SPRING OVER NORTH KOREA

On April 27, 2015, the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument on NASA’s Terra satellite observed dozens of fires burning in the eastern part of North Korea and parts of Russia north of North Korea. Actively burning areas, detected by the thermal bands on MODIS, are outlined in red.

While North Korea’s best agricultural land is located in the western part of the country, many people farm land along rivers in the mountainous areas. Fire is often used to clear debris from last year’s crops and to help fertilize the soil for the coming season.  While fire helps enhance crops and grasses for pasture, the fires also produce smoke that degrades air quality. U.S.-GREECE DISCUSS DEFENSE ISSUES

Leaders Discuss U.S.-Greece Security, Defense Issues

WASHINGTON, May 21, 2015 – Undersecretary of Defense for Policy Christine E. Wormuth met yesterday with Greece's Minister of Defense Panos Kammenos at the Pentagon to discuss security and defense issues of mutual concern, according to a DoD news release.

Those issues included trans-Mediterranean migration, terrorism, Russia's aggressive actions in Ukraine, the Balkans, Libya, and the Middle East, the release said. Wormuth thanked Greece for hosting U.S. forces at Souda Bay, Crete, and for its participation in operations in Afghanistan and Kosovo, according to the release.

Greece's Support in Opposing ISIL

Wormuth also noted the important support Greece is providing the coalition in opposing the Islamic State of Iraq and the Levant, the release added. She and Kammenos agreed that the security situation along NATO's southern flank is a growing concern and called for NATO to develop a southern strategy.

She also conveyed that Secretary of Defense Ash Carter is looking forward to working with Kammenos at the NATO Ministerial next month, the release said.

Thank you. Just very quickly (inaudible). Let me just say quickly that I’m very appreciative to my colleagues for their courtesy in recognizing that because I have to be back in Washington for the GCC meeting tonight we would speed up some of the topics that we needed to discuss.

And I was privileged to brief all of our NATO colleagues on the meetings held yesterday in Sochi with President Putin and Foreign Minister Lavrov. I think there was strong agreement among all of the NATO members that this is a critical moment for action by Russia, by the separatists, to live up to the Minsk agreement. And that it is critical to be able to get the OSCE into areas of conflict, it is important to end the conflict in those areas, particularly Shyrokyne. They need to try to come to an agreement on a ceasefire. We need to see the full implementation of Minsk, and I think everybody here is united in the notion that our preference is not to have sanctions, but the sanctions will be there in an effort to try to secure the peace that everybody wants in Ukraine.

There’s unanimity among all of the members here in the urgency of the Minsk agreement being fully implemented, and that means that the reforms, the election process, the working groups, this is an enormous moment of opportunity for the conflict there to find a path of certainty and resolution. And we hope very, very much that President Putin, Russia, the separatists, will come together to work with the Government of Ukraine in order to fully implement it and make progress.

We also talked today about Syria, about Libya, about terrorism in general, and the responsibility of NATO to be able to come together to work on each of those challenges. And in addition we talked about the Iran nuclear talks and the unanimity between the P5+1 that we will move into these last six weeks of negotiations with a view to securing the good agreement that we have talked about, in which we will have adequate access, and in which the four pathways to a nuclear weapons will, in fact, be shut down. We’re very hopeful, everybody here is, that that can be a successful negotiation and bring about a transformation within the region.

Obviously, key to everybody is the question of the GCC meeting that we are having tonight and tomorrow at Camp David, and I think all of the member states feel very strongly that defining a more – a clearer defense arrangement between the GCC and other friendly countries and the United States is going to be critical to helping to push back against the terrorism, as well as some of the other activities that take place in that region that are unsettling to all of those countries. So we’re very hopeful – I think we had a very – though quick – lengthy exchange and in depth exchange.

One other thing: The United States stands very firmly behind the Wales commitments, with respect to NATO. We believe very strongly in NATO’s role, particularly on the southern flank in dealing with Libya, in dealing with some of the problems of migrants. And I hope that out of this will come a recommitment to the future mission over these next few years of a new headquarters, of a clearer definition of the mutuality of the role, and that countries will move towards the 2 percent financial commitments that reflect the shared responsibility of support for NATO.

So I apologize that I’m not able to take questions. I have to have another meeting, but I’m very grateful to everybody, and I’m particularly grateful – I want to thank my colleagues for recognizing the need for me to be in Washington for the GCC. Thank you very much.

GEN. BREEDLOVE SAYS RUSSIA TAKING A 'DIFFERENT PATH' SIGNALED BY ACTIONS IN UKRAINE

WASHINGTON, May 1, 2015 – The West assumed the best of Russia once the Cold War ended, but Russian President Vladimir Putin had other plans and NATO must remain strong in face of the threat from the East, Air Force Gen. Philip M. Breedlove said here yesterday.

Breedlove, the Supreme Allied Commander Europe and commander of U.S. European Command, told the Atlantic Council that freedom is being challenged by “a revanchist Russia embarked on a reaching revision of what once were shared hopes for a stable and mutually beneficial partnership.”

Breedlove yesterday received the Distinguished Military Leadership award from the council.

The general said that when the Berlin Wall fell and the Cold War ended, the United States fundamentally changed the way it dealt with Russia. The United States believed there was a genuine hope for a new friendship, a new partnership and the prospect of a Europe whole, free, at peace and prosperous, he said.
“We broke with confrontation and pursued a policy of cooperation, and for a long time many of us believed Russia would also embrace that cooperation,” Breedlove said. “But as we look back, there were clear signs that Russia was on a different path.”

In the early 1990s, Russia stoked separatist tensions in Georgia and Moldova, Breedlove said. In 2007, Russia suspended observance of the Conventional Forces in Europe Treaty. In 2008, Russian forces invaded Georgia. Through it all Russian leaders clamped down on freedoms the Russian people had only recently won, the general said.

‘Signals of a Changing Russia’

“All of these were signals of a changing Russia, breaking with the principles and the values of the West,” he said.

But the United States and its NATO allies remained optimistic and continued to treat Russia as a valued and trusted partner, Breedlove said.

But last year, with the illegal annexation of Crimea and movement into Eastern Ukraine the West’s optimism faded, the general said. Russia’s actions against Ukraine since last year have signaled “a clear end of what I see as two decades of clear Russian struggle over security policy,” Breedlove said.

Russia is now on a far different course, he said, one that shifts the relationship between Russia and the West from strategic cooperation to one of strategic competition. This is not a temporary aberration, but the new norm, Breedlove said.

“This is a Russia that recognizes strength and sees weakness as an opportunity,” he said.

Strategic Competition

This strategic competition requires a new mindset and a new approach, the general said.

“The U.S. and NATO must adapt,” he said. “And we are. The stakes are high but we must not shy away from that because, frankly, Russia is not.”

There still must be a dialogue with Russia, but conversations with the country must be done from a position of strength, the general said.

“We must embrace cooperation wherever our mutual interests align, but we must also ensure that we are ready to compete,” Breedlove said.
NATO is Strong

NATO is strong and it gives the West the ability to compete successfully against current and future challenges, he said.

Breedlove said NATO must challenge Russia’s current policies and demonstrate that Putin’s current approach will not be allowed to damage security.

The alliance also must deter Russia “by carefully shaping Moscow’s choices and managing Putin’s confidence,” the general said.

He added, “And it means continuing to lead courageously, as an alliance and as a nation.”

NATO is rock solid, Breedlove said.

“We are standing together,” he said.

U.S.-LATVIAN DEFENSE OFFICIALS MEET TO DISCUSS PRIORITIES

WASHINGTON, April 23, 2015 – During a 30-minute meeting at the Pentagon today, Deputy Defense Secretary Bob Work and Latvian Defense Minister Raimonds Vejonis talked about defense priorities and ongoing measures demonstrating U.S. and allied commitment to the Baltic region, Defense Department officials reported.

In a statement summarizing the meeting, officials said Work and Vejonis discussed the importance of clear NATO unity against Russian aggression, continued presence of U.S. forces in the region, and ways to work together to better support NATO deterrence measures.

“Work applauded the steps taken by Latvia to increase readiness and procure new systems that address vulnerabilities and increase capability,” the statement said. Work also lauded Vejonis's commitment to raise Latvia’s defense spending to 2 percent of the nation’s gross domestic product and to increase manning in the Latvian armed forces by 2,000 personnel by 2018, officials added.
Continued Leadership, Record of Commitment

The deputy secretary also thanked the minister for his continued leadership and Latvia's record of commitment in operations in Afghanistan, Iraq, and the Balkans, the statement said.

Work stressed that the United States will continue to work with the Baltic States to support regional cooperation, interoperability with allies, and long-term defense modernization, officials said.

In addition to meetings in Washington, Vejonis visited Fort Stewart, Georgia, to meet with leadership of the 3rd Infantry Division, which has a company of soldiers deployed to Latvia under Operation Atlantic Resolve.

This was Work's first meeting with the defense minister, officials said.

Work: Space Domain Presents Challenges, Threats

ABOARD A U.S. MILITARY AIRCRAFT, April 16, 2015 – In a candid and passionate speech, Deputy Defense Secretary Bob Work yesterday asked members of the space community to help the United States maintain its edge in the space domain in the 21st century.

Work spoke to more than 200 people from industry and government at the annual Space Symposium in Colorado Springs, Colorado.

The space domain is an increasingly important area for the U.S. military, the U.S. government and the American people, the deputy secretary said.

‘Space Architecture Faces Increasing Risks’

“Space architecture faces increasing threats and together we must think about those challenges,” Work said in his speech.

The world is seeing a reemergence of strategic competition, which was dormant since the end of the Cold War, a senior defense official said, speaking on background.

Since the end of the Cold War, space has been a relatively benign environment, but that has changed, the official said. China, for example, tested an anti-satellite capability in January 2007, destroying one of its weather satellites as it traveled more than 500 miles above the Earth, the official said.

Russia also has capabilities that could reach into space, and the United States can no longer assume that space will not be contested, the official added.

Work stressed that the U.S. national security space architecture is resilient, but it is facing increasing threats, and America must think about and act on those challenges.

‘Space is Deeply Enmeshed in Our Force Structure’

“Space is deeply enmeshed in our force structure and is central to our way of deterring, assuring and warfighting,” the deputy secretary said.

The U.S. military cannot be complacent and must emphasize space control as challenges arise, he said.

Officials said that to maintain dominance in space, the United States “must consider all space assets, both classified and unclassified, as part of single constellation. And if an adversary tries to deny us the capability, we must be able to respond in an integrated, coordinated fashion.”

The deputy secretary stated the ultimate goal for the United States is to maintain space capabilities, through all phases of conflict, regardless of actions to deny the ultimate high ground.

The symposium was a perfect place for such a candid talk, the official said on background. Those in the space industry know they are important to the nation, “but it was a call for them to think hard about the future of national security in space.”

Work asked the audience to look at how the nation thinks of deterrence and stability in this emerging world where space assets might be held at risk.

“It was a really positive and candid interchange,” the official said. “It was not your average bureaucratic speech. [Work] was very animated and passionate about this issue. Space, cyber, [and] nuclear are core issues for us as a nation.”
Protecting Space Assets

In an environment where space assets are at risk, “you want to be able to be sure that the [space] community is thinking about how to protect them and the services they provide,” the official said. Industry and government must work together on the design and architecture of space systems, the official said, to make them perform better and make them less vulnerable.

Defense Secretary Ash Carter and Work have consistently stimulated strategic thinking in the department, and this has cut across all domains, the official said, noting a common factor in the domains is the contribution from space.

“You can’t be serious about strategic thinking and about deterrence in the 21st century if you are not talking about space,” the official said.

Looking at the core elements of what DoD does to defend America, its allies and its interests, it is clear that space is increasingly important, according to the official.

“Strategy dictates that if something is getting more important to core objectives it has to place higher on your hierarchy of needs,” the official said. “It’s important that we manage it in the right way.”

Vice President Joe Biden spoke today with Polish President Bronislaw Komorowski about bilateral relations, the conflict between Russia and Ukraine, and European energy security. The Vice President noted U.S.-Polish relations were excellent and agreed to continue close consultations with Poland about threats to European security, including the Russia-Ukraine conflict. The Vice President and President Komorowski agreed that Russia and Russia-backed separatists had to fulfill all of the obligations under the Minsk agreements, including unfettered access for OSCE monitors seeking to verify the withdrawal of heavy weapons, the withdrawal of Russian troops and equipment from Ukrainian territory, and return to Ukrainian control of the international border by the end of the year. They agreed that any further escalation of the conflict by Russia would be met by increasing costs.  On energy security, the leaders agreed on the importance of infrastructure projects that would help create a single, integrated energy market in Europe.

SECRETARY KERRY'S REMARKS REGARDING MURDER OF BORIS NEMTSOV

I am shocked and saddened to learn of the brutal murder of former Russian Deputy Prime Minister Boris Nemtsov in central Moscow. Boris Nemtsov committed his life to a more democratic, prosperous, open Russia, and to strong relationships between Russia and its neighbors and partners, including the United States. He served his country in many roles – in the federal government, in the parliament, as Governor of Nizhniy Novgorod, and as a political leader and activist. In every post, he sought to reform and open Russia, and to empower the Russian people to have a greater say in the life of their country. His absence will be deeply felt in Russia and around the world. The United States urges the Russian authorities to act expeditiously to investigate and bring to justice those responsible. Our thoughts are with the Russian people and with Mr. Nemtsov’s family and friends as we mourn his loss.

GENERAL DEMPSEY SAYS CYBER AMONG TOP THREATS

Dempsey: Russia, Terrorists, Cyber Among Top Threats

COLLEGE STATION, Texas, Feb. 19, 2015 – The global security environment contains a host of threats, including Russian aggression that threatens NATO allies, and the violent extremists network from western Pakistan to north Africa, said the chairman of the Joint Chiefs of Staff.

Army Gen. Martin E. Dempsey spoke today at a student conference on national affairs at Texas A&M University, rounding out a two-day visit to the campus.
He outlined his "two, two, two and one" view on national security, which is comprised of two heavyweights, two middleweights, two networks and one domain.

Russia is included as a heavyweight, along with China.
Russia ‘Lit a Fire’

Russia "lit a fire of ethnicity and nationalism that actually threatens to burn out of control," he said. "And in so doing, they are threatening our NATO allies."
Dempsey said it is hard to imagine that in 2015 there would be that kind of conflict and "those kind of instincts" that are coming to the front again in Europe.
The human suffering in Ukraine is "atrocious," he said.

"It's almost unimaginable," the chairman told the audience, which included members of the Texas A&M University Corps of Cadets, other university students and members of the military.

The United States is working with its NATO allies, he said, to reassure the alliance and also try to assist Eastern Europe, including non-NATO countries, in "suppressing this effort to rekindle fires that haven’t burned in Europe" in 70 years.

China Reemerging

On the other heavyweight, China, he said that nation is reemerging on the global scene. It is a very strong economic country that is becoming militarily strong, the chairman said.

The United States will continue to work with China in managing any differences, he said.

"We'll be competitors but it doesn’t mean, I think, we'll have to be enemies," he said. "We're working hard to do that."

Middleweight Powers: Iran, North Korea

The two middleweights are Iran and North Korea.

The United States is working with its partners to try to convince Iran to seek a diplomatic resolution to the Iranian nuclear issue, he said. Western nations contend that Iran is seeking nuclear weapons, while Tehran says its nuclear ambitions are for peaceful purposes.

"We are working hard to reach a negotiated settlement on their nuclear program, but we shouldn’t forget there are other issues which cause us concern about Iran," the chairman said, noting those concerns include Iran being a state sponsor of terrorism.

Networks and Cyber Domain

The two networks Dempsey talked about in his speech are the violent extremist network from western Pakistan to northern Africa, and the transnational criminal network that runs north and south in the Western Hemisphere. The domain is cyber.

The transregional network of al-Qaida, Islamic State of Iraq and the Levant, and other terrorists are competing for a radical, anti-Western ideology that is fomenting the internal challenges of Islam's Sunni and Shia, he said.

"That network is transregional,” he said. “It will take a generation or more to be defeated and it will take persistence on our part and working closely and most often through partners and hardening our allies in order to deal with it."

To combat both the extremist and transnational criminal networks, they need to be "pressed" across their entire length, not just "pinched" in a spot, the chairman said.

"You have to interdict the financing; you have to interdict the flow of foreign fighters or criminals. It takes a really broad effort with partners to deal with that," he said.

Finally, on the domain of cyber, he said, "we've got a lot of work to do. We've made some strides, some pretty significant strides, militarily in particular in terms of defending ourselves."

But the general said despite the security in military networks, 90 percent of his administration and logistics functions ride on commercial Internet providers.
"So if they're vulnerable, I'm vulnerable and I don't like being vulnerable," he said.

Action in securing this domain, he said, includes legislation that establishes a common set of standards on Internet security, and allows information sharing between the government and the private sector.

SAMANTHA POWER'S EXPLANATION OF U.S. VOTE ON UKRAINE

Thank you. We’ve gotten used to living in an upside-down world with respect to Ukraine. Russia speaks of peace, and then fuels conflict. Russia signs agreements, and then does everything within its power to undermine them. Russia champions the sovereignty of nations, and then acts as if a neighbor’s borders do not exist. Yet even for those of us growing accustomed to living in an upside-down world, the idea that Russia – which manufactured and continues to escalate the violence in Ukraine – has tabled a resolution today calling for the conflict’s peaceful solution, is ironic, to say the least. Bitterly ironic, given that this Council has dedicated some thirty meetings to calling on Russia to stop escalating the very same conflict, and given the human consequences that are growing daily.

Even as Russia puts forward this resolution, separatists that Russia has trained, armed and that it fights alongside are laying ruthless and deadly siege to the Ukrainian-held city of Debaltseve, approximately 30 to 40 kilometers beyond lines established by the September Minsk agreements. Throughout the day, we’ve heard conflicting reports as to whether Debaltseve has fallen. According to press reports, the so-called “road of life” leading out of Debaltseve has become a “road of death,” littered with the bodies of Ukrainian soldiers. At just the time this Council is calling for the cease-fire that was supposed to take effect Saturday night at midnight, Russia is backing an all-out assault.

We do not know how many civilians are left in Debaltseve, because Russia and the separatists it supports have refused to guarantee the safety of impartial OSCE monitors who have been trying for days to enter the area – a commitment that, in this upside-down world, Russia and the separatists made on February 12th at Minsk.

But we know from credible press reports that thousands of civilians in Debaltseve and neighboring villages have been sheltering from heavy shelling in dank basements, often without running water, food, electricity, or basic medical supplies. We know that many of the civilians left, who are enduring the terror of this relentless assault, are the elderly and small children – people who could not evacuate on their own.

And even with such limited information, we know with certainty that at the same time that Russia signs onto yet another agreement committing itself to de-escalation and peace, forces that Russia trains, equips, and joins on the battlefield have only escalated this fighting, grabbing more territory and killing the Ukrainian soldiers who stand in their way.

We are caught in a deadly feedback loop. International leaders engage in rigorous, exhaustive negotiations to get Russia to commit to peace – in Geneva, in Normandy, in September in Minsk, in Berlin in February, and then again in Minsk on February 12th when the implementations were signed; and now in New York. Yet Russia’s commitments have no bearing on the actions of its soldiers and the separatists they back on the ground.

Mr. President, the United States has maintained the same position across thirty meetings before this Council with respect to Ukraine. Let me reiterate that position. We are for peace in Ukraine. We are for Ukraine’s sovereignty, independence, territorial integrity and unity. We are for ending the violence in eastern Ukraine that has taken more than 5,600 lives since last April, and displaced already approximately one million people. We are for all of the signatories to the agreements signed in Minsk in September 2014 – particularly Russia and the separatists they back – fulfilling the commitments that they have made. And we are for the “Package of Measures for the Implementation of the Minsk Agreements” of September 5 and September 19th, the package of measures endorsed last week by the leaders of Ukraine, Russia, Germany and France. To be clear, the February 12th implementation package is a roadmap to fulfilling commitments made by these same signatories in the September Minsk Agreements.

President Hollande, President Poroschenko, Chancellor Merkel, and President Putin each made this clear when they endorsed the implementation package on February 12th and issued their joint declaration that they “remain committed to the implementation of the Minsk Agreements.” The “Minsk Agreements” in the title – plural – refer to those signed on September 5 and September 19 by the same signatories, while the “measures for implementation” in the title make clear that the February 12th package was designed to begin carrying out the September agreements, and not to supplant them, as Russia has now begun to argue.

The United States rejects any interpretation of this resolution that would abrogate the parties’ earlier commitments. All parties must implement all of the commitments made in the September Minsk agreements. The implementation steps agreed upon in the February 12th package include a comprehensive cease-fire; the withdrawal of heavy weapons from the September line of contact; the release of all hostages; and the eventual restoration of Ukraine’s territorial sovereignty and control of its international border.

Too often, debates in this Council occur in a vacuum, removed from the real world. In the real world, a man named Aleksei Kravchenko, a 73-year-old in the Ukrainian held-town of Svitlodarsk, near Debaltseve, recently told a reporter that he had spent nights huddled together with his grandchildren in a bomb shelter on his property as shelling continued through the night. Aleksei told the reporter that his grandchildren said to him in the shelter, “Grandpa, I don’t want to die young.” He said, “I held my grandchildren, and they were shaking, and I looked in their eyes, and they were afraid.” With the February 12th agreement, Aleksei said, “Now we are hoping.” The fighting, unfortunately, has in fact increased dramatically near Aleksei’s home.

But we call on Russia to translate hope into real action; to translate hope into real results, and to do so urgently.

Today’s Council session is an effort to throw the Council’s weight behind an agreement already jeopardized by statements by the separatists dismissing the full cease-fire, by their continued attacks on Debaltseve, and by the separatists’ refusal – together with Russia’s – to allow access to the OSCE’s Special Monitoring Mission. We are looking to Russia, which manufactured and fueled this conflict, to leave the upside-down world it has created and to honor the resolution it tabled today supporting efforts to end it. SECRETARY KERRY'S STATEMENT ON UKRAINE CEASEFIRE

The United States welcomes the news that the OSCE-led Trilateral Contact Group, supported by Chancellor Merkel and Presidents Hollande, Poroshenko, and Putin, reached agreement on a ceasefire and heavy weapons withdrawal in eastern Ukraine, and on the implementation of the September Minsk agreements. We particularly commend the diplomatic efforts of our European Allies, Chancellor Merkel and President Hollande, and their teams in making this agreement possible. Actions will be what matter now. The first test of this agreement and the prospects for a comprehensive settlement will be the full implementation of the ceasefire and the withdrawal of heavy weapons by all parties – by Ukraine, the separatists, and Russia. All the parties must show complete restraint in the run-up to the Sunday ceasefire, including an immediate halt to the Russian and separatist assault on Debaltseve and other Ukrainian towns.

The parties have a long road ahead before achieving peace and the full restoration of Ukraine’s sovereignty. The United States stands ready to assist in coordination with our European Allies and partners. We will judge the commitment of Russia and the separatists by their actions, not their words. As we have long said, the United States is prepared to consider rolling back sanctions on Russia when the Minsk agreements of September 2014, and now this agreement, are fully implemented. That includes a full ceasefire, the withdrawal of all foreign troops and equipment from Ukraine, the full restoration of Ukrainian control of the international border, and the release of all hostages.

We also welcome the news that the Government of Ukraine and the IMF have reached an agreement that will allow the IMF to provide Ukraine with $17.5 billion in financial assistance in support of economic reforms. This agreement will enable Ukraine to continue implementing the reforms it needs to build a stronger, more prosperous, democratic future for the people of Ukraine.

PRESIDENT POROSHENKO: Mr. Secretary, we are very pleased to welcome you, as the United States Secretary of State.

SECRETARY KERRY: Thank you.

PRESIDENT POROSHENKO: It’s almost one year passed since your last visit in Kyiv and I still remember the very crucial and positive discussions we had at that time, and the whole world (inaudible) our country faced a critical changes in peace and security caused by the extremely cynical aggression against Ukraine, aggression against fundamental principles of international law, peaceful coexistence, respecting sovereignty and territorial (inaudible) and noninterference (inaudible). Present time become the test – Ukraine-U.S. strategic partnership.

In Ukraine, we highly appreciate the United States invaluable support to our nation and our people through all the time of Ukraine independence. The support has become most evident viewed in the Russian aggression on Crimea and on Donbas. It is important to underline strong and unanimous support of our country both from United States President, United States Administration, United States Congress, and United States Government. And it’s very important by American people. It’s very valuable – this support, Mr. Secretary.

The United States leading role in consideration of the transatlantic solidarity in support of Ukraine is critical for pushing of the peaceful solution, and we are grateful for the consistent engagement of the State Department and you personally, Mr. Secretary, into this effort. And I still remember that the historic Minsk protocol and Minsk memorandum – it was done on the 5th of September, where we met on the – in United Kingdom on the major summit and this is a key element and the main documents of our de-escalation of the situation and development of the peace process.

Today, we are facing another growing escalation of violence by terrorists directly supporting by Moscow, their refusal to fulfill obligation of the Minsk agreement, their barbarian attack on the civilian population, which led to multiple casualties every day. (Inaudible) Volnovakha, tragedy in Mariupol, tragedy in the Debaltseve, where they’re killing civilian people, is absolutely unacceptable in the 21st century in the center of Europe.

Nadiya Savchenko – illegal imprisonment, captain of the Ukrainian army, defending their own land, their own motherland, was captured, imprisoned, and today is the – her 55th day of the exhausted hunger strike and refusal (inaudible) her relatives is terrible violation of the human rights committed by Russia. This issue were a point of our discussion with the Secretary Kerry. We are working to find out ways for peaceful settlement and deprive Ukrainian people from ongoing horror on the aggression. This is a priority for all community of the civilized nation, for every civilized society.

At the same time, we are strengthening our security cooperation, a number of means could be used to enhance such cooperation. However, to find out the most effective way, the most effective medicine for the (inaudible) to help him to recover the principal task. A comprehensive support of reform in Ukraine also was discussed today, and we thank United States for the assistance, for the advisors, and for their cooperation. We are already demonstrating the most important and most urgent sphere of the Ukraine who need (inaudible). This is the fight against corruption, this is the rule of law, this is the build-up independent court and judge system, this is the building of the effective investment climate, and development of the democracy and freedom.

And in this particular sphere, this is crucially important our cooperation with the United States and we thank you for the – for this cooperation. Because the comprehensive support of Ukraine, also the crucial direction in Ukrainian-American partnership, which is equal important, it means political, economic, financial consulting support, and we are receiving maximum possible assistance from our American partners.

Today as you know, we have a mission of the International Monetary Fund most probably in the next hours, even not days, they finish their mission and they prepared a memorandum. And the effective cooperation with the IMF, with our reliable partner, such as United States, European Union, Japan, Canada, Australia, South Korea – all the countries of the world who are demonstrating their readiness to support Ukraine in this difficult time is vitally important for us.

And I thank Secretary Kerry for – and United States Administration for the decision to provide Ukraine with a significant economic assistance, both previous and (inaudible). I think this is very important for us, and the fact that Secretary Kerry come not with empty hands and this is just – today was the additional increasing of the financial support is very important and is right timeframe in need (inaudible).

And as the President of Ukraine, I can once more reaffirm my strong support of speedy implementation for the systematic reform, fighting corruption, rearranging all state governance to ensure priority of democratic society. These changes are the key prerequisite for a successful and democratic Ukraine, as well as prosperous and safe life for our citizens.

And today, voting of the – in the Ukrainian parliament and support my constitutional proposal, more than constitutional majority, for the removing the immunity of the members of parliament and immunity of the judges and helping us to fight against corruption. This is another step and another evidence of the – our decisive efforts to build up the new country with the European values, with the – based on the principle of freedom and democracy. And this is the same way how we can demonstrate our cooperation with the United States (inaudible).

SECRETARY KERRY: Well, thank you very much Mr. President. First of all, thank you for welcoming me here today and thank you very, very much for the great leadership that you personally, your government, my friend, your foreign minister, who I’ve worked with closely in many meetings in the last year. And you are right, it is just about a year since I was here. And I want you to know that today I am here specifically to bring you the support and friendship and goodwill of the President of the United States, of the Administration, but most importantly the American people. The people of the United States share unwavering support for the Ukrainian people as they continue to display a very courageous journey towards democracy, towards freedom, independence, and most importantly towards the protection of the appropriate respect due for the sovereignty of your country. Your people have bravely and relentlessly pursued a sovereign democratic future; we admire that and we respect it.

I would emphasize to President Putin and to those Russians who obviously express concerns about the road that you’re on that we don’t view this as a zero-sum game. We have never viewed it that way. This is not meant to be nor should it be a divide between East and West. This is about rule of law. It’s about the norms by which nation-states behave. And it’s about the fundamental respect for the integrity of the sovereignty of Ukraine.

This morning, President Poroshenko and I had an opportunity to be able to discuss the necessary and promising reform steps that the President has been leading. This is a program that the Ukrainian Government is undertaking now. Even in the difficult circumstances of the conflict that is taking place, you just heard President Poroshenko restate his personal commitment and the steps that he is taking in order to implement these reforms in Ukraine. We spent some time talking about his political path ahead, the unity of his government, the commitment of his government to protect the interests of the people of Ukraine, but also we talked about the largest threat that Ukraine faces today, and that is Russia’s continued aggression in the east. There’s no other way to call it.

We’re not seeking a conflict with Russia; no one is – not President Poroshenko, not the United States, not the European community. That’s not what this is about. We are very hopeful that Russia will take advantage of our broad-based, uniform acceptance of the notion that there is a diplomatic solution that is staring everybody in the face. That’s what we want. We want a diplomatic resolution. But we cannot close our eyes to tanks that are crossing the border from Russia and coming into Ukraine. We can’t close our eyes to Russian fighters in unmarked uniforms crossing the border and leading individual companies of so-called separatists in battle. We can’t close our eyes to modern rockets and modern radar capacity and other capacity that has crossed the border in order to prosecute this conflict across sovereign lines, across international borders, against all the promises that were made in the Minsk ceasefire agreement.

So we want a peaceful resolution. And President Obama has asked me to come here and he has asked Vice President Biden and me to join together over this weekend in Munich in direct conversations where we will meet again with President Poroshenko, where we will meet with our European allies and friends in an effort to underscore our choice is diplomacy, our choice is a peaceful resolution. But Russia needs to make its choices, and those choices are not just declared by words; they have to be declared by actions. And that means engaging in a series of steps that will uphold the Minsk Agreement which was entered into last year and which they signed up to.

Regrettably, the violence in Donbas has accelerated since then, not diminished. Innocent people are dying every single day – innocent people, people caught in a barrage of artillery that comes into Mariupol, which has no business whatsoever being dragged into this conflict; families cowering in their basements with their children to avoid the shelling. So it is imperative that everybody make the right choices here. Russia needs to demonstrate its commitment to ending the bloodshed once and for all. And we would ask that it does so by honoring the agreement that it signed, the Minsk agreement. Everybody knows what the actions are that were expected from that agreement. It’s not complicated. And Russia needs to now cease this military support for the separatists and bring people to the table in an effort to achieve a lasting political solution.

So in order for this conflict to be resolved, certain things need to happen. The Russians need to undertake certain steps, and the separatists who act with their input have to also support those steps. First of all, there must be an immediate commitment now to a real ceasefire which is not just a piece of paper and words, but which is followed up by specific actions.

Namely, pull back the heavy weapons from the ceasefire line, from the border, beyond the range of artillery, beyond the range of certain munitions to be able to do harm to civilians. That would be the first confidence-building measure that would begin to allow for peaceful resolution. Second, remove foreign troops and heavy equipment from Ukraine. Which leads you to the third step: Respect the international border; close that border to the movement of these materials and tanks, which are the fundamental means by which this continued war is prosecuted, and by doing so, restore Ukrainian sovereignty, respect Ukrainian sovereignty. It is fully possible to be able to work through the interests that Russia has expressed about the people in Donetsk and Luhansk and to have those issues worked through, but the way to do it is not by fostering greater violence.

Both sides need to release the hostages who are currently detained, and in addition, it is important to note that President Poroshenko this morning, in my conversations with him, pointed out that he remains committed to supporting the special status law which is currently on the books, which provides greater economic and municipal and political rights to those particular to the Donbas area. And that’s important to remember – that he has also committed to pursuing real constitutional reform, and he is committed to holding new free and fair elections in Donbas, and if these steps are respected, it is fully appropriate to also expect that the full measure of the Minsk agreement can then also be respected and implemented. That is the outline of peace. And the United States of America, President Obama, is deeply committed to helping to assist all the parties to come together in an effort to try to achieve this. The fact that Chancellor Merkel and President Hollande are visiting Kyiv today underscores that together, the United States, France, Germany, and the rest of our international partners stand united with Ukraine in calling on Russia to take the steps that I just outlined, and to take those steps without delay. And that is exactly how this conflict can come to an end.

That is our choice. The Ukrainian people, President Poroshenko, the United States, European allies and friends, we are convinced that if diplomacy is given meaning beyond the piece of paper and the words that are on it, through the actions that follow to implement what those words lay out, there could be peace. So this is a critical moment for this region, for this country, and for the prospects of peace. It is really possible that this conflict could come to an end, but only starting with a ceasefire, moving the heavy equipment back, and beginning to deal with the real issues that we all know are on the table.

That is also the only way that Russia’s international isolation is going to be ended and eased, and it’s the only way that the Ukrainian people in all parts of this country will finally achieve the peace that they so deserve.

Let me just say that when I came here a year ago, I was deeply moved by my visit, deeply moved by the people that I met near the Maidan, as I visited the site where so many people were killed by snipers at that pivotal turning point in the struggle for freedom. It is really enormously impressive what the people of Ukraine have accomplished, broadly speaking, over the course of this year. They held an election under the most difficult circumstances, a peaceful transfer of power, the finding of a new government, a government that has worked hard in unity to try to end this conflict. And we hope that in the next days it may be possible, finally, to try to find a road ahead, and Mr. President, we’re grateful to you for your steadfast leadership and for the effort to reform things even in the middle of this conflict, which you have remained so committed to.

So we thank you for that, and I look forward to seeing you in Munich in a day or so. Thank you, sir.

CLOUD FORMATIONS OVER THE BERING SEA

Cloud Streets in the Bering Sea

Ice, wind, cold temperatures and ocean waters combined to created dramatic cloud formations over the Bering Sea in late January, 2015. The Moderate Resolution Imaging Spectroradiometer (MODIS) aboard NASA's Aqua satellite passed over the region and captured this true-color image on Jan. 23.

The frozen tundra of Russia lies in the northwest of the image, and snow-covered Alaska lies in the northeast. Sea ice extends from the land well into the Bering Sea. Over the dark water bright white clouds line in up close, parallel rows. These formations are known as “cloud streets”.

Air blowing over the cold, snowy land and then over ice becomes both cold and dry. When the air then moves over relatively warmer and much moister water and lead to the development of parallel cylinders of spinning air. On the upper edge of these cylinders of air, where the air is rising, small clouds form. Where air is descending, the skies are clear. This clear/cloudy pattern, formed in parallel rows, gives the impression of streets.

The clouds begin over the sea ice, but they primarily hang over open ocean. The streets are neat and in tight rows closest to land, while further over the Bering Sea the pattern widens and begins to become more random. The rows of clouds are also not perfectly straight, but tend to curve. The strength and direction of the wind helps create these features: where the wind is strongest, nearest to shore, the clouds line up most neatly. U.S. UNITED NATIONS AMBASSADOR POWER'S REMARKS ON UKRAINE

Thank you, Mr. President for convening today’s urgent meeting. Under Secretary-General Feltman, we are grateful for your thorough briefing on such short notice.

Just five days ago, we met in this Council and denounced the devastating consequences of attacks by Russian-backed separatists on civilians in eastern Ukraine, and we appealed to Russia to stop supporting, training, and fighting alongside separatist forces. Members of this Council pressed Russia and the separatists not only to recommit themselves to the agreements they had made at Minsk, but actually to honor those commitments in their actions. Unfortunately, we are back here today because Russia and the separatists have once again flouted these commitments.

The targets are fresh ones, but Russia’s end goal remains the same: to seize more territory and move the line of Russian-controlled territory deeper and deeper into Ukraine.

This time, though, statements by the separatists are complicating Russia’s strategy. On Friday, January 23, the de factor leader of the Russian-backed separatists in Donetsk, Alexander Zakharchenko said, and I quote: “Today the offensive on Mariupol begins.” He also said, “There will be no more ceasefires.” He said the separatists would not stop their attacks until they had, “reached the borders of the former Donetsk region,” bragging that separatist forces were now “able to attack in three directions simultaneously.” The Representative of the Russian Federation today said that these are statements we have taken out of context. What context possibly justifies a massive offensive against a civilian populated town? I would note, also, that attacking in three directions, as the separatist leader said he now had the capability – his forces had the capability to do – takes a lot of weapons and forces. This capability reflects the difference made by the substantial, months-long influx of Russian personnel and heavy weapons.

We know that Zakharchenko said these things because he was filmed when he said them, and quoted by the official Russian news agency, TASS. On Saturday, Zakharchenko told people at a rally in Donetsk, “Today the attack on Mariupol began.” He added that, “In a few days we will encircle Debaltseve,” a city that is twelve kilometers outside the ceasefire line established at Minsk.

If only the separatist’s words had been empty bravado. Unfortunately, on Saturday, the world witnessed the horrors that resulted from the separatists’ attack on Mariupol, a city 25 kilometers outside of the Minsk line. On Saturday alone, more than 100 people were injured in rocket attacks on the city. Approximately 30 people were killed, including women, elderly, and children, one of whom was a four-year-old boy. Some 40 rounds of rockets struck the city, hitting a market, homes, and a school, among other civilian structures. The impartial OSCE Special Monitoring Mission to Ukraine examined blast craters and concluded that they had been caused by Grad rockets fired from multi-rocket launcher systems in separatist-controlled areas.

Why do these locations matter to the Russians and the separatists? Mariupol is a port city, which would provide Russia with another means of supplying separatists. And controlling the city would be another step toward creating a land bridge to illegally-occupied Crimea. Debaltseve is a strategic rail and road hub, and serves as a key link between Donetsk and Luhansk regions. It is no accident that these strategic cities are in Russia’s sights.

When, on Saturday, members of the Council tried to issue a joint statement denouncing the civilian casualties and expressing concern about the separatist’s statements, as we’ve heard, Russia blocked it. No wonder, given that less than a day earlier Russia had been perfectly content disseminating Zakharchenko’s statements in its state-run media. It would be strange to be concerned about statements one had encouraged and publicized.

But when your state news agency circulates announcements relishing a new offensive and your diplomats refuse to express concern about them, you own not only the statements, but also the offensives.

Now sometimes, perhaps given the fog of this bloody war, the separatists are too explicit about their objectives. Indeed, after initially blasting around the separatists’ Mariupol ambitions in the news service, Russia began to see the same ghastly images and reports of the carnage that the rest of us saw. At that point, perhaps knowing the source of the weaponry used, Russia tried to deny any tie between the separatists and the attacks. The Russian news service, TASS, even tried to erase from official news stories all quotes from Zakharchenko speaking about the separatists’ attacks.

It is not hard to understand why Russia does not want the world to hear separatists’ statements. Last Wednesday, the Representative of the Russian Federation told this Council that, “the Russian Federation is ensuring full compliance with the Minsk accords.” On Saturday, though, Zakharchenko openly admitted his forces were violating those same accords. He appeared not to have gotten the Russian memo, which clearly calls for violating the accords while pretending you are not.

Despite Zakharchenko’s statements, Russia continues to try to play the international community for the fool, and blame the violence on the Ukrainians. As recently as yesterday, Foreign Minister Lavrov said, “The worsening situation in Ukraine was the result of constant attacks conducted by the Ukrainian government troops, which breached the Minsk agreements.” We heard the same here today from the Representative of the Russian Federation.

Zakharchenko’s statements are a problem for Russia because they are too straightforward. As members of this Council know – and as, increasingly, all the world can see – the separatists he claims to lead are trained and equipped by Russia, and fight with Russian forces by their side. So when Zakharchenko brags about seizing territory beyond the Minsk ceasefire line; when he announces at rallies that separatists will strike Ukrainian forces without provocation; when he says he is not interested in negotiating; he is not only speaking about the separatists’ intentions, but also about Russia’s intentions. This offensive is made in Moscow. It is waged by Russian-trained and Russian-funded separatists, who use Russian missiles and Russian tanks, who are backed up by Russian troops, and whose operations receive direct Russian assistance.

Since December, Russia has transferred hundreds of pieces of military equipment to pro-Russian separatists in eastern Ukraine, including tanks, armored vehicles, rocket systems, heavy artillery, and other military equipment. And in recent weeks, Russia has resupplied the separatists with hundreds of pieces of advanced weaponry, including additional rocket systems, heavy artillery, tanks, and armored vehicles.

In mid-to-late January, notwithstanding the shoot down of MH-17, Russia even deployed into eastern Ukraine advanced surface-to-air missile and antiaircraft systems, marking the highest level of Russian air defense presence in eastern Ukraine since September 2014. There is a direct correlation between the movement of heavy weapons, the surge in that movement across the border, and attempts by separatists to take more ground.

The horror wrought by this arsenal has been deadly. According to the UN High Commissioner for Human Rights, January 13th to the 21st was the deadliest period on record since the September 5th agreement was signed in Minsk. During this time, an average of 29 people were killed each day. More than 5,000 people have been killed and almost 11,000 maimed since the conflict began in April 2014. And today, this very day, the attacks continue on the civilian-populated areas over the Minsk Ceasefire lines – not only in Mariupol and Debaltseve, but also in Pisky and Stanychno-Lunhanske.

To the Russians, Mariupol and Debaltseve may just be strategic chess pieces in their effort to move the line of territory that they control. But these cities are also home to hundreds of thousands of Ukrainian civilians. Nearly 500,000 people live in Mariupol, the second biggest city in the Donetsk region, and more than 25,000 live in Debaltseve. Mariupol is home to 92 pre-schools, attended by 13,000 children.

We continue to believe that the only solution to this situation is a political solution, not a military solution. To that end, we continue to support the efforts of the Trilateral Contact Group, as well as the Normandy group of foreign ministers. We welcome the Normandy group’s agreement in Berlin, which recognizes the need for full, immediate implementation of the Minsk agreement.

If Russia is serious about peace, why doesn’t Russia condemn the statements by separatists that they will attack Ukrainians first and accept no more ceasefires, instead of trying to erase those statements from its state-run news services? If Russia is serious about peace, why doesn’t it pull its tanks and Grad missiles out of eastern Ukraine, instead of sending in more? If Russia is serious about peace, why doesn’t it withdraw its forces at least to the lines agreed upon at Minsk, rather than sending in a huge infusion of Russian heavy weapons so as to carve out new lines.

Only if Russia takes these steps will there be a chance for the political solution that is so desperately needed.

Dear Colleagues and Friends,

The holiday season and the end of the year is a chance to reflect on the past and look ahead to the New Year. The year 2014 opened with a set of terrible conflicts raging – including wars in Syria, South Sudan, and the Central African Republic. These civil wars are characterized by indiscriminate violence and attacks on innocent civilians, as combatants flout widely accepted norms and principles. In June, UNHCR announced that more people were forcibly displaced by the end of 2013 – as refugees, asylum-seekers, and internally displaced people – than at any time since World War II.

And then summer brought more bad news and a longer list of tragedies. ISIL’s attacks spread terror across Iraq. Bloody conflict in areas of southeastern Ukraine bordering Russia displaced hundreds of thousands of lives and left thousands dead. Fighting broke out between Hamas and Israel, unaccompanied Central American children arrived in record numbers at the United States’ southern border, and Africa faced the worst Ebola epidemic in history.

Despite this daunting list, humanitarians and supporters of humanitarian causes can take pride in what we have achieved. Aid groups that faced every conceivable obstacle – donor fatigue, staffing shortages, impassable roads, blockades and attacks –still found ways to keep millions of people alive. Humanitarians managed to stave off a man-made famine in South Sudan and to bring aid to besieged cities in Syria. Throughout the Middle East, a vaccination campaign that has reached 25 million children has helped contain the spread of polio.

The United States led the world’s humanitarian efforts by again serving as top donor. With the support of lawmakers from both parties, the State Department and USAID together provided more than $6 billion in humanitarian assistance this year. U.S. contributions powered the work of the UN refugee agency (UNHCR), the World Food Program, UNICEF, and other leading aid agencies. We also played a role in encouraging other nations to give, some made large donations to UN agencies for the first time. Kuwait organized a second international pledging conference for the Syria crisis that Secretary Kerry attended and gave generously itself. And Saudi Arabia stepped in at a critical moment with significant support for Iraq.

The leaders of UN and other humanitarian organizations called attention to the world’s crises and worked assiduously to mount and mobilize effective responses. Aid workers on the front lines showed professionalism and valor, even as they saw colleagues murdered by terrorists and felled by Ebola.

Countries that took in refugees deserve credit for keeping their borders open as the numbers of refugees climbed. Their hospitality saved countless lives and involved true acts of generosity. The massive influx of Syrian refugees in the Middle East is weighing heavily on communities where people are poor and housing and jobs scarce; there is widespread agreement that development dollars should be directed to helping societies that are coping with the arrivals of large numbers of refugees.

Even during challenging times, humanitarians must persevere. We must defend and rally support for humanitarian principles. We must attract new donors from across the globe, collaborate more, and seek new ways to respond nimbly and effectively. Our priorities and programs must evolve, along with refugees’ needs. Millions now crowd into cities, stay for years, and need ways to support themselves, so innovations such as electronic cash cards and mobile health clinics are essential. Because victims of conflict should thrive and not just survive, we must coordinate relief and development assistance. And we should also capitalize on the growing international momentum behind stopping all forms of violence against women or “gender based” violence. We know that women, girls, and children are particularly vulnerable during crisis, but abuses can be prevented and perpetrators held accountable.

This year we commemorated the 20th anniversary of the International Conference on Population and Development – called the “Cairo Conference.” We noted the tremendous progress that has been made around the world to reduce poverty and maternal and child mortality and send girls and boys to school. However, global progress has been unequal, often hampered by discrimination and inequality. John Kerry attended the Cairo Conference as a U.S. Senator, and now, as Secretary of State, he points to the clear evidence that human and reproductive rights, women’s empowerment, and economic development are closely intertwined. At a 20th anniversary celebration in September, the Secretary said:

“We all know that investing in women and youth isn’t just the right thing to do; it’s a strategic necessity. It’s how you create stability, foster sustainable societies, and promote shared prosperity, because societies where women and girls are safe, where women are empowered to exercise their rights and move their communities forward, these societies are more prosperous and more stable – not occasionally but always.”

I’ve also welcomed the growing interest in helping migrants. This year nearly five thousand migrants died in transit, more than double last year’s death toll. The majority perished at sea -- more than three thousand drowned in the Mediterranean. I recently attended a dialogue in Geneva on Protecting Migrants at Sea organized by UNHCR where experts from around the world agreed: whatever the political and logistical hurdles, our first priority must be saving lives. We also recognized that migrants need to be screened for particular vulnerabilities, e.g. in the case of unaccompanied kids, trafficking victims, or because they are fleeing violence or persecution.

In the United States, we can take pride in our program that helps refugees restart their lives here. In 2014, for the second year in a row, we resettled nearly 70,000 refugees of more than 65 nationalities who are now making their homes in cities and towns across our country. Once again, we ensured that they arrived at an even pace throughout the year to give them and their new communities the best possible chance at success. While we continued to admit large numbers of Iraqis, Burmese, Somalis, and Bhutanese, we also are starting to see growing numbers of Congolese and Syrians – two populations that will make up an increasing share of our resettled refugee population in coming years.

Fortunately, our bureau works with organizations that not only share our concerns, but also share our determination to find solutions to seemingly intractable problems. It is a privilege to engage on these issues alongside a host of the world’s best aid organizations. I realize that this letter serves as a reminder of a series of tragic events around the world, but I also write to remind you, our colleagues and friends, that much is being done every day to save lives, alleviate pain and suffering, and help some of the world’s most vulnerable to find safety. PRESIDENT OBAMA MAKES STATEMENT ON UKRAINE FREEDOM SUPPORT ACT

Statement by the President on the Ukraine Freedom Support Act

Today, I have signed H.R. 5859, the Ukraine Freedom Support Act of 2014, into law. Signing this legislation does not signal a change in the Administration’s sanctions policy, which we have carefully calibrated in accordance with developments on the ground and coordinated with our allies and partners.  At this time, the Administration does not intend to impose sanctions under this law, but the Act gives the Administration additional authorities that could be utilized, if circumstances warranted.

My Administration will continue to work closely with allies and partners in Europe and internationally to respond to developments in Ukraine and will continue to review and calibrate our sanctions to respond to Russia's actions. We again call on Russia to end its occupation and attempted annexation of Crimea, cease support to separatists in eastern Ukraine, and implement the obligations it signed up to under the Minsk agreements.

As I have said many times, our goal is to promote a diplomatic solution that provides a lasting resolution to the conflict and helps to promote growth and stability in Ukraine and regionally, including in Russia.  In this context, we continue to call on Russia's leadership to implement the Minsk agreements and to reach a lasting and comprehensive resolution to the conflict which respects Ukraine’s sovereignty and territorial integrity.  We remain prepared to roll back sanctions should Russia take the necessary steps.

President Obama called President Donald Tusk today to congratulate him on his first day as President of the European Council.  President Obama underscored the importance of continued U.S.-EU cooperation and noted the need for policy action to strengthen European economic growth.  The two leaders affirmed their determination to achieve an ambitious and comprehensive Transatlantic Trade and Investment Partnership (T-TIP) agreement.  They also reiterated the U.S. and EU commitment to work with international financial institutions to provide the financial support Ukraine needs as it stabilizes its economy, implements necessary reforms, and seeks to resolve the conflict in the eastern part of the country.   They agreed that sanctions against Russia cannot be eased until Russia meets its commitments under the Minsk agreements, and reiterated the joint U.S. and EU condemnation of Russia’s occupation and attempted annexation of Crimea.  The leaders assessed what further actions may be necessary in response to Russia’s destabilizing actions in eastern Ukraine and Crimea.  They also discussed combined efforts to support governments in western Africa as they seek to arrest the spread of Ebola, provide treatment to those infected, and partner on global health security.

Secretary: Russia’s Actions ‘Dangerous And Irresponsible’

WASHINGTON, Nov. 18, 2014 – Defense Secretary Chuck Hagel today called Russia’s actions in Ukraine “dangerous and irresponsible” and said the tensions provoked by Moscow have probably done more to unify NATO than anything else in years.

“It has brought the world together in a way where they are isolating themselves by their actions,” Hagel said of Russia, as he took questions from Marines during a visit to North Carolina’s Camp Lejeune.

‘Very Dangerous’ Actions

One service member asked the defense secretary if he envisioned the United States becoming more involved in the Russia-Ukraine conflict. Russia’s actions toward Ukraine, as well as stepped-up Russian military air flights over European airspace and plans for similar flights over the Gulf of Mexico are “very dangerous,” Hagel said.

“The violations of sovereignty and international law that the Russians have perpetuated continue to require responses,” the defense secretary said. The United States is working with NATO “in shifting our entire rotational rapid deployment focus,” he added.

U.S. European Command chief Air Force Gen. Philip M. Breedlove , who is also NATO’s supreme allied commander for Europe, has said Russian military equipment continues to flow across the border into Ukraine, something Russia denies.

NATO AND THE SOUTHERN FLANK

NATO Official Discusses Southern Flank, Mediterranean Dialogue

WASHINGTON, Nov. 17, 2014 – Russia’s blatant disregard of international norms in Ukraine is just one example of its attempts to reject an international order that promotes democracy, sovereignty and the rule of law, NATO’s deputy secretary general said in La Hulpe, Belgium, today.

Alexander Vershbow told the conference on NATO-Israel cooperation that challenges from Russia and from NATO’s southern flank share many of the same attributes.

Russia’s continued attempts to destabilize Ukraine “have blatantly breached international agreements and confidence-building measures,” Vershbow said.
And on NATO’s southern flank, the Islamic State of Iraq and the Levant continues to spew its hatred, “pouring oil on the fire of extremism and sectarianism that is already burning across the Middle East and North Africa,” he said.

“ISIL’s advances in Iraq and the Levant also risk exporting terrorism much further afield, including to NATO and [European Union] member states,” the deputy secretary general added.

NATO Determined to Defeat ISIL, Similar Threats

ISIL is working to overthrow rules-based and values-based order that is the guarantor of freedom, security and prosperity for all nations, Vershbow said, and NATO is determined to play its part to defeat this threat and those like it.
“The capabilities and forces that we are now developing are very clearly aimed at enhancing NATO’s overall resilience,” the deputy secretary general said. “We want to be able to deploy them quickly not only whenever, but also wherever, threats emerge – whether it’s in our eastern or our southern neighborhoods.”
At NATO’s summit held in Wales in September, the alliance also decided to strengthen cooperation with partner nations. The summit also launched an initiative to help partners strengthen their ability to address security challenges.
“This initiative builds upon NATO’s extensive expertise in defense capacity building -- for instance, in Kosovo and Afghanistan,” Vershbow explained. “And we made clear that we stand ready to assist Iraq in strengthening its security sector, if the new government so requests.”

Risk of Extremism Has Grown on NATO’s Southern Flank

The risk of extremism on NATO’s southern flank has grown and produced more fertile territory since the Arab Spring, the deputy secretary general said. The Mediterranean Dialogue – a NATO initiative celebrating 20 years – is more valuable than ever, he added.

“The Mediterranean Dialogue was never intended to have a direct influence on the Middle East peace process, or in tackling the wider challenges of the region,” he said. “But it was a genuine attempt to improve mutual understanding, to dispel misconceptions and to foster a dialogue that otherwise would not exist.”
The dialogue has developed into a unique multilateral forum, he noted. “It’s the only structured framework where the 28 NATO allies, Israel and key Arab countries sit together on a regular basis,” he said.

But more can be done, Vershbow told the forum audience:
-- A firm offer to assist countries in transition with defense and security sector reform, including planning and budgeting;
-- Dealing with surplus ammunition; and
-- Encouraging what he called “good security governance.”
NATO nations have unique expertise in these areas, he said, and the alliance will look to include the European Union in these efforts.

More Focus on Capability Building

Vershbow said he would like to see more focus on capability building. “We want to help the countries of the region to be better able both to address security concerns in their own region and to participate in international peacekeeping and crisis management operations – including those led by NATO,” he said.
This, he added, could involve greater military-to-military cooperation, and invitations to participate in NATO training, exercises and education programs.
“But it could also involve more structured cooperation between NATO and organizations like the African Union and the Arab League,” he said.
The deputy secretary general said he expects a further strengthening of dialogue and cooperation where NATO shares the same values and interests with its partners to better address specific concerns and requirements. “And I see particular scope here for our relations with longstanding, active partners like Israel,” he added.

SECRETARY KERRY: Good afternoon, everybody. I want to begin by thanking our Chinese hosts for their very, very warm welcome and for the depth and breadth of the discussions that we’ve been able to have at APEC this year.

This is my ninth trip to Asia and the Asia Pacific in the 21 months since I have served as Secretary of State. And I have returned again and again to this region for one simple reason: The United States is a Pacific nation, and we take our enduring interests here very seriously, our responsibilities likewise. We know that America’s security and prosperity are closely linked to the Asia Pacific, and that is why President Obama began the rebalance to Asia in 2009. It’s why he has asked me to redouble my own efforts in the region over the course of the next two years.

I’ve had a number of very productive bilateral meetings in the course of the last day here on the sidelines of the APEC conference with Foreign Minister Wang Yi of China and other Asia Pacific allies and partners, including Australia, Indonesia, Japan, New Zealand. And both the Japanese and Chinese foreign ministers briefed me on the progress that they announced in their bilateral relations, and we, the United States, very much welcomed the reduction in tension between Asia’s two largest economies. I look forward to continuing these discussions and to deepening our partnerships with APEC economies when President Obama arrives on Monday for the APEC Leaders’ meetings here in Beijing. Excuse me.

To ensure that the partnerships that we talk about here at APEC are able to endure, it is really essential that we reach agreement on the rules of the road. And we need to do so through multilateral institutions where all voices can be heard. APEC is essential to upholding the rules-based system throughout the Asia Pacific. It is the best way to ensure that all of our economies, big and small economies, have a voice. And I am very pleased with the progress that we made this year on the regional economic integration and on strengthening connectivity and infrastructure development. The United States is very committed to working with our APEC partners in order to build stable regional economic order based on rules and norms that are reinforced by institutions. Our goal is to remove barriers to trade and investment so that businesses in all APEC economies can grow and create jobs and compete with other companies and other countries on an equal basis. APEC has and will continue to play a critical role in guaranteeing that.

Today, we also made important progress with China and other APEC economies on promoting women’s economic empowerment, combating corruption, supporting educational opportunities across borders, and advancing our commitment to clean energy. First, we launched the APEC Women and the Economy Dashboard. The dashboard will be a measure of progress across APEC economies on key issues for women’s economic empowerment. And it will allow us the ability to be able to measure education, leadership positions, opportunities for employment, all the different things that contribute to the ability to increase women’s empowerment in the economy. We also launched a Women’s Entrepreneurship in APEC Network. And that will link women entrepreneurs and business owners to each other and to supply chains all across the region. Frankly, that is good for business, it is good for workers, and it is good for all of our economies.

Second, we deepened our partnership with APEC economies on combating corruption. The principles that we adopted are clear and they are compelling. We are determined to prevent, detect, and effectively prosecute foreign bribery. We’re providing guidance to our businesses on how they could help prevent and detect corruption. And we are enhancing our law enforcement cooperation and we’re promoting the adoption of APEC business codes of ethics for small and medium enterprises. And we believe that this cooperation is a major step forward. Corruption not only creates an unfair playing field, it not only distorts economic relationships, but corruption also steals from the people of every country the belief that the system can work for everybody. So it is important that systems are transparent and accountable, and ultimately, that people at every level have an ability to have confidence that that system is working for everybody with the same set of rules.

We also made progress in education and clean energy. We launched an APEC scholarship, an internship initiative, to provide more educational opportunities for students in all APEC economies. We committed to doubling the share of renewables in the region’s energy banks by the year 2030. And we reaffirmed our commitment to phase out inefficient fossil fuel subsidies. I can’t emphasize enough how critical it is for APEC to lead the way in reducing greenhouse gas emissions. We at last have an opportunity to put ourselves on the path to a clean energy future, and that is a path that is more essential than ever because of the urgent threat of global climate change. The solution to climate change is good energy policy. And we believe today, we helped in APEC to move APEC economies to a commitment in that direction.

These efforts complement and reinforce one another. Curtailing corruption makes our marketplace more efficient and more fair. Cutting fossil fuel subsidies creates a cleaner environment and a stronger economy. Enhanced opportunities for women affect and advance the cause of social justice and prosperity. And these are all separate fronts, but actually, all of them support a single, important goal: securing an equitable and sustainable future for all of our countries.

Finally, we also discussed a broad array of challenges, global challenges – from Daesh or ISIL, from the turmoil of the Middle East, from Ebola, to climate change, to the threat of terrorism in many different places. We all understand that Ebola is a global threat requiring global action, and I particularly want to thank Japan for providing an additional $100 million for treatment, prevention, and broader efforts that will promote stability in the hardest-hit countries. Over the last weeks under President Obama’s leadership, many countries have been coming together in an effort to try to create a greater response on Ebola. Many countries have responded remarkably and they’re contributing healthcare workers, they’re contributing construction materials, medical supplies, doctors, nurses, experts, technicians, laboratories, beds, hospital equipment. Every country has an ability to do something, and we are grateful for those that are, but we need more countries to still do more.

And I want to emphasize, across the board, as a planet, all of us on this globe are not yet doing enough to be able to curb and eradicate the threat of Ebola. There are hundreds of new cases each week, and the UN has identified $1 billion in urgent needs. In my meetings over the past two days, I urged all of our APEC partners to help to meet that need with specific efforts along the lines that I just described. So we hope the response will grow, and obviously, out of that can come an enormous example of the ability of countries to come together. What we do against Ebola can actually be a model for what we can do against any other future challenge of similar kind. So this is not a one-time lost moment; this is something that can serve all of us to build a long-term infrastructure to deal with the potential of any communicable disease that can move across boundaries and borders at any time.

With that, I would be happy to answer a few questions.

MS. HARF: Our first question is from Carol Morello of The Washington Post, and there is a microphone for you too, if you’ll just hold on one second.

QUESTION: Could you provide some more details on your discussions this morning with Mr. Lavrov, specifically about Ukraine and Iran? Did he provide any assurances that Russia is committed to upholding the Minsk agreement, particularly when it comes to sending troops and tanks into Luhansk? And if there is credible evidence to the contrary, how would the U.S. respond? New sanctions or something else?

On Iran, did he assess what he considers the prospects for a November 24th agreement? And what is your sense, given the correspondence between President Obama and Ayatollah Khamenei, that Iran is prepared to make a deal given they – the fact they still refuse to be transparent regarding current and past use of nuclear materials?

SECRETARY KERRY: Well, the meeting with Foreign Minister Lavrov was a very in-depth meeting in which we discussed a number of different crises in the following context: Obviously, the United States and Russia have some clear differences and some clear disagreements about certain policies at this point in time. And we discussed, obviously, those disagreements. But we also know that we need to find the places where we can agree and cooperate because it is important for the world to do so.

With respect to Iran, Russia has been a constructive, engaged, serious partner in the effort to try to find a solution to a problem that is not – that shouldn’t lend itself to other disagreements, but which has enormous impact for everybody and which is strategically important not just to the United States or the P5+1, but to all countries, and which can have a profound impact on nonproliferation for the long term. So Russia has been working as a constructive participant in the P5+1 process. They have made various suggestions that have helped to move the process along. And we are hopeful that over the course of the next weeks, it will be possible to close real gaps that still exist in order to be able to reach an agreement, but I’m not going to stand here and predict at this point in time what the odds of that are.

I also want to make this very, very clear: No one, to my knowledge, has confirmed or denied whether or not there is a letter or was a letter, and I’m not going to comment on what the President of the United States and a leader of another country may or may not communicate – may or may not communicate privately. I will tell you this, though: No conversation, no agreement, no exchange, nothing has created any kind of a deal or agreement with respect to any of the events that are at stake in the Middle East. There is no linkage whatsoever of the nuclear discussions with any other issue, and I want to make that absolutely clear. The nuclear negotiations are on their own, they are standing separate from anything else, and no discussion has ever taken place about linking one thing to another, one involvement with another, that I am aware of. And I’m confident I am aware of what the President has been doing and saying with respect to this issue.

The issue of Ukraine we discussed, obviously, at length, but we also discussed Syria, we discussed the Middle East peace process, we discussed other issues of concern. Suffice it to say that we do have some disagreements about some of the facts on the ground with respect to Ukraine. We have agreed to exchange some information between us regarding that. And we have also agreed that this is a dialogue that will continue. But the issue of sanctions or other issues obviously have been made clear, are that the choices Russia makes will decide what happens with respect to sanctions in the long run here.

And our hope is still that the process of the Minsk agreements can go forward, that they will be implemented, and that it will be possible over time, with their implementation, to see the border sealed, to see the troops withdrawn, and to see stability restored in a way that allows everybody to move down a path of de-escalation. But it really is up to the events over the course of the next weeks to determine whether or not that happens.

MS. HARF: Great. Our final question is from Hu Ling of Phoenix TV. The mike is coming.

QUESTION: Thank you, Secretary. I come from Hong Kong, Phoenix TV. My question --

SECRETARY KERRY: Okay, go ahead.

QUESTION: Yeah, sorry. My question concern about the China and Japan relationship. You have also mentioned about a little bit in your final (inaudible) speech, and I wonder how you – what’s your comment on the agreement reached by China and Japan, and that they finally made the top leader meeting during the APEC time? And also, do you think it’s come to a release – relief for U.S. and also other Asia country? Thank you.

SECRETARY KERRY: What was the last part of the question? I’m sorry.

QUESTION: Sorry, I do wonder, the meeting – the top leader meeting welcomes to relief for U.S. and also other neighboring country in Asia? Thank you.

SECRETARY KERRY: The top leader meeting in – between --

QUESTION: Yeah, between China and Japan.

SECRETARY KERRY: Well, I discussed this new agreement with both Foreign Minister Wang Yi and also with Foreign Minister Fumio Kishida of Japan. And both of them explained to me what they believe they have achieved in the four points with respect to the agreement between them. I want to be clear that the United States welcomes this initiative. We think that any steps that the two countries can take to improve the relationship and reduce the tensions is helpful not just to those two countries, but it’s helpful to the region.

And I think it’s entirely appropriate that that particular discussion took place here at APEC, which frankly is becoming not just a place to discuss economic ideas, but also to reflect on the fact that today, the ability of economics to work requires stability and a peaceful process in place. So I think that security issues are also automatically on the table. So to have this emerge from this meeting, I think, is important.

Now this agreement is a beginning; it’s not an end. It’s the outline of steps that now need to be taken in order to really define how certain tensions are going to really be resolved. So it will be over time that this will be given a little more meat on the bones. But we absolutely appreciate the initial effort, we think it’s very constructive, and we have hopes that it can lead to a greater definition and to a reduction further of any conflict or tension in the region.
