Lockheed Martin Corp., Marietta, Georgia, has been awarded a $116,717,704 firm-fixed-price modification (P00001) to FA8625-14-C-6450 for advance procurement funding for long lead parts for production aircraft associated with 14 fiscal 2015 C-130J aircraft. Work will be performed at Marietta, Georgia, and is expected to be completed by June 30, 2015. Fiscal 2014 advance procurement funds in the amount of $116,717,704 are being obligated at time of award. Kiewit-Pittman JV, Metairie, Louisiana, was awarded a $65,794,195 firm-fixed-price contract for dredging a new bypass channel; constructing a new flood gate and supporting structures with associated mechanical and electrical systems; and the demolition of existing systems for the Bank Back Levee, Empire Floodgate, in Plaquemines Parish, Louisiana. Work will be performed in Empire, Louisiana, with an estimated completion date of July 27, 2017. Bids were solicited via the Internet with six received. Geomorph Information Systems, LLC,* San Diego, California (N62473-14-D-1422); Gulf South Research Corporation,* Baton Rouge, Louisiana (N62473-14-D-1423); Hercules Joint Venture,* National City, California (N62473-14-D-1424); and Vernadero Group Inc.,* Phoenix, Arizona (N62473-14-D-1425), are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contract for natural resources related services at various Navy and Marine Corps installations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR) and in the states of Oregon and Washington. The maximum dollar value, including the base period and four option years for all four contracts combined, is $50,000,000. Natural resources related services include research, botanical, ornithological, mammal, amphibian, reptile and vertebrate surveys, wetland delineations, biological monitoring, natural resources plans, native plant community planning and restoration, wild land erosion control plans, fire management plans, analysis of the effects of military training or similar extensive land uses on natural resources at species, community, and landscape scale, geographic information system, research on natural resource related topics, and preparation of interpretive materials on natural resources. No task orders are being issued at this time. All work on this contract will be performed within the NAVFAC Southwest AOR which includes California (94 percent); Arizona (1 percent); Colorado (1 percent); Nevada (1 percent); New Mexico (1 percent); Oregon (1 percent); and Washington (1 percent). The term of the contract is not to exceed 60 months with an expected completion date of August 2019. Fiscal 2014 operation and maintenance (Navy) contract funds in the amount of $20,000 are being obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website with 11 proposals received. These four contractors may compete for task orders under the terms and conditions of the awarded contract. Raytheon Missile Systems, Tucson, Arizona, is being awarded a $21,235,744 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-11-D-0004) to provide AIM-9X Sidewinder mission support and sustainment activities for the U.S. Air Force, U.S. Navy, and the governments of Singapore, Australia, Denmark, Finland, Turkey, South Korea, Switzerland, Saudi Arabia, and Poland. Work will be performed in Tucson, Arizona, and is expected to be completed in August 2015. Funds are not being obligated at time of award; funds will be obligated on individual delivery orders as they are issued. PAE Applied Technologies, LLC, Fort Worth, Texas, is being awarded an $8,728,547 cost-plus-fixed-fee contract to procure support services for air vehicle modification and instrumentation efforts, to include design, engineering, acquisition, integration, installation, operational support and in-service engineering. Work will be performed in Patuxent River, Maryland, and is expected to be completed in March 2015. Fiscal 2014 Navy working capital funds in the amount of $1,560,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year. Vigor Industrial, LLC, of Portland, Oregon, is being awarded a $16,984,940 firm-fixed-price contract for a 120-calendar day regular overhaul and dry docking of USS Emory S. Land (AS 39). Work will include No. 1 and No. 2 boiler inspection, propulsion shaft removal and inspection, underwater hull preservation, ship’s service turbo generator five-year American Bureau of Shipping inspection, structural plenums refurbishment, domestic reefer upgrade, five-year ABS tank inspection, and installation of permanent ballast and stability test. USS Emory S. Land’s primary mission is to provide repair services to submarines. This contract includes options which, if exercised, would bring the cumulative value of this contract to $23,234,057. Work will be performed in Portland, Oregon, and is expected to be completed by February 2015. No contract funds will be obligated at time of award. Nomad Global Communication Solutions Inc.*, Columbia Falls, Montana, is being awarded a $14,112,833 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of two First Article Test units and up to 73 production unit Custom Made Shelters in support of the National Guard Bureau Consequence Management Communications Unified Command Suite program. This effort includes the fabrication, qualification, testing and verification, and integration and mounting of the shelters onto government furnished chassis. Northrop Grumman Corp., Aerospace Systems, El Segundo, California, has been awarded a $17,059,000 modification (P00270) to a cost-plus-fixed-fee contract (F19628-00-C-0100) for radar software deficiency corrections. The contract modification is for Multi-Platform Radar Technology Insertion Program radar system development and demonstration alignment with the Global Hawk Block 40 program schedule. The total cumulative face value of the contract is $1,529,683,365. Work will be performed at El Segundo, California, and is expected to be completed on Sept. 30, 2015. Work will be performed at Westford, Massachusetts, and is expected to be completed by July 2015. Exelis, Inc., Radar, Reconnaissance and Acoustic Systems, Van Nuys, California, has been awarded a $9,647,241 firm-fixed- price contract for a Ground Control Approach System (GCA).   This effort is a new program in support of a FMS case for the Saudi Arabian National Guard.  This action will provide a GCA for installation at a Khasham Al An Airbase.  The GCA system will be utilized for aircraft approach and landing guidance including airspace control services in support of air traffic control operations and Saudi Arabian National Guard aviation mission requirements.  Work will be performed in Saudi Arabia, and is expected to be completed by June 10, 2024.  This award is the result of a sole-source acquisition.   This contract involves 100 percent foreign military sales.  Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity  (FA8730-14-C-0008).

Northrop Grumman Systems Corp. Aerospace Systems, Redondo Beach, California, has been awarded an indefinite-delivery/indefinite-quantity contract with a maximum ordering dollar amount of $7,000,000 for L-Band Radio Frequency Power Amplifier for the Global Positioning System Spacecraft Navigation Payload.  The objective of this program is to demonstrate the direct digital synthesis of GPS signals concept by design, fabrication, assembly, test, and demonstration of a Digital Beam Forming Element, Engineering Design Unit, and the key enabling technology of the Digital Phased Array GPS payload architecture. Work will be performed at Redondo Beach, California. AIR FORCE

Computer Sites Inc., Denver Colo., has been awarded a $47,057,000 indefinite-delivery/indefinite-quantity contract for emergency maintenance/preventive maintenance of Department of Defense power conditioning equipment and uninterruptable power supply systems. Performance locations (both continental United States and overseas) will be specified on individual delivery orders, and work is expected to be complete by April 13, 2020. This award is the result of a competitive acquisition, and three offers were received. Fiscal 2014 operations and maintenance funds in the amount of $87,922 are being obligated at time of award on the initial delivery order. Air Force Life Cycle Management Center/PZZKA, Hill Air Force Base, Utah, is the contracting activity (FA8217-14-D-0001).

NAVY

American Overseas Marine LLC, Quincy, Mass., is being awarded a $32,668,153 modification under a previously awarded firm-fixed price contract (N00033-10-C-5300) to exercise a one-year option period for the operation and maintenance of seven large, medium-speed, roll-on/roll-off ships. These seven ships support the deployed military forces worldwide. Work will be performed worldwide at sea and is expected to be completed by April 2015. Working capital contract funds in the amount of $14,616,880 are being obligated at the time of award. Contract funds will not expire at the end of the current fiscal year. Alion Science and Technology Corp., Washington, D.C., is being awarded a $25,002,968 modification to previously awarded contract (N00024-12-C-4401) for additional professional support services in support of the Surface Warfare Directorate. This modification will continue professional support services in support of SEA21 Surface Warfare Fleet Support. Specific services include, but are not limited to: program management, engineering, logistics, technical, planning and readiness, fleet introduction training and financial management support services. Work will be performed in Washington, D.C. (56 percent), Norfolk, Va. (23 percent), San Diego, Calif. (6 percent), Pascagoula, Miss. (6 percent), Bath, Maine (3 percent), Mayport, Fla. (2 percent), Japan (2 percent), and other locations less than 1 percent (2 percent), and is expected to be completed by September 2014. Fiscal 2014 operations and maintenance, Navy contract funds in the amount of $24,762,968 will be obligated at time of award and will expire at the end of the current fiscal year. The Haskell Co., Jacksonville, Fla., is being awarded a $6,883,727 firm-fixed-price modification to increase the maximum dollar value of a previously awarded firm-fixed-price contract (N40085-11-C-4019) for the mitigation of unsuitable soils under the taxiway apron for apron expansion, Phase II, parallel taxiway, hangar, and Marine vertical 22 maintenance hangar at Marine Corps Air Station New River. The work to be performed provides for design and construction to mitigate unsuitable soils by providing cement stabilization and installation of an underdrain system under the apron. After award of this modification, the total cumulative contract value will be $151,304,423. Work will be performed in Jacksonville, N.C., and is expected to be completed by March 2015. Fiscal 2010 military construction, Navy contract funds in the amount of $6,883,727 are obligated on this award and will not expire at the end of the current fiscal year. BAE Systems Information & Electronic Systems Integration Inc., Greenlawn, N.Y., is being awarded a $6,715,693 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of 16 AN/UPX-41 (C) Digital Interrogators for the U.S. Navy (14) and the government of Japan (2) and 45 Mode 5 Identification Friend or Foe field change kits for the U.S. Navy (33) and the government of Japan (12). Work will be performed in Greenlawn, N.Y., and is expected to be completed in December 2015. No funds are being obligated at time of award. Funds will be obligated against individual delivery orders as they are issued. This contract was not competitively procured pursuant to FAR 6.302-1. This contract combines purchases for the U.S. Navy ($5,399,417; 80.4 percent) and the government of Japan ($1,316,276; 19.6 percent) under the Foreign Military Sales Program. DEFENSE LOGISTICS AGENCY

Brothers Produce Inc.,* Houston, Texas, has been awarded a maximum $6,666,666 fixed-price with economic-price-adjustment, indefinite-quantity contract for full line fresh fruit and vegetable support. This is a competitive acquisition, and three offers were received. This is an 18-month base contract with two 18-month option periods. Location of performance is Texas with an Oct. 6, 2015 performance completion date. Using service is Department of Agriculture school customers.
