Work performed provides for new construction, renovation, alteration, demolition and repair work by design-build or by design-bid-build of facilities. Projects include, but are not limited to, commercial and institutional facilities, administrative and industrial facilities, housing facilities, child care centers, lodges, recreational/fitness centers, retail complexes, warehouses, offices, community centers, medical facilities, operational airfield facilities, hangars, armories, fire stations, auditoriums, religious facilities, and manufacturing facilities. No task orders are being issued at this time. All work will be performed primarily within the NAVFAC Northwest AOR which includes Washington (92 percent); Oregon (2 percent); Alaska (2 percent); Idaho (1 percent); Montana (1 percent); and Wyoming (1 percent). Work may also be performed in other locations in the United States (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of August 2020. Fiscal 2014 working capital funds (Navy) contract funds in the amount of $150,000 are being obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with 28 proposals received. These six contractors may compete for task orders under the terms and conditions of the awarded contract. Absher-Bethel JV, Puyallup, Washington, was awarded a $33,061,944 firm-fixed-price contract for the design and construction of a 168-person dormitory. Work will be performed at Eielson Air Force Base, Alaska, with an estimated completion date of Aug. 15, 2016. Bids were solicited via the Internet with five received. Fiscal 2012 military construction funds in the amount of $33,061,944 are being obligated at the time of the award. Abbott Laboratories Inc., Abbott Park, Illinois, was awarded a $19,540,180 firm-fixed-price contract for assessing and verifying traumatic brain injury (TBI) biomarkers to be used in the detection of mild TBI and to develop the assays for brain injury on a commercial device (Abbott i-Stat®), already in use in the military health system. L.P.C. & D. Inc., Las Piedras, Puerto Rico, was awarded an $18,600,000 firm-fixed-price contract for the construction of a U-framed concrete stilling basin, transition channel and chute. Work also includes the removal of existing steel piling grade control structure, clearing and grubbing, demolition, offsite disposal, seeding, turbidity, environmental, and endangered species monitoring. The order quantity will vary based on requirements stated at the task/delivery orders levels.

NAVY

General Electric Co., Lynn, Massachusetts, is being awarded a $311,491,670 modification to a previously awarded firm-fixed-price contract (N00019-11-C-0045) for the procurement of 75 Lot 14 F/A-18E/F F414-GE-400 engines and associated devices for U.S. Navy (48 install) and for the government of Australia (24 install and three spare engines). In addition, this modification provides for the procurement of after burner modules, fan modules, high pressure combustor modules, combustor modules, and high and low pressure turbine modules for the U.S. Navy and the government of Australia. Work will be performed in Lynn, Massachusetts (59 percent); Hooksett, New Hampshire (18 percent); Rutland, Vermont (12 percent); and Madisonville, Kentucky (11 percent), and is expected to be completed in September 2016. All work on these contracts will be performed within the NAVFAC Southwest AOR including, but not limited to, California (80 percent); Arizona (16 percent); Nevada (1 percent); Utah (1 percent); Colorado (1 percent); and New Mexico (1 percent). The terms of the contracts are not to exceed 60 months, with an expected completion date of August 2019. Fiscal 2014 operation and maintenance (Navy) contract funds in the amount of $25,000 are obligated on this award and will expire at the end of the current fiscal year. Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $49,646,289 cost-plus-fixed-fee contract for fiscal 2014 advance planning to prepare and make ready for the defueling work on USS George Washington (CVN 73). This effort will provide for advanced planning, ship checks, design, documentation, engineering, procurement, fabrication and preliminary shipyard or support facility work to prepare for the defueling work. MicroPact, Inc.,* Herndon, Virginia, is being awarded a $12,989,520 indefinite-delivery/indefinite-quantity contract for the Naval Justice Information System (NJIS). The NJIS will provide enterprise support for the United States Navy and Marine Corps criminal justice community’s case management and reporting requirements. The NJIS program will enable end-to-end case management and incident reporting capabilities for the law enforcement, investigations, command actions, corrections and judicial actions communities, with implementation and configuration of the program in a two-phase approach. This program includes the replacement and retirement of the Consolidated Law Enforcement Operations Center, Corrections Management Information and Case Management systems, as well as the migration of all legacy data from those systems into the NJIS database. Airborne Tactical Advantage Co., Newport News, Virginia, is being awarded a $12,798,915 firm-fixed-price, cost reimbursement, indefinite-delivery/indefinite-quantity contract for services in support of the Contracted Air Services program, which provides contractor-owned and operated Type III high subsonic and Type IV supersonic aircraft to U.S. Navy fleet customers for a wide variety of airborne threat simulation capabilities. This provides for training shipboard and aircraft squadron weapon systems operators and aircrew. Work will be performed in Newport News, Virginia (45 percent); Point Mugu, California (35 percent); and various locations outside the continental United States (20 percent), and is expected to be completed in November 2014.
