Threat of terrorist IED's Growing & Expanding, General Says

WASHINGTON, Sept. 21, 2012 - The threat posed by crude homemade bombs known as improvised explosive devices is growing and spreading across the globe, and will be the terrorists' weapon of choice for decades, the commander of the Joint Improvised Explosive Device Defeat Organization said yesterday.

"We still need to do more," Army Lt. Gen. Michael D. Barbero told the House Appropriations Committee's defense subcommittee, adding that his organization is rapidly fielding critical counter IED capabilities. "But let me say up front that I believe the IED and the networks that use these asymmetric weapons will remain a threat to our forces and here at home for decades."

These bombs, he said, will be the weapon of choice for terrorists because they are cheap and readily available. Bomb makers use off-the-shelf technology to make the deadly explosives. IED's were the number one killer of American troops during the war in Iraq.

"This trend is readily apparent in Afghanistan ... where IED events continue to rise," Barbero said. "In the past two years, IED events have increased 42 percent, from 9,300 events in 2009 to 16,000 events in 2011. And this year, we're on track, for 2012, to meet or exceed the historic number of IED events we saw last year."

While the overall number of IED events is high, coalition casualties are down, the general said. This is because the coalition's ability to find IEDs before they explode is steadily improving. This has reduced U.S. casualties by more than 40 percent this past year, he said.

The decrease in IED effectiveness is a result of an across-the-board effort against these devices, he said, noting that troops deploying to Afghanistan receive the latest counter-IED training and use the latest technology from airborne sensors to handheld devices.

"Commanders and troopers on the ground are continuously refining their tactics, techniques and procedures tailored to the threat they face in the region," Barbero told the subcommittee.

Meanwhile, U.S. forces and civilian personnel "will remain the target of insurgent IED attacks and the IED will remain the weapon of choice," Barbero said. "From our experience in Iraq, the reduction of U.S. forces must not equal a reduction in counter-IED or other critical capabilities."

The general said that as the military footprint in Afghanistan gets smaller, troops there "will require flexibility to shift priorities rapidly, providing the requisite counter-IED capabilities, situational awareness and security and protection," he said.

Barbero said the IED threat is growing and morphing to other areas of the world.

"Since 2007, IED incidents outside of Iraq and Afghanistan have increased to average more than 500 incidents per month around the globe," the general said. "Since January 2011, there have been more than 10,000 global IED events occurring in 112 countries, executed by more than 40 regional and transnational threat networks. The extremist networks that employ the IEDs have proven to be resilient, interconnected and extremely violent."

Wherever there is turmoil and insecurity, there will be IEDs, Barbero said.

"I believe U.S. forces will operate in an IED environment," he said. "I believe it's a reality of 21st century warfare, and we must plan accordingly."

Combined Force Arrests Taliban Weapons Dealer

KABUL, Afghanistan, Aug. 14, 2012 - An Afghan and coalition security force arrested a Taliban weapons dealer and detained two suspected insurgents in the Panjwai district of Afghanistan's Kandahar province today, military officials reported.
 
The weapons dealer provided Taliban fighters with weapons, ammunition and improvised explosive device material for use in attacks against Afghan and coalition forces. At the time of his arrest, officials said, he was trying to arrange weapons training for insurgents in the province.
 
In other news today:
-- In the Now Zad district of Helmand province, a combined force found and destroyed 16 IEDs and more than 4,100 pounds of wet opium.
 
-- Afghan and coalition security force officials confirmed that a Haqqani network leader responsible for numerous attacks against Afghan and coalition forces was one of those detained during an Aug. 9 operation in the Shwak district of Paktia province.
 
In operations yesterday:
-- In the Chimtal district of Balkh province, a combined force arrested a Taliban weapons supplier who provided machine guns, rocket-propelled grenades and IEDs to insurgents for attacks against Afghan and coalition forces in and around the district. The weapons supplier also placed IEDs along local roads.
 
-- During an operation in the Watahpur district of Kunar province, a combined force conducted a precision airstrike against a group of armed insurgents. The force confirmed the strike had killed multiple insurgents and had not injured civilians or damaged civilian property.
 
-- In the Sabari district of Khost province, a combined force arrested a Haqqani weapons supplier. The supplier smuggled assault rifles into the district and tried to acquire grenades for a planned attack against Afghan and coalition forces. He is also responsible for coordinating multiple attacks against security forces. The combined force also detained several suspected insurgents and seized firearms.
 
In Aug. 12 operations:
--In the Pul-e Alam district of Logar province, a combined force arrested a Haqqani network leader who directed and conducted numerous attacks against Afghan and coalition forces in the province. Before his arrest, the Haqqani leader tried to acquire IED components for additional attacks. The security force also detained three suspected insurgents.
 
-- An Afghan security force, supported by coalition troops, arrested senior Taliban leader Mawawi Akbar in the Surobi district of Kabul province. Before his arrest, Akbar was one of the most senior Taliban insurgents operating in Surobi, and he was responsible for facilitating the movement of suicide bombers throughout the province.

Combined Force Arrests Senior Insurgent Leader

WASHINGTON, Aug. 13, 2012 - An Afghan and coalition security force arrested a senior Islamic Movement of Uzbekistan terrorist group leader in the Chahar Darah district of Afghanistan's Kunduz province today, military officials reported.

The insurgent leader directed improvised explosive device attacks in Kunduz province. He also acquired IEDs, weapons and rockets and distributed them to insurgents throughout the region, officials said.

The security force also detained two additional suspected insurgents and seized IED-making components during the operation, officials said.

In other operations today:
-- In the Chimtal district of Balkh province, a combined force detained several suspects during an operation to arrest a Taliban weapons supplier. The weapons supplier provides machine guns, rocket-propelled grenades and IEDs to insurgents in the district.

-- A combined force arrested a Taliban-affiliated insurgent who coordinated insurgent activity in the Kandahar district of Kandahar province. He also acquired IED-making components for Taliban fighters in the area. The security force also detained one suspect during the operation.

-- In the Nawah-e Barakzai district of Helmand province, a combined force detained several suspects during an operation to arrest a Taliban explosives expert. The insurgent explosives expert operates throughout central Helmand, acquiring, constructing and distributing IEDs to insurgents.

-- In the Khugyani district of Nangarhar province, an Afghan-led, coalition supported security force arrested a Taliban leader responsible for multiple attacks on Afghan and coalition forces.

-- In the Sabari district of Khost province, an Afghan-led, coalition-supported force detained several suspects and seized multiple weapons.

In operations yesterday:
-- A precision airstrike killed multiple insurgents during a combined force operation against insurgents operating in combined force the Watahpur district of Kunar province. The airstrike caused no civilians injuries or property damage.

-- A combined force detained three suspects in the Gelan district of Ghazni province.

-- Also in the Gelan district of Ghazni province, another combined force detained multiple suspects and seized explosives during an operation to arrest a Taliban leader. The leader plans and directs attacks against Afghan and coalition forces. The explosives were safely destroyed by the security force.

-- An Afghan-led, coalition-supported force arrested multiple insurgents during an operation in Kabul. The security force arrested the insurgents as they were finalizing plans for an attack in the Afghan capital. The security force also seized a large cache of explosives, suicide vest components, weapons and ammunition.

In an Aug. 11 operation, combined force discovered an insurgent bomb-making facility and seized more than 400 pounds of explosives, some IED-making components and detained one suspect in the Muqer district of Ghazni province.

Combined Force Detains Numerous Suspected Insurgents

WASHINGTON, Aug. 10, 2012 - An Afghan and coalition security force detained numerous suspected insurgents during an operation to arrest a Haqqani leader in the Shwak district of Afghanistan's Paktiya province today, military officials reported.

The Haqqani leader is responsible for facilitating attacks against Afghan and coalition forces throughout the district, officials said.

Also today, a combined force detained one suspect during an operation to arrest a Taliban leader in the Chimtal district of Balkh province. The sought-after Taliban leader directs attacks against Afghan security forces throughout the region. He is also responsible for conducting attacks against reconstruction projects in the province.

In Aug. 9 operations:
-- A combined force found and cleared an improvised explosive device in Ghanzi province's Ghazni district.

-- A combined force killed an insurgent in Kapisa province's Tagab district.

-- A combined force detained two insurgents in Khowst province's Gurbuz district.

-- A combined force killed one insurgent and detained two others in Laghman province's Mehtar Lam district.

-- A combined force detained an insurgent who was emplacing an IED in Logar province's Muhammad Aghah district.

-- In Nangarhar province, a combined force found and cleared one IED in the Jalalabad district and another in the Khugyani district.

-- In Paktika province, a combined force found and cleared an IED in the Sar Rowzah district.

-- In Paktiya province, a combined force found and cleared an IED in the Zurmat district.

-- In Parwan province, a combined force discovered a weapons cache containing 18 rockets in the Bagram district.

Combined Force Arrests Taliban-affiliated Insurgent

WASHINGTON, Aug. 9, 2012 - In the Andar district of Afghanistan's Ghazni province, an Afghan and coalition security force today arrested a Taliban-affiliated insurgent responsible for acquiring and emplacing improvised explosive devices along Highway 1, military officials reported.

The Taliban-affiliated insurgent also is responsible for several rocket attacks against Afghan and coalition convoys in the region, officials said.

At the time of his arrest, officials said, the insurgent was actively planning to conduct several more IED attacks along Highway 1, and also was planning to kidnap an Afghan government official.

The security force also detained two suspected insurgents during the operation, officials said.

In other operations today:
-- In the Now Zad district of Helmand province, a combined force detained several suspects and seized several assault rifles during an operation to arrest a Taliban explosives cell leader. The Taliban leader controls an insurgent cell specializing in IEDs and suicide attacks.

-- An Afghan-led, coalition-supported force detained numerous suspects during an operation to arrest a Taliban weapons supplier in the Zharay district of Kandahar province.

-- In the Zharay district of Kandahar province, a combined force detained multiple suspects and seized more than 100 fake IDs during an operation to arrest a Taliban leader. The sought-after Taliban leader is responsible for providing operational guidance to insurgent fighters, as well as planning attacks against Afghan and coalition forces.

-- A combined force killed two insurgents, detained several suspects and seized several firearms during an operation to arrest a Taliban leader in the Baraki Barak district of Logar province. The sought-after Taliban leader builds and emplaces IEDs that are used throughout the region. He also acquires heavy weapons and assault rifles for Taliban insurgents.

In operations yesterday:
-- A combined force killed three insurgents in Ghazni province's Ab Band district.

-- A combined force found and cleared an IED in Kapisa province's Nejrab district.

-- In Khost province, a combined force found and cleared one IED in the Sabari district and another in the Bak district.

-- A combined force killed three insurgents in Kunar province's Nari district.

-- In Logar province, a combined force found and cleared an IED in the Pul-e Alam district.

-- A coalition airstrike killed two insurgents in Logar province's Kharwar district.

-- In Nangarhar province, a combined force detained an insurgent who was emplacing an IED in the Bati Kot district.

-- A combined force found and cleared an IED in Paktika province's Orgun district.

-- A combined force found and cleared an IED in Paktia province's Gardez district.

-- Also in Paktia province, a combined force detained two insurgents who were found in possession of suspicious materials in the Shwak district.

Combined Force Detains Several Suspected InsurgentsCompiled from International Security Assistance Force Joint Command News Releases

WASHINGTON, Aug. 2, 2012 - An Afghan and coalition security force conducted an operation to arrest a Taliban leader in the Andar district of Afghanistan's Ghazni province today, military officials reported.

The Taliban leader controls several mid-level fighters and is directly involved in planning insurgent attacks, officials said.

During the operation, officials said, the security force detained several suspected insurgents.

In operations yesterday:

-- A combined force arrested a senior Taliban explosives expert, detained two suspects and seized multiple explosive devices in the Pul-e Khurmi district of Baghlan province. The explosives expert constructed several improvised explosive devices used in attacks targeting Afghan officials and Afghan and coalition convoys. He also constructed multiple suicide vests he planned to use in attacks against Afghan forces.

-- A combined force detained five insurgents while investigating a weapons cache in Ghazni province's Andar district. The cache contained small arms, ammunition and a grenade.

-- A combined force found and cleared an IED in Ghazni province's Khwaia Omari district.

-- In Khost province's Sabari district, a combined force detained an insurgent while investigating an IED. The IED was cleared and the suspect was transferred to a base for questioning.

-- A combined force killed six insurgents in Kunar province's Nari and Ghaziabad districts.

-- In Logar province, a combined force found and cleared three IEDs in the Pul-E Alam district and three IEDs in the Muhammad Aghah district.

-- In Nangarhar province, a combined force found and cleared an IED in the Jalalabad district and another in the Chapahar district.

-- In Paktika province's Mota Khan district, a combined force found and cleared an IED.

-- A combined force detained an insurgent in Paktika province's Bermal district

RECENT ACTIONS IN AFGHANISTAN

Afghan-led Security Force Captures Insurgent Facilitator

WASHINGTON, May 24, 2012 - An Afghan-led, coalition-supported security force detained an Islamic Movement of Uzbekistan facilitator and several other insurgents during an operation in the Argo district of Afghanistan's Badakhshan province today, military officials reported.

The facilitator was responsible for acquiring and transporting explosive materials and planning improvised explosive device attacks against Afghan and coalition forces throughout the district, officials said.

In other operations today:
-- In the Shorabak district of Kandahar province, coalition forces discovered an IED cache containing 5,000 pounds of homemade explosives and several main charges. All of the materials were destroyed.

-- A combined force detained a Haqqani leader and called in an airstrike that killed several insurgents in the Jaji district of Paktiya province. The Haqqani leader coordinated roadside bombings and indirect-fire attacks against Afghan and coalition forces. He also provided weapons, including IEDs, to insurgents.

-- A combined force detained a Taliban facilitator and one other insurgent in the Baraki Barak district of Logar province. The facilitator supplied weapons, ammunition and equipment to insurgents for attacks against Afghan and coalition troops.

-- A combined force detained several suspects during a search for a Taliban leader in the Wali Muhammad Shahid Khugyani district of Ghazni province. The sought-after insurgent leader plans and conducts roadside bombings against Afghan and coalition forces along Highway 1.

In May 23 operations:
-- A combined force discovered a cache containing 12 IEDs, two mines and seven jugs filled with homemade explosives in the Zharay district of Kandahar province.

-- A combined force killed six insurgents during a firefight in the Pul-E Alam district of Logar province. Some small arms and a radio device were recovered from the insurgents.

-- A combined force detained eight insurgents in the Terezayi district of Khowst province.

-- A combined force detained four insurgents in the Sabari district of Khowst province after finding three IEDs and four loaded AK-47 rifles in their vehicle.

-- A combined force called in an airstrike that killed two insurgents, including Jamil Ur Rahman, a senior insurgent leader, during an operation in the Waygal district of Nuristan province. Rahman had provided leadership and coordinated insurgent activities across eastern Afghanistan.

-- A combined force discovered a weapons cache containing 50 pounds of homemade explosives, five 120 mm mortar rounds and some small-arms ammunition in the Mizan district of Zabul province.

-- In the Shindand district of Herat province, a combined force discovered a weapons cache containing seven cluster bombs,
12 82 mm mortar rounds, one 107 mm rocket and 10 rocket engine boosters. The cache was destroyed.

In May 21 operations:
-- In the Kajaki district of Helmand province, a combined force killed several insurgents and destroyed 3,102 pounds of poppy seed, 484 pounds of wet opium, 22 pounds of ammonium nitrate and drug production equipment.
