U.S. STATEMENT ON CONVICTION AND DEATH SENTENCE OF ABUL KALAM AZAD BY BANGLADESH ICT

The United States notes the conviction and death sentence announced Monday by Bangladesh’s International Crimes Tribunal (ICT) following the trial in absentia of Abul Kalam Azad for crimes against humanity committed during Bangladesh’s 1971 Liberation War. The United States supports bringing to justice those who commit such crimes. However, we believe that any such trials must be free, fair, and transparent, and in accordance with domestic standards and international standards Bangladesh has agreed to uphold through its ratification of international agreements, including the International Covenant on Civil and Political Rights.

As Bangladesh addresses the legacy of atrocities committed during the Liberation War and as we await further verdicts by the Bangladesh International Crimes Tribunal, the United States urges the Government of Bangladesh to adhere to the due process standards that are part of its treaty obligations, and to fully respect the rule of law.

U.S.-NORWAY RELATIONS

The United States established diplomatic relations with Norway in 1905, following Norway's separation from its union with Sweden. The United States and Norway enjoy a long tradition of friendly relations based on democratic values and mutual respect. The bilateral Global Issues Dialogue is a forum through which the two countries coordinate and expand cooperation on issues of mutual interest in the promotion of human rights, civilian security, and democracy. The United States and Norway share a commitment to promoting universal human rights and economic development, respect for the United Nations, and peaceful resolution of disputes around the globe. The two work closely together as North Atlantic Treaty Organization allies. There is a strong shared interest in addressing the problems posed by climate change, particularly with respect to the Arctic and in building cooperation in the region through the Arctic Council. The United States and Norway benefit from cultural exchanges, both officially and privately.

The United States provides no development assistance to Norway.

Bilateral Economic Relations
The United States is one of Norway's principal trading partners. The growth of Norway's petroleum sector has contributed significantly to its economic vitality. Many U.S. companies participate actively in the petroleum sector. U.S. exports to Norway include aircraft, machinery, optic and medical instruments, and inorganic chemicals. U.S. imports from Norway include mineral fuel and oil, machinery, nickel and nickel products, and Atlantic salmon. Reported U.S. direct investment in Norway is led by the mining and manufacturing sectors. Software and IT services, coal, oil and natural gas, and metals, account for the top three sectors in Norway's reported direct investment in the United States.

Norway's Membership in International Organizations
Norway and the United States belong to a number of the same international organizations, including the United Nations, Arctic Council, North Atlantic Treaty Organization, Euro-Atlantic Partnership Council, Organization for Security and Cooperation in Europe, Organization for Economic Cooperation and Development, International Monetary Fund, World Bank, and World Trade Organization. Norway also is an observer to the Organization of American States.

Two centuries of Viking raids into Europe tapered off following the adoption of Christianity by King Olav TRYGGVASON in 994. Conversion of the Norwegian kingdom occurred over the next several decades. In 1397, Norway was absorbed into a union with Denmark that lasted more than four centuries. In 1814, Norwegians resisted the cession of their country to Sweden and adopted a new constitution. Sweden then invaded Norway but agreed to let Norway keep its constitution in return for accepting the union under a Swedish king. Rising nationalism throughout the 19th century led to a 1905 referendum granting Norway independence. Although Norway remained neutral in World War I, it suffered heavy losses to its shipping. Norway proclaimed its neutrality at the outset of World War II, but was nonetheless occupied for five years by Nazi Germany (1940-45). In 1949, neutrality was abandoned and Norway became a member of NATO. Discovery of oil and gas in adjacent waters in the late 1960s boosted Norway's economic fortunes. In referenda held in 1972 and 1994, Norway rejected joining the EU. Key domestic issues include immigration and integration of ethnic minorities, maintaining the country's extensive social safety net with an aging population, and preserving economic competitiveness.

THREE AMERICANS CONFIRMED DEAD FROM TERRORISTS ATTACK IN ALGERIA

We can now confirm the death of three U.S. citizens in the terrorist attack in Algeria: Victor Lynn Lovelady, Gordon Lee Rowan, and Frederick Buttaccio. We extend our deepest condolences to their families and friends. Out of respect for the families' privacy, we have no further comment. We are also aware of seven U.S. citizens who survived the attack. Due to privacy considerations, we have no further information to provide.

As the President said, the blame for this tragedy rests with the terrorists who carried it out, and the United States condemns their actions in the strongest possible terms. We will continue to work closely with the Government of Algeria to gain a fuller understanding of the terrorist attack of last week and how we can work together moving forward to combat such threats in the future.

U.S. ASSISTANT SECRETARY BLAKE SPEAKS IN KYRGYZSTAN

Thank you very much, and I’m delighted to be back here in Bishkek. I was very pleased to participate in the second Annual Bilateral Consultations and I want to take this opportunity to thank Deputy Foreign Minister Otorbayev for his leadership and for his very strong partnership.

I also had the opportunity yesterday to meet with his Excellency President Atambayev, Prime Minister Satybaldiyev, and First Deputy Prime Minister Otorbaev.

We have had productive discussions about the broadening scope of bilateral relations between the U.S. and the Kyrgyz Republic as well as about the transitions in Afghanistan and their impact on the Kyrgyz Republic and Central Asia.

I also expressed our strong appreciation for the support the Kyrgyz Republic government has provided to regional security, including its support for the Transit Center at Manas.

I welcomed the Kyrgyz Republic’s work to advance regional economic integration through important projects such as the transport corridors of the Central Asia Regional Economic Cooperation Program, as well as the CASA 1000 project; its embrace of an open trading system; and its accession to the WTO.

We also discussed a wide range of U.S. assistance programs to the Kyrgyz Republic which include more than $40 million over the last year and more than $1.3 billion since 1992. These totals do not include the considerable economic impact of the Transit Center at Manas which contributed approximately $200 million to the Kyrgyz economy last year alone.

Finally, we had a productive discussion on U.S. support for the Kyrgyz Republic’s democracy, human rights, rule of law and anticorruption efforts. The Kyrgyz Republic’s democracy is a model for the region. It has taken important steps to ensure an inclusive political process whereby civil society and business organizations provide their input on draft laws and government action plans. I urged the government to make progress on issues related to the 2010 violence in southern Kyrgyzstan and I welcomed the announcement of a new national strategy on inter-ethnic relations.

I also want to say that I was privileged to attend a lunch yesterday hosted by Ambassador Spratlen in which we had the opportunity to meet with civil society representatives.

Finally, I just want to take this opportunity to thank Ambassador Spratlen and her great team for the great work that they continue to do to represent the United States in this very important country for the United States.

We would be very glad to take whatever questions you have.

Question: [Through Interpreter]. The question is that maybe you know some experiences in the past from other countries within the United States or outside [inaudible] total success in cases where [inaudible] violence more or less was addressed and results.

Assistant Secretary Blake: I would say that every single case is different so you don’t want to try to apply a cookie-cutter approach to ethnic reconciliation. As I said, we welcomed the President’s efforts to establish an action plan on inter-ethnic issues, but we also talked about the importance of ensuring economic opportunity for not only the citizens of the south but also for all the citizens of the Kyrgyz Republic. And we also talked about the importance of justice and accountability for the crimes that were committed in the course of the June 2010 violence.

Question: [Through Interpreter]. Associated Press, [inaudible]. The first question, what kind of steps the United States has suggested to the Kyrgyz Republic regarding following the agreement term of [inaudible]? Second question, would U.S. join this effort to establish a logistical hub in the place of the Transit Center after 2014?

Assistant Secretary Blake: First of all, I expressed our appreciation to President Atambayev and to the Deputy Foreign Minister for the Kyrgyz Republic’s continued hosting of the Manas Transit Center, which is an important logistics and transportation hub which supports international efforts to establish a stable, prosperous and secure Afghanistan in a stable, secure and prosperous region.

We are engaged in discussions now with the Kyrgyz Republic about the future of the Transit Center, but I don’t want to speculate about the outcome of such discussions. We understand the President’s desire to establish a commercial and logistics hub at Manas and we’ve supported that effort and have given some advice about that.

Question: [Through Interpreter]. President Atambayev ordered [inaudible] 2014 [inaudible] Manas International Airport, and [inaudible] that Kazakhstan is willing to provide the airport [inaudible] for the French Republic to use it to withdraw its troops from Afghanistan. So the question is that will the United States be more active in seeing alternative ways to use it for withdrawal from Afghanistan.

The second question is that there was talks that in south Kyrgyzstan there will be training facility open. Do you have anything on that? Any focus on that?

Assistant Secretary Blake: First of all with respect to your question about Manas, as you know, President Karzai visited with President Obama last week. They described the process that is underway now toward a negotiated Bilateral Security Agreement between the United States and Afghanistan that will help to determine the number of troops that the United States might keep on the ground in Afghanistan after 2014. Once those important decisions are made, then we’ll be in a better position to plan for ourselves what kind of facilities we might need either in Afghanistan or in the wider region. Again, I don’t want to speculate on the future of what those might be.

As to your second question, that didn’t come up today in our conversations.

It is my understanding that the members of the delegation here represent the key offices of the U.S. government that deals with Asia policy as well as foreign policy.

I am very delighted to be able to meet with you (inaudible) prior to the inauguration of my new administration.

I am very grateful for the fact that President Obama graciously gave me a call to congratulate me on my election, and in addition to that, sending this message through you, and sending this delegation. So please do convey my sense of appreciation and gratitude to President Obama.

I was deeply saddened to hear that Secretary Clinton had been hospitalized. I ask that please, when you return to Washington please do convey to her my best wishes for her quick recovery.

ASSISTANT SECRETARY CAMPBELL: Thank you very much. President-elect, thank you very much for the honor of meeting with our delegation. We have just had a very good session with the key members of your transition team, and we were very impressed by the very clear road map that they laid out for maintaining very strong relations between the United States and South Korea.

I would like to take this opportunity to formally present to you letters of appreciation and congratulations from President Obama and Secretary of State Hillary Clinton to you directly.

Let me just say, Madam President-elect, that we are here on a mission with a strong, inter-agency team including my friends Danny Russel from the White House and Mark Lippert from the Department of Defense. We have had the opportunity to convey our respects and appreciation to the outgoing administration, and we are busy engaging actively with your incoming team to underscore the strongest possible determination to maintain a relationship of trust and confidence between our two countries.

I would like to ask Danny Russel to say a few words, but I want you to know that we have in Ambassador Sung Kim our very best. He is our best diplomatic asset in Asia. He has the full trust of everyone he works with, both in Korea and the United States. We are thrilled that he is here at such a critical time.

This year marks the 60th anniversary of our alliance relationship, and it can be said that in hindsight, peace and prosperity on the Korean Peninsula owes a great deal to the robust alliance relationship that we have had.

I believe the freedom that we enjoy today, as well as the economic developments that we have been able to enjoy, did not come free. They are the results of the joint efforts of our two sides to overcome and deal with the various challenges and the difficulties that we have faced.

And at the same time our two countries are working very closely together to uphold peace throughout the world as well as support economic development throughout the world.

So, as we mark the 60th anniversary of the Korea-U.S. alliance relationship, we sincerely hope that we can look forward to greater cooperation in the years ahead.

In order for us to (inaudible) a comprehensive strategic alliance, strategic partnership, as becoming of the 21st century, I strongly believe that we need to build upon the foundation of solving trust between our two sides and to work together more closely.

It is my belief that with regard to the various outstanding issues that we have between our two sides, if we engage in consultations on the basis of trust, I am sure that we can look forward to an amicable resolution.

SECRETARY CLINTON:
Good afternoon, everyone. It is a great privilege for us to be welcoming President Hassan Sheikh and his delegation here to the State Department. Today’s meeting has been a long time in the making. Four years ago, at the start of the Obama Administration, Somalia was, in many ways, a different country than it is today. The people and leaders of Somalia have fought and sacrificed to bring greater stability, security, and peace to their nation.

There is still a long way to go and many challenges to confront, but we have seen a new foundation for that better future being laid. And today, we are taking an important step toward that future. I am delighted to announce that for the first time since 1991, the United States is recognizing the Government of Somalia.

Now before I talk about what comes next for this partnership, it is worth taking a moment to remember how we got here and how far we have come together. When I entered the State Department in January 2009, al-Shabaab controlled most of Mogadishu and south and central Somalia. It looked at the time like it would even gain more territory. The people of Somalia had already endured many years of violence and isolation, and we wanted to change that. We wanted to work together, not only with the people of Somalia but with governments across the region, the international community, and other likeminded friends.

In early 2009, the final Transitional Federal Government began its work. Somali security forces, supported by the African Union Mission in Somalia, and troops from Uganda and Burundi and now Kenya and Djibouti began to drive al-Shabaab out of cities and towns. Humanitarian aid finally began getting to the people in need. Local governments resumed their work. Commerce and travel began to pick up. Now progress was halting at times, but it was unmistakable. And today, thanks to the extraordinary partnership between the leaders and people of Somalia, with international supporters, al-Shabaab has been driven from Mogadishu and every other major city in Somalia.

While this fight was going on, at the same time, Somalia’s leaders worked to create a functioning democratic government. Now that process, too, was quite challenging. But today, for the first time in two decades, this country has a representative government with a new president, a new parliament, a new prime minister, and a new constitution. Somalia’s leaders are well aware of the work that lies ahead of them, and that it will be hard work. But they have entered into this important mission with a level of commitment that we find admirable.

So Somalia has the chance to write a new chapter. When Assistant Secretary Carson visited Mogadishu in June, the first U.S. Assistant Secretary to do so in more than 20 years, and when Under Secretary Sherman visited a few months ago, they discovered a new sense of optimism and opportunity. Now we want to translate that into lasting progress.

Somalia’s transformation was achieved first and foremost by the people and leaders of Somalia, backed by strong, African-led support. We also want to thank the African Union, which deserves a great deal of credit for Somalia’s success. The United States was proud to support this effort. We provided more than $650 million in assistance to the African Union Mission in Somalia, more than 130 million to Somalia’s security forces. In the past two years, we’ve given nearly $360 million in emergency humanitarian assistance and more than $45 million in development-related assistance to help rebuild Somalia’s economy. And we have provided more than $200 million throughout the Horn of Africa for Somali refugee assistance.

We’ve also concentrated a lot of our diplomacy on supporting democratic progress. And this has been a personal priority for me during my time as Secretary, so I’m very pleased that in my last weeks here, Mr. President, we’re taking this historic step of recognizing the government.

Now, we will continue to work closely, and the President and I had a chance to discuss in detail some of the work that lies ahead and what the government and people of Somalia are asking of the United States now. Our diplomats, our development experts are traveling more frequently there, and I do look forward to the day when we can reestablish a permanent U.S. diplomatic presence in Mogadishu.

We will also continue, as we well know, to face the threat of terrorism and violent extremism. It is not just a problem in Somalia; it is a problem across the region. The terrorists, as we have learned once again in the last days, are not resting, and neither will we. We will be very clear-eyed and realistic about the threat they continue to pose. We have particular concerns about the dangers facing displaced people, especially women, who continue to be vulnerable to violence, rape, and exploitation.

So today is a milestone. It’s not the end of the journey but it’s an important milestone to that end. We respect the sovereignty of Somalia, and as two sovereign nations we will continue to have an open, transparent dialogue about what more we can do to help the people of Somalia realize their own dreams.

The President had a chance to meet President Obama earlier today at the White House, and that was a very strong signal to the people of Somalia of our continuing support and commitment. So as you, Mr. President, and your leaders work to build democratic institutions, protect human rights and fundamental freedoms, respond to humanitarian needs, build the economy, please know that the United States will be a steadfast partner with you every step of the way. Thank you.

PRESIDENT HASSAN SHEIKH: Thank you.

SECRETARY CLINTON: Thank you, sir.

PRESIDENT HASSAN SHEIKH: Thank you, Madam Secretary, for the great words that you expressed on the realities on the ground in Somalia and the future of Somalia and the future of the relationship between Somalia and the United States.

First of all, I would like to thank the Government and the people of the United States of America for the warm welcome accorded to me and to my delegation for the last two days. I am very pleased and honored to come to Washington and to meet Madam Secretary to discuss on bilateral issues and the mutual interests of our two countries. And Somalia is very grateful for the unwavering support from the United States to the people of Somalia. U.S. is a major donor to Somalia, which include humanitarian assistance and help toward security. We both have common interests and common enemy, which we must redouble our efforts to bring peace and stability in Somalia.

Somalia is emerging from a very long, difficult period, and we are now moving away from the chaos, instability, extremism, piracy, an era, to an era of peaceful and development. We are aiming to make a valuable contribution to the region and the world at large.

Today I provided an update of the huge progress made in the areas of security, political development, social services, and establishing reliable and credible governance institutions to Madam Secretary. This is an excellent time to me to visit the U.S.A. and to meet with U.S. leaders here in Washington, as Somalia is entering a new phase which requires from all of us to work hard with a very few to bring peace with a heart and view to bring peace and stability in Somalia.

Today, we had fruitful and frank discussions on many subjects that are of mutual interest to all of us and to the world at large. I am encouraged by the (inaudible) the energy, the willingness of interest shown to me and my country, and I am hopeful that Somalia will reclaim its role in the international landscape and play a more active and useful member of the nations of the world.

We are working for a Somalia that is at peace with itself and with its neighbors, where its citizens can go about their daily lives in safety, provided their families with confidence and gratefulness. Instability, violent extremism, and crime in Somalia are a threat not only to Somalia, but to the region and the world at large. We look to the future with hope, pride, and optimism.

And finally, I wish Madam Secretary all of the best for her future, and we all miss her greatly, and a warm welcome to the new Secretary of State and the new administration that will take over. Somalia will remain grateful to the unwavering support from the United States Government in the last 22 years that Somalia was in a difficult era. We remain and we will remain grateful to that (inaudible). And I say in front of you today thank you, America.

MS. NULAND: We’ll take two questions today. We’ll start with CBS News, Margaret Brennan, please.

QUESTION: Madam Secretary, it’s good to have you back at the podium.

SECRETARY CLINTON: Thank you, Margaret. I’m glad to be back.

QUESTION: A question for you. Is there anything you’d like to see the Algerians do differently in response to the hostage situation that’s underway? And more broadly, are there security or policy implications for Westerners, Americans in the region because of what’s happening in Mali?

SECRETARY CLINTON: Well, Margaret, thanks for asking that very timely question, and let me start off by saying that I spoke with the Algerian Prime Minister Sellal yesterday. I expect to speak with him again this afternoon. Our counterterrorism experts have been in close contact with their Algerian counterparts throughout the last days. And we’ve also been in close consultation with partners around the world, sharing information, working to contribute to the resolution of this hostage situation as quickly as possible.

Now let me say the situation is very fluid. It’s in a remote area of Algeria near the Libyan border. The security of our Americans who are held hostage is our highest priority, but of course we care deeply about the other Algerian and foreign hostages as well. And because of the fluidity and the fact that there is a lot of planning going on, I cannot give you any further details at this time about the current situation on the ground. But I can say that more broadly, what we are seeing in Mali, in Algeria, reflects the broader strategic challenge, first and foremost for the countries in North Africa and for the United States and the broader international community.

Instability in Mali has created the opportunity for a staging base and safe haven for terrorists. And we’ve had success, as you know, in degrading al-Qaida and its affiliates, leadership, and actions in Afghanistan and Pakistan. We’ve seen the great cooperation led by African troops through the UN mission that we were just discussing in Somalia. But let’s make no mistake: There is a continuing effort by the terrorists, whether they call themselves one name or al-Qaida, to try to destroy the stability, the peace and security, of the people of this region.

These are not new concerns. In fact, this has been a top priority for our entire national security team for years. We’ve worked with the Government of Yemen, for example, in their efforts against al-Qaida in the Arabic Peninsula. We’ve worked in something called the Trans-Sahara Counterterrorism Partnership, which works with 10 countries across the region. So we have been working on these problems, trying to help build capacity, trying to create regional networks to deal with problems in one country that can spill over the border of another, and working to provide American support for the disruption of these terrorist networks.

At the UN General Assembly in September, we made the situation in Mali an international priority with a central focus on working to have an international response. I certainly am among a number of officials in our government who’ve met and worked on this issue over the last weeks. In fact, in October, I flew to Algeria for high-level talks with the President and others in responsible positions in this security area trying to determine what more we could do to strengthen our security ties. In November, I sent Deputy Secretary Burns and a team to Algeria to really get into depth about what more we could be doing. And then in December, we began to reach out more broadly in the ongoing counterterrorism discussions that we have.

Now, I say all of this because I think it’s important that we put this latest incident into the broader context. This incident will be resolved, we hope, with a minimum loss of life. But when you deal with these relentless terrorists, life is not in any way precious to them. But when this incident is finally over, we know we face a continuing, ongoing problem, and we’re going to do everything we can to work together to confront and disrupt al-Qaida in the Islamic Maghreb.

We’re going to be working with our friends and partners in North Africa. We are supporting the French operation in Mali with intelligence and airlift. We’re working with a half a dozen African countries, as we did with respect to Somalia over so many years, to help them be prepared to send in African troops. In fact, by this weekend, U.S. trainers will be on the continent to offer pre-deployment training and sustainment packages for ECOWAS troops. And we are prepared to fund airlift for those troops into Mali.

This is difficult but essential work. These are some of the most remote places on the planet, very hard to get to, difficult to have much intelligence from. So there is going to be lot of work that has to go into our efforts. But I want to assure the American people that we are committed to this work, just as we were committed to Somalia. There were so many times, Mr. President, over the last four years when some people were ready to throw up their hands and say al-Shabaab made an advance here and this terrible attack in Mogadishu. And we kept persisting, because we believed that with the kind of approach we had taken we would be standing here today with a democratically elected president of Somalia.

So let me just say that this is about our security, but it is also about our interests and our values and the ongoing work of how to counter violent extremism, to provide likeminded people who want to raise their families, have a better future, educate their children, away from extremism and to empower them to stand up against the extremists. And I think it’s something that we will be working on for some time, but I am confident that we will be successful over that time to give the people of these countries, as we have worked to give the people of Somalia, a chance to chart their own future, which is very much reflective of the values and interests of the United States.

MS. NULAND: Last question today, Somalia Service of VOA, Falastine Iman, please.

QUESTION: Thank you. And I have question, one for the Somali President and one for Madam Secretary. For Somali President, how would you describe the U.S.-Somali relationship at this moment?

My other question is: Madam Secretary, sometime ago you announced a dual-track policy, which means dealing Somali Government and regional administrations. Are you still going to pursue these two approaches?

SECRETARY CLINTON: Could you just repeat the end of that? I think I lost a little bit.

QUESTION: You announced dual-track policy, which means dealing with the government and the regional administrations. So are you still going to pursue these two approaches?

PRESIDENT HASSAN SHEIKH: Yeah. Thanks, Falastine. Regarding for Somalia, I think this is a new era, and the United States Government and Somalia serving our relationships in this – the independence of Somalia in 1960s, and the signs and the symbols and the remains of this long-term relationship is still visible in Somalia. The schools built by the Peace Corps in the early 1960s is still functional in Somalia. These schools are still used by different people and different parts of Somalia. And from then onward, the support that the United States Government give to Somalia is still visible in Somalia.

And the last one I was telling is the last 22 years that Somalia was in a difficult times, the United States has always been the country that never left Somalia and have been engaging Somalia with difficult times at different levels, including when the existence of Somali nation was threatened in early ’90s. It was the United States forces that saved more than 300,000 lives of Somalis. Had that intervention not been there, it would have been difficult and different today, the situation in Somalia. So that relationship is there and the commitment and the unwavering support of the United States has always been.

And Somalia is part of the international community and part of the world. Somalia – United States is a role model country for the democracy, for the freedom of people, for the development of human capital. And this model we are going to pursue, of course, as the rest of the world. So the relationship was there in the past. It’s now there. And today, I am here standing in front of you to further improve that relationship in the context of the current realities in Somalia, in the region, and the continent of Africa. So it’s there and it will be there in the future.

SECRETARY CLINTON: Thank you very much for those very strong words, Mr. President. Today, we are taking a new step in our engagement with the recognition of the government. We believe strongly that the successful conclusion of Somalia’s political transition – with a new president, a prime minister, a parliament, a constitution – marks the beginning of a new era of Somali governance. And therefore one of the reasons we wanted the President to come was to discuss the way forward.

Now, we still have the excellent work by U.S. Special Representative for Somalia Ambassador Swan, who leads a team, as you know, committed to working with the Government and people of Somalia. But our position now is the work that we did to help establish a transitional government, to support the fight against al-Shabaab, to provide humanitarian assistance, is now moving into a new era, as the President said. I believe that our job now is to listen to the Government and people of Somalia, who are now in a position to tell us, as well as other partners around the world, what their plans are, how they hope to achieve them.

So we have moved into a normal sovereign nation-to-sovereign nation position, and we have moved into an era where we’re going to be a good partner, a steadfast partner, to Somalia as Somalia makes the decisions for its own future.

The Challenge


Even before the January 12, 2010, earthquake, Haiti faced significant challenges to food security. Declining agricultural productivity led to malnourishment and urban migration. Prior to the earthquake, 40 percent of households were undernourished, and 30 percent of children suffered from chronic malnutrition. While approximately 60 percent of Haitians worked in agriculture, more than 50 percent of the food consumed in Haiti was imported.

USG Strategy

Food security is one of the four priority sectors of U.S. Government development investment in Haiti. The U.S. Government’s global Feed the Future initiative is supporting the Government of Haiti’s priorities, working to ensure sustainable growth in the agricultural sector in fertile plains. The U.S. Government is working with farmers, farmer associations, and scientists to introduce new techniques and technologies, strengthen agricultural infrastructure along the whole value chain, and attract investments from private businesses. The overall aim is to improve livelihoods through increased income for more than 100,000 farmer households. This investment will not only lead to nutritional improvements in the population but also improve the lives of farmers benefitting from increased crop yields and incomes.

Hurricane Sandy Response

In October 2012, the outer rain bands of Hurricane Sandy caused significant rainfall, flooding, and mudslides in southern Haiti. The Government of Haiti declared a state of emergency and requested U.S. Government assistance, specifically for agricultural inputs, shelter, and replacement of non-food items in the south. Accordingly, the U.S. Ambassador to Haiti issued a disaster declaration for the effects of Hurricane Sandy in Haiti. The cumulative effect of a drought, Tropical Storm Isaac, and Hurricane Sandy has been devastating, generating significant losses in agriculture production throughout the country for 2012. So far, the U.S. Government is providing emergency response support totaling almost $20 million in commodities, food security assistance, and help to repair damaged agriculture infrastructure in Haiti. In addition to the emergency response efforts that are assisting the agricultural sector, the U.S. Government has ongoing agricultural programs funded though Feed the Future that are being implemented in the Port-au-Prince and St. Marc corridors. For example, Feed the Future recently launched a $1 million bean planting season campaign, which will provide farmers with technical assistance, seeds, and other inputs.

Accomplishments

Despite these natural disasters, the U.S. Government has made significant accomplishments in ensuring the food security of the Haitian people. Since the earthquake, U.S. Government assistance has:
Increased the total sales of farmers supported by Feed the Future West from $4.8 million to $12.2 million.
Introduced improved seeds, fertilizer, and technologies to more than 13,000 farmers; these have increased rice yields by 129 percent, corn yields by 341 percent, and bean yields by 100 percent, in 2012.
In 2011, trained more than 1,200 people in natural resource management and/or biodiversity conservation, including soil conservation, tree nurseries, and hillside production. More than 4,000 additional hectares of farmland are now under improved natural resource management.
Nearly 13,000 farmers, more than 40 percent of whom are women, have enrolled in the Haiti Hope project. This program is a partnership among USAID, The Coca-Cola Company, the Multilateral Investment Fund, and TechnoServe that aims to create opportunities for 25,000 Haitian mango farmers and their families.
Graduated 850 people from a master farmers program during 2012; 27 percent of graduates were women.
Increased the income of 5,000 cacao growers by a minimum of 25 percent through partnerships with private-sector entities to train farmers in cocoa production.
Provided mobile collection centers, sorting tables, and 6,000 plastic crates for mango harvesting, increasing mango sales by three farmer associations to exporters by 25 percent.
Increased economic benefits derived from sustainable natural resource management and conservation, benefitting nearly 1,200 people through ravine treatment, hillside rehabilitation, and improved technologies that have enhanced the quality of crop output.

MS. NULAND: Thank you all for joining us. We’re delighted this morning to have Assistant Secretary of State for African Affairs Johnnie Carson with us to talk about the visit of the Somali President Hassan Sheikh to Washington tomorrow. He’ll be seeing Secretary Clinton and he will also have a little bit for you on the situation in Mali.

Please, Assistant Secretary Carson.

ASSISTANT SECRETARY CARSON: Thank you very much. It’s a pleasure to be with all of you this morning to talk about two issues of significant importance to the United States. Somalia first. The visit here this week of the new Somali President Hassan Sheikh Mohamud represents a significant change in the security and political situation on the ground in Somalia and our relationship with that country.

When the Secretary meets with Hassan Sheikh tomorrow, she will exchange diplomatic notes with him and recognize the Somali Government in Mogadishu for the first time in 20 years, since the collapse of the Siad Barre government in 1991.

We believe that over the last four years, our policies in Somalia and in the region have made a significant difference in strengthening stability in Mogadishu and in helping to get rid of the key members of the East Africa al-Qaida cell as well as breaking the back of al-Shabaab. We have done this largely with and through and alongside of our African partners in AMISOM. This has been a major, major success.

We are a long way from where we were on October 3, 1993, when Blackhawk Down occurred in Mogadishu. Significant progress has been made in stabilizing the country, in helping to break up and defeat al-Shabaab. Much more needs to be done, but we think enormous progress has been made, and we have been at the very center of this in our support for AMISOM. I’d be glad to go into more details on this, but Hassan Sheikh will, through this recognition, be able to establish new relationships not only with USAID and the various development partners in the U.S. Government, but will also open up opportunities for his government to receive assistance from the international financial communities.

One of the big meetings occurring today with Hassan Sheikh is a meeting with the president of the World Bank, President Kim. But this is a significant achievement, and we want to build on it. Al-Shabaab is not totally eliminated, but they no longer control any of the major cities in Somalia. They have been on the run for some period of time now.

Let me say a little bit about Mali. We have been, since March of last year, deeply concerned about the political and security situation in that country as a result of the coup d’état that took place there. We have always said this is a complex problem with four issues: one, a need to return that country to democratic governance; two, the need to deal effectively with the political grievances of the northern Tuareg; three, to defeat, work, and help to defeat al-Qaida in the Islamic Maghreb, AQIM; and fourth, to deal with the humanitarian problems that exist in that region.

These issues have all been looked at and explored. We have tried to play a useful diplomatic role and we continue to do so. We support the French efforts in Mali. We believe that it is important that AQIM be defeated, that we give support to the region as they fight AQIM. And we have been very forthcoming ourselves in this. From our vantage point here at the State Department, we have said very, very clearly that we are prepared to send trainers and advisors from the State Department from our ACOTA program – and that’s A-C-O-T-A, the acronym for our ACOTA program – out to troop-contributing countries immediately to help them assess what their needs are before they send troops in to Mali.

We have also made it very clear that we are prepared to engage in pre-deployment training of troops before they go in. We are prepared to provide equipment, nonlethal, and also sustainment packages so that they will be able to effectively do their work. And we also have said to African states in the region that we are prepared to use State Department funds under ACOTA and under our peacekeeping authorities to transport troops from the region into Mali.

What we will not do is to provide salaries for those troops and we will not provide any lethal weapons to them, but we will train them to be able to do the kinds of jobs that are necessary and help them with a variety of important equipment that will help sustain and make their operations more effective.

We are committed to help implement Security Council Resolution 2085 that was passed on December 20th with respect to Mali and the region. That resolution defines our commitment to Mali and to the region.

U.S.-NICARAGUA RELATIONS

The United States established diplomatic relations with Nicaragua in 1849 following its independence from Spain and the later dissolution of a federation of Central American states. Post-independence, the country saw a mix of armed conflict, U.S. military intervention and occupation, rebellion, assassination, and dictatorships. Diplomatic relations between the two countries were severed or interrupted a number of times. Nicaragua's 1990 presidential elections marked an improvement in bilateral relations and were followed by elections in 1996, 2001, 2006.

The 2011 presidential and legislative elections and 2012 municipal elections were marred by significant irregularities and were denounced by domestic and international observers as severely flawed. The U.S. Government has clearly stated that these elections marked a setback to democracy in Nicaragua and undermined the ability of Nicaraguans to hold their government accountable. The United States has called on the Nicaraguan Government to uphold democratic processes and protect universal human rights, and has said that it will continue to support civil society and promote human rights in Nicaragua.

U.S. Assistance to Nicaragua

U.S. assistance aims to help strengthen Nicaragua’s democracy through training for emerging democratic leaders, increasing civil society engagement, supporting an independent media, and improving local governance. U.S. assistance also seeks to promote economic growth and poverty reduction in part through market-led food security programs in the highly-impoverished north-central region. In under-governed areas of the Caribbean coastal region where drug trafficking and related criminal activity is rising, military-to-military engagement and prevention programs focusing on education and skills development support citizen security. In response to the Nicaraguan government’s continuing failure to account fully for substantial resources made available to it by Venezuela, the State Department did not seek a waiver for Nicaragua in Fiscal Year 2012 of Congressionally mandated restrictions on assistance to the central governments of countries who do not maintain international standards of fiscal transparency. This curtailed FY 2012 security assistance and affected some counternarcotics and development programs that otherwise would have benefitted the central government.

Bilateral Economic Relations

The United States and Nicaragua are parties to the U.S.-Central America-Dominican Republic Free Trade Agreement (CAFTA-DR), which aims to facilitate trade and investment and further regional integration by eliminating tariffs, opening markets, reducing barriers to services, and promoting transparency. CAFTA-DR contains a chapter on investment similar to a bilateral investment treaty with the United States. There are over 125 companies operating in Nicaragua with some relation to a U.S. company, either as wholly or partly-owned subsidiaries, franchisees, or exclusive distributors of U.S. products. The largest are in energy, financial services, textiles/apparel, manufacturing, and fisheries. U.S. exports to Nicaragua include agricultural products, donated relief articles, and machinery. U.S. imports from Nicaragua include apparel, agricultural products, and automobile wire harnesses. The United States works closely with the Nicaraguan government to seek resolution of several hundred claims against it by United States citizens to properties expropriated from them during the 1980s.

Nicaragua's Membership in International Organizations

Nicaragua and the United States belong to a number of the same international organizations, including the United Nations, Organization of American States, International Monetary Fund, World Bank, and World Trade Organization.

The Pacific coast of Nicaragua was settled as a Spanish colony from Panama in the early 16th century. Independence from Spain was declared in 1821 and the country became an independent republic in 1838. Britain occupied the Caribbean Coast in the first half of the 19th century, but gradually ceded control of the region in subsequent decades. Violent opposition to governmental manipulation and corruption spread to all classes by 1978 and resulted in a short-lived civil war that brought the Marxist Sandinista guerrillas to power in 1979. Nicaraguan aid to leftist rebels in El Salvador caused the US to sponsor anti-Sandinista contra guerrillas through much of the 1980s. After losing free and fair elections in 1990, 1996, and 2001, former Sandinista President Daniel ORTEGA Saavedra was elected president in 2006 and reelected in 2011. The 2008 municipal elections, 2010 regional elections, and November 2011 presidential elections were marred by widespread irregularities. Nicaragua's infrastructure and economy - hard hit by the earlier civil war and by Hurricane Mitch in 1998 - are slowly being rebuilt, but democratic institutions have been weakened under the ORTEGA administration.

U.S. GOVERNMENT INVESTS IN HAITI

In early 2009, Secretary of State Hillary Rodham Clinton made Haiti a foreign policy priority and committed to working to change the way we partnered with Haiti. For more than three and a half years, the U.S. Government (USG) has worked closely to be a good partner to the government and people of Haiti. After the devastating earthquake of 2010, the U.S. worked to support the Government of Haiti (GOH) and meet the most immediate life saving and life sustaining needs on the ground. For some time the U.S. pursued two tracks of engagement and has ensured that they complement one another: the first to address immediate humanitarian and emergency aid needs; and the second to continue to pursue a strategy to promote long-term sustainable development in Haiti.

Below is a high-level overview of some of the U.S. contributions to help Haiti on a path to economic prosperity and political stability.

Government Stability and Capacity Building: The United States and other donors supported the Government of Haiti’s free and fair presidential and legislative elections in late 2010 and early 2011. These elections paved the way for the complete re-establishment of all three branches of government. The U.S. provided capacity building support, including the provision of experts to work within the Government of Haiti and the provision of temporary office space. As a result, the Government of Haiti has been able to lead more effectively in many areas of governance, including efforts to: combat crime; prepare for emergency responses to Hurricanes Tomas, Tropical Storms Isaac and Sandy; collect taxes; increase transparency; alleviate housing shortages; promote foreign direct investments; and expand basic services for Haitians, including in education and health services.

Energy: Only 12 percent of the population has regular legal access to electricity. The Martelly Administration has made access to energy one of its priorities and views it as a necessary step in Haiti’s economic development.
The U.S. Government, through USAID, is funding the services of an experienced management firm to help improve the commercial and operational sustainability of Haiti's electric utility EDH. The firm is working with the utility to expand active customers by a third. Progress to date shows significant improvements in the utility’s financial performance and service delivery, having added over 20,000 households and business as active customers.
The USG is helping to improve the reliability of electricity in Port-au-Prince through renovation of five electricity sub-stations. The project is expected to be complete by the end of February 2013.
The USG commissioned a 10 mega-watt power plant in the north, contributing to reliable power for the tenants of the Caracol Industrial Park as well as houses around the park. The first households in the northern town of Caracol, which never had electricity before, were connected to the grid of the power plant in October 2012, designed to provide reliable power to residences and industry.
The USG also launched a competitive tender in December 2012 [available online at
www.FBO.gov] to design, build, and operate Haiti’s first industrial scale solar facility. This is part of an ongoing effort to work with Haitian partners to harness renewable energy opportunities.

Housing: The United States has worked to address immediate shelter needs, including the removal of rubble to make space for shelter, as well as the construction of permanent housing settlements.
To date, the Government of Haiti, the international community, private firms, and individual households have removed approximately 7.4 million cubic meters of rubble, or 74 percent of the rubble created by the earthquake. The USG has removed one third of this total. USAID-funded programs helped some 65,700 households (roughly 328,000 individuals) find safer housing through the construction of temporary shelters (29,000), rental vouchers, and housing repairs (6,000).
The United States is currently constructing two new settlements, with construction underway of 750 homes in the north near Caracol and 156 homes near Port-au-Prince in the Saint Marc region. The next five settlements of approximately 1,250 houses, where all engineering designs, environmental studies and water tests have been completed and tenders are due to be launched shortly, will be developed together with a diverse set of partners such as the Qatar Haiti Fund, the Inter-American Development Bank, and the American Red Cross, enabling the United States to leverage resources for greater impact.

Business and agricultural loans: Eighty percent of the credit available in Haiti is used by only ten percent of the borrowers.
The United States has partnered with Haiti’s existing banks, credit unions, and other lenders to provide credit guarantees and help design new ways to lend to entrepreneurs and farmers.
The United States has supported efforts to computerize data and processes for loan officers, in order to support approximately $21.7 million in loans disbursed to over 6,500 businesses.

Agriculture: With more than 60 percent of Haitians reliant on agriculture for income, the United States has expanded its support in the sector through its global food security initiative, Feed the Future.
To date the United States has worked with more than 9,700 farmers, introducing improved seeds, fertilizer, and technologies.
2012 results include a 58 percent increase in rice yields, 341 percent increase in corn, 100 percent increase in bean yields, and 21 percent increase in plantain yields. Our goal is to increase incomes for 100,000 farmers in three geographical focus regions over five years.
Additionally, Feed the Future just launched the bean planting season at a cost of another $1 million, which will provide farmers with seeds and other inputs.

Transformation of Haiti’s North: The United States is partnering with the Government of Haiti, the Inter-American Development Bank, and the private sector to create access to jobs, housing, electrification, transportation, and agricultural development in Haiti’s north. These types of investments, when married with the entrepreneurial spirit of the Haitian people, are helping to catalyze growth in the region. As part of this partnership, by 2015, the United States will have helped create:
New housing settlements for over 13,000 people complete with electricity, water, social services, and job opportunities nearby;
15,000 new formal jobs at the Caracol Industrial Park, one of the Caribbean’s largest industrial parks, which is projected to grow to 20,000 jobs by 2016;
Reliable electricity to up to 100,000 people and businesses that currently have none; and,
Rehabilitated health clinics and reference hospitals in regional towns.

The first tenant of the Caracol Industrial Park, Sae-A, one of the largest garment manufacturers in the world, already has 1,300 employees, most of them women who have never had a formal sector job before. Many are graduates of a new, nearby vocational training center that the USG built and supports. Sae-A is on track to reach the goal of creating 20,000 jobs by 2016. A second tenant, a Haitian company, has moved in September of 2012 and a third tenant is due to start operations shortly. Additionally, a new U.S.-funded power plant opened this year to serve the industrial park and surrounding communities. Nine buildings, including factories, warehouses, and offices, have been built. At least twelve new buildings are scheduled for completion in 2013, more than doubling the industrial park’s capacity.

Health Services: Prior to the earthquake, the United States was providing access to health care for approximately 50 percent of the Haitian population; after the earthquake, the United States has been able to maintain this level of care. The United States provides a basic package of health services (primarily maternal and child health) and more sophisticated HIV/AIDS prevention and treatment services.
The Haitian Ministry of Health and Population is working to achieve a sustainable network of health facilities. To help them realize this goal, the United States entered into the Health Partnership Framework with the Haitian government, which promotes sustainability by emphasizing country ownership and leadership, and includes a five-year plan that encompasses contributions of the government, civil society, the private sector, and other donors.
The United States supports 251 primary care and 52 secondary care sites nationwide.
The United States increased the number of eligible patients on anti-retroviral (ARV) treatment from 60 percent in March 2012 to 65 percent in June 2012. We are working with the Global Fund to Fight HIV/AIDS, tuberculosis, and malaria to reach universal coverage of ARVs for all eligible patients by June 2015.
The United States recently convened the two largest umbrella networks of disabled people organizations to coordinate a single national strategy and move forward with plans to strengthen local advocacy groups. In addition, work is underway to establish four to six disabled service centers nationwide and to build government capacity to promote inclusion of people with disabilities in policy and legislation.
Through June 2012, the United States provided expertise and more than $95 million during the emergency phase of the cholera response.

Education: President Martelly has identified free and universal education as one of the key priorities of his administration.
Since January 2010, the United States has constructed more than 600 semi-permanent furnished classrooms and provided teaching and learning kits enabling more than 60,000 children and 1,200 teachers to return to school.
Over the next two years, the United States will partner with the Haitian Ministry of Education to develop and test an instructional model in over 300 schools, reaching 28,000 students, and training 900 teachers.

Improving Access to Justice and Legal Assistance: The rule of law, as supported by justice and security institutions, is a basic foundation of citizen security and economic growth. The United States is committed to supporting a responsive, just, and effective Government in Haiti. Our efforts include:
Supporting the formation of the Superior Judicial Council (CSJP), a new body which will provide oversight of the judiciary – a major step towards judicial independence in Haiti;
Providing legal assistance to over 2,700 individuals in Cite Soleil, Martissant, Saint-Marc, and Petit-Goave since October 2011;
Renovating corrections facilities; and
Providing equipment and technical assistance to reduce pre-trial detention and improve case management in targeted jurisdictions.

Strengthening the Security Sector: The Haitian National Police (HNP) is Haiti’s sole indigenous security force. Improving and expanding the capacity of the HNP is critical to the Government of Haiti’s ability to maintain public order and protect vulnerable populations.
The United States is supporting the recruitment and training of new officers, bolstering the counternarcotics unit, and providing communications equipment.
The UN Stabilization Mission in Haiti (MINUSTAH) also helps promote a secure and stable environment in Haiti. U.S. support includes 100 UN police officers, 10 corrections officers, and nine military officers seconded to MINUSTAH.

Protecting Human Rights and Vulnerable Populations: Increasing protection of human rights and vulnerable populations is key to U.S. assistance in Haiti. The United States is funding a number of initiatives to provide services to victims of abuse, and empower vulnerable populations. Efforts include:
Supporting economic opportunities for women and survivors of sexual violence through microcredit and short-term jobs programs; and
Providing job skills training, health services, and reintegration and repatriation assistance to Haitian migrants.

SECRETARY CLINTON: Thank you, Matt. I must – I have to say, Matt, I really missed you all. (Laughter.)

QUESTION: I find that a little hard to believe.

SECRETARY CLINTON: I know. I wouldn’t say that under normal circumstances.

QUESTION: (Laughter.) I find it – well, as you know, Ambassador Rooney knows a thing or two about contact sport injuries, and I’m sure –

SECRETARY CLINTON: Yes. That’s why I now have a helmet (inaudible).

QUESTION: I’m sure he wishes it was a Steelers helmet. It wasn’t, though. But how does it feel to be back? Were you frustrated to be cooped up, not out?

SECRETARY CLINTON: No, Matt, I am thrilled to be back. And I am also incredibly grateful for this fabulous team that I have here at the State Department who never missed a beat for the time that I was away. And we are focused on continuing our work, finishing up everything that we can, and helping Senator Kerry with his transition.

QUESTION: So things – you’re ready – you’re back in the swing of things --

SECRETARY CLINTON: I am back --

QUESTION: -- even though it’s closing down your operation?

SECRETARY CLINTON: Yeah. It’s obviously somewhat bittersweet, because I’ve had the most extraordinary experience, and I work with just an amazing team of people. But I’m very much looking forward to doing everything we can these last few weeks to resolve and finish up wherever possible and then to have a very smooth, seamless transition to Senator Kerry to continue the work.

QUESTION: And then retirement?

SECRETARY CLINTON: I don’t know that that’s the word I would use, but certainly stepping off the very fast track for a little while.

U.S.-BULGARIA RELATIONS

The United States established diplomatic relations with Bulgaria in 1903. A Consular Agency was established in Sofia on January 12, 1912. It reported to the Consulate General in Bucharest. The first American Consular Agent in Bulgaria was actually a Bulgarian national, Asen Kermekchiev (later Ace Kermek), a businessman, physician, and journalist. Kermekchiev served the United States Government even while working as a field doctor for Bulgaria in the First Balkan War, and was praised for protecting American lives and property while at the front. He also founded the first American Chamber of Commerce in Sofia. Bulgaria was allied with Germany in World War II, and became a satellite of the Soviet Union at the war's end. As Bulgaria emerged from communism in the 1990s, the United States moved to encourage development of multi-party democracy and a market economy.

Bulgaria is a reliable ally in an area of strategic importance to the United States. The U.S.-Bulgarian Defense Cooperation Agreement gives the United States military access to and shared use of several Bulgarian military facilities. The access facilitates joint training between the U.S. military and the Bulgarian and Romanian militaries. Bulgaria has participated in North Atlantic Treaty Organization (NATO), European Union (EU), and coalition operations, including in Libya, Iraq, Afghanistan, Kosovo, and Bosnia.

We work closely with the government of Bulgaria in strengthening the rule of law and have strong cooperation in law enforcement.

On any given day, there are approximately 7,000 Americans in Bulgaria. In 2011, approximately 5,900 Bulgarians visited the United States.

The American University of Bulgaria in Blagoevgrad draws students from throughout southeast Europe and beyond, and is the only U.S.-accredited university in the region.

U.S. Assistance to Bulgaria

U.S. Government investment in modernization and NATO interoperability for Bulgaria’s military helps create stronger, more effective Bulgarian military units that can deploy alongside U.S. forces when needed.

Bilateral Economic Relations

Bulgaria is a member of the European Union. Upon its accession to the EU, the country adopted regulations and standards that conform to EU norms. U.S. companies conduct business across the major industry sectors, and the business climate is generally positive. The top foreign investor in Bulgaria is a U.S. company. The United States and Bulgaria have a treaty on avoidance of double taxation and a bilateral investment treaty. U.S. citizens traveling on a U.S. passport for business or tourism purposes can enter and stay in Bulgaria for up to 90 days in a 6-month period without requiring issuance of a visa.

Bulgaria's Membership in International Organizations

Bulgaria and the United States belong to a number of the same international organizations, including the United Nations, North Atlantic Treaty Organization, Euro-Atlantic Partnership Council, Organization for Security and Cooperation in Europe, International Monetary Fund, World Bank, and World Trade Organization. Bulgaria also is an observer to the Organization of American States.

The Bulgars, a Central Asian Turkic tribe, merged with the local Slavic inhabitants in the late 7th century to form the first Bulgarian state. In succeeding centuries, Bulgaria struggled with the Byzantine Empire to assert its place in the Balkans, but by the end of the 14th century the country was overrun by the Ottoman Turks. Northern Bulgaria attained autonomy in 1878 and all of Bulgaria became independent from the Ottoman Empire in 1908. Having fought on the losing side in both World Wars, Bulgaria fell within the Soviet sphere of influence and became a People's Republic in 1946. Communist domination ended in 1990, when Bulgaria held its first multiparty election since World War II and began the contentious process of moving toward political democracy and a market economy while combating inflation, unemployment, corruption, and crime. The country joined NATO in 2004 and the EU in 2007.

President Obama has called India one of the defining partnerships of the 21st century, one which will be vital to U.S. strategic interests in Asia-Pacific and across the globe. Presidents Clinton, Bush and Obama all visited India, underscoring the increasing importance of the bilateral relationship. Our relationship is rooted in common values, including the rule of law, respect for diversity, and democratic government. We have a shared interest in promoting global security, stability, and economic prosperity through trade, investment, and connectivity. The United States and India have a common interest in the free flow of global trade and commerce, including through the vital sea lanes of the Indian Ocean.

The U.S. supports India's critical role as a leader in maintaining regional stability. Security ties are robust and growing with bilateral defense and counterterrorism cooperation reaching unprecedented levels. The United States and India also look continue to develop their defense partnership through military sales and joint research, co-production and co-development efforts.

The U.S.-India
Strategic Dialogue, launched in 2009, provides opportunities to strengthen collaboration in areas including energy, climate change, trade, education, and counterterrorism. The third annual meeting was held in June 2012. In 2012 alone, seven Cabinet-level officials made visits to India to deepen bilateral ties.

The strength of people to people linkages between the United States and India has come to define the indispensable relationship between our two countries. The increased cooperation of state and local officials to create ties has enhanced engagement in education. Additionally, state to state and city to city engagements have created new partnerships in business and the private sector and enhance our robust government to government engagement.

Bilateral Economic Relations

The United States is one of India's largest trade and investment partners. U.S.- India bilateral trade in goods and services has increased four and a half times over the last decade, to more than $86 billion in 2011. Bilateral trade between our two countries is up 40 percent since we began our Strategic Dialogue three years ago. The stock of Indian FDI in the United States has increased from $227 million in 2002 to almost $4.9 billion in 2011, supporting thousands of U.S. jobs.

The United States and India are negotiating a bilateral investment treaty as a key part of the effort to deepen the economic relationship, improve investor confidence, and support economic growth in both countries. India continues to move forward, albeit haltingly, with market-oriented economic reforms that began in 1991. Recent reforms have included an increasingly liberal foreign investment regime in many sectors.

On energy cooperation, the United States and India also share a strong commitment to work collaboratively in bilateral and multilateral fora to help ensure mutual energy security, combat global climate change, and support the development of low-carbon economies that will create opportunities and fuel job growth in both countries. The two countries consult regularly on the future of global oil and gas markets, expanding sustainable energy access to support jobs and economic growth in both countries, collaborating in research and technology, and increasing U.S. exports of clean energy technology.

U.S. exports to India include diamonds and gold, machinery, oil, and fertilizers. U.S. imports from India include diamonds, pharmaceutical products, oil, agricultural products, organic chemicals, and apparel. U.S. direct investment in India is led by the information, professional, scientific, and technical services, and manufacturing sectors. India direct investment in the U.S. is primarily concentrated in the professional, scientific, and technical services sector.

India's Membership in International Organizations

India and the United States share membership in a variety of international organizations, including the United Nations, G-20, Association of Southeast Asian Nations (ASEAN) Regional Forum, International Monetary Fund, World Bank, and World Trade Organization. The United States supports a reformed UN Security Council that includes India as a permanent member. India is an ASEAN dialogue partner, an Organization for Economic Cooperation and Development partner under its Enhanced Engagement program, and an observer to the Organization of American States. India is also a member and the current chair of the Indian Ocean Rim-Association for Regional Cooperation (IOR-ARC). In November 2012, the United States was admitted as a dialogue partner in the IOR-ARC with India’s support.

The Indus Valley civilization, one of the world's oldest, flourished during the 3rd and 2nd millennia B.C. and extended into northwestern India. Aryan tribes from the northwest infiltrated onto the Indian subcontinent about 1500 B.C.; their merger with the earlier Dravidian inhabitants created the classical Indian culture. The Maurya Empire of the 4th and 3rd centuries B.C. - which reached its zenith under ASHOKA - united much of South Asia. The Golden Age ushered in by the Gupta dynasty (4th to 6th centuries A.D.) saw a flowering of Indian science, art, and culture. Islam spread across the subcontinent over a period of 700 years. In the 10th and 11th centuries, Turks and Afghans invaded India and established the Delhi Sultanate. In the early 16th century, the Emperor BABUR established the Mughal Dynasty which ruled India for more than three centuries. European explorers began establishing footholds in India during the 16th century. By the 19th century, Great Britain had become the dominant political power on the subcontinent. The British Indian Army played a vital role in both World Wars. Nonviolent resistance to British rule, led by Mohandas GANDHI and Jawaharlal NEHRU, eventually brought about independence in 1947. Communal violence led to the subcontinent's bloody partition, which resulted in the creation of two separate states, India and Pakistan. The two countries have fought three wars since independence, the last of which in 1971 resulted in East Pakistan becoming the separate nation of Bangladesh. India's nuclear weapons tests in 1998 caused Pakistan to conduct its own tests that same year. In November 2008, terrorists originating from Pakistan conducted a series of coordinated attacks in Mumbai, India's financial capital. In January 2011, India assumed a nonpermanent seat in the UN Security Council for the 2011-12 term. Despite pressing problems such as significant overpopulation, environmental degradation, extensive poverty, and widespread corruption, rapid economic development is fueling India's rise on the world stage.

Bashar al-Asad’s speech today is yet another attempt by the regime to cling to power and does nothing to advance the Syrian people’s goal of a political transition. His initiative is detached from reality, undermines the efforts of Joint Special Representative Lakhdar Brahimi, and would only allow the regime to further perpetuate its bloody oppression of the Syrian people.

For nearly two years, the Asad regime has brutalized its own people. Even today, as Asad speaks of dialogue, the regime is deliberately stoking sectarian tensions and continuing to kill its own people by attacking Sunni towns and villages in the mixed areas of Jabal Akrad and Jabal Turkmen in Lattakia province.

AsadBrahimi to build international unity behind it and to urge all parties in Syria to take meaningful steps toward its implementation.
