SECRETARY KERRY'S STATEMENT ON SOLIDARITY MARCH IN TUNISIA

On behalf of President Obama, I would like to express the United States’ solidarity with the Tunisian people as they march tomorrow in Tunis in defiance of the shocking and grotesque terrorist attack at the National Bardo Museum on March 18. The U.S. Ambassador to Tunisia, Jake Walles, will represent the United States at tomorrow’s event.

We join all those gathered from Tunisia and around the world in rejecting every form of terrorism. We commend Tunisians’ resolve, in the wake of this tragedy, to stand up for the ideals of their hard-fought, democratic revolution and applaud their efforts to build a free, secure, and prosperous future.

Deputy Secretary of State Tony Blinken looks forward to visiting Tunisia in early April to reaffirm our strong support for Tunisia and to discuss ways to expand our strategic partnership.

The United States condemns in the strongest possible terms today’s deadly terrorist attack at the National Bardo Museum in Tunis, where gunmen killed 19 people and wounded more than 20 others. We extend our heartfelt sympathy to the victims’ families and loved ones. We commend Tunisian authorities’ rapid response to today’s wanton violence and their efforts to resolve the hostage situation and restore calm. The United States stands with the Tunisian people at this difficult time and continues to support the Tunisian government’s efforts to advance a secure, prosperous, and democratic Tunisia.

Assistant Secretary of State for Economic and Business Affairs Charles H. Rivkin is travelling March 1-6 to Algiers and Tunis, where he will co-lead a business delegation with the National U.S.-Arab Chamber of Commerce and the U.S.-Algeria Business Council. He will also attend the Partners for a New Beginning - North Africa Partnership for Economic Opportunity (PNB-NAPEO) Investment and Entrepreneurship Conference in Tunis.

In Algiers on March 1-3, Assistant Secretary Rivkin and Assistant Secretary of State for Near Eastern Affairs Anne Patterson will meet with government officials to discuss opportunities to strengthen our bilateral commercial relationship.

In Tunis on March 4-6, he and other U.S. Government officials will meet with members of the new Tunisian government, with a focus on promoting economic growth, job creation, and increased U.S. investment.

SECRETARY HAGEL CONGRATULATES TUNISIAN COUNTERPART FOR PARLIAMENTARY ELECTION SUCCESS

WASHINGTON, Nov. 3, 2014 – During a meeting with Tunisian Defense Minister Ghazi Jeribi at the Pentagon today, Defense Secretary Chuck Hagel congratulated his counterpart for the successful parliamentary elections underway in Tunisia and praised the vote as an important model for the region, Pentagon Press Secretary Navy Rear Adm. John Kirby said.

In a statement summarizing the meeting, Kirby said the two defense leaders followed up on previous bilateral Joint Military Commission discussions held in Tunis in May.

“Minister Jeribi and Secretary Hagel discussed ways in which the U.S. and Tunisia could cooperate in fighting terrorism, given continuing instability in the region,” the admiral said.

Regional Concern About Foreign Fighters

The two leaders also discussed the growing regional concern over foreign fighters from North Africa moving to Iraq and Syria, Kirby said, as well as the threat of the Islamic State of Iraq and the Levant and other al-Qaida splinter groups emerging in Africa.

Jeribi thanked the United States for ongoing security cooperation programs, and Hagel underscored the strong U.S. commitment for continued support to Tunisia, the press secretary said.

SECRETARY KERRY: Good afternoon. Very happy to welcome my friend, the foreign minister of Tunisia, Foreign Minister Hamdi. He and I have had long discussions already, and we agreed earlier in my visit to Tunisia and in our previous conversations to launch a U.S.-Tunisia security dialogue in advance of our interests with respect to a secure and stable and prosperous Tunisia and stability in the region.

The foreign minister has just talked to me about the dangers of what is happening in Libya, and he is particularly concerned about extremism that is creating a failed state there and the challenges that it presents in terms of security on their border. So we have a lot to talk about here.

Tunisia really remains a beacon of hope, and we are very grateful to Tunisia, particularly in the last days, as we decided for safety and security reasons only to temporarily move personnel from Tripoli in Libya to Tunisia, and the Tunisian Government was extremely helpful to us in that and we’re very grateful to them. But perhaps more importantly in the long run, Tunisia is the beacon of hope because it is going through a transition to democracy, and it is holding the line. It has been successful against tough challenges, but it needs help.

There is the threat always of foreign fighters coming back from Syria to create trouble internally in the country, and the United States is deeply committed to supporting Tunisia as it works through to build its own foundations for success in the future, and we intend to work with them.
So Mr. Foreign Minister, I’m happy to welcome you here. Thank you.

FOREIGN MINISTER HAMDI: Thank you. Thank you very much, Mr. Secretary of State. We are grateful to this opportunity to meet with you here to talk a little bit about the situation in Tunisia and in neighboring Libya. We are determined to deepen our relationship with the United States. Our relation with the U.S. has always been extremely good, and we want it to be, at this particular juncture of our history, a strategic one – a strategic one. We all believe in peace. We all believe in no extremism. Extremism and terror has no place in Tunisia, and we are determined to fight it. And we are reaching out to our friends and partners to assist us in times of need, and these are the times of need for Tunisia – to assist us particularly to secure our borders against – to safeguard our borders against those people who do not wish Tunisia to be a stable country, for those people who want to see instability in Tunisia and the rest of the country.

As you said, Mr. Secretary of State, Tunisia is the only – or one of the beacons of hope in that region, and if Tunisia fails, I think the whole region will not be secure. And it is in the interest of everyone that Tunisia succeeds its transition. We are at the last phase of our democratic transition, and we want to succeed. We are determined to succeed, and it’s in the interest for everyone to see Tunisia succeed, to see Tunisia a success story for the region, because if Tunisia does not succeed, the aspirations of hundreds of millions of people will go down the drain for democracy and freedom. Thank you.

SECRETARY KERRY: I’m delighted to have a chance to be able to welcome my colleagues, the Foreign Minister of Turkey Ahmet Davutoglu and Foreign Minister of Qatar Khalid Attiyah, here to the American Embassy in Paris. And I’m going to say a couple of words about what we’ve been working on with respect to the situation in Gaza in a moment.

But first, I want to try to clarify something and announce, to some degree, for people who haven’t heard, news regarding our situation in Libya. The United States, together with other countries – one of them Turkey – have decided that because of the free-wheeling militia violence that is taking place in Tripoli, and particularly in our case around – a lot of the violence is around our embassy but not on the embassy. But nevertheless is presents a very real risk to our personnel. So we are suspending our current diplomatic activities at the embassy – not closing the embassy, but suspending the activities. And we have moved people on ground to Tunisia where they will then disperse to other places where we will continue our diplomatic activities in Libya.

We are deeply committed and remain committed to the diplomatic process in Libya. Our envoy will continue to be engaged with the British envoy and other envoys. And we will continue to try to build out of the election the legitimacy of the government formation and the efforts to end the violence. We call on all Libyans to engage in the political process and to come together in order to avoid the violence.

So many people died and gave so much effort to the birth of the new Libya, and we’re very, very hopeful that together all those people will recognize that the current course of violence will only bring chaos and possibly longer term difficulties. We will return the moment the security situation permits us to do so, but given the situation, as with Turkey – I think they moved some 700 people or so out – we want to take every precaution to protect our folks.

Now I want to express my appreciation for the enormous amount of work that both Foreign Minister Attiyah, Foreign Minister Davutolgu engaged in the last days to help bring about the short-term cease-fire that we all hope is going to be extended into a longer term cease-fire where people can get together and work on the way forward for a sustainable cease-fire, a longer-term effort to work out the difficult issues between the state of Israel and the Palestinian factions.

We’re very hopeful that that can happen, but I will tell you the progress that we’ve made was significantly contributed to by many people, and we’re grateful obviously for the Egyptian initiative, for the Israeli efforts initially, but also this particular effort now has been significantly assisted by the input of Qatar, the input of Turkey, and the willingness of these foreign ministers to work hard even though they were at a distance, and to engage directly with some of the Palestinian factions in order to try to help get us where we are today. They’re both committed to trying to work to continue further, and we very much appreciate that.

If you want to say something, Ahmet.

FOREIGN MINISTER DAVUTOGLU: Thank you, John. It’s a great pleasure to meet again, but this time we are meeting for a very tragic development in Gaza. The humanitarian situation in Gaza is terrible. I want to extend condolences to all those who lost their lives in this crisis and especially in these holidays approaching – Ramadan, Eid. We intensified our efforts to agree on a cease-fire; in less than 10 days all of our teams have working last two – three days. We worked in close contact with the – with Secretary Kerry and my dear colleague, Minister Attiyah. As a team, we worked together. Yesterday we had several telephone conversations, consultations, and today we are continuing here.

We wish to have a sustainable cease-fire, which we approached very closely until last month. Unfortunately, it was rejected by Israeli side – but still we are working very hard to reach the (inaudible), hopefully with the great effort – we all appreciate Secretary Kerry’s effort.
Now we have a short-term cease-fire, which is really a success of his effort, and supported by all of us. And I want to assure all the parties and, of course, both of our colleagues, allies, that Turkey will be working very hard to stop this bloodshed on the ground, to reach a sustainable cease-fire, and at the end of these efforts, to have two-state solution, which is the real solution for all these disasters and bloodshed.

Again, I want to express my thanks to my dear colleagues, Secretary Kerry and Minister Attiyah, for this joint cooperation and all those who contributed to this process, to this short-term cease-fire. And as a team, we will continue to work – Egyptian – Egypt, Turkey, Qatar, United States, and Israel and Palestinian groups – (inaudible) and Hamas, all of us split – Palestinian Administration – at the end of the day, our goal is to achieve sustainable cease-fire as early as possible.

SECRETARY KERRY: Thank you. You have any --

FOREIGN MINISTER AL-ATTIYAH: Yes.

SECRETARY KERRY: Okay.

FOREIGN MINISTER AL-ATTIYAH: And I’d like again also to thank John and Dr. Ahmet for the effort of the past days to come to such agreement on humanitarian cease-fire. As from now, I won’t add more of what John and Dr. Ahmet says. For now, we will be working hardly to come to a point where we have cease-fire and the lift of blockade. The tragic situation of – was I think deserve now to have a free movement of goods, a free movement of trade, that they deserve now to have their own port – their sea port, so they can trade in and out, even though if it’s under the international supervision. But I think the time now comes that we have to have long-term solution for the people of Gaza. They’ve been suffering for a long time, and with the help of Secretary Kerry and Brother Ahmet and all the other international player who their input will be positive on this. I’m sure you will come to a stage where we can get a cease-fire and a lift of blockade in Gaza. Thank you.

SECRETARY KERRY: So before we end, I want to just pick up on a couple of themes expressed by both the foreign ministers and on what I said last night. And I want anybody who cares about the Palestinian side of these issues to listen, and I want everybody in Israel to understand: we clearly understand – I understand that Palestinians need to live with dignity, with some – freedom, with goods that can come in and out, and they need a life that is free from the current restraints that they feel on a daily basis, and obviously free from violence. But at the same time, Israelis need to live free from rockets and from tunnels that threaten them, and every conversation we’ve had embraces a discussion about these competing interests that are real for both. And so we need to have a solution that works at this.

I understand that Israel can’t have a cease-fire in which they are not able to – that somehow the tunnels are never going to be dealt with. The tunnels have to be dealt with. We understand that; we’re working at that. By the same token, the Palestinians can’t have a cease-fire in which they think the status quo is going to stay and they’re not going to have the ability to be able to begin to live and breathe more freely and move within the crossings and begin to have goods and services that come in from outside. These are important considerations. Each side has powerful feelings about the history and why they are where they are. And what we’re going to work at is how do we break through that so that the needs are met and we have an ability to provide security for Israel and a future – economic and social and otherwise development for the Palestinians. That’s what this is about.

Let me just say to everybody that I hate the fact that I’m just coming here the one day, I really do. I haven’t done a visit like this, the three hours somewhere, since I’ve been Secretary of State. But I really thought it was important to come here, since I had the opportunity flying from Abu Dhabi and heading to France, to impress on Tunisians and the world how important what has happened is to all of us. And so I just wanted to come and say thank you to you.

This is a monumental struggle we are all engaged in. There is a tectonic shift taking place between people who want to resist and hold on to just one way of thinking, one idea, and force people to accept it no matter what, sometimes at risk of losing their lives, versus the modern world, the world that is changing, where people’s rights need to be respected, where the right that we have enjoyed so much in the United States of America and so many other people have fought for and enjoyed in other parts of the world are shared by everybody who wants them. We’re not forcing this on anybody. But when a Tunisian fruit vendor decided to self-immolate because he was so frustrated by the lack of opportunity and by the corruption, nobody from the outside did anything. The people of Tunisia said we can’t have this anymore, we want something different. And the people of Tunisia rose up and tried to reach for what a lot people take for granted in many parts of the world.

It’s taken three years of this struggle, of this transition, to get where we are today. And because they were struggling sort of in gridlock for a period of time, and they looked over and they saw this abyss on the other side, they came together and compromised and came up with this constitution, a terrific constitution that respects people’s rights, respects the rights of minorities, of women, of people to be able to have their voice heard.

And so Tunisia is this country in the middle of all of this other turmoil going on that has an opportunity to show the path, to point the way. And I thought it was important to come here today to emphasize to people how important all of us investing in that and helping that to come to fruition is. This is the business of diplomacy. This is what America is about. This is why people look to us and look up to us, and why our values have special meaning all over the world and have for a long period of time.

So what we’re defending here is the right of Tunisians to be able to be free from abuse, free from corruption, free from terrorism, and to be able to choose their path and live a decent life in stability and peace. That’s what people want everywhere.

I’m proud that as Americans and all of you who are local staff, who are working with us, who have chosen to be a part of this effort – we admire so much the fact that you are part of this journey with us, and we thank you for that. But we all together have to work to try to complete this journey.

Remember, in America – we just had the French president come and visit America. And it reminded all of us of the incredible period of time when we were fighting for our independence and a country came to our aid, a country called France. And we probably wouldn’t have made it without their help.

And what happened during that period of time was risky. Those guys who went to Philadelphia – read that wonderful book on John Adams and you read about the history of that period of time – if they failed, they were going to hang at the end of a British rope. That’s the risk they took. And today we are a country that can help a lot of other people through those risks to a place where they achieve their goals.

We’re hopeful that Tunisia is going to succeed, and we’re going to help. We’re going to work with Tunisia. We’re going to try to do all we can in this age of constrained budgets and difficult choices. We’re going to do what we can to help Tunisians to be able to finish the job that was begun here three years ago.


So I say thank you to every single one of you. There isn’t one of you here who isn’t an ambassador. He may get the rank and the deal here and the office – (laughter) – but every one of you is an ambassador. And every day that you interact with anybody on behalf of this Embassy, you are bringing our values and our hopes and our aspirations with you. So thank you. (Applause.)

PRESS STATEMENT ON NEW TUNISIAN GOVERNMENT

The ratification of a new democratic constitution and the installation of an independent government to lead the country towards new elections are historic milestones in Tunisia’s democratic transition.

Three years ago this month, Tunisians inspired the world when a brave fruit vendor sparked a revolution that set the country on a path to democracy. While Tunisia’s transition to democracy is not yet complete, these are very important steps. They are proof positive that Tunisia’s democratic transition can succeed.

Tunisia’s new constitution enshrines universal human rights for all Tunisians. It continues Tunisia’s long tradition of respect for the rights of women and minorities, and it will allow the Tunisian people to realize the aspirations they expressed during their revolution three years ago: democracy, rule of law, personal security, and economic opportunity.

The installation of a new, independent government under the leadership of Prime Minister Mehdi Jomaa is an important step to ensure that the country has competent and non-partisan leadership during the period leading to the next election. I look forward to working with Prime Minister Jomaa and his colleagues during this critical period.

The United States also welcomes the establishment of the Independent Elections Commission, and we encourage the new government to move quickly to set a date for early elections so that Tunisian citizens can choose their new leaders and determine the country’s future. Just as men and women made their voices heard on the streets of Tunis, their voices must also be heard in the halls of government.

The United States will continue to support Tunisia’s transition to an enduring democracy in which the rights of all Tunisians are respected and protected.

SECRETARY CLINTON: Good morning. I am pleased to welcome the Foreign Minister from Tunisia. I’m looking forward to our meeting. We obviously have a great deal to discuss, and I want to thank the Foreign Minister and the Government of Tunisia for their efforts over the last week to help secure our Embassy and the American Cooperative School of Tunis following the violent assaults of last Friday.

We are monitoring events closely today. There is no higher priority for President Obama and myself than the safety of our people. We’ve taken a number of steps around the world to augment security and to protect our personnel at diplomatic posts. And we are working closely with host governments in this effort.

As I have said before and as is embodied in the Vienna Convention and other international agreements, all governments have the duty, the solemn duty, to defend diplomatic missions. They must be safe and protected places so that governments can exchange views and work on many important issues, and leaders across the world must stand up and be counted in rejecting violence and holding violent actors accountable.

We are working closely with the Government of Tunisia. They have assisted us in enhancing the security of our facilities. We’ve also discussed with them the imperative of bringing to justice those responsible for these violent attacks. And we have offered and will continue to look for ways that we can assist the new Government of Tunisia in ensuring the rule of law throughout their country, first and foremost for the people of Tunisia themselves. We look forward to continuing to build our new partnership with the Tunisian Government and people. Our relationship is built around the shared principles of all democracies – a commitment to nonviolence, to tolerance, and inclusivity for all people, and to upholding the rule of law.

The Tunisian people have bravely put themselves on the road to democracy. They were the first of the Arab revolutions and they have made important progress in a very short period of time. They have worked too hard and sacrificed too much over too many years to see their progress hijacked or derailed by extremists with their own agenda. And those extremists, not only in Tunisia but in too many places around the world, look for opportunities to exploit this current situation or other situations, and all people and leaders must stand against them.

So as the Tunisian Government takes steps to strengthen security and protect the Tunisian people and economy from extremism and violent agendas, the United States stands ready to help. We also are working closely with Tunisia on the broader shared threat of terrorism, including from groups like al-Qaida and its affiliates.

So Minister, please know the United States remains committed to supporting Tunisia as you deal with this current situation, as you continue your democratic transition, and we want to be with you as you confront challenges and help seize opportunities together for the betterment of the future of Tunisia.

FOREIGN MINISTER ABDESSALEM: Thank you. Thank you, Your Excellency, Secretary of State, for providing us this opportunity to meet with you here in Washington. I’m here to express my condolences for the loss of the American Ambassador in Libya and the three other members of staff.

I’m also here to express our regret and full and strong condemnation for the storming of the American Embassy and school in Tunisia last Friday. This event does not reflect the real image of Tunisia. As a newborn democracy, all of you know that we are in process to dismantle the heavy legacy of political despotism and to set up the foundations of a new democracy. And we have the heavy, broader responsibility to succeed in this process of democratization. And I’m sure if we succeed, at least we send a positive message to the region, is that democracy is possible in that part of the world.

We are familiar to hear and to read in the newspapers and to hear from the media that democracy expanded in different parts of the globe except in the Arab region. But I hope that we prove by reality that democracy is possible in the Arab world – to be a democrat, Arab, and Muslim at the same time.

We already taken the necessary measures to protect the American Embassy, the American schools, and all diplomatic presence in Tunisia, members of foreign communities. It is our duty, and I’m sure that we have the ability and the capability to protect all private and public institutions in Tunisia. Stability, political stability, and security is priority for us as well for our friend and partner the United States. And I want to thank you, Mrs. Hillary, for providing us this opportunity, and I’m looking forward for a fruitful and constructive discussion.

Tunisia has inspired the world with its peaceful, steadfast march toward a more democratic, prosperous society. As Tunisia continues in this critical phase of its history, the United States remains a committed partner in working with the Tunisian government, private sector, and civil society to develop democratic institutions in supporting the growth of an independent civil society and free media, and in laying the economic foundations for Tunisia to thrive as a 21st century democracy. Since the January 2011 revolution, the U.S. has committed more than $300 million to support Tunisia’s transition, focusing heavily on technical and financial assistance to Tunisia’s economy and private sector.

Supporting Economic Growth and OpportunityThe United States is providing technical and financial assistance to support the growth of Tunisia’s economy and private sector, while ensuring that our aid is both economically and socially inclusive. U.S. programming includes elements that specifically target the interior parts of the country. U.S. assistance responds to Tunisian requests to promote fiscal stabilization; expand economic and employment opportunities throughout the country, particularly for youth; and encourage investment and growth-minded reforms.


Promoting Fiscal Stabilization

Critical Budget Support
– The United States provided $100 million to pay directly debt that Tunisia owes the World Bank and African Development Bank, allowing the Government of Tunisia to instead use an equal amount for its priority programs, and to accelerate economic growth and job creation.

Sovereign Loan Guarantee – The United States will guarantee bonds that the Tunisian government will issue to raise funds to support its stabilization and economic reform plans. The United States has committed $30 million for this purpose which can support several hundred million dollars in new financing for the Tunisian government.

Expanding Economic and Employment Opportunities

Information Communications Technology (ICT) Sector Development Project
– This project will position Tunisia’s ICT sector as a catalyst for private-sector growth and job creation. The program will train and support thousands of Tunisians across several skill sets using job-placement initiatives while improving the overall business environment for ICT firms, and helping the ICT sector to export more.

Return of the Peace Corps – Twenty Peace Corps volunteers will be on the ground in Tunisia in late 2012. Volunteers will provide English language training and youth skills development programs to help prepare students and professionals for future employment, build local capacity, and foster citizenship awareness.

Youth Entrepreneurship and Employability – The United States is providing assistance to more than 4,500 Tunisian youth in market-relevant skills training, job placement, and access to start-up business resources.

Women’s Entrepreneurship Program – The United States continues to work with women entrepreneurs, providing them with the resources to enable them to contribute to Tunisia’s economic development and to the direction of the country’s overall development. The U.S. is partnering with Microsoft Corporation, other technology companies, and eight local Tunisian women’s organizations to provide technological, social media, entrepreneurship and leadership training. Tunisian women entrepreneurs also have the opportunity to participate in professional mentorship and exchange opportunities at leading companies in the U.S..

Encouraging Investment and Growth-Minded Reforms

Overseas Private Investment Corporation (OPIC) Franchise Facility
– A $50 million OPIC franchising facility will provide working capital to Tunisian franchisees interested in working with American, European, and Tunisian franchisors; ultimately creating an estimated 10,000 local jobs for Tunisians.

Tunisian-American Enterprise Fund – The United States will establish a Tunisian-American Enterprise Fund with an initial capitalization of $20 million. The fund will foster stronger investment ties between Tunisia and America, leverage other investors, and help Tunisians launch the small and medium enterprises that will be engines of long term growth.

Millennium Challenge Corporation (MCC) Threshold Program – Tunisia was selected for an MCC Threshold Program in September 2011. As a first step, the United States and the Government of Tunisia are jointly identifying Tunisia’s primary constraints to economic growth. A $20 million Threshold Program will be designed based on the results of this analysis and will target policy and/or institutional reforms that the Government of Tunisia decides to implement to increase economic growth.

Regulatory Reform to Improve Access to Capital and Business Enabling Environment – The Departments of Commerce and State are supporting entrepreneurship and franchising regulatory reform, as well as reforms to the country’s commercial legal infrastructure. The U.S. Treasury is deploying a resident advisor to Tunisia to provide technical assistance to the Central Bank on financial stability issues.

Public-Private Partnerships –In addition, the U.S. is partnering with the Microsoft Corporation to provide business and software skills training to 20 new Tunisian startup companies in 2012 and 2013. At the conclusion of this training, Microsoft will match these startups with local and international venture capitalists. The U.S. has also partnered with the Coca-Cola Corporation to send 100 university students from the throughout the MENA region, including ten Tunisian students, to a summer entrepreneurship program at Indiana University’s Kelley School of Business in 2012.

Democracy, Governance, and Civil SocietyThe success of Tunisia’s transition to a healthy democracy depends on its ability to develop mechanisms for government transparency, accountability, and the existence of thriving civil society and media sectors. In support of the Tunisian people’s aspirations for democracy, prosperity, and long-term political stability, U.S. assistance bolsters efforts to develop institutions of democracy and governance; enhance the capacities of civil society; promot transitional justice and the rule of law; and build capacity in the education, culture and media sectors.

Strengthening Political Participation The United States is working to build on Tunisian-led efforts to increase citizen engagement in democratic life and support political participation. In the fall of 2011, the U.S. provided assistance to organizations in Tunisia that were organizing and administering what were widely hailed as free and fair multiparty elections for a Constituent Assembly, which is drafting a new constitution this year. Following the elections, the U.S. is continuing its support by linking newly elected representatives and their constituents to help encourage engagement in the transition and to help build a positive, communicative relationship between government and citizens. Additionally, the United States sponsored a Constitutional Program that brought U.S. Supreme Court Justices Stephen Breyer and Ruth Bader Ginsburg into contact with members of the Constituent Assembly, political party representatives, and legal scholars as they prepared to debate and draft the new Tunisian constitution.

Enhancing the Capacities of Civil Society – The U.S. is partnering directly with local civil society and community organizations to enhance their capacity to actively participate in the political transition and advocate for their causes. Responding to requests from Tunisian civil society organizations, the U.S. is providing assistance in the form of training, information-sharing, physical space for organizations to conduct business, and funding – in their efforts to advance women’s empowerment, freedom of expression and an independent media; promote civic awareness and peaceful expression of differences; and hold their new democratic leaders and institutions accountable.

Building Capacity in the Education and Media Sectors – Building on the success of ongoing university linkages facilitated by grants from the U.S. Embassy in Tunis, the U.S. plans to establish eight additional linkages between U.S. and Tunisian higher education institutions. Two of these linkages will focus on business and entrepreneurship skills and will include new joint dual-degree programs, while another will introduce an investigative journalism master’s degree program at the Tunisian Press Institute. When access to Tunisian higher education institutions opened up after the revolution, the Fulbright Program quickly responded and sent 11 Fulbright Specialists to build new relationships with universities for curriculum development and other activites. The United States has also substantially increased its investment in English-language classes for youth from disadvantaged sectors by expanding its English Access Microscholarship Program to include approximately 1,000 students in eight cities across Tunisia since the program’s inception in 2004. The U.S. has also supported the development of free media by providing training to approximately 200 journalists and editors and linking Tunisian journalism students with internships at American news

Advancing of the Rule of Law – In cooperation with the Tunisian government and civil society, the U.S. will launch a program to support the development of transparent, responsive, and accountable criminal justice institutions that respect human rights, combat corruption, and promote the rule of law.

Peace and Security

The United States stands ready to partner with the Tunisian government to address the high-priority security concerns, which can directly affect the development, stability, and sustainability of the Tunisian economy. The U.S. will assist with promoting regional stability, countering terrorism, preventing the proliferation of illicit items, building law enforcement investigative capabilities, providing military equipment, and enhancing border security efforts. In addition, active Tunisian participation in U.S. professional military education courses strengthens our countries’ military-to-military relationship.

Security Assistance – Due to a nearly fivefold increase in operational tempo since the January 11 revolution, Tunisia’s need for assistance to maintain its military equipment and to train its personnel has never been greater. U.S. assistance, in the form of Foreign Military Financing, International Military Education and Training and funding from the Counter Terrorism Program 1206, have helped to address its needs, providing wheeled vehicles, patrol boats, and educational opportunities to military personnel.

Anti-Terrorism Assistance Training Program – ATA training began in 2011 after a seven-year hiatus. In 2011-2012, nine courses were held and more are planned for next year. ATA assists in developing counterterrorism capabilities to strengthen border security to detect and intercept terrorists, and build capacity for investigating terrorist activity pre- and post-incident. ATA also provided equipment and is facilitating the purchase a mobile command post and mobile crime lab.

Enhancing Border Security Efforts – The United States will provide technical assistance, equipment, and related training for front-line Tunisian enforcement personnel at airports, sea ports, and land borders. The U.S. will also provide support in the development and strengthening of comprehensive strategic trade control systems that meets international standards.

Humanitarian Assistance

Humanitarian Assistance programs reaffirm the commitment of the U.S. government to assist pockets of need in Tunisia. The programs bolster the ability of Tunisian civil society and other governmental organizations to provide humanitarian relief to underprivileged, disaffected, and disabled members of the population. Highlights of our assistance in this area include:

Assisting Flood Victims in Jendouba РU.S. Embassy in Tunis donated emergency humanitarian assistance to the Comit̩ Regional de Solidarit̩ Social in Jendouba to support their efforts to provide victims with relief supplies.

Ambulances for Hospitals in Southern Tunisia and Tunisian Red Crescent – New ambulances were purchased for the Tunisian Red Crescent to assist in responding to humanitarian needs on the Tunisian-Libyan border. The U.S. also donated eleven ambulances to improve emergency medical transport conditions in the governorates of Tataouine, Medenine, Kebili, and Gabes.

Construction of an AIDS Prevention / Testing Center in Tunis – The center was completed with U.S. assistance and serves youth in Tunis in the vicinity of the university campus.

Extensions to Hospitals in Southern Tunisia – Emergency, maternity and out-patient clinics will be added to hospitals in disadvantaged populations of Remada, Dhiba, and El Faouathat that lack adequate health facilities.

Installation of Air Conditioning at the Burn and Trauma Center in Ben Arous – This center for critically injured patients will be entirely equipped with air conditioning.

Eye Care Clinic for Disadvantaged Populations in Sidi Bouzid – The clinic will provide necessary infrastructure for a Tunisian Association of Ophthalmologists to perform free eye care for the impoverished population in the remote, town of Sidi Bouzid.

Vocational Training Center for Disabled Youth in Ariana – This center will provide training and job placement for youth who, due to learning disabilities, were unable to finish secondary school. The project promotes disability rights and address problems of unemployment for marginalized young people.

Center for Muscular Dystrophy Patients in Tunis – This center will provide socio-medical support to persons suffering from muscular dystrophy and will serve as a distribution center for wheel chairs and medical equipment needed by patients in Tunisia.

Training Center for Rural Women in Makthar – A vocational training facility to train rural women in crafts and agricultural production/micro-enterprise and agribusiness management will serve those in the vicinity of the Governorate of Siliana.

Construction of a Drug Rehabilitation Center in Sfax – Funding was provided to build the first socio-medical substance abuse rehabilitation center in Tunisia. The center assists the integration of marginalized and disaffected youth into mainstream society.

State Partnership Program Supports Africom's Theater Engagement

STUTTGART, Germany, July 6, 2012 - When a pro-democracy revolution swept Tunisia, launching what became known as the Arab Spring, the Tunisian military looked to its U.S. partner, the Wyoming National Guard, for help in teaching democratic values to the country's youth.

The Wyoming Guard had the perfect tool at its disposal: the National Guard's Youth Challenge program, which has been instilling values, skills, education and discipline in at-risk youth since 1993 with a goal of helping them lead successful, productive lives.

The Wyoming Guard "was immediately able to offer this program of instruction and this experience to assist the Tunisians in establishing a similar program," Army Maj. Gen. Charles Hooper, U.S. Africa Command's director of strategy, plans and programs, told American Forces Press Service at the command headquarters here. "So that is the kind of experiences, relationships, skills and capabilities that our state partners bring to our African partners."

With no permanently assigned forces and increasing budgetary constraints, Army Gen. Carter F. Ham, the Africom commander, is hoping to expand the popular State Partnership Program to increase the command's engagement across the African continent.
Ham called himself "a big fan" of the program during recent congressional testimony and said he hopes to expand the number of partnerships in Africa from the current eight to 10.
"In our efforts to strengthen defense capabilities of African partners, the National Guard State Partnership Program is an incredibly important component," he said. "We have very strong state partnership programs that contribute very significantly to our training and exercise programs."

Ham reported that he has asked the National Guard Bureau chief, Air Force Gen. Craig R. McKinley, to add two additional partners this year, including possibly one for Libya.
"That might be a place where we could apply a State Partnership Program to great effect," he told the Senate Armed Services Committee in March. "So we will continue to look for opportunities such as that."

McKinley has called the State Partnership Program, initially formed in 1993 to support former Soviet bloc countries after the Soviet Union collapsed, the crown jewel of the Guard's international engagement. Citing the program's high impact at a relatively low cost -- the exact type of engagement the Defense Department's new strategic guidance promotes -- McKinley said he, too, would like to expand it to promote mutual security cooperation with partners and allies around the world.

Navy Adm. James A. Winnefeld Jr., vice chairman of the Joint Chiefs of Staff, shares Ham's and McKinley's enthusiasm about the program. "It's proven to be a very, very valuable high-leverage tool for us," he said earlier this year, after the release of the new strategy. "So we plan to build on things like that to help us on these innovative approaches to other parts of the world."

The State Partnership Program includes partnerships with 63 countries within Africom, U.S. European Command, U.S. Southern Command, U.S. Central Command, U.S. Pacific Command and U.S. Northern Command areas of responsibility.

Africom currently has eight partnerships. The California National Guard is partnered with Nigeria; the New York National Guard with South Africa; the North Carolina Guard with Botswana; the North Dakota National Guard with Ghana; the Michigan National Guard with Liberia; the Vermont National Guard with Senegal; the Utah National Guard with Morocco; and the Wyoming National Guard with Tunisia.

Since Africom's inception in 2008, the State Partnership Program has been vital to its theater engagement strategy.

"What it brings to our toolbox is continuity," Hooper said. "It creates long-term relationships between the state partners and their African partners."
Hooper has seen firsthand the close bonds that form between National Guard participants, who don't typically rotate between assignments as frequently as their active-duty counterparts, and the African militaries they work with.

"In all of these relationships, the states bring the very best of their practices," he said. Along with military skills training that helps build capacity on the continent, he said the Guard also provides role models for African militaries.

In Liberia, for example, the Michigan National Guard is providing 24 members in support of Operation Onward Liberty, a joint venture between the U.S. Marine Corps, Air Force and Army to help Liberia's armed forces build capacity to defend their borders and their neighbors.

Last spring, North Dakota National Guard members demonstrated to the forces and civilian disaster-management experts in Ghana how the Guard supports civilian-led disaster response efforts -- in this case, during an actual snowstorm and major flooding in Fargo, N.D.

Although their climates are worlds apart, North Dakota and Ghana deal with similar disasters, including floods, drought and windstorms, a participating Guardsman noted.
In December, a team of North Carolina National Guardsmen traveled to Gaborone, Botswana, to share the U.S. experience in integrating military intelligence into operations with Botswana.

"Relationships count, and that's what makes the State Partnership Program so valuable," Hooper said. "It's the long-term relationships between the state partners and their African partners."

U.S. BELIEVES AL-QAIDA IS STILL MAJOR THREAT

Al-Qaida Offshoots Are Biggest Terror Threat, Official Says

WASHINGTON, April 29, 2012 - Core Al-Qaida – the group led by Osama bin Laden – has been surpassed by its affiliates as the biggest terrorist threat to the United States, a senior intelligence official said.
"With bin Laden's death, the global jihadist movement lost its most iconic, most effective and most inspirational leader," Robert T. Cardillo, deputy director for intelligence integration with the Office of the Director of National Intelligence, told reporters in an April 27 conference call.

Bin Laden's death allowed al-Qaida second-in-command Ayman al Zawahiri to move up, but he has not changed the group's strategic direction and does not have the charisma to appeal to new recruits, Cardillo said.

The al-Qaida offshoots – al-Qaida in the Arabian Peninsula, al-Shabob in Somalia, al-Qaida in the Mahgreb – "will surpass the core al-Qaida remaining in Pakistan," Cardillo said. "Each group will seek opportunities to strike Western interests in its operating area, but each group will have different intent and opportunity to execute those plans."

The "Arab Spring" uprisings that began last year have influenced the jihadist movement, the deputy director said. "The unrest and reduced security provides terrorists inspired by that movement more operating space as security services focus more on internal security and regime stability," he said.

As new Middle East leaders address public demands for their participation in government, "we assess that core al-Qaida and the jihadist movement will suffer a strategic setback in that the Arab Spring strikes at the very core of their jihadist narrative," he said.

Al-Qaida believes in progress by violence, but the elections in Tunisia, Egypt, Yemen and the up-coming election in Libya rebuke that assertion, Cardillo said.

"However, prolonged instability or unmet promises by these new governments ... would give al-Qaida, its affiliates and its allies more time to establish networks, gain support and potentially engage in operations," he said.

QUESTION: You have nothing to start with?
MR. TONER: I have nothing to start with.
QUESTION: How goes your search for a venue to meet the Iranians?
MR. TONER: Well, again, I think we talked about this a little bit – well, actually, not a little bit – at length yesterday. And that’s a question best directed to High Representative Ashton’s office. They are our point of contact on these discussions, and, as I at least attempted to make the case yesterday, it’s very important, we feel, when we’ve got four other members of the – or five other members of the P-5+1 as well as Iran, as we’ve noted yesterday, speaking with many voices on this issue, that there just be two points of contact on it.
QUESTION: Yeah, but it’s – now it’s eight days away.
MR. TONER: We are --
QUESTION: If this – is the date in question now because the venue hasn’t been decided, or is it still your --
MR. TONER: I would say that we are still expecting this to take place next week, but there’s certainly some degree of urgency.
QUESTION: Okay. Well, I mean, is it the U.S. position – does – is the U.S. position still what the Secretary said it was over the weekend, that this meeting will be on the 13th in Istanbul?
MR. TONER: That’s what I said. It’s still our expectation, but I agree we need to nail down the venue.
QUESTION: So – but it is still the U.S. position that the meeting will be in Istanbul on the 13th?
MR. TONER: It is – that was our expectation when the Secretary spoke those words. It was our expectation up until we heard some other venues tossed about by the Iranians.
QUESTION: But it does not remain --
MR. TONER: High Representative Ashton’s office is trying to clarify and nail down the venue, but the dates – we’re still expecting to meet the Iranians on the 13th and 14th.
QUESTION: In?
MR. TONER: Again --
QUESTION: So in other words, it’s --
MR. TONER: -- we were ready to meet in Istanbul. We’re trying to clarify that right now.
QUESTION: So it’s no longer your expectation that it will be – that it will necessarily be in Istanbul on the 13th?
MR. TONER: Again, let’s let High Representative Ashton deal with the Iranians and nail that down.
QUESTION: Are you happy? I mean, does it – it doesn’t have to be in Istanbul as far as you’re concerned? I mean, it does – some of these proposals for wherever, Baghdad or Beijing, I mean, if the point of these is to sit down and talk with them, why not sit down and talk with them wherever they want to do it?
MR. TONER: Agree. Again, we talked about this at length yesterday. We’re just one part of this group, the P-5+1, so there’s logistical aspects to this that go without saying, really, on any one of these venues or locations. As we noted, it was our expectation that this was going to be in Istanbul. It’s not for us to say one place over another, but it’s important that we start to nail this down, working through Catherine Ashton, so that we do have a place to meet next week.
Yeah. Go ahead, Jill.
QUESTION: Another subject?
MR. TONER: Sure.
QUESTION: The $10 million man? (Laughter.) I just wanted to see. I know you went into it at great length yesterday, but --
MR. TONER: Yeah, sure.
QUESTION: -- has he actually been indicted?
MR. TONER: Has he been indicted in a U.S. court?
QUESTION: Mm-hmm.
MR. TONER: I’m not sure of that. I’ll take the question. I don’t believe he has, but we certainly want to see him brought to justice. I mean, as everyone and their mother know at this point, he’s hiding in plain sight in Pakistan, so what we’re – again, just to clarify what we talked about yesterday, which is that we’re not seeking his whereabouts. We certainly know that. But we’re seeking information that can be used to prosecute him.
QUESTION: But the Pakistanis would say there really is no evidence. Let’s say that he hasn’t been indicted. Then it’s really just an allegation, correct?
MR. TONER: An allegation based on our conviction that he is, in fact, guilty of these crimes, but again – we talked a little bit about this yesterday; obviously, can’t get into the detail – we’re – our belief is based on intelligence. But what we’re looking for is evidence that can be used to prosecute him in a court of law in Pakistan or elsewhere, and the $10 million is that sweetener, if you will, to encourage people to come forward.
QUESTION: But doesn’t this appear to have been backfired, really, when you look at it? Because here’s the United States putting a reward on a man’s head and he’s now a celebrity, he’s on talk shows, he’s having a news conference, and thumbing his nose at the United States.
MR. TONER: Well, Jill, I think he can do what he wants to, certainly, and he’s clearly trying to bask in the media attention. We just hope that and reiterate that our offer is very real, that if anybody knows or can produce evidence that ties him to the Mumbai bombings and other terrorist attacks that they step forward.

QUESTION: (Off-mike.)
MR. TONER: In the back and then over to you.
QUESTION: First question, President Zardari is due to meet Prime Minister Manmohan Singh next week in India, and there are now conservative groups in Pakistan, like the Defy Pakistan Council, that have asked him not to visit India at all. Do you feel that by issuing this notice at this time, it may have had an adverse effect on India-Pakistan relations?
MR. TONER: Well, look, we’ve talked about this upcoming visit. We’ve talked about the fact that we’ve had some high-level U.S. officials in Pakistan, Deputy Secretary Nides, for example. And I was very clear that none of this is related to any of those visits, any of those interactions. As I tried to clarify yesterday, our Rewards for Justice program is a separate process, if you will, and takes place in our Diplomatic Security channels and that it is indeed a long process to evaluate these individuals and indeed designate them. So there’s no relation here. We certainly don’t want it to impact on his visit to India. We think his visit to India actually is very constructive, and we’re all for it.
QUESTION: I have a follow question. By issuing this notice, are you trying to create a split in the Lashkar-e Tayyiba again, as well, by asking someone to come forward? And you just mentioned – you said 26 – the Mumbai attacks and other terrorist attacks. Can you specify what other attacks that the U.S. believes Lashkar-e Tayyiba is responsible for in India or other parts of the world?
MR. TONER: Well, there’s numerous incidents in the region. They are, obviously, an active terrorist organization. In terms of your first question, it’s a – we’re not – we’re asking for an individual to step forward, who can have evidence – who can produce evidence that ties into these attacks. Whether that we’re trying – we’re not playing some sort of strategic game here. We’re just trying to prosecute this individual.
QUESTION: Follow up. As far as (inaudible) are concerned, India had charged him. Have you asked India for the evidence against him, since he had open press conferences and all that? Everybody knows where he is who he is, including the Pakistan Government. Is India with you on the evidence?
MR. TONER: You’re asking if – you’re asking me to – about the Indian evidence against him? Again, that’s a question for the Government of India and the Government of Pakistan to answer.
QUESTION: The kind of evidence you are seeking, are you in touch with the Indian Government?
MR. TONER: We’re in very close contact with the Indian Government on this, yes.
QUESTION: And second, as far as – what kind of message are you sending to Pakistan, one because of this – just to follow what Yuma said – is this some kind of message that you are sending to Pakistan as far as this $10 million bounty is concerned? And also at the same time, you’re asking Pakistan to open their doors of U.S.-Pakistan relations as far as supply route to Afghanistan is concerned.
MR. TONER: Goyal, I talked about this yesterday. There’s no connection here, whatsoever. In answer to your first question, we’re trying to give the Pakistani authorities the information, the evidence that they can use to prosecute this individual.
In terms of your second question, Deputy Secretary Nides is concluding a very productive visit to Pakistan. He’s had high-level contacts during his time there. It’s been very productive, very constructive. And we’re obviously waiting for the end of the parliamentary review process so that we can engage with Pakistan on our way forward.
QUESTION: And finally, Mr. Zardari’s – President Zardari’s visit to India. This is the first visit, I understand, official visit to India. What role do you think U.S. is playing as far as India-U.S. relations are concerned in connection with his visit?
MR. TONER: What role is --
QUESTION: U.S. playing. Any role U.S. playing?
MR. TONER: On whose visit?
QUESTION: About his visit to India. And U.S. – Pakistan --
MR. TONER: No role. I just said, in answer to a previous question, we’re certainly – we want to see – to us, it’s a win-win situation when Pakistan and India are engaging in dialogue, are talking to each other, and are building better cooperation.
I did want to – I’m sorry, I did want to get back to you on that. I know I had it somewhere, which is why I was leafing through my paper as I was answering Goyal. But there’s several attacks that Lashkar-e Tayyiba has claimed responsibility for, been implicated in. January 2010 attack on Srinagar airport that killed five Indians; December 2001 attack on the Indian parliament building; the July 2006 train attack in Mumbai; and a February 2010 attack against hotels in Kabul that we’re all aware of that killed nine Indians, four Afghans, and one French citizens.
QUESTION: And through all --
MR. TONER: Sorry.
QUESTION: And through all this, the Indian Government hasn’t seen fit to offer a reward for any information, so it’s up to the U.S. taxpayer to foot the bill, correct?
MR. TONER: Matt, I don’t know what they’ve offered.
QUESTION: All right.
MR. TONER: I’d refer you to the Indian Government.
QUESTION: Okay. Just a quick – just a couple --
MR. TONER: Yeah.
QUESTION: -- things on this. I mean, you say, yes, this is a separate process, the Rewards for Justice, but it certainly doesn’t operate in a vacuum. And with all the things going on this week – Under Secretary Sherman’s visit to India, Deputy Secretary Nides’ visit to Pakistan, the Zardari visit to India – if you didn’t want to have an impact on any of these things, you sure really picked a bad time to do this. Because whether you want it to impact these things or not, it does, particularly in the Pakistani public’s view.
So can you take the question as to whether anyone at DS or who was involved in this actually paid attention to the schedules of things that were coming up diplomatically when they decided to put this out on late Monday night – apparently accidently put onto the website late Monday night before it was announced here formally the next day?
MR. TONER: Well, the process was completed. This was – look, these kind – this kind of counterterrorism cooperation --
QUESTION: If it took – it’s been more than three years. The thing took months to do. Why did you pick this week, when it had the best chance of screwing up diplomacy, to put it out?
MR. TONER: All right. I would argue against the fact that it screwed up any --
QUESTION: Well, can you take the question.
MR. TONER: -- diplomacy. In fact, Deputy Secretary Nides had very effective discussions --
QUESTION: Right. That was the second part of my question.
MR. TONER: Yeah.
QUESTION: Prove it. What was so productive --
MR. TONER: Prove it?
QUESTION: -- and what was so constructive about Deputy Secretary Nides’--
MR. TONER: Well, first of all they were --
QUESTION: -- visit to Pakistan?
MR. TONER: He engaged at a very senior level. He met with Prime Minister Gillani, President Zardari, Foreign Minister Carr, Finance Minister Shaikh, as well as Pakistani business leaders. And I would refer you to Foreign Minister Carr’s press release about his visit that’s very positive in tone. They had real substantive discussions, and overall the message was that – and of course, I can refer you to Deputy Secretary Nides’ public remarks – is that we value our relationship with Pakistan and we respect their parliamentary process and we’re looking, once that’s completed, to engage with them.
QUESTION: That’s it?
MR. TONER: But we believe the visit --
QUESTION: I mean, one could go and have a ton of meetings --
MR. TONER: Matt.
QUESTION: -- with a ton of people --
QUESTION: And that --
QUESTION: And they say no to everything you ask for.
MR. TONER: And I’m – I think I’m --
QUESTION: And I wouldn’t say that that’s very constructive or productive.
MR. TONER: -- implying without getting into the substance of our private diplomatic exchanges, that these were constructive in material.
QUESTION: Okay. Can you say what’s different now about the U.S.-Pakistan relationship than it was before Deputy Secretary Nides visited?
MR. TONER: Well, I think we have seen a pivot in the last weeks that is tangible, that we are trying to move behind the very tragic events --
QUESTION: I thought everything was hold until – after the parliamentary review?
MR. TONER: Again, Matt, I’m talking about diplomatic engagement, and it’s not about making widgets necessarily and having a product to display at the end of the day. It’s about the hard spadework of engaging with a key ally in the region and rebuilding the relationship that was seriously damaged November 26th.
QUESTION: I’m – right. But didn’t the President meet with --
MR. TONER: He did.
QUESTION: -- the head – yeah. Well, wasn’t that, like, last week or 10 days ago?
MR. TONER: I’m not sure what you’re getting at. I think I’ve addressed your question. Any other questions?
QUESTION: I’d just like to know why you think that Deputy Secretary Nides’ trip was so productive and so constructive if you can’t point to anything that’s resulted from it. I mean, you could say he had a great trip because he had a nice meeting and enjoyed tea with whoever he met with and they were all cordial and shook hands and smiled at each other, but that doesn’t necessarily – that’s not necessarily productive and constructive. So I want to know why you’re using those two terms.
MR. TONER: Well, Matt, I think I answered your question in the sense that he had high-level meetings – senior Pakistani officials. He delivered our message that we value this relationship and that we want to see us move forward in the relationship. Again, I’d refer you to Foreign Minister Khar’s press release that she put out that also called these substantive and constructive discussions.
QUESTION: Okay.
MR. TONER: And I can’t --
QUESTION: So your argument is the very fact that the meetings happened is what makes it --
MR. TONER: That’s not what I’m saying at all. Anyway, next question.
Yeah. Go ahead.
QUESTION: Syria?
MR. TONER: Sure.
QUESTION: I know there was a lot of activity at the UN today, but I mean, in listening to the speeches at the UN, it seems like everyone’s as pessimistic as ever. I mean, realistically, what hope does the U.S. have that Assad is going to abide by this deadline?
MR. TONER: Well, you’re right, Cami. The 10th is approaching and you saw, of course, the UN released its presidential statement today that once again called on the Syrian Government to adhere to the commitments it has agreed to. And you are also correct in that, thus far, we haven’t seen, either from press reports or activists on the ground, any suggestions that the regime is carrying out any withdrawal from these city centers and retreating to barracks as the Annan plan calls for them to do.
So it’s not surprising; certainly discouraging. It is clear that the Assad regime appears to be using this window to continue to carry out its horrible assault on the Syrian people. And in the event, as I think Ambassador Rice has said, that we don’t – that he does not comply by April 10th, then we’re going to be consulting with the Security Council on next steps.
QUESTION: Was the U.S. satisfied with the strength of the presidential statement coming out of the Security Council? I mean, it’s urging them; it’s not – it didn’t have any demands in it.
MR. TONER: Well, look, it’s very clear what Assad needs to do. So it was a strong message of unity on this issue. And I don’t think it’s a message that we can convey enough to Assad and his regime that time is running out. They need to comply with the April 10th deadline.
QUESTION: Are you guys confident that that unity will continue when and if it becomes a discussion of whether he’s – how much he’s complying with this? You have a non-spokesperson saying that the Syrian Government has told them that they’re withdrawing forces from several cities and saying that this is going to be verified but not saying how. Are you persuaded that the Security Council, as a body, will have the same information, will all agree that either it’s happening or it won’t – it isn’t happening?
MR. TONER: I mean, that’s really a question for Kofi Annan to answer, or his spokesperson, which is how we’re going to coordinate to verify any withdrawal. So far, we’re getting out ahead of ourselves. We haven’t seen any signs that that’s happening.
QUESTION: Can you say anything about the U.S. assistance, the non-lethal assistance?
MR. TONER: You’re talking about the --
QUESTION: The status of that. Right.
MR. TONER: – the humanitarian assistance or --
QUESTION: Is it being delivered? The assistance that you couldn’t say what it was?
MR. TONER: Oh. I don’t have any updates for you. I’ll try to get it. You’re talking about the – to the Syrian opposition.
QUESTION: Mm-hmm.
MR. TONER: Yeah. No, I don’t have any updates for you on that. I’ll take the question.
QUESTION: How about the Syrian Government’s reported agreement to allow the ICRC access? Is that an important step? Or do you think that’s a serious step?
MR. TONER: Well, it certainly is, and we saw press reports, and indeed the ICRC confirmed that one of the two main Syrian/Arab Red Crescents warehouse facilities containing stocked goods intended for distribution to people in need was destroyed on April 4th. And some distributions have been canceled as a result. So obviously, that underscores the urgent need for safe and secure access for these humanitarian organizations.
QUESTION: Mark, I just want to make sure I got this right. You said that if Assad doesn’t comply by the April 10thdeadline, the U.S. – you guys and your allies are going to consult –
MR. TONER: We’re going to consult on next steps, yeah.
QUESTION: I’m sure he’s shaking in his boots. That’s really what the “or else” is? You do this or else we’re going to consult?
MR. TONER: Matt, our approach to Syria is on several fronts. We have the Friends of Syria group that, as you saw over the weekend, took additional steps to provide support to the opposition, as well as increase humanitarian assistance to people in need in Syria. We’ve got this sanctions group that’s look at how to more effectively implement sanctions against Assad. We’re – this is something we’re working on multiple fronts. We’re going to continue to use the UN where we believe it’s going to be effective. We’re going to go back and consult on next steps.
QUESTION: So does that mean that if he does comply with – by April 10th – if he does comply with this, that those sanctions will be lifted? You won’t be going for any more sanctions?
MR. TONER: It does not mean that.
QUESTION: So – I’m sorry. What does he get out of this deal?
MR. TONER: Again, it’s not so much what he gets out of this deal except that what there needs to be, first and foremost in Syria, is an end to the violence. This is a country that, as we said, is going down a very dangerous path.
QUESTION: Yeah.
MR. TONER: We have the opposition, or members of the opposition, now defending themselves, as we’ve talked about. The violence is expanding, and we need to stop that.
QUESTION: Why is not an accurate assessment – because I’m sure you’ll say it’s not an accurate assessment – that there is no reward for compliance and there’s no punishment for non-compliance? How does that work?
MR. TONER: Punishment for noncompliance – the punishment for non-compliance --
QUESTION: Yes. The punishment is that you’re going to consult.
MR. TONER: The punishment for noncompliance is going to be increased pressure on Assad, on his regime, and a clear message to those around him that they’re on the wrong side of history.
Yeah, Jill.
QUESTION: Egypt?
MR. TONER: Sure.
QUESTION: Let me – one more on Syria?
MR. TONER: Sure. Finish up Syria.
QUESTION: So what kind of strong consequences Secretary Clinton talk about if he doesn’t --
MR. TONER: I think I just talked about that. We’ve – this is not just about the Security Council, just about the UN. We’ve said before that we’re going to consult with the Security Council on next steps when appropriate. But we’re also applying pressure through sanctions, political pressure through the Friends of Syria group.
Yeah, go ahead, Jill.
QUESTION: In Egypt, there now are reports that the Obama Administration is asking Interpol to turn down, deny that request for the arrest of the American NGO people. Can you tell us – give us some more details about that?
MR. TONER: I can’t. I mean, first of all, it would be a Department of Justice issue. But secondly --
QUESTION: I think the State Department actually is involved.
MR. TONER: -- we don’t really talk about Interpol arrest warrants.
QUESTION: Right. But we do have State Department --
MR. TONER: I mean, what I can tell – what I can say to you, Jill, is what we’re – what we would convey both privately and publicly, which is that we’re making this message very clear in every available forum that we believe these charges against these individuals are politically motivated and therefore without any legal merit.
QUESTION: But tangential to that, there is apparently an Egyptian request for you to notify the people who have been charged that they – there is a court date coming up, and that they are expected to attend. Considering that you fronted the bail – or not fronted it, you actually paid it – are you going to comply with the Egyptians’ request, which I understand is your – is a treaty obligation for you to do so, and notify these people whether or not they go or not? Are you going to tell them that they are expected to pass on the – are you going to pass on the Egyptians’ notice to them that they are expected to appear in court, or are you really forfeiting the taxpayers’ $5 million in bail?
MR. TONER: You are correct that it’s these individuals’ own decision to make whether they’re going to return. I’ll – I mean, I – we’re in communication, obviously, with their lawyers. I don’t know if we’ve conveyed anything on the part of the Egyptian Government.
QUESTION: But will you pass on that, as you are obligated to do?
MR. TONER: I’ll take the question, but --
QUESTION: Similar to that, also on Egypt, just – I was wondering if there is a fuller readout of the meetings with the Muslim Brotherhood leaders, in particular about the substance of meetings, whether there’s any talk about democratic principles, types of things that might be raised as concerns, if there is a fuller readout of the meetings that you had.
MR. TONER: Well, I mean, I think – I’ll try to get one for you, but certainly, the deputy secretary met with members of this Carnegie Group that’s visiting that included a broad range of individuals from across the – not just Egypt, but obviously in other countries, Tunisia and elsewhere. I can’t get into the substance of his private discussions. I’m sure they talked about the transitions going on in all of their countries, and certainly the challenges in those democratic transitions.
QUESTION: I’m sorry. So who from the Muslim Brotherhood was in this delegation?
MR. TONER: I don’t know if we’ve got a – we don’t have a strict list of --
QUESTION: Are you sure that there was anyone from --
MR. TONER: Yeah. I’ll get you the information.
QUESTION: Well, can you – can I – and is it now – it’s now your stand, or it’s now your position that any conversation that a State Department official has, even if it’s in a private – even if it’s to a private citizen, i.e. not another government official, that that is – that’s somehow secret now?
MR. TONER: I didn’t say it was secret.
QUESTION: Well, you said we’re not going to get into the private discussion.
MR. TONER: Yeah, but I didn’t say it was secret.

QUESTION: Well --
MR. TONER: I mean, what do you – I mean, I just said we’re not going to --
QUESTION: Well, I’m just saying – so everything that is said --
MR. TONER: Yes, I’m not going to – I mean, I will give you an appropriate readout, but I’m not going to detail every x, y, and z of the conversation.
QUESTION: But you said you would look into this, but my suspicion is that you are going to come back to show the readout that you get is going to be that they talked about matters of mutual interest and regional concern. Would be that an appropriate readout for the most transparent administration since – in the history of the United States?
MR. TONER: Matt, don’t prejudge.
QUESTION: I’ll wait.
MR. TONER: Yeah.
QUESTION: North Korea --
MR. TONER: Sure.
QUESTION: What’s your position --

QUESTION: So even if the Egyptians’ request to Interpol were to through, the U.S. would not be obligated to arrest anyone on U.S. soil if they were subjects of the Red Notice. We were just referring to what Jill was talking about, my report from --

QUESTION: The U.S. would not necessarily be obligated to – would not be obligated to arrest anyone who’s subject to a Red Notice under Interpol on their soil, but are you concerned that the Egyptians might follow up with extradition papers? And what’s the recourse for U.S. if that’s the case?
MR. TONER: You’re getting way out in front on this. I’m not going to talk about this legal process, what it may turn into two or three steps down the road. We’re very clear that we believe these are politically motivated charges.

QUESTION: Okay.
MR. TONER: I’m sorry. You did actually ask first.
QUESTION: Yeah. What’s your position on the possible IAEA mission to Yongbyon? Do you think that IAEA should decline the invitation from North Koreans if they go ahead with missile launch? Have you discussed this matter with IAEA?
MR. TONER: Well, I’m sure we have discussed it with the IAEA. I can tell you on the part of the U.S. that we have no intention on observing the launch. But I’ll have to refer you to the --
QUESTION: No. Not talking about observing the launch, but did North Koreans send an invitation to IAEA about monitoring?
MR. TONER: Oh, I’m sorry. I thought you were talking about invitations. They have been sending out invitations to --
QUESTION: Yeah, but about monitoring facilities, nuclear facilities in Yongbyon, as after the --
MR. TONER: We are consulting with them on this. I’d refer you to them for what their position is.
QUESTION: So just to follow up on that, you said the U.S. has no intention of observing the launch, which doesn’t surprise me.
MR. TONER: Yes.
QUESTION: But has there been a formal communication or was there a formal invitation? Has there been a communication with Pyongyang?
MR. TONER: I was told shortly before coming down here that it would go to NASA apparently – that we have not received any invitation.
QUESTION: Have not?
MR. TONER: Have not.
QUESTION: Do you know if NASA has? Obviously, that’s --
MR. TONER: That’s what I meant. I said we’d check with NASA. I’m aware – so yeah, no.
QUESTION: That they have not sent anything to NASA?
QUESTION: Announcement in – North Korea has announced yesterday if the United States sanctions against North Korea, then North Korea would held to another nuclear test soon. How do you respond, sir?
MR. TONER: My response is: What we said very clearly is that we don’t want to see the satellite launch. I’m not going to speculate down the road. We believe that this satellite launch would be in violation of UN Security – existing UN Security Council resolutions, so let’s deal with the issue at hand here.

QUESTION: I don’t know if this subject came under discussion. Can you tell us something about Nides’ visit to Pakistan and what kind of economic cooperation -
MR. TONER: Did you just come here, or did you just arrive?
QUESTION: I’m – I had --
MR. TONER: I apologize. Let me give you a readout afterwards. I don’t want to rankle Matt again.
QUESTION: And –
QUESTION: On Ambassador David Hale’s visit to the Middle East, there’s a report the Jordanian hosted a meeting yesterday for the Palestinians and the Israeli negotiators?
MR. TONER: Yeah. He was obviously – it was in Ramallah yesterday. He met with Prime Minister Fayyad and President Abbas, and then he was meeting with his Israeli counterparts today. I don’t have a readout from those meetings. But obviously, all of this is done as – in preparation for leading up to next week’s Quartet meeting.
QUESTION: Tibet?
MR. TONER: Tibet?
QUESTION: Yeah.
MR. TONER: Sure.
QUESTION: Are you concerned about ongoing violence in Tibet? And one after another, they are putting themselves on fire or (inaudible). What they are saying is that China is destroying their culture and history and their livelihoods, and now time has come for the international community to intervene.
MR. TONER: Well, certainly we’ve been very vocal. And I would refer you to the numerous public statements we’ve made about our concerns about increasing these self-immolations and China’s actions vis-a-vis Tibet.

QUESTION: Sure. On Mali?
MR. TONER: Yeah.
QUESTION: There was a statement just a short while ago by the Foreign Minister Burkina Faso saying that Captain Sanogo, the coup leader, has a proper attitude, a right attitude, and as a result of that he thinks that the sanctions should be lifted, the sanctions that were just imposed. I mean, does the U.S. see any progress in Mali so far? Any progress that would warrant that type of thing?
MR. TONER: We know that the ECOWAS chiefs of defense are meeting in Abidjan today, and they’re in fact discussing next steps concerning the situation in Mali. And they have issued these sanctions. We do expect them to have a strong impact. But the choice is clear, that Sanogo and his compatriots need to reinstitute civilian rule with an eye towards near-term elections.
QUESTION: So, and then maybe --
MR. TONER: Yeah.
QUESTION: Maybe it’s just something that came out from Burkina Faso, but do you think it would be a premature step to ease the pressure?
MR. TONER: Not at all. I mean, we’ve seen very little in the way – on the part of the --
QUESTION: The question was --
QUESTION: To ease the pressure.
QUESTION: To ease the pressure, and you said not at all. You mean to --
MR. TONER: I mean --
QUESTION: Sorry I mumbled.
QUESTION: You shouldn’t ease the pressure.

MR. TONER: Clearly. We’re not easing sanctions on Mali, not at all. We’re not looking to ease sanctions in any way on Mali right now.
QUESTION: And just --
MR. TONER: We want to keep the pressure up.
QUESTION: Just briefly on that, just to follow up from the question yesterday – but the talks Assistant Secretary Carson had in Algeria, is there anything more on that, just particularly as it relates to Mali?
MR. TONER: Yes, I do. He was in, indeed, Algeria, so thanks for calling that to my attention. He was there, obviously, with General Ham of AFRICOM, and they did meet with President Bouteflika as well as Algeria’s African affairs minister yesterday and precisely there to discuss the situation in Mali, as well as our concerns about the Sahel and the activities of AQIM.
QUESTION: Is there anything specific you’d like to see from Algeria on Mali as a neighboring country?
MR. TONER: Well, I mean, obviously we’re looking to cooperate closely with them. This is an issue that touches their borders, and so it’s of great concern to them. So – and especially, as I said, the activities of AQIM in the region and the fact that they are, as al-Qaida often does, trying to exploit the current situation.
Yeah.
QUESTION: Do you have any updates on any potential ongoing communication or diplomacy with the Emirates about the NDI case? Have that – has that – I mean, I know the Secretary remarked on it over the weekend, but has there been anything more on that? And there’s also a report that a couple of NDI folks have been prevented from leaving, although one was later allowed to leave. Can you confirm that? Do you have any --
MR. TONER: Right. My understanding to your second question is that they were – there were two individuals briefly detained and then released. One was allowed to, in fact – or I think departed the country and the other remains. But I – and the Secretary obviously spoke to this over the weekend. And we continue to be in close contact with the Government of the UAE, trying to find a resolution to this.
QUESTION: Did the State Department – was the State Department involved at all in discussions with them while these two folks were being held, particularly the American citizen?
MR. TONER: You know what? I’m not – I don’t know, frankly. I don’t know how long the detention was, but --
QUESTION: Are you saying --
MR. TONER: Yeah.
QUESTION: -- one of them was an American citizen?
MR. TONER: I believe so.
QUESTION: I didn’t hear that and --
MR. TONER: I’ll double check, Matt.

Tunisia has inspired the world with its peaceful, steadfast march toward a more democratic, prosperous society. As Tunisia continues in this critical phase of its history, the United States remains a committed partner in working with the Tunisian government, private sector, and civil society to develop institutions of governance, and in laying the economic foundations for Tunisia to thrive as a 21st century democracy.
Since the Revolution, the United States has committed approximately $190 million in total assistance to support Tunisia’s transition, focusing heavily on technical and financial assistance to Tunisia’s economy and private sector. In addition, the U.S. Overseas Private Investment Corporation is working to invest roughly $150 million in Tunisia. We seek to ensure all of our aid is economically and socially inclusive, with elements specifically targeting the interior parts of the country. Specifically, U.S. assistance responds to Tunisian requests to promote fiscal stabilization; expand economic and employment opportunities throughout the country, particularly for youth; and encourage investment and growth-minded reforms. Highlights of our ongoing work in these areas include:
Promoting Fiscal Stabilization
Sovereign Loan Guarantee – The United States will extend a guarantee for international loans or bonds that the Tunisian government will issue to raise funds to support its stabilization and economic reform plans. The U.S. Congress has appropriated $30 million for this purpose, which can support several hundred million dollars in new financing for the Tunisian government. Technical discussions are continuing with the goal of finalizing a loan guarantee agreement in the next few months.
Expanding Economic and Employment Opportunities
Middle East and North Africa (MENA) Incentive Fund – The U.S. is requesting from Congress a $770 million fund to support Tunisia and other transitioning MENA states in their plans to spur economic growth and inward investment, as well as to expand private-sector job and skills training opportunities, and build effective, democratic governance.
Information Communications Technology Sector Development - With an initial $ 8 million, this program will position Tunisia’s ICT sector as a catalyst for private-sector growth and job creation. The program will support a range of ICT enterprises from export-oriented medium enterprises to small firms and start-ups. As envisioned, the project will train and support thousands of Tunisians across several skill sets and job-placement initiatives.
Return of the Peace Corps - Twenty Peace Corps Volunteers will be on the ground in Tunisia by September 2012. These volunteers will provide English language training and youth skills development to help prepare Tunisian students and professionals for future employment, build local capacity, and foster citizenship awareness at the grassroots level.
Eight New Tunisian-American University Linkages - Building on the success of five ongoing university linkages facilitated by grants from the U.S. Embassy in Tunis, the U.S. plans establish eight additional linkages between U.S. and Tunisian higher education institutions in 2012. Two of these linkages will focus on business and entrepreneurship skills critical to building a globally competitive Tunisian economy, and will include a new joint dual-degree program between the Tunisian Business School and a U.S. partner institution, as well as a new tourism management curriculum at the Higher Institute of Djerba.
Youth Entrepreneurship and Employability - The United States is providing assistance to more than 4,500 Tunisian youth in market-relevant skills training, job placement, and access to start-up business resources. For example, the Education for Employment Foundation (EFE)— a network of locally-run not-for-profit organizations that equips the region’s youth with skills and tools to enter the work force—will place hundreds of their trainees in permanent jobs while providing employability, professional skills, and entrepreneurship training to an additional 500 university students.
Women’s Entrepreneurship Program – The United States continues to work with women entrepreneurs, providing them with the resources to enable them to contribute to Tunisia’s economic development and to the direction of the country’s overall development. The U.S. will partner with Microsoft Corporation, other technology companies, and eight local Tunisian women’s organizations to provide technological, social media, entrepreneurship and leadership training to 1,200 women entrepreneurs to help develop their businesses.
Encouraging Investment and Growth-Minded Reforms
OPIC Franchise Facility, Clean Energy & SME Financing – A $30 million franchising facility, financed through the Overseas Private Investment Corporation (OPIC), will provide working capital to Tunisian franchisees interested in working with American, European, and Tunisian franchisors. Ultimately these franchises will create an estimated 10,000 local jobs for Tunisians. OPIC is also providing U.S. companies with incentives to invest in Tunisia’s renewable energy sector, notably wind and solar. In addition, OPIC recently approved $52.5 million in financing to Tunis-based Tuninvest for their Maghreb Private Equity III fund.
Tunisian-American Enterprise Fund – In February 2012, the United States secured formal authority from the U.S. Congress to establish the Tunisian-American Enterprise Fund with an initial capitalization of $20 million. The fund help foster stronger investment ties between Tunisian and American United States, will leverage other investors, and will help Tunisians launch the small and medium enterprises that will be engines of long term growth.
Millennium Challenge Corporation (MCC) Threshold Program – In February 2012, the United States and Tunisia formally launched the first phase of Tunisia’s MCC Threshold Program, in which both sides will jointly identify Tunisia’s primary constraints to economic growth. This analysis will inform the design of the $20-30 million program, which will target policy and/or institutional reforms to increase economic growth. MCC expects to complete the analysis by July and have the Threshold Program ready to submit for Board approval by December 2012.”
