U.S. AMBASSADOR POWER'S REMARKS ON SYRIA'S CHEMICAL WEAPONS

Thank you all for coming out. The first thing I want to do is to encourage you to, later this afternoon, have the experience that the Council just had, which is to listen to three remarkable individuals who testified to the experiences that they have had inside Syria, related to Syrian chemical weapons use – chlorine use most recently. And in the case of Qusai Zakarya, his experience of being left for dead in August 2013 in the chemical weapons attack in Moadamiya.

What the Council heard were testimonies from Dr. Tennari, who is a Syrian Arab Red Crescent-affiliated physician in the town of Sarmin, who dealt with the chlorine attacks that occurred in March – at great risk to himself and the other medical professionals he was working with tried to resuscitate and care for the people who came to his hospital, his impromptu field clinic, you might say, and were in desperate need of help. They were choking, they were vomiting and they bore all of the tell-tale signs of chemical weapons use. None of them, as he’ll describe, had fragments, shell fragments, or any of the kinds of injuries you would expect from conventional weapons use, or even from conventional barrel bombs use – if you can put it that way.

So Dr. Tennari described the horror of being in a situation where you can’t help everyone who comes to you: when parents are bringing their children and you are trying to resuscitate them and you cannot because you don’t have the medical supplies and because the toxic chemicals are so overpowering. We also heard from Dr. Zaher Sahloul who is the President of the Syrian-American Medical Society, who has made innumerable medical missions to Syria, who raises money here in this country and elsewhere to try to fund medical supplies, to try to care for people who suffer all injuries and ailments. And Zaher is just back from a medical mission where he talked to and saw the doctors and the survivors of the Sarmin attack, as well as others.

In terms of the Council, we held this meeting – we brought the Council members together with these remarkable individuals because the Security Council has come together to pass Security Council resolution 2118, which has come a long way in dismantling Assad’s declared chemical weapons program. But that resolution, which was a resolution – unusual for Syria that all members of the council were able to agree upon, and very much the product of U.S.-Russian cooperation in dismantling the Syrian chemical weapons program – has not resulted in the end of chemical weapons use in Syria. And the council, as you know, came together again recently in resolution 2209 to make very clear that chlorine use is a form of Syrian chemical weapons use. It’s not what people think of necessarily. They think of it being a household product. But when you stick it in a barrel bomb and you turn it into a toxic weapon, it is prohibited by the chemical weapons convention, it is prohibited by resolution 2118 and it is made very clear that it is utterly condemned and prohibited by resolution 2209.

So what we’ve done today is brought individuals who can testify to what happened; brought the facts to the council in as rapid and moving a way as we could do, and it is now in our view, incumbent on the Council to go further than we have been able to come to this point, to get past the old divisions, to draw on the unity that we have managed to show on the single issue of chemical weapons, and stop these attacks from happening. Now the form that that takes, of course, getting everything through 15 members of the Security Council is extremely challenging – there were 4 vetoes issued on Syria, on attempted Syrian resolutions in the past – but we feel as though anybody who witnessed what we just witnessed, and what you will hear from these individuals later today I hope, can’t be anything but changed, can’t be anything but motivated. And we need an attribution mechanism so we know precisely who carried out these attacks; all of the evidence of course shows that they come from helicopters, only the Assad regime has helicopters; that’s very clear to us. But we need to move forward in a manner that also makes it very clear to all Council members, and then those people responsible for these attacks have to be held accountable.

The very last thing I’d say, because I know there’s a lot of skepticism about accountability, because of the veto that we experienced when we put forward, with our partners, a referral of the crimes in Syria to the ICC: it is true that we failed to secure an ICC referral out of the Security Council, but it is not true that that means that accountability will not happen in Syria. Individuals who are responsible for attacks like that will be held accountable, and the documentary record is being built, the testimonies are being gathered and the long arm of justice is taking more time than any of us would wish right now, but this documentary record will be used at some point in a court of law and the perpetrators of these crimes need to bear that in mind.

Reporter: Ambassador, can you describe to us what the atmosphere was like in the room when you saw and heard this evidence?

Ambassador Power: The only analogue I can come up with is the experience of seeing the Caesar photos. I mean, the video, in particular, of the attempts to resuscitate the children – if there was a dry eye in the room, I didn’t see it. It was – it’s just devastating to see the facts of what this regime is doing. So people were visibly moved, people had questions, very fair questions, about “how do you know this?” and “what are the symptoms?” But for the most part, almost every Council member prefaced what they said by saying, “forgive me if I don’t use diplomatic language, but I am so moved and so overwhelmed by what I have seen,” and then they proceeded with their comments. It was an extremely unusual and very, very emotional meeting.

Reporter: How do you see an attribution mechanism – you mentioned an attribution mechanism?

Ambassador Power: You know, we have to work through the modalities on this. Traditionally, criminal responsibility is best established in a criminal tribunal, which is why we and so many Council members supported an ICC referral. But in this instance, that has not proven possible at this point. And of course, the Syrian authorities are in no positon to judge themselves, given that they are gassing their own people and dropping barrel bombs on civilian neighborhoods. So we need to think through what are the right modalities for an attribution mechanism. The OPCW already, as you know, has fact-finding missions that it has dispatched and they have produced very important layers and layers of testimonies and eyewitness reports and have shown, and reported with high confidence, that chlorine is being used as a chemical weapon in Syria,

systematically. But what the OPCW has never done is point the finger and establish attribution. And that has not been in their mandate up until this point. Bear in mind, again, that the traditional model for OPCW is parties to the chemical weapons convention who want the OPCW’s help getting rid of their chemical weapons stockpile or monitoring it – we haven’t had a circumstance like this where we have a party to the chemical weapons convention that is still prepared to use chemical weapons. And so OPCW and the UN Security Council have to come together and deal with a devastating and grotesque historical anomaly.

REPORTED CHEMICAL WEAPONS USED IN SYRIA, SAYS SECRETARY KERRY

The United States is deeply disturbed by reports that the Assad regime used chlorine as a weapon again, this time on March 16 in an attack on the town of Sarmin. We are looking very closely into this matter and considering next steps. While we cannot yet confirm details, if true, this would be only the latest tragic example of the Assad regime's atrocities against the Syrian people, which the entire international community must condemn.

What is clear is that the Assad regime continues to flout international standards and norms, including, if these latest allegations are verified, the Chemical Weapons Convention. The international community cannot turn a blind eye to such barbarism. As has been well documented, the Assad regime continues to terrorize the people of Syria through indiscriminate airstrikes, barrel bombings, arbitrary detention, torture, sexual violence, murder, and starvation. The Assad regime must be held accountable for such atrocious behavior.

A chemical weapons attack through the use of chlorine would not only be the latest example of the regime’s brutality towards the Syrian people, but also a direct violation of UN Security Council Resolution 2209, which specifically condemned the use of chlorine as a chemical weapon in Syria and made clear such a violation would have consequences. Any and all credible allegations of chemical weapons use, including the use of toxic industrial chemicals, must be investigated, and we continue to support the OPCW Fact Finding Mission in its continuing critical mission.

The Assad regime’s horrifying pattern of using chlorine as a chemical weapon against the Syrian people underscores the importance of investigating this allegation as quickly as possible, holding those who perpetrated such abhorrent acts in violation of international law accountable, and continuing to support the complete elimination chemical weapons in this volatile region.

PRESIDENT'S STATEMENT ON AUTHORIZATION TO TRAIN SYRIAN OPPOSITION

Statement By the President on Congressional Authorization to Train Syrian Opposition

THE PRESIDENT: Good evening. Today, the United States continues to build a broad international coalition to degrade and ultimately destroy the terrorist group known as ISIL. As part of the air campaign, France will join in strikes against ISIL targets in Iraq. And as one of our oldest and closest allies, France is a strong partner in our efforts against terrorism, and we’re pleased that French and American servicemembers will once again work together on behalf of our shared security and our shared values.

More broadly, more than 40 countries -- including Arab nations -- have now offered assistance as part of this coalition. This includes support for Iraqi forces, strengthening the Iraqi government, providing humanitarian aid to Iraqi civilians, and doing their part in the fight against ISIL.

Here at home, I’m pleased that Congress -- a majority of Democrats and a majority of Republicans, in both the House and the Senate -- have now voted to support a key element of our strategy: our plan to train and equip the opposition in Syria so they can help push back these terrorists. As I said last week, I believe that we’re strongest as a nation when the President and Congress work together. And I want to thank leaders in Congress for the speed and seriousness with which they approached this urgent issue -- in keeping with the bipartisanship that is the hallmark of American foreign policy at its best.

These Syrian opposition forces are fighting both the brutality of ISIL terrorists and the tyranny of the Assad regime. We had already ramped up our assistance, including military assistance, to the Syrian opposition. With this new effort, we’ll provide training and equipment to help them grow stronger and take on ISIL terrorists inside Syria. This program will be hosted outside of Syria, in partnership with Arab countries, and it will be matched by our increasing support for Iraqi government and Kurdish forces in Iraq.

This is in keeping with a key principle of our strategy: The American forces that have been deployed to Iraq do not and will not have a combat mission; their mission is to advise and assist our partners on the ground. As I told our troops yesterday, we can join with allies and partners to destroy ISIL without American troops fighting another ground war in the Middle East.

The strong bipartisan support in Congress for this new training effort shows the world that Americans are united in confronting the threat from ISIL, which has slaughtered so many innocent civilians. With their barbaric murder of two Americans, these terrorists thought they could frighten us, or intimidate us, or cause us to shrink from the world, but today they’re learning the same hard lesson of petty tyrants and terrorists who have gone before.

As Americans, we do not give in to fear. And when you harm our citizens, when you threaten the United States, when you threaten our allies -- it doesn’t divide us, it unites us. We pull together, we stand together -- to defend this country that we love and to make sure justice is done, as well as to join with those who seek a better future of dignity and opportunity for all people.

Today, our strikes against these terrorists continue. We’re taking out their terrorists. We’re destroying their vehicles and equipment and stockpiles. And we salute our dedicated pilots and crews who are carrying out these missions with great courage and skill.

As Commander-in-Chief, I could not be more proud of their service. As I told some of our troops yesterday, the American people are united in our support for them and for their families. And as we go forward, as one nation, I’d ask all Americans to keep our forces and their families in their thoughts and prayers. Thanks very much.

Today, we mark a milestone in our unrelenting work to ensure the end of the Assad regime’s deadly chemical arsenal: The United States has finished neutralizing the regime’s deadliest chemical weapons aboard the Cape Ray.

We do so mindful of a tragic milestone fast approaching this Thursday: The one year anniversary of Assad’s bone-chilling, deadly chemical weapons attack that killed more than 1,000 innocent Syrians, including so many children in the suburbs of Damascus. No one can or ever will wipe away that memory. The images of children suffering at the hands of a monster’s illicit arsenal reminded all the world why these weapons have long been shunned by the civilized world and revealed for any who still doubted the true face of Assad.

These two milestones, one born out of the other, more than just dates on the calendar, are also moments to take stock of the road ahead. In record time, even amid a civil war, we removed and have now destroyed the most dangerous chemicals in the regime’s declared stockpiles. But much more work must be done.

First, the international community has important questions with regard to discrepancies and omissions related to Syria’s chemical weapons declaration. Second, Syria must complete the destruction of its remaining chemical weapons production facilities within mandated timelines. Third, we also remain deeply concerned by reports of systematic use of chlorine gas in opposition areas, as described by the fact-finding mission of the Organization for the Prohibition of Chemical Weapons. Each and every one of these issues must be fully resolved.
Lastly, but most importantly, the Assad regime’s brutality must come to an end. Assad lost any legitimacy to lead Syria long before he gassed his own people to death. The United States will continue to provide political, financial, and other support to the moderate opposition because we are committed to help those who seek the right of all Syrians to choose a future of peace and oppose the violent extremists who exploit the chaos and ruin that Assad has brought to Syria. A free Syria where people can live without fear is a milestone we should all be committed to achieve together.

PRESIDENT OBAMA SAYS U.S. TROOPS WILL NOT BE SENT BACK INTO COBAT IN IRAQ

THE PRESIDENT:  Good morning, everybody.  I wanted to take some time to give you a quick update about the situation in Iraq. 
Yesterday, I convened a meeting with my National Security Council to discuss the situation there, and this morning I received an update from my team.  Over the last several days, we’ve seen significant gains made by ISIL, a terrorist organization that operates in both Iraq and in Syria.  In the face of a terrorist offensive, Iraqi security forces have proven unable to defend a number of cities, which has allowed the terrorists to overrun a part of Iraq’s territory.  And this poses a danger to Iraq and its people.  And given the nature of these terrorists, it could pose a threat eventually to American interests as well.
Now, this threat is not brand new.  Over the last year, we’ve been steadily ramping up our security assistance to the Iraqi government with increased training, equipping and intelligence.  Now, Iraq needs additional support to break the momentum of extremist groups and bolster the capabilities of Iraqi security forces.  We will not be sending U.S. troops back into combat in Iraq, but I have asked my national security team to prepare a range of other options that could help support Iraqi security forces, and I’ll be reviewing those options in the days ahead.
I do want to be clear though, this is not solely or even primarily a military challenge.  Over the past decade, American troops have made extraordinary sacrifices to give Iraqis an opportunity to claim their own future.  Unfortunately, Iraq’s leaders have been unable to overcome too often the mistrust and sectarian differences that have long been simmering there, and that’s created vulnerabilities within the Iraqi government as well as their security forces.
So any action that we may take to provide assistance to Iraqi security forces has to be joined by a serious and sincere effort by Iraq’s leaders to set aside sectarian differences, to promote stability, and account for the legitimate interests of all of Iraq’s communities, and to continue to build the capacity of an effective security force.  We can’t do it for them.  And in the absence of this type of political effort, short-term military action, including any assistance we might provide, won’t succeed. 
So this should be a wake-up call.  Iraq’s leaders have to demonstrate a willingness to make hard decisions and compromises on behalf of the Iraqi people in order to bring the country together.  In that effort, they will have the support of the United States and our friends and our allies. 
Now, Iraq’s neighbors also have some responsibilities to support this process.  Nobody has an interest in seeing terrorists gain a foothold inside of Iraq, and nobody is going to benefit from seeing Iraq descend into chaos.  So the United States will do our part, but understand that ultimately it’s up to the Iraqis, as a sovereign nation, to solve their problems.
Indeed, across the region we have redoubled our efforts to help build more capable counterterrorism forces so that groups like ISIL can’t establish a safe haven.  And we’ll continue that effort through our support of the moderate opposition in Syria, our support for Iraq and its security forces, and our partnership with other countries across the region. 
We’re also going to pursue intensive diplomacy throughout this period both inside of Iraq and across the region, because there’s never going to be stability in Iraq or the broader region unless there are political outcomes that allow people to resolve their differences peacefully without resorting to war or relying on the United States military. 
We’ll be monitoring the situation in Iraq very carefully over the next several days.  Our top priority will remain being vigilant against any threats to our personnel serving overseas.  We will consult closely with Congress as we make determinations about appropriate action, and we’ll continue to keep the American people fully informed as we make decisions about the way forward. 
I’ll take a question.
Q    Mr. President, given the recent U.S. history there, are you reluctant to get involved again in Iraq?
THE PRESIDENT:  I think that we should look at the situation carefully.  We have an interest in making sure that a group like ISIL, which is a vicious organization and has been able to take advantage of the chaos in Syria, that they don't get a broader foothold.  I think there are dangers of fierce sectarian fighting if, for example, these terrorist organizations try to overrun sacred Shia sites, which could trigger Shia-Sunni conflicts that could be very hard to stamp out.  So we have enormous interests there.
And obviously, our troops and the American people and the American taxpayers made huge investments and sacrifices in order to give Iraqis the opportunity to chart a better course, a better destiny.  But ultimately, they're going to have to seize it.  As I said before, we are not going to be able to do it for them.  And given the very difficult history that we’ve seen in Iraq, I think that any objective observer would recognize that in the absence of accommodation among the various factions inside of Iraq, various military actions by the United States, by any outside nation, are not going to solve those problems over the long term and not going to deliver the kind of stability that we need.
Anybody else?
Q    Mr. President, is the Syrian civil war spilling over the Iraq border?  And what can we do to stop it?
THE PRESIDENT:  Well, I think that's been happening for some time.  ISIL has been able to gain a foothold in Syria.  That's part of the reason why we’ve been so concerned about it.  That's part of the reason why we’ve been supporting the Syrian opposition there.  But it’s a challenging problem.
In Iraq, the Iraqi government, which was initially resistant to some of our offers of help, has come around now to recognize that cooperation with us on some of these issues can be useful.  Obviously, that's not the case in Syria where President Assad has no interest in seeing us involved there, and where some of the governments that are supporting Assad have been able to block, for example, U.N. efforts even at humanitarian aid.  But this is a regional problem and it is going to be a long-term problem.
And what we’re going to have to do is combine selective actions by our military to make sure that we’re going after terrorists who could harm our personnel overseas or eventually hit the homeland.  We’re going to have to combine that with what is a very challenging international effort to try to rebuild countries and communities that have been shattered by sectarian war.  And that's not an easy task.
Q    Mr. President, which foreign countries have you been in touch with?  And what are they willing to do as part of this international effort?
THE PRESIDENT:  Well, we’re in contact with them now.  So we’ll have a better sense by the end of the weekend, after those consultations.  And we will be getting a better sense from them of how they might support an effort to bring about the kind of political unity inside of Iraq that bolsters security forces.
Look, the United States has poured a lot of money into these Iraqi security forces, and we devoted a lot of training to Iraqi security forces.  The fact that they are not willing to stand and fight, and defend their posts against admittedly hardened terrorists but not terrorists who are overwhelming in numbers indicates that there’s a problem with morale, there’s a problem in terms of commitment.  And ultimately, that’s rooted in the political problems that have plagued the country for a very long time.
Last question.  Last one.
Q    Thank you.  Can you talk a little bit about U.S. concern of disruption of oil supplies?
THE PRESIDENT:  Well, so far at least we have not seen major disruptions in oil supplies.  Obviously if, in fact, ISIL was able to obtain control over major output, significant refineries, that could be a source of concern.  As you might expect, world oil markets react to any kind of instability in the Middle East.  One of our goals should be to make sure that in cooperation with other countries in the region not only are we creating some sort of backstop in terms of what’s happening inside of Iraq, but if there do end up being disruptions inside of Iraq, that some of the other producers in the Gulf are able to pick up the slack.  So that will be part of the consultations that will be taking place during the course of this week.
Just to give people a sense of timing here, although events on the ground in Iraq have been happening very quickly, our ability to plan, whether it’s military action or work with the Iraqi government on some of these political issues, is going to take several days.  So people should not anticipate that this is something that is going to happen overnight.  We want to make sure that we have good eyes on the situation there.  We want to make sure that we’ve gathered all the intelligence that’s necessary so that if, in fact, I do direct and order any actions there, that they’re targeted, they’re precise and they’re going to have an effect. 
And as I indicated before -- and I want to make sure that everybody understands this message -- the United States is not simply going to involve itself in a military action in the absence of a political plan by the Iraqis that gives us some assurance that they’re prepared to work together.  We’re not going to allow ourselves to be dragged back into a situation in which while we’re there we’re keeping a lid on things, and after enormous sacrifices by us, as soon as we’re not there, suddenly people end up acting in ways that are not conducive to the long-term stability and prosperity of the country.

SECRETARY OF STATE KERRY TAKES QUESTIONS FROM PRESS IN LONDON

SECRETARY KERRY: Good afternoon, everybody. First of all, let me just thank Foreign Secretary William Hague for his terrific hosting today, convening all of us together to be able to talk about a number of challenging issues that we’re facing together, and I think after today, with an even better sense of direction.

We gathered here, I think it’s safe to say, frankly more united than we have been in some time. And we, all of us, unanimously, remain committed to changing the dynamics on the ground in Syria.

Since we last met, the opposition has itself taken some significant steps forward to expand their leadership, to expand their reach into Syria, to become more effective. And we know, as you know, we just hosted President Jarba and his delegation in Washington for a number of days and a series of meetings, including meetings with the State Department, the White House, and the President.

The truth is we all know that the grave humanitarian crisis is growing more dire by the day, notwithstanding the best efforts of people to date. And the bloodshed and the suffering of the Syrian people have not stopped. So today in one unified voice we made it clear that we remain committed, even more so, to taking steps that could in fact make a difference. Most importantly we start in one unified voice with rejecting any notion whatsoever that the elections that the Assad regime has called somehow have any legitimacy whatsoever. There is no way for this illegitimate effort, for this impossible set of circumstances for an election to somehow give legitimacy where there is none. Together we are unified in saying that Assad’s staged elections are a farce, they’re an insult; they are a fraud on democracy, on the Syrian people, and on the world.

And the fact is that the cynical political theater that he is engaged in will not change one thing the day after it happens. His status in the world, his position with respect to future leadership in Syria, and in fact, the potential of any resolution will be exactly where they were the day before the election – although perhaps even slightly worse because of the fraud of this effort. It just – I mean, ask yourself: How do you have a legitimate election when half the people in your country are displaced and not able to vote? How do you have a legitimate election when another several million people are in refugee camps unable to vote? How do you have it when hundreds of thousands of people, literally – almost a million perhaps – are scattered in various countries in the region, seeking safety from Assad? It is just impossible to believe that under those circumstances, where people are hunkered down in their homes, intimidated and afraid to be able to come out, afraid of being forced to do one vote or another – you just have no climate, no framework within which you can talk about legitimacy.

We also agreed today that we have to redouble our efforts, all of us, in support of the moderate opposition in order to bring about a peaceful resolution that the people of Syria want. And that requires the full support of the international community, and that was really the focus of our discussions today. I’m sure your question would be: So what’s different today? Well, look at the length of the communique. It’s short and it’s purposefully short. It purposefully points to the election and then to the renewed efforts, and the most important sentence, I think, is the last sentence in which it points out that our teams are going to come together in very short order now to lay out a specific set of steps that we can and will take together in order to have a greater impact here.

There isn’t anybody who didn’t come together today with the realization that there have been hurdles over the course of the last year, from the time when Foreign Minister Lavrov and I announced the possibility of a Geneva conference in Moscow last year – about a month earlier than now. Things changed on the ground. Hezbollah entered the fight. IRGC – Iranian forces entered the fight on the ground. And more terrorists were attracted to the fight against Assad, regrettably, thereby creating a framework where some of the opposition was fighting the terrorists, not Assad.

So that is a very clear and simple reality of what has taken place over the course of the year. That has changed. And now I think there’s a greater level of coordination, a greater level of unity, a greater level of understanding of purpose, and over the next days as those teams meet, there will be a serious definition of steps that can be taken in order to have a greater impact. The United States is committed to doing our part. Each country today sat there and sort of discussed what they felt they could do to grow the effort. And that is what is different.
Just last week, we announced that the Syrian Opposition Coalition representative offices are now foreign missions. And we’re also working to provide new nonlethal assistance and to speed up the delivery of assistance to the Free Syrian Army. The Treasury Department has imposed new sanctions and restrictions against members of the regime, and we will continue to strengthen our ties with the Syrian opposition, as I think you’ve seen firsthand in the visit to Washington this past week.

On behalf of the United States, I want to extend our deep concern for the two British journalists who were shot and who were beaten while trying to share with the world the real story of what is happening in Syria. And this is not the first time that courageous reporters have been part of the heartbreaking story of Syria. Far too many journalists and innocent civilians have been hurt, killed, or held hostage in Syria. And just two days ago in Washington, we met with one of the families – with many of the families, actually – of those being held in Syria. And we’re keeping up a very focused effort to try to secure their release. We reiterate our respect and our admiration for the reporters who put their lives and their liberties on the line to tell the stories to the world that otherwise people would never learn.

Let me also say a quick word about two other issues that we touched on this week, here, today, in the early part of our meeting this morning: that is Ukraine and Libya. We had a very good discussion this morning with the British, French, German, Italian foreign ministers, our counterparts – on Ukraine. We welcome the successful National Dialogue roundtable in Kyiv that took place yesterday and the very good conversation there on decentralization, constitutional reform, and the protection of minority rights. And we hope that the separatists, we hope the Russians, we hope that others who are disgruntled by what has taken place will take note of a legitimate effort to try to reach out, bring people to the table, and find political compromise.

We are absolutely committed to the notion that there must be a protection of these minority rights, and we support the government in Kyiv’s efforts to reach out with serious, concrete plans for increased autonomy and decentralization. I would note that the level of decentralization and autonomy that Prime Minister Yatsenyuk has articulated far exceeds any level of autonomy or decentralization that exists anywhere in Russia. And I think it’s important for everybody to note that.

We believe that the process of the roundtables coupled with the election provides the people with Ukraine with an opportunity to be able to heal the divide. And that will now be encouraged through a second meeting of a roundtable that will take place in eastern Ukraine in a few days.
This morning, we also underscored the vital importance of a free and fair presidential election across Ukraine on May 25th, including, importantly, the eastern provinces. And we’re also working with the Ukrainians and the OSCE to protect the rights of all Ukrainian citizens and to make their voices heard through the ballot box in a legitimate election.

We call on the separatists and Russians to respect this election process, to help to make it happen, even; to encourage Ukrainians to be able to define their future. That’s the best way to de-escalate this situation.

We believe that this effort to legitimize an election and move to have a broad-based election according to the constitutional process of Ukraine is in stark contrast to the agenda of the pro-Russian separatists and their supporters, who are literally sowing mayhem in communities like Slovyansk. Far from defending the rights of the people in the east, they are seeking to speak for everybody through the barrel of a gun and through their own narrow sense of what they want for an outcome.

We agreed this morning that if Russia or its proxies disrupt the election, the United States and those countries represented here today in the European Union will impose sectoral economic sanctions as a result. Our message is really quite simple: Let Ukraine vote. Let the Ukrainian people choose their future and let them do so in a fair, open, free, accessible election.
Finally on Libya, the United States and our quintet of partners reiterated today our shared commitment to the stability and security for the Libyan people and for the region. We agreed that we need to do more, and we understood that there is this challenging moment in Libya. We need to try to accelerate the effort to bring about stability and security and the governance that is necessary to provide the time and the space for Libyan authorities to be able to confront the threat from extremism and the challenges that their country faces of just providing governance to their people.

In that light and in support of the Libyan Government, we are working collectively through a number of different envoys. The Arab League has an envoy, the – Great Britain has an envoy, we have an envoy – we will work in concert, and we task them, literally, to be working as one entity – not as individuals out there in opposite directions. And we’re going to do all we can to help the Libyans in these next days to try to be able to gain control over their revenues and begin to forge the kind of coalition that can actually begin to build the offices of governance that are necessary. This is a small country – six and a half million people – smaller than the state that I represented in the Senate – privileged to represent for almost 29 years. I know something about what you can provide when you want to. Libya is a country rich in resources, rich in people with talent and capacity. And we hope that in the days ahead we’re going to be able to tap into that and find a way to help the Libyan people to move forward to have the kind of stability and peaceful governance that they aspire to.

So with that I thank you, and I’d be happy to take a couple questions quickly.

MS. PSAKI: The first question will be from Karen DeYoung of The Washington Post.

QUESTION: Thank you, Mr. Secretary. On Syria, I think you correctly put your finger on what the question is, which is: What’s different after today? In terms of U.S. policy, could you tell us whether the United States is prepared to do what Britain has done, which is to change the way its aid is sent into Syria and start sending it through NGOs or other means instead of through the United Nations?

And also on the expanded aid that you’ve talked about to both the military and political sides of the opposition, President Jarba has publicly called for increased weapons assistance, specifically portable surface-to-air missiles to stop the Syrian Government’s air attacks against civilians, including the barrel bombs that you personally have denounced. Are you now prepared to take this step or allow your allies to take this step? And if not, why not?
And finally on Syria, Foreign Minister Fabius said in Washington this week that France has seen credible evidence of at least 14 chemical attacks by the Syrian Government since October. Secretary Hagel said in Saudi Arabia yesterday that the United States has seen no such evidence. Is this because you haven’t seen what the French have seen, or that you’ve seen it and don’t find it conclusive? Thank you.

SECRETARY KERRY: Well, let me take them one, two, three. We are open to the idea of providing aid through any means that will get to the people who need it. And while the decision has not been categorically made, I’d just repeat: We are open to anything that will get the aid to the people, and we are very frustrated with the current process. It is not getting to people. It’s going through one gate, one entryway, and it’s going through Damascus and/or controlled by the Assad regime. That’s unacceptable. We need to be able to get aid more directly and we’re going to work to do that. That’s a certainty.

We are in addition that, Karen, we are going to in the United Nations Security Council challenge the appropriate level of follow-through that is necessary to be able to fulfill what was passed in the resolution previously a few months ago in order to guarantee the delivery of aid. It is not being fulfilled. It has to be fulfilled and our patience is gone. We’re going to join with other countries in an effort to try to guarantee accountability through the UN in making that happen. We are determined that people will be able to get aid.

The people who left Homs, for instance, did so because they were literally under siege. They were being starved to death – civilians and others. And that is against the laws of war – not to mention anybody’s fundamental values and decency, but obviously not Assad’s. So we intend to press this issue in every way possible in the days ahead.

On the issue of weapons, I’m not going to discuss what specific weapons, what country may or may not be providing or not providing – as you know, we’re providing nonlethal aid. But I will say that out of today’s meeting every facet of what can be done is going to be ramped up. Every facet, and that includes political effort. It includes the aid to the opposition. It includes economic efforts, sanctions. Today we announced, as I told you, additional sanction. There will be ramped up effort to make it clear that despite the fact that Assad may think today he’s doing better and this process is somehow going to come to a close with him sitting pretty, the answer is: no. It’s not going to suddenly – we’re not going away. The opposition is not going away.

We are determined to reach a political settlement that protects all of the people of Syria, and I want to make it clear: Alawite, other minority, all can be protected here. Assad’s just protecting himself. The fact is that he, in doing so, he is making partnership with terrorist elements, attracting terrorists, engaging in terrorist activities against his own people, and I don’t think that anybody today felt deterred one iota in the notion that there might be a better route, another route, other than a political settlement, which can only be brought about when he is prepared to negotiate.

As everybody looks at Lakhdar Brahimi’s resignation and makes a judgment about it, it’s not that – I mean, he performed valiantly against great odds. But if the parties aren’t prepared to perform according to the standards that they have accepted to negotiate on, there’s nothing that a negotiator or an intermediary can do. So we remain committed to try to find that solution and I’m not going to discuss specific weapon systems or otherwise except to say that every possible avenue that is available is going to be pursued by one country or another.
One the third issue – the issue of evidence, I suspect – I haven’t talked with Secretary Hagel about what was in his mind or what he was referring to with respect to that. Chlorine is not listed on the list of prohibited items by itself freestanding under the Chemical Weapons Convention. But chlorine, when used and mixed in a way that is used as a chemical weapon in the conduct of war, is against the chemical weapons treaty. And I have seen evidence, I don’t know how verified it is – it’s not verified yet – it’s hasn’t been confirmed, but I’ve seen the raw data that suggests there may have been, as France has suggested, a number of instances in which chlorine has been used in the conduct of war. And if it has, and if it could be proven, then that would be against the agreements of the chemical weapons treaty and against the weapons convention that Syria has signed up to.

MS. PSAKI: The next question will be from Mina Al-Oraibi.

QUESTION: Thank you. Secretary Kerry, to follow up on your last point, if it is proven that chlorine was used as a chemical in war, which is prohibited, what will the Syrian Government face? What steps can be taken?

And I want to go back to the point of military aid. I know you won’t go into details of the assistance, however, what I’d like to ask you is: are you more confident now in the Free Syrian Army and after the meetings you’ve had with the Syrian opposition linked to the use of weaponry by the FSA and the SNC in general.

SECRETARY KERRY: I think the Free Syrian Army – I’m going to give you the second part first. The Free Syrian Army has clearly improved. It has clearly gained in its capacity. It has gained in its command and control. It is also now being supported in a more coordinated way than it was over the last year as one country or another may have been supporting one group or another, now that is much more concentrated.

So we think that they’re making progress. Are they a trained army in the context of nation-states that we measure things by in many places? No, not yet. But they are improving and under very difficult circumstances holding their own, in fact making gains in certain parts of the country. Now, we have – we are committed to continue to be helpful to them and give them greater capacity in many different respects. And everybody there today shared in that commitment.
With respect to the CW and what the consequences are, it has been made clear by President Obama and others that use would result in consequences. We’re not going to pin ourselves down to a precise time, date, manner of action, but there will be consequences if it were to be proven, including, I might say, things that are way beyond our control and have nothing to do with us. But the International Criminal Court and others are free to hold him accountable. And as you know, we have a resolution that will be in front of the United Nations with respect to culpability for crimes against humanity, atrocities in the course of this conflict. So one way or the other, there will be accountability.

MS. PSAKI: The next question will be from Indira Lakshmanan from Bloomberg.

QUESTION: Thank you. Mr. Secretary, you just told us that you and the four EU foreign ministers agreed today that sectoral sanctions will be imposed on Russia if Russia or its proxies disrupt the May 25th elections. Foreign Minister Hague earlier referred specifically to Russia’s specific interference. So I want to know – Russia has denied Western reports of supplying weapons, personnel, and coordination to the separatists. Will Russia be held accountable and responsible for actions of the separatists even if they cannot be proved as a link to Russia itself, or what’s the criteria that you and the EU and are going to use?

And second part of that question: We understand that the approach for sanctions is going to be a scalpel, not a hammer. So does that mean it won’t be Iran-style bans on entire sectors of commerce, and does that mean that it’ll be a ban on future deals with an exemption for existing contracts?

SECRETARY KERRY: Well, I’m not going to get into announcing today what the precise sanctions are except to say to you we have completed our work. We know what they are. We’re ready. And last week we had State Department and Treasury personnel here in Europe working with our European allies in order to define precisely what that road ahead should be. And indeed, our hope – I’m not going to get into characterizations of scalpel or sledgehammer or whatever except to say to you that they’re effective, and if they have to go into effect they will have an impact.

Now, obviously, the purpose of it is to have a greater impact on the target than it is on the people imposing it, and so we will be thoughtful and we are being thoughtful and we’re being very, I think, deliberative in trying to make determinations about what is appropriate and what is not appropriate.

Let me emphasize our hope is not to do this. Our hope is not that we have to go to a next stage. I say to the Russians and everybody our hope is to de-escalate. We appreciate that President Putin made a statement about the elections and sort of acknowledging that they would take place and probably a good thing, I think was his language. We acknowledge that he said that the referendum should be stopped but didn’t stop the referendum.

And so what we need to make certain is that people aren’t trying to have everything both ways. William Hague a few moments ago told you that it’s in the attitude and behavior that you make this judgment about what is being done. And I’m not going to start laying out the whole series of definitions except to say to you that it is clear what proxies mean. If Russia or its proxies disrupt the elections, stand in the way of the Ukrainian people being able to exercise their vote, that is when and if there would be additional sanctions.

But our hope is that Russia will join in to encouraging the vote, that Russia will encourage pro-Russian separatists to say that they should work through the process that has now been opened up that Russia has helped insist on, that that process now be given a chance to work through the OSCE and otherwise. That’s our preference. That is what we want to have happen here. And our hope is that in the eight days, between now and the election, there can be a concerted effort to try to put the confrontation behind us and put the effort to build Ukraine in front of us and to try to do it together. That makes a lot more sense and that would be our hoped-for direction.

This afternoon, President Obama joined National Security Advisor Susan Rice’s meeting with Syrian Opposition Coalition President Ahmad Jarba and the Coalition delegation.  President Obama and Ambassador Rice reaffirmed that Bashar al-Assad has lost all legitimacy to rule Syria and has no place in Syria’s future.  Both sides reaffirmed their commitment to a political solution to the conflict that includes a transition to a new governing authority.  President Obama welcomed the Coalition’s leadership and constructive approach to dialogue, and encouraged the Coalition to further its vision for an inclusive government that represents all of the people of Syria.  President Jarba thanked President Obama for U.S. non-lethal assistance, which totals $287 million and supports the Coalition, local communities inside Syria, and the moderate armed opposition.  He also thanked the United States for being the largest donor of humanitarian assistance.  The $1.7 billion committed by the United States goes to those in need inside of Syria and in neighboring countries.

The President and Ambassador Rice condemned the Assad regime’s deliberate targeting of Syrian civilians through aerial bombardments—including the use of barrel bombs—and the denial of food and humanitarian assistance to civilians located in areas under siege by the regime.  They emphasized the responsibility of the Syrian regime to provide rapid, safe, and unhindered humanitarian assistance.  The delegations also discussed the risks posed by growing extremism in Syria and agreed on the need to counter terrorist groups on all sides of the conflict.

President Obama and Ambassador Rice emphasized the illegitimacy of the regime’s plans to hold elections and underscored that the United States stands with the moderate opposition and the Syrian people in their efforts to end the conflict and facilitate a political transition.

Thank you, Mr. Chairman, Ranking Member Corker and Members of the Committee, for inviting me today to discuss the crisis in Syria. I am well aware that many members of this Committee are not satisfied with our progress to date. Neither are we. Let me say that the Administration appreciates your concern and the support this committee has shown for efforts to address this challenge.

The Committee heard from Deputy Secretary Burns three weeks ago on the challenge of sectarian and extremist violence related to the conflict. Today I will supplement Deputy Secretary Burns’ remarks by describing the coordinated strategy that we are developing. I am pleased to be accompanied today by my colleague, Assistant Secretary for International Security and Nonproliferation Tom Countryman, who will address the international community’s progress in the removal and destruction of Syria’s chemical weapons.

The Crisis

The popular demands for economic and political reform sweeping the Middle East began three years ago in Syria as peaceful protests. Syria’s large youthful population sought an end to oppression and new opportunities. The Asad regime’s response to these demands has torn the nation apart, fueling extremism and inflaming regional tensions.

More than 146,000 people have been killed since the unrest and violence began. The number of conflict-affected civilians seeking refuge in neighboring countries has increased to more than 2.5 million people while, inside Syria, an additional 6.5 million people are displaced and at least 9.3 million people are in need of humanitarian assistance. The U.N. Security Council has condemned the denial of humanitarian access to civilians in need and has urged immediate steps to facilitate relief operations throughout the country, yet the regime has continued to obstruct humanitarian access. Again last week, the U.N. Commission of Inquiry on Syria reported on the continuing human rights violations being committed by the regime, as well as human rights abuses by the al-Qaeda linked groups and their offshoots that have taken root in the ungoverned spaces that Asad’s actions and atrocities have created.

Opposition to the Asad regime in Syria is broad and deep. Most Syrians who side with the opposition are moderates. In large areas of the country they have thrown off regime control, yet the situation on the ground is constantly in flux. In some areas, regime forces – with Hizballah and Iranian Revolutionary Guard support – have regained control of territory they had lost earlier in the conflict. Syrian troops are well armed with Iranian and Russian weapons, and also resort to barrel bombs or starvation to terrorize civilians. But peace will not come to Syria from a military victory. The only sustainable solution to the Syria crisis is a negotiated political settlement.

The United States is a leader of the ‘London 11’ contact group that has worked to move forward the Syrian transition, end the violence, and achieve a political solution. Although the U.N.-sponsored Geneva II negotiations have stalled due to regime intransigence aided by the tacit support of Russia, the process served to unify components of the Syrian opposition and to enable it to articulate its vision for a transitional government.

The continuing civil war has proved a magnet for foreign violent extremists – some with substantial combat experience – who are drawn to the ungoverned regions left by the deterioration of the Asad regime. Our colleagues at the Office of the Director of National Intelligence have estimated that there are nearly 23,000 violent extremist fighters in Syria, including more than 7,000 foreign fighters. They represent a minority of the total rebel ranks inside Syria, which are estimated to be between 75,000 – 110,000 fighters. The violent extremist fighters belong to several groups but most notably al-Qaeda’s official affiliate in Syria, Nusra Front, and the Islamic State of Iraq and the Levant (ISIL), formerly known as al-Qaeda in Iraq, whose new name indicates its growing ambitions. ISIL is responsible for most of the violence that has been taking place in Iraq’s Anbar province aimed at destabilizing Iraq. These groups offer weapons and money to Syrian men who oppose the regime, yet who might not otherwise be drawn to violent extremist causes but for the money and avenue for action against the regime they provide.

Bashar al-Asad bears responsibility for this metastasizing problem. His regime has released terrorists from its jails, allowed violent extremist bases to emerge, and invited other foreign terrorist organizations including Lebanese Hizballah, as well as Iranian-trained militia fighters from Iraq and Pakistan, to join the fight on its side.

Mr. Chairman, we are reviewing our policy and identifying priorities for coordinated action.

Countering Violent Extremist Activity

In Pakistan, we clearly saw the dangers that arise when terrorists are able to set up safe havens – and how difficult and costly in lives and money it becomes to dislodge or destroy them. For that reason, a top priority in the Syria crisis is preventing the establishment of a permanent terrorist safe-haven. In coordination with allies and partners, we are now better organizing ourselves to address the growing challenge of violent extremist fighters in Syria and the flow of these fighters into and out of the country. With our partners, we will apply tools, tactics, and best practices to mitigate potential threats and build upon existing lines of cooperation.

We are working with members of the opposition, Syria’s neighbors and other regional states to cut off their sources of funding and recruits. Saudi Arabia has criminalized participation in foreign conflicts by its citizens and is prosecuting individuals who have done so. Our allies in the Gulf increasingly, and correctly, see the flood of violent extremists from their countries as a threat to themselves. We have new initiatives to work with our allies to identify violent extremists who have travelled to the region.

We are also working to strengthen the moderate Syrian opposition, both inside and outside of Syria, because they are now facing a two-front war against both the Asad regime and the violent extremists.

Preventing Collapse and Nonlethal Support

In parts of Syria where the regime has been ousted, we want to prevent the wholesale collapse of Syria’s institutions and public services and keep regime hardliners and violent extremists from asserting control. As the fighting has continued, the regime has increasingly targeted civilian populations by denying basic services and cutting them off from food, fuel and medical care. But some provincial and local councils and civil society organizations continue struggling, against great odds, to maintain local government and continue critical services. We need to help them.

Mr. Chairman, members of this committee have been rightly concerned about the pace and effectiveness of support for the civilian opposition. Without a direct U.S. government presence inside the country – as well as control of many border entry points by al-Qaeda-linked groups or their offshoots – it has been difficult to increase our assistance to the Syrian opposition. Our strategy had been to use $260 million in non-lethal assistance to link the Syrian Coalition (SOC) to councils and NGOs inside the country, helping to unify and strengthen the opposition.
However, based on our experience on the ground over the past year, we have been refocusing our activity. Over the past few months the State Department and USAID have stepped up efforts to channel resources directly to local and provincial governments and civil society groups, as well as the SOC.

Our focus is increasingly on ways to help communities maintain basic security, keep the lights on, provide water, food and basic medical care – staving off the advances of extremist groups who seek to exploit peoples’ desperation. It allows these localities to maintain the basic public institutions that will be so critical in rebuilding a post-Asad Syria.

In towns and cities under opposition control, we are beginning to provide cash grants to pay local law enforcement and teachers. We continue to train local councils and civil society organizations in administration and local governance. And we are providing equipment and supplies to help them, including heavy equipment such as generators, cranes, trucks, and ambulances. In one major city, for example, we have helped reopen 17 schools serving 9,300 students. In another major city, we funded the refurbishment of 60 police stations and are providing non-lethal equipment and basic stipends to 1,300 policemen, who are struggling to maintain order. Paying stipends not only helps keep these people on the job, but it also helps deprive the extremist groups of the chance to fill the vacuum themselves.

Make no mistake: this is extremely difficult work and nobody is saying that this assistance will turn the tide against what remains an extremely serious and deteriorating situation. As we learned in Iraq – even with 160,000 American troops, ten years of effort, tens of thousands of schools refurbished, and hundreds of millions of dollars spent – it takes generations to restore stability in societies wrecked by decades of dictatorship and civil wars. We are determined, however, to stand with those struggling to rebuild and stabilize their local communities even in the most horrific circumstances imaginable. These brave individuals will be the future leaders of Syria; they deserve our support, and they will continue to receive it through the types of assistance I just described.

As part of this $260 million in non-lethal overall assistance, moreover, we are providing $80 million in support to the Supreme Military Command (SMC). Providing this support to groups engaged in a highly fluid battle zone has been challenging. In December, an SMC warehouse in Syria containing U.S. supplies was overrun by a faction of extremist fighters. We suspended SMC assistance until they could reestablish secure supply routes and storage facilities. By February, when the SMC regained control of its facility and accounted for its contents, we began sending supplies again – this time directly to trusted commanders.
In providing non-lethal assistance to the SMC, needs are identified by commanders and have included food rations, medical kits, and vehicles – as well as communications and other personal gear. These supplies not only fill gaps identified by opposition troops fighting both the regime and violent extremists, but they are tangible evidence of our support for the moderate opposition.

Although a leadership debate has opened up within the SMC – as the Syrian opposition discusses how to fight the regime more effectively – the dispute has not affected our ability to deliver non-lethal assistance to the moderate armed opposition through trusted commanders.
None of the non-lethal assistance we are providing will be determinative in defeating regime forces, nor will it, on its own, force Asad to change his calculus about trying to hold on to power. However, our assistance does provide needed equipment while sending a signal both to those inside and outside Syria of our strong support for the moderate opposition; help maintain basic administrative institutions; help prevent the formation of vacuums in services and security that extremists aggressively exploit; and create relationships with moderates who can, when this conflict is over, form the basis of a transitional government.

Eliminating the Threat of Chemical Weapons

The Asad regime used chemical weapons against its citizens, and its continued possession of chemical weapons material represents a sustained danger to Syria’s population and all of its neighbors, including Israel. Last year, the international community, led by the United States and Russia, united to defend a long-standing international norm against the use of chemical weapons. Under a Joint Mission organized by the United Nations and the Organization for the Prohibition of Chemical Weapons (OPCW), the international community is supporting the safe elimination of Syria’s chemical weapons program. U.S. assistance includes outfitting a vessel to neutralize Syria’s highest priority chemical precursors and agents.
We are making progress, but there is tough work ahead. To date, the Joint Mission has verified the destruction of Syria’s chemical weapons-production equipment, the machines that mix the components, and the removal of nearly half of Syria’s declared stockpile. All of the sulfur mustard agent and some of the precursors for sarin, the highest priority declared chemicals, have now been removed. It is our goal to complete the removal of declared chemicals as soon as possible in April and the verified destruction of these chemical weapons and materials by June 30.

Protecting our Friends and Allies

We are committed to helping contain the conflict by bolstering the security and stability of Syria’s neighbors. Violence from the ongoing conflict has already spilled into Lebanon and Turkey, our NATO ally. Recently, Israel retaliated against Syrian army targets for an attack on an Israeli patrol on the Golan Heights. On Sunday, the Turkish Air Force shot down a Syrian plane that had encroached along the border. ISIL has used its position in Syria to pour extremist fighters and weapons into Iraq. Lebanon and Jordan are bearing an enormous burden as they work to secure their borders and meet the needs of more than 1.6 million refugees from Syria. We appreciate the support we have received from Congress as we work directly and with our international partners to support Syria’s neighbors:
  • We back the Lebanese government’s efforts to contain the Syrian conflict and strongly condemn Hizballah’s intervention on behalf of the Asad regime. The U.S. has provided additional support to the Lebanese Armed Forces and Internal Security Forces to help them secure Lebanon’s borders and address internal security threats. We are helping the Lebanese government care for nearly one million refugees from Syria and strengthen the communities that are hosting them. We have provided more than $340 million in humanitarian assistance to support the needs of these refugees and to reduce the burden on Lebanese communities. In addition, our ongoing bilateral assistance is helping to address deteriorating economic conditions and gaps in the delivery of important services, particularly in communities impacted by the crisis.
  • Many of you met with Jordan’s King Abdullah when he was here recently and can appreciate the contributions that Jordan is making to address this crisis. The United States is already working closely with the Jordanian Armed Forces (JAF) to address threats emanating from Syria, including providing enhanced border security and counterterrorism capabilities. DOD funds also help to assist the JAF with providing humanitarian assistance to newly arriving Syrian refugees. Longstanding development programs help relieve the strains on water infrastructure, schools, and health facilities in Jordanian communities that support large numbers of Syrian refugees. We have provided $300 million in additional budget support over the last two years and will support a $1 billion loan guarantee for Jordan as well as the renewal of our bilateral assistance Memorandum of Understanding for an additional five years, as announced by the President last month.
  •  In regards to Turkey, we are most importantly working with Ankara on a variety of counter-terrorism issues to address the growing threat that Syria-based terrorists pose to Turkey and the challenge posed by foreign fighters. Additionally, Turkey hosts far more than the 641,000 officially registered refugees from Syria, in addition to significant parts of the Syrian opposition leadership. We are working to mitigate the Syrian conflict’s spillover on Turkey’s security and sovereignty, including through the deployment of two U.S. Patriot batteries in southern Turkey, which join four batteries from other NATO allies. U.S. contributions to the international humanitarian response help provide critical support to refugees hosted in Turkish camps and communities. In support of the U.N., Turkey is playing an important role in facilitating cross-border humanitarian assistance in northern Syria.
  • Iraq hosts more than 225,000 refugees from Syria, mostly in the Iraqi Kurdistan region. Since 2012, the United States has provided more than $90 million in humanitarian aid to international organizations and NGOs for Syrian refugees in Iraq. We are also working with the U.N. and the Iraqi government to ensure that the estimated 350,000 Iraqis displaced by the Anbar conflict are getting needed assistance and will be able to vote in Iraq’s upcoming elections, which ISIL seeks to disrupt. At the same time, we are in close contact with Iraq’s political leaders and security commanders to develop and execute a holistic campaign to isolate ISIL from the population, including through intensified information sharing and security assistance.
  • In Egypt, which hosts over 135,000 Syrian refugees, political instability and polarization has contributed to a difficult environment and increasing humanitarian needs for refugees. Recognizing the burden that refugee communities can pose on host countries, we are continuing to support humanitarian partners in Egypt and to engage the government to ensure that refugees receive needed support.
  • Israel has not been spared the effects of the conflict. Our governments coordinate closely to monitor violent extremist threats in Syria, and we support Israel’s right to defend itself from spillover violence. We applaud Israeli efforts to provide medical care to wounded Syrians seeking help. We are also concerned that Syria’s instability will continue to threaten the Golan.
Urgent Humanitarian Action

We are coordinating closely with the international community to alleviate the suffering caused by this crisis. The Government of Kuwait co-hosted a donor conference with the U.N. Secretary-General in January, which resulted in $2.6 billion in new pledges. The United States is the largest single donor to the Syria humanitarian response, providing more than $1.7 billion in humanitarian assistance. Our assistance supports U.N. and other international organizations as well as numerous NGOs assisting conflict-affected civilians inside the country and throughout the region. We are specifically directing some of our funds to alleviate the growing strain on host communities, infrastructure and public services in neighboring countries. Inside Syria, our assistance provides food, basic healthcare, water and sanitation services and desperately needed relief supplies.

The Asad regime continues to deliberately block humanitarian access in Syria, citing the uncertain security situation. Last week, the first U.N. convoy reached the residents of Qamishli in northern Syria via the Turkish border crossing at Nusaybin. Although some supplies will finally reach these people in desperate need, one day of U.N. aid convoys crossing one border point is not enough. These convoys prove that the Syrian army can allow humanitarian access when it chooses to do so. The Asad regime must approve all U.N. requests for access to areas in need immediately as called for by the U.N. Security Council.

Negotiations Transitioning to a Representative Government

Transitioning to a representative government that is responsive to the needs of the Syrian people is the only way to reduce the violence and alleviate the suffering of the Syrian people. While the international community, including Russia, maintains that the conflict must end via a negotiated political agreement in line with the 2012 Geneva Communiqué, the regime has squandered every opportunity for a peaceful settlement. At the Geneva II talks, the regime’s negotiator insulted the opposition, U.N. Joint Special Representative Lakhdar Brahimi and the international community while contributing nothing of substance to the discussion.

The United States and Russia share a common interest in a successful negotiation that fully implements the Geneva Communiqué and prevents the spread of instability and violent extremism beyond Syria’s borders. To date, this common interest has motivated Russia to continue its support to the OPCW mission. However, Russia has done nothing to move its Syrian allies forward in the Geneva II negotiations. Moreover, we have seen an increase in both the quantity and the quality of weapons Russia has provided to the Syrian regime in recent months. The stability that Russia seeks in Syria will not be achieved by providing planes, tanks, bombs, and guns for use against the Syrian people. We continue to review all options for changing President Putin's calculus away from Russia's support for the Asad regime. Ambassador Brahimi told the Security Council on March 13, that he recommends against a third round of talks unless the regime commits to discuss substantively all elements of the Geneva Communiqué. In the meantime, the United States and its partners will continue to expand our support to the Syrian opposition and ratchet up pressure on the regime.

On another matter, I know that the safety of Syria’s minority communities is a key concern for members of this committee, as it is for us. We are troubled by the plight of all civilians in Syria, including Christians and other religious minorities. Protecting the security and religious rights of these communities, as well as the rights of women, is an important element of our policy and will be essential to any future political settlement. We have sought and received assurances from the Syrian opposition leadership and moderate rebel leaders that they will protect the rights of women and minorities, and engage them in plans for building Syria’s future.
Next Steps
Mr. Chairman, we are actively engaged in trying to bring the Syria crisis to an end.
  • We are working with allies and partners to combat the growing threat of violent extremists;
  • We are working to prevent a catastrophic collapse of Syrian cities in opposition controlled areas;
  • We are providing nonlethal support to the armed opposition;
  • We are working with the international community to end the threat of Syria’s chemical weapons;
  • We are taking steps to protect and support our regional friends and allies;
  • We are contributing generously to the humanitarian response both inside Syria and among its neighbors; and
  • We are providing support to the Syrian opposition both directly and through the London 11.
Even as we pursue all the steps I have outlined today, we continue to examine what more we can do to defend U.S. interests in Syria and to achieve a political settlement. We appreciate the support of your Committee – most recently in your 10
March 14 letter – and will continue to work together with the Congress as we move forward.
The Syrian people reject violent extremism. They want to return home and rebuild their country – and we will help them. Thank you.

SECRETARY KERRY TAKES QUESTIONS AT GENEVA II

SECRETARY KERRY: Well, good evening, everybody, and thank you for your patience. We appreciate the opportunity to be able to share a few thoughts with you after the events of the day.

Obviously, for three years now the world has been witnessing civilians and refugees by increasing numbers who are enduring unspeakable suffering and continued violence. Today, both sides sat in the same room for the first time since the war began. And as all of you know, this has not been an easy road to bring people together; the hurdles have been enormous; government resistance, opposition resistance, different factions, different groups; a real tug-of-war, so to speak, within the war. But finally, the global community, through the force of the Geneva I communique, and through the force of the diplomacy and insistence on the political solution being the only viable long term solution, finally people came together.

No one should doubt, no one’s trying to gloss this over, that this is the beginning of a tough and complicated process. But the truth is that today, I think what leapt out from more than 40 countries and organizations in articulate, well- thought-out presentations, from more ministers than I have seen assembled in one room at any time other than at the United Nations itself, a very significant gathering of ministers who took the time to come – and all suggest together how this must end: that it has to have an inclusive Syria where every citizen can live in dignity, led by a government that the people of Syria empower with their consent.

So the fact that 40 countries and organizations came here from near and far – from Asia, from South Central Asia, from Europe, from America, from the North American continent, from Latin America, from Africa, north and south – all came united in support of the Syrian people, in support of their hopes for the future of Syria, and in support of the Geneva communique which does one thing that is of great significance: It recognizes that a political transition is the only way to go and that the political transition required under Geneva I is a transition government with full executive authority by mutual consent. Every entity here today with one exception talked about that and embraced the Geneva I communique.

It is significant that all of the other countries but that one came here to endorse the Geneva I communique understanding from the outset that the invitation sent by Secretary General Ban Ki-moon made it clear that was the purpose of gathering here today, and that is the purpose of the negotiations that will begin day after tomorrow in Geneva.

Now, I believe that this gathering today, which we all know is only a beginning and we have said so from the start, actually created a moment of special focus on the nature of this tragic conflict. Today, people can more clearly understand how alone Assad is in standing up for himself, not for Syria. And the resolution to this crisis cannot be about one man’s insistence or one family’s insistence about clinging to power. This needs to be about empowering all of the Syrian people.

The international community expressed a united vision for Syria that respects its citizens and that protects the rights of every group, every sect, every faith – pluralism: where all people are represented without discrimination; a nation in which all Syrians can peacefully confront their government without fear of retribution, without fear of imprisonment, without fear of death; a Syria that works closely with its neighbors, but also can exist peacefully as a sovereign, independent, and democratic state. These are the Syrian people’s hopes for the future of their country, and we support them.

Now let me emphasize, as I said earlier in my comments today, what happened in Syria began in the wake of a transformation that began to break out throughout the Middle East, throughout the Maghreb and the Middle East. And everybody knows the events that began in Libya and in Tunisia and Egypt. Eventually, young people in Syria stood up for change and some young kids with graffiti cans were arrested. When their parents came out to protest the arrest of their young children, 120 of them were killed.

That’s the beginning of this. Not a religious revolution, not terrorists. No terrorists were there then. This was people looking for change peacefully in their country, and they were met by bullets and violence and death.

It’s no secret that getting to where we are now has, as I said, been difficult, and peace and stability will not arrive overnight. But it’s important that this process is now in place. It is important that the government and the opposition will sit down over these next days. And we don’t expect a sudden breakthrough. What we do expect is a crystalizing of the difference: who stands for what, who’s really fighting for what, whose arguments are based on truth, whose arguments are based on facts. And this is what all of you will have an opportunity to be able to measure and to judge in the days to come.

Let me reiterate what the United States, the Syrian opposition, and many others said this morning: No one should think for a moment that in the future of Syria there can be a place for a man who has turned on his own people, permitted the death of 130,000 through many of them by his choice of weapons and others by his choice of their mission, because some of those deaths are obviously soldiers.

But the fact is that innocent students and doctors have been killed by Scud missiles. Those aren’t terrorists. Those are the people of Syria trying to serve the people of Syria, or trying to have a future by going to school in Syria. And they’ve been killed by those Scud missiles, children in a schoolyard, death by napalm. You’ve all reported on it. You’ve seen it. Gassed not once but many times, but once so egregious and so provable that it was sufficient to bring to the international community and to actually get a regime that one day earlier denied they even had the weapons, the next day they were ready to move the weapons out of Syria. What kind of credibility is there left in that?

This is a regime backed by Iran and by a terrorist organization that has crossed over from Lebanon into Syria into order to fight. There is no one who has done more to make Syria a magnet for terrorists than Bashar al-Assad. He is the single greatest magnet for terrorism that there is in the region. And he has long since, because of his choice of weapons, because of what he has done, lost any legitimacy. Who can imagine that tomorrow or in a week or in a month you could suddenly say oh okay, it’s all right, you can lead Syria? I think everybody here understands, as we have come to understand, that people in the region who support the opposition will never stop because of what he has done and how he has done it. You cannot have peace, you cannot have stability, you cannot restore Syria, you cannot save Syria from disintegration as long as Bashar al-Assad remains in power.

So this is what is at stake here. And as we continue to pursue, we know that the latest charges are charges with photographs and documentation of mass torture with bodies with numbers on them and designations written on them. And the questions raised by this require an answer. I can’t tell you exactly what all of it is except that I know that they are people who have suffered egregious torture and death. The opposition today called for the United Nations to investigate these allegations, and we join with them in demanding that there be a thorough investigation of these charges.

Now, as we continue to pursue a political solution that will enable the Syrian people to realize the better future that they seek, we cannot over these next days turn a blind eye to the crisis that Syrians live with every single day. And that’s why the United States is proud to have contributed more than any other country to support refugees within Syria and the housing and shelter and education and safety of refugees in Lebanon, in Jordan, and elsewhere. The United States will continue to press for local ceasefires and we will work with the international community to press for increased humanitarian access to the hardest-hit areas. This is what human dignity at its most basic demands, and it is what security in the region and the fight against extremism requires.

We will keep pushing for improved humanitarian access and for the return of journalists and aid workers who are held hostage. And as we proceed toward a political transition, we will continue to demand an end to the regime’s Scud missiles, barrel bombs, and horrific weapons that have been used against civilians, including the weapon of starvation.

We are joined by the international community in calling for Assad to stop using these tactics, and today you heard a universal condemnation of Assad’s violent assaults and his use of starvation as a weapon of war, which is, by the way, a war crime. In the coming days, our team, including Ambassador Ford and his team, will travel to Geneva to support the more intensive discussions that will follow. And led by the UN, these talks will continue between the regime and the opposition. We all know the process ahead will be difficult, but what I would like on behalf of President Obama and the American people for the Syrian people to know is that we will continue to support the people of Syria, broadly spoken, every step of the way as they fight for freedom and for the dignity and stability and security and the future that they deserve.

I’d be happy to take a few questions. I think Jen will call on the questions.

MS. PSAKI: One at a time, please. The first question will be from Margaret Brennan of CBS News.

QUESTION: Thank you very much, Mr. Secretary. Diplomacy typically works when there’s a parallel pressure track. Should increased support to the armed opposition be a consequence if this round of diplomacy fails? And what assurances do you have that the Syrian opposition will still participate in this diplomacy given that today, the Syrian foreign minister blasted them and questioned the very premise of this conference and explicitly said that Assad’s exit is not an option? Does that surprise you?

SECRETARY KERRY: No. That was fully what we, frankly, expected. And opening positions are opening positions. Who knows where they decide to go as this goes on? But the bottom line is that the support for the opposition is already augmenting, it is growing, it is continuing from many different sources of support that exist for it, and I am confident that that will continue in the days ahead.

Now, there are still other possibilities of ways to be able to bring pressure and to try to work a solution to this. Foreign Minister Lavrov and I have talked. Our presidents talked yesterday. President Obama and President Putin talked, and they talked at some length about this. And they both instructed Foreign Minister Lavrov and me to continue our efforts, which we will do. We will continue to talk, and there are a number of things that we believe we can engage in that may or may not be able to have an impact; I can’t predict with certainty.

But I can tell you this: What you see in the direct talks between the opposition and the Assad regime will not be the full measure of effort being expended in order to try to find a solution here. And so without going into any further detail, I will just say to you that lots of different avenues will be pursued, including continued support to the opposition and augmented support to the opposition.

MS. PSAKI: The next question will be from Hayvi Bouzo of Orient TV.

QUESTION: Thank you, Secretary Kerry. My question is: There’s some fears that – from Secretary Lavrov, today’s speech, and the Assad regime in general – that they’re going to try to use the Geneva talks to use more time and to spend more time. Is there going to be any timeframe or time table that’s going to be set for the Geneva talks to deliver results? And what is after Geneva? What is the alternative solution if the Geneva talks don’t work? Thank you.

SECRETARY KERRY: Well, we’re not going to talk about after Geneva on the first day that Geneva starts. Geneva, today, is the opening statements and the beginning of the negotiation is on Friday. I expect that there’ll be a first round, maybe second round.

Look, negotiations to end wars, particularly complicated, difficult confrontations and conflicts like this, sometimes take a long time. You can go back and look at Bosnia, Kosovo, you can look at other open conflicts, you can look at the – go back as far as Vietnam and think of all the hours spent just deciding the shape of the table – I think a whole year before they even began to talk.

So talk takes a while. None of us are satisfied with leaving Syria to the kind of horrendous acts that have been engaged in, which is why I said there will be parallel efforts being made, even while the talks are going on in order to try to find different pressure points and different ways of finding a solution. But my sense is that – I mean, this is already one of the worst catastrophes of humanitarian crises in the world today. You have upwards of 9 million people displaced and in refugee status. The burden on Jordan is growing and significant. The burden on Lebanon is growing and significant. The increase of the number of terrorists and terrorist groups is unacceptable to any nation that cares about stability and the long-term safety and security of our people.

So this crisis is growing, not diminishing. And I believe the impact is going to be continued to be felt in ways that’s going to compel others to think in many different ways about what the options may be as we go down the road. I’m not going to go into those now, but clearly the importance of today cannot be underestimated in terms of focusing people’s attention on the nature of the crisis and the ways in which it is actually getting worse, not better.

So it’s up to all of us to do our best to try to make sure that Geneva and/or one of the parallel tracks works, and I’m not going to talk about the possibilities of it not finding some road forward.

MS. PSAKI: The next question will be from Kim Ghattas of BBC News.

QUESTION: Mr. Secretary, thank you very much for taking our questions. Iran was disinvited from this conference because Tehran did not endorse the Geneva communique. But then clearly, as we saw today, neither does the Syrian Government. Iran is almost as much a party to the conflict as the Syrian Government. Can you really expect to make progress in the negotiations without finding a way to involve Iran in the conversation at some point?

And as a follow-up, I’ve just spent a month in the region, and everybody I spoke to said that there is simply no way that things will get better, whether in Syria or in the region, if you don’t get Iran and Saudi Arabia to talk to each other. How can you help facilitate that?

SECRETARY KERRY: Well, I’m not going to go into the details of it, but obviously, we’re very aware of the need for a number of specific countries to be able to contribute to a solution rather than to be part of the problem.

With respect to Iran’s participation formally in the conference, it was very clear what the standard was for participation. We never ever minced our words about that. We always said countries that want to support Geneva I, which since 2012 has been the framework – since June of 2012, that has been the framework for trying to resolve the problem of Syria. And country after country after country has signed up to Geneva I communique. So what you all need to do is ask yourselves why Iran won’t sign up to it, not why they’re not here. Why didn’t they sign up to it? Why won’t they agree as every other nation has that this is the method that even – I mean, the Russian Federation signed up to it and was here, and Russia has been a critical partner in helping to bring us this far.

So I believe that with Russia and other efforts – Saudi Arabia was here. Saudi Arabia wasn’t going to be here, but they decided that it was important and they came. So I think that we have a critical mass building, and yes, Iran certainly does have an ability to be able to help make a difference. We hope that they would decide to be constructive and to make a decision to operate in a way going forward that can allow them to do so. There are plenty of ways that that door can be opened in the next weeks and months, and my hope is that they will want to join in a constructive solution.

MS. PSAKI: We have time for one more question. Michel Ghandour from Al Hurra TV.

QUESTION: Thank you. Mr. Secretary, is the military option still on the table in dealing with Syria?

SECRETARY KERRY: President Obama has never taken any option off the table in dealing with Syria. I think he made that very clear. When he made a decision to use military force, he used – he made the decision in the context of the chemical weapons. The chemical weapons problem got solved, but he left that issue on the table, as he did leave it on the table for the full compliance of Syria with that agreement. So the President has fully left that option on the table with respect to the compliance issue of the chemical weapons, and depending on what happens in the future, the President never takes any option off the table.

MS. PSAKI: Thank you, everyone.
