Today marks the 16th anniversary of the cowardly terrorist attacks on the U.S. Embassies in Nairobi, Kenya, and Dar es Salaam, Tanzania, that killed over 200 and wounded thousands more. We commemorate those who were lost that day, honor the lives they lived, and extend our condolences to the loved ones they left behind.

Today’s anniversary is a somber reminder of the continued terrorist threat that we face on the African continent and around the world, and an opportunity to reaffirm our commitment to partner with our allies to confront it. At the U.S.-Africa Leaders Summit that concluded yesterday, the United States and leaders from across Africa confirmed our shared commitment to the continent’s security and recommitted our resolve to address threats—in East Africa and more broadly—so that we and our partners can enjoy peace and security.

U.S. BREAKS GROUND ON NEW EMBASSY IN LOAS

United States Breaks Ground On New Embassy Compound in Laos

The U.S. Embassy in Vientiane held a groundbreaking ceremony for the new U.S. Embassy Compound in Laos. Ambassador Karen B. Stewart presided at the occasion, accompanied by Mr. Phomma Khammanichanh, Director General of the Europe-America Department of the Foreign Affairs Ministry, in a confirmation of the strong ties between the two nations. Following local custom, the site of the future U.S. Embassy was blessed by monks from the neighboring Buddhist temple. A Cassia tree was planted to mark the celebration. Local village, district, city and central government officials attended the ceremony along with the U.S. Embassy community.

Situated on a seven-acre site, the multi-building complex will include a chancery, compound access points, and utility buildings. When completed, the new complex will provide embassy employees with a state-of-the-art workspace.

The new facility will incorporate numerous sustainable features, including lights that automatically dim to take advantage of daylight, low consumption water fixtures, rain gardens, and indigenous and adapted plant species for reduced irrigation demand. The facility’s design targets Leadership in Energy and Environmental Design (LEED®) Silver Certification by the Green Building Certification Institute.

The $109 million project will be constructed by B.L. Harbert International of Birmingham, Alabama and Page Southerland Page of Arlington, Virginia is the architect of record. The New Embassy Compound (NEC) is scheduled to be completed in summer 2014.
Since 1999, as part of the Department’s Capital Security Construction Program, the Bureau of Overseas Buildings Operations (OBO) has completed 89 new diplomatic facilities and has moved more than 27,000 people into safe, secure, and functional facilities. OBO has an additional 43 projects in design or construction, including the NEC in Vientiane.

CONTRACTOR SELECTED FOR NEW U.S. EMBASSY IN LONDON

The Department of State’s Bureau of Overseas Buildings Operations (OBO) has selected B.L. Harbert International, LLC of Birmingham, Alabama for the New London Embassy (NLE) preconstruction and construction services contract.

Five firms – all of which submitted proposals – were invited to participate in the solicitation process, including Caddell Construction Company, joint venture Clark Construction/Foulger-Pratt, Hensel Phelps Construction Company, and Walsh Construction Company.

Working as one team, B.L. Harbert will collaborate with design competition winner Kieran Timberlake of Philadelphia, Pennsylvania and OBO in the preconstruction design phase, and then proceed with the construction of the facility.

In the vanguard of OBO’s Design Excellence initiative, the NLE will advance the highest standards of design, landscape, and sustainability as a welcoming presence on the London cityscape while supporting our special relationship with the United Kingdom. Construction of the NLE is scheduled for completion in 2017.

U.S. EMBASSY IN MADAGASCAR RECEIVES GREEN BUILDING CERTIFICATION

The Bureau of Overseas Buildings Operations announced today that the Green Building Certification Institute (GBCI) has awarded the newly constructed U.S. Embassy in Antananarivo, Madagascar the Silver Level of Leadership in Energy and Environmental Design (LEED®) Certification.

This U.S. Embassy is the first building in Madagascar to earn LEED® Certification, and only the fifth LEED® certified building in Africa, four of which are U.S. diplomatic facilities.

Antananarivo joins U.S. Embassies and Consulates in Sofia, Bulgaria; Panama City, Panama; Johannesburg, South Africa; Brazzaville, Republic of the Congo; and Ouagadougou, Burkina Faso as LEED® certified U.S. diplomatic facilities.

The embassy was designed to reduce energy costs by incorporating sun shades for the façade, occupancy sensors, and solar hot water. The building conserves water through the installation of low-flow and low-flush plumbing fixtures. All consumed water is treated at an on-site wastewater treatment plant. The cleansed water is reused for irrigation and infiltrated on-site, replenishing the ground water.

LEED® certification is the recognized standard for measuring building sustainability. LEED® certified buildings are designed to lower operating costs while increasing asset value, reduce waste sent to landfills, conserve energy and water, be healthier and safer for occupants, and reduce harmful greenhouse gas emissions.

The Embassy in Antananarivo was constructed by B.L. Harbert International of Birmingham, Alabama; and designed by Page Southerland Page of Arlington, Virginia. Mechanical, electrical and plumbing design was completed by H&A Architects and Engineers of Glen Allen, Virginia.

Since 1999, as part of the Department’s Capital Security Construction Program, OBO has completed 88 new diplomatic facilities and has an additional 41 projects in design and construction. The program has successfully moved more than 27,000 people in safer facilties, furthering OBO’s mission to provide safe, secure and functional facilities that represent the U.S. Government to the host nation and support our staff in the achievement of U.S. foreign policy objectives. NEW U.S. EMBASSY OPENS IN BUCHAREST, ROMANIA

Celebrating over 130 years of U.S.-Romanian diplomatic relations, U.S. Ambassador to Romania, Mark H. Gitenstein dedicated the new Embassy facility in Bucharest today. Romanian Senate President Vasile Blaga, Prime Minister Mihai-Razvan Ungureanu, and Managing Director of Operations at the Bureau of Overseas Buildings Operations (OBO) Leo Hession, participated in the ribbon-cutting ceremony, with Joseph R. “Beau” Biden, III, Attorney General of the State of Delaware, delivering the keynote address.
The new facility is located in the Baneasa commercial district, adjacent to the Tunari Forest, and consolidates Embassy staff to improve coordination and communication among the various embassy sections.

The Embassy’s permanent art collection curated by OBO’s Office of Art in Embassies, celebrates the exchange of artistic expression between the United States and Romania through paintings, photography, and sculpture by Romanian and American artists.
The new Embassy incorporates numerous sustainable features, most notably energy efficient building systems, high efficiency lighting, and the use of recycled and regional materials. A majority of the eleven-acre site is green space planted with drought tolerant species to reduce water consumption. The compound is registered with the Green Building Certification Institute and is entering the formal review process; it is the first LEED® registered government project in Romania.

American International Contractors (Special Projects), Inc., of Arlington, Virginia constructed the project, which was designed by Karn Charuhas Chapman & Twohey of Washington, D.C. The $153 million project generated hundreds of jobs in both the United States and Romania.

Since the 1999, as part of the Department’s Capital Security Construction Program, OBO has completed 88 new diplomatic facilities and has moved more than 27,000 people into safe, secure, and functional facilities. OBO has an additional 41 projects in design or construction.

Following the 20th Anniversary of American-Ukrainian diplomatic relations celebrated on January 20, U.S. Ambassador John F. Tefft dedicated the new embassy facility in Kyiv today. Speaker of the Ukrainian Parliament, Volodomyr Lytvyn; Foreign Minister, Kostyantyn Gryshchenko; as well as Under Secretary for Management, Patrick F. Kennedy; Deputy Chief of Mission, Eric Schultz; and Deputy Director of the Bureau of Overseas Buildings Operations (OBO), Heather Townsend participated in the ribbon-cutting ceremony.
Occupying a 10-acre site in the capital city of Kyiv, the multi-building complex is a platform for increased U.S. interaction with the Ukrainian people. The embassy’s permanent art collection celebrates the exchange of artistic expression between the United States and Ukraine through work by contemporary Ukrainian, American, and regional artists, curated by OBO’s Office of Art in Embassies.

The new embassy incorporates numerous sustainable features, most notably advances in engineering design to maximize efficiency and minimize energy use, a green roof system, and rain gardens which pre-treat stormwater before it is infiltrated on-site. The compound is registered with the Green Building Certification Institute and is entering the formal review process; it is the first LEED® registered project in Ukraine. B.L. Harbert International of Birmingham, Ala., constructed the project, which was designed by Page Southerland Page of Arlington, Va. The $247 million project generated hundreds of jobs in both the United States and Ukraine.
