SECRETARY KERRY: Good evening, everybody. Thank you for being patient; I appreciate it. So let me begin by thanking our very gracious host today. I’m very grateful to the president, the foreign minister, the prime minister for their generous welcome. President Sirisena and Prime Minister Wickremesinghe, and Foreign Minister Samaraweera – each of them were very optimistic and hopeful about the possibilities of our cooperation going forward. And I was really delighted to be surrounded by their energy and their focus on delivering on the promises they’ve made and the hopes of people that were expressed in the historic election that took place. I’m also very pleased to be here because the – this is an island nation of extraordinary beauty, remarkable culture, extraordinary people. And I wish especially after my brief visit to the temple that I would’ve had more time to enjoy all of that diversity, particularly at this moment of the holiday which is taking place and being celebrated tomorrow.

It’s also the Vesak Poya holiday – I gather the lanterns are all lit and held, and it’s a sight to behold. But maybe tonight we’ll be able to sneak out and catch a few people getting ready for tomorrow.

This is my first visit here and it’s a privilege to be able to come at this critical moment of transition, and it’s the first visit by an American Secretary of State since Colin Powell was here during the tsunami very briefly, and the first official visit in which all of the ministers and everybody have been part of meetings, and not been able to spend time since a Secretary of State 43 years ago. So it’s an especially opportune moment to strengthen the ties between our countries.

Now, before I begin, I want to just say a quick word, if I may, about the situation in Nepal. The devastation caused by the April 25th earthquake remains very much on our minds. I called our ambassador yesterday and had a good conversation with him about the efforts of all of our embassy personnel and local employees, many of whom literally had to shift to the embassy building, which is earthquake resistant, and live there for several days and eat there and work out of there. They’ve been doing a very capable and courageous job of working with the influx of rescuers and others, and we are working now very hard to help get additional assistance there. Obviously, the death toll has kept rising, and everybody has seen on television the horrendous images of children and families torn about, homes absolutely destroyed, the entire community ripped apart. And I think that we all know that rebuilding is going to take quite some period of time and an extraordinary amount of effort.

It is heart-rendering, however – it is really encouraging to see the way in which Sri Lanka and many other countries in the region – India, Bangladesh, Pakistan and others – are all coming together to support Nepal during this crisis. And the United States is intending on doing its part to try to be helpful. I think to date we put in some $22.5 million. USAID has also deployed a Disaster Assistance Response Team. An additional urban Search and Rescue Team and accompanying disaster experts are assisting with the assessments of the situation. And we stand ready to provide additional assistance and work with all of the countries in the region.

Tragedies of this magnitude underscore in many ways that in the 21st century, next door is everywhere. And we all have a stake in everybody else’s success. And I want to congratulate the people of Sri Lanka for their steps to that end. Let me come back to Sri Lanka for a moment. The elections that took place on January 8th were really extraordinary. And the election commissioner, the civil servants, the police and security officials all deserve an enormous amount of credit for ensuring a free and fair election. But most of all, I want to congratulate on behalf of the American people the citizens, the people of Sri Lanka who turned out in record numbers from all corners of the country in order to reclaim Sri Lanka’s traditions of critical debate, free press, and an independent civil society.

I’m told there is a Sri Lankan proverb that says “wisdom can be found when traveling.” And it was the quest for knowledge and information that brought me here and a discussion with senior leaders today. And I think I heard some wisdom. The president, the prime minister, the foreign minister and I covered a lot of ground over the course of the day – economic assistance, economic development, the attraction of foreign investment, the reform process, the reconciliation process, regional issues, the situation in the Maldives – many different issues. But we had a particular focus on the government’s reform and reconciliation agenda.

As I outlined in my speech this afternoon, reconciliation is a difficult task with many components. And I urged the foreign minister to work with the ICRC – International Red Cross – and the UN in order to investigate missing person cases and to search for answers wherever they may lead, and however painful in some cases the truth may be. They talked to me about a truth commission and other efforts, developing the process, working the UN. And I know they are really deeply committed to working this through. The foreign minister and I agreed that the voices of civil society are essential to secure a lasting peace. And that also includes particularly the voices of women.

The foreign minister and I also discussed the government’s effort to strengthen Sri Lanka’s judiciary. Now, this is a long-term undertaking that requires high standards for judicial independence, fairness, and due process under the law. And these reforms are also difficult, but they’re also essential. The prime minister summed up the challenge when he said: “The best way to avoid a relapse into conflict and arbitrary rule is to ensure that Sri Lanka’s leaders are held accountable through representative institutions.” And we could not agree more.

That’s why the United States is ready to help asset recovery and the enforcement of anti-corruption rules. It’s why we continue to urge the government to release remaining political prisoners. And it’s why we’re prepared to furnish whatever legal and technical assistance Sri Lanka may need as it moves down this path in the days ahead.

Finally, we also reviewed important regional issues, as I mentioned a moment ago, such as maritime security, the economic integration of the region, clean energy, climate change, and the Indo-Pacific Economic Corridor, which will connect South to Southeast Asia and spur sustainable development in both regions.

So Sri Lanka is at a pivotal point. Peace has come, but true reconciliation will take time. Institutions of governance are gaining strength, but further progress needs to be made. No part of this transition will be easy. But with a clear vision and firm commitment, I am absolutely confident that Sri Lanka will keep moving forward and the United States looks forward to being at its side as it does.

I’d be delighted to take a couple questions.

MS HARF: Is this on? Okay, there we go. The first question is from Ms. Manjula of the Sunday Observer. There’s your mike.

QUESTION: I’m Manjula. I’m with the Sunday Observer. (Inaudible) see your visit as interference --

SECRETARY KERRY: Can you hold it a little closer so it will be clear? Thank you.

QUESTION: Gladly. Question: Anyone see your visit as interference in Sri Lanka’s internal affairs?

SECRETARY KERRY: I’m delighted to answer that question for the simple reason that I came at the invitation of the prime minister, the president, and the foreign minister, who visited me specifically in Washington to lay out many of these challenges and to ask me if I would pay a visit and help – if our government would help Sri Lanka on this journey. The second reason why it is not is that everything that we are talking about, we are offering, not demanding. Everything that we have suggested is exactly that – a suggestion. And I think if you heard my speech today, I spoke with great respect and great sensitivity to the path that Sri Lankans have chosen. This is up to Sri Lankans, not us. And I also, thirdly, reiterated to every minister I met with and the president that the United States is not here to ask Sri Lanka to align with anyone, to refuse to have any other relationship or to involve itself somehow in other kinds of politics.

We welcome the strong relationship of Sri Lanka with any country in the world that Sri Lanka wants to have a relationship with. What we do care about is the democracy, that the people of Sri Lanka have asked for. And we came here to affirm the commonality of our values that tie us together, the commonality of our hopes and aspirations. And I think you would have to ask the foreign minister, the prime minister, and the president whether they viewed anything that was suggested today as interference, and I think they’d tell you no, it was welcome, and they look forward to the next visit; in fact, offered an invitation to President Obama to come as soon as he might be able to.

MS HARF: And the last question is from Rosiland Jordan with Al Jazeera English. The mike is right behind you.

QUESTION: Thank you, Mr. Secretary. I have one question. Is Yemen on the verge of becoming a failed state? And if not, what reassurances do you and others in the Administration have that it can survive the current crisis?

SECRETARY KERRY: Well, we don’t have an assurance yet. But I would not yet say that the verdict is in on what Yemen is going to be, because we are trying very hard, working with the UN, working with our friends in the region, particularly with the Kingdom of Saudi Arabia and the United Arab Emirates – we are working hard to secure a negotiated process through the UN which will bring the parties together, Yemenis, to negotiate the future of Yemen. And if that can happen, then it obviously has the opportunity to hold itself together, to resolve a way in which all of the interests within the country can be represented.

Many other countries have stated that it is their desire to see this political solution take place. Iran has publicly made suggestions that they’d like to see a negotiation, that they think it could be resolved through that, but would like to see it resolved that way. European countries – France, Germany, Britain, others – have all weighed in. The EU has suggested it needs to be resolved that way. So as long as that is yet untested and un-failed, I think all of us have hopes that Yemen can find a path forward.

Now, it’s not going to be easy; many things have to happen. We believe that one of those things is – and the Saudis have suggested that they would be prepared to (inaudible) humanitarian assistance in and want to do so. So hopefully the modality can be found to be able to get humanitarian assistance according to the Saudi thoughts on that in in a way that can alleviate the shortage of food, the shortage of fuel, the shortage of medicine, and then, using that time period to begin to open up the possibilities of a political resolution. That’s our hope. But we’re having discussions over the course of every day right now in order to push towards this. And our hope is that the UN process may be able to actually take hold before too long and we will continue to work on that as hard as we can.

PRESIDENT OBAMA'S STATEMENT ON AIRSTRIKES WITHIN SYRIA

Statement by the President on Airstrikes in Syria

THE PRESIDENT:  Good morning, everybody.  Last night, on my orders, America’s armed forces began strikes against ISIL targets in Syria.  Today, the American people give thanks for the extraordinary service of our men and women in uniform, including the pilots who flew these missions with the courage and professionalism that we've come to expect from the finest military that the world has ever known.

Earlier this month, I outlined for the American people our strategy to confront the threat posed by the terrorist group known as ISIL.  I made clear that as part of this campaign the United States would take action against targets in both Iraq and Syria so that these terrorists can't find safe haven anywhere.  I also made clear that America would act as part of a broad coalition.  And that's exactly what we've done.

We were joined in this action by our friends and partners -- Saudi Arabia, the United Arab Emirates, Jordan, Bahrain, and Qatar.  America is proud to stand shoulder to shoulder with these nations on behalf of our common security.

The strength of this coalition makes it clear to the world that this is not America’s fight alone.  Above all, the people and governments in the Middle East are rejecting ISIL and standing up for the peace and security that the people of the region and the world deserve.

Meanwhile, we will move forward with our plans, supported by bipartisan majorities in Congress, to ramp up our effort to train and equip the Syrian opposition, who are the best counterweight to ISIL and the Assad regime.  And more broadly, over 40 nations have offered to help in this comprehensive effort to confront this terrorist threat -- to take out terrorist targets; to train and equip Iraqi and Syrian opposition fighters who are going up against ISIL on the ground; to cut off ISIL’s financing; to counter its hateful ideology; and to stop the flow of fighters into and out of the region.

Last night, we also took strikes to disrupt plotting against the United States and our allies by seasoned al Qaeda operatives in Syria who are known as the Khorasan Group.  And once again, it must be clear to anyone who would plot against America and try to do Americans harm that we will not tolerate safe havens for terrorists who threaten our people.

I've spoken to leaders in Congress and I'm pleased that there is bipartisan support for the actions we are taking.  America is always stronger when we stand united, and that unity sends a powerful message to the world that we will do what’s necessary to defend our country.

Over the next several days I will have the opportunity to meet with Prime Minister Abadi of Iraq, and with friends and allies at the United Nations to continue building support for the coalition that is confronting this serious threat to our peace and security.  The overall effort will take time.  There will be challenges ahead.  But we're going to do what’s necessary to take the fight to this terrorist group, for the security of the country and the region and for the entire world.

CHAIRMAN JOINT CHIEFS GIVE TAKE ON IRAN'S INFLUENCE

Dempsey Discusses Iran’s Influence on Region

ABU DHABI, United Arab Emirates, May 28, 2014 – A diplomatic solution to the problems caused by Iran’s pursuit of nuclear weapons technology is infinitely preferable to a military operation, but the military option remains available, the chairman of the Joint Chiefs of Staff said here today.

Army Gen. Martin E. Dempsey said in an interview that the United States maintains a “credible and capable amount of military force in the region so that if the diplomatic track fails, it is available to my leaders.”

President Barack Obama has stated many times that the United States will not allow Iran to develop nuclear weapons. “If [Iran] takes the opportunity and comes to that conclusion diplomatically, everyone will be better off,” he said.
But ending Iran’s nuclear ambitions won’t solve the problem the country poses to the region, the chairman said.

“They exert malign influence in others ways, to include surrogates and proxies [such as] Lebanese Hezbollah [and] the IRGC Quds Force. They are the region’s biggest trafficker in weapons. They are very active in a malign way in cyber,” he said. “There are many things that cause me concern about Iran, both regionally and globally, that will not be solved even if the nuclear issue is solved.”

Unless they change their behavior, Dempsey said, Iranian leaders will be held accountable for other things, adding that the United States would like Iran to change its behavior and be a constructive influence in the world.

“But we’re not naive,” he said. “There’s a pretty significant distance to where we are today with Iran and where we might like to be.”

With its rich history and a culture that has influenced the world, Dempsey said, Iran can take a constructive turn. “We certainly would hope Iran would take advantage of those things and stop its malign activities,” he added.

DEFENSE SECRETARY HAGEL ENTERS JORDAN ON NEXT LEG OF TRIP

Hagel Continues Middle East Trip in Jordan

AMMAN, Jordan, May 14, 2014 – Following what he called a “successful” ministerial conference with the U.S.-Gulf Cooperation Council, Defense Secretary Chuck Hagel left Saudi Arabia today to continue his multiday trip to the Middle East here.

Hagel will meet here with Jordanian Chairman of the Joint Chiefs of Staff Lt. Gen. Mashal Mohammad Al-Zaben and his senior advisor, Prince Faisal bin Al Hussein, to discuss Eager Lion, an annual combined military exercise that involves 6,000 U.S. personnel, as well as a variety of security challenges facing the region, a senior defense official said.

“Also, it’s an opportunity to hear from the general directly about the threats they’re facing from Syria, the humanitarian situation in Jordan … and the security implications of the Syria crisis on Jordan,” the official said.
More than 1,000 U.S. personnel are stationed in Jordan as part of a Patriot detachment, an F-16 deployment and a U.S. Central Command forward planning element.

Before leaving Jeddah, Saudi Arabia, Hagel met with defense ministers from all six member nations of the GCC -- Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The strong bilateral relationships the United States maintains with its Gulf partners reflect the nation’s commitment to the region’s security, the defense secretary said.

“But the security challenges facing this region threaten the region as a whole, and no one nation can address them alone,” he added.

The United States offered several proposals at the ministerial, all intended to further develop regional cooperation, the defense secretary said.

“Following today’s productive discussions, the ministers have agreed to meet in the region on a regular basis,” he said. In addition, the vice ministers will meet in Washington before the end of the year, a meeting that is expected to become a twice-yearly event, a defense official said.

Council attendees reaffirmed their commitment to preventing Iran from obtaining a nuclear weapon, Hagel said. “While we noted that Iran’s diplomatic engagement has been a positive development,” he added, “we continue to share deep concerns about Iran’s destabilizing activities throughout the region.”

The defense leaders also pledged to deepen their cooperation in support of the Syrian opposition, the defense secretary said.

“We agreed that our assistance must be complimentary -- and that it must be carefully directed to the moderate opposition,” Hagel noted.

HABTOM NERHAY EXTRADITED FROM ERITREA TO U.S. TO FACE CHARGES OF HUMAN SMUGGLING

Alleged Human Smuggler Extradited to Face Charges in Washington, D.C.

Habtom Merhay, a national of Eritrea and a citizen of the United Kingdom, made his initial appearance Monday in Washington, D.C., federal court to face human smuggling charges for his role in smuggling primarily Eritrean and Ethiopian undocumented migrants from Dubai, United Arab Emirates, through South and Central America and Mexico into the United States.

Acting Assistant Attorney General David A. O’Neil of the Justice Department’s Criminal Division, U.S. Attorney Ronald C. Machen Jr. of the District of Columbia and Acting Special Agent in Charge Katrina W. Berger of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) made the announcement.

Merhay, 47, arrived in the United States on April 25, 2014, and made his initial appearance today before U.S. Magistrate Judge Deborah A. Robinson in the District of Columbia.   He was indicted under seal in the District of Columbia in 2012, and the charges were unsealed today.   Merhay has been in the custody of Moroccan authorities pending extradition since his arrest in Marrakech, Morocco, in August 2013.

The indictment charges Merhay with one count of conspiracy to bring undocumented migrants to the United States for profit and 15 counts of unlawfully bringing an undocumented migrant to the United States for profit.   Court documents allege that Merhay operated with a network of smugglers in Africa, the United Arab Emirates, South and Central America, Mexico and elsewhere to coordinate and implement arrangements, including providing fraudulent identity and travel documents, for undocumented migrants to travel through Latin America and ultimately into the United States without authorization.   For up to $15,000, Merhay arranged for individual undocumented migrants to travel from points in Africa to a house or apartment in Dubai, where he provided travel documents, tickets and instructions for meeting other smugglers while on the way to the United States.   Merhay coordinated the migrants’ air travel to South America, where they would meet with Merhay’s associates, who would direct or guide them across the various country borders.   The undocumented migrants then met with other smugglers associated with Merhay and were further guided north to Mexico and then into the United States, sometimes by crossing the Rio Grande River by raft.

The investigation was conducted under the Extraterritorial Criminal Travel Strike Force (ECT) program, a joint partnership between the Justice Department’s Criminal Division and ICE-HSI.  The ECT program focuses on human smuggling networks that may present particular national security or public safety risks or present grave humanitarian concerns.  ECT has dedicated investigative, intelligence and prosecutorial resources.  ECT coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

The investigation was conducted by HSI Washington.  This case is being prosecuted by Trial Attorney Jay Bauer of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorney Frederick Yette of the District of Columbia.  The extradition was handled by Dan E. Stigall of the Criminal Division’s Office of International Affairs.

The Department of Justice and HSI expressed their appreciation for the significant assistance provided by the Moroccan Ministry of Justice.

The charges contained in the indictment are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

NSA ADVISOR RICE IN UAE AND DJIBOUTI

Readout of National Security Advisor Susan E. Rice’s Travel to the United Arab Emirates and Djibouti

National Security Advisor Susan E. Rice traveled to the United Arab Emirates and Djibouti from March 6-8.  In the UAE, she held highly productive bilateral discussions with Abu Dhabi Crown Prince Mohamed bin Zayed and other senior Emirati officials, including the Foreign Minister and Deputy Chief of National Security.  They exchanged views on a wide range of regional issues, including Iran, Syria, Egypt, Libya, Yemen and Middle East Peace, as well as U.S. partnership with the Gulf Cooperation Council countries.  Ambassador Rice visited the new campus of NYU Abu Dhabi, one of the three major U.S.-UAE long-term legacy partnership projects.  She met with a diverse and talented group of American, Emirati and international students from NYU Abu Dhabi and the Sheikh Mohamed bin Zayed Scholarship Program and expressed support for the major investments the UAE has made in world class liberal arts and STEM higher education programs.

In Djibouti, Ambassador Rice met with senior leaders and U.S. troops from the Combined Joint Task Force – Horn of Africa (CJTF-HOA) at Camp Lemonnier to discuss CJTF operations in the region.  She thanked the troops for their extraordinary work to build counterpart capacity in the region, conduct crisis response, and execute vital counter-terror operations that help keep the American people safe.  Ambassador Rice met with Djiboutian President Guelleh to renew our robust strategic partnership with the government and people of Djibouti.  She thanked him for Djiboutian leadership on a range of issues, including countering terrorism and piracy, and responding to humanitarian emergencies.  In her meeting with President Guelleh and with Foreign Minister Youssouf and a delegation of senior Djiboutian ministers and officials, she discussed ways to deepen and enhance our bilateral cooperation, including in ways that will tangibly benefit the economic well-being of the Djiboutian people and address shared security challenges.  They discussed ways that Camp Lemonnier and the U.S. military presence in Djibouti can have a more direct and positive impact on the local economy, and ways that American assistance can lead to further sustainable development and improved regional security.

U.S.-UAE HOLD THIRD ECONOMIC POLICY DIALOGUE

Following is the text of a joint statement issued by the United States of America and the United Arab Emirates (UAE) at the conclusion of the U.S.–UAE Economic Policy Dialogue (EPD), on March 27 in Abu Dhabi.

The U.S. delegation was led by Assistant Secretary for Economic and Business Affairs Jose W. Fernandez and included representatives from the Department of State, the Department of Commerce, Department of Treasury, and the Department of Homeland Security with input from several other government agencies. The UAE delegation was led by his Excellency Khalid Al-Ghaith, Assistant Foreign Minister for Economic Affairs for the UAE, and consisted of the Ministries of Foreign Affairs, Finance and Economy, as well as the Federal Customs Authority, Tawazun, Tawteen, Masdar, Emirates Nuclear Energy Corporation, TAQA, and Mubadala.

Begin Text:

Representatives from the United States of America and the United Arab Emirates met on March 27, 2013, for the third session of the U.S.–UAE Economic Policy Dialogue in Abu Dhabi. The dialogue is designed to supplement and deepen the official bilateral dialogue between the UAE and the United States.

The meeting reflected the achievements that have been made since the first dialogue last year, such as the hosting of the third Annual Global Entrepreneurial Summit on December 2012 in Dubai and the new visa system provided by the United States for UAE business people visiting the United States.

The discussions focused on topics including exploring ways to ease business facilitation, formalizing mechanisms for linking U.S. businesses with UAE training and internship organizations, addressing regional political risk perceptions related to e-commerce, and looking into opportunities for collaboration in energy, cyber security, and the involvement of the private sector.

The event was also a platform to announce the creation of a U.S.–UAE CEO Roundtable that will advise successive EPD meetings starting later this year and the publication of a new study on the economic impact of the new commercial air routes between the two countries.

The UAE is the largest export market for U.S. goods in the Middle East and Arab World. Total trade between both countries reached 24 billion dollars in 2012. Today’s meeting underscores the strong UAE–U.S. relationship and provided opportunities to discuss ways to further deepen our economic cooperation, which will lead to more economic growth and job creation in both countries.

Following the dialogue, a senior-level working dinner between government officials from the UAE and the United States and the private sectors from each side was held in Emirates Palace Hotel. It provided an opportunity for the private sector to engage senior U.S. and U.A.E. government officials directly about topics, outcomes, and proposals on the agenda for the private, bilateral EPD meetings between the two government delegations.

The next Economic Policy Dialogue will be held in Washington, D.C. in the latter half of 2013 and is expected to include discussions on new strategic initiatives and priority sectors.

Good Morning, Dr. Saeed Al Shamsi, Consul General Siberell, Excellencies, ladies and gentlemen.
I would like to extend my thanks to the Government of the United Arab Emirates for co-hosting with the United States this Gulf Cooperation Council Counterproliferation Workshop. It is a pleasure for me to be back in Dubai.
I am particularly pleased to be here with all of you today, and gratified that we have representatives from all the GCC countries. I think that is an indication of the importance your governments have placed on countering the threat of proliferation -- as well as an indication of the value you have placed on working together on this issue, with each other, and with the United States.

I want to take a few minutes to set the stage for the conference by outlining in broad strategic terms the threat that proliferation poses to international peace and security, to the stability of this region, and to all of the countries gathered here.
I then want to briefly discuss why it is so important for GCC countries to work to counter this proliferation threat, not only nationally, but in cooperation with each other and in cooperation with other friendly countries such as the United States.
I will then briefly note how the rest of the workshop will focus in on the broad spectrum of interlocking measures that each of us can use to combat, impede, and ultimately thwart proliferation – and by so doing improve the national security and economic viability of all of our countries.

Proliferation: The Strategic Threat
The international community has long recognized the threat that weapons of mass destruction (WMD) – nuclear, chemical, and biological weapons – and their delivery systems pose to global and regional security. And all of us are fully aware of the fact that this threat is posed not only by countries of concern, but by terrorists.
The use of WMD – especially against cities -- would have horrendous physical, psychological, and economic consequences, and could even threaten the maintenance of civil order in the countries where it is used. Even the presence of WMD in countries of concern:
can lead those countries to threaten their neighbors in order to extract political and economic concessions;
it can embolden those countries to engage in conventional aggression or terrorism against their neighbors; and
it risks promoting arms races where neighboring states decide they must acquire WMD of their own, potentially resulting in an expanding spiral of insecurity and instability.
And you are all well aware this threat is not just theoretical. It exists in the real world, and it affects this region as well as others. For example...
Iran has been acquiring, developing, and deploying for over 20 years ballistic missiles that are inherently capable of delivering WMD, missiles with ranges that easily cover all the GCC countries and even southeastern Europe. It is actively pursuing yet longer-range systems that can cover Western Europe and beyond.
Iran is violating its United Nations (UN) and International Atomic Energy Agency (IAEA) obligations by continuing to enrich uranium, in the process clearly demonstrating the technical capability to produce highly enriched uranium for use in nuclear weapons.
The IAEA has formally reported that Iran has carried out activities relevant to the development of a nuclear explosive device, some of which may be ongoing, and that these past activities included some related to the development of a nuclear payload for a ballistic missile.
There is mounting evidence that Iran did not declare and has not destroyed all aspects of its offensive chemical weapons program under the Chemical Weapons Convention – which raises questions about it declarations concerning biological weapons (BW) as well.

North Korea openly admits to developing and having tested nuclear weapons. It deploys WMD-capable ballistic missiles able to threaten its neighbors, has tried to flight-test missiles able to reach the United States, and sells missiles and missile technology to any country willing to pay – including to countries in the Middle East. North Korea also is widely believed to have substantial CW and BW programs.
Syria, too, has a large CW program and ballistic missiles capable of targeting the entire region. It has been researching biological weapons, and attempted unsuccessfully to conceal construction of a nuclear reactor that had no logical purpose other than the production of plutonium for use in nuclear weapons.

Beyond these examples of nation-state proliferation, it is clear that Al-Qaida and other terrorist groups are interested in acquiring WMD. Terrorists – both groups and individuals – can operate in any country, and can engage in attacks against any country. CW and BW in particular can be developed using technology available worldwide. Terrorists actually have used sarin nerve gas and anthrax bioweapons.

Why Counterproliferation Matters
It is very clear from these examples that all of our countries face a direct security threat from the potential for countries of concern or terrorists to use WMD directly against us. We also face the threat of political and economic instability caused by the use of WMD against others, as well as from the mere possession of WMD by countries of concern and terrorists.

In addition, however, the national and economic security of all of our countries is undermined by proliferators’ efforts to acquire WMD and their delivery systems, and the ability to make them, by misusing the territories, economies, and institutions of our countries. Proliferators do so in four key ways.
First, proliferators seek to acquire items for their WMD and missile programs directly from our countries – not just the United States, but increasingly from the other countries in this room as your economies and technology levels develop.
Second, in order to disguise their actual intention to use the items in proliferation programs, proliferators pretend that reputable countries such as yours are the destination for items they buy in third countries. Proliferators do this by:
1. falsely listing countries such as yours as end-users in export paperwork;
2. by diverting to their countries items imported into y countries such as yours from elsewhere; and
3. by having brokers and front companies – often, small import/export companies -- based in countries such as yours purchase the goods from third countries on the proliferant country’s behalf.

For example, a multi-million dollar procurement network has been using a series of companies in a third country to procure steel and aluminum alloys for use in a proliferant ballistic missile program.

Third, proliferators seek to move through countries such as yours goods they have purchased elsewhere for use in their WMD and missile programs, by misusing the common commercial practices of transit and transshipment to camouflage illicit activities. Indeed, proliferators have singled out transshipment hubs such as those in this region as a critical part of their efforts to evade the global framework of trade controls.
For example, in 2009 a UN Member State inspecting a cargo ship passing through its busy transshipment port on the way elsewhere discovered anti-tank ammunition and other munitions. The ship's manifest revealed the weapons were actually on their way to another country in violation of UN Security Council Resolutions.

Nor are proliferant transits and transshipments only by sea. Last year, during a routine check, authorities in another UN Member State discovered weapons aboard a cargo aircraft traveling through its airspace from a neighboring country to a country of concern.
Just a few weeks ago, a UN Member State discovered two independent truck shipments, one with missile-related items and one with CW-related items, moving through its territory from one neighbor to a country of concern.
Fourth, proliferators seek to use banks or middlemen in countries such as yours to pay for the items they need for their WMD and missile programs.
For example, a Chinese citizen who procures items for proliferation programs in another country used front companies and false names to route payments through New York bank accounts to sell graphite to a proliferant ballistic missile program.

Increasingly, proliferators are applying several of these approaches simultaneously.
For example, a proliferator with Canadian citizenship imported from the United States pressure transducers, dual-use items that can be used in uranium enrichment.
Since enrichment is not something that happens in Canada, that part of the transfer did not raise suspicions, as the proliferator intended.

But the proliferator then exported the items from Canada to a proliferation program by falsifying the description and cost of the shipment, and routing it via a third country.
In all of these cases, proliferators are misusing our territories and economies against our will -- using stealth, lies, and manipulation to obtain support for WMD and missile programs that directly threaten our security. These same actions by proliferators also:
subvert legitimate trade,
call into question the good reputations of our companies and ports, and
thus undermine the confidence needed for legitimate trade to grow.
This directly inhibits our countries’ economic prosperity, not just our national security. And the proliferators are not standing still. They are increasingly adaptive and creative:
seeking alternative suppliers, such as overseas distributors;
using front companies, cut-outs, and brokers to facilitate and conceal diversion;
falsifying documentation, end-users, and end-uses; and
using circuitous shipping routes and multiple transshipment points to obscure the actual destination of their shipments.
In addition, proliferators are increasingly interested in procuring items not on multilateral control lists. Proliferators use these non-listed items, which also have legitimate commercial applications, to help produce WMD and missiles, either directly or to substitute for items on the multilateral lists.

Counterproliferation Cooperation is the Answer
I hope I have clearly demonstrated the importance of the issue to all of our countries, and the magnitude of the challenge we face. The threats posed by, and activities of, proliferators are global in scope – and they bear heavily on this region as well.

It is no surprise, therefore, that the answer to countering and reducing this threat also is global in scope, and requires work in this region as well. Fortunately, the international community has developed effective methods against the proliferation threat that our countries and other responsible countries can bring to bear. Analyzing and discussing these various methods, how they work, and how to implement them will be the focus of the bulk of this workshop.

Let me briefly outline the tools and solutions that we will be discussing together.
We will start at the global and multilateral level, briefly examining the international authorities and control regimes that provide foundational sources and legal bases for combating proliferation. We also look forward in that segment to hearing more about the GCC Customs Union.

We then will move to a discussion of national level solutions, where we want to analyze the core elements of strategic trade controls and share experiences.
I noted earlier the challenge of proliferators seeking items not on, or below the thresholds of, the multilateral regime control lists, and their misuse of transshipment – both techniques proliferators commonly use against this region. So the next segment in the workshop will focus on catch-all controls and transshipment best practices.
Then the session on combating proliferation financing will highlight tools to prevent proliferators from misusing your banking systems to facilitate illicit trade.
Finally, we want to make you aware of some of the resources that are available to you to help build capacity in your countries to fight proliferation, and to implement these various tools.

And at the end of our second day together, we will have a “table top” exercise that will give us an opportunity to interact, directly and dynamically, to see how all the tools we’ve been discussing fit together in the real world. I hope this will help us develop some new ideas about how to work together and assist each other.

In conclusion, let me suggest that a recurring theme of this workshop is that the central element of effectively countering proliferation is cooperation:
cooperation between different ministries within each country, and between government and industry;
cooperation between neighbors within a region; and
cooperation with friends and trading partners from outside the region and with the broad international community.

Just as proliferators use networks to procure goods and services, we need to be a network of nonproliferators, employing best practices, and creating a layered, mutually reinforcing defense strategy against proliferation and its associated procurement efforts. All of the countries here today have a key role to play in this network. And I am quite sure that our workshop will promote the cooperation and collaboration needed to combat the proliferation threat that endangers the security and prosperity of us all.

TRAVELS WITH LEON: SECRETARY OF DEFENSE PANETTA OUTLINES CENTRAL ASIAN TRIP

WASHINGTON, March 20, 2012 - As has been his custom for all of his foreign travels, Defense Secretary Leon E. Panetta today provided a personal account of his trip last week to Kyrgyzstan, Afghanistan and the United Arab Emirates.
Here is the secretary's report:
I've recently returned from my seventh international trip, and my third trip to Afghanistan as Secretary of Defense. As I always do upon returning from international travel, I wanted to share some observations and reflections on the trip directly with you, the men and women of the Department of Defense.

My first stop was Bishkek, the capital city of Kyrgyzstan, which is also host to the International Transit Center at Manas. The visit to Bishkek gave me the chance to meet with Kyrgyz leaders for the first time, and my goal was to affirm our relationship and thank them for their support of the Manas Transit Center. That transit center is critical to sustaining our efforts in Afghanistan, and provides us with the ability to move personnel in and out of the war zone, to execute aerial refueling sorties, and to transport air cargo in and out of theater.

Kyrgyzstan and its Central Asian neighbors serve as key links in the logistical supply lines into Afghanistan known as the Northern Distribution Network, which has proven extremely important in recent months. For me the visit underscored that the United States shares a number of important interests with our Central Asian partners, chief among them a secure and stable Afghanistan so that the broader region can be peaceful and benefit from expanded trade and development.

We had dinner at a local restaurant and stayed at a hotel in downtown Bishkek. The next morning, I was able to greet American troops at the Transit Center who were waiting for flights home or into Afghanistan. As I met with each of them individually, I was on the lookout for anyone bound for California and managed to greet a few from my home state. I was energized to meet doctors and nurses who had volunteered for service at the war front. I thanked all of the men and women I met for their dedication and sacrifice to their missions. Each received Secretary of Defense coins in recognition of their excellence while serving our nation in uniform.

I departed Kyrgyzstan from Manas in a C-17, traveling onward to Southwest Afghanistan, where I landed at Camp Bastion Airfield in Helmand Province. My trip to Afghanistan took place against the backdrop of a series of challenges that have tested our relationship with our Afghan partners as well as our resolve to focus on achieving the mission there. An unfortunate incident at the airfield as I landed only served to heighten tensions but as I told the press, this is a war zone and it is important to keep our eye on the mission.
We are making strong progress in our military campaign by reducing violence and continuing a process of transitioning security responsibility to Afghan lead. Enemy-initiated attacks in Afghanistan in early 2012 are down about 24 percent compared to last year, and half of the Afghan population now lives in areas that are transitioning to Afghan-led security control.

My basic message to U.S. and coalition troops and to our Afghan partners was that we all needed to stay focused on our fundamental mission to ensure not only that we defeat al-Qaida and their militant allies, but that Afghanistan never again becomes a safe haven for terrorists to conduct attacks on the United States or our allies. To do that we must support efforts that will enable Afghanistan to secure and govern itself.
After a short ride over to adjoining Camp Leatherneck, I was honored to meet with several Afghan provincial government leaders, including the Governor of Helmand, as well as commanders from the Afghan National Army and Afghan National Police. I told Governor Mangal that on my way from the United States to Afghanistan I had been reading more about the rich history of Afghanistan. I said that I appreciated how in many ways the history of Afghanistan is the story of leaders seeking peace and stability in the face of conflict.

At the same meeting I also heard from Major General Malouk who commands the Afghan National Army 215th Corps in Helmand province. He told me his men know how to fight and are willing to take risks against the enemy, but that they also continue to need help from the international community as they mature into a professional force. I assured him that the U.S. is committed to assisting him and his units as we work together toward transitioning security responsibility to them. I came away from this discussion encouraged that Afghan forces are truly taking charge of operations and leading them in this part of the country, and that Afghanistan has brave leaders who are determined to build a better future for their country.

After meeting with these local Afghan officials and military commanders, I had the opportunity to address U.S. Marines, and other ISAF and Afghan troops. I emphasized my message to focus on the mission even in the face of challenges. As these troops know well, we have been tested, time and time again, over a decade of war. That's the nature of war: to confront every obstacle, to face every barrier, to fight through every challenge in order to accomplish a mission. It is important that all of us -- the United States, Afghanistan, the ISAF forces -- all stick to the strategy that we've laid out.
It was an honor to meet with this motivated group of Marines, Afghan, and international troops, for it's their dedication that offers the chance at a better life for us and our children, and for the Afghan people and their children as well.
We then boarded an MV-22 Osprey and flew from Camp Leatherneck to Forward Operating Base Shukvani, the remote and dusty operating location for the Georgian 31st Battalion and their U.S. Marine Corps partners.

At FOB Shukvani, I thanked the Georgian troops for their important contributions to the campaign, and read them a letter from their former commanding officer Lieutenant Colonel Alex Tugushi, who was grievously injured during operations in December 2011. In the letter Lt. Col. Tugushi called the troops "Georgian heroes" and said it was a great honor for Georgian troops to partner with American and international troops in Afghanistan. I told the Georgian troops that Lt. Col. Tugushi's letter reflected my feelings exactly: the U.S. is privileged to stand together with Georgia.

That afternoon, we flew to Kabul for meetings that night with my friends and colleagues Minister of Defense Wardak and Minister of Interior Mohammadi. The focus of our discussion was on the progress being made by the Afghan National Security Forces. Minister Wardak hosted me at the ministry for a traditional Afghan meal, and I was grateful for his hospitality. Both of my meetings with the ministers went very well, reaffirming our shared commitment to the mission, progress in achieving greater security in Afghanistan, and the continued development of Afghan security forces.

The following morning I met with President Karzai at his palace. President Karzai and I have met several times over the years, and I told him that we seem to get tested almost every other day by incidents that challenge our leadership and our commitment to our shared goals. I know that tragedies like the incident in Kandahar weigh heavily on President Karzai's heart and create problems for him as the leader and the protector of the Afghan people. They weigh heavily on all of us. That's why I told him that we are sparing no effort to hold those responsible accountable and to make sure this does not happen again.

Still, our discussion largely focused on the future as the United States and Afghanistan seek to build an enduring partnership. We have made significant progress on reaching this kind of agreement, and were recently able to sign an MOU with Afghanistan that establishes a way forward to transferring detention operations to Afghanistan. In spite of recent challenges, I am confident that we will reach an agreement with President Karzai on a strategic partnership.

After finishing this meeting and heading to the Kabul Airport, I reflected on the fact that in past trips to Afghanistan, whether as CIA Director or Secretary of Defense, I was invariably concerned about the differences with regards to the strategy ahead and how to try to get better agreement on how we would proceed in the future.

In this trip, everyone I talked to absolutely agreed with the strategy that NATO nations and the Afghan government have laid out: to support an Afghan-led transition process leading to Afghan responsibility for security across the country by the end of 2014. As the Afghans increasingly take on leadership through the transition process, we expect ISAF to shift naturally in 2013 from a primarily combat to a primarily support role, while remaining fully combat capable. At the same time, we will continue to talk about the kind of post-2014 presence we need to maintain. Everybody is absolutely committed to this strategy.
There is no doubt that the Afghan people are tired of war. They've suffered through years of conflict, and they're hoping for peace and the opportunity to raise their families so that hopefully their children will have a better life. The American people share some of that tiredness after 10 years of war as well, and all of that's understandable.

But I think the American people also understand that we came here with a mission to accomplish. The mission was to make sure that those that attacked our country on 9/11 will never be able to use Afghanistan as a base to do that again and that Afghanistan needs to be able to govern and secure itself. That's our mission, that's our goal, and we have never been closer to accomplishing that.

From Afghanistan I continued on to the United Arab Emirates, which is a very important partner in the Middle East. The U.S. continues to work closely with our Emirati partners, including the missions in Libya and working with the international community on Syria, as well. I had good discussions with Crown Prince Mohammed bin Zayed about regional issues and also the importance of our relationship with the UAE, particularly at this point in time.

As I headed home from this trip, I reflected on the fact that our troops are heroes and patriots, and that we can never forget your sacrifices. Those of you in uniform are doing the job of trying to protect this country, and doing it magnificently with courage and with dedication. Your skill and mission focus have always been the key to our ability to overcome any challenge -- and that enables all of us to pursue that fundamental American dream of giving our children a better life.

NAVY WORKING TO KEEP STRAIT OF HORMUZ OPEN

Navy Looks to Bolster Capabilities in Persian Gulf

WASHINGTON, March 16, 2012 - The Strait of Hormuz is a critical global choke point and the U.S. Navy is ensuring it has all the capabilities needed for this transit point to remain open, Navy Adm. Jonathan W. Greenert, chief of naval operations, said today.

The admiral told the Defense Writers' Group that the Navy is beefing up capabilities in the Persian Gulf, through which much of the world's oil flows.

On one side of the strait are U.S. allies Oman and the United Arab Emirates. On the other side is Iran, whose leaders have threatened to shut down the strategic body of water.

Greenert spoke with Marine Corps Gen. James N. Mattis, commander of U.S. Central Command, soon after he became CNO in September 2010. Mattis said there were capabilities he needed more of, the admiral recalled.
Greenert went to the region and assessed what the Navy needed "to set the theater." He was aboard the aircraft carrier USS John C. Stennis as it exited the Gulf through the Strait of Hormuz.
"I got a good look at the situation," the admiral said. "A lot of the Iranian navy was out there ... not really threatening, but being vigilant, and I thought through that."

He met with Central Command and Navy leaders and laid out what more is needed in the region.
Greenert said he will double the number of mine warfare assets in the region, including mine sweepers -- going from four ships to eight -- and anti-mine aircraft in the form of four more CH-53 Sea Stallion helicopters.
The admiral also wants to increase the readiness of the forces in the region. "If I have four out there, how many are ready to go on any given day?" he said. "I wanted to make sure we are good on that and it includes spare parts, maintenance and contractor support."

Greenert said the Navy also is sending more underwater unmanned autonomous mine neutralization units to the region. "They are effective, they work well and our British partners know how to use them as well," he said.
For ships sailing through the strait, the Navy is providing more infrared and electro-optical capabilities. "We want to make sure that all the ships that deploy have the same configuration on board and the crews are proficient," the admiral said.

Navy forces need more short-range defenses in the region, Greenert said. It is a constrained area, he noted, and while carrier battle groups have excellent long-range defenses, they need something more. "It's like being in an alley with a rifle, and maybe what you need is a sawed-off shotgun," he said.
The Navy is looking at placing Mark 38 Gatling guns aboard the escorts or the carriers themselves, the admiral said.

"We have five patrol craft. They are 200-foot vessels that are armed with small arms. There are relatively short-range missiles out there -- roughly four miles -- and they are pretty effective according to special operations command," he said. "I want to look and see if they are compatible with our [patrol craft] ... so they are a more effective, more lethal vessel."

There are five patrol craft in the United States, three more coming back to the Navy from the Coast Guard and five in the Persian Gulf, Greenert said

"I want to move toward upgrading the PCs in the United States with Gatling guns and put them in Bahrain, ultimately, and we'll have 10 [in the Gulf]," the admiral said.
Within a year, most of the capabilities will be in place in region, he said.
