PTSD and Vietnam Veterans: A Lasting Issue 40 Years Later -

Post-traumatic stress disorder (PTSD) is defined as having flashbacks, upsetting memories, and anxiety following a traumatic event. It was first officially recognized as a mental health condition in 1980, only five years after the end of the Vietnam War. For hundreds of years, these symptoms have been described under different names in soldiers from many wars. However, Vietnam Veterans with these symptoms were the first to have the term ‘PTSD’ applied to them. Despite the passage of 50 years since the war, for some Vietnam Veterans, PTSD remains a chronic reality of everyday life. In 1983, Congress requested that VA conduct a study on the prevalence of PTSD and other postwar psychological problems among Vietnam Veterans. This was the first study to evaluate the prevalence of PTSD among Veterans, and became known as the National Vietnam Veterans Readjustment Study (NVVRS). The NVVRS brought greater attention to the issue of PTSD as it found that as many as 15 percent of Veterans had PTSD.

SECRETARY HAGEL REFLECTS ON VIETNAM WAR DURING VETERANS DAY SPEECH

WASHINGTON, Nov. 11, 2014 – The Vietnam War Memorial teaches Americans to honor those who sacrificed, but also to be honest and to question the policies that send Americans to war, Defense Secretary Chuck Hagel said today.

Hagel served as an Army sergeant in the 9th Infantry Division during the war and spoke at the Wall today about the meaning of the memorial.

The secretary spoke about his first Veterans Day as a veteran in Omaha, Nebraska. “I’ve always remembered that Veterans Day in 1969, because it reminded me of the one constant throughout the Vietnam War – the uncommon valor of common Americans from every corner of our country,” he said. “They were the quiet heroes of our time. Some of these veterans are here today, and the names of many more are memorialized on the Wall behind us.”

The Wall lists the names of the more than 58,000 Americans killed during the war. Those looking at the names also see the reflections of themselves.

“As it records the names of the past, and reflects our hopes for the future, it also offers a reminder – a message that carries across generations: The Wall reminds us to honor those who defend our country – from making sure they’re treated with the dignity, respect, and appreciation they deserve, to caring for those who return home with visible – and invisible – wounds of war,” Hagel said.
No matter when, where or what war, the United States has “a sacred responsibility” to care for and honor those who sacrificed, the secretary said.
The Wall also reminds Americans to be honest. “There is nothing to be gained by glossing over the darker portions of a war that bitterly divided America,” Hagel said. “We must openly acknowledge past mistakes, and learn from them, because that is how we avoid repeating them.”

The Wall reminds Americans to not take security for granted, and that “we must always question our policies that send our citizens to war, because our nation’s policies must always be worthy of the sacrifices we ask of the men and women who defend our country,” he said.

As secretary, Hagel has a private lunch each month with junior enlisted personnel. “What they tell me – and what every American should know – is that today’s service members don’t want to be glorified or given special treatment,” he said. “The entire 9/11 generation volunteered to serve at a time of war, and they have a strong desire to continue making a difference in the world.”

These men and women want to continue to serve even after leaving the military, he said. “They don’t need a hand-out or a hand-up – they just want the opportunity to continue proving themselves,” Hagel said. “It falls on us to make sure they get that opportunity – the opportunity that too many veterans were denied in the past.”

Hagel called on all Americans to honor veterans by “creating new opportunities for them to contribute after their service in uniform, so they can continue to help make a better world. America is forever grateful for their service to our country.”

Dempsey Building Trust in Vietnam Visit

WASHINGTON, Aug. 15, 2014 – Building trust and confidence is the theme for the first visit by a chairman of the Joint Chiefs of Staff to Vietnam since 1971.
Army Gen. Martin E. Dempsey met with his Vietnamese counterpart Lt. Gen. Do Ba Ty in Hanoi. The two men discussed the future of the military-to-military relationship between their countries, but also the legacy of the Vietnam War. The chairman will also visit Da Nang and Ho Chi Minh City during his visit.
Dempsey’s visit is a message to the region that the United States is serious about the rebalance to the Asia-Pacific, even as the American military is confronted with challenges in other parts of the world, defense officials said.

Dempsey said in an interview with USA Today’s Tom Vanden Brook that his formative years were colored by the specter of the war in Vietnam. Dempsey graduated from the U.S. Military Academy in 1974 -- too late to serve in that war.
“I said to General Ty that ‘I spent the first four years of my military career preparing to fight you,’” Dempsey said. “There’s something profound about being here now trying to build a relationship on the basis of common interests.”
And the two countries do have common interests. Vietnam’s geostrategic position -- sitting between straddling China and Southeast Asia -- makes the nation an important factor player in finding a peaceful solution to the territorial issues in the South China Sea, the chairman said.

“They probably have more influence on the South China Sea and how it evolves than any other country,” he noted.

The two military leaders also discussed longstanding issues related to the Vietnam War, including the U.S. Agent Orange remediation program, finding and recovering U.S. personnel and addressing the problem of leftover unexploded ordnance. The two countries cooperate closely on all these issues, Dempsey said. “We owe it to each other to keep making progress on those [issues],” he said.
These programs were more prominent in discussions a year ago than they are today, Dempsey said. “We’re moving beyond those legacy war issues and toward a new relationship,” the chairman said.

All relationships are founded on trust “and that doesn’t happen overnight,” the general said.

The U.S. and Vietnamese militaries are working together in maritime security, disaster relief and humanitarian assistance. “We’ve made a tentative agreement to increase the frequency and depth of our staff talks so we understand each others’ long-term strategies for the region,” Dempsey said. “That’s the place where we can make the most progress.”

Dempsey said he’s seeing more information sharing happening between the United States and Vietnam in the maritime domain as well as more work with maritime law enforcement.

“We’re working most closely right now with their coast guard, to establish a law enforcement capability to protect their economic exclusion zone … so they don’t get militarized,” he said.

U.S. officials are also working with Vietnamese counterparts to enhance the training program for maritime operations.

Dempsey stressed that the U.S. interest in Vietnam is not all about countering China. “The shadow of China hangs over the region,” he said. “Everyone thinks our interest here is just about China. It’s not.”

The rebalance toward the Asia-Pacific region is inevitable as the area grows and expands in economic, political and diplomatic clout, he said.

“This is important and we do have our shoulder behind it,” the chairman added.
This was Dempsey’s first visit to Vietnam and he said he was struck by the vibrancy of life and the colors of the city.

“…Standing on the platform for the honor ceremony, listening to the two national anthems and seeing the two national flags flying side-by-side, it occurred to me that often adversaries in the past can become our closest friends,” the chairman said. “That won’t happen without some effort, but I think there’s a possibility there.”

AGENT ORANGE HEALTH CONCERNS RAISED BY CREWS OF C-123 PROVIDER AIRCRAFT

Agent Orange Residue on Post-Vietnam War Airplanes

Some Veterans who were crew members on C-123 Provider aircraft, formerly used to spray Agent Orange during the Vietnam War, have raised health concerns about exposure to residual amounts of herbicides on the plane surfaces.
Responding to these concerns, VA asked the Institute of Medicine to study possible health effects. Results are expected in late 2014.

Testing for Agent Orange residue on planes

The U.S. Air Force (USAF) collected and analyzed numerous samples from C-123 aircraft to test for Agent Orange. USAF's risk assessment report (April 27, 2012) (2.3 MB, PDF) found that potential exposures to Agent Orange in C-123 planes used after the Vietnam War were unlikely to have put aircrew or passengers at risk for future health problems. The report’s three conclusions:
There was not enough information and data to conclude how much individual persons would have been exposed to Agent Orange.

It is expected that exposure to Agent Orange in these aircraft after the Vietnam War was lower than exposure during the spraying missions in Vietnam.

Potential Agent Orange exposures were unlikely to have exceeded standards set by regulators or to have put people at risk for future health problems.
How Veterans may have been exposed

During the Vietnam War, the U.S. Air Force used C-123 aircraft to spray Agent Orange to clear jungles that provided enemy cover in Vietnam. At the end of the spraying campaign in 1971, the remaining C-123 planes were reassigned to reserve units in the U.S. for routine cargo and medical evacuation missions spanning the next 10 years.

Crew members aboard one of these post-Vietnam C-123 planes reported smelling strong odors, which raised concerns about Agent Orange exposure – but Agent Orange is odorless. These odors may have come from various chemicals associated with aircraft.

Health effects of Agent Orange residue

The health effects of exposure to Agent Orange residue on airplanes differ from direct contact with liquid Agent Orange. In liquid or spray form, Agent Orange can enter the body through inhalation or ingestion (such as hand-to-mouth contact or getting into food). But in the dry form – for example, adhered to a surface – Agent Orange residue cannot be inhaled or absorbed through the skin, and would be difficult to ingest.

The potential for health effects depends on the amount of Agent Orange present, as well as its ability to enter the body.

After reviewing available scientific reports in 2011 and 2012, VA concluded that the exposure potential in these planes was extremely low and therefore, the risk of long-term health effects is minimal. If crew exposure did occur, it is unlikely that sufficient amounts of dried Agent Orange residue could have entered the body to have caused harm.

We will continue to review new scientific information on this issue as it becomes available.

We’ve also asked the Institute of Medicine of the National Academy of Sciences, an independent non-governmental organization, to study possible health effects from Agent Orange in C-123 post-Vietnam crew members. Results are expected in late 2014.

Research on the health effects of Agent Orange has been extensive and it continues. Diverse populations have been studied, including herbicide sprayers and manufacturers, other Vietnam-era Veterans, and those exposed during industrial accidents. This information helps us to determine what potential health effects may be related to different levels of exposure.

Veterans may file a claim for disability compensation for health problems they believe are related to exposure to Agent Orange residue on post-Vietnam C-123 airplanes. Veterans must show on a factual basis that they were exposed in order to receive disability compensation for diseases related to Agent Orange exposure.

7/2/2013 - CANNON AIR FORCE BASE, N.M. -- The 27th Special Operations Wing held a ceremony to celebrate the official new home of Combat Talon I, Cherry One, near the front entrance of Cannon Air Force Base, N.M., June 28, 2013.

If the retired aircraft could speak, it would undoubtedly have many hair-raising and death-defying exploits to share. Perhaps, though, the most intimidating story it could tell is that of the Son Tay Raid, the moment this particular Talon cemented its mark in time during a Prisoner of War rescue mission in the Vietnam War.

The notorious MC-130E was given a voice during the Cannon ceremony by way of several original crew members who flew the craft during the famous raid. Together, the veterans reminisced, chiming in with details and reminding each other of the moment they leapt into the history books.

Retired Lt. Col. Irl "Leon" Franklin, the Talon's pilot, recalled the day he was recruited to play a part in the Son Tay Raid.

"We got word from Headquarters [U.S. Air Force] to provide a crew for an unknown, classified mission," said Franklin. "They expressed my name specifically, and that of another fellow, a navigator, by the name of Tom Stiles. The rest of the crew was to be chosen from the 7th Special Operations Squadron."

It was a joint-service operation of the utmost secrecy -- formulated like a puzzle. Only those with a need-to-know were told how the pieces fit together, leaving most participants in the dark. Each group, from the flight crews to the army rangers, practiced specific combat maneuvers, all the while speculating what their mission would be.

According to the National Museum of the United States Air Force, an assortment of aircraft trained for the operation, including six helicopters, five small attack planes and two large support aircraft. All unknowingly prepared for a raid on a POW camp in North Vietnam, where intelligence analysts believed 55 prisoners were being held.

Eventually, the mission was briefed to all and they flew what was to become the largest covert operation of the Vietnam War on the night of Nov. 20, 1970.

Flying point under the call sign Cherry One was the faithful Talon 0523, prepared to lead a team of helicopters in close formation. However, as it would happen, all was not smooth sailing for the military bird as the mission started off with what the craft's copilot, retired Maj. William Guenon, called a "Murphy" moment.

"In any good, secret and dangerous mission deep behind enemy lines, there's usually a few surprise 'Murphy' moments to be dealt with along the way, and this will always be the case no matter how much development and training is done," Guenon said. "Our mission was no exception. After having flown Cherry One for more than four months with absolutely no serious issues, on the night of the raid, her number three engine would not start. We lost 21 minutes before we finally, using the double-starter-button-trick, got number three to start."

Once airborne, the crew modified their route to make up for lost time and caught up to the already in-flight formation. Upon reaching their destination, the Talon crew began to drop flares on the sleeping prison camp below, lighting up the area for other aircraft that destroyed Son Tay's defenses and landed inside the fortifications to begin the raid.

Cherry One then flew up the road away from camp and dropped fire crackers to simulate a ground fire-fight in an effort to deter North Vietnamese reinforcements. Finally, Cherry One was to drop a couple napalm bombs, which would burn bright and serve as a reference point for five A-1E Skyraiders and Cherry Two, another Combat Talon I. The first bomb went out on point, but it was the second that gave the crew of aircraft 0523 a bit of a problem.

"Another anxious moment that will always remain with the crew of Cherry One was when our second napalm bomb was armed, got hung up during airdrop and would not leave the aircraft," said Guenon. "You can believe we all had our individual visions of what nasty things could happen, and you can be sure none of these thoughts were very pretty. That derelict napalm was finally jettisoned by using negative G's and an old-fashion, and properly timed, heave-ho by our highly motivated ramp crew."

Though they were prepared for nearly every kind of hiccup in the mission, there was one moment that no one saw coming. During the raid a message came over the radio that simply stated, "No packages."

"When they said negative packages, I never knew what that meant," said Tom Eckhart, head navigator on Cherry One. "I said, 'What's that'; and they said, 'No prisoners.' That was quite a letdown because that was our purpose, but later on I found out it was worthwhile because I got to speak with several people who were prisoners in Vietnam and each one told me that I saved their lives. That made it all worthwhile."

"They were told over and over again, 'Nobody will come and get you; they don't care about you; they have forgotten about you, and you're here forever'," said Eckhart. "After the Son Tay Raid, they [the POWs] found out that we did come for them."

Because of the raid on Son Tay, North Vietnam gathered all POWs together in one location, fearful of a repeat attack. It gave men who had been in isolation for many years the ability to communicate with one another - they were no longer alone.

In Secret and Dangerous, a book by Guenon containing a first-hand account of the rescue operation, was a letter from a Vietnam POW, retired Brig. Gen. Jon Reynolds, who expressed the importance of the Son Tay Raid.

"While the rescue was not to be, the success of the mission and its importance for American prisoners in North Vietnam should never be understated," said Reynolds. "Its impact on us was positive and immediate...morale soared. The Vietnamese were visibly shaken. Even though not a man was rescued, the raid was still the best thing that ever happened to us."

After the mission was completed, the crew parted ways with their Talon, though they found they had become quite attached. At their craft's retirement, the Vietnam veterans were glad to see Cherry One, not in the bone-yard or buried in a museum, but prominently displayed at a special operations base.

"Our bird, Cherry One, aka 64-0523, is a larger than life C-130E(I) - one of the first, and has been operating in the shadows around the many hot spots of the world, she's always brought her aircrews safely home," said Guenon. "When not stemming the tide of communism, she, in the dark of night, quietly pursued those fanatics who still wanted to harm the U.S. Indeed, for a large-sized aircraft, this is certainly no small feat."

"By displaying a proven special operations legend at the Cannon Air Force Base front gate, aircrews can see and realize the true spirit and proud tradition of the Son Tay Raid from so long ago," Guenon continued. "Hopefully her example will influence others to succeed in spite of great odds."

REFLECTING ON VIETNAM AND WAR

Military Advisors Reflect on Vietnam War Experiences

WASHINGTON, Aug. 29, 2012 - Two former military advisors who served with Vietnamese units during the Vietnam War spoke about their experiences in the Pentagon yesterday and shared their thoughts on advisory programs and counterinsurgency operations.

Retired Marine Corps Gen. Anthony Zinni and retired Army Lt. Col. James Willbanks took part in a panel discussion on "Advisors in the Vietnam War," along with Andrew Birtle, chief of the Military Operations Branch at the Army Center of Military History. The panel was part of the Historical Speakers Series sponsored by the Office of the Secretary of Defense Historical Office.

Birtle opened the program with an overview of the U.S. advisory effort in Vietnam. An expert on counterinsurgency operations doctrine who authored books on the subject, Birtle outlined the development of the military advisor program from the first U.S. advisors in 1950 until end of the war in the early 1970s.

"Perhaps the most common emotion advisors experienced in Vietnam was the frustration of being held responsible for something they could not control," Birtle said. "Nothing was more frustrating than the feelings that one's efforts were falling on fallow ground."

Zinni spoke after Birtle, sharing his experiences as an advisor to a Vietnamese Marine unit in 1967. The general, who eventually rose through the ranks to lead U.S. Central Command, said his primary duties as an advisor in Vietnam were to help coordinate fire support, air capability and operations with U.S. units. Working, living and eating with the Vietnamese – and operating all over South Vietnam -- gave him an insight into the conflict that he said he wouldn't have gotten otherwise.

"Those who saw that war from inside a U.S. unit – despite the fact that certainly they saw plenty of combat, as we did – they saw a different war than I did," Zinni said.

"I saw the war through the eyes of the Vietnamese people. I saw the war through the eyes of villagers that I lived with. I saw the war through the eyes of Vietnamese soldiers and Marines there weren't there on one-year tours, but were there for the duration," he said. "I saw the war from the Delta to the DMZ. I saw the war from Cambodia to the coastal plains in the east. And it was a totally different perspective than I was hearing from my counterparts."

Zinni said he saw the most benefits result from Vietnamese units that built relationships with U.S. units over time, in which U.S. and Vietnamese soldiers could get to know and trust each other over time. He said it worked well with relatively small Marine Corps units, as well as with Army airborne and Ranger units.

"One of the strengths of the advisor unit, besides the fact that we didn't have advisory teams and we sort of immersed ourselves into their organization and culture, is that we connected to the Vietnamese Marines very closely," Zinni said.

But Zinni said there was a price to pay for being that close to the local forces.

"The advisory effort, when you were totally immersed in the culture, took a toll on you. By the time my advisory tour was coming neat to its end... I had contracted malaria, mononucleosis, dysentery and hepatitis," Zinni said. "I was down to 123 pounds."

This was not an uncommon phenomenon for service members in advisory roles.

"Most of the advisors suffered health issues and very few advisors finished a whole tour without a significant health problem or eventually being evacuated because of a health problem," Zinni said.

Despite the physical hardships, Zinni said the experience gave him "a sense of what this war was all about" and made him realize that the U.S. was failing to give the South Vietnamese people a good enough reason to put their lives on the line.

"If we didn't capture the hearts of the people, if we couldn't give them something to fight for, if we weren't willing to ensure that the government was responsible to people, and we weren't willing to cut off a base of supply that was endless, we eventually could not win that conflict, despite all the victories on the battlefield," he said.

Zinni said he felt military leaders did not pay enough attention to knowledge gained in Vietnam, as attention shifted elsewhere after the war ended.

"Vietnam was rich in the lessons we never learned," he said.

"The enemy beat us strategically; they didn't beat us tactically," Zinni said. "They didn't beat us in terms of what we were able to develop in military capability with the South Vietnamese, but they beat us psychologically, and they beat us strategically. That lesson was never carried over."

Willbanks spoke after Zinni. Now the director of the Department of Military History at the U.S. Army Command and General Staff College, Willbanks arrived in Vietnam as an advisor in 1971, when only four U.S. Army infantry battalions and a total of fewer than 125,000 U.S. troops were left in the country. He was assigned to an advisory team supporting an Army of the Republic of Vietnam, or ARVN, division.

"I was a captain with two and a half years in service, on my first combat tour," Willbanks said. "I was being asked to advise a 40-year-old ARVN battalion commander, a lieutenant colonel who had been fighting most of his adult life. "

Because of his lower rank and relative inexperience, Willbanks said he sometimes had difficulty in getting the battalion commanders to listen to his advice. His duties during the early part of his tour involved assisting and training the Vietnamese in staff operations, acting as liaison to the remaining U.S. units in the area, helping with combat operations planning and accompanying the battalions on combat operations in the field.

Willbanks said everything changed when the North Vietnamese launched the "Easter Offensive" on March 31, 1972. He volunteered to replace a wounded advisor in provincial capital city of An Loc, where a battle raged day and night for the next two and a half months.

"At this point, the focus of my efforts shifted to coordinating U.S. combat support," Willbanks said. "I spent all my time adjusting artillery – at least in the beginning, and pretty soon we had no artillery to adjust – air strikes, and also coordinating attack helicopters and fixed-wing gunships, calling for dustoff medical evacuation and coordinating aerial resupply."

Willbanks said being in An Lac at that time was an experience different than anything he had ever conceived.

"It was a desperate battle that seesawed back and forth as the North Vietnamese and the South Vietnamese forces fought each other, sometimes house to house, block to block, room to room," he said.

The South Vietnamese forces held out, and the battle began to die down as the summer wore on, but Willbanks was wounded for a second time and evacuated from the city. Once he was released from the hospital, he spent the rest of his time helping the ARVN recover from the Easter Offensive. He said he left the country at the end of his tour "feeling pretty good" about what he'd been able to accomplish in helping the South Vietnamese forces.

Speaking generally about advisory efforts, Willbanks said there was less of an emphasis on the advisory effort and a shift away from it once U.S. ground troops started arriving in Vietnam. This eventually meant that not all advisors had the right qualifications, training or ability for the job. The advisory tours were often less than 12 months, which created turbulence hampered the ability to form a bond between Vietnamese troops and their U.S. advisors.

Eventually, the emphasis began to shift back to the advisors, as combat troops left Vietnam, but Willbanks said he thought it was too late by that point.

"From a personal perspective, I found the advisory duty very difficult. The duty required decisiveness and aggressive pursuit of the mission, but it also called for patience and restraint – a conflicted mix, to say the least," he said. "The reality on the ground often flew in the face of the need to report progress."

Willbanks said advisors "walked a tightrope" when it came to their duties. They had to be involved and proactive without stifling the initiative of the Vietnamese commanders. They had to be empathetic to their counterparts and understand their culture while being honest about the units and their leaders.

Perhaps most importantly, Willbanks said, advisors had to find a way to build a relationship with their counterparts without making them too dependent on the advisor and on U.S. combat and service support. This proved to be a problem when the U.S. withdrew and the Vietnamese were left on their own.

"I have to say, even with all the difficulties involved, and even knowing how it all turned out, I'm proud of what I did as an advisor in Vietnam, and I only wish we could have done more," Willbanks said. "The South Vietnamese were good people, and they deserved better than they got."

PEOPLE
Originating in what is now southern China and northern Vietnam, the Vietnamese people pushed southward over 2 millennia to occupy the entire eastern seacoast of the Indochinese Peninsula. Vietnam has 54 ethnic groups; ethnic Vietnamese or Kinh constitute approximately 85% of Vietnam's population. The next largest groups are ethnic Tay and Thai, which account for 1.89% and 1.8% of Vietnam's population and are concentrated in the country's northern highlands.

With a population of more than 900,000, Vietnam's Chinese community has historically played an important role in the Vietnamese economy. Restrictions on economic activity following reunification of the north and south in 1975 and a general deterioration in Vietnamese-Chinese relations caused increasing anxiety within the Chinese-Vietnamese community. As tensions between Vietnam and China reached their peak in 1978-79, culminating in a brief but bloody war in February-March 1979, some 450,000 ethnic Chinese left Vietnam by boat as refugees (many officially encouraged and assisted) or were expelled across the land border with China.

Other significant ethnic minority groups include central highland peoples (formerly collectively termed Montagnards) such as the Gia Rai, Bana, Ede, Xo Dang, Gie Trieng, and the Khmer Krom (Cambodians), who are concentrated near the Cambodian border and at the mouth of the Mekong River. Taken collectively, these groups made up a majority of the population in much of Vietnam's central highlands until the 1960s and 1970s. They now compose a significant minority of 25% to 35% of the provinces in that region.

Vietnamese is the official language of the country. It is a tonal language with influences from Thai, Khmer, and Chinese. Since the early 20th century, the Vietnamese have used a Romanized script introduced by the French. Previously, Chinese characters and an indigenous phonetic script were both used.

HISTORY
Vietnam's identity has been shaped by long-running conflicts, both internally and with foreign forces. In 111 BC, China's Han dynasty conquered northern Vietnam's Red River Delta and the ancestors of today's Vietnamese. Chinese dynasties ruled Vietnam for the next 1,000 years, inculcating it with Confucian ideas and political culture, but also leaving a tradition of resistance to foreign occupation. In 939 AD, Vietnam achieved independence under a native dynasty. After 1471, when Vietnam conquered the Champa Kingdom in what is now central Vietnam, the Vietnamese moved gradually southward, finally reaching the agriculturally rich Mekong Delta, where they encountered previously settled communities of Cham and Cambodians. As Vietnam's Le dynasty declined, powerful northern and southern families, the Trinh and Nguyen, fought civil wars in the 17th and 18th centuries. A peasant revolt originating in the Tay Son region of central Vietnam defeated both the Nguyen and the Trinh and unified the country at the end of the 18th century, but was itself defeated by a surviving member of the Nguyen family, who founded the Nguyen dynasty as Emperor Gia Long in 1802.

French Rule and the Anti-Colonial Struggle
In 1858, the French began their conquest of Vietnam starting in the south. They annexed all of Vietnam in 1885, governing the territories of Annan, Tonkin, and Cochin China, together with Cambodia and Laos, as French Indochina. The French ruled Cochin China directly as a French colony; Annan and Tonkin were established as French "protectorates." Vietnam's emperors remained in place in Hue, but their authority was strictly limited as French officials assumed nearly all government functions. In the early 20th century, Vietnamese intellectuals, many of them French educated, organized nationalist and communist-nationalist anti-colonial movements.

Japan's military occupation of Vietnam during World War II further stirred nationalist sentiment, as well as antipathy toward the French Vichy colonial regime, which took its direction from the Japanese until the Japanese took direct control in March 1945. Vietnamese communists under Ho Chi Minh organized a coalition of anti-colonial groups, the Viet Minh, though many anti-communists refused to join. The Viet Minh took advantage of political uncertainty in the weeks following Japan's surrender to take control of Hanoi and much of northern Vietnam. Ho Chi Minh announced the independence of the Democratic Republic of Vietnam on September 2, 1945.

North and South Partition
France's determination to reassert colonial authority in Vietnam led to failed talks and, after armed hostilities broke out in Haiphong at the end of 1946, an 8-year guerrilla war between the communist-led Viet Minh on one side and the French and their anti-communist nationalist allies on the other. Following the French defeat at Dien Bien Phu in May 1954, France and other parties, including Britain, China, the Soviet Union, the United States, and representatives of the Viet Minh and Bao Dai governments convened in Geneva, Switzerland for peace talks. On July 29, 1954, an Agreement on the Cessation of Hostilities in Vietnam was signed between France and the Democratic Republic of Vietnam. The United States observed, but did not sign, the agreement. French colonial rule in Vietnam ended.

The 1954 Geneva agreement provided for a cease-fire between communist and anti-communist nationalist forces, the temporary division of Vietnam at approximately the 17th parallel, provisional northern (communist) and southern (noncommunist) zone governments, and the evacuation of anti-communist Vietnamese from northern to southern Vietnam, as well as the movement of a smaller number of former communist-led Viet Minh anti-colonial fighters to the north. The agreement also called for an election to be held by July 1956 to bring the two provisional zones under a unified government, a provision that the South Vietnamese Government refused to accept, arguing that conditions for free elections throughout Vietnam were not present. On October 26, 1955, South Vietnam declared itself the Republic of Vietnam.

After 1954, North Vietnamese communist leaders consolidated their power and instituted a harsh agrarian reform and socialization program. During this period, some 450,000 Vietnamese, including a large number of Vietnamese Catholics, fled from the north to the south, while a much smaller number, mostly consisting of former Viet Minh fighters, relocated north. In the late 1950s, North Vietnamese leaders reactivated the network of communist guerrillas that had remained behind in the south. These forces--commonly known as the Viet Cong--aided covertly by the north, started an armed campaign against officials and villagers who refused to support the communist reunification cause.

American Assistance to the South
In December 1961, at the request of South Vietnamese President Ngo Dinh Diem, President Kennedy sent U.S. military advisers to South Vietnam to help the government there deal with the Viet Cong campaign. In the wake of escalating political turmoil in the south after a November 1963 generals' coup against President Diem, which resulted in his death, the United States increased its military support for South Vietnam. In March 1965, President Johnson sent the first U.S. combat forces to Vietnam. The American military role peaked in 1969 with an in-country force of 534,000. Although the Viet Cong's surprise Tet Offensive in January 1968 failed militarily, it damaged American and South Vietnamese morale and brought into question--domestically--U.S. reports of successes prior to the offensive. In January 1969, the United States, governments of South and North Vietnam, and the Viet Cong met for the first plenary session of peace talks in Paris, France. These talks, which began with much hope, moved slowly. They finally concluded with the signing of a peace agreement, the Paris Accords, on January 27, 1973. The Accords called for a ceasefire in place in which North Vietnamese forces were permitted to remain in areas they controlled. Following the Accords, the South Vietnamese Government and the political representatives of the communist forces in the South, the Provisional Revolutionary Government, vied for control over portions of South Vietnam. The United States withdrew its forces, although reduced levels of U.S. military assistance continued, administered by the Defense Attaché Office.

Reunification
In early 1975, North Vietnamese regular military forces began a major offensive in the south, inflicting great damage to the south's forces. The communists took Saigon on April 30, 1975, and announced their intention to reunify the country. The Democratic Republic of Vietnam (north) absorbed the former Republic of Vietnam (south) to form the Socialist Republic of Vietnam on July 2, 1976.

After reunification, the government confiscated privately owned land and forced citizens to adopt collectivized agricultural practices. Hundreds of thousands of former South Vietnamese government and military officials, as well as intellectuals previously opposed to the communist cause, were sent to study socialist doctrine in re-education camps, where they remained for periods ranging from months to over 10 years.

Expectations that reunification of the country and its socialist transformation would be condoned by the international community were quickly dashed as many countries expressed concern over Vietnam's internal practices and foreign policy. Vietnam's 1978 invasion of Cambodia in particular, together with its increasingly tight alliance with the Soviet Union, appeared to confirm suspicions that Vietnam wanted to establish a Soviet-backed hegemony in Indochina.

Vietnam's invasion of Cambodia also heightened tensions that had been building between Vietnam and China. Beijing, which backed the Khmer Rouge regime in Cambodia, retaliated in early 1979 by initiating a brief, but bloody border war with Vietnam.

Vietnam's tensions with its neighbors, internal repression, and a stagnant economy contributed to a massive exodus from Vietnam. Fearing persecution, many ethnic Chinese in particular fled Vietnam by boat to nearby countries. Later, hundreds of thousands of other Vietnamese nationals fled as well, seeking temporary refuge in camps throughout Southeast Asia.

The continuing grave condition of the economy and the alienation from the international community became focal points of party debate. In 1986, at the Sixth Party Congress, there was an important easing of communist agrarian and commercial policies.

GOVERNMENT AND POLITICAL CONDITIONS
A new state constitution was approved in April 1992, reaffirming the central role of the Communist Party of Vietnam (CPV) in politics and society, and outlining government reorganization and increased economic freedom. Though Vietnam remains a one-party state, adherence to ideological orthodoxy has become less important than economic development as a national priority.

The most important powers within the Vietnamese Government--in addition to the Communist Party--are the executive agencies created by the 1992 constitution: the offices of the president and the prime minister. The Vietnamese President functions as head of state but also serves as the nominal commander of the armed forces and chairman of the Council on National Defense and Security. The Prime Minister of Vietnam heads a cabinet composed of deputy prime ministers and the heads of ministries and agencies, all confirmed by the National Assembly.

Notwithstanding the 1992 constitution's reaffirmation of the central role of the Communist Party, the National Assembly, according to the constitution, is the highest representative body of the people and the only organization with legislative powers. It has a broad mandate to oversee all government functions. Once seen as little more than a rubber stamp, the National Assembly has become more vocal and assertive in exercising its authority over lawmaking, particularly in recent years. However, the National Assembly is still subject to Communist Party direction. More than 90% of the deputies in the National Assembly are Communist Party members. The National Assembly meets twice yearly for 7-10 weeks each time; elections for members are held every 5 years, although its Standing Committee meets monthly and there are now over 140 "full-time" deputies who function on various committees. In 2007, the National Assembly introduced parliamentary "question time," in which cabinet ministers must answer often-pointed questions from National Assembly members. There is a separate judicial branch, but it is still relatively weak. There are few lawyers and trial procedures are rudimentary.

The Politburo, selected during the Party Congress of the Communist Party of Vietnam and headed by the Communist Party General Secretary, determines government policy; its Secretariat oversees day-to-day policy implementation. In addition, the Communist Party's Central Military Commission, which is composed of select Politburo members and additional military leaders, determines military policy.

A Party Congress meets every 5 years to set the direction of the party and the government. The most recent Party Congress, the Eleventh, met in January 2011. The Central Committee is elected by the Party Congress and usually meets at least twice a year.

ECONOMY
Following economic stagnation after reunification from 1975 to 1985, the 1986 Sixth Party Congress approved broad economic reforms (known as "Doi Moi," or "renovation") that introduced market reforms, opened up the country for foreign investment, and dramatically improved Vietnam's business climate. Vietnam became one of the fastest-growing economies in the world, averaging around 8% annual gross domestic product (GDP) growth from 1990 to 1997 and 6.5% from 1998-2003. GDP grew more than 8% annually from 2004 to 2007, slowed to 5.3% growth in 2009, recovered to 6.8% in 2010, and reached 5.8% over the first 9 months of 2011. Viewed over time, foreign trade and foreign direct investment (FDI) have improved significantly, although new registered FDI has started to trend downward. The average annual foreign investment commitment rose sharply after foreign investment was authorized in 1988, although the global economic crisis affected FDI in 2009. In the first 9 months of 2011, disbursed FDI capital totaled $9.1 billion, up 1% compared to the same period in 2010. Registered FDI (including new and additional capital) was $8.88 billion in the first 9 months of 2011, a fall of about 30% compared to the same period of 2010. From 1990 to 2011, agricultural production nearly doubled, transforming Vietnam from a net food importer to the world's second-largest exporter of rice. In the first 9 months of 2011, Vietnam’s exports ($70 billion) were up by 23% compared to the same period in 2010. Vietnam’s imports ($76.87 billion) were up by 27% from the same period in 2010, and the country was still running a structural trade deficit, reaching $6.87 billion in the first 9 months of 2011.

The shift away from a centrally planned economy to a more market-oriented economic model has improved the quality of life for many Vietnamese. Per capita income rose from $220 in 1994 to $1,168 in 2010. Year-on-year inflation, however, increased to 18.2% in the first 9 months of 2011, up from 8.6% in the same period of 2010. The Vietnamese Government was unable to reach its 2011 Consumer Price Index (CPI) target of 7%. The Vietnamese savings rate is about 25% of GDP. Official unemployment remains low, but does not reflect employment trends in the unofficial economy, which comprises over 70% of the total workforce. Unemployment was 2.2% in the first 9 months of 2011--a slight decline from 2.8% in 2010--with urban unemployment being higher (3.5% in the first 9 months of 2011, 4.4% in 2010) than rural (1.2% the first 9 months of 2011, 2.3% in 2010).

The Vietnamese Government still holds a tight rein over major sectors of the economy through large state-owned economic groups and enterprises. The government has plans to reform key sectors and partially privatize state-owned enterprises, but implementation has been gradual and the state sector still accounts for approximately 40% of GDP. Greater emphasis on private sector development is critical for job creation. In 2011, the Vietnamese Government proposed a strategy for restructuring the economy by 2015. The three pillars of the proposed strategy are improving public investment; reforming state-owned enterprises; and restructuring finance markets, focusing on the banking system.

The 2001 entry-into-force of the Bilateral Trade Agreement (BTA) between the U.S. and Vietnam was a significant milestone for Vietnam's economy and for normalization of U.S.-Vietnam relations. Bilateral trade between the United States and Vietnam has expanded dramatically, rising from $2.97 billion in 2002 to $18.6 billion in 2010. The U.S. is Vietnam's second-largest trade partner overall (after China).

Implementation of the BTA, which includes provisions on trade in goods and services, enforcement of intellectual property rights, protection for investments, and transparency, fundamentally changed Vietnam's trade regime and helped it accede to the World Trade Organization (WTO) in 2007.

Vietnam was granted permanent normal trade relations (PNTR) status by the United States in December 2006. To meet the obligations of WTO membership, Vietnam revised nearly all of its trade and investment laws and guiding regulations and opened up large sectors of its economy to foreign investors and exporters.

A U.S.-Vietnam Trade and Investment Framework Agreement (TIFA), a bridge to future economic cooperation, was signed in 2007 during President Nguyen Minh Triet's visit to the United States. The first TIFA Council occurred in December 2007 in Washington, and there have been frequent TIFA meetings and dialogues since then. During Prime Minister Nguyen Tan Dung's June 2008 visit, the United States and Vietnam committed to undertake Bilateral Investment Treaty (BIT) negotiations. Three rounds of talks were completed, but BIT talks have not resumed since Vietnam and the United States began negotiations on free trade in 2010.

Agriculture and Industry
As in the rest of Asia, farms in Vietnam tend to be very small, and are usually less than one hectare (2.5 acres) each. Rice and other farm outputs are quite profitable, on a per-kilogram basis, but the total income from these small operations is increasingly insufficient to cover daily household needs. Off-farm income is necessary, and growing in importance. Due to its high productivity, Vietnam is currently a net exporter of agricultural products. Besides rice, key exports are coffee (robusta), pepper (spice), cashews, tea, rubber, wood products, and fisheries products. In 2010, Vietnam was ranked 17 among all suppliers of food and agricultural products to the United States, a strong indicator of Vietnam’s growing importance as a global supplier of key agricultural commodities. Agriculture's share of economic output has declined, falling as a share of GDP from 42% in 1989 to 21% in 2010, as production in other sectors of the economy has risen.

Vietnam's industrial production has also grown. Industry and construction contributed 41% of GDP in 2010, up from 27.3% in 1985. Subsidies have been cut, though state enterprises still receive priority access to resources, including land and capital. The government is also continuing the slow process of "equitizing" a significant number of smaller state enterprises--transforming state enterprises into shareholding companies and distributing a portion of the shares to management, workers, and private foreign and domestic investors. However, to date the government continues to maintain control of the largest and most important companies.

Trade and Balance of Payments
To compensate for drastic cuts in Soviet-bloc support after 1989, Vietnam liberalized trade, devalued its currency to increase exports, and embarked on a policy of regional and international economic re-integration. Vietnam has demonstrated its commitment to trade liberalization in recent years, and integration with the world economy has become one of the cornerstones of its reform program. Vietnam has locked in its intention to create a more competitive and open economy by committing to several comprehensive international trade agreements, including the Association of Southeast Asian Nations (ASEAN) Free Trade Area (AFTA) and the U.S.-Vietnam Bilateral Trade Agreement (BTA). Vietnam's accession to the World Trade Organization further integrated Vietnam into the global economy. In November 2010, Vietnam officially joined negotiations for the Trans-Pacific Partnership (TPP) free trade agreement.

As a result of these reforms, exports expanded significantly, growing by as much as 20%-30% in some years. Exports accounted for about 70% of GDP in 2010. Imports have also grown rapidly, and Vietnam has maintained a structural trade deficit, reaching $12.4 billion in 2010. Vietnam's total external debt, amounting to 42.2% of GDP in 2010, was estimated at around $32.5 billion.

FOREIGN RELATIONS
During the second Indochina war (1954-75), North Vietnam sought to balance relations with its two major allies, the Soviet Union and China. Tensions with China began to grow during the Chinese Cultural Revolution, and by 1975, Beijing had become increasingly critical of Hanoi's growing ties with Moscow. Over the next 4 years, Beijing's growing support for Cambodia's Khmer Rouge, which in 1978 initiated bloody attacks across its border with Vietnam, reinforced Vietnamese suspicions of China's motives.

Vietnam-China relations deteriorated significantly after Hanoi instituted a ban in March 1978 on private trade, which had a particularly large impact on southern Vietnam's ethnic Chinese community. Following Vietnam's December 1978 invasion of Cambodia and the expulsion of a significant number of Hoa (ethnic Chinese) from Vietnam, China in February 1979 launched a 3-week incursion over Vietnam's northern border. Faced with severance of Chinese aid and strained international relations, Vietnam established even closer ties with the Soviet Union and its allies in the Council for Mutual Economic Assistance (Comecon). Through the 1980s, Vietnam received nearly $3 billion a year in economic and military aid from the Soviet Union and conducted most of its trade with that country and with other Comecon countries. However, Soviet and East bloc economic aid declined during the perestroika era and ceased completely after the breakup of the Soviet Union.

Vietnam did not begin to emerge from international isolation until it withdrew its troops from Cambodia in 1989. Within months of the 1991 Paris Agreements, Vietnam established diplomatic and economic relations with ASEAN, as well as with most of the countries of Western Europe and Northeast Asia. China reestablished full diplomatic ties with Vietnam in 1991, and the two countries began joint efforts to demarcate their land and sea borders, expand trade and investment ties, and build political relations.

Over the past decades, Vietnam has recognized the increasing importance of growing global economic interdependence and has made concerted efforts to adjust its foreign relations to reflect the evolving international economic and political situation in Southeast Asia. The country has begun to integrate itself into the regional and global economy by joining international organizations. Vietnam has stepped up its efforts to attract foreign capital from the West and regularize relations with the world financial system. In the 1990s, following the lifting of the American veto on multilateral loans to the country, Vietnam became a member of the World Bank, the International Monetary Fund, and the Asian Development Bank. The country has expanded trade with its East Asian neighbors as well as with countries in Western Europe and North America. Of particular significance was Vietnam's acceptance into the Association of Southeast Asian Nations (ASEAN) in July 1995. Vietnam's influence in ASEAN has expanded significantly; the country served as Chairman in 2010. Vietnam joined the Asia-Pacific Economic Cooperation forum (APEC) in November 1998 and hosted summits for APEC in 2006 and ASEAN in 2010. In December 2009, Vietnam completed a 2-year term as a non-permanent member of the United Nations Security Council. At the Eleventh Party Congress in 2011, Communist Party leaders adopted a more internationally engaged foreign policy platform, which also called for a more government-wide approach to foreign policy, increasingly involving the Ministry of National Defense and Ministry of Public Security in the policy-making process.

While Vietnam has not experienced war since its withdrawal from Cambodia, tensions have periodically flared between Vietnam and China, primarily over boundary issues. While Vietnam and China were able to agree to land borders in 1999, overlapping maritime claims in the South China Sea continue to increase bilateral tensions. Vietnam and China each assert claims to the Spratly and Paracel Islands, archipelagos in the potentially oil-rich area of the South China Sea. Malaysia, the Philippines, Brunei, and Taiwan also claim all or part of the Spratly Islands. Over the years, conflicting claims have produced small-scale armed altercations in the area; in 1988, 70 Vietnamese sailors died in a confrontation with China in the Spratlys. China's assertion of "indisputable sovereignty" over the Spratly Islands and the entire South China Sea has elicited concern from Vietnam and its Southeast Asia neighbors. Tensions escalated in the latter half of 2007 as, according to press reports, China pressured foreign oil companies to abandon their oil and gas exploration contracts with Vietnam in the South China Sea. Vietnamese students staged several anti-China demonstrations in response, prompting a warning from the Chinese Foreign Ministry spokesman that Hanoi's failure to quell the demonstrations was harming relations. China's efforts in the summer of 2009 to strictly enforce its unilateral fishing ban in disputed waters led to the detention for several weeks of more than two dozen Vietnamese fishermen.

In contrast, Vietnam has made significant progress with China in delineating its northern land border and the Gulf of Tonkin, pursuant to a Land Border Agreement signed in December 1999, and an Agreement on Borders in the Gulf of Tonkin signed in December 2000. The two sides completed demarcation of their land border in December 2008 and have reached understanding on maritime boundaries in the mouth of the Tonkin Gulf.

U.S.-VIETNAM RELATIONS
President Bill Clinton announced the formal normalization of diplomatic relations with the Socialist Republic of Vietnam on July 11, 1995. Subsequent to President Clinton's normalization announcement, in August 1995, both nations upgraded their Liaison Offices opened in January 1995 to embassy status. As diplomatic ties between the nations grew, the United States opened a consulate general in Ho Chi Minh City, and Vietnam opened a consulate general in San Francisco. In 2009, the United States received permission to open a consulate in Danang; in 2010, Vietnam officially inaugurated a consulate general in Houston.

U.S. relations with Vietnam have become increasingly cooperative and broad-based in the years since political normalization. A series of bilateral summits have helped drive the improvement of ties, including President George W. Bush's visit to Hanoi in November 2006, President Triet's visit to Washington in June 2007, Prime Minister Dung's visits to Washington in June 2008 and April 2010, and President Truong Tan Sang’s visit to Hawaii for APEC meetings in November 2011. The two countries hold an annual dialogue on human rights, which resumed in 2006 after a 2-year hiatus. Vietnam and the United States signed a Bilateral Trade Agreement in July 2000, which went into force in December 2001. In 2003, the two countries signed a Counternarcotics Letter of Agreement (amended in 2006), a Civil Aviation Agreement (amended in 2008), and a textile agreement. In December 2006 the United States granted permanent normal trade relations (PNTR) to Vietnam. In October 2008, the U.S. and Vietnam inaugurated annual political-military talks and policy planning talks to consult on regional security and strategic issues. In August 2010, the U.S. Department of Defense and Vietnam’s Ministry of Defense held the first round of annual high-level defense talks, known as the Defense Policy Dialogue. Bilateral and regional diplomatic engagement has expanded at ASEAN, which Vietnam chaired in 2010, and continues through APEC.

Vietnam's suppression of political dissent has continued to be a main issue of contention in relations with the United States, drawing criticism from successive administrations, as well as from members of Congress and the U.S. public. Within the previous 2 years, Vietnam's government has convicted more than 22 political dissidents, and has arrested an additional 15 others. The government has continued to further tighten controls over the Internet, press, and freedom of speech. Internet bloggers were also arrested, jailed, and convicted after writing about corruption, and protesting China's actions in the disputed Spratly and Paracel Islands and Chinese mining of bauxite in the central highlands.

In contrast, Vietnam has continued to make progress on expanding religious freedom, although significant issues remain. In 2005, Vietnam passed comprehensive religious freedom legislation, outlawing forced renunciations and permitting the official recognition of new denominations. Since that time, the government has granted official national recognition or registration to a number of new religions and religious groups, including eight more Protestant denominations, and has registered hundreds of local congregations particularly in the central highlands. As a result, in November 2006, the Department of State lifted the designation of Vietnam as a "Country of Particular Concern," based on a determination that the country was no longer a serious violator of religious freedoms, as defined by the International Religious Freedom Act. The Department of State has reaffirmed this decision every year since then. Nevertheless, there is room for further progress. The government's slow pace of church registration, particularly in the northwest highlands, and harassment of certain religious leaders for their political activism, remain an ongoing source of U.S. concern.

As of November 2011, the U.S. Government listed 1,679 Americans unaccounted for in Southeast Asia, including 1,288 in Vietnam. Since 1973, 967 Americans have been accounted for, including 683 in Vietnam. Additionally, the Department of Defense has confirmed that of the 196 individuals who were "last known alive" (LKA) in Vietnam, the U.S. Government has determined the fate of all but 25. The Joint POW/MIA Accounting command (JPAC) conducts four major investigation and recovery periods a year in Vietnam, during which specially trained U.S. military and civilian personnel investigate and excavate hundreds of cases in pursuit of the fullest possible accounting. Unrestricting areas previously denied to JPAC personnel has been a recent highlight of cooperation by the Socialist Republic of Vietnam, as was the first-ever turnover of POW/MIA-related artifacts from the Vietnam Military History Museum, apparently a reciprocal action in response to U.S. turnovers of Vietnamese war artifacts. In June 2009, a coastal search mission by the oceanographic survey ship USNS Heezen was the first of its kind, creating the potential to recover hundreds of underwater crash sites. The U.S. would still like to see the provision of archival documents related to U.S. losses along the wartime Ho Chi Minh Trail, as well as more openness in general with regard to Vietnam’s wartime archives. The United States considers achieving the fullest possible accounting of Americans missing and unaccounted for in Indochina to be one of its highest priorities with Vietnam.

Since entry into force of the U.S.-Vietnam Bilateral Trade Agreement on December 10, 2001, increased trade between the U.S. and Vietnam, combined with large-scale U.S. investment in Vietnam, evidence the maturing U.S.-Vietnam economic relationship. In 2010, the United States exported $3.7 billion in goods to Vietnam and imported $14.9 billion in goods from Vietnam. Similarly, U.S. companies continue to invest directly in the Vietnamese economy. During 2009, the U.S. private sector committed $9.8 billion to Vietnam in foreign direct investment. Another sign of the expanding bilateral relationship is the signing of a Bilateral Air Transport Agreement in December 2003. Several U.S. carriers already have third-party code sharing agreements with Vietnam Airlines. Direct flights between Ho Chi Minh City and San Francisco began in December 2004. The Bilateral Air Transport Agreement was amended in October 2008 to fully open markets for cargo air transportation. Vietnam and the United States also signed a Bilateral Maritime Agreement in March 2007 that opened the maritime transport and services industry of Vietnam to U.S. firms.

Vietnam remains heavily contaminated by explosive remnants of war, primarily in the form of unexploded ordnance (UXO) including extensive contamination by cluster munitions dating from the war with the United States. The United States is the largest single donor to UXO/mine action. The Department of State continues to assist Vietnam in detecting and clearing unexploded ordnance, educating the public on the risks of UXO, and providing assistance to the victims of UXO. Since 1993, U.S. has contributed over $62 million in UXO clearance, risk education, and victims’ assistance programs and support for persons with disabilities, regardless of cause.

While legacy issues such as UXO/demining, MIA accounting, and Agent Orange provided the foundations for the U.S.-Vietnam defense relationship, mutual interest in addressing the challenges of humanitarian assistance/disaster relief, search and rescue, and maritime security have allowed the defense relationship to accelerate in the past 3 years, with Vietnam participating in U.S.-provided capacity-building training in these areas. Many of these topics are discussed in annual bilateral defense discussions. In August 2010, a delegation of senior Vietnamese civilian and military officials participated in a fly-out to the USS George Washington in international waters off the coast of Vietnam just prior to the USS John S. McCain visit to Danang, Vietnam. In July 2011 another delegation of government and military officials participated in a fly-out and tour aboard the USS George Washington.

Two years after its first visit to Vietnam, the hospital ship USNS Mercy paid a port call to Quy Nhon in June 2010, where it provided medical and dental treatment to thousands; the USNS Mercy's June 2008 visit to Nha Trang reached over 11,000 Vietnamese patients. Other U.S. Navy visits in 2011 included the first U.S. military ship visit to Cam Ranh Bay in over three decades, when the USNS Richard E. Byrd entered the port for maintenance and repair in August 2011; the USNS Diehl followed for routine maintenance and repair in October. Vietnam continues to observe multinational exercises such as the Cooperation Afloat Readiness and Training (CARAT) organized by the U.S. Pacific Fleet and the yearly GPOI CAPSTONE exercise organized by the U.S. Pacific Command. An active partner in nonproliferation regimes, Vietnam also takes full advantage of expertise, equipment, and training available under the Export Control and Related Border Security (EXBS) program. With the support of the U.S. Department of Energy’s Megaports Initiative, Vietnam is installing radiation detection equipment to help it detect and identify weapons of mass destruction and their components at the commercial port of Cai Mep-Vung Tau. Vietnam agreed in 2010 to join the Global Initiative to Combat Nuclear Terrorism, and Prime Minister Dung was an active participant in President Barack Obama's April 2010 Nuclear Security Summit in Washington.

6/25/2012 - CANNON AIR FORCE BASE, N.M.  -- The 27th Special Operations Wing held a special aircraft retirement ceremony on the flightline at Cannon Air Force Base, N.M., June 22.

Col. Buck Elton, 27 SOW commander, was on board the MC-130E Combat Talon I, tail number 64-0523, as it made its final flight into Cannon from Duke Field, Fla.

This particular Talon has historical significance to Air Force Special Operation Command's lineage.

"This Talon I was part of the 7th Special Operations Squadron and first flew in 1966," said Richard Shea, 27 SOW base historian. "This tail number was the lead aircraft that performed a Prisoner of War extraction in North Vietnam called the Son Tay Raid in 1970."

During the raid, the original call sign for the Talon was Cherry 1. In an effort to truly commemorate today's flight, the Talon once again flew under the call sign Cherry 1 for its final mission.
Retired Lt. Col. Irl "Leon" Franklin, who piloted this exact craft during the raid more than 40 years ago, was invited to be present on the aircraft during the final engine shutdown.

"I was the aircraft commander of crew SG06, the group was the original Combat Unit," said Franklin. "This aircraft was one of the first four aircraft to be modified for the Combat Talon mission."

During the nation's conflict with Vietnam in the 1970s, the U.S. received intelligence that suggested North Vietnam had dozens of POWs detained in a prison camp just west of Hanoi. The U.S. Air Force and Army put together a Special Forces team in an effort to recover the Americans being held within the camp.

Planning and training for the operation took place at Eglin Air Force Base, Fla., while additional intelligence was gathered. When the U.S. infiltrated the prison camp, they discovered the prisoners had already been moved to another camp.

"It's an honor to have been invited to this ceremony and given the opportunity to participate in the aircraft shutdown," said Franklin. "I spent 23 years of my life on active duty and I take pride in actively engaging myself in military functions."

The aircraft will now undergo several months of demilitarization and will be put on permanent display at the airpark on base.

"We are extremely proud of our Special Operations Forces heritage and what this aircraft means to AFSOC," said Elton. "Having this aircraft here at our air park will remind us of our lineage beginning with Son Tay and moving forward."

PRESIDENT OBAMA PROCLAIMS 50 ANNIVERSARY OF VIETNAM WAR

President Proclaims 50th Anniversary of the Vietnam War
WASHINGTON, May 25, 2012 - In a proclamation issued today, President Barack Obama urged Americans to remember the courage and sacrifice of U.S. military members who served during the Vietnam War, and he declared May 28, 2012, through November 11, 2025, as the Commemoration of the 50th Anniversary of the Vietnam War.

In his proclamation, Obama called upon federal, state, and local officials "to honor our Vietnam veterans, our fallen, our wounded, those unaccounted for, our former prisoners of war, their families, and all who served with appropriate programs, ceremonies, and activities" during the 13-year commemoration.

"As we observe the 50th anniversary of the Vietnam War, we reflect with solemn reverence upon the valor of a generation that served with honor," Obama said in his proclamation. "We pay tribute to the more than 3 million servicemen and women who left their families to serve bravely, a world away from everything they knew and everyone they loved.

"From Ia Drang to Khe Sanh, from Hue to Saigon and countless villages in between, they pushed through jungles and rice paddies, heat and monsoon, fighting heroically to protect the ideals we hold dear as Americans," the president continued. "Through more than a decade of combat, over air, land, and sea, these proud Americans upheld the highest traditions of our armed forces."

Today, grateful Americans "honor more than 58,000 patriots -- their names etched in black granite -- who sacrificed all they had and all they would ever know," Obama said. "We draw inspiration from the heroes who suffered unspeakably as prisoners of war, yet who returned home with their heads held high. We pledge to keep faith with those who were wounded and still carry the scars of war, seen and unseen. With more than 1,600 of our service members still among the missing, we pledge as a nation to do everything in our power to bring these patriots home.

"In the reflection of The Wall," he continued, "we see the military family members and veterans who carry a pain that may never fade. May they find peace in knowing their loved ones endure, not only in medals and memories, but in the hearts of all Americans, who are forever grateful for their service, valor, and sacrifice."
Obama urged citizens to "renew our sacred commitment to those who answered our country's call in Vietnam and those who awaited their safe return."

Beginning on Memorial Day, May 28, 2012, he said, the federal government will partner with local governments, private organizations, and communities across America to participate in the Commemoration of the 50th Anniversary of the Vietnam War.

The 13-year commemoration, he added, will "honor and give thanks to a generation of proud Americans who saw our country through one of the most challenging missions we have ever faced."

No amount of words will ever be enough or fully worthy in praising military members for their service in the Vietnam War, nor any honor truly befitting their sacrifice, Obama said.

However, "it is never too late to pay tribute to the men and women who answered the call of duty with courage and valor," he said, adding it's also important to "renew our commitment to the fullest possible accounting for those who have not returned."

Obama urged all Americans to provide "our Vietnam veterans, their families, and all who have served the fullest respect and support of a grateful nation."

STUDY TO DETERMINE IF HYPERTENSION AND RESPIRATORY DISEASES RELATED TO VIETNAM WAR HERBICIDE AGENT ORANGE

The Army Chemical Corps Vietnam-Era Veterans Health Study is designed to learn if high blood pressure (hypertension) and some chronic respiratory diseases are related to herbicide exposure during the Vietnam War.

Background
This study follows a request by Secretary of Veterans Affairs Eric K. Shinseki for VA to conduct research on the association between herbicide exposure and high blood pressure (hypertension), as a basis for understanding if hypertension is related to military service in Vietnam.  VA is also interested in learning more about the relationship between herbicide exposure and chronic obstructive pulmonary disease (COPD).
This study is a follow-up of a similar study conducted between 1999-2000. We have examined the health status of individuals who served in the Army Chemical Corps since the 1990s.

Goals
Researchers have two questions:
Is the risk of high blood pressure (hypertension) related to Agent Orange exposure during service in Vietnam?
Is the risk of chronic obstructive pulmonary disease (COPD), including chronic bronchitis and emphysema, related to Agent Orange exposure during service in Vietnam?

Participants
Researchers are asking approximately 4,000 Veterans who served in the U.S. Army Chemical Corps sometime during the Vietnam era (1965-1973) to participate in this study.  Army Chemical Corps personnel were responsible for the maintenance and distribution or application of chemicals for military operations. Army Chemical Corps personnel who served in Vietnam during the Vietnam War constitute the largest group of Army Vietnam Veterans who were thought to have had the greatest potential exposure to herbicides.

We have already selected participants from earlier Army Chemical Corps study rosters, and researchers cannot accept volunteers for this study. Each Veteran selected for this study represents other Veterans with similar characteristics.

Methods
We are conducting telephone interviews, reviewing medical records, and measuring the blood pressure and lung function of these Veterans.

VIETNAM WAR HERO WILL RECEIVE POSTHUMOUS MEDAL OF HONOR

WASHINGTON, April 17, 2012 - Army Spc. 4 Leslie H. Sabo Jr., a rifleman with the 101st Airborne Division during the Vietnam War, will posthumously receive the Medal of Honor in a May 16 ceremony, White House officials announced yesterday.
Sabo is credited with saving the lives of several of his comrades in Company B, 3rd Battalion, 506th Infantry, when his platoon was ambushed near the Se San River in eastern Cambodia on May 10, 1970. Sabo shielded a comrade from an enemy grenade and silenced a machine-gun bunker before he was killed.

Sabo's widow, Rose Mary Sabo-Brown, and his brother, George Sabo, have been invited to the White House for the ceremony. President Barack Obama recently telephoned Sabo-Brown to inform her that her late husband would receive the nation's highest award for valor.

"It was a very emotional day -- a very, very emotional day," she said. I couldn't even sleep that night. And ... when I did fall asleep finally and I woke up the next morning, I went, 'Now wait a minute, did I dream this? Is it really real?' I couldn't be more proud of him.
In her home near New Castle, Pa., Sabo-Brown has set up a museum of sorts in tribute to her late husband and his comrades who were killed in Cambodia.

When his platoon was ambushed from all sides by a large enemy force, Sabo charged the enemy position, killing several enemy soldiers. He then assaulted an enemy flanking force, successfully drawing their fire away from friendly soldiers and ultimately forcing the enemy to retreat. While the platoon was securing a re-supply of ammunition, an enemy grenade landed nearby. Sabo picked it up, threw it, and shielded a wounded comrade with his own body -- absorbing the brunt of the blast and saving his comrade's life.
Although wounded by the grenade blast, Sabo continued to charge the enemy's bunker. After receiving several serious wounds from automatic weapons fire, he crawled toward the enemy emplacement and, when in position, threw a grenade into the bunker. The resulting explosion silenced the enemy fire, but also ended Sabo's life.

Sabo's unit nominated him for the Medal of Honor, but the paperwork was lost until Tony Mabb, a Vietnam veteran of the 101st Airborne Division and a writer for the Screaming Eagle Association magazine, came across a thick file on Sabo while on a research trip to the National Archives military repository in College Park, Md.

Mabb contacted his congresswoman, who recommended that the Defense Department reconsider a medal of valor for Sabo. Mabb also made contact with Sabo's widow.
"The Leslie I know would give his life to anybody," she said. "He would. He would give you the shirt off his back. That's the kind of man he was."

VIET NAM VETERANS: A BELATED "WELCOME HOME"

A Long Overdue Welcome for Vietnam Veterans

It has been more than three decades since my uncle came home from his tour in Vietnam, but he wore the battle on his face for many years. Even when I was little, I understood the man in my family who walked jungle trails as a Marine grunt was different from my other relatives. He didn’t talk about his experiences much, to the detriment of our family and our history.

My uncle’s story is hardly unique among Vietnam Veterans, and the less than welcoming reception from the public played a role in how comfortable many were in speaking about his experiences. As the Marine Corps blog noted, Vietnam Veterans never received a welcome fit for their honor and sacrifice.

Last year, the Senate recognized March 30 as “Welcome Home Vietnam Veterans Day” to right the wrongs of our past. State and local governments are holding their own events in a long overdue motion of support.

This year, the USO of North Carolina is organizing an event at the Charlotte Motor Speedway on March 31 to thank Vietnam Veterans. Live entertainment will be on hand, but more importantly, VA will have mobile sites set up to help Veterans sign up for health care and benefits. Veteran Service Organizations will also be on hand to explain the services and support they offer.

Veterans are still coming home long after the last shot in Vietnam was fired. Men and women like my uncle didn’t have the homecoming they deserved, so it’s up to every community to welcome home our Vietnam Vets any way they can.
