 U.S., India Sign 10-Year Defense Framework Agreement

WASHINGTON, June 4, 2015 – In India, Defense Secretary Ash Carter and Indian Defense Minister Manohar Parrikar signed a 10-year defense framework agreement yesterday, highlighting the growth of defense cooperation between the two countries.

Carter is on a 10-day trip focused on the U.S. rebalance to the Asia-Pacific region.

The agreement signed in India yesterday is an outgrowth of a meeting that was held between President Barack Obama and Indian Prime Minister Narendra Modi in January.

Working Together

Out of that meeting grew the Defense Trade and Technology Initiative. The idea is for India and the United States to work closely together to develop military capabilities both can use.

Yesterday’s agreement included plans to cooperate in developing a mobile solar energy power source that could be used in remote areas and in developing a lightweight protective suit effective in chemical and biological hazard environments.

In India, Carter also met with Prime Minister Modi and External Affairs Minister Sushma Swaraj and National Security Adviser Ajit Doval. Carter also became the first U.S. defense secretary to visit an Indian operational military command -- the Eastern Naval Command in Visakhapatnam.

“This is just one more of many signs of what a positive trajectory we continue to be on with the defense community here in India,” Carter said during a media availability in New Delhi.

The secretary’s visit capitalizes on the convergence of India’s Act East policy and the U.S. rebalance to the Asia-Pacific region. Under the Act East policy, India will focus on improving relations with Association of Southeast Asian Nations and other East Asian countries. And the U.S. rebalance to the Asia-Pacific region recognizes the increasing importance of Asian nations to the global economy.

“These two things come together when it comes to maritime security, maritime domain awareness,” Carter said.

He also spoke of the convergence between Prime Minister Modi’s “Make In India” policy and the Defense Trade and Technology Initiative.

Cooperative Technology, Industrial Relationships

“The heart of that is to create cooperative technology and industrial relationships that are not just the buyer-seller kind,” the secretary said. “Both we and the Indians want to move beyond that, and there’s no reason why that can’t occur in the sense that industry wants to do it. We’re very willing to be flexible, creative. We are being that with a number of pathfinder projects.”

The agreement requires both countries to cut through the “historical burden of bureaucracy,” he said.

“It’s the burden that we carry forward from the fact that we were two separated industrial systems for so long during the Cold War,” Carter said. “It just takes time to get the two of them together.”

‘Everybody Wins, Everybody Rises’

The secretary reemphasized his message delivered at the Shangri-La Dialogue in Singapore earlier in the week -- the “everybody wins and everybody rises” approach to the Asian security architecture.

“That's what the United States believes in and is championing -- a vibrant Vietnam, it’s eager to do more, and we’re doing more with them,” the secretary said, “and India, an India that’s not only rising economically and militarily but is also a regional security provider now and in the future.”

The secretary expects the cooperation under the 10-year framework to increase. The nations are talking about cooperating on jet engines and aircraft carrier technology, he said.

“Some of the projects that we’re launching just now are, in part, intended to blaze a trail for things to come,” he said. “And the other thing to keep in mind is that the whole point is to make these industrially and economically successful projects. So they are not things that can be dictated by the governments; we try to involve industry.”

Carter: U.S., Vietnam Committed to Defense Relationship

WASHINGTON, June 2, 2015 – The United States and Vietnam are committed to deepening their defense relationship, Defense Secretary Ash Carter said yesterday in the Vietnamese capital of Hanoi during a news conference with Defense Minister Gen. Phung Quang Thanh.

Carter also met with Vietnamese President Truong Tan Sang and General Secretary Nguyen Phu Trong as part of his 10-day trip to meet with Asia-Pacific partner nations and affirm the U.S. commitment to the region.

The two nations have come a long way over the past 20 years, Carter said.

The Next 20 Years

“As the general and I reaffirmed in our meeting today, we're both committed to deepening our defense relationship and laying the groundwork for the next 20 years of our partnership,” he said, adding that a joint vision statement signed yesterday will help the nations do just that.

“Following last year's decision by the United States to partially lift the ban of arms sales to Vietnam, our countries are now committed for the first time to operate together, step up our defense trade and work toward co-production,” Carter said.

This action, and Carter’s stop in Haiphong this week, where he was the first U.S. defense secretary to visit a Vietnamese military base and tour a Vietnamese coast guard vessel, underscores the “continued positive trajectory of the U.S.-Vietnam defense relationship,” he said, “especially in maritime security.”

Earlier this year in Da Nang, the U.S. and Vietnamese navies practiced using the code for unplanned encounters at sea, Carter said.

Peacekeeping Training

The United States will provide $18 million to the Vietnamese coast guard to purchase American Metal Shark patrol vessels, the secretary added, and the U.S. is helping to stand up a new peacekeeping training center for the Vietnamese military so they can participate in peacekeeping operations around the world.

“I'm pleased to announce today that the Department of Defense will assign a peacekeeping expert to our embassy here in Hanoi to work with the Vietnamese Defense Ministry to help prepare for their inaugural deployment to U.N. peacekeeping operations,” Carter said.

The secretary also returned two war artifacts to the Vietnamese people: a diary and a belt that belonged to a Vietnamese soldier. He said the U.S. military hopes to see the artifacts returned to their rightful owner or his family.

“With this exchange, we continue to help heal the wounds of our past,” the secretary said.

Commitment to Vietnam

In a statement summarizing Carter’s other activities yesterday, Pentagon officials said he reaffirmed the U.S. commitment to Vietnam and the Asia-Pacific region, reiterating U.S. support for a regional architecture that allows all Asia-Pacific countries to rise and prosper.

In his meetings, Carter discussed progress on legacy-of-war issues, support for Vietnamese peacekeeping training and operations, and cooperation on search-and-rescue, humanitarian assistance and disaster relief.

The secretary and his counterparts expressed a desire to leverage the joint vision statement to open the door to greater military-to-military cooperation that would allow the United States and Vietnam to more effectively work together to promote regional and global security, the statement said.

Maritime Security

Carter also discussed maritime security issues and the South China Sea. He pledged continued U.S. support to build Vietnamese maritime security capacity and underscored U.S. commitment to a peaceful resolution to disputed claims there made in accordance with international law.

“With this visit,” Carter said during the news conference, “we continue to lay the foundation for a bright future. With our work together, we continue to strengthen the region's security architecture so all our countries and others all around the region can continue to rise and prosper.”

Carter Urges Peaceful Resolution of South China Sea Disputes

WASHINGTON, May 27, 2015 – The United States will continue to remain the principal security power in the Pacific region for decades to come, Defense Secretary Ash Carter said in Hawaii today.

The secretary also urged countries to work toward a peaceful resolution to territorial disputes in the South China Sea region.

Change of Command

Carter made his remarks during change-of-command ceremonies at U.S. Pacific Command, the U.S. Pacific Fleet, and at the retirement of outgoing Pacom commander Navy Adm. Samuel J. Locklear III at Joint Base Pearl Harbor-Hickam in Honolulu.

Former U.S. Pacific Fleet commander Navy Adm. Harry B. Harris Jr. will take over as the Pacom commander from Locklear, while Navy Adm. Scott H. Swift, formerly assigned to the Pentagon as the Navy Staff director, will command Pacfleet.

“We come together at Pearl Harbor, 70 years after the end of World War II, to mark the change of command at Pacom, our oldest and largest combatant command,” Carter said. “Pacom’s leaders -- and all who serve under them -- are charged with protecting the nation while assuring the peace that’s been the hallmark of the Pacific region for many, many years.”

As Pacom’s commander, Locklear inspired and led DoD’s rebalance to the Asia-Pacific region, said Carter, adding that the admiral commanded 350,000 military and civilian personnel, nearly 2,000 aircraft and 180 naval vessels to meet commitments made by President Barack Obama when he announced the U.S. rebalance to the Asia-Pacific.

Outgoing Commander’s Legacy

Locklear was a diplomat, strategist and leader who recognized the importance of people, Carter said. Locklear’s legacy will make the rebalance a reality, the secretary added.

“But along the way, he also taught so many of us, including me, about America’s enduring interests and commitments in the Asia-Pacific,” Carter said. “Sam has advised a generation of government and military leaders -- secretaries of defense, national security advisors, and the Joint Chiefs -- and we’re going to remember those lessons and build on his legacy as we enter the next phase of our rebalance.”

But as Locklear knows, Carter said, the region’s security is rooted in something deeper and more fundamental: a commitment to shared values and principles, such as a commitment to the rule of law, to resolving disputes through diplomacy instead of coercion, and maintaining freedom of navigation and overflight in the region.

“The United States, DoD, and Pacom have always stood up for those principles and we always will because they’ve assured the Asia-Pacific’s peace and prosperity for decades,” the secretary said.

South China Sea

Carter said he wants to be clear about the United States’ position on the South China Sea, where several Asia-Pacific countries, including China, have been engaged in territorial disputes.

“First, we want a peaceful resolution of all disputes and an immediate and lasting halt to land reclamation by any claimant,” the secretary said. “We also oppose any further militarization of disputed features.”

Carter added, “Second, and there should be no mistake: The United States will fly, sail, and operate wherever international law allows, as we do all around the world.”

And, “with its actions in the South China Sea, China is out of step with both international norms that underscore the Asia-Pacific’s security architecture, and the regional consensus in favor of noncoercive approaches to this and other long-standing disputes,” the secretary said.

China’s actions “are bringing countries in the region together in new ways,” Carter said. “And they’re increasing demand for American engagement in the Asia-Pacific. We’re going to meet it. We will remain the principal security power in the Asia-Pacific for decades to come.”

SECRETARY CARTER SAID IRAQI FORCES FAILED TO FIGHT

Carter: Iraqi Forces Failed to Fight for Ramadi

WASHINGTON, May 24, 2015 – Islamic State of Iraq and the Levant extremists took control of Ramadi last week when Iraqi forces failed to fight for the city and instead withdrew, Defense Secretary Ash Carter said in an interview broadcast on CNN’s “State of the Union” program this morning.

“What apparently happened is the Iraqi forces just showed no will to fight,” Carter told Barbara Starr, CNN’s Pentagon correspondent. Iraqi security forces must have the will to fight and defend themselves against ISIL extremists, he added.

Iraqi Forces Vastly Outnumbered ISIL Fighters

Iraq’s forces were not outnumbered in the fight for Ramadi when ISIL gained control of the city, the secretary said. “[They] vastly outnumbered the opposing force, and yet they failed to fight,” the secretary said. “They withdrew from the site, and that says to me -- and I think most of us -- that we have an issue with the will of Iraqis to fight ISIL and defend themselves.”

U.S. military forces can provide the Iraqis with equipment and training, but “we obviously can’t give them the will to fight,” Carter said. With equipment, training, coalition support and some time, the secretary added, he hopes the Iraqis will develop that will.

Only Iraqis can defeat ISIL in their own country, the secretary told Starr. “If there comes a time where we need to change the kind of support we’re giving to the Iraqi forces, we’ll make that recommendation,” he said.

Airstrikes Work, But Iraqi Forces Are Necessary

U.S. military and coalition forces have made regular airstrikes against ISIL and its facilities in Iraq since August, but those airstrikes have limitations, the secretary noted. “Airstrikes are effective, but neither they nor anything we do can substitute for the Iraqi forces’ will to fight,” Carter said.

U.S. forces can participate in ISIL’s defeat, the secretary said. “But we can’t make Iraq run as a decent place where people live,” he added. “We can’t sustain the victory.”

No Plans for U.S. Controllers

Carter denied that the Defense Department has recommended putting U.S. forward air controllers –- military personnel who direct fighter pilots to targets -- on the ground in Iraq.

“What happened in Ramadi was a failure of the Iraqi forces to fight,” Carter said. DoD’s efforts, he added, are devoted to providing Iraqi ground forces with equipment, training, “and to try to encourage their will to fight so that our campaign enabling them can be successful, both in defeating ISIL and keeping ISIL defeated in a sustained way.”

Carter Urges Senators to Support Stable Defense Budget

WASHINGTON, May 6, 2015 – Slashed budgets and high worldwide demand for U.S. military forces have created an unbalanced defense program that is taking on increasingly greater risks, Defense Secretary Ash Carter told a Senate panel this morning.

The secretary testified before the Senate Appropriations Committee’s defense subcommittee on the Defense Department’s fiscal year 2016 budget request. Joining him was Army Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff.

“Over the past three fiscal years the Defense Department has taken more than three-quarters of a trillion dollars in cuts to its future-years defense spending,” Carter said.

The frequently sudden and unpredictable timing and nature of the cuts and continued uncertainty over sequestration have made the stresses greater, he added, forcing DoD to make a series of incremental, inefficient decisions.
A Tumultuous World

“Even as budgets have dropped precipitously, our forces have been responding to unexpectedly high demand from a tumultuous world,” the secretary said.
Carter said he believes the result is an unbalanced defense program.
“We’ve been forced to prioritize force structure and readiness over modernization, taking on risks in capabilities and infrastructure that are far too great,” he added.

“High demands on smaller force structure mean the equipment and capabilities of too many components of the military are growing too old, too fast -- from our nuclear deterrent to our tactical forces,” Carter told the panel.
A Road to Nowhere

The secretary said that in recent weeks some in Congress have tried to give DoD its full fiscal year 2016 budget request by transferring funds from the base budget into DoD accounts for overseas contingency operations, or OCO –- funds that are meant to fund the incremental, temporary costs of overseas conflicts in Afghanistan, Iraq and elsewhere.

“While this approach clearly recognizes that the budget total we’ve requested is needed, the avenue it takes is just as clearly a road to nowhere,” Carter said, explaining that President Barack Obama has said he won’t accept a budget that locks in sequestration going forward, as this approach does.

“And he won’t accept a budget that severs the link between our national security and economic security,” the secretary added, “[so] legislation that implements this budget framework will … be subject to veto.”

If the Defense Department and Congress don’t find a different path by fall when a budget is needed, Carter said, the department will again have to make hasty and drastic decisions.

‘Holding the Bag’

“The Joint Chiefs and I are concerned that if our congressional committees continue to advance this idea and don’t explore alternatives we’ll all be left holding the bag,” Carter said, adding that the OCO approach does nothing to reduce the deficit.

“Most importantly,” he added, “because it doesn’t provide a stable multi-year budget horizon, this one-year approach is managerially unsound and unfairly dispiriting to our force. Our military personnel and their families deserve to know their future more than just one year at a time -- and not just them.”
Defense industry partners also need stability and longer-term plans to be efficient and cutting-edge, Carter said, “[and] … as a nation we need to base our defense budgeting on a long-term military strategy, and that’s not a one-year project.”
Such a funding approach reflects a narrow way of looking at national security, the secretary said.

Ignoring Vital Contributions

Year-to-year funding “ignores the vital contributions made by the State Department, the Justice Department, the Treasury Department and the Homeland Security Department,” he said.

And it disregards the enduring long-term connection between the nation’s security and factors like supporting the U.S. technological edge with scientific research and development, educating a future all-volunteer military force, and bolstering the general economic strength of the nation, Carter said.

“Finally, the secretary added, “I’m also concerned that how we deal with the budget is being watched by the rest of the world -– by our friends and potential foes alike. It could give a misleadingly diminished picture of America’s great strength and resolve.”

A Better Solution

To create a better solution than the one now being considered, he said, “I hope we can come together for a longer-term, multi-year agreement that provides the budget stability we need by locking in defense and nondefense budget levels consistent with the president’s request.”

Carter pledged his personal support and that of the department to this effort, and, he told the panel, “I would like to work with each of you, as well as other leaders and members of Congress, to this end.”

DEFENSE SECRETARY CARTER MEETS WITH IRAQI DEFENSE MINISTER TO REAFFIRM COMMITMENT

Carter, Iraqi Defense Minister Reaffirm Commitment

WASHINGTON, April 15, 2015 – Bilateral cooperation and progress in countering the Islamic State of Iraq and the Levant terrorists highlighted a meeting at the Pentagon yesterday between Defense Secretary Ash Carter and Iraqi Defense Minister Khalid al-Obeidi.

In a statement summarizing the meeting, Pentagon officials said the two leaders reaffirmed their commitment to degrading and ultimately defeating ISIL, focusing on the next steps in the effort.

Carter also congratulated Obeidi on Iraq's successful retaking of Tikrit and reiterated the Defense Department's strong support for Iraqi-led counter-ISIL efforts, officials said. The secretary also emphasized the importance of inclusive governance and respect for local populations in Tikrit and all areas liberated from ISIL control, they added.

Equipping Efforts, Support for Forces

The two defense leaders also coordinated views on current U.S. equipping efforts, the statement said, and discussed how the United States can best support the Iraqi security forces, Kurdish peshmerga and Sunni tribal fighters.

“Both leaders expressed hopes that this productive meeting would lay the foundation for further cooperation between the armed services of the U.S. and Iraq,” the statement said.

In Japan, Carter Reports Progress on Major Issues

WASHINGTON, April 9, 2015 – In Yokota yesterday, Defense Secretary Ash Carter reported progress in talks with Japanese officials on the U.S.-Japan Defense Guidelines for Defense Cooperation and on a proposed regional regulatory and investment treaty called the Trans-Pacific Partnership.

Speaking with reporters who are traveling with Carter on his first official trip as defense secretary to Northeast Asia, the secretary discussed the purpose of his visit to Japan and progress made on longstanding issues.

“The purpose of my visit was to prepare the way for … the so-called ‘2+2’ meeting, which is the meeting of foreign ministers and Secretary of State John Kerry and also the defense ministers, which occurs later this month,” Carter said.
The 2+2 meeting itself is a preparatory meeting in advance of Japanese Prime Minister Shinzo Abe’s visit here to meet with President Barack Obama.
U.S.-Japan Defense Guidelines

“I had the opportunity to make progress and to discuss two very important things, Carter said, referring to the U.S.-Japan Defense Guidelines for Defense Cooperation and the proposed Trans-Pacific Partnership or TPP.

In October, the United States and Japan jointly released an interim report of ongoing revisions of the U.S.-Japan defense cooperation guidelines, according to the U.S. State Department’s website.

The revised guidelines, expected to be finalized by the end of the year, will establish an expanded and more flexible framework for alliance cooperation to ensure the peace and security of Japan under any circumstances, from peacetime to contingencies, the website said, and to promote a stable, peaceful and prosperous Asia-Pacific.

Historic Moment

“This is an historic moment for the U.S.-Japan relationship,” Carter said. “Japan is … changing its security posture in important and truly historic ways and we, accordingly, are changing our relationship to evolve with them.”

The secretary said the update of the guidelines is significant because it opens new possibilities for the United States and Japan to work together in Northeast Asia.

“We can work in new domains like space and cyberspace, and we can cooperate in new ways, both regionally and globally,” he added.

Carter said the agreement has many dimensions and represents a modernization of the alliance.

Lasting Security Relationship

“To me it shows how lasting a security relationship with the United States is,” the secretary added. “We've had it [with Japan] for many decades and of course it's been instrumental in keeping peace and stability in this part of the world.”
Such stability has led to the uplifting of many people economically and politically in the region, Carter said. “And that hasn't happened automatically,” he added. “It’s happened because of the United States' military role out here.”
Carter said the TPP is an important part of the U.S.-Japan relationship and relationships among many countries in the region.

The treaty, he said, “reinforces that the strategic approach to this part of the world is not just a military matter. It's economic and political as well [and] it's extremely important.”

Missile Defense Preparations

In response to a question about North Korea’s firing of two short-range surface-to-air missiles off its west coast earlier today, Carter called it a reminder of how tense things are on the Korean Peninsula.

“That’s the reason I'm going to talk to our own commanders and troops, and very importantly to the government of South Korea, which like Japan is a longstanding, very staunch ally out here,” he said.

The show of North Korean aggression, Carter added, “reinforces the missile-defense preparations we've long had on the Korean Peninsula and have here.”
More broadly than missiles, Carter said the missile launch is a reminder of how dangerous things are on the Korean Peninsula, and how a highly ready force in support of a strong ally is needed to keep the peace.

“That’s what we'll be talking about and visiting with the South Korean government about over the next couple of days,” Carter said, “the health of our alliance and the importance of our alliance to peace and security on the peninsula.”

WASHINGTON, March 26, 2015 – Defense Secretary Ash Carter called for a “full-court press” within government to tackle the pressing national security issues of the day.

Carter spoke today at the State Department’s Global Chiefs of Mission Conference. He is the first defense secretary to address the conference.
Carter called on Congress to put money into the effort. “We can’t just theorize and strategize,” he said. “We have to invest in the whole-of-government way.”

Sequestration Would Harm Defense, Partner Agencies

The secretary said he and other military leaders “have been vocal and specific about the damage that sequestration-level budgets would inflict on the need to restore readiness, on badly needed technological modernization, and on keeping faith with troops and their families.

“And I want to emphasize that current proposals to shoe-horn DoD’s base budget funds into our contingency accounts would fail to solve the problem, while also undermining basic principles of accountability and responsible long-term planning,” Carter said.

And, as the defense secretary, Carter said he cannot ignore cuts in partner agencies such as State, Homeland Security and Treasury.

“I cannot be indifferent to the vital national security responsibilities across our government, just as I cannot be indifferent to my own at DoD,” he said.

‘Whole-of-Government’ Approach

The secretary stressed that most of the national security issues facing America require resources from a number of different agencies working together.

Diplomatic, economic, information and military aspects must be fully integrated for U.S. policies to succeed, he said. Cuts in the State Department budget, for example, affect the Defense Department and vice versa, Carter added.

In recent years, many have been calling for “whole-of-government” approaches to world problems. They also talk about “smart power” -- meaning using more than just the military to effect change. These terms, Carter said, are relatively new, but the basic concept has “been around from Sung China to the Holy Roman Empire -- the idea of leveraging all resources of state is an enduring principle of strategy and statecraft.”

The United States used the whole-of-government approach in crafting and executing the Marshall Plan after World War II, Carter said. That plan, he added, laid the foundation for the Common Market and now the European Union.

Interagency Operations Vital

But harnessing the power of the government has not always been easy, Carter said. Since World War II, State and Defense have often been working at cross purposes, he said, but that has changed.

“We work with a generation of national-security professionals in both agencies, who are actually steeped in interagency cooperation,” the secretary said. “Most of today’s senior officials cut their teeth in the multidimensional policy challenges we faced in Haiti and the Balkans in the 1990s, and the wars in Iraq and Afghanistan and against terror brought even closer interagency cooperation.”

Carter noted that then-Defense Secretary Robert M. Gates testified before Congress in 2010 in support of the State Department’s budget request, and he has done the same.

“Senior Defense Department officials have become some of the most vocal constituents for greater civilian involvement not just in conflict zones but … also in what I have called ‘preventive defense,’ or the influencing of the strategic environment to prevent and deter conflict in the first place,” he said.

Military personnel also recognize that ensuring victory requires much more than guns and steel, the secretary said.

“In conflict zones, it requires good governance, reconciliation, education and the rule of law,” he said. “And in addressing the wider catalog of strategic challenges, it requires marrying the threat of force with financial and diplomatic leverage.”

Coalition ‘Putting ISIL on the Defensive’

Operations against the Islamic State of Iraq and the Levant are a case in point, Carter said. “Today, our global coalition's military campaign is putting ISIL on the defensive,” he said. “Just yesterday [in Iraq] the coalition that many of you in this room have built began conducting airstrikes around Tikrit. But we know that lasting defeat of ISIL requires an integrated campaign with equally potent political and economic maneuvers.”

A lasting defeat of ISIL, he said, requires DoD to work closely with the State Department to support the government of Iraq and the nascent Syrian opposition, and to assemble and then fully leverage the commitment and resources of a vast coalition. It also requires the U.S. Agency for International Development to work closely with regional and global partners, as refugees continue flowing into Jordan and Turkey, he added.

Defeating ISIL requires the U.S. Treasury to choke off the terror group’s resources, “while Homeland Security, the intelligence community and law enforcement together keep watch on our borders” and deter attacks on the United States and its friends and allies, Carter said.

Unified Approach Needed for Diverse Challenges

The same whole-of-government effort is needed against Iran’s nuclear program, he said, and against Russia’s illegal annexation of Crimea from Ukraine and continued operations inside Eastern Ukraine.

A full-court press also is needed in the aftermath of disasters, he said. “We’ve worked across our government, demonstrating that in an hour of need, the United States shows up for our closest allies and friends,” Carter said.

The secretary pointed to the U.S. response to the earthquake, tsunami and nuclear reactor accident in Japan as an example. “This effort powerfully reinforced the U.S.-Japan alliance, demonstrating to Japanese citizens just how deep and broad that alliance really is,” he said.

Securing cyberspace requires the efforts of many U.S. agencies and international partners, Carter said. DoD is working with the National Institutes of Standards and Technology, the Department of Commerce and the Department of Homeland Security on protecting this new domain. The State Department is leading an effort to build international agreements on norms of state conduct in cyber space, he said.

“To pack the fullest strategic punch, we need to do a better job developing joint strategies and pooling our resources to execute them,” Carter said to the State Department audience. “We need to adequately fund and empower your mission as our nation's top envoys.”

Those in national security, the secretary said, need to “think big and anew, even re-imagining the future of our national security machinery to address classic strategic challenges, such as those in Asia, alongside campaigns that we’re conducting in the Middle East, while also tackling transnational challenges like global health security and the proliferation of weapons of mass destruction.”
The full-court press needs to be applied not only to challenges, but to opportunities as well, he said.

“We need to put a whole-of-government muscle not only behind our challenges, but also behind our beckoning opportunities, from strengthening and modernizing our longstanding alliances to advancing our shared prosperity through new trade agreements with Europe and Asia, to building new partnerships with rising powers like India,” Carter said.

Carter Recognizes Troops, Families’ Afghan Service, Sacrifice

WASHINGTON, March 23, 2015 – Defense Secretary Ash Carter recognized several U.S. service members today for their service in Afghanistan and their families for their sacrifices as he hosted the Afghan president and chief executive here.

During a Pentagon center courtyard ceremony, Carter, alongside Secretary of State John F. Kerry, Afghan President Ashraf Ghani and Afghan Chief Executive Abdullah Abdullah, paid tribute to U.S. troops, their families, civilians, and thousands of contractors who have served in Afghanistan.

Navy Lt. Cmdr. Lonn Larson

“In 1999,” Carter said, “after almost a decade in uniform, Navy Lieutenant Commander Lonn Larson retired as a Navy flight officer, and launched a successful private-sector career.

“But he felt like his service to his country wasn’t complete,” the secretary continued, “so more than a decade after leaving active duty he decided to return to the Navy as a reservist.”

Last May, Carter said, Larson was called up for duty, and now has been serving in eastern Afghanistan for nine months.

The defense secretary said while Larson is away, his wife of 20 years, Mary Ann, has left her job to spend more time with the couple’s 9-year-old daughter, Reese.
“Mary Ann and Reese have sent a care package every single week, and they can’t wait for him to come home in about a month,” Carter said of Larson’s family, who attended the ceremony.

“But for all the hardship of having her husband away,” he said, “Mary Ann says that Lieutenant Commander Larson’s deployment has become an opportunity to teach Reese how blessed and lucky we are as Americans, to explain what would happen if no one answered the call to service, and to talk about the kind of future we want all Afghans to have, especially young girls Reese’s age.”

Army Capt. Jeremy Haynes

Carter said a month after Larson deployed to Afghanistan, Army Cpt. Jeremy Haynes, a “promising young soldier,” was also in that country, in his fourth month as aide-de-camp to Army Maj. Gen. Harold J. Greene, who was then the commanding general of the U.S. Combined Security Transition Command.
“As many of you know,” he said, “General Greene was tragically killed on August 5, 2014, in Afghanistan, leaving behind his wife and their two children.
“Captain Haynes was with General Greene the day they came under fire,” Carter continued, “and suffered multiple, life-threatening wounds -- wounds that left him unconscious and paralyzed below the waist.”

Haynes’ prognosis was so dire, Carter said, that his wife, Chelsea, was told to be ready to fly to Germany as he underwent multiple operations.
‘A Motivation and a Torch’

“But through grace and grit,” Carter said, “Captain Haynes regained consciousness after he arrived at Walter Reed [National Military Medical Center] about a week later.

“And despite the odds,” he continued, “a day before New Year’s Eve, his family celebrated, because five months after he was wounded, Captain Haynes took his first steps again.”

And just one month later, Carter noted, Haynes and Chelsea celebrated the birth of their third child, Jordon Harold Haynes, named after General Greene.

“Captain Haynes is now resolved to pass the Army’s physical fitness test -- not just for himself,” Carter said, “but also, as he says, to ‘be a rock, a motivation and a torch’ for all the soldiers, sailors, airmen and Marines that he’s met -- and no doubt inspired -- up at Walter Reed, where I first met them.”

Carter said it was an honor to welcome Haynes, his wife Chelsea, and his son Jordon, as well as Jordon’s godmother, retired Army Col. Susan Myers, the widow of Greene’s widow.

Recognizing Similar Stories

The defense secretary noted that the stories of the Larson, Haynes and Greene families represent “millions” of stories like theirs -- stories of duty, honor, sacrifice, and sometimes of grief and tragedy.

“Over 850,000 American troops and civilians, and thousands more contractors,” Carter said, “have served and sacrificed in Afghanistan since 2001, and so have their families alongside them.”

He added, “We remember the 2,215 Americans who paid the ultimate price during the course of the conflict in Afghanistan, and their spouses, parents, sons and daughters.”

“We remember that they gave their lives defending our nation’s security,” Carter said. “And in this courtyard, we are also reminded why they went to Afghanistan in the first place.”

One reminder stands just beyond the Pentagon’s walls, he noted -- a memorial honoring all those who perished when the building was attacked on that “bright, fateful day" in 2001.

Reflecting on Afghan Service

Navy Reserve Force Master Chief Petty Officer C.J. Mitchell, who attended the Pentagon ceremony, spoke about his experiences serving in the Gulf and his support to troops in Afghanistan.

“I’m very proud of my service on USS Farragut, DDG-99, as a part of the Eisenhower Carrier Strike Group, deployed to the Gulf supporting missions to Afghanistan in 2010,” he said.

“I had the privilege of visiting sailors in Afghanistan, Thanksgiving 2013,” Mitchell said. “I’m very proud of those sailors and the mission that they were accomplishing at the time.”

Mitchell noted Ghani’s thanks to U.S. service members confirmed the troops’ commitment to helping the people of Afghanistan.

“It’s a validation that sailors, Marines, soldiers and airmen are making a difference in Afghanistan,” he said, “and that it’s appreciated and recognized -- not just by the government -- but by the citizens there.”

Mitchell added, “As Secretary Carter mentioned, service members like Commander Larson, serving in Afghanistan, are making an enduring difference [there].”

Mitchell said as force master chief of the Naval Reserve, he’s “very proud” of the determination and drive of Navy Reserve sailors like Larson who have served in Afghanistan.

“I think the future of Afghanistan will be an enduring peace,” he said.
With U.S. partnership and the commitment of Afghan citizens and security forces, their future is bright, Mitchell said.

Afghan Leader Thanks U.S. Troops, Taxpayers for Support

WASHINGTON, March 23, 2015 – Taking the stage with U.S. leaders early this morning in the Pentagon courtyard, Afghan President Ashraf Ghani thanked U.S. troops and all Americans for their support of his country.

Senior officials joining Ghani included Afghan Chief Executive Dr. Abdullah Abdullah, Secretary of State John F. Kerry, Defense Secretary Ash Carter, Deputy Defense Secretary Bob Work, and other senior officials.
During his introduction of Ghani, Carter told the audience that the Afghan president is here on behalf of all Afghans “to thank all the Americans whose service has kept the United States secure and given hope and opportunity to his countrymen.”

Ghani has deep ties to the United States, the secretary added, naming the Afghan president’s attendance at American University in Beirut and Columbia University in New York, and teaching posts at the University of California-Berkeley and Johns Hopkins University in Maryland.

Easing the Afghan Transition

Later, as a scholar, Carter said, Ghani studied state-building and breaking the cycle of conflict.

“As a practitioner at the World Bank and the United Nations,” the secretary said, “[Ghani] applied those lessons, managing large-scale economic development projects in countries like India and China, and helping ease the transition in Afghanistan after the fall of the Taliban.”

In his career and in his leadership of Afghanistan, Ghani demonstrates that public service is a public trust, Carter said.

“Along with Dr. Abdullah, President Ghani has made clear to the Afghan people that, for all the assistance that the United States, our military and the international community can and will furnish, Afghanistan's future is ultimately for Afghans to grab hold of and for Afghans to decide,” the defense secretary said.

Paying Tribute to the Fallen

Addressing the audience after Carter’s introduction, Ghani said, “I want to first pay tribute to … [the] 2,215 Americans who paid the ultimate sacrifice. To more than 20,000 American soldiers who have been wounded in action … [and] close to a million American service men and women who have gotten to know my country.”

American troops have been in Afghanistan’s most-remote valleys and on the highest peaks, in parched deserts and beautiful valleys, he said, “but also in the most demanding situations. Each one of you has left a legacy, but I also understand that Afghanistan has marked you.”

Ghani added, “When you wake up at night, sometimes you're not sure whether you're back there or here, but what gratifies me as the president of Afghanistan is what I've had the honor to hear repeatedly from American veterans, ‘I have left a piece of my heart in Afghanistan.’ Thank you,” he said to applause.

Each service member deployed to Afghanistan also left a memory in the heart of every Afghan that they encountered, Ghani added.
'Not There Just to Fight'

“You were not there just to fight. … You built schools, you built dams, you build roads, and while the physical infrastructure [has] changed lives, it is the attitude [of caring, discipline and sacrifice] that you brought with it. … The Afghan people, but particularly the Afghan security forces, honor that attitude,” the Afghan president said.

The U.S. combat role in Afghanistan ended on Dec. 31, 2014, and the legacy is a proud Afghan security force “that has dealt with the best of you and emulates the best of your example,” he said.

Ghani told the Pentagon audience that he will name a section of the Marshal Fahim National Defense University in Kabul, where he said generations of Afghans will be trained, in honor of Army Maj. Gen. Harold J. Greene, who served as deputy commanding general of Combined Security Transition Command-Afghanistan.

Greene, whose widow was in the audience this morning, was the first U.S. general officer killed in the wars in Iraq and Afghanistan. He and more than a dozen others were killed and more were wounded in an attack at the military academy by a lone gunman in August 2014.
Tribute to Tough Partners

Ghani also paid tribute to “tough partners” Carter and Kerry, and to President Barack Obama for their long-standing support of Afghanistan.

And he thanked the American taxpayer, the men and women who are making “your hard-earned dollars available for Afghanistan. And because of that, the government of national unity … is committed to account for every single one of those dollars and pennies.”

This phase of the U.S.-Afghan partnership with the defense community is about building systems, procedures and processes, Ghani said, so the right leadership and the dedicated staff can use those resources for the best purpose.
Speaking Truth to Terror

“We are not going to be a burden,” Ghani added.

“We do not now ask what the United States can do for us, if I can play on President [John] Kennedy. We want to see what Afghanistan will do for itself and for the world. That means we are going to put our house in order,” he said.
He called Afghanistan a front-line state, adding, “We die on a daily basis. … We die, but we will never be defeated.”

Terrorism is a threat, Ghani said to applause, “but we, the people of Afghanistan, are willing to speak truth to terror by saying, ‘No, you will never overwhelm us, you will never subdue us, we are going to overcome.’”
Partnership is Foundational

In this endeavor, he said, “our partnership with the United States is foundational because we will be the first line of defense for freedom globally.”

The Afghan president added, “Thank you. God bless the friendship between the United States and Afghanistan.”

Remarks by Secretary Carter to U.S. Cyber Command Workforce at Fort Meade, Maryland

SECRETARY OF DEFENSE ASH CARTER: Thank you all. It's -- first of all, thank you, Admiral Rogers. We count ourselves very lucky to have you in charge here, and we count ourselves very, very lucky to have each and every one of you I see in front of me.

I've been learning some today about getting really updated on the development of CYBERCOM and also NSA, the two magnificent institutions represented here and that you all serve, and that we're so grateful that you serve.

This is, in fact, the first troop event I've done as secretary of defense in the United States. And there's a reason for that. And that is the importance of what you're doing to our department and our country. That should tell you something about how vital the mission is that you all have taken on, how important it is for the security of our country and, for that matter, the security of our economy and our people in their individual lives, because cyber touches all aspects of their lives.

So, if you do nothing else and get nothing else out of this encounter today, I want you to do one thing, which is to go home tonight or make a call or tweet at your family, or do whatever you people do -- (Laughter) -- but in whatever medium you use, please tell them that you were thanked today by the leadership of the department, and through us, the entire country, for what you do.

We don't take it for granted. You're what we wake up for every morning. Your service, your sacrifice, your professionalism and your welfare and that of your families is all we do. That's all we care about. And we're so, so grateful for it.

And with all that's going on in the world, from Iraq to Ukraine to the Asia-Pacific, the domain that you protect, cyberspace, is presenting us with some of the most profound challenges, both from a security perspective and from an economic perspective. The president had a cybersecurity summit a few weeks ago, in which you can see that our national leadership at every level is really seized with the need to get on top of this problem.

So cyber, which is what you do, is a marriage of the best people and the newest technology. And that being the case, and it being the case that there's a high demand for both of those things -- the best people and the newest technology across the country -- means that we, and I know this, we as a government and a department and a military need to be open to that -- those sources of good people and new technology. We need to be open in order to be good in this field.

And that means we need to build bridges to society, bridges that aren't as necessary in other fields of warfare that don't have a civilian or a commercial counterpart to the extent that this field does. So we have to build bridges and rebuild bridges to the rest of our society.

And that means we need to be open. And of course, we can't be open, given what you do, in the traditional sense. But we need to be open to new ideas. We need to be open to people we can't always tell them what we're doing, but we need to be open enough with our government so that it knows what it's doing, so that its officials can in turn turn to our people and say, "I'm sorry I can't tell you everything; you wouldn't want me to tell you everything that is being done to protect you because that would undermine our ability to protect you."

But you should trust that your senior officials and your elected officials and so forth are acting on your behalf. And I think we do have that trust and that people do understand that what you're doing for them is necessary and being done in an appropriate manner.

We need to be open generationally. We need to be open to a new generation because we need the young to be attracted to our mission. We need people who grew up with technology that was not available when I was growing up, and therefore have a sixth sense about it, which I can never have.

And that will be true when even those of you who are now the young people in front of me who are so smugly nodding your head. (Laughter) You, too, will be overcome by new technology at some point. And then also we'll need a new generation.

So our institution in general has to be an open one because we're an open society. But in order to be really good at anything, but especially good at what you do, we need to be open to a younger generation. That's incredibly (inaudible) your leaders know that. I've talked to them about that. And we know that that's the only way we're going to continue to have an elite core of people like the ones who are sitting in front of me right now.

And, you know, I actually think that in that regard, the development of the cyber workforce, which we are working on now, can be a model for other things we do in the department. The freshness of approach, the constant effort to stay up, reinvent, that your field demands is actually something we can use everywhere in the department.

So we're looking to you in a sense as a model and a trailblazer for many other things we need in the department. One of the things that I've said I'm determined to bring to our department is openness to new ideas. That's the only way that we're going to remain what we are today, which is the greatest fighting force the world has ever known. That's the way to do it going forward. And we -- we will.

For -- for the institutions that you join, be they military services or field agencies or new -- new commands, they are trying to figure out how to welcome this new breed of warrior to their ranks. What's the right way to do that? How do you fit in?

I had lunch with some of you earlier today. We were talking about how this skill set and this professional orientation fits into the traditional armed services. And of course, it doesn't fit into the traditional armed services. We have to figure out how to get it to fit in, so that you all have a full opportunity to bring to bear on your careers the expertise that you gained here and the sense of mission that you felt here, and carry it into the future.

I know that's a challenge in front of us. And you all feel it in your individual careers. And I'm determined that we together create that fit, but that comes with doing something new and different and exciting. You're going to be pathfinders, but we'll find the path together.

You are, whether you're civilians, military, contractor, all parts of our -- our workforce. We regard you as on the frontlines in the same way that last week I was in Afghanistan, and we have people on the frontlines there. It is the front line of today's effort to protect our country. And while you may not be at risk in the way that the forces are -- physical risk in the way our -- in Afghanistan, we are requiring from you a comparable level of professionalism, excellence, dedication. And I know you show all that, but we count on it, because you really are on the frontlines.

NSA and CYBERCOM, two -- one around for a long time, another one kind of brand new. A lot of people wonder what's the relationship between the two. And we pretty much have that in our heads. But the honest truth is, it's a work in progress. We're working out that relationship.

My view is that we're doing the right thing in having the leadership of those two organizations be in the same place. And one way of thinking about that is that we just don't have enough good people like you to spread around. And we need to cluster our hits as a country. And that's one of the reasons why we're going to keep these two together, at least for now.

I want you to know that in addition to thinking through how you're organized and so forth, that a big priority of mine is going to be to make sure that you're getting the training and the equipment and the resources you need. This is a very high priority area. And, you know, if you read about sequester, which is a terrible, stupid thing that we are doing to ourselves -- I have nothing good to say about it. But I think that even in the era of sequester, we understand that this mission area is one we cannot afford not to keep investing in.

And that means that that fact, together with our determination to help you chart rewarding, lasting careers in this field, those two things together ought to tell you, also, how much we value what you do.

Let me make one last point, and this is something that you all know, but it's important to remind our fellow citizens and, for that matter, the rest of the world, and that is we are -- we build our cyber mission force, it's the kind of country we are, to defend the openness of cyber space, to keep it free.

We're the ones who stand with those who create and innovate against those who would steal and destroy. That's the kind of country we are, and that's the kind of cyber force we are.

We're going to execute our mission while being as transparent as possible, because that's also who we are. And that's why I wanted my remarks to you to be public, which they are, if you see them being filmed here. That's an unusual thing for you, and I know that some of you can't be seen on television because of the nature of your work. And it's rare that media come into the premises of this organization.

But I wanted not only you to know how important we know what you do is for the country, but everyone else to hear that as well. So what that means, I suppose, is that even if you forget or are too lazy or for some other reason don't tell your family that you were thanked today, they're going to learn anyway.

(Laughter) So I suggest that you beat the media to the punch and, once again, go home, call home, call a friend and say, today I was thanked by the leadership of my department and through them by the country for what I do.

Tell them that. Thank you very much. We'll have some questions?

So, there are two microphones here, which in NSA fashion are only connected by wires to the floor. So, have at it. Any subject at all. Any question or comment.
Q: Mr. Secretary, in a budget-constrained environment, what are your top priorities?

SEC. CARTER: So, the question was, in a budget-constrained environment, what are my top priorities. And that's -- first and foremost, our people. That's got to be number one, because that's what makes our military the greatest in the world. It's people. It's also technology, it's also lots of other things, but it's principally -- it's first and foremost our people, and that's something we need to keep investing in.

Now, I know that that's not the only investment we make, and we do have to have a balanced approach to defense spending, because each of you wants not only to be adequately compensated, but you want to have other people to your left and right, as you do what you do. You want to have the best equipment. And you want to -- and you don't want to go into action without the best training.

So each of us wants to see some balance in how we spend the defense dollar.
But it's not just a matter of money. It's a matter of caring about our people, making sure that the safety and dignity of all of our people is respected, and all those things that we have responsibility for.

So, number one, for me, is people.

And the second thing I would say is we need to be an open institution. Open to the rest of -- because the way we're going to stay excellent is to be the most excellent part of society. And to do that, you have to be pulling from society the very best and the very best people.

And you guys are superb. And this is why people want to hire veterans so much, because you're all so good. That's why you're such good people to hire. And I know that's another problem, and I don't want you being hired away either. (Laughter) And I can't stop you.

But the reason that people want to hire you away is you're so darn good.
Q: Sir, you spoke of military needing to find a way to fit in within their respective branches. What are the possibilities of establishing a cyber branch of service, much like the Army Air Corps became the Air Force?

SEC. CARTER: It's a very good question. And we have asked ourselves that over time. And there may come a time when that makes sense. I think that for now we're trying to build upon our strengths. We're trying to draw from where we already are strong and not to take too many jumps, organizationally, at once.
So, you know, we're trying -- why has cyber come here at Fort Meade? Well, you know, because we didn't want to start all over again somewhere else. Because we didn't feel like we could afford to do that.

And, as I said, maybe there'll come a day when these two things will each be so strong and different, that they won't need to be in the same place. But that's not now.

There was some question initially about why we used so many uniformed people in the first place. Maybe we should be using more civilians or contractors.
We started where we thought we had strength. And I think you have to look at this as the first step in a journey that may, over time, lead to the decision to break out cyber the way that you said the Army Air Corps became the U.S. Air Force, the way Special Operations Command was created, and with a somewhat separate thing, although that still has service parts to it.

And so, we're trying to get the best of both. You know, our armed services give us hundreds of years of proud tradition, a whole system of recruiting, training and so forth. So it's a pretty -- it's not something you walk away from lightly and said, well, I'm going to start all over again.

So, it may come to that, and I think it's an excellent question. It's a very thoughtful question. And we have given some thought to that. And for right now, we're walking before we run.

But it may -- that's one of the futures that cyber might have.

Q: Good afternoon, Mr. Secretary. My question, sir, is in regard to cyber and authorities. Going forward, sir, a vast amount of our work is done with network administrators across the DoDIN [DoD Information Network]. Currently, sir, most of the products we report are recommendations, if you will, sir.

What is your vision, going forward, to make those recommendations more of a requirement for those network administrators?

SEC. CARTER: That's a very insightful question also. It is -- it gets down to a fundamental issue here, and let's be -- let's just put it right out on the table, because that's what you're getting at.

The information networks that it is CYBERCOM's first responsibility to protect are our own DOD networks, because there's no point in my buying all these ships and planes and tanks and everything, and none of them is going to work and our kids aren't going to work, unless there are networks that stitches the whole thing together, enables the whole thing. We've got to -- got to -- got to make our networks secure.

And the protectors don't own the networks. So if you're a cyber mission team and you fall in on a network, you find, well, you know, there's a whole bunch of people who work on this network. They set it up, and they're responding to other needs than security. They're responding to people calling the help desk and driving them crazy with one little problem or another they can't figure out, people who want more, more, more; want faster, this isn't working, I want to add some people.

So they're trying to juggle lots of needs. Many of them are administering networks that are outdated and that have been around for a long time and are a little long in the tooth and so forth.

And so, there's going to be a tension between those who are called upon to protect the networks and those who own and operate the networks. And I understand that. And we think we go into this with our eyes wide open.

But the -- I mean, I'm going to stand -- I can tell you this, I'm going to stand with you on the side of requiring protection, because it's not -- it's not adequate network administration to downplay security. You are laying the warfighter open to risk.

And we can't have that. And I -- you know, you put it this way, if all the network owners and operators were good at protecting themselves, we wouldn't have to, right, have these -- these national mission force protectors.

But it's -- they're not. And it's actually not reasonable for them all to be because that's not their first area of expertise. And we -- so we're counting on this sort of extra proficient group of people to fall in on them and help them.

But there'll always be a little tension when you show up at the door, and they've got a problem. And but you've got to do what you've got to do, because they are no good to us if they're penetrated or vulnerable.

I think that's all I can take for right now.
