FACING CHALLENGES: THE U.S. DOD SHIFT TO ASIA-PACIFIC

Asia-Pacific Shift Creates Opportunities, Security Needs

WASHINGTON, April 15, 2015 – The Defense Department’s ongoing rebalance to the thriving Asia-Pacific region comes with many opportunities and a few pressing requirements: to upgrade security relationships, maintain specific military capabilities and redouble efforts to boost U.S. technological superiority, defense officials said today.

Christine Wormuth, undersecretary of defense for policy, testified before the House Armed Services Committee on implications for aspects of the department’s Asia-Pacific rebalance of losing military technological superiority.
Joining the undersecretary were Navy Adm. Samuel J. Locklear III, commander of U.S. Pacific Command, and Army Gen. Curtis M. Scaparrotti, commander of U.S. Forces Korea.

The past seven years have been a time of tremendous change and opportunity for the Asia-Pacific region, Wormuth told the panel.

“As nations there rise and become more prosperous,” she said, “it's created a lot of opportunity at the same time that dynamism in the region has created a much more complex security environment in which we are now operating.”
Challenges in the Region

The department faces several challenges in the region, including those that come from China, she said.

“China's very rapid military modernization, its opaque defense budget, its actions in space and cyberspace and its behavior in places like the East and South China Seas,” she added, raise serious questions for the department.

China's expanding interests are a natural part of its rise, Wormuth said, but its behavior in the maritime domain, for example, has created friction for its neighbors.

“The government's efforts to incrementally advance its claims in the East and South China Seas and its extensive land reclamation activities, particularly the prospect of further militarizing those outposts, are very concerning to us,” she said.

China and North Korea

The United States and China are not allies, but they don’t have to be adversaries, Wormuth added, noting that the department is speaking with China about its concerning actions and about activities to improve understanding, especially through military-to-military engagement with the People’s Liberation Army.
Elsewhere in the region, she said, DoD’s greatest concern is North Korea's pursuit of ballistic missiles and its weapons of mass destruction program.

Other challenges in the region, Wormuth told the panel, “are magnified by a growing range of nontraditional threats, such as the increased flow of foreign fighters both to and from Asia, the trafficking of illegal goods and people, and devastating natural disasters such as the cyclone we saw last month in Vanuatu.”
DoD is focused on the rebalance along several lines of effort, Wormuth said.
Strengthening Security Relationships

These include strengthening security relationships with allies and partners, including Japan, South Korea, Australia and the Philippines, and strengthening new relationships in South and Southeast Asia. These include Singapore, Indonesia, Malaysia and Vietnam.

The department also is investing in its partnership with the 10-nation Association of Southeast Asian Nations, which leads an effort to build a more robust regional security architecture, the undersecretary said. The U.S-India relationship also is an important partnership, she added.

The department is updating its forward presence, putting more assets into the region and using its assets in new ways, Wormuth said.

“We've developed a more distributed model for our Marine Corps that is reducing our concentrated presence in Okinawa [by] relocating Marines to Australia, Guam, Hawaii and mainland Japan,” she added.

Sustaining the U.S. Technological Edge

The Navy is working on its rotational-presence concept, including being on track to have four littoral combat ships rotating through Singapore by 2017. Two ships are already there, the undersecretary said.

And the Army will initiate its first rotational deployment of a brigade combat team to the Korean Peninsula later this spring.

“We're making significant investments to sustain our American technological edge into the future in the air, land, sea and undersea domains,” Wormuth added, investing in precision munitions and working on new capabilities for operating freely in space and cyberspace.

In his remarks to the panel, Locklear said that the United States is a Pacific nation, but also an island nation.

“We rely very heavily on power projection, which means we have to be able to get the forces forward [and] sustain them forward,” he said.

U.S. forces “rely heavily on systems that several decades ago weren't even known about or thought about too much, and that exist now in the cyber world and in the space world,” Locklear said.

Dominant Military Power

Such systems also could reveal vulnerabilities that the department will have to pace with technological advancements, the admiral said.

“It's my assessment that we remain the most dominant military power in the world in all aspects,” Locklear said. “And I think that not a country in the world would disagree with that today, even though I think they would recognize that … the relative gap between how good we are versus how some of the other forces may be developing is shrinking.”

But Locklear said he believes the United States clearly has the best ships, the best submarines, the best aircraft carriers, “and the best people running them in the world.”

He added, “What’s important to me is making sure that the force we have, number one, is dominant … and it needs to be technologically superior across multiple domains.”

Relevant in All Domains

From space to cyber to air to integrated air and missile defense, to sea, maritime, subsurface maritime, the admiral said, there are technological challenges as all the militaries of the world get better in these domains. “We must continue apace to be relevant in the domains that allow us to project U.S. power in defense of U.S. interests,” he said.

In his remarks, Scaparrotti focused on the Korean Peninsula.
The North Koreans are developing asymmetric capabilities, he said, “and specifically orienting on what they consider to be some of our vulnerabilities, and through their development they are trying to close our dominance.”

Specific asymmetric capabilities that Scaparrotti said he thinks about most are North Korea’s ballistic missile capability and the continued ability to counter it, along with its intelligence, surveillance and reconnaissance capabilities.
Maintaining Dominance

“Many of our adversaries are becoming more proficient in determining how to work inside our capabilities -- our intelligence, surveillance and reconnaissance capabilities -- and also how to use deception and other means in order to limit the advantage we have today,” the general said.

The Defense Department has to continue to develop its capabilities, to change its posture, its concepts and its employment to ensure that we maintain dominance, Scaparrotti added.

“My top concern is that we will have little to no warning of a North Korean asymmetric provocation, which could start a cycle of action and counteraction leading to unintended escalation,” Scaparrotti said.

This underscores the need for the alliance to maintain a high level of readiness and vigilance, he added, noting that last year the alliance took significant steps to improve its capabilities and capacities to deter aggression and reduce operational risk.

Steadfast Strategic Partner

“But our work is not done,” the general said. “In 2015, we will maintain this momentum by focusing on my top priority -- sustaining and strengthening the alliance -- with an emphasis on our combined readiness.”

Strengthening the alliance includes ensuring the rapid flow of ready forces into Korea in the early phases of hostilities, he said, and improving ISR capabilities and critical munitions.

Based on both nations’ national security strategies, Scaparrotti said, the United States will continue to be a steadfast strategic partner to South Korea, “and South Korea is poised to be a long-lasting and important ally to America.”

Introduction

Thank you for that kind introduction, and thanks to the International Institute of Strategic Studies for having me back here today to discuss an issue of vital interest: ensuring the long-term sustainability, stability, safety, and security of the space environment.

For decades, we have been inspired by humanity’s space endeavors and reaped the benefits of the use and exploration of outer space. While some take these benefits for granted, let me be clear: space assets are essential to U.S. national security as well as the security of our allies and coalition partners. This shared interest is recognized here in the United Kingdom, where HM Government’s National Space Security Policy establishes the promotion of a safe and more secure space environment as a key objective.

Outer space is a domain that no nation owns but on which all rely. Yet today, space is becoming increasingly congested from orbital debris, including man-made threats—such as the testing of debris-generating anti-satellite, or ASAT, systems. Left unchecked, such debris could result in access to some space services being seriously degraded or even lost – creating a direct threat to international security.

The world’s growing dependence on the globe-spanning and interconnected nature of space capabilities mean that it is more important than ever for all citizens to understand that irresponsible acts in space by one entity can have damaging consequences for all. Therefore, all nations must work together to adopt a responsible approach to activities in outer space in order to preserve this domain for future generations.

Today, I would like to cover two aspects in regard to ensuring the security and sustainability of the space environment: first, the risks and dangers to space systems from debris generating ASAT tests; second, the role of international diplomatic initiatives in protecting the long-term sustainability and security of the space environment.

Threats to Outer Space

Let me start with the risks and dangers. On July 23 of this year, the Chinese Government conducted a non-destructive test of a missile designed to destroy satellites in low Earth orbit. Despite China’s claims that this was a missile defense test, let me assure you the United States has high confidence in its assessment, that the event was indeed an ASAT test.

And China is not the only one pursuing these capabilities. As Director of National Intelligence James Clapper noted in his January 2014 congressional testimony, “Russian leaders openly maintain that the Russian armed forces have antisatellite weapons and conduct antisatellite research.”

The United States believes that these threats, which include the continued development and testing of destructive anti-satellite systems, are both destabilizing and threaten the long-term security and sustainability of the outer space environment. Moreover, these threats affect all who benefit from outer space including the scientific, commercial, and civil space communities. Indeed, thousands of pieces of debris about 10 cm and larger from the 2007 Chinese ASAT test continue to endanger space systems from all nations, including China.

On the security side, ASAT weapons directly threaten satellites and the strategic and tactical information and services those satellites provide, and their use could be escalatory in a crisis or conflict. They also pose a direct threat to key assets used in arms control verification monitoring, command and control and communication, and warning and attack assessment. A debris generating test or attack may only be minutes in duration, but the consequences can last decades and indiscriminately threaten the space-based assets of all space-faring nations, and the information from space upon which all nations depend.

On the civil space side, between 2007 and 2014, NASA has had to perform eight debris avoidance maneuvers of its robotic spacecraft due to possible collisions with debris from the 2007 Chinese ASAT test. Two of these spacecraft maneuvers were conducted in 2014. Just as these systems threaten our national security space systems, they can threaten the civil satellites that are so essential to our everyday lives.

Multilateral Efforts toward a Stable and Sustainable Space Environment

Given these threats and the current era where many States and nongovernmental organizations are harnessing the benefits of outer space, we have no choice but to work with our allies and partners around the world to ensure the long-term sustainability of the space environment. We also must speak clearly and publicly about what behavior the international community should find both acceptable and unacceptable. Over the past few years, the United States has worked to support a number of multilateral initiatives that seek to establish consensus guidelines for space activities that are both in the national security interests of the United States, and will further the long-term stability and sustainability of the space environment.

Just last year, I served as the United States expert on a United Nations Group of Governmental Experts (GGE) study of outer space transparency and confidence-building measures (TCBMs). The consensus GGE report which was published in July of last year endorsed voluntary, non-legally binding TCBMs to strengthen sustainability and security in space. The GGE benefited immensely from the contributions of Professor Richard Crowther of the U.K. Space Agency, who worked with several other experts to define a rigorous set of criteria for considering space TCBMs. This work contributed to the GGE’s recommendation that States implement measures to promote coordination to enhance safety and predictability in the uses of outer space. The report also endorsed “efforts to pursue political commitments, for example, a multilateral code of conduct, to encourage responsible actions in, and the peaceful use of, outer space.”

This International Code of Conduct for Outer Space Activities is another important multilateral initiative. Among the Code’s commitments for signatories is to refrain from any action which brings about, directly or indirectly, damage, or destruction, of space objects and to minimize, to the greatest extent possible, the creation of space debris, in particular, the creation of long-lived space debris. The Code could also help solidify safe operational practices, reduce the chance of collisions or other harmful interference with nations’ activities, contribute to our awareness of the space environment through notifications, and strengthen stability in space by helping establish norms for responsible behavior in space.

Lastly, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) is also doing important work to move forward in the development of new international long-term sustainability guidelines. U.S. and U.K. experts from the private sector as well the federal government have played a leading role in the COPUOS Working Group on the Long-term Sustainability of Outer Space Activities. These efforts contribute to the development of multilateral and bilateral space TCBMs. Exchanges of information between space operations centers also can serve as useful confidence building measures.

Multilateral diplomatic initiatives contribute greatly to defining acceptable and unacceptable behaviors in space and therefore are key components of the United States deterrence strategy. In addition, if we are serious about maintaining the space environment for future generations, we must support such measures that promote positive activities in space and further the creation of norms which dissuade countries from taking destabilizing actions such as the testing of debris-generating ASAT systems. By working with the international community, we can, and must, advance the long-term sustainability and security of the outer space environment for all nations and future generations

Introduction
Good afternoon. Thank you for your kind introduction, General. I would also like to thank Admiral Haney and his staff for hosting this conference and inviting me to speak today. The topic of this panel speaks to a vital interest of the United States, as well as the entire global community: ensuring the long-term sustainability, stability, safety, and security of the space environment.
This audience is not one that needs to be convinced of the importance of the space environment to our national security. We all know very well that space assets are integral to our national security, as well as that of our allies and coalition partners. While many in the international community understand both the benefits that our space activities bring to our economies and society, and the increasing fragility of the environment due to orbital debris and counterspace threats, our efforts to educate the international community must continue, and must emphasize the importance of supporting initiatives for encouraging responsible behavior that will mitigate these threats.

In my remarks today, I would like to cover three aspects of our work at the Department of State on ensuring the sustainability of the space environment: first, the threat to outer space systems from debris generating Anti Satellite or ASAT tests; second, the importance of continued access to outer space to the international community; and third, the role of international efforts in maintaining the long-term sustainability and security of the space environment.

Threats to Outer Space

When I heard the topic of this panel months ago, I was very glad to speak to the challenges of establishing standards of behavior in outer space. However, in the last month, the topic of this panel became even more important. On July 23, the Chinese Government conducted a non-destructive test of a missile designed to destroy satellites in low Earth orbit. Despite China’s claims that this was not an ASAT test; let me assure you the United States has high confidence in its assessment, that the event was indeed an ASAT test.

And China is not the only one pursuing these capabilities. As Director of National Intelligence James Clapper noted in his February 2014 congressional testimony, "Russian leaders openly maintain that the Russian armed forces have antisatellite weapons and conduct antisatellite research."

The United States believes that these activities, which include the continued development and testing of destructive anti-satellite systems, are both destabilizing and threaten the long-term security and sustainability of the outer space environment. A previous destructive test of the Chinese system in 2007 created thousands of pieces of debris, which continue to present an ongoing danger to the space systems—as well as astronauts—of all nations, including China.
Debris-generating ASAT weapons present a host of threats to the space environment that threaten all who benefit from outer space: the civil, commercial, military and scientific space endeavors of all nations. On the security side, ASAT weapons directly threaten individual satellites and the strategic and tactical information they provide, and their use could be escalatory in a crisis. They also present a threat to key assets used in arms control monitoring, command and control and attack warning. The destructive nature of debris-generating weapons has decades-long consequences as well: they can increase the potential for further collisions in the future, which only create more debris. A debris forming test or attack may only be minutes in duration, but the consequences can last decades threatening all space systems. It is for these reasons that the United States believes testing debris-generating ASAT systems threaten the security, economic well-being, and civil endeavors of all nations.

Importance of the Space Environment

Since the dawn of the space age, the global community has been inspired by humanity's space endeavors and reaped the benefits of the use and exploration, of outer space. Many may take these benefits for granted so we must ask ourselves: "What will the consequences be if the space environment were to become unusable?"

The use and exploration of space and the information we derive from these activities permeate almost every aspect of our daily lives. We are safer, healthier, and more knowledgeable—not to mention more connected—due to humanity’s creativity, ingenuity, and willingness to transcend the difficulties mankind faces in harnessing outer space. All nations and peoples have seen a radical transformation in the way we live our daily lives and in our understanding of our planet and the universe. Today there are more than sixty nations and many nongovernmental entities that are space-faring; furthermore, nearly all nations benefit from space capabilities.

But space, a domain that no nation owns but on which all rely, is becoming increasingly congestedfrom orbital debris, and contested from man-made threats—such as debris-generating ASAT systems—that may disrupt the space environment, upon which we all depend. The world’s growing dependence on the globe-spanning and interconnected nature of space capabilities mean that irresponsible acts in space by one entity can have damaging consequences for all. Therefore, it is essential that all nations work together to adopt approaches for responsible activity in space —such as ceasing developing and testing destructive ASAT systems—in order to preserve this domain for future generations.
So, what do we do to ensure the long-term sustainability of the space environment?

Given the current era where dozens of States and nongovernmental organizations are harnessing the benefits of outer space, we have no choice but to work with our allies and partners around the world to ensure the long-term sustainability of the space environment. Over the past few years, the United States has worked to support a number of multilateral initiatives that seek to establish “rules of the road” for space that are both in the national security interests of the United States, and will further the long-term stability and sustainability of the space environment.

Just last year, I served as the United States expert on a United Nations-sponsored Group of Governmental Experts (GGE) study of outer space transparency and confidence-building measures (TCBMs). The GGE report which was published in July of last year and was agreed to by China and Russia, endorsed voluntary, non-legally binding TCBMs to strengthen stability in space. The GGE recommended that States implement measures to promote coordination to enhance safety and predictability in the uses of outer space. The GGE also endorsed “efforts to pursue political commitments, for example, a multilateral code of conduct, to encourage responsible actions in, and the peaceful use of, outer space.”

This International Code of Conduct for Outer Space Activities is another important multilateral initiative. Lastly, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) is also doing important work to move forward in the development of new international long-term sustainability guidelines.

These multilateral diplomatic initiatives contribute greatly to defining acceptable and unacceptable behaviors in space and therefore are key components of the United States deterrence strategy. In addition, if we are serious about maintaining the space environment for future generations, we must support such measures that promote positive activities in space and further the creation of norms which dissuade countries from taking destabilizing actions such as the testing of debris-generating ASAT systems. By working with the international community, we can, and must, advance the long-term sustainability and security of the outer space environment for all nations.

Introduction
Thank you, Theresa Hitchens, for your kind introduction. It is a pleasure to be participating with these distinguished speakers and attendees at this UNIDIR space security conference in Geneva. This is my third year of participating in this annual conference, and I welcome the opportunity to explore and discuss this year’s topic, "enhancing confidence, securing space stability."

In my talk today, I’d like to focus on the following three topics:

• The importance of space capabilities in today’s world
• The challenges created by an increasingly congested and contested space environment
• Opportunities for international cooperation to respond to these challenges

The Importance of Space Capabilities

For over five and a half decades, nations around the globe have derived increasing benefits from the peaceful use of outer space. Satellites contribute to increased transparency and stability among nations and provide a vital communications path for avoiding potential conflicts. The utilization of space has helped save lives by improving our warning of natural disasters and making recovery efforts faster and more effective. Space systems have created new markets and new tools to monitor climate change and support sustainable development. In short, space systems allow people and governments around the world to see with clarity, communicate with certainty, navigate with accuracy, and operate with assurance.

As one of many examples of how satellites contribute to maintaining international peace and security, it is worth recalling that this year marks the fiftieth anniversary of both the Limited Test Ban Treaty and the launch of the first nuclear detonation detection (NUDET) satellites, called "Vela." The first two U.S. Vela satellites were launched on October 16, 1963, six days after the "Treaty Banning Nuclear Weapon Tests in the Atmosphere, in Outer Space and Under Water" went into effect. These and other Vela satellites successfully monitored compliance with the Treaty and provided scientific data on natural sources of space radiation for over two decades.

Today, NUDET sensors on Global Positioning System (GPS) and other spacecraft provide a worldwide, highly durable capability to detect, locate, and report any nuclear detonations in the earth’s atmosphere or in near space in near-real time – contributing to crisis stability as well as to treaty monitoring.

Threats to Space Services

As more nations and non-state actors recognize these benefits and seek their own space or counterspace capabilities, we are faced with new challenges in the space domain.

Now there are approximately sixty nations and government consortia that own and operate satellites, in addition to numerous commercial and academic satellite operators. This increasing use — coupled with space debris resulting from past launches, space operations, orbital accidents, and testing of destructive ASATs which generated long-lived debris – has resulting in increased orbital congestion, complicating space operations for all those that seek to benefit from space. Another area of increasing congestion is the radiofrequency spectrum. As the demand for bandwidth increases and more transponders are placed in service, the greater the probability of radiofrequency interference and the strains on international processes to minimize that interference.

In addition to the challenges resulting from space debris and radiofrequency interference, space is also becoming increasingly contested. From the U.S. perspective, concerns about threats were recently noted in an assessment issued last month by James Clapper, the U.S. Director of National Intelligence.

"Space systems and their supporting infrastructures enable a wide range of services, including communication; position, navigation, and timing; intelligence, surveillance, and reconnaissance; and meteorology, which provide vital national, military, civil, scientific, and economic benefits. Other nations recognize these benefits to the United States and seek to counter the US strategic advantage by pursuing capabilities to deny or destroy our access to space services. Threats to vital US space services will increase during the next decade as disruptive and destructive counterspace capabilities are developed."

Responding through International Cooperation

In response to these challenges, the United States continues to be guided by the principles and goals of the National Space Policy that was signed by President Obama in June 2010. The policy places increased emphasis on international cooperation to deal with the challenges of the 21st Century.

To address the hazards of an increasingly congested space environment, the United States has expanded efforts to share space situational awareness services, including notifications to government and commercial satellite operators of close approaches that could result in satellite collisions. These and other "best practices" can form the basis for the development of a set of guidelines for the long-term sustainability of space activities. Long-term sustainability of space activities is a topic being addressed by a working group of the UN Committee on the Peaceful Uses of Outer Space, which will be discussed in greater detail by Dr. Peter Martinez, the working group chair, later today.

To address threats to space activities in the increasingly contested space environment, the United States continues to pursue a range of measures to strengthen stability in space. In doing so, we expect to increase the security and resilience of space capabilities, continue to conduct Space Security Dialogues with our friends and partners, and pursue transparency and confidence building measures, or TCBMs.

First, the United States will pursue efforts to increase assurance and resilience of mission-essential functions against disruption, degradation, and destruction. These efforts include expanded cooperation with the private sector, allies, and partners around the globe to maintain continuity of services, including efforts to enhance the security and resilience of space networks and supporting ground infrastructures. Related efforts seek to improve domestic and international coordination of responses to purposeful interference — which the United States considers an infringement of a nation’s rights.

Specific examples include discussions in trans-Atlantic fora, including the U.S.-European Union space security dialogue that I lead. They also include efforts by government and commercial satellite operators to improve information sharing for spaceflight safety and geolocation of intentional satellite communications uplink jamming, topics that will be addressed in greater detail in later sessions of this conference.

Second, the United States is pursuing bilateral Space Security Dialogues with traditional partners as well as with other established and emerging space-faring nations as part of its pursuit of TCBMs. The United States believes TCBMs should be pragmatic, voluntary, near-term actions that aim to increase trust and prevent misperceptions, miscalculations, and mistrust between nations. To overcome these dangers and risks requires, in part, building confidence between nations. This can be achieved with transparency, openness, and predictability through, for example, information-sharing.

In that vein, our Space Security Dialogues provide an opportunity for constructive exchanges on emerging threats to shared space interests, national security space policies and doctrine, and opportunities for further bilateral cooperation. In addition to the direct outcomes from these dialogues, bilateral exchanges themselves serve as important TCBMs which can be considered for adoption and implementation at a multilateral level. Given the complex and interrelated nature of space activities, the willingness of partners to engage in serious and substantive discussions in "whole of government" dialogues is what economists call a "leading indicator" of their commitment to multilateral discussions of space security.

With regard to the third area – multilateral TCBMs — you will be hearing later today from Ambassador Jacek Bylica and Victor Vasiliev on two of the most important efforts — an International Code of Conduct for Outer Space Activities, or "Code," and the UN Group of Governmental Experts (GGE) study of outer space TCBMs. While I will defer to them for specific details on these efforts, I will note that the United States is a strong supporter of both activities, as well as other multilateral efforts in specific regions – such as a workshop on space security that commenced last December within the framework of the ASEAN Regional Forum.

In January 2012, then-Secretary of State Hillary Rodham Clinton announced the U.S. decision to work with the European Union (EU) and other space-faring nations to develop an International Code of Conduct for Outer Space Activities. In announcing this decision, the United States noted that "[a] Code of Conduct will help maintain the long-term sustainability, safety, stability, and security of space by establishing guidelines for the responsible use of space."

As you will hear later today from Ambassador Bylica, the European Union is leading efforts to develop a text that would be open to participation by all States on a voluntary basis. The United States believes the EU’s latest draft is a useful foundation and constructive starting point for developing a consensus on an International Code. We look forward to participating in the open-ended consultative meeting that the EU and Ukraine will be convening in Kiev next month. These consultations, to which all UN member states will be invited, will provide an opportunity to address all elements of the draft Code. Along with our partners in the EU, the United States’ aim remains to find agreement on a text that is acceptable to all interested States and that can produce effective security benefits in a relatively short time.

Another multilateral effort to pursue TCBMs is the study by the UN Group of Governmental Experts (GGE) on Outer Space TCBMs, on which I am privileged to serve as the United States Expert. Under the capable chairmanship of our distinguished colleague Victor Vasiliev of Russia, the GGE offers an opportunity to advance a range of voluntary and non-legally binding TCBMs in space that have the potential to mitigate dangers and risks to space security.

The GGE intends to develop a consensus report to the UN Secretary General that outlines a list of voluntary and pragmatic space TCBMs that States could adopt on a unilateral, bilateral, or multilateral basis. As part of its effort to draw upon as much expertise as possible, the GGE has welcomed written contributions from intergovernmental bodies, industry and private sector, civil society, and other UN Member States not already represented in the GGE. We believe the GGE serves as a real opportunity to move forward with pragmatic steps to strengthen stability in space.

Summary

In summary, the United States takes seriously the challenges of an increasingly congested and contested space environment and is pursuing a range of measures to increase assurance and resilience mission-essential functions and to strengthen stability in space, including through cooperation with the full range of space-faring nations. We are increasingly reliant on space, not only when disasters strike, but also for our day-to-day life. However, our ability to continue to use space for these benefits is at serious risk. Accidents or irresponsible acts against space systems would not only harm the space environment, but would also disrupt services on which the international community depends. As a result, we must take action now and pursue TCBMs in space, including the ones that I discussed today. These TCBMs will enhance the long-term sustainability, stability, safety, and security of the space environment. Protecting the space environment for future generations is in the vital interests of the entire global community.
