Statement by the President on the 21st Anniversary of the Genocide in Rwanda
Twenty-one years ago today, a genocide began that would claim the lives of more than 800,000 Rwandan men, women, and children and mark the beginning of one hundred days of horror for Rwanda’s people. Today is a day to commemorate those who lost their lives, to honor the courage of those who risked their lives to save others, and to grieve with the Rwandan people. It is also a day to reaffirm what our common humanity demands—that we stand together to prevent mass atrocities and continue to do all we can to make good on the pledge of “never again.” We also renew our commitment to help finish the task of bringing to justice those who inflicted such tragedy upon such a beautiful land.
While we remain haunted by the genocide, we also draw hope and inspiration from the people of Rwanda, who are building a brighter future. We commend their determination to continue to make important progress toward healing old wounds and lifting people out of poverty. The United States will continue to work tirelessly in partnership with Rwanda and with other nations to help prevent such atrocities and advance dignity and peace for all.

Three billion people are connected to the Internet today. And trillions of devices are set up to join them in the Internet of Things. Together, those connections and the data and economic activity that they generate constitute the global digital economy. Our trade policy and other bilateral efforts can and should enable its growth.
America and Japan are leaders in the global digital economy, not just as producers and consumers, but as advocates for the policies that enable its existence and continued development. Our partnership is strong because we both believe that promoting continued global connectivity, with as little friction as possible injected into the transfer of ideas and information, holds the potential to help lift people out of poverty, formalize the informal economy around the world, increase the efficiency of supply chains, increase the productivity of workers, raise wages, and improve people’s lives.
We both believe that the promotion of the global digital economy is an enabler of human progress. It forms a foundational platform for broadly shared prosperity.
So what does that mean for our trade policy and why should advocates for the global Internet support our work in this space, including Trade Promotion Authority and the TPP? The answer is this: the value that trade agreements can add to the strengthening of the global Internet as a platform for progress lies in language that America and Japan are championing. The goal is to establish a joint commitment among signatories to policy that encourages private sector investments in the networks that enable the transmission of data across borders by protecting cloud computing against data localization for example and provisions preserving the free flow of information over the communications networks that connect people and nations. These are two critical elements to the future of the Internet.
Those provisions applied to as many markets as an agreement like the TPP will cover can create the certainty of a safe space for the Internet to continue to grow that covers millions of people and can set an example for the rest of the world to follow.
Senator Ron Wyden, the ranking member on the Senate Finance Committee, has made the argument that, "America’s trade negotiating objectives must reflect the fact that the Internet represents the shipping lane for 21st Century goods and services… Trade in digital goods and services is growing and driving economic growth and job creation all around the country. U.S digital exports are beating imports by large margins, but outdated trade rules threaten this growth by providing opportunities for protectionist policies overseas. The U.S. has the opportunity to establish new trade rules that preserve the Internet as a platform to share ideas and for expanding commerce..."
Senator Wyden is absolutely correct. He is widely acknowledged as one of the strongest champions for the open Internet in our Congress and his work on trade is consistent with that body of work.
Our pending agreements with nations in the Pacific community will establish rules for the preservation of those virtual shipping lanes as enablers of the transport of services and ideas, allowing startups and the voices of everyday people to challenge incumbent power in markets and ideas.
We know that both old and new American businesses, small and large alike, are dependent on the global Internet as the enabler of access to previously unreachable consumers. In the U.S. alone, American Internet companies and their global community of users contribute over $141 billion in annual revenue to the overall U.S. GDP, simultaneously employing 6.6 million people. And the Internet is not simply about the World Wide Web, it is the communications platform for managing global supply chains, distributing services, and acquiring the market information necessary to succeed anywhere.
As Ambassador Froman has said, “Trade, done right, is part of the solution, not part of the problem.” It is, when done right, an enabler of the values America holds dear. And that idea is neither new nor partisan.
It was Woodrow Wilson who said, “The program of the world's peace, therefore, is our program; and that program, the only possible program, as we see it, is this” and he listed his fourteen points. Among them was number three: “The removal, so far as possible, of all economic barriers and the establishment of an equality of trade conditions among all the nations consenting to the peace and associating themselves for its maintenance.”
It was Franklin Roosevelt who asked the New Deal Congress for the first grant of trade negotiating authority.
In his remarks at the signing of the Trade Expansion Act of 1962, it was JFK who said, “Increased economic activity resulting from increased trade will provide more job opportunities for our workers. Our industry, our agriculture, our mining will benefit from increased export opportunities as other nations agree to lower their tariffs. Increased exports and imports will benefit our ports, steamship lines, and airlines as they handle an increased amount of trade. Lowering of our tariffs will provide an increased flow of goods for our American consumers. Our industries will be stimulated by increased export opportunities and by freer competition with the industries of other nations for an even greater effort to develop an efficient, economic, and productive system. The results can bring a dynamic new era of growth.”
If he were alive today, he would have also cited what increased trade could do for the global Internet.
It is fully consistent with the sentiments of these giants in our tradition, from Wilson to Kennedy, that President Obama most recently stated, “Twenty-first century businesses, including small businesses, need to sell more American products overseas. Today, our businesses export more than ever, and exporters tend to pay their workers higher wages. But as we speak, China wants to write the rules for the world’s fastest-growing region. That would put our workers and our businesses at a disadvantage. Why would we let that happen? We should write those rules. We should level the playing field. That’s why I’m asking both parties to give me trade promotion authority to protect American workers, with strong new trade deals from Asia to Europe that aren’t just free, but are also fair. It’s the right thing to do.”
Preservation of these ideals is and should remain a bipartisan and broadly held goal. It is critical to our future and contained within the language we are asking Congress to approve.
Beyond trade policy and the critical provisions in the TPP for the future of the Internet, America and Japan can and are working together to ensure that our domestic digital initiatives are both enabling the digital economy and leveraging it for positive purposes. We conduct annual dialogues on the subject and share information and ideas on issues ranging from how we use communications for disaster response, how we encourage competition, and how we are working to sensibly construct rules for the collection, use, and distribution of data in our markets in a way that protects privacy while enabling innovation.
In the multilateral space and of most direct relevance to the work of my office, American and Japan are strong partners in multilateral forums and negotiations where we work together to ensure that we preserve the decentralized, multistakeholder system of Internet governance. Last year, our two governments partnered at the International Telecommunication Union’s Plenipotentiary treaty conference to protect the Internet’s existing system of voluntary protocols and multistakeholder-led governance against initiatives by other nations to centralize control over the Internet in the hands of governments at the UN. At the same time we partnered at the NETMundial conference in Brazil, the Internet Governance Forum, and other institutions and gatherings in an effort to encourage and facilitate greater participation and representation from the developing world in the multistakeholder system of Internet governance.
Together, we will continue to focus the world on expanding connectivity, keeping digital trade routes open, and ensuring that we continue to expand the digital economy and make it more inclusive. These are valuable, long term efforts and we have the kinds of bonds between friends and allies that will help us succeed.

On World Food Day, the United States reaffirms our commitment to the fight against poverty, hunger, and under-nutrition – and to addressing one of the greatest threats to food security: climate change.
Today more than 800 million people around the world are chronically undernourished. By 2050, the global population is expected to increase by 2 to 3 billion people. That means agricultural production will need to increase by sixty percent if there’s any hope of meeting the increased demand.
And at the same time, the impacts of climate change to both land and ocean resources could slow global food production for the rest of the century.
The nexus between climate change and food security is undeniable. And it’s nothing new. I remember discussing this intersection more than two decades ago, when I attended the Earth Summit in Rio as a U.S. Senator. So today, as the threat of climate change continues to grow – and as more and more regions around the world are experiencing historic droughts, extreme weather, and, consequently, serious food shortages – addressing this nexus, staving off the worst impacts of climate change, and improving food security around the world must be a global priority.
As Secretary of State, I want these issues front and center in our foreign policy. That’s why I brought my longtime colleague, Dr. Nancy Stetson, to the State Department – to make sure we’re doing everything we can to combat hunger and advance global food security. I’ve seen firsthand her ability to break down global challenges like malaria and AIDS that are very complex and multi-layered, and find new ways to tackle them. With her on board, and with the help of her terrific team at State and throughout the U.S. government, I’m confident we’ll be able to improve food security in every corner of the globe.
We’re already making progress. Last year, our Feed the Future initiative helped nourish more than 12.5 million children and brought improved technologies to nearly seven million food producers. In June, I hosted the Our Ocean conference to prompt urgent actions to confront the threats to global ocean resources. Last month, we also helped launch the Global Alliance for Climate-Smart Agriculture to bring governments, businesses, civil society, and others together to empower farmers and fishers to adapt to climate change and mitigate greenhouse gases – all while sustainably increasing agricultural production.
There’s no question that the challenges to global food security are significant, but so is our capacity to meet them. The United States will continue to advance creative solutions to food insecurity, under-nutrition, and climate change, so that people everywhere can develop to their fullest potential and live the strong, healthy lives they deserve – and so their countries can be prosperous and peaceful.

LABOR SECRETARY PEREZ MAKES STATEMENT ON SEPTEMBER EMPLOYMENT NUMBERS

Statement of US Labor Secretary Perez on September employment numbers
WASHINGTON —WASHINGTON – U.S. Secretary of Labor Thomas E. Perez issued the following statement about the September 2014 Employment Situation report released today:
“The nation’s economic recovery continued in September with the addition of 248,000 new jobs. It was the 55th consecutive month of private-sector job creation, during which time businesses have created 10.3 million jobs. In 2014, we have experienced the most robust year-to-date private-sector job growth since 1998. The unemployment rate fell to 5.9 percent, its lowest level since July 2008.
“Over the last year, there are 811,000 fewer people working part time for economic reasons. Hispanic unemployment now stands at 6.9 percent, a full two-percentage-point drop from a year ago. Hispanic poverty is also down significantly. And in 2013, overall childhood poverty had its largest year-to-year decrease since 1966.
“Things are unquestionably moving in the right direction, but we can do even better. The Labor Department and the Obama administration are working harder than ever not just to create more jobs and accelerate growth, but to strengthen the middle class and build an economy that works for everyone. Just this week, the Labor Department awarded more than $450 million to help community colleges train workers for the jobs of the 21st century – a bold long-term investment in our skills infrastructure similar to President Eisenhower’s interstate highway investment in our physical infrastructure nearly 60 years ago.
“On Wednesday, we helped nearly 200,000 workers get a raise, taking final steps to implement President Obama’s executive order increasing the minimum wage to $10.10 per hour for workers on federal service and construction contracts.
“And we recently invested in states’ capacity to explore paid leave policies. As long as we remain the only industrialized nation where paid leave is not the law of the land, we are hurting both our families and the economy. Our failure to lead on leave keeps women out of the labor force, which costs us in valuable human capital and economic activity.
“Six years after the near-collapse of the U.S. economy, we have come a long, long way. The new foundation for growth is in place. The challenge now is to expand opportunity further, to help more people benefit from this recovery, and to ensure that prosperity is broadly shared.”

Attorney General Holder Delivers Remarks at the Dedication of the Ethel Kennedy Bridge

As we’ve heard this afternoon, Ethel Kennedy is no less than an American icon, and nothing short of a living legend. But she is also a steadfast friend to those in need, a staunch advocate for those at risk, and a principled leader in this community. From those singular years at Hickory Hill, half a century ago, when she and her husband regularly convened gatherings of luminaries from around this city and across the globe, to her example of grace and resilience in the face of great tragedy; from her leadership and extensive travels on behalf of the Robert F. Kennedy Center for Justice and Human Rights, to her tireless work on behalf of the people of Southeast Washington – she has devoted her life to the betterment of others. And like her late husband, my most accomplished predecessor as Attorney General – and like so many other members of the storied Skakel and Kennedy families – she has never been afraid to roll up her sleeves, rally those around her, and lead from the front lines of the fight for change.
Nowhere is this more evident than here on the banks of the Anacostia, in vibrant neighborhoods that have been too often forgotten – amid a fragile environment that’s been too long neglected. During my service as a judge – and later as United States Attorney for the District of Columbia, in the mid-1990s – I saw firsthand the intractable public safety challenges, and the vicious cycle of poverty, criminality, and incarceration, that have gripped this community and stolen far too many promising futures.
Indeed, as we’ve heard this afternoon, a shocking number of ECC members – the best and the brightest; the future of this city – have fallen victim to senseless violence since this effort began. But as a result of the courage, the resolve, and the tireless work of community activists, Corps members, and leaders like Ethel Kennedy, over the last two decades, we have seen tremendous progress and brought about lasting, positive change. There’s no question that significant challenges remain before us – but thanks to the principled stands you’ve taken, the fight Mrs. Kennedy is helping to lead, and the work of community members who have rallied to build the brighter futures that every D.C. resident deserves – countless lives have been improved and even saved. And these beautiful natural areas are being preserved.
That’s why it’s fitting that we gather today – alongside ECC leaders and proud residents of Wards 6, 7 and 8 – to thank Ethel Kennedy for the work she has championed. To bestow just a small measure of the recognition, and the public acclaim, that she richly deserves. And to honor her indelible contributions to this community by naming one of the original connectors that links Anacostia to greater Washington in her honor.
Throughout her extraordinary life, Ethel Kennedy has shown us – by word and by deed – that every American has not just the power, but the responsibility, to help improve and transform the world around them. And through her service, she has inspired countless individuals in and far beyond this crowd – including me – to follow her example. She has never pursued the national spotlight. But she has also never failed to embrace the considerable duties – and the substantial burdens – that circumstance and history have placed squarely on her shoulders.
Today, we pay tribute to this remarkable leader. We thank her for bearing these burdens, and leading these efforts, with grace and with poise. We declare that she is not merely one of the best among us – she is a national treasure. And we pledge that we will honor her achievements by rededicating ourselves – here and now – to the work that must remain our common cause; by carrying on the fight for juvenile and environmental justice; and by continuing to support and empower those who need our help the most, across the country as well as here in Washington – on both sides of the bridge that will forever bear her name.
Thank you once again, Mrs. Kennedy, for all that you have done, and meant, to this community and to our nation. I am honored to share this auspicious moment with you. And I look forward to all that we will do and achieve together in the months and years to come.

Well, let me just say that it was a privilege for me as the first Catholic Secretary of State in about 32 or 33 years to have the privilege of going to the Vatican today to talk with the new secretary of state there about the broad array of issues that we face together across the world. And on a personal level, it was a thrill for me to be able to do that, as an altar boy, as a young kid, I would never have imagined that I would have been crossing the threshold of the Vatican to meet, as Secretary of State, with the Secretary of State of the Holy See.
And it was a very comprehensive, very, very interesting conversation. We touched on just about every major issue that we are both working on, that are issues of concern to all of us. First of all, we talked at great length about Syria, and I was particularly appreciative for the Archbishop’s raising this issue, and equally grateful for the Holy Father’s comments – the Pope’s comments yesterday regarding his support for the Geneva II process. We welcome that support. It is very important to have broad support, and I know that the Pope is particularly concerned about the massive numbers of displaced human beings and the violence that has taken over 130,000 lives.
In addition, the Secretary – Archbishop Parolin asked me for a solid briefing with respect to the Middle East peace process. Pope Francis will be going to Israel and the Palestinian territories and to Jordan in May, and so we agreed, after I gave a briefing, that we would stay in touch in order to keep him abreast of what we’re doing and then what progress there may be in the peace process. But obviously, there are issues of enormous concern to the Holy See, not just about peace, but also about the freedom of access for religious worship in Jerusalem for all religions and appropriate resolution with respect to Jerusalem that respects that going forward.
We also talked about Africa, the challenge of Sudan, where there are particular interests. There is a large Catholic population in South Sudan. President Kiir, himself, is Catholic, and I think that our efforts over the last days could be augmented by the efforts of the Holy See with respect to trying to end the violence and bring about a peaceful resolution. I think the Secretary of State of the Holy See was very interested in what he and they could do in order to try to assist in that process.
We talked also about Cuba and the need for respect for freedom of religion and freedom of – and respect for human rights. I raised the issue of Alan Gross and his captivity, and we hope very much that there might be able to be assistance with respect to that issue. And similarly, the Holy Father yesterday in his speech raised the responsibility that we all have for the climate, for responsibility for planet Earth, which is our common home, as he said. And we share the responsibilities with respect to that.
We talked about the common interest of Pope Francis and President Obama in addressing poverty and extreme poverty on a global basis. The United States of America is deeply involved in efforts in Africa and in other parts of the world – in Asia, South Central Asia – to address this poverty, as is the Catholic Church. And so we have a huge common interest in dealing with this issue of poverty, which in many cases is the root cause of terrorism or even the root cause of the disenfranchisement of millions of people on this planet.
So this was as comprehensive a conversation as I’ve had with any secretary of state or foreign minister in the course of my tenure, and I think, happily, we agreed on an enormous amount of things that we can cooperate on. That’s what’s important. We need to find all of the voices that are prepared to fight for anti-poverty or peace or for reconciliation among peoples, to bring religions together, to bring people together, and to make peace. I am very mindful of the fact that in his first Urbi et Orbi speech or address, the Holy Father did speak about the importance of peace and the importance of all people on Earth being peacemakers.
So I’m grateful for the conversation we had today. I know that the Holy Father is anticipating the visit of President Obama here, and the President is looking forward to coming here to meet with him. So much was agreed on as a mutual agenda this morning, and I’m particularly pleased to know that the Holy Father and the Secretary of State in the Holy See will continue to speak out about peace in the Middle East, continue to try to bring the parties together, continue to help address some of the most pressing concerns that are challenging failed states and failing states in too many parts of the world.
It is good to know that we will have this common enterprise together, and I was very grateful to the archbishop who I had the pleasure of congratulating on his elevation to cardinal, which will take place in February. So it was an all-in-all very helpful meeting, and I’m confident that the groundwork and agreement that we reached with respect to the peace process, as well as a number of other urgent priorities, will help us as we go forward in the next days and months.

Well, let me just say that it was a privilege for me as the first Catholic Secretary of State in about 32 or 33 years to have the privilege of going to the Vatican today to talk with the new secretary of state there about the broad array of issues that we face together across the world. And on a personal level, it was a thrill for me to be able to do that, as an altar boy, as a young kid, I would never have imagined that I would have been crossing the threshold of the Vatican to meet, as Secretary of State, with the Secretary of State of the Holy See.
And it was a very comprehensive, very, very interesting conversation. We touched on just about every major issue that we are both working on, that are issues of concern to all of us. First of all, we talked at great length about Syria, and I was particularly appreciative for the Archbishop’s raising this issue, and equally grateful for the Holy Father’s comments – the Pope’s comments yesterday regarding his support for the Geneva II process. We welcome that support. It is very important to have broad support, and I know that the Pope is particularly concerned about the massive numbers of displaced human beings and the violence that has taken over 130,000 lives.
In addition, the Secretary – Archbishop Parolin asked me for a solid briefing with respect to the Middle East peace process. Pope Francis will be going to Israel and the Palestinian territories and to Jordan in May, and so we agreed, after I gave a briefing, that we would stay in touch in order to keep him abreast of what we’re doing and then what progress there may be in the peace process. But obviously, there are issues of enormous concern to the Holy See, not just about peace, but also about the freedom of access for religious worship in Jerusalem for all religions and appropriate resolution with respect to Jerusalem that respects that going forward.
We also talked about Africa, the challenge of Sudan, where there are particular interests. There is a large Catholic population in South Sudan. President Kiir, himself, is Catholic, and I think that our efforts over the last days could be augmented by the efforts of the Holy See with respect to trying to end the violence and bring about a peaceful resolution. I think the Secretary of State of the Holy See was very interested in what he and they could do in order to try to assist in that process.
We talked also about Cuba and the need for respect for freedom of religion and freedom of – and respect for human rights. I raised the issue of Alan Gross and his captivity, and we hope very much that there might be able to be assistance with respect to that issue. And similarly, the Holy Father yesterday in his speech raised the responsibility that we all have for the climate, for responsibility for planet Earth, which is our common home, as he said. And we share the responsibilities with respect to that.
We talked about the common interest of Pope Francis and President Obama in addressing poverty and extreme poverty on a global basis. The United States of America is deeply involved in efforts in Africa and in other parts of the world – in Asia, South Central Asia – to address this poverty, as is the Catholic Church. And so we have a huge common interest in dealing with this issue of poverty, which in many cases is the root cause of terrorism or even the root cause of the disenfranchisement of millions of people on this planet.

Holiday Belt-Tightening for Minimum Wage Workers

“I’m working 70 hours a week…my day starts at 6am…I want to go to college, [but] I don’t have time [and] I can’t afford it.”
“I shouldn’t have to decide: am I going to pay the electric bill or do I pay the heat? I’m a thousand dollars behind in rent now…where is this money going to come from?”
“I’ve worked since I was 15 years old, and I’ve never been fired or asked to leave a job. I can’t work more than 8 hours a day or I’ll lose my day care… If I lose that, I’ll lose access to food assistance. I’m barely staying above water now as it is.”
This is just a sampling of what I’ve heard from low-wage workers I’ve met with recently. I come away from these conversations more convinced than ever that we have to raise the federal minimum wage.
In a nation as wealthy as ours, one based on the belief that anyone can make it if they try, it’s unconscionable that people working full-time are living in poverty and resorting to safety net programs for their very survival. As one young man who works in fast food in Milwaukee told me: “This fight – it’s about the minimum wage, but it’s about respect.”
This is a time of year for plentiful family gatherings. But while many of us are fortunate to enjoy a Thanksgiving of abundance and relaxation, the holidays are too often a source of even greater economic anxiety than usual for those earning at or near the minimum wage.
The American Farm Bureau Federation has estimated that feeding a table of 10 this Thanksgiving will cost $49 on average. But it takes minimum wage workers nearly a full shift to earn that much (and many will have to work on Thanksgiving anyway). For them, putting any meal on the table, let alone a multi-course feast, is a penny-squeezing struggle. So while many Americans will be loosening their belts after helpings of turkey and stuffing, it’s another day of belt-tightening for workers trying to get by on the minimum wage.
But increasing the minimum wage isn’t about holiday giving or charity. This is smart economic policy with universal benefits. In an economy driven by consumer demand, more purchasing power for working families means more sales at businesses large and small. With tens of millions of people heading to stores to start their holiday shopping this weekend, imagine how much more retailers could benefit if low-wage workers had more to spend. I can’t put it any better than one worker who told me: “If they would pay us what we need, we could put money back into the economy and pay for what we need. And that strengthens all of us.”
Minimum wage workers are proud and hardworking. They need and deserve a raise. And that’s not just Tom Perez talking — more than three-quarters of Americans agree, according to a recent Gallup poll. As a matter of social justice and economic common sense, it’s time for Congress to act.

I am pleased to announce that the United States is providing an additional $51 million in humanitarian assistance to the people of the Sahel region.
The Sahel is one of the poorest regions of the world, and is experiencing a complex crisis of drought, flooding, failed harvests, and disrupted livelihoods, all of which are exacerbated by the conflict in Mali.
Our support is addressing food insecurity across the entire Sahel region and the protection and assistance needs of refugees and internally displaced persons.
In 2012, an estimated 18.7 million people in the Sahel were at risk of food insecurity, including one million children at risk of severe acute malnutrition. Since the beginning of the conflict in Mali in January 2012, nearly 450,000 Malians have been displaced internally or across borders as refugees.
This new humanitarian assistance will assist food insecure and conflict-affected populations in Burkina Faso, Chad, Mali, Mauritania and Niger. We remain deeply concerned about the humanitarian crisis in the Sahel and urge others to contribute generously for humanitarian operations.
This brings our total humanitarian contribution to the region to nearly $520 million since fiscal year 2012.

NIC FORECASTS THE FUTURE

National Intelligence Council Forecasts Megatrends

WASHINGTON, Dec. 11, 2012 – The American Century is drawing to a close, and the U.S. Defense Department will have to be more flexible in dealing with a faster-paced multipolar world, according to the Global Trends 2030 report released yesterday.
The National Intelligence Council has looked to the future to jumpstart the conversation about what U.S. policy should be, given world-wide trends.
In the annual report, the NIC makes its best guesses about several "megatrends" that will shape the world in 2030.
The first is individual empowerment. The council believes there will be a significant decrease in poverty in the world and a concomitant increase in the middle class. The council says this represents a "tectonic shift," as for the first time in history "a majority of the world’s population will not be impoverished."
The NIC expects the global economy to expand and the new members of the middle class will be able to harness new communications and manufacturing technologies.
The council sees this megatrend as the key to solving global challenges over the next 15 to 20 years. But the results of this expanded economy aren’t all rosy. The trend could also give individuals and small groups access to lethal and disruptive technologies and capabilities once only held by nation states.
The second megatrend NIC predicts is the diffusion of power. The council posits that by 2030, Asia will surpass the West in gross domestic production, population size, military spending and technology investment. If this occurs, China would become the world’s largest economy, with India and Brazil close behind. Other rising nations could include Colombia, Indonesia, Nigeria, South Africa and Turkey, while Russia, Europe and Japan could continue their declines.
But, according to the council, more important than who is up or down is that the nature of power will change. "Enabled by communications technologies, power will shift toward multifaceted and amorphous networks that will form to influence state and global actions," the report says. Countries unable to understand or use these new technologies "will not be able to punch their weight."
Demographic changes will transform the world of 2030, the report said. NIC estimates that the world population will grow from 7.1 billion today to 8.3 billion in 2030. Aging, migration and urbanization will push this megatrend. Its most noticeable manifestation will be the continued growth of cities, the report predicts, spurring economic growth, but potentially straining food and water resources.
The report said developing countries could become demographically "older," while the demand for labor drives migration. "Owing to rapid urbanization in the developing world, the volume of urban construction … over the next 40 years could roughly equal the entire volume of such construction to date in world history," the report says.
Finally, NIC predicts that "demand for food, water and energy will grow by approximately 35, 40 and 50 percent respectively." The growing population and expanded middle class will trigger that growth, the report said.
At the same time, the council wrote, climate change will accelerate, amplifying existing weather patterns -- meaning that wet areas become wetter and dry areas become drier. The council said this does not necessarily mean a world of scarcity, but stressed that world leaders must collaborate to tackle the problem.
