NATO AND THE SOUTHERN FLANK

NATO Official Discusses Southern Flank, Mediterranean Dialogue

WASHINGTON, Nov. 17, 2014 – Russia’s blatant disregard of international norms in Ukraine is just one example of its attempts to reject an international order that promotes democracy, sovereignty and the rule of law, NATO’s deputy secretary general said in La Hulpe, Belgium, today.

Alexander Vershbow told the conference on NATO-Israel cooperation that challenges from Russia and from NATO’s southern flank share many of the same attributes.

Russia’s continued attempts to destabilize Ukraine “have blatantly breached international agreements and confidence-building measures,” Vershbow said.
And on NATO’s southern flank, the Islamic State of Iraq and the Levant continues to spew its hatred, “pouring oil on the fire of extremism and sectarianism that is already burning across the Middle East and North Africa,” he said.

“ISIL’s advances in Iraq and the Levant also risk exporting terrorism much further afield, including to NATO and [European Union] member states,” the deputy secretary general added.

NATO Determined to Defeat ISIL, Similar Threats

ISIL is working to overthrow rules-based and values-based order that is the guarantor of freedom, security and prosperity for all nations, Vershbow said, and NATO is determined to play its part to defeat this threat and those like it.
“The capabilities and forces that we are now developing are very clearly aimed at enhancing NATO’s overall resilience,” the deputy secretary general said. “We want to be able to deploy them quickly not only whenever, but also wherever, threats emerge – whether it’s in our eastern or our southern neighborhoods.”
At NATO’s summit held in Wales in September, the alliance also decided to strengthen cooperation with partner nations. The summit also launched an initiative to help partners strengthen their ability to address security challenges.
“This initiative builds upon NATO’s extensive expertise in defense capacity building -- for instance, in Kosovo and Afghanistan,” Vershbow explained. “And we made clear that we stand ready to assist Iraq in strengthening its security sector, if the new government so requests.”

Risk of Extremism Has Grown on NATO’s Southern Flank

The risk of extremism on NATO’s southern flank has grown and produced more fertile territory since the Arab Spring, the deputy secretary general said. The Mediterranean Dialogue – a NATO initiative celebrating 20 years – is more valuable than ever, he added.

“The Mediterranean Dialogue was never intended to have a direct influence on the Middle East peace process, or in tackling the wider challenges of the region,” he said. “But it was a genuine attempt to improve mutual understanding, to dispel misconceptions and to foster a dialogue that otherwise would not exist.”
The dialogue has developed into a unique multilateral forum, he noted. “It’s the only structured framework where the 28 NATO allies, Israel and key Arab countries sit together on a regular basis,” he said.

But more can be done, Vershbow told the forum audience:
-- A firm offer to assist countries in transition with defense and security sector reform, including planning and budgeting;
-- Dealing with surplus ammunition; and
-- Encouraging what he called “good security governance.”
NATO nations have unique expertise in these areas, he said, and the alliance will look to include the European Union in these efforts.

More Focus on Capability Building

Vershbow said he would like to see more focus on capability building. “We want to help the countries of the region to be better able both to address security concerns in their own region and to participate in international peacekeeping and crisis management operations – including those led by NATO,” he said.
This, he added, could involve greater military-to-military cooperation, and invitations to participate in NATO training, exercises and education programs.
“But it could also involve more structured cooperation between NATO and organizations like the African Union and the Arab League,” he said.
The deputy secretary general said he expects a further strengthening of dialogue and cooperation where NATO shares the same values and interests with its partners to better address specific concerns and requirements. “And I see particular scope here for our relations with longstanding, active partners like Israel,” he added.

SECRETARY KERRY MAKES REMARKS WITH JORDANIAN FOREIGN MINISTER JUDEH

FOREIGN MINISTER JUDEH: (Via interpreter) In the name of Allah, the most gracious, the most merciful. At the outset, I would like to welcome a friend of His Majesty King Abdullah to Jordan, as well as to me personally, he – His Excellency, the Secretary of State of the United States of America. I do welcome him in this important visit and at this particular important moment. We have been honored today with a bilateral meeting as His Majesty King Abdullah received Secretary Kerry. And over the past 48 hours, they were – they covered different significant diplomatic deliberations and talks starting with the meetings with President Abbas yesterday. And today, His Majesty the King received Secretary of State, Mr. John Kerry.

And this evening, His Majesty the King, there was a bilateral – trilateral meeting where His Majesty met President Netanyahu – Prime Minister Netanyahu as well as Secretary of State. And they discussed coaxial issues, including Jerusalem and the Holy Shrines, and they took a lot of time. And their discussion and all the developments that have taken place over the recent few weeks were at the core of the issue and they have led to more instability.

His Majesty, during his meeting with Mr. Kerry this afternoon, explained Jordan’s position and the stance regarding the necessity of maintaining the status quo of the Holy Shrines, and they should not be touched or affected by any means. And this is part of the Hashemite custody of these Christian and Muslim sanctities in Jerusalem. And you are well aware also that when Jordan took some measures, there was confirmation on the part of the Israeli nation, Israeli state, and they showed commitment that they will maintain the status quo and respect the Jordanian role, and also respect the peace treaty between the two countries. And this is what also has been stated during the trilateral meeting this evening.

And you will listen also to the outcomes of this trilateral meeting. There are mechanisms and communications underway, including practical measures to de-escalate the tension and that maintain the status quo without getting it affected by such tensions.

During the bilateral meeting with Mr. Kerry, there were extensive negotiations regarding all the developments across the region. And we will go back to the Palestinian-Israeli problem. There were also discussions regarding the Syrian crisis and the U.S. as well as Jordan’s commitment to go back to the peaceful solution. It will be the only solution that will stop destruction, violence, instability, and the disintegration across the Syrian scene. This is Jordan’s stance, and it is in harmony with the U.S. stance as well.

There has been also talks about anti-terrorism and anti-extremism. And His Majesty the King stressed – and I also stressed during my negotiations and talks with Mr. Kerry – that this is the battle of moderate Islam against extremism and against (inaudible). Therefore, talks addressed this issue as well – including other issues.

With respect to the peace process, you are well aware that Mr. Kerry and the Obama Administration are committed to find a peaceful solution that addresses all the final status issues and that the two parties should come back to peace process. Mr. Kerry is a man of peace, and he has proven this through his intensive and focused efforts over one year as the Secretary of State and also for the case as the head of a committee at the Congress. He is a man who is renowned for his efforts inside the United States and outside the United States. And we have seen the Secretary of State in more than one year meeting all the stakeholders, particularly the Palestinian and Israeli sides. In addition, other countries who have high interest in peace, like the Hashemite Kingdom of Jordan and Republic of Egypt – he met with them scores of times. And I think the meetings that His Excellency Kerry has been unprecedented, and this confirms U.S. commitment and Mr. Kerry’s commitment to this peace process. He is now attempting to repave the way for coming back to a negotiation – and negotiations and to stop unilateral actions and measures, and we do support him in these efforts.

Once again, it is our high interest, and our national interest requires and entails the two-state solutions according to international legitimacy, especially the Arab Peace Initiative. Therefore, I would like to say that the trilateral meeting that was held this evening with the Israeli prime minister has already addressed the issue through the monitoring and follow-up of the Jordanian efforts. It also focused basically on the efforts being put forth by Mr. Kerry in order to revive the situation, to come back to negotiations. Another important aspect under the trilateral negotiations – a telephone conference with President Sisi was also conducted. And, as you know, Egypt is a basic and a key country when we talk about the issues of this region, as well as the Palestinian-Israeli peace process.

Therefore, I would like to conclude here that part – or a significant part of our talks today included the distinguished bilateral relationships, and we have extended our thanks for their continued efforts to the Hashemite Kingdom of Jordan, especially in helping Jordan to shoulder the tremendous burden. And through the U.S. economic assistance and help, we have been able to bear the situation. We have extended our thanks, and we have discussed so many aspects of these distinguished bilateral relationships.

I do welcome His Excellency, and I do extend my thanks for his efforts towards peace. And this is in harmony with His Majesty’s and the Kingdom’s position towards peace in order to have a stable region without terror and without turmoil. Thank you.

SECRETARY KERRY: Well, thank you very much. Good evening to everybody, and I am particularly grateful to my good friend, Nasser Judeh, who tonight I learned is the longest-serving foreign minister in the history of Jordan. So – and I asked him – I said, “Are you going to look like that on those portraits that are hanging out there?” And he said – that’s when he informed me that until recently, one of them was the longest serving. Now I’m standing beside him. So I’m honored to be here with him. And I have to tell you, he is a very valued partner and a very skilled diplomat, and somebody that we rely on for great collaboration and for very significant advice and counsel. And I thank him for his friendship very, very much.

I also particularly want to thank His Majesty King Abdullah, who is a gracious host, but also a courageous leader who understands how important this moment is and how critical it is to move forward. And I thank him for his exhaustive personal efforts in trying to resolve some of the region’s most difficult challenges, whether it’s Syria and Iraq, ISIL, or the longstanding conflict between the Israelis and the Palestinians. Through all of these challenges, one constant has been the enormously constructive role that Jordan has played under difficult circumstances in order to try to resolve those challenges. And we’re very grateful and we admire those efforts.

I had a very productive meeting this morning with President Abbas, and Foreign Minister Judeh and I, as he just mentioned to you, have come here directly from a trilateral meeting, a discussion with Prime Minister Netanyahu of Israel and with His Majesty King Abdullah of Jordan.

President Abbas and I this morning discussed constructive steps, real steps – not rhetoric, but real steps that people can take in order to de-escalate the situation and create a climate where we can move forward in a positive and constructive way. President Abbas strongly restated his firm commitment to nonviolence, and he made it clear that he will do everything possible to restore calm and to prevent the incitement of violence and to try to change the climate.

We particularly talked about the urgent need to address the greatest tension between Israelis and Palestinians beginning with the imperative, the absolute need to uphold the status quo regarding the administration of the Haram al-Sharif/Temple Mount and to take affirmative steps to prevent provocations and incitement. In the trilateral meeting this evening, we discussed, as Nasser has explained to you, specific and practical actions that both sides can take to restore calm. The Jordanians and the Israelis have agreed – the Jordanians, obviously, in their historic role as the custodians of the Haram al-Sharif – and the Israelis joined together as they have worked since 1967 to administer the Haram al-Sharif, to make sure that they de-escalate the situation, and that the steps they take will instill confidence that the status quo will be upheld.

So I say to all people who are interested in this: There are firm commitments, particularly from the custodian of the holy mosque, as well as Israel, to guarantee that they will take these steps. Now, I know that the first question will be: “So exactly what are those steps?” And the answer is we’re not going to lay out each practical step. It is more important that they be done in a quiet and effective way, but they will be noticeable and they will be effective, and I am convinced of that. And I also believe that obviously not all of it can happen overnight. Not every message will reach every person immediately. And not everyone will automatically change in one moment.

But the leadership is committed, I am convinced, on the basis of their discussion tonight and to the seriousness of purpose that they both exhibited. And President – in Prime Minister Netanyahu traveling here to make the effort to have this discussion; King Abdullah being willing to host it; and the length of time we spent discussing it, makes it clear to me that they are serious about working in the effort to create this de-escalation, to take steps that will instill confidence that the status quo will be upheld.

Prime Minister Netanyahu strongly reaffirmed Israel’s commitment to uphold the status quo on the Haram al-Sharif/Temple Mount and to implement these steps. And King Abdullah also agreed to continue to take affirmative steps to restore calm and implement practical measures to prevent further escalation of tensions. And obviously, the proof is not in the words; the proof is in the actions.

In our trilateral discussion, we also discussed the shared commitment by each of us to counter the growing wave of extremism in the region. We placed a call to President al-Sisi to discuss his contribution and support for this critical effort. Why? Frankly, because all of us have been impressed. I was in Egypt a few weeks ago, and President al-Sisi and I had a long discussion about his commitment to the process of challenging extremism and terrorism, and most importantly, his emphasis to me that not only is he committed to counterterrorism, but that he is prepared, in his words, “to do whatever I can,” quote, “in order to advance the cause of peace between Israelis and Palestinians.” And that was an important conversation to have in the context of the potential for new regional security assistance and arrangements. We had a very extensive discussion of the ways in which the regional partners could work together on a security arrangement that advances our common interests, and we agreed – all of us – to continue that conversation in the next days.

Now, we are – all of us – fully aware of the challenges presented by the current tensions. Everybody understands that there are deeply held frustrations that are pent up on both sides. Everybody knows the difficult roads traveled and years and years of disappointment on both sides. And that’s why we all engaged in nine months of negotiations, and it is why all of us would like to see the day when that effort can be re-engaged and can lead to the peace that we all know is the only real, sustainable answer to the underlying causes of this conflict.

But today, we are working to smother the sparks of immediate tension so that they don’t become a fire that is absolutely out of control. And the first thing we have to do is restore calm before you can talk about other alternatives. The United States stands ready to be engaged, provided the parties themselves begin to create the climate. I was pleased that all of the leaders today, particularly Prime Minister Netanyahu and President Abbas earlier today, made clear their desire to see this situation de-escalate and to move in the right direction.

In our meeting today Foreign Minister Judeh and I also discussed how do we best coordinate our efforts against ISIL. We are combining our strengths across our more than 60 partners and along 5 different reinforcing lines of effort to shrink the territory controlled by ISIL, dry up its financing, reduce its supply of foreign fighters, expose the hypocrisy of the absurd religious claims, and provide humanitarian assistance to so many millions of people who are injured by this struggle.

Degrading and ultimately defeating ISIL is not going to happen overnight. We have to be patient as well as strong, and we have to be strategic. But make no mistake: We will succeed. Particularly in Iraq, where our effort by design has been most concentrated, we are making steady progress. I think you all saw that at Baiji recently.

Together with our coalition partners, including Jordan, we have conducted nearly 900 airstrikes against ISIL. Some partners are contributing to the military effort by providing arms; some equipment, training, advice; others are offering humanitarian assistance to those affected by the conflict. And we are particularly grateful to Jordan for opening up its borders and providing safe haven to more than 620,000 Syrian refugees. That’s an extraordinary effort by the country. And I know that there are parents, families, people in the country, who feel the pressure of this. We all understand that. We are deeply, deeply grateful to Jordanians for their humanitarian gesture in receiving these people, and that is one of the reasons why we are so committed to working to try to bring an end to this conflict.

And the United States understands and is particularly appreciative of the burden that has been put on schools, on hospitals, on water and energy services, and so much more. And we will continue to stand beside Jordan; I can assure you of that. I conveyed to His Majesty tonight the deep commitment of the American people, the United States Congress, the Obama Administration to the efforts of the Hashemite Kingdom to assume these important responsibilities.

Finally, as you all know, I traveled to Muscat earlier this week to continue the Iran nuclear negotiations. Our number-one priority on Iran is making sure that they don’t get a nuclear weapon. It’s that simple, that direct. We’re engaged in a difficult but serious negotiation toward that end. The question now is whether Iran will make the choices required to close the final gaps and provide assurances that they can’t develop and won’t develop a nuclear weapon.

Iranian leaders have said repeatedly and unambiguously that they have no intention of building a nuclear weapon. But actions have to be taken to back up those words and time is running short. The international community’s concerns are legitimate, and no agreement can be reached without addressing those concerns.

So in the end, it is really a matter of will, not capacity. Again and again, Iran – importantly, and frankly, gratefully – has said they are not going to seek a nuclear weapon; they exclusively have a peaceful nuclear program. So proving that you have a peaceful program is really just a question of choices. And with the November 24th deadline rapidly approaching, choices are going to have to be made very soon.

I’ll just close by noting this: When you look down the long list of challenges that we face in the world, it’s very easy to miss the fact that there are also unprecedented opportunities. During my meetings in Beijing this week with President Obama, the United States and China came together to jointly announce ambitious new targets to reduce carbon emissions in the post-2020 period. The United States and China are the world’s two largest economies. We’re also the world’s two largest consumers of energy and the two largest emitters of greenhouse gases. We are also two countries regarded for 20 years as the leaders of opposing camps in the climate negotiations.

Now, I know that not everybody in the world wakes up in the morning and worries about this issue. I understand that. People have security challenges of immediate nature, and putting food on the table, and shelter, and being able to protect their families and just survive. But we understand from scientists that this is a collective challenge to survival for all of us in the long run. And by doing what the United States and China did together, we are encouraging other countries to put forward their own ambitious plans, their own ambitious plans to be able to deal with this issue, to have emission reduction targets soon so that we can conclude a strong global agreement in Paris next year in December of 2015.

The commitment of both President Xi and President Obama to take ambitious action in our own countries and to work closely to remove the obstacles on the road to Paris sends a critical signal. It is that we must get this agreement done, that we can get it done, and that we have the ability now to all of us come together because no one country can make this happen on their own. This is one of those issues that requires global input, and we’re proud that together with China, we hope there was a moment of global leadership.

FOREIGN MINISTER JUDEH: Thank you very much, John.

Right. I just want to say that Secretary Kerry has to travel soon, and therefore I think we’ll take one question from the Jordanian side and one question from the American side. So, Hamdan.

QUESTION: My question is to secretary general. My name is Hamdan al-Hajj from Ad-Dustour newspaper. You said, Mr. Secretary, that the aim of the trilateral meeting is to restore peace and alleviate tension in Jerusalem. What makes you ambitious and optimistic that Benjamin Netanyahu is going to stick to the commitments? And what are the mechanisms that – to be followed to reach that goal? Thank you.

SECRETARY KERRY: Well, first of all, when you deal in this business, you begin to get a sense of when somebody is expressing a legitimate concern about something or when they’re just brushing you off. And I thought it was quite clear from the conversation this evening and from prior conversations – which is why Prime Minister Netanyahu traveled over here – that he has deep concerns, as everybody does, about the – about what has been going on in the rise of violence. How can you be the prime minister of a country in which people are being run over by trucks, cars, vans, at a trolley station and killed – how can you be the prime minister of a country where someone is being stabbed in the street, killed, where you see what the reactions are, because of people’s interpretation of something, and not respond?

And so this is a test. I believe the prime minister came here because he is concerned, and he made very firm statements tonight about that. Now, I can’t tell you that everything will change between now and tomorrow morning or the next day, because actions are what matter, not just words. So I heard words. They were expressed sincerely. I believe they are. But it’s going to take the test of the next days.

And that is true on the other side too. If President Abbas says he will reduce the rhetoric and change the – and work hard to try to change the atmosphere, then we have to look to the test of that. And in the end, it requires leadership to be able to make this difference.

So I’m here, together with my friend Nasser, to work with him and others, King Abdullah, to try to create the framework within which people can make the right choices. And in the end, I hope they do, and we will see in the days to come.

I don’t know. Nasser, you might want to comment on that also because I think it’s an important question.

FOREIGN MINISTER JUDEH: Well, thanks, John. I mean, I’ll just add by saying that since we saw the recent escalation – and there’s always escalation in Jerusalem, and we’ve always warned that Jerusalem is a redline. His Majesty is the Custodian. Jordan has a historic road. The peace treaty between Israel and Jordan points to that very, very clearly. There was an agreement signed between His Majesty and President Abbas in 2013 reaffirming the Hashemite Custodianship of the Holy Site. And there’s escalation after escalation, particularly in the last two years, and most particularly in the last few weeks.

When Jordan took a decision to recall its ambassador for consultation, it was a sign that enough is enough. There’s a clear message that went to Israel that something needs to be done. We’ve had since some positive developments in terms of the rhetoric, and I think, like I said, hopefully a mechanism that will result in restoring calm and in alleviating the tension that we see.

We’ve had a phone call between His Majesty and Prime Minister Netanyahu a week ago or more when the prime minister reiterated that Israel is committed to the preservation of the status quo and respects the Jordanian role. Today, the discussion was – and we’ve had contacts since, of course, and we’ve had contacts with the international community. But today, the prime minister was very clear in yet again reaffirming that the status quo in Jerusalem will not be touched, and that Israel is committed to this and Israel is committed to respecting the role of the Hashemite Kingdom of Jordan and the Custodianship of His Majesty. But as --

SECRETARY KERRY: And with specific steps.

FOREIGN MINISTER JUDEH: With specific steps and a mechanism. But like John said, it’s actions that will speak louder than words. And we’re monitoring and observing and we’re contacting. We’re remaining in contact. I mean, the idea is not to just withdraw and not establish any means of communication. You need to have communication in order to ensure that what you want is done and what the international community wants is done.

The tension in Jerusalem, as you have seen in the last few days, has sparked tension not just in Jerusalem and around Jerusalem, but elsewhere in the West Bank. And this is something that concerns us all. And we need to restore calm because we need to think of the larger picture and we need to think of the end objective that we all seek, which is peace, a solution to all final status issues – independence, dignity, sovereignty for the Palestinians in the form of a state on their national soil, and security not just for Israel, but for the entire region. I think this is what we are all committed to.

And I think – Warren from Reuters. And the we’ll take one there.

QUESTION: Thank you very much. Mr. Secretary, you’re going to be shocked I have a multipart question. (Laughter.) You have often said, Mr. Secretary, that there are people on both sides of the conflict who do not want peace. Understanding that you and Foreign Minister Judeh don’t want to go into all the details tonight, can you at least give us some idea of the types of things, types of commitments that you got today that would lead you to believe that both sides are willing to pull back and especially rein in their extremists? That’s question one.

Question two: Why was President --

FOREIGN MINISTER JUDEH: You mean – sorry to interrupt. You mean the Palestinians and Israelis?

QUESTION: The Palestinian – yes, thank you. Question --

SECRETARY KERRY: With respect to the Haram al-Sharif or the --

QUESTION: Yes, yes.

SECRETARY KERRY: Okay.

QUESTION: Question two: Why was President Abbas not at the meeting today, the trilateral? And finally, did you and Prime Minister Netanyahu have a chance to discuss the nuclear issue today, and did he reiterate his deep and serious concerns about a weak deal with Iran?

And finally, for Foreign Minister Judeh, will Jordan now return its ambassador to Tel Aviv? Thank you.

SECRETARY KERRY: Well, let me deal with 1-2-3. With respect to the Haram al-Sharif, if you read the basics of the agreement that exists on – in defining the status quo, you will see precisely what is expected of the WAC, the Jordanian force that is responsible, as well as the Israelis. And if the status quo is being maintained, you’ll be able to see exactly what is expected. And I don’t think it’s appropriate to go into all of the ways in which that is going to be implemented. It’s up to the folks there to show it in the way that they’re implementing it. But I think people will notice in the next days, and that’ll be the measure.

So again, we’ve agreed not to go into the specifics because one person or another can misinterpret or not quite understand one choice or another. I think the status quo is clear and the status quo is going to be maintained, and that is what is absolutely vital to the Hashemite Kingdom’s responsibility as Custodian. And the prime minister has made it clear that he will uphold that.

Now with respect to President Abbas, I met with him one-on-one this morning. We had a good conversation, as I mentioned earlier. His Majesty --

FOREIGN MINISTER JUDEH: And His Majesty met --

SECRETARY KERRY: His Majesty met with him yesterday one-on-one, so there’s been a lot of communication. But it just isn’t yet the right moment for the two sides to really come together at this instant. It’s just not – it’s not the appropriate moment. I think they both need to see that things are changing, and there needs to be what we would call a ripeness, if you will, for that meeting that doesn’t exist at this moment. But there was no exclusion. It was simply an effort because we were talking about larger regional peace and security issues that directly involve existing states – state of Israel, state of Jordan, state of Egypt, and the United States – and those are important existing relationships and it was more appropriate to have that conversation in the context that we did.

Finally, with respect to the nuclear issue, yes, the prime minister and I talked one-on-one on that issue for a little while. And he expressed his concerns, of course, and I made it clear to him that the standard that we have applied throughout this negotiation still applies, and that is that there are four pathways to a nuclear weapon and we need to make certain that each pathway – the Fordow facility, the Arak nuclear – the Arak heavy water plutonium reactor facility, the Natanz enrichment facility, and covert capacities – are all closed off so that not – not as a matter of bias or prejudice, but because that’s the only way the world can know for certain that a program is indeed a peaceful program. And our responsibility is to make certain that there is a sufficient breakout time in the event that there was some change in policy or something happened.

So those guarantees are in place and we will keep all of our friends and allies informed of what we are doing in the days ahead. Our hopes remain still to try to achieve an agreement because it’s better for the world. But we can’t achieve just any agreement. It has to be done in a way that meets the standards I just set out. And we’re trying to be as thoughtful as we can in our approach to this, but there’s no shortcut. It’s difficult, and we hope Iran will work in the same way that we are, not as a matter of coercion but out of mutual respect and out of the interests that we all have for living in a world that is free of nuclear weapons. Obviously, the fatwa of the leader is a very important instrument, and we respect it enormously as a matter of religious edict. But that has to be translated into a lay person’s regular document, a legal one, if you will, with all of the things that are necessary for an agreement regarding potential nuclear programs. There are many standards by which that is measured, and that’s exactly how we’re proceeding.

FOREIGN MINISTER JUDEH: The presence of the Jordanian ambassador in Israel since signing the peace treaty in 1994 was not intended to be to the benefit of Israel. The presence of our ambassador there was meant to be an action that would promote Jordanian national interest and promote the bilateral relationship, which will be of mutual benefit.

As you know, there are several diplomatic options available to any country to protest something that they feel very, very strongly about. One of those actions is to recall an ambassador for consultation. And this was a very clear signal to Israel that what’s been happening in the al-Aqsa Mosque compound, particularly over the last few weeks, is not acceptable to Jordan as Custodian, not acceptable to 1.5 billion Muslims around the world, but we have a special responsibility as the Custodian, as a nonpermanent member on the Security Council. And I think recalling our ambassador for consultation was a very, very clear signal that something has to be done to check these actions that are causing much concern not just in the immediate region but around the world.

Now, as the Secretary and I have said for the last few days with intensive diplomacy, with intensive contact with the Israelis, with other international partners and particularly the United States, and in today’s discussions, we have seen a commitment on the part of Israel to respect and maintain the status quo and respect the special role of Jordan and to ease the tension and remove all the elements of instability that we are seeing. We have to wait and see if this is done. Like I said, there are concrete steps out there to be done. There is an agreement that we need to de-escalate. There is a commitment on the part of Israel that the status quo has to be maintained and to respect the Jordanian. Let’s see what happens and then we’ll review our decision, but we have to see what happens on the ground first.

Thank you, Madam President, and thank you, Under-Secretary-General Feltman for your briefing.

We are deeply concerned by the deteriorating situation in Jerusalem, especially over the last two weeks. We are living in a time of tremendous turmoil in the Middle East. It is a time that requires brave leadership. A time that requires hard choices – choices that advance peace; choices that advance stability; choices that advance security.

This is a time that calls for responsible decisions by leaders and people of both sides, as well as the international community, to advance the goals of security and peace.

The current situation is only made more difficult by actions that pollute the atmosphere for peace and further undermine trust on both sides. We continue to urge all to refrain from actions, including settlement activity and unhelpful rhetoric by either side, that will only further escalate tensions.

The deterioration of the situation in Jerusalem, at a time when so many are eager for signs of progress towards peace, is deeply troubling.

It’s hard to imagine sites more sensitive than those in Jerusalem and, today, we are very concerned by recent tensions surrounding the Temple Mount / Haram al-Sharif. It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historical status quo on the Temple Mount / Haram al-Sharif – in word and in practice.

That’s why Israeli Prime Minister Netanyahu’s recent statements expressing his commitment to maintain the status quo there and not to make any changes at the site are so important. We welcome the Prime Minister’s comments.

The continued commitment by Israelis, Palestinians, and Jordanians to preserve the historic status quo at the holy site is critical. Any decisions or actions to change it would be both provocative and dangerous. We urge the leaders of all three parties to exercise decisive leadership and work cooperatively together to lower tensions and discourage violence, alleviate restrictions on Muslim worshipers, and reinvigorate long-standing coordination mechanisms and relationships that have served over the decades to preserve the historic status quo as it pertains to religious observance and access to the site. These arrangements are essential for maintaining calm at this important and holy site.

Israel’s recently announced plans to advance a project to construct more than 1,000 housing units in East Jerusalem are deeply concerning. Beyond these recent developments, we have also seen reports that Israeli authorities met today and discussed the approval of dozens of projects aimed to expand settlement infrastructure in the West Bank – including water projects, electricity grid expansion, and road construction – along with so-called “legalization” of outposts the Israeli government itself considers illegal. The United States is deeply concerned by these developments. We urge all parties to refrain from provocative actions, including settlement activity by Israeli authorities. Settlement activity will only further escalate tensions at a time that is already tense enough.

The United States views settlement activity as illegitimate. And we have made unambiguously clear our opposition to unilateral steps that may prejudge the future of Jerusalem, just as we have made clear our opposition to any unilateral attempts to make end-runs around the hard work of negotiations.

Against this backdrop, the cycle of violence continues. The unconscionable attack at the Jerusalem tram stop last week that killed a young baby who was a United States citizen is unconscionable. We condemn it in the strongest possible terms. We express our deepest condolences to the family of the child who was killed and the second victim, who succumbed to her wounds. We also express our sympathies to those injured in the attack and hope for their full recovery.

The United States also expresses its deepest condolences to the family of the 14 year-old American citizen who was killed by Israeli Defense Forces during the clashes in Silwad on October 24th. We have called on the Israeli authorities to conduct an expeditious and transparent investigation into this incident and we expect them to do so.

In this especially fraught environment, it is critical that all parties restore calm and that hard choices are made to de-escalate tensions and re-engage in the hard work of negotiations. Unilateral actions and short-cuts are no substitute for the difficult work that peace will require.

Our goal must be to lay the groundwork for a negotiated agreement that will lead to two states living side-by-side in peace and security. As we have said before, the two-state solution is the only viable way forward and negotiations are the means by which this conflict will ultimately be resolved. If the parties are willing and committed to go down this path – in both words and in deeds – then we stand ready to support them every step of the way.

I strongly condemn yesterday’s shooting of a U.S. citizen outside the Menachem Begin Heritage Center in Jerusalem. My thoughts and prayers are with the family. The State Department is in touch with authorities as we seek more information.

I am extremely concerned by escalating tensions across Jerusalem and particularly surrounding the Haram al-Sharif/Temple Mount. It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount – in word and in practice. The continued commitment by Israelis, Palestinians, and Jordanians to preserve the historic status quo at this holy site is critical; any decisions or actions to change it would be both provocative and dangerous. The Haram al-Sharif/Temple Mount must be re-opened to Muslim worshipers and I support the long-standing practices regarding non-Muslim visitors to the site, consistent with respect for the status quo arrangements governing religious observance there.

I am in close touch with senior Israeli, Jordanian, and Palestinian leaders to try to deescalate the situation. I urge the leaders of all three parties to exercise decisive leadership and work cooperatively together to lower tensions and discourage violence, alleviate restrictions on Muslim worshipers, and reinvigorate long-standing coordination mechanisms and relationships that have served over the decades to preserve the historic status quo as it pertains to religious observance and access to the site.

Thank you, Madam President. I’d also like to thank the Secretary-General for joining us today and for briefing us on his recent trip to the region.

We are living in a time of tremendous turmoil in the Middle East; a time that demands brave and decisive leadership by both regional leaders and the international community. Across the region, we see the need for hard choices. In Syria, the international community must summon the collective resolve to stop the Assad regime’s monstrous atrocities, as well as the horrors of ISIL, and find a political solution to the conflict. In Lebanon and Iraq, political leaders must strengthen the institutions necessary to honor the aspirations of their people and to defeat violent extremist threats. And Israeli and Palestinian leaders must recognize that there is no alternative to a negotiated peace and invest the political will to build it. I will discuss each of these critical issues today, in turn.

We have seen how failures in leadership can help foster the conditions in which extremist groups thrive. By failing to make the hard choices necessary to address the grievances of its Sunni population, Iraq’s former leaders helped to create conditions that ISIL exploited. The consequences have been horrifying. To cite just one example: earlier this month, ISIL announced strict rules on what can be taught in universities in Mosul, one of the cities it now controls. When Iraqi university professors rejected these restrictions and boycotted, ISIL declared that any professor who did not return to work would be executed.

More than three years ago, Bashar al-Assad lost legitimacy to lead when he responded to peaceful protests with brutal violence. Atrocities committed by his regime – atrocities of the kind and scale this world has rarely seen – played a key role in spurring the emergence of ISIL and other terrorist groups, and Assad’s indiscriminate attacks on his own people continue to this day.

Last month, the OPCW released its second report, which found “compelling confirmation that a toxic chemical was used as a weapon, systematically and repeatedly,” in three opposition-held villages in northern Syria. The OPCW concluded with confidence that chlorine was used. Witnesses described the attacks as being carried out by helicopters, which only the Assad regime possesses.

The consequences of Assad’s actions have been staggering. More than 200,000 Syrians killed. Nearly 11 million Syrians in need of humanitarian assistance. And yet, despite the valiant efforts of international humanitarian groups, UN agencies, and others, the Assad regime is deliberately obstructing the delivery of crucial assistance to millions of people in dire need. The regime declares itself the antidote to the horrors of ISIL, but its chemical and barrel bomb attacks, its use of starvation as a tool of war, are every bit as indifferent to the fate of innocents and every bit as grotesque.

One community subjected to the Assad regime’s merciless attacks has been Palestinians in the refugee camp of Yarmouk, which the regime has sealed since July 2013. The 18,000 residents who remain there have been relying on untreated groundwater and a single well for drinking water for nearly a month. Just yesterday, a spokesman for UNRWA issued a statement that began: “UNRWA was not cleared to distribute humanitarian assistance in Yarmouk today, 20th of October.” The day before, UNRWA’s statement began: "UNRWA was not cleared to distribute humanitarian assistance in Yarmouk today, 19 October.” UNRWA notes that since July this year, there has been a steady and significant decline in the quantity of food and other essential items, such as medicine, that the Agency has been able to offer to the Palestinians in Yarmouk. That on any day – let alone so many days – the Assad regime is not allowing aid to flow to the Palestinians suffering in Yarmouk shows extreme cruelty. The international community must be more vocal in its condemnation of these unspeakable tactics. And when the Syrian government hails its leadership on behalf of the Palestinian people, they should be reminded by all of us of the people living in Yarmouk.

Three million Syrians have fled to neighboring countries to escape the regime’s and extremist groups’ violence – up to 80% of them women and children. The threat posed by ISIL is felt across the region, but especially in Iraq and Syria. And foreign fighters and Syrian nationals who have been recruited and trained to fight in ISIL and other terrorist groups pose a threat to countries far from the battlefield.

Among the countries most severely impacted are Iraq and Lebanon. For example, 180,000 Iraqis fled the city of Heet, in Anbar province, as it fell to ISIL in recent weeks. They are among an estimated 1.8 million Iraqis displaced just this year. Lebanon has taken in 1.2 million Syrian refugees – over a quarter of the country’s population – placing immense pressure on its already strained resources.

We know what we must do: we must defeat ISIL and other terrorist groups. We must hold accountable all those in the Assad regime responsible for its widespread atrocities. And we must mitigate the suffering of the Syrian people. But we wholeheartedly agree with the Secretary-General that a political solution is absolutely essential to address the root causes of extremism in Syria, and to address the legitimate aspirations and grievances of its people. A political solution is not an enshrinement of the status quo. The majority of Syrians will not accept being ruled by a regime that has used sarin and chlorine to suppress its own people.

We commend the efforts of UN Special Envoy for Syria, Staffan de Mistura, who is working urgently to build support for a political solution by engaging multiple stakeholders. The Special Envoy met with Iran over the weekend and is meeting with Russia today – countries whose influence will be critical to reaching this long-sought solution.

Given the massive suffering that Syria’s crisis is causing, and the threat it poses to our collective security, leaders in the region must be part of these efforts to forge a political solution. But regional leaders also must address problems closer to home, which impact the rights of their people and are a source of the suffering, disenfranchisement, and intolerance that feeds groups like ISIL.

Yet, some leaders still choose to put short-term interests ahead of the tough decisions needed to best serve their people. Others take divisive steps when they could instead build consensus. The international community stands ready to help address the region’s challenges, but we need partners to exert the political will and courage to seek real solutions.

In Iraq, newly elected leaders must break from the sectarian style of leadership that defined the tenure of the Maliki government, and build institutions that represent the whole nation, rather than advancing one group’s interest at the expense of another’s.

In Lebanon, the position of president has been vacant for nearly five months, during a time when the country faces considerable security, economic, and humanitarian challenges. Lebanon’s political leaders must come together urgently to select a president.

We have seen leaders within these countries willing to choose unity over division and to make great sacrifices for their people. In August, the Lebanese Armed Forces and Internal Security Forces fought bravely to defend the city of Arsal from extremists. They served and died for their country – not for any one religious sect. In Iraq, Prime Minister Abadi is taking steps to form a more inclusive government, establishing the country’s first complete cabinet since 2010. He is also moving toward decentralizing power and granting greater authority to provinces.

Real leadership is also required to advance Israeli-Palestinian peace. The most recent wave of violence was devastating, both in terms of its enormous human toll and because it was avoidable. Preventing another round of violence requires leaders who are willing to make difficult choices and commit to the hard work of negotiations.

We commend Egypt for helping broker a ceasefire agreement. The Gaza reconstruction conference raised $5.4 billion and reaffirmed the international community’s commitment to rebuilding the lives of Palestinians in Gaza who have suffered so much during and since the recent crisis. The United States is providing $212 million in assistance to the Palestinian people for relief and reconstruction, atop the $118 million announced in September.

Of course, as has been said, aid and assistance cannot produce peace in the Middle East – leadership and compromise are needed. For reconstruction not to be required again in the future, there must be a real change on the ground. Even the most durable of ceasefires is not a substitute for real security for Israel or for an independent state for the Palestinians.

This is only more difficult to achieve when both sides continue to take actions that may be politically popular with domestic constituencies, but that come at the expense of advancing the cause of peace. We continue to urge all parties to refrain from such actions, including unilateral steps at the United Nations, Israeli settlement activity, and provocations at the Temple Mount/Haram al-Sharif, where we urge all sides to respect the status quo of this holy site.

The United States remains fully committed to achieving a negotiated final-status agreement allowing two states to live side-by-side in peace and security. This is the only viable way forward, and if the parties are willing to go down this path – and are genuinely dedicated to the hard work of peace – we stand ready to support them.

Together, we can and we must support those taking the courageous steps to strengthen the Middle East in these immensely troubling times. The cause of peace in the region and the dignity of its people depend on it.

SECRETARY KERRY'S REMARKS AT GAZA DONORS CONFERENCE

Thank you very much, Foreign Minister Shoukry. Thank you Secretary-General Ban Ki-moon; Vice Prime Minister Mustafa; our co-host, Foreign Minister Brende; and our colleague Cathy Ashton, the EU High Representative. I want to particularly thank President Sisi and Foreign Minister Shoukry for their leadership and for their partnership in their efforts for the Palestinian Authority and to help bring all of us here today for their work with Israel on the ceasefire. And we respect and thank them also for their partnership with the United States, not just in working towards a durable ceasefire, but also in helping to pull together, and helping to pull together this massive reconstruction effort.

But President Sisi’s efforts, I think it’s fair to say, have really helped to reaffirm the pivotal role that Egypt has played in this region for so long. The same can also be said of Foreign Minister Brende and Norway, whose historic connection and commitment to these issues go back more than two decades to the Oslo Accords, and I’m personally always impressed by the deep engagement of Norway in efforts to make peace, not just here but elsewhere in the world. And of course, President Abbas, thank you for your perseverance and your partnership.

This has been a difficult few months on a difficult issue in a difficult neighborhood, and no one feels that more than the people of Gaza. This summer, as we’ve heard in some of the statistics that Secretary-General shared with us, more than half a million Gazans had to flee their homes and seek safety. Twenty thousand homes were destroyed or severely damaged, and more than a hundred thousand people remain displaced. And winter is fast approaching.

I have been to Gaza at a time like this, and I will never forget traveling to Izbet Abed Rabo in Gaza in 2009 and watching children playing in the rubble, seeing little Palestinian girls playing where just months earlier, homes and buildings had stood. The humanitarian challenge then was enormous, and shockingly, amazingly – and every speaker has mentioned we area back yet again – the humanitarian challenge is no less enormous in 2014. So the people of Gaza do need our help desperately – not tomorrow, not next week, but they need it now. And that’s why we are all gathered here.

I am proud, personally, that the people of the United States have been working to do their part. We provided $118 million in immediate humanitarian assistance at the time of the crisis, at its height, and the 84 million that we also provided to UNRWA for operations.

Today, I’m pleased to announce an additional immediate 212 million in assistance to the Palestinian people, and obviously we will have to see how things develop in the days ahead. But this immediate money will mean immediate relief and reconstruction, and this money will help meet the Palestinian Authority’s budget needs. This money will, we hope, help promote security and stability, and economic development, and it will provide for immediate distribution of food, medicine, and shelter materials for hundreds of thousands for the coming winter. And it is money that is going to help reconstruct Gaza’s damaged water and sanitation system, so that Palestinians in Gaza will have access to water that they can drink and homes that they can actually start rebuilding.

Taken together, the United States has provided more than 400 million in assistance to the Palestinians over this last year, 330 million just since this summer’s conflict began. But I will say to all of you, and I think everybody knows it: We come here with a sense of awesome responsibility and even resignation about the challenge that we face because we all know that so much more needs to be done, even though there have been encouraging steps.

I’m particularly grateful to UN Secretary-General Ban Ki-moon and Special Coordinator Robert Serry for helping to broker an important agreement between Israel and the Palestinian Authority for an end-use monitoring mechanism. And we appreciate Israel’s cooperation in continuing to provide humanitarian access to Gaza through its crossing, which is essential if all of this is going to work.

We welcome that Israel has recently announced new measures that should allow increased trade in agricultural goods between Gaza and the West Bank, and more permits for Palestinian business leaders to enter Israel. We hope to see many more positive steps announced and implemented in the coming weeks and months. And we need to get back to the difficult work not just of reconstruction and recovery in Gaza, but of actually building Gaza’s economy for the long term and developing its institutions under the Palestinian Authority.

The Palestinian Authority and President Abbas must be empowered in all that we do in order to define and determine Gaza’s future. There is, simply, no other way forward, and all of us here need to help the ability of the Palestinian Authority to be able to deliver. There are many steps that we can take. We can and should see Palestinian Authority customs officials at Gaza’s borders. We can and should help the PA to expand its control in Gaza, streamline Gaza’s workforce, and continue to play a key role in the end-use monitoring mechanism for Gaza. And this is absolutely essential, because as long as there is a possibility that Hamas could fire rockets on Israeli civilians at any time, the people of Gaza will remain at risk of future conflict. And even as we work to reconstruct Gaza, we cannot lose sight of the importance of the long-term economic investment for the Palestinian economy that can create a vibrant private sector.

Shortly after I became Secretary of State, working with the Quartet and international local business leaders, we launched the Initiative for the Palestinian Economy. The IPE is a comprehensive plan for Palestinian economic growth in the billions of dollars. And this effort is not about donor projects or corporate social responsibility; we’re talking about real investment. We had McKinsey & Company come in and make analysis of every sector of the Palestinian economy and make a determination about those areas where you could actually reduce unemployment from 21 percent to 8 percent in a period of three years. We’re talking about real investment that produces real jobs and opportunities for thousands of Palestinians, and that is what is going to make the difference over the long term.

Now, we were making real progress, laying down specific projects, creating new opportunities for goods and peoples to move in and out, when tragically conflict once again replaced dialogue. But what I really want to underscore to everyone is what all of us know, but not everyone perhaps wants to confront. This is the third time in less than six years that together with the people of Gaza, we have been forced to confront a reconstruction effort. This is the third time in less than six years that we’ve seen war break out and Gaza left in rubble. This is the third time in less than six years that we’ve had to rely on a ceasefire, a temporary measure, to halt the violence.

Now, I don’t think there’s any person here who wants to come yet again to rebuild Gaza only to think that two years from now or less we’re going to be back at the same table talking about rebuilding Gaza again because the fundamental issues have not been dealt with. A ceasefire is not peace, and we’ve got to find a way to get back to the table and help people make tough choices, real choices. Choices that everybody in this room and outside of it understands have been on the table for too long. Choices about more than just a ceasefire. Because even the most durable of ceasefires is not a substitute for peace. Even the most durable of ceasefires is not a substitute of security for Israel and a state and dignity for the Palestinians.

As everyone here knows, last year the United States joined Israel and the Palestinian Authority in renewed peace negotiations towards a final status settlement. The truth that has not been talked about very much, and there are still legitimate reasons for maintaining that respect for the process, but the truth is that real and significant process was made on substantive issues. Longtime gaps were narrowed and creative ideas were actively being deployed to solve remaining differences.

So I say clearly and with deep conviction here today: The United States remains fully, totally committed to returning to the negotiations not for the sake of it, but because the goal of this conference and the future of this region demand it. There is nothing sustainable about the status quo. In the end, the underlying causes of discontent and suspicion and anger that exist in Israel, the West Bank, and Gaza can only be eliminated by resolving the conflict itself. There is no way to fully satisfy the parties’ various demands, no way to bring the full measure of recovery to Gaza, without a long-term prospect for peace that builds confidence about the future. And everything else will be a Band-Aid fix, not a long-term resolution. Everything else will still regrettably fail to address the underlying discontent and suspicion in both Israel and Gaza and the West Bank. Everything else will be the prisoner of impatience that has brought us to this unacceptable and unsustainable status quo.

Make no mistake: What was compelling about a two-state solution a year ago is even more compelling today. Now, I know that in Israel as well as in Gaza and the West Bank, most people would quickly tell you today that as much as they want peace, they think it is a distant dream, something that’s just not possible now. The problem is, having said that, no one then offers an alternative that makes sense. I say it is unacceptable to want peace but then buy into an attitude that makes it inevitable that you cannot have peace. It is unacceptable to simply shrug one’s shoulders, say peace isn’t possible now, and then by doing nothing to make it possible, actually add to the greater likelihood of a downward spiral.

So I say to you clearly and with great conviction: The United States will continue to work with our partners to find a way forward. We are convinced that the needs to both parties on even the most critical issues can be met, and that with common sense, goodwill, and courage we can not only address the long-term needs of Gaza, but we can actually achieve a lasting peace between Israel, the Palestinians, and all their neighbors. We have been clear from day one about the difficulty of the challenge ahead, and we knew there would be tough times. But in the end, we all want the same things: security for the Israelis; freedom, dignity, and a state for the Palestinians; peace and prosperity for both peoples.

So this is a time for leadership. It’s a time for leaders to lead. And at a time when extremism, which offers no constructive vision for the future, is capitalizing on the vacuum, it is imperative for all of us to fill that vacuum with a prospect of peace. That’s what the people of our countries expect from us, and that’s what we must offer them – no less. So out of this conference must come not just money, but a renewed commitment from everybody to work for a peace that meets the aspirations of all – for Israelis, for Palestinians, and for all the peoples of this region. And I promise you the full commitment of President Obama, myself, and the United States of America to try to achieve that. Thank you. (Applause.)

Remarks by President Obama and Prime Minister Netanyahu of Israel Before Bilateral Meeting

PRESIDENT OBAMA:  Well, it’s good once again to welcome the Prime Minister of Israel, Bibi Netanyahu.  Obviously, he’s no stranger to the White House.  I think I’ve met with Bibi more than any world leader during my tenure as President.

We meet at a challenging time.  Israel is obviously in a very turbulent neighborhood, and this gives us an opportunity once again to reaffirm the unbreakable bond between the United States and Israel, and our ironclad commitment to making sure that Israel is secure.

Throughout the summer, obviously all of us were deeply concerned about the situation in Gaza.  I think the American people should be very proud of the contributions that we made to the Iron Dome program to protect the lives of Israelis at a time when rockets were pouring into Israel on a regular basis.  I think we also recognize that we have to find ways to change the status quo so that both Israeli citizens are safe in their own homes and schoolchildren in their schools from the possibility of rocket fire, but also that we don’t have the tragedy of Palestinian children being killed as well.

And so we’ll discuss extensively both the situation of rebuilding Gaza but also how can we find a more sustainable peace between Israelis and Palestinians.

Our agenda will be broader than that, obviously.  I’ll debrief Bibi on the work that we’re doing to degrade and ultimately destroy ISIL, and the broader agenda that I discussed at the United Nations, which is mobilizing a coalition not only for military action, but also to bring about a shift in Arab states and Muslim countries that isolate the cancer of violent extremism that is so pernicious and ultimately has killed more Muslims than anything else.

And we’ll also have an opportunity to discuss the progress that’s being made with respect to dealing with Iran’s nuclear program, which obviously has been a high priority for not only Israel, but also the United States and the world community.

So we have a lot to talk about, and I appreciate very much the Prime Minister coming.  It’s challenging I think for an Israeli Prime Minister to have to work so hard during Rosh Hashanah and Yom Kippur, but I know that the Prime Minister’s utmost priority is making sure that his country is safe during these difficult times.  And we’re glad that the United States can be a partner in that process.

PRIME MINISTER NETANYAHU:  Mr. President, first I want to thank you.  I want to thank you for the unflinching support you gave Israel during our difficult days and difficult summer we had -- expressed in so many ways, but also in an additional installment of support for Iron Dome, which has saved so many lives, saved many lives across the border.  And I thank you for that, and for the continuous bond of friendship that is so strong between Israel and the United States.

I also want to thank you for this opportunity to meet with you and to discuss the enormous challenges facing the United States and Israel in the Middle East.  There’s definitely a new Middle East.  I think it poses new dangers, but it also presents new opportunities.

As for the dangers, Israel fully supports your effort and your leadership to defeat ISIS.  We think everybody should support this.  And even more critical is our shared goal of preventing Iran from becoming a military nuclear power.

As you know, Mr. President, Iran seeks a deal that would lift the tough sanctions that you’ve worked so hard to put in place, and leave it as a threshold nuclear power.  I fervently hope that under your leadership that would not happen.

Equally, I think that there are opportunities.  And the opportunities, as you just expressed, is something that is changing in the Middle East, because out of the new situation, there emerges a commonality of interests between Israel and leading Arab states.  And I think that we should work very hard together to seize on those common interests and build a positive program to advance a more secure, more prosperous and a more peaceful Middle East.

I remain committed to a vision of peace of two states for two peoples based on mutual recognition and rock solid security arrangements on the ground.  And I believe we should make use of the new opportunities, think outside the box, see how we can recruit the Arab countries to advance this very hopeful agenda.  And I look forward to our discussions on these and many other matters.

FOREIGN MINISTER SHOUKRY: (Via interpreter) Today we had discussions, (inaudible) long discussions during which the U.S. Secretary met President Abdelfattah al-Sisi, and this was an opportunity for them to discuss bilateral relations in details and openly. And they addressed several issues regionally and on the global (inaudible), the situation in Iraq or Syria or Libya, in addition to developments related to the cease-fire in Gaza.

They also discussed the meeting that they held in – concerning terrorism and joint and common action in order to address the phenomena of terrorism in general, and also with respect to the spread of ISIS throughout Syria and Iraq. They also discussed the importance of the strategic relationship between the U.S. and Egypt, and they agreed on the importance of continuing this relationship and further enhancing in the service of the interests of both countries on the basis of mutual respect and also the status of the U.S. as a major global power and Egypt as a regional power. And they focused on the political scene and the ability of each party to positively impact the situation and reach a positive resolution to several issues in the region.

The discussions also addressed the Palestinian question, which is a central problem in the Middle East region, and there was agreement in opinion over the importance of resuming the Palestinian-Israeli negotiations leading up to the founding of a Palestinian state on Palestinian territory with Jerusalem – East Jerusalem as its capital. And there was agreement that resolving this problem will result in stability and the removal of several of the root causes of tension at the regional and global levels.

I would welcome Secretary Kerry, and I have had the opportunity to discuss several issues with him here in Egypt and also through the constant communication that we have together, and I would like to thank him for his cooperation, and I hope there would be certainly more opportunities in the future to continue our joint work in the interest of both countries. Thank you.

SECRETARY KERRY: Well, thank you very much, Foreign Minister Shoukry, my friend Sameh. I’m very appreciative for that. I’m very appreciative for the welcome here. And indeed, Foreign Minister Shoukry and I are constantly in touch with each other, and I think we have a very strong working relationship which is now defining itself even in more initiatives that we will be working on together. I’m very pleased to be back here in Cairo and I’m very grateful to Foreign Minister Shoukry and President al-Sisi for their invitation to come back here in order to talk about the coalition that we are building to deal with ISIL, but also to deal with a number of other very complicated and important issues in the region, ranging from Gaza-Palestine to the Iran nuclear negotiations, Libya, and other issues.

I had an opportunity to meet this morning also with Secretary General Nabil Eraraby of the Arab League, and I want to thank the Secretary General for his continued commitment to peace and to security within the Arab world. The relationship that the United States and Egypt share has long been a critical part of the United States relationship with the entire region. And today, I reiterated to President al-Sisi and to Foreign Minister Shoukry the United States commitment and desire to see Egypt succeed in the many transitions that it currently faces. We will support Egypt as it undertakes significant economic reforms, as it holds parliamentary elections at near term, and as it works to follow through on its pledge to protect human rights, which we believe is an essential ingredient of stability.

We also pledged to continue to work closely with Egypt to advance our common strategic interests, a number of which were the centerpiece of our discussions here today. I reiterated to President al-Sisi and to Foreign Minister Shoukry how appreciative we are of Egypt’s leadership in brokering the Gaza cease-fire. Together, our nations and other international partners will continue to discuss the path forward for the two parties to be able to reconvene in Cairo, to work through the critical underlying issues that have stood in the way of an enduring cease-fire, and frankly have prevented it for too long.

We also discussed the clear need to support the elected government next door in Libya. Both Egypt and the United States understand that while our nations must continue to push for a peaceful resolution, ultimately, the Libyan people and their elected representatives are the only ones who can decide that it is time to resolve their conflicts through constructive political dialogue. And we hope they will make that decision as swiftly as possible. What we both know is they had an election, the election had an outcome, and everyone should respect the outcome of that election.

Our conversations also focused extensively on our shared fight against terrorism and extremism. Egypt is on the front lines of extremist threats, particularly when it comes to the extremist groups in the Sinai. And that is why, in an effort to support the Egyptian Government’s work to counter those threats, last month we announced our intention to deliver 10 Apache helicopters to the Egyptian military. The fact is that in today’s globalized world, it’s only a matter of time before the threat of terrorism anywhere becomes a threat of terrorism everywhere.

That has certainly been proven true in the case of ISIL. It is an organization whose brutality and sheer evil knows no bounds. ISIL claims to be fighting on behalf of Islam, but it actually has nothing to do with Islam. It is increasingly clear that its message of hate is rejected by the overwhelming majority of Muslims all around the world. I have heard this loud and clear from leader after leader in Muslim states that I have visited, and it is clear in the pronouncements of religious leaders around the world in meetings that I have had throughout the region this week, including the conference in Jeddah where I met with the leaders from Egypt, Turkey, Jordan, Iraq, Lebanon and the GCC states. And we all met with the sole goal of discussing the global effort to take on ISIL and to continue to fight against terrorism.

As an intellectual and cultural capital of the Muslim world, Egypt has a critical role to play in publicly renouncing the ideology that ISIL disseminates. This was a very important feature of our discussions in Jeddah and again today here in Cairo. And it is something that the Egyptian religious establishments at Al Azhar and Dar al-Ifta – they both fully support and understand.

As President Obama explained earlier this week, we believe the only way to eliminate the ISIL threat is by building a global coalition that will support the Iraqi Government across a number of critical efforts, including by providing military support, but also – importantly, because this won’t be done by military alone – importantly, humanitarian aid, by addressing the illicit funding streams that come to ISIL, by stopping the flow of foreign fighters which all countries can become engaged in, and by repudiating the gross distortion of Islam that ISIL is spreading to whoever will listen.

So we’re very grateful that both Egypt and the Arab League have supported this coalition every step of the way. And in each of the meetings that I had today, we discussed how we could better accelerate the efforts in bringing more nations on board and in dividing up the responsibilities. We also discussed the urgent need to engage our international partners as well as Iraq’s diverse groups in supporting the new, inclusive Iraq Government. And this needs to be at the forefront of every aspect of the global coalition’s work.

Today, we discussed with President al-Sisi steps that Egypt can and will take with respect to Iraq. And I’m very pleased to say that today, Prime Minister Abadi, the new prime minister of Iraq, announced that they are taking some very specific steps to minimize the potential for any civilian casualties as they take on ISIL in populated areas.

On Monday, Foreign Minister Shoukry, Secretary General Elaraby, and I will meet again in Paris for the International Conference on Peace and Security in Iraq. And there, we will continue our work to move the coalition forward. Almost every country has an ability to play some kind of a role in this fight against ISIL, and to join this coalition one way or the other. And we are committed to working with nations in every corner of the globe to figure out in what way they can constructively contribute to the effort to push back against terrorism.

The bottom line is that terrorists like ISIL have no place in the modern world, but it’s up to the world to enforce that truth. Engaging the global community of nations in that effort is our goal in Paris, and it will be our goal at the United Nations General Assembly in several different events that will focus on Iraq and on ISIL and on foreign fighters. And it will be our goal, I am convinced, from our meetings today and over the last week – it will be our goal, in every meeting that we have on the international basis together, working to degrade and ultimately to defeat ISIL wherever it exists. Thank you.

QUESTION: (Via interpreter) (Inaudible.) My question is to John Kerry. U.S.-Egyptian relations have witnessed perhaps some (inaudible). But what is the future of these relations and what’s the strategic dimension in this relationship?

And my question to Minister Shoukry: There are meetings that are taking place (inaudible) countries and most of the UN. What is Egypt’s vision regarding what’s going on? And also what is its position towards the situation in Iraq and fighting terrorism? Thank you.

SECRETARY KERRY: Do you want me to go first now?

FOREIGN MINISTER SHOUKRY: Please.

SECRETARY KERRY: Well, thank you for the question. As I think you know, I served in the United States Senate for 29 years, and many times as a senator, I came here to Egypt, to Cairo. So for many years, I have had a sense of the importance of Egypt. Egypt is one quarter of the population of the Arab world. And as I said in my comments a moment ago, Egypt is a cultural, an intellectual center as well as a critical leader with respect to this part of the world, and obviously, with its history, carries great importance on a global basis.

Egypt has been going through an enormous transition itself in these last few years. Most importantly, the people of Egypt have had a chance to vote and define their future. And President al-Sisi is now trying to work hard to implement that future, and the United States wants this government to succeed, because its success is important to the region, important to all Egyptians, obviously, and important to the world. Egypt is an ally, an important partner in regional security. Egypt had the courage to make peace years ago with Israel, and that brought great pain and suffering to Egypt, but it was a courageous act. It was the right thing to do. And today, Egypt is helping to broker a cease-fire to make peace a leader for stability and for the region.

So we have great hopes that this economic transition, this cultural, this political transition taking place will grow in its dimensions. And President al-Sisi reaffirmed to me today the commitment of Egypt to hold the parliamentary elections, the importance of moving forward on any number of fronts to stabilize, to attract capital, to bring business in, to create jobs, and to focus on the real business of governing. The United States will work with Egypt in that process because of our longstanding friendship of importance.

And yes, sometimes friends have a disagreement over one thing or another, but friends also understand the roots of their relationship and the reason for continuing to work for those things that are of common interest. That’s exactly what the United States and Egypt will continue to do.

FOREIGN MINISTER SHOUKRY: (Via interpreter) (Inaudible) responsibility with respect to achieving stability in the Middle East and at a global level. This is an immediate interest to Egyptian national interest and reflects the desire of the Egyptian people to create a framework that would respond to its own needs and development and (inaudible), also to build a modern democratic state that would positively respond and react on its regional and international (inaudible).

The (inaudible) have put forward a vision for fighting terrorism and the rise of – and also to fight ISIL because Egypt believes that it’s very important for the world to continue their efforts strongly to fight this extremism and these terrorist actions that take Islam as a cover, when in reality, they seek to realize political gains and use military methods and barbaric methods. This cannot be in line with the (inaudible) of the modern times or the interest of the peoples of the region. We support all international effort to fight terrorism and we support these efforts and we will take all measures that are intended to eliminate this phenomena altogether, whether in Libya or any other part of the Arab world or in the African continent in particular.

With respect to the Libyan issue, on the 13th, we will hold a conference on Libya with the participation of our European partners who also look at the political structure that Egypt has proposed to find a resolution – political solution to the situation in Libya, and to also alert people to the threats associated with the use of military action. We are also considering the interests of the Libyan people and we hope that the conflicting parties would come together for a political solution. At the same time, we will also continue to support the legitimacy of the Libyan Government and parliament, because it’s the only true reflecting, of course, of the desire of the Libyan people who have elected, and that has been recognized also by the international community.

We hope that this support will assist the Libyan people and institutions in restoring their ability to control the future of Libya.

MODERATOR: And (inaudible), Jason from Reuters.

QUESTION: My first question is for Mr. Foreign Minister. Is there any evidence of Islamic states or ISIL linking up with Ansar either through teaching or other forms of cooperation, and is this a concern? And I just have a follow-up: From your perspective, should the coalition against ISIL be brought in doubt – or, sorry, be limited to Sunni Arabs? Should it include Iran?

And, sorry, one last follow-up question for Mr. Secretary: You keep raising human rights issues and Egypt’s leaders keep disregarding you, most notably when three Al Jazeera journalists were jailed a day after you called for their release. Isn’t it clear the Egyptians are disregarding your concerns because they understand you want their cooperation in counterterrorism?

FOREIGN MINISTER SHOUKRY: (Via interpreter) With respect to the first part of the question and the relations between terrorist organization, we definitely monitor these relationships between the various organizations, and in the end, this – ideologically speaking, this organization is linked and these organizations share that common vision, and we don’t believe there’s a different – perhaps just in the tactics used by these organizations and the way they depict themselves to the international community.

But we believe that this extremist, exclusionary ideology is common among all terrorist organizations, and the cooperation is something we monitor, and we realize that they cross borders and defeat the idea of the national state, and they want to eliminate these states so that this extremist ideology will prevail. We believe also that this action and the elimination of terrorism is a collective responsibility for members of the international community, and we will take honest and credible steps in order to achieve this goal to prevent any form of funding or communication any (inaudible) between these organizations, and also to fight the ideas of these extremist organization. There should be agreement between members of the international community to eliminate these phenomena wherever they may be.

SECRETARY KERRY: Look, let me be clear. The United States doesn’t ever trade its concern for human rights for any other objective. It is always a concern. It’s an honest concern. And we had a frank discussion today about the concerns that have been expressed. I believe that President al-Sisi and Foreign Minister Shoukry and others are well aware of concerns that have been expressed and are, in fact, working at a number of things, including reviewing the demonstration law and other things that have been expressed as part of those concerns.

Now, just as in the United States, we have a separation of powers, so they have a separation of powers here with an independent judiciary. And I am personally confident that over the course of the next weeks, months, days – on an appropriate schedule that is controlled by Egyptians, not by me or anybody else complaining – that issues will be addressed as they ought to be. And I am confident that this is a concern shared by this government, and let’s just see how things play out in the months and days ahead.

INTERCEPTOR MISSILE SYSTEM TESTED BY U.S.-ISRAEL

WASHINGTON, Sept. 9, 2014 – The joint testing of an improved interceptor missile system designed to counter future missile threats went as planned, Defense Department spokesman Army Col. Steven Warren told Pentagon reporters today.

“The Israel Missile Defense Organization of the Directorate of Defense Research and Development, and the U.S. Missile Defense Agency, conducted an intercept test of the Arrow-2 interceptor missile today,” he said.

“The Arrow-2 is an operational system currently providing the Arrow Weapon System with an interceptor engagement capability,” Warren said.

Israel, the first allied nation to declare its intent to field a missile defense system as a national priority, has collaborated in the past with the MDA on similar testing of capabilities.

This test was conducted at an Israeli test range over the Mediterranean Sea, the colonel said, explaining the testing process.

“An Arrow-2 missile was launched and performed its flight sequence as planned,” Warren said. “The results are being analyzed by program engineers.”
“The test results have no effect on the Israeli operational system capability to cope with the existing threats in the region,” he said.

This test, Warren noted, was an improved version of the joint U.S.-Israel Arrow Weapon System, intended to counter future threats.

ISS VIEW OF EASTERN MEDITERRANEAN AT NIGHT

This night photograph taken by astronauts aboard the International Space Station (ISS) shows the location and size of cities at the east end of the Mediterranean Sea. The largest, brightest cluster is the Israeli city of Tel Aviv, a port set against the blackness of the Mediterranean Sea. Jerusalem, Israel’s capital city, and Amman, Jordan’s capital, are the next largest (with Amman’s lights having a whiter tone), followed by Beersheba.

Bright but narrow lines that snake between the cities are highways. The darker areas with smaller patches of lights are mostly agricultural and pastoral areas of Israel, Sinai, the West Bank, and Jordan. A wide, almost black zone between Jerusalem and Amman trends north-south across the right half of the image; it is the long valley that includes the Jordan River and the Dead Sea.

MODERATOR: Good evening, ladies and gentlemen. I welcome you to this media interaction. As is usual, we will first have opening statements by the two dignitaries, following which they have agreed to respond to a couple of questions each. We now begin the program. May I request that External Affairs Minister of India Shrimati Sushma Swaraj to make her opening remarks.

EXTERNAL AFFAIRS MINISTER SWARAJ: Thanks. We have just completed an excellent discussion on the main areas of our partnership: security; energy; trade and investment; science and technology; regional and border issues. The extent to which our cooperation is an impact on the wellbeing of our people, our economies, and our respective regional and global interests, makes us a truly defining partnership. And the extent to which revitalized India-U.S. ties contribute to peace, security, and prosperity of our neighborhood, the Asian region and beyond, makes our relationship truly strategic.

We recognized that today, both sides stand at an important turning point. Today, we can once again realize the latent potential of our partnership, which is based on common fundamental values and converging long-term strategic interests.

Secretary Kerry and Secretary Pritzker were generous in their assessment of what our new government will be able to do to realize the expectations of our people. They recognize that there’s much hard work ahead to realize the people’s mandate in an election of hope. My colleagues and I underlined that, for our part, we see great potential for the United States as a global partner. We underlined our interest in seeing a much more robust American presence in the Indian economy – as investors, as trade partners, in skill development, in defense, and in science and technology.

We also recognized that the regional and global aspect of our strategic partnership has great value for both sides, especially in the current situation of global and regional flux. We are delighted that there is a growing global dimension in our partnership. We agreed that the visit of Defense Secretary Hagel next Friday is an important opportunity to energize our defense partnership and begin the process of giving it a new strategic content.

We also recognized that the majority of our strategic relationship has given both sides the capacity to treat issues where we diverge as an opportunity for further conversation and dialogue. Towards this end, we discussed scheduling our long-pending commercial dialogue, our ministerial trade policy forum, and other bilateral dialogue mechanisms to address outstanding trade and economic issues that arise as a natural result of different perceptions.

Today, at the conclusion of this Fifth Strategic Dialogue, we can take satisfaction in the fact that within the few years since we raised our relationship to a strategic plane, our bilateral dialogue, as in all of the (inaudible), a new energy that our meeting today has imparted to partner departments and ministries should lead to determined efforts to ensure that the summit meeting in September between Prime Minister Narendra Modi and President Obama raises our partnership to a new level.

I want to thank our distinguished guests for their presence here in India. We appreciate the commitment to this partnership and the substantive contributions made on both sides today. While I’m pleased at the current effort to build on the momentum of our elections, we can be truly satisfied if we sustain this effort to ensure the best possible outcomes from the summit this September and through the rest of the year.

I now request Secretary Kerry to address you, after which we’ll take a few questions. Thank you.

SECRETARY KERRY: Well, thank you very much, Minister Swaraj. I want to thank you, first of all, for your leadership and I particularly want to thank you for the important perspective you brought to the discussions here today, as well as your very, very generous welcome. Thank you very much.

And in fact, the minister was extremely generous in permitting me to make a number of must-do phone calls during our session, and I’m very grateful to her for her indulgence.

I also want to acknowledge and thank the many members of the United States delegation joining me here today. Secretary Penny Pritzker is as good a Commerce Secretary as you could ever find, and I’m blessed to have her not only as a friend but as a colleague in this endeavor. And I saw firsthand today how important her leadership is in all that we are trying to undertake – science and technology, trade, all of our commercial activity and our economic issues.

Before I begin to discuss what we’ve accomplished in the past few days – and it has been a few days, because a number of members of our delegation arrived here several days ago and began meetings in Mumbai and here in Delhi. So there have been a lot of conversations taking place leading up to today. But I particularly wanted to share on behalf of President Obama and the United States our condolences with the families and the loved ones of the dozens of men and women who lost their lives in the Pune mudslide. There are many who remain missing. I know the Indian Government is investing enormous resources and effort in order to engage in the recovery effort, and the United States certainly is prepared to do anything that we might be able to if indeed help is needed.

I have been coming to India for many years. I’ve come here many times. In fact, I remember traveling here at the end of the Cold War, and it was a moment when nerves were still raw and suspicions still lingered. But as a Senator, I began to see how the relationship could quickly change, and in fact did. When I began to travel to Delhi, Mumbai and Bangalore, with the executives from companies and high-tech industries or in aerospace, it was very clear to me the breadth of the potential of the relationship between India and the United States, the potential of a real partnership. And I feel today, particularly after these two days of in-depth discussions, that the moment has never been more ripe to deliver on the incredible possibilities of the relationship between our nations.

Now that India’s new government has won an historic mandate to deliver change and reform, together we have a singular opportunity: to help India to meet its challenge; to boost two-way trade; to support South Asia’s connectivity; to develop cleaner energy; to deepen our security partnership in the Asia Pacific and beyond.

The United States and India can and should be indispensable partners in the 21st century. Of course, delivering on the potential of this moment is the key. The words are easy; it’s the actions we need to take that will really define the relationship in the days ahead. And I think it’s safe to say that I said to the foreign minister that we all have a lot of homework to do coming out of this meeting, many bilateral initiatives that will continue, but clearly, an importance to put specifics on the table for the trip of Prime Minister Modi to Washington in September to meet with President Obama.

I think we share a clear understanding of where we can begin. The new – in the new government’s plan for (in Hindi) – “together with all, development for all,” is a concept and a vision that is not unlike that expressed by President Obama and is one that we support wholeheartedly. Our private sector is very eager to be a catalyst for India’s development, and our government will enthusiastically support those kinds of development efforts. The opportunities are really clear, and they’re quite dramatic. American companies lead in key sectors that India wants to grow in: high-end manufacturing in infrastructure, in healthcare, and in information technology.

Still, we know we have a lot of work yet to do in breaking down barriers to trade and in encouraging the talent that we both have to be able to go to work. By limiting those obstacles, which we talked about over the course of these two days, whether they’re tariffs or price controls or preferential treatment for certain products in large, influential markets, we can build a more competitive market as well as build the bridges of opportunity that our young people in both of our countries want so much. When 10 million Indians enter the workforce each year, the Indian Government clearly understands this imperative.

Another topic that we spent a great deal of time discussing today was climate change. In past months, we have begun to find more common ground on this important global issue. There is no place where the challenges posed by climate change and the economic opportunities of renewable energy converge like they do in India today. We want to help India to be able to meet this challenge, to make the connections, and to be able to help supply clean electricity to the 400 million Indians who today live without power. I know this is a priority for the prime minister, and it’s a priority that we’re prepared to try to share.

This morning, I had the privilege of visiting IIT, the Indian Institute of Technology. And I met with some of the young doctorate candidates – doctoral candidates and master’s candidates who are doing fascinating research and development. This is one of India’s and the world’s premier institutions where students and researchers are – and their professors obviously are experimenting and working with the use of biomass and algae as sources of green energy, also new means of water treatment and cleaning water. It was really encouraging to see what is happening there, and I hope that we’ll be able to see Indian and American institutions coming together in a more formalized and productive way in order to be able to encourage that kind of joint research and innovation.

We also want to be clear: Climate change and energy shortages are not something that might happen way off in the future; it’s here with us now. Extreme weather, blackouts, scarce resources, all of these things endanger human health, prosperity, and they ultimately endanger security for all of us. Prime Minister Modi has stated clearly that he understands the urgency of this issue. He’s called for a saffron revolution, because the saffron color represents energy. He said that this revolution should focus on renewable energy sources such as solar energy in order to meet India’s growing energy demand. He is absolutely right. The United States could not agree with him more, and together, we believe that we can at last begin a new and constructive chapter in the United States-India climate change relationship.

Lastly, in this century, one that will continue to be defined by competing models of governance, India and the United States have a common responsibility. It is to prove that democracies can deliver the full expectations of their citizens. Our two nations believe that when every citizen, no matter their background, no matter their beliefs, can make their full contribution, that is when a nation is strongest and most secure, and that certainly applies to India and the United States. We are two confident nations. We are connected by core values. And we are optimistic nations should never lose sight of how much we can and must achieve. From women’s rights to minority rights, there is room to go further for both of us. We must also speak with a common voice that violence against women in any shape or form is a violence against our deepest values.

The United States and India are two nations that begin our founding documents with the exact same three words: We The People, We The People. By working together so that all people in our nations can pursue their aspirations, we believe we can come closer to achieving our founding dreams.

For both India and the United States, investing in each other’s success is frankly one of our smartest long-term strategic bets. We have the capacity, we have the resources, we have the open and resilient societies that can help us compete and win in an interconnected world, and we have remarkable and talented citizens in both of our countries waiting to do so. In the weeks to come, we will take a series of concrete steps to pave the way for Prime Minister Modi’s visit to Washington in September, and hopefully – hopefully – to pave the way for a new chapter in the ties between our two great democracies.

And I am also prepared to answer a few questions.

MODERATOR: The first question will be from Mr. Ashish Singh, ABP News.

QUESTION: Greetings, Secretary Kerry and greetings (inaudible). My question is for both ministers. (In Hindi.)

And Secretary, I would also request you respond to the same question about the concerns raised in India or the (inaudible) – on the Indian political parties, specifically parties (in Hindi). Thank you.

EXTERNAL AFFAIRS MINISTER SWARAJ: (Via interpreter) Yes, I raised this issue with Secretary John Kerry when the matter was published in Indian newspapers. I have also conveyed to him that this act on the part of U.S. authorities is completely unacceptable to us, since our two countries are friendly nations and we happen to share dialogue with each other.

SECRETARY KERRY: Well, we have a policy in the United States that with respect to intelligence matters, we do not discuss intelligence matters in public. But let me just say, very clearly, we value our relationship with India, our bilateral relationship in all the ways that I’ve just described. And we also value the sharing of information between each other regarding counterterrorism and other threats to both of our countries. We’ve had conversations, as the minister has stated, with government officials about these reports, and usually we try to have our intelligence communities work to resolve any questions or any differences that may exist.

But let me say this: President Obama has undertaken a unique and unprecedented review that he ordered of all of our intelligence and intelligence gathering and activities, and unlike any prior president, he has put out a memorandum clearly articulating in a speech – excuse me – he gave a speech in which he clearly articulated America’s approach going forward and the standards that we will apply. We will continue to work actively with India wherever we see a threat to our shared interests, and we fully respect and understand the feelings expressed by the minister.

MS. PSAKI: The next question will be from Shaun Tandon of AFP.

QUESTION: Thank you. I wanted to ask for further elaboration. You mentioned a growing role of India and the United States in the Asia- Pacific region. Can you be more specific about what you meant by that? Could you, for example, see Indian activity more in the South China Sea disputes?

And if I could touch on another global issue, Secretary Kerry, Gaza. The United States has authorized further ammunition for the Israeli forces. You’ve also called for an immediate ceasefire. I was wondering if you thought that this was consistent and whether you thought that a ceasefire is still possible at this point, particularly with all the personal attacks that have been leveled against you.

And if I could ask the external affairs minister on this same issue: When the BJP was last in power, India moved a little bit more closely – a little bit closer to Israel. I was wondering if you see that same momentum now between India and Israel, or whether the Gaza conflict affects that. Thanks.

EXTERNAL AFFAIRS MINISTER SWARAJ: Your first question – strategic partnership has definite definition. If you have partnership in the area of trade, defense, and space, then that partnership is called strategic partnership. So is there no ambiguity about that.

As regards Gaza, India’s policy is very specific: We fully support the cause of Palestinians, but we have good relations with Israel.

SECRETARY KERRY: I just reaffirm what the minister just said. We have a very strong strategic partnership. It is evidenced by the fact that the United States supports India’s hopes to be able to be a permanent member of the UN Security Council. That’s something we support, and we wouldn’t support that if we didn’t believe in the breadth of India’s capacity and reach, and in its values. And I talked about those values. We cooperate significantly on many different issues in the region: counterterrorism, Afghanistan, nonproliferation. India has been a significant, responsible steward of nuclear power, and those are things which we respect and, obviously, work with very closely.

So there are a great deal of interests that tie us together, and we all acknowledge that there have been ups and downs in the relationship for some period of years. But much more ups and much more involvement over the past 10 to 15 years. And that’s why I said we see this as such a ripe moment.

Prime Minister Modi has clearly made it a prime objective to deal with the question of jobs, the question of reform, providing efficiency to decisions and other kinds of things. He wants the market to be more accessible. They’re considering different things that they need to share with you, but we’re impressed by the breadth of their thoughts about the economic changes that are possible, and we certainly want to see those implemented. And we’ll wait to see. The proof is always in the pudding, obviously.

With respect to Gaza, we’ve never stopped working towards the notion that a ceasefire at some point is essential. And even today, I’ve been on the telephone on the plane flying over here. We’ve been continuing discussions. And yes, the United States remains hopeful that it is achievable. And sooner is better because of the needs to get to the table and begin the negotiation that could ultimately, hopefully, resolve issues. There’s no promise in that, I want to make that clear. No promise in that. But I think everybody would feel better if there was a bona fide effort to try to see that happen.

MS. PSAKI: The next question is from Lara Jakes of AP.

QUESTION: Thank you very much. Mr. Secretary, a moment ago you spoke about barriers to trade. I’m wondering if you can update us on whether there was an agreement with India for keeping food subsidies as part of the WTO trade deal.

I also wanted to ask you whether the U.S. has asked India to follow the spirit of the sanctions against Russia, given India’s years of purchasing Russian arms.

And Madam Minister, has there been any shift in that long-time Indian policy, especially now with the shoot-down of Malaysian Airlines flight 17? Thank you.

EXTERNAL AFFAIRS MINISTER SWARAJ: You asked three questions in a row. To your first question, consultations are underway in Geneva. Let us wait for the final outcome.

To your second question, there is no change in our policy because we think that the foreign policy is in continuity. Foreign policy does not change with a change in government.

SECRETARY KERRY: Well, we obviously – I think there’s a meeting – I’m not sure when. Have they already met in Geneva?

EXTERNAL AFFAIRS MINISTER SWARAJ: They’ve met. They’ve already --

SECRETARY KERRY: They already did.

EXTERNAL AFFAIRS MINISTER SWARAJ: They’re meeting.

SECRETARY KERRY: They already did. They already met. They’re meeting now. I thought so. Right around now.

EXTERNAL AFFAIRS MINISTER SWARAJ: That’s what (inaudible).

SECRETARY KERRY: Our feeling is obviously that the agreement that was reached in Bali is an agreement that importantly can provide for food security for India. We do not dismiss the concerns India has about large numbers of poor people who require some sort of food assurance and subsistence level, but we believe there’s a way to provide for that that keeps faith with the WTO Bali agreement. And so we are obviously encouraging our friends in India to try to find a path here where there is a compromise that meets both needs. And we think that’s achievable and we hope it’s achievable.

With respect to the issue of the sanctions, the focus of our meetings here today is bilateral fundamentally, and the ways the U.S. and India can grow the relationship with respect to trade, clean energy cooperation, counterterrorism, science, technology and so forth. Now, we would obviously welcome India joining in with us with respect to that, but it’s up to them. It’s India’s choice. India has its relationships. We’d support and welcome them in dealing with the challenge that Russia is presenting, but it’s really up to India. It’s not something that entered into the bilateral relationship in the context of today’s discussion.

MODERATOR: Last question. Rajeev Sharma from the Firstpost.

QUESTION: Thank you. My question is to both Minister Swaraj and Mr. Kerry. (Inaudible), what is India’s view on Senate bill 744, whether this issue was discussed with Mr. Kerry by you? And what is his assurance, if any?

And question to Mr. Kerry is: Don’t you think that this 744 is a rather protectionist measure? And even American companies are seeing it as a protectionist measure. Is there a mood to amend it or dilute it? Thank you.

EXTERNAL AFFAIRS MINISTER SWARAJ: Let me first answer. Yes, I raised the issue with Secretary Kerry about the bill number 744. And our minister of commerce, Shrimati Nirmala Sitharaman, also raised this issue in the plenary session. I told Secretary Kerry that we are not against the bill per se. Immigration is your internal matter. But we are certainly concerned with the provisions which will affect the Indian IT industry if the bill is passed in the present form. And I also told Secretary Kerry that it will give a very negative signal, and that too at a time when India is opening up its economy for the foreign players. Thank you.

SECRETARY KERRY: So I’m going to confess something to you that I probably shouldn’t confess to you, but when I was in the United States Senate for 29 years, I never identified a bill by its number. (Laughter.) It was the immigration bill or it was the something bill. So thank God the minister knew that that was the number to that. (Laughter.)

EXTERNAL AFFAIRS MINISTER SWARAJ: Yes, that was the number.

SECRETARY KERRY: We did talk about the immigration bill, and it’s a critical priority for President Obama. And we are very aware of the need to make sure that there are more people able to travel, more people able to become part of the commerce that we just talked about – all of these areas, including education and so forth.

But the way it left the Senate leaves that in need of some amending. The House has not taken it up yet, and it really appears as if they won’t, certainly, before the election, which is in three months. The Administration – President Obama – would support some changes that will deal with some of the issues that you’ve just raised and other issues, but at the moment, it does not appear as if this bill – not “appear” – it will not move in the next several months. One has to hope that after the election is over, there may be the possibility of rebuilding support for it.

It’s a critical bill for us in many, many ways, way beyond those that you just articulated. And President Obama would really like to see it done as a matter of fairness, as a matter of morality, as a matter of commercial and business interests, as a matter of family interests. There are many compelling reasons for why this needs to pass, and I’m confident that at some point in time, we will get appropriate immigration reform.
