Combined Force Arrests Haqqani Leader
From an International Security Assistance Force Joint Command News Release

KABUL, Afghanistan, June 6, 2013 - An Afghan and coalition security force arrested a Haqqani leader and three other insurgents during an operation in the Matun district of Afghanistan's Khost province today, military officials reported.

At the time of his arrest, the Haqqani leader and his associates were planning to conduct a vehicle-borne improvised explosive device attack in Khost province, officials said.

The security force also seized one AK-47 rifle, one pistol, magazines and some ammunition as a result of the operation, officials said.

In other Afghanistan operations today:

-- A combined force killed two extremists during a search for a senior Taliban leader in the Nahr-e Saraj district of Helmand province. The sought-after insurgent leader is the ranking Taliban official in the Nahr-e Saraj district. He has been a significant figure in the local Taliban network for years, and has control of a group of more than 200 insurgents responsible for a significant number of attacks involving small arms, rocket-propelled grenades, IEDs and suicide bombers against Afghan and coalition forces. He also runs an unlawful court system in Nahr-e Saraj that illegally punishes Afghan civilians for running afoul of the Taliban.

-- A combined force arrested a Haqqani leader in the Sayyid Karam district of Paktiya province. The leader maintains operational control over a group of extremists responsible for attacks against Afghan and coalition forces. He also serves as a financier for local extremist groups, oversees IED operations in the region, and performs intelligence and reconnaissance operations.

In operations yesterday:

-- A combined force killed two extremists during a search for a Taliban leader in the Nahr-e Saraj district of Helmand province. The sought-after Taliban leader is responsible for directing IED, indirect-fire and direct-fire attacks against Afghan and coalition forces. He also interfaces with senior Taliban leaders, trains subordinate fighters on IED operations, and facilitates the movement of weapons and military equipment in the local area.

-- Afghan National Army Special Forces Commandos of 1st Company, 4th Special Operations Kandak, and coalition forces recovered and destroyed 998 pounds of ammonium nitrate and detained an insurgent on the border of Farah and Nimruz provinces.

-- Members of the 8th Special Operations Kandak, Afghan Local Police, Afghan Uniformed Police, and coalition forces killed two insurgents and neutralized six IEDs in the Mya Neshin district of Kandahar province. The joint forces conducted the clearing operation in Seyed Usan village with a multi-purpose canine, who discovered all six IEDs.

Afghan, Coalition Forces Kill Enemy Fighters in Helmand Province

KABUL, Afghanistan, June 5, 2013 - A combined Afghan and coalition security force killed three extremists and arrested a Taliban facilitator and another extremist in the Nahr-e Saraj district of Afghanistan's Helmand province today, military officials reported.

The facilitator procures weapons and equipment for attacks against Afghan and coalition forces and helps to coordinate and execute those attacks. He also maintains several weapons caches.

During the operation, enemy fighters set up a fighting position against the security force. The force engaged them, killing three. The security force also seized an assault rifle and two magazines.

Also today, a combined force in Kandahar province's Zharay district arrested a Taliban facilitator who builds and places improvised explosive devices targeting Afghan and coalition forces. He also finances local Taliban cells. The security also arrested three enemy fighters in the operation.

In an operation yesterday, a combined force killed a senior Taliban leader and two other enemy fighters in Wardak province's Sayyidabad district.

The Taliban leader controlled a group responsible for ambushes and other attacks against Afghan and coalition forces. He also facilitated the movement of weapons and equipment to local Taliban cells and was involved in the construction and placement of IEDs.

In other news from Afghanistan, more than 600 members of the Afghan national security force gathered in Laghman province June 3 to execute a clearing operation in the areas surrounding Nawrah and Hakimabad villages. Supported by the provincial police chief and coalition advisors, they uncovered and neutralized 12 IEDs.

SECRETARY KERRY: Good morning, everybody. It’s my pleasure today to welcome Foreign Minister Edward Nalbandian from Armenia. And for me, it is a particular pleasure to welcome him because I think everybody knows Massachusetts is home to one of the largest populations of Armenians outside of Armenia, so we’re very happy. I have many, many friends in the Armenian community, and for years, have worked with my friends in Armenia on a number of different issues.

Armenia today is an important partner with United States in a number of initiatives. Importantly, they’re helping us in Afghanistan with ISAF, they’ve played a key role in Kosovo helping to keep peace there. And one of the most issues, obviously, that we all really want to try to see resolved one day is the frozen conflict of Nagorno-Karabakh. It is critical that all the parties – when I say all the parties, I mean, obviously, the Azerbaijanis, but also Turkey, Russia, Iran, others – try to find a way to help break the impasse that has kept this struggle alive and always potentially dangerous. So my hope is that we will talk about that a little bit today.

We also have other issues of great importance to us: the economic partnership, the development of the economy and strengthening of democracy, and the security of our friends, the Armenian people. So Mr. Foreign Minister, we’re very, very happy to welcome you here today. Thank you. Good to have you.

FOREIGN MINISTER NALBANDIAN: Thank you. It’s a pleasure to be in Washington. Thank you very much for a warm welcome. I’m very glad to be back to Washington to meet you, Secretary, and to have a conversation on perspectives of enhancement of the friendly partnership between Armenia and the United States.

Both countries have a good interaction in the international arena covering international regional security, proliferation, fight against terrorism, as you mentioned, peacekeeping operations from Kosovo to Afghanistan, other challenges, who are sharing vision – same vision – that it is important to continue efforts to find exclusively peaceful solution to the Nagorno-Karabakh conflict based on the principles and norms of international law, particularly non-use of force, excessive force, self-determination, territorial integrity who are sharing the vision that the relations between Armenia and Turkey should be normalized without preconditions, who are sharing the same values of democracy, fundamental freedoms, liberty, human rights, market economy, who are very thankful that during the last two decades since our independence, United States extended very important support for Armenia, and we are thankful for that.

I would like to use also opportunity to express our gratitude to the President Obama Administration for remarkable contribution to the strengthening of Armenian-American relations, which are today in their highest point. And I’m sure and confident that with our joint efforts, we could elevate that to new heights. And the trust and understanding between our two countries is – are the best pillars to extend further our relations.

Combined Force Kills Enemy Fighters in Kunduz Province

KABUL, Afghanistan, June 4, 2013 - A combined Afghan and coalition security force killed five enemy fighters who opened fire on them during a search for a senior Taliban leader in the Archi district of Afghanistan's Kunduz province today, military officials reported.

The Taliban leader builds improvised explosive devices and suicide vests and has directed and coordinated attacks that have killed numerous Afghan national security force personnel, officials said.

The security force also seized a rocket-propelled grenade launcher, four RPG rounds and an assault rifle.

In Afghanistan operations yesterday:

-- Afghan commandos and uniformed police and coalition forces killed seven enemy fighters and wounded four others during a clearing operation in Kunduz province's Imam Sahib district.

-- A combined force in Kandahar province's Panjwai district killed a Taliban intelligence operative who coordinated attacks in the area. He directed ambush attacks and placement of IEDs targeting Afghan and coalition forces. He also facilitated the movement of weapons and IEDs in the district.

Afghan Force Kills 20 Enemy Fighters in Paktika Province

WASHINGTON, June 3, 2013 - An Afghan quick-reaction force killed 20 enemy fighters and detained another while responding to an attack on a local police checkpoint in the Orgun-e district of Afghanistan's Paktika province yesterday, military officials reported.

The Afghan force engaged an unknown number of enemies shortly after being dispatched by the district operations center, officials said.

In other Afghanistan operations yesterday:

-- A combined Afghan and coalition security force in Nangarhar province's Khugyani district arrested a Taliban leader who has conducted numerous attacks against Afghan and coalition forces. He also coordinates the movement of weapons and fighters and performs limited intelligence duties for local Taliban networks.

-- In the Helmand province city of Lashkar Gah, a combined force arrested a Taliban leader who controls a group responsible for attacks against Afghan and coalition forces. He also is involved in the construction and emplacement of improvised explosive devices, facilitates the movement of weapons and receives guidance from senior Taliban officials for dissemination to front-line fighters. The security force also arrested another enemy fighter and seized ammunition and five assault-rifle magazines.

In June 1 operations:

-- A Haqqani network leader was killed in Paktia province's Gardez district. Faizullah, also known as Shahab, conducted IED attacks and intimidation campaigns targeting Afghan and coalition forces. He facilitated the movement of weapons and military equipment and was responsible for kidnapping operations and coordinating with senior Haqqani leaders.

-- In Zabul province's Shah Joy district, local police and coalition forces seized and destroyed three rifles, two pistols, a 107 mm rocket, a machine gun, a shotgun and assorted ammunition.

-- A combined force in Helmand province's Marjah district arrested a Taliban leader who is responsible for attacks against Afghan and coalition forces. He also is involved in the construction of vehicle-borne IEDs and provides operational reports to other Taliban fighters. The security force also seized a mortar round and an assault rifle.

-- In Kandahar province's city of Kandahar, a combined force arrested an enemy fighter during a search for a Taliban leader who controls a group responsible for coordinating attacks against Afghan and coalition forces. He also has directed assassinations of Afghan civilians and has facilitated the movement of weapons.

-- A combined force in Nangarhar province's Khugyani district arrested two enemy fighters during a search for a senior Taliban leader who oversees a group involved in ambushes, IED operations and complex attacks against Afghan and coalition forces. He also facilitates the movement of weapons and serves as an intelligence operative for senior Taliban officials. The security force also seized 8 pounds of opium.

Obama, Rasmussen Praise Afghan Forces, Look to Future

WASHINGTON, May 31, 2013 - Afghan forces are just several weeks away from taking the lead in combat operations from NATO-led forces across Afghanistan, President Barack Obama said today after meeting with NATO Secretary General Anders Fogh Rasmussen at the White House.

Speaking to reporters, Obama called the imminent security transition a "new milestone," one in which NATO's International Security Assistance Force will shift to a training, assisting, and advising role, while U.S and alliance forces continue to draw down ahead of the end of the NATO combat mission in 2014.

"We've seen great progress in the Afghan national security forces. We want to continue that progress," Obama said. "And we are now looking over the next several weeks to a new milestone ... where we are transitioning to Afghan lead for combat operations."

Declaring that "our goal is in sight," Rasmussen noted the progress the Afghan army and police have made over the past year, in the time since NATO leaders agreed at a summit in Chicago to set the middle of 2013 as the goal for transitioning combat operations across the country. Rasmussen said the alliance now is working to establish a new training mission to continue assisting Afghan forces after the current NATO mission ends.

"It will be a very different mission, a noncombat mission with a significantly lower number of troops and trainers," he said. "So we are determinedly moving towards our goal: an Afghanistan that can stand on its own feet."

To that end, Obama and Rasmussen announced NATO will hold a summit next year to determine how the alliance can continue partnering with the Afghan government. Obama said the summit will not only "underscore this final chapter in our Afghan operations, but also paint a picture of a future whereby we're partnering with the Afghan government on behalf of the Afghan people and on behalf of world security" to ensure the country does not become a base for terrorism in the future.

On other matters, Obama and Rasmussen discussed making sure Libya, where several NATO countries intervened to protect civilians from former ruler Moammar Gadhafi in 2011, also does not become a haven for terrorists.

"I think NATO has an important role to play on that front," Obama said, adding that he knows Rasmussen recently met with Libya's prime minister and had discussions about how NATO could provide assistance.

Combined Force Arrests Taliban Facilitator in Balkh Province

KABUL, Afghanistan, May 31, 2013 - A combined Afghan and coalition security force arrested a Taliban facilitator in the Chimtal district of Afghanistan's Balkh province yesterday, military officials reported.

The facilitator handles movement of explosives and weapons for attacks against Afghan and coalition forces. He also collects illegal taxes from civilians to pay for weapons and controls a cell responsible for numerous attacks in the area.

In other Afghanistan operations yesterday:

-- A combined force in Kandahar province's Khakrez district killed an enemy fighter during a search for a senior Taliban leader who directs and executes attacks against Afghan and coalition forces. He also teaches other insurgents how to make roadside bombs, distributes vests for suicide-bomb attacks, and coordinates the distribution of bombs, weapons and equipment for Taliban groups in the province.

-- In Logar province's Khoshi district, a combined force killed an enemy fighter during a search of a Haqqani network leader who coordinates and directs attacks against Afghan and coalition forces. He also controls several Haqqani groups in the area and has directed assassinations of local Afghans.

-- A combined force in Logar province's Pul-e Alam district arrested six insurgents during two operations in search of a senior Haqqani network leader who plans, facilitates and organizes attacks. He coordinates the movement of weapons and fighters and finances high-profile attack networks active in the Afghan capital of Kabul. He also manages insurgent network personnel decisions.
-- In Paktia province's Zurmat district, a combined force killed an insurgent during a search for a Haqqani network leader who is responsible for kidnapping-for-ransom operations in the area. He also conducts attacks against Afghan and coalition forces.

Combined Force Arrests Insurgent in Kandahar

KABUL, Afghanistan, May 29, 2013 - A combined Afghan and coalition security force arrested an insurgent during a search for a Taliban facilitator in Kandahar province's capital of Kandahar today, military officials reported.

The facilitator builds improvised explosive devices and distributes them to insurgents operating in the Arghandab River Valley and the provincial capital. He also oversees weapons caches and plans attacks against Afghan and coalition forces.

In Afghanistan operations yesterday:

-- A combined force in Balkh province's Chimtal district arrested a senior Taliban leader who plans and conducts IED attacks against Afghan government officials and Afghan and coalition forces. WASHINGTON, May 28, 2013 - A combined Afghan and coalition security force arrested a Haqqani network leader and seven other insurgents during an operation in the Gardez district of Afghanistan's Paktia province today, military officials reported.

The Haqqani leader is responsible for kidnappings of Afghan civilians, coordinates the movement of weapons and plans and executes attacks against Afghan and coalition forces.

In other Afghanistan operations today:

-- A combined force in Kandahar province's Kandahar City arrested a Taliban leader who controls a cell responsible for attacks against Afghan and coalition forces in the Panjwai district. He also is involved in financing insurgent operations, procuring weapons and conducting reconnaissance of Afghan and coalition installations. The security force also arrested another insurgent.

-- In Kandahar's Panjwai district, a combined force arrested three insurgents during a search for a Taliban facilitator who is responsible for acquiring weapons and equipment for attacks against Afghan and coalition forces. He also directs local improvised explosive device operations and manages weapons caches. The security force also seized opium in the operation.

In operations yesterday:

-- A combined force in Baghlan province's Baghlan-e Jadid district killed three insurgents during a search for a senior Taliban leader who facilitates IED attacks and manages insurgent weapon distribution.

-- In Kunar province's Watahpur district, a combined force killed two insurgents during a search for a senior leader who is responsible for al-Qaida operations in the Waygal and Watahpur Valley. He oversees al-Qaida training in Nuristan, and he plans and conducts attacks against Afghan and coalition forces.

-- A combined force in Helmand province's Nad-e Ali district arrested a senior Taliban leader who oversees a cell responsible for attacks against Afghan and coalition forces. He also procures weapons for insurgents and manages Taliban personnel actions in his area. The security force also arrested eight other insurgents and seized three rifles.

-- In Helmand's Nahr-e Saraj district, a combined force arrested a senior Taliban leader who controls insurgents responsible for attacks against Afghan and coalition forces. He also runs IED operations in two districts and has handled logistics for suicide bombings. The security force also arrested another insurgent and seized a pistol.

-- A combined force in Kandahar province's Zharay district arrested a Taliban leader who coordinates IED activity and facilitates Taliban weapon movement. The security force also arrested another insurgent.

In May 26 operations:

-- A combined force killed two insurgents during a search in Paktia province's Sayyid Karam district for a senior Haqqani network leader who is involved with IED attacks, coordinates insurgent movement and attacks, and provides information to senior Haqqani leaders. He also facilitates the movement of IEDs, weapons and money into the area.

-- In Logar province's Pul-e Alam district, a combined force arrested a Haqqani network high-profile attack facilitator who also houses transient Taliban commanders when they pass through his area. The security force also arrested another insurgent and seized more than 50 pounds of bomb-making materials.

-- A combined force arrested a Taliban facilitator who provides weapons and equipment for insurgent groups and coordinates suicide-bombing operations. The security force also arrested another insurgent.

In May 25 operations:

-- Afghan special forces soldiers, local police and coalition forces killed 22 insurgents after insurgents engaged the combined force with fire in Ghazni province's Gelan district. The forces were in the area to discuss the construction of future local police checkpoints with local residents when the incident took place. An Afghan quick reaction force joined the fight shortly after local police radioed the district operations coordination center for reinforcements. Following the engagement, Afghan forces recovered five motorcycles, weapons and ammunition.

-- In Nangarhar province's Achin district, a combined force killed eight insurgents during a search for a senior Taliban leader who has planned, coordinated and executed attacks against Afghan government facilities and against Afghan and coalition forces. He controls insurgent groups and relays operational guidance to them from senior Taliban leadership.

-- A combined force in Paktiya province's Gardez district arrested a Haqqani network high-profile attack facilitator who acquires weapons and equipment and distributes them to local insurgent groups. At the time of this arrest, officials said, he was actively planning an attack involving several suicide bombers. The security force also arrested another insurgent.

-- In Kandahar province's Arghandab district, a combined force arrested a Taliban facilitator responsible for procuring IEDs and distributing them to insurgent groups. He also is involved in indirect-fire attacks against Afghan and coalition forces. The security force also arrested two other insurgents and seized a handgun.

In May 24 operations:

-- Afghan local police killed a Taliban insurgent and wounded two others while defending the Haji Safraz checkpoint in Kunduz province's Archi district. The local police returned fire after Taliban fighters attacked the checkpoint with small-arms fire.

-- In Kandahar province's Mya Neshin district, Afghan special forces and local and uniformed police killed an insurgent while responding to an ambush targeting the district police chief.

-- A combined force in Logar province's Muhammad Aghah district killed two insurgents and wounded two others during a search for a Haqqani network-affiliated Taliban leader who plans, facilitates and executes attacks against Afghan and coalition forces. He purchases and distributes explosives, weapons and equipment for Taliban and Haqqani insurgent cells.

Afghan, Coalition Forces Arrest Insurgents in Baghlan Province

KABUL, Afghanistan, May 23, 2013 - A combined Afghan and coalition security force in Baghlan province's Baghlan-e Jadid district arrested six insurgents today during a search for a Taliban facilitator, military officials reported.

The facilitator controls a group responsible for attacks on Afghan and coalition forces, stores insurgents' equipment in his home and coordinates the acquisition of weapons.

Also today, a combined force in Helmand province's Nahr-e Saraj district arrested an insurgent during a search for a Taliban leader who directs and executes attacks against Afghan and coalition forces. He also procures and distributes bomb-making materials to insurgents and serves as an intelligence operative for senior Taliban leadership.

In Afghanistan operations yesterday:

-- A combined force in Paktia province's Sayyid Karam district killed three insurgents during a search for a senior Haqqani network leader involved with improvised explosive device attacks. He also coordinates insurgent movements and attacks, provides information to senior Haqqani leaders and facilitates the movement of IEDs, weapons and money into the area.

-- Provincial Response Company Logar, enabled by coalition forces, seized and destroyed an IED and almost 500 pounds of ingredients for homemade explosives in Logar province's Pul-e Alam district.

In May 21 operations:

-- Afghan soldiers, along with uniformed and local police, destroyed 20 IEDs during a checkpoint emplacement operation in Helmand province's Nahr-e-Saraj district.

-- Two senior Haqqani network leaders were killed during an operation in Paktia province's Zurmat district. One, an intelligence operative, also was involved in coordinating mine and IED placements, providing equipment to insurgents and organizing kidnappings for ransom. The other deceased insurgent leader planned and participated in attacks against Afghan and coalition forces, and relayed strategic guidance to insurgents from senior Haqqani leaders.

Combined Force Arrests Taliban Leader in Helmand Province

KABUL, Afghanistan, May 22, 2013 - A combined Afghan and coalition security force arrested a Taliban leader and four other insurgents in the Nahr-e Saraj district of Afghanistan's Helmand province today, military officials reported.

The leader plans, directs and executes attacks against Afghan and coalition forces. He also is instrumental in producing and planting improvised explosive devices and conducts reconnaissance and intelligence gathering for local insurgents.

Also today, a combined force in Wardak province's Sayyidabad district arrested two insurgents during a search for a senior Taliban leader who controls about 70 insurgents responsible for attacks against Afghan and coalition forces. He also oversees weapons trafficking and reports on insurgent operations to higher-ranking Taliban officials. The security force also seized an assault rifle and ammunition.

In Afghanistan operations yesterday:

-- A combined force in Paktia province's Zurmat district killed four insurgents during a search for a senior Haqqani network intelligence operative. He also coordinates placement of mines and IEDs, provides equipment to insurgents and organizes kidnappings for ransom.

-- Afghan local police and coalition forces found and destroyed an explosives laboratory in Logar province's Baraki Barak district. The lab contained more than 150 pounds of ingredients for homemade explosives, several hand grenades and two rocket-propelled grenade warheads.

Afghan, Coalition Forces Arrest Insurgents in Khost Province

WASHINGTON, May 20, 2013 - A combined Afghan and coalition security force arrested three insurgents today during a search for an insurgent leader with ties to the Taliban and Haqqani terrorist networks in the Sabari district of Afghanistan's Khost province, military officials reported.

The leader finances insurgent networks, plans and executes assassinations of Afghan civilians, uses his home as a staging point for insurgent operations, and obtains weapons and equipment for attacks against Afghan and coalition forces.

The security force also seized ammunition in the operation.

In Afghanistan operations yesterday:

-- A combined force in Jowzjan province's Khanaqa district killed two insurgents during a search for a senior Taliban leader who is responsible for illegal tax collection in Jowzjan and Balkh provinces to fund Taliban operations and has assassinated village elders who resisted. He also facilitates the movement of weapons and equipment for attacks against Afghan and coalition forces.

-- Afghan special forces soldiers and coalition forces killed two insurgents and detained another in Herat province's Shindand district after they were fired upon while en route to a meeting with religious leaders.

-- A combined force in Paktia province's Gardez district arrested a Haqqani network improvised explosive device expert who directs and executes attacks against Afghan and coalition forces. The security force also arrested four other insurgents and seized three rifles.

-- In Nangarhar province's Khugyani district, a combined force arrested five insurgents during a search for a senior Taliban leader who oversees a group involved in ambushes, IED operations and attacks against Afghan and coalition forces. He also facilitates the movement of weapons and serves as an intelligence operative for more senior Taliban officials.

-- A combined force in Logar province's Pul-e Alam district arrested a Taliban leader who controls a group responsible for attacks on Afghan and coalition forces, facilitates the movement of insurgent weapons and manages personnel decisions for the local Taliban network. The security force also arrested another insurgent.

In a May 18 operation, a combined force in Wardak province's Sayyidabad district killed an insurgent during a search for a senior Taliban leader who is responsible for attacks targeting Afghan and coalition forces. He also makes and plants IEDs, procures and distributes weapons and equipment and oversees kidnappings of Afghan civilians.

In May 17 operations:

-- Afghan special forces soldiers and coalition forces killed 12 insurgents in Ghazni province's Qara Bagh district after insurgents fired on them near a local police checkpoint.

-- Afghan local and uniformed police secured a weapons cache that included 107 mm artillery shells and five rockets and coordinated for its controlled detonation in Ghazni province's Deh Yak district. Local police received intelligence concerning the cache's location and called for an Afghan army explosive ordnance disposal team.

Combined Force Kills Insurgent in Paktia Province

KABUL, Afghanistan, May 16, 2013 - A combined Afghan and coalition security force in the Zurmat district of Afghanistan's Paktiya province today killed an insurgent and arrested four others during a search for a Haqqani network leader who participates in kidnappings throughout the province, military officials reported.

The Haqqani leader also engages in weapons trafficking investigates insurgent activity for senior insurgent leadership.

During the operation, a group of insurgents opened fire on the security force. The security force returned fire, killing one insurgent. The security force also seized two assault rifles, three fragmentation grenades, eight magazines and ammunition.

Also today, a combined force in Helmand province's Nahr-e Saraj district arrested a senior Taliban leader who plans, coordinates and executes attacks against Afghan and coalition forces. He also facilitates the movement of weapons and relays operational information to insurgent leadership.

In Afghanistan operations yesterday:

-- A combined force in Balkh province's Chimtal district killed senior Taliban leader Shah Gul, who had controlled a group responsible for attacks against Afghan and coalition forces. He was involved in kidnappings, weapons procurement and distribution, and collecting illegal taxes to fund insurgent activities.

-- In Nuristan province's Waygal district, a combined force wounded an insurgent during a search for the district's top Taliban military official. He is responsible for facilitating the movement of al-Qaida terrorists, erecting and enforcing illegal checkpoints, kidnapping Afghan officials and leading attacks against Afghan and coalition forces.

-- Afghan and coalition special operations forces in Ghazni province's Deh Yak district killed a Taliban leader who was responsible for 20 insurgents and had been facilitating attacks. Six insurgents were detained.

Dempsey Discusses Transition to Post-ISAF Afghanistan

ABOARD A U.S. MILITARY AIRCRAFT, May 15, 2013 - The NATO chiefs of defense discussed what the post-2014 alliance presence in Afghanistan will look like and how it could work, Army Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, told reporters after he'd attended two days of meetings that concluded today in Brussels.

Dempsey said the discussion about the post-2014 NATO presence in Afghanistan was lively and constructive.

There are a number of ways to structure the NATO presence that will remain in Afghanistan after the International Security Assistance Force mandate expires at the end of 2014. The NATO chiefs of defense looked at whether the alliance should take a regional approach to the train, advise and assist mission or should it be done at the institutional level, Dempsey said. At what level -- kandak, brigade, corps -- does it make sense to instruct? The need, he said, is different in different parts of the nation.

Each scenario has a different requirement for troops, equipment, bases and money. There are pros and cons for each and the chiefs will use these discussions to make recommendations to their civilian leaders. NATO defense ministers will gather in Brussels next month for their ministerial.

The defense chiefs heard from Marine Corps Gen. Joseph F. Dunford Jr., the commander of NATO ISAF and U.S. Forces Afghanistan, and the new Supreme Allied Commander – Operations, Air Force Gen. Philip M. Breedlove, who also leads U.S. European Command.

Dunford discussed the progress Afghan forces are making. Very shortly, Afghan forces will be in the lead and ISAF will be in support.

"That doesn't mean we won't get into a fight alongside them, but it does mean they will have the principal responsibility for security," Dempsey said. "Sometime this summer, [Afghan] President [Hamid] Karzai will announce tranche 5 of the transition and that will be the one that takes the alliance through the end of 2014."

The Military Committee did receive a briefing on where the Afghan Army and police are doing well and where they need work. How good do the Afghan forces need to be is a question the chiefs must ask. The Afghan security forces don't need to be as good as the American military, they just have to possess the necessary skills to protect their people, the chairman said.

"In many places in Afghanistan they are 'good enough' today," Dempsey said. "There are gaps, but we have 18 months to close those gaps."

Earlier this year, the Taliban announced a great summer offensive -- something the Taliban say every year, he said.

"It is still harvest season in Afghanistan and I suspect we've not seen the height of this year's offensive," Dempsey said. "But this year, unlike years past, the offensive will be aimed at the ANSF not us, because, again, the Afghans will be in the lead."

This fact changes and undermines the Taliban's narrative, the general said.

"Their narrative has been they are fighting the western invader," he said. "This year, they will be fighting their own people."

The NATO chiefs were supposed to hear from Pakistani Army Chief of Staff Gen. Ashfaq Parvez Kayani. He did not attend because of the elections in his country. Dempsey complimented Pakistan on the elections, which returned Nawaz Sharif as prime minister.

"I give a lot of credit to General Kayani and the Pakistan military for their behavior during the election, Dempsey said.

The chiefs also discussed ways to ensure NATO has the capabilities needed for the future.

"Just as our military is trying to think through how do we rekindle its capabilities across a broad spectrum of activities beyond COIN [counterinsurgency], the alliance is doing the same thing," he said.

Dempsey also attended the May 13 Allied Command – Operations change of command where Breedlove took command from Navy Adm. James G. Stavridis, who is to retire..

Dempsey praised Stavridis for making the alliance more cohesive while still directing operations in Afghanistan, Libya and Kosovo.

The chairman welcomed Breedlove, noting that the Air Force pilot has had a number of tours in Europe and had many, many NATO wingmen.

"That is part of the benefit of our system where we immerse people in this important alliance," Dempsey said.

Combined Force Kills Taliban Leader in Kunduz Province

KABUL, Afghanistan, May 14, 2013 - A combined Afghan and coalition security force killed a mid-level Taliban leader in the Khanabad district of Afghanistan's Kunduz province today, military officials reported.

The deceased Taliban leader had been in charge of a group responsible for attacks against Afghan and coalition forces, and he was involved in trafficking weapons and suicide vests, and had engaged in kidnapping and reconnaissance operations.

In other Afghanistan operations today:

-- A combined force in Kandahar province's Panjwai district arrested a Taliban leader responsible for attacks against Afghan and coalition forces. He manages numerous weapons caches for Taliban insurgent cells. The security force also arrested two other insurgents.

-- In Helmand province's Nahr-e Saraj district, a combined force arrested a Taliban facilitator who is responsible for procuring and distributing weapons and equipment to insurgents in the province's Nad-e Ali and Nahr-e Saraj districts. The facilitator also leads a group responsible for attacks against Afghan and coalition forces. The security force also seized an assault rifle, two pistols, four magazines and ammunition.

In operations yesterday:

-- A combined force in Kandahar province's Maiwand district wounded an insurgent during a search for a Taliban leader who directs the movement of Taliban fighters, bomb-making materials, weapons, ammunition and supplies. He also has operational control of an insurgent group responsible for attacks against Afghan civilians and Afghan and coalition forces.

-- In Helmand province's Marjah district, a combined force arrested a senior Taliban leader who is in charge of at least seven separate Taliban insurgent groups responsible for attacks on Afghan and coalition forces. He is involved in all stages of operations, including procuring weapons and ammunition, planning attacks and executing those plans. He and the insurgents he controls also have been involved in kidnapping Afghan security force members.

-- Afghan special forces soldiers, enabled by coalition forces, killed an insurgent and wounded another after watching them plant a roadside bomb along a patrol route used by Afghan and coalition forces in Herat province's Shindand district. After the engagement, two other insurgents were killed by their own bomb as they were traveling back toward the location of the first one.

The leader has operational control over insurgents responsible for attacks against Afghan and coalition forces. He also facilitates the movement of weapons in Kandahar City and is involved in the construction of improvised explosive devices.

Also today, a combined force in Helmand province's Marjah district arrested an insurgent during a search for a senior Taliban leader who is in charge of at least seven groups of Taliban insurgents responsible for attacks on Afghan and coalition forces. He is involved in all stages of operations, including procuring weapons and ammunition, planning attacks and executing those plans. He and his insurgent fighters also kidnap Afghan national security force members. The combined force also seized a rifle and ammunition.

In Afghanistan operations yesterday:

-- An Afghan quick-reaction police force killed three insurgents and wounded two others in Ghazni province's Andar district after two local policemen asked for help. The quick-reaction force found the policemen surrounded and receiving small-arms fire from 10 insurgents. This marked the second instance in less than 48 hours in which multiple Afghan elements, working through the district operation control center, combined efforts to defeat Taliban attacks against Afghan local police positions, officials said.

-- A combined force in Jowzjan province's Faizabad district detained a Taliban leader who is responsible for IED attacks in Jowzjan and Balkh provinces. He obtained weapons and ammunition for a network of Taliban fighters for attacks against Afghan and coalition forces, collected illegal taxes from local civilians to fund insurgency operations, and provided intelligence on coalition force movement to senior Taliban leadership. The security force also arrested another insurgent.

-- In Baghlan province's Burkah district, a combined force arrested a senior insurgent leader with ties to the Taliban and the Islamic Movement of Uzbekistan who is in charge of a group of fighters responsible for a wide range of insurgent activities. He and his cell have murdered Afghans, kidnapped civilians for ransom, conducted robberies against local businesses and collected illegal taxes to fund insurgent operations. He also facilitates the movement of weapons and suicide vests. The security force also arrested another insurgent and seized an assault rifle, five rocket-propelled grenades, seven RPG propellants, two fragmentary grenades, ammunition, six magazines and IED-making materials.

-- Also in Baghlan's Burkah district, a combined force arrested an Islamic Movement of Uzbekistan leader who is a known IED expert and has directed suicide-bomber attacks.

-- A combined force in Helmand province's Nahr-e Saraj district arrested two insurgents during a search for a senior Taliban leader who oversees insurgent cells responsible for attacks on Afghan and coalition forces. He and his subordinates are heavily involved in IED operations. He also directs the movement of weapons and connects with other insurgent leaders to report intelligence and receive guidance for his network's activities.

-- In Kandahar province's Arghandab district, a combined force killed a Taliban leader and another insurgent and detained two insurgents. The Taliban leader was in charge of fighters responsible for attacks against Afghan and coalition forces. He also was involved in the obtaining of weapons and equipment for his insurgent group and directed night patrols to harass the local populace. The security force seized IED-making materials, an assault rifle, a pistol and four magazines.

-- A combined force in Wardak province's Sayyidabad district arrested two insurgents during a search for a senior Taliban leader who controls about 70 insurgent fighters responsible for attacks against Afghan and coalition forces. He also oversees local weapons trafficking and reports on insurgent operations to higher-ranking Taliban officials

In May 11 operations:

-- A combined force in Paktia province's Zurmat district arrested a Haqqani network leader who controls an insurgent cell responsible for attacks against Afghan and coalition forces and is involved in IED operations throughout the province. The security force also arrested another insurgent and seized a submachine gun, ammunition and IED-making materials.

-- In Helmand province's Marjah district, a combined force arrested a senior Taliban leader who is in charge of an insurgent cell responsible for attacks against Afghan and coalition forces. He also coordinates IED and suicide-bomber attacks and obtains weapons for insurgents. The security force also arrested two other insurgents.

In May 10 operations:

-- Afghan commandos, advised by coalition forces, detained 28 insurgents in Logar province's Muhhamed Agha district during an operation designed to disrupt insurgent activity in the area.

-- In Zabul province's Shah Joy and Gelan districts, Afghan Provincial Response Company Zabul, enabled by coalition forces, seized and destroyed 350 pounds of ingredients for homemade explosives and other IED components.

-- Responding to an attack on local police, an Afghan quick-reaction force killed 10 insurgents in Ghazni province's Qara Bagh district. The security force recovered three motorcycles, two assault rifles and a rocket-propelled grenade.

Combined Force Kills Insurgent During Search Operation
Compiled from International Security Assistance Force Joint Command News Releases

WASHINGTON, May 6, 2013 - A combined Afghan and coalition security force in the Nahrin district of Afghanistan's Baghlan province killed an insurgent today during a search for the district's ranking Taliban leader, military officials reported.

The Taliban leader and his cell of insurgent fighters have conducted a campaign of assassinations in the district, collected illegal taxes from local civilians, and participated in multiple attacks against Afghan and coalition forces.

He also is instrumental in training and familiarizing new fighters in the area and has a history of coordinating suicide attacks with local Islamic Movement of Uzbekistan terrorist groups.

As the security force approached the leader's suspected location, an insurgent maneuvered against the Afghan and coalition troops and was killed when he posed a lethal threat. The security force also seized a light machine gun and ammunition in the operation.

In other Afghanistan operations today:

--A combined force in Nangarhar province's Khugyani district arrested a senior Taliban leader who has planned and directed assassinations against government officials, conducted attacks targeting Afghan and coalition forces and facilitated the movement of money, weapons and insurgent fighters throughout the area. The security force also arrested another insurgent.

-- In Kandahar province's Maiwand district, a combined force arrested a Taliban facilitator who is responsible for providing weapons and fighters to local insurgent groups and has a history of distributing roadside bombs, grenades, machine guns, ammunition and other military supplies for attacks against Afghan and coalition forces. The security force also arrested another insurgent and seized 2 pounds of opium.

-- A combined force in Helmand province's Nawah-ye Barakzai district arrested a Taliban facilitator who has a history of distributing roadside bombs to insurgent cells throughout the province and has participated in attacks against Afghan and coalition forces. The security force also arrested four other insurgents.

In operations yesterday:

-- In Baghlan province's Baghlan-e Jadid district, a combined force killed an insurgent during a search for an insurgent leader with ties to the Taliban and the Islamic Movement of Uzbekistan. The leader directs improvised explosive device operations targeting senior government officials and Afghan and coalition forces and works directly with Taliban senior leadership to disseminate information to low-level fighters. He also is vital in facilitating money and weapons for insurgent groups in the area.

-- In the same district, Provincial Response Company Baghlan, enabled by coalition forces, killed six insurgents when it responded to an attack on another Afghan unit. The joint force engaged several insurgents armed with small arms and rocket-propelled grenades shortly after being dispatched by the provincial chief of police.

-- Provincial Response Company Farah, enabled by coalition forces, detained six insurgents and seized a cache of weapons, drugs and ammunition while conducting a high-risk arrest in Farah province's Pusht E Rod District. The cache consisted of four RPG rockets, two pressure plates, 110 rounds of 7.62 mm ammunition, 11 pounds of opium and a pound of hashish.

-- A combined force in Kandahar province's Dand district killed Qudrat, a Taliban leader, and arrested four other insurgents. Qudrat was in charge of a cell of Taliban fighters responsible for IED operations throughout the province. He also facilitated the movement of weapons in the area and provided operational reports to senior Taliban leaders in the area. The security force also seized a pistol and an ammunition magazine.

-- In Baghlan province's Burkah district, a combined force arrested four insurgents during a search for a senior insurgent leader with ties to both the Taliban and the Islamic Movement of Uzbekistan who has operational control over fighters responsible for attacks against Afghan and coalition forces. He is vital in facilitating the movement of weapons, particularly rocket-propelled grenades, to insurgent fighters in the area. He and his group also collect illegal taxes from the local populace to fund terrorist activity. The security force also seized three rifles, magazines and ammunition.

-- A combined force in Helmand province's Nahr-e Saraj district arrested a Taliban leader who is responsible for coordinating and executing attacks against Afghan and coalition forces. He also procures and distributes weapons and IED components to his subordinate fighters and other insurgent groups. The security force also addressed three other insurgents.

-- In the same district, Afghan local police and soldiers and coalition forces killed more than 18 insurgents after being attacked at police checkpoints. The district police chief provided a quick-reaction force to one checkpoint, and the district operations coordination center tasked Afghan commandos to support the fight at another. Coalition forces provided indirect fire in support of the quick-reaction force.

In May 4 operations:

-- In Baghlan province's Burkah district, a combined force arrested a senior insurgent leader with ties to both the Taliban and the Islamic Movement of Uzbekistan. The leader has operational control over fighters responsible for attacks against Afghan and coalition forces. He is vital in facilitating the movement of weapons, particularly rocket-propelled grenades, to insurgent fighters in the area. He and his group also collect illegal taxes from the local populace to fund terrorist activity.

-- A combined force in Jowzjan province's Qush Tepah district killed three insurgents and wounded another during a search for a senior Taliban leader who directs all Taliban operations in the district and coordinates with insurgent networks in Jowzjan and Sar-e Pul districts. He is responsible for the facilitation, planning and coordination of attacks on Afghan and coalition forces in the region. Officials said he is planning an attack on an Afghan checkpoint, plotting to kill the guards and take their weapons. He also relays instructions from senior Taliban leaders to more than 100 fighters. The insurgents were seen planting a rocket.

-- Afghan local police and coalition forces detained three insurgents after finding them in the possession of about 45 pounds of IED-making materials and three pressure plate training devices in Zabul province's Shah Joy district.

-- In Nangarhar province's Charparhar district, Afghan commandos, advised by coalition forces, detained 14 insurgents during a clearing operation conducted to disrupt a known Taliban attack staging area.

-- Afghan local police, advised by coalition forces, detained an IED operative during a patrol in Logar province's Baraki Barak district and turned him over to Afghan National Police.

-- A combined force in Helmand province's Marjah district arrested a Taliban leader who has operational control over fighters responsible for attacks against Afghan and coalition forces. He is also key in procuring and distributing weapons and IED components. The security force also arrested two other insurgents.

-- In Khost province's Gurbuz district, a combined force arrested a Haqqani network facilitator who is responsible for trafficking weapons. The security force also seized three assault rifles, a pistol, 10 magazines and more than 1,000 rounds of ammunition.

In May 3 operations:

-- A combined force in Nangarhar province's Khugyani district arrested a high-profile Taliban attack facilitator who provides logistical support to senior Taliban leaders. He organizes the purchase, transfer and delivery of weapons to support the Taliban insurgency, and has sold rockets used in attacks against Afghan and coalition forces.

-- Afghan commandos in Nangarhar province's Chaparhar district arrested a mid-level Taliban leader who is involved in the narcotics trade and is responsible for attacks against coalition forces and Afghan government officials.

Combined Force Kills Haqqani Network Leader in Paktia Province

KABUL, Afghanistan, May 2, 2013 - A combined Afghan and coalition security force killed a Haqqani network leader and another insurgent during an operation in the Zurmat district of Afghanistan's Paktia province yesterday, military officials reported.
Sarwar Khan, also known as Manzala, planned insurgent operations, reported intelligence to senior leaders, and was involved in kidnappings. He built improvised explosive devices and coordinated IED attacks against Afghan and coalition forces.

In other Afghanistan operations yesterday:
-- A combined force in Baghlan province's Baghlan-e Jadid district wounded two insurgents during a search for a Taliban IED cell leader with ties to the Islamic Movement of Uzbekistan who directs IED operations targeting government officials and Afghan and coalition forces throughout Kunduz province. He also works directly with Taliban senior leadership to disseminate information to low-level fighters, and is vital in obtaining money and weapons for local insurgent groups.
-- In Kandahar province's Shah Wali Kot district, a combined force killed an insurgent during a search for a Taliban leader who is responsible for attacks against Afghan and coalition forces. He and his subordinates are involved in IED operations, poppy cultivation and distribution, and weapons facilitation.
-- Afghan Provincial Response Company Zabul, enabled by coalition forces, killed an insurgent, arrested three others and seized weapons and ammunition in Zabul province's Shah Joy district. The security force recovered two assault rifles, 13 assault-rifle magazines and ammunition, and destroyed a rocket-propelled grenade propellant charge, two motorcycles and bomb-making materials.
-- Also in Zabul's Shah Joy district, Afghan special forces troops, enabled by coalition forces, captured an insurgent leader during an operation to disrupt a known IED facilitation network.
-- Acting on information received from the district police chief, Afghan special forces troops found and destroyed 27 IEDs, assault-rifle magazines and miscellaneous military equipment in Helmand province's Nahr-e-Saraj district.
-- A combined force in Nangarhar province's Nazyan district killed an insurgent and wounded two others during a search for a senior insurgent leader with ties to the Tehrik-e Taliban and Haqqani terrorist networks that plan high-profile attacks against civilians, government officials and Afghan and coalition forces. He has control of more than 100 fighters, including potential suicide bombers. He also runs a training camp for indoctrinating prospective insurgents.

Combined Force Arrests Taliban Facilitator in Logar Province

KABUL, Afghanistan, April 30, 2013 - A combined Afghan and coalition security force arrested a Taliban facilitator and another insurgent in the Pul-e Alam district of Afghanistan's Logar province today, military officials reported.

The facilitator is responsible for acquiring weapons and distributing them to insurgents throughout the district. He also is involved in attacks against Afghan and coalition forces and conducts reconnaissance operations against coalition military forces.

In Ghazni province's Muqor district yesterday, an Afghan quick-reaction force killed three insurgents and wounded four others after responding to an attack on a local police checkpoint.

In other news from Afghanistan, Afghan and coalition security forces today confirmed the arrest of a high-profile attack facilitator for the Taj Mir Jawad insurgent network during an April 28 operation in Paktia province's Gardez district. The facilitator is responsible for providing weapons and funding for insurgent fighters. At the time of his arrest, he was gathering supplies and fighters for a future high-profile attack against Afghan and coalition forces, officials said.
