriate for them to use whatever influence they have to at least get the humanitarian assistance in.
And finally on Afghanistan, Matt, look, we deeply regret the incident that has led to these protests. We are condemning it in the strongest possible terms, but we also believe that the violence must stop and the hard work of trying to build a more peaceful, prosperous, secure Afghanistan must continue.
QUESTION: (In Arabic.)
SECRETARY CLINTON: We certainly did discuss people to people relations because we believe strongly that the relationship between the American and the Moroccan people is the bedrock of our relationship. Government officials like myself come and go, but the underlying relationship between our people is what is enduring for now 235 years. So we want to increase people to people exchanges, business exchanges. There’s an excellent new program that we are very impressed by that we helped to start along with Moroccan business and government leaders to encourage entrepreneurship among Moroccans, particularly young people.
