Dear Colleagues and Friends,

The holiday season and the end of the year is a chance to reflect on the past and look ahead to the New Year. The year 2014 opened with a set of terrible conflicts raging – including wars in Syria, South Sudan, and the Central African Republic. These civil wars are characterized by indiscriminate violence and attacks on innocent civilians, as combatants flout widely accepted norms and principles. In June, UNHCR announced that more people were forcibly displaced by the end of 2013 – as refugees, asylum-seekers, and internally displaced people – than at any time since World War II.

And then summer brought more bad news and a longer list of tragedies. ISIL’s attacks spread terror across Iraq. Bloody conflict in areas of southeastern Ukraine bordering Russia displaced hundreds of thousands of lives and left thousands dead. Fighting broke out between Hamas and Israel, unaccompanied Central American children arrived in record numbers at the United States’ southern border, and Africa faced the worst Ebola epidemic in history.

Despite this daunting list, humanitarians and supporters of humanitarian causes can take pride in what we have achieved. Aid groups that faced every conceivable obstacle – donor fatigue, staffing shortages, impassable roads, blockades and attacks –still found ways to keep millions of people alive. Humanitarians managed to stave off a man-made famine in South Sudan and to bring aid to besieged cities in Syria. Throughout the Middle East, a vaccination campaign that has reached 25 million children has helped contain the spread of polio.

The United States led the world’s humanitarian efforts by again serving as top donor. With the support of lawmakers from both parties, the State Department and USAID together provided more than $6 billion in humanitarian assistance this year. U.S. contributions powered the work of the UN refugee agency (UNHCR), the World Food Program, UNICEF, and other leading aid agencies. We also played a role in encouraging other nations to give, some made large donations to UN agencies for the first time. Kuwait organized a second international pledging conference for the Syria crisis that Secretary Kerry attended and gave generously itself. And Saudi Arabia stepped in at a critical moment with significant support for Iraq.

The leaders of UN and other humanitarian organizations called attention to the world’s crises and worked assiduously to mount and mobilize effective responses. Aid workers on the front lines showed professionalism and valor, even as they saw colleagues murdered by terrorists and felled by Ebola.

Countries that took in refugees deserve credit for keeping their borders open as the numbers of refugees climbed. Their hospitality saved countless lives and involved true acts of generosity. The massive influx of Syrian refugees in the Middle East is weighing heavily on communities where people are poor and housing and jobs scarce; there is widespread agreement that development dollars should be directed to helping societies that are coping with the arrivals of large numbers of refugees.

Even during challenging times, humanitarians must persevere. We must defend and rally support for humanitarian principles. We must attract new donors from across the globe, collaborate more, and seek new ways to respond nimbly and effectively. Our priorities and programs must evolve, along with refugees’ needs. Millions now crowd into cities, stay for years, and need ways to support themselves, so innovations such as electronic cash cards and mobile health clinics are essential. Because victims of conflict should thrive and not just survive, we must coordinate relief and development assistance. And we should also capitalize on the growing international momentum behind stopping all forms of violence against women or “gender based” violence. We know that women, girls, and children are particularly vulnerable during crisis, but abuses can be prevented and perpetrators held accountable.

This year we commemorated the 20th anniversary of the International Conference on Population and Development – called the “Cairo Conference.” We noted the tremendous progress that has been made around the world to reduce poverty and maternal and child mortality and send girls and boys to school. However, global progress has been unequal, often hampered by discrimination and inequality. John Kerry attended the Cairo Conference as a U.S. Senator, and now, as Secretary of State, he points to the clear evidence that human and reproductive rights, women’s empowerment, and economic development are closely intertwined. At a 20th anniversary celebration in September, the Secretary said:

“We all know that investing in women and youth isn’t just the right thing to do; it’s a strategic necessity. It’s how you create stability, foster sustainable societies, and promote shared prosperity, because societies where women and girls are safe, where women are empowered to exercise their rights and move their communities forward, these societies are more prosperous and more stable – not occasionally but always.”

I’ve also welcomed the growing interest in helping migrants. This year nearly five thousand migrants died in transit, more than double last year’s death toll. The majority perished at sea -- more than three thousand drowned in the Mediterranean. I recently attended a dialogue in Geneva on Protecting Migrants at Sea organized by UNHCR where experts from around the world agreed: whatever the political and logistical hurdles, our first priority must be saving lives. We also recognized that migrants need to be screened for particular vulnerabilities, e.g. in the case of unaccompanied kids, trafficking victims, or because they are fleeing violence or persecution.

In the United States, we can take pride in our program that helps refugees restart their lives here. In 2014, for the second year in a row, we resettled nearly 70,000 refugees of more than 65 nationalities who are now making their homes in cities and towns across our country. Once again, we ensured that they arrived at an even pace throughout the year to give them and their new communities the best possible chance at success. While we continued to admit large numbers of Iraqis, Burmese, Somalis, and Bhutanese, we also are starting to see growing numbers of Congolese and Syrians – two populations that will make up an increasing share of our resettled refugee population in coming years.

Fortunately, our bureau works with organizations that not only share our concerns, but also share our determination to find solutions to seemingly intractable problems. It is a privilege to engage on these issues alongside a host of the world’s best aid organizations. I realize that this letter serves as a reminder of a series of tragic events around the world, but I also write to remind you, our colleagues and friends, that much is being done every day to save lives, alleviate pain and suffering, and help some of the world’s most vulnerable to find safety. READOUTS: PRESIDENT OBAMA'S CALLS WITH PRIME MINISTER ERDOGAN OF TURKEY AND PRIME MINISTER HARPER OF CANADA

Readout of the President's Call with Prime Minister Erdogan of Turkey

The President spoke today with Prime Minister Erdogan to congratulate him on his election as the 12th President of the Republic of Turkey and wish him well as he begins his term later this month.  The President praised the Prime Minister’s speech on Sunday and noted that as Turkey’s first directly elected President, the Prime Minister has an historic opportunity to further move Turkey forward.  The President and Prime Minister agreed on the importance of close cooperation on Syria and Iraq and the terrorist threat emanating from the region.  They also discussed ceasefire efforts in Gaza.  The President welcomed Turkey’s humanitarian aid to vulnerable Syrians and Iraqis, and both agreed on the need to ensure cooperation and such assistance continue.  They also expressed hope that a new Iraqi government will bring all communities together.

Readout of the President’s Call to Prime Minister Harper of Canada

President Obama spoke by phone with Prime Minister Stephen Harper regarding the situation in Iraq. The two leaders agreed to work with other partners in the international community to provide additional, immediate humanitarian assistance, and to continue developing options to secure the safety of the civilians on Mount Sinjar.  They discussed efforts to counter the threat posed by ISIL against all Iraqis and agreed on the need for Iraqi political leaders from all factions to put aside their differences and to form an inclusive government capable of pulling the country together.

SECRETARY KERRY'S REMARKS ON $378 MILLION ADDITIONAL FUNDING TO SYRRA

Nearly 11 million Syrians today are struggling to survive one of the worst humanitarian crises in living memory.

The brutally indefensible and illegitimate Asad regime continues to pursue its appalling “starve or surrender” tactics against the Syrian people. The regime is asphyxiating half a million Syrians in Aleppo by obstructing deliveries of food, water, and medicine, and dropping dozens of barrel bombs a day on the city and surrounding suburbs. Syrians all over the country are being butchered at the hands of a ruthless tyrant.

The world must act quickly and decisively to get life-saving assistance to the innocent civilians who are bearing the brunt of this barbaric war. That’s why the United States is providing nearly $378 million in additional aid to help those battered by conflict. The United States remains the single-largest donor of humanitarian aid for the crisis, and total U.S. humanitarian assistance will now reach more than $2.4 billion. Of that total, nearly $438 million is supporting cross-border assistance through non-governmental organizations to reach the children, women, and men residing in areas outside of the regime’s control.

This assistance is having an impact on the ground – right now. With our help, more than 4 million people in Syria have food to eat. More than 1.9 million patients have been treated in more than 300 U.S.-supported hospitals and health clinics across Syria. And our assistance feeds, shelters, and provides medicine and water to millions of refugees throughout the region in countries like Lebanon, Jordan, Turkey, Iraq, and Egypt, all coping with the burden of hosting thousands of refugees.

We endorse full implementation of UN Security Council Resolution 2165, which was adopted unanimously. This resolution authorizes UN organizations to bring life-saving assistance across the border into Syria without the Asad regime’s consent. Late last week, truckloads of UN humanitarian aid began crossing into Syria, and we look forward to more UN aid convoys in the coming days.

As we continue our humanitarian efforts, we remain committed to finding a political solution to this crisis. We must bring the violence and bloodshed to an end, and work toward a future of dignity and freedom that all Syrians deserve.

SECRETARY OF STATE KERRY'S OP-ED REGARDING STARVATION IN SYRIA

The world already knows that Bashar al-Assad has used chemical weapons, indiscriminate bombing, arbitrary detentions, rape, and torture against his own citizens. What is far less well known, and equally intolerable, is the systematic denial of medical assistance, food supplies, and other humanitarian aid to huge portions of the population. This denial of the most basic human rights must end before the war's death toll -- now surpassing 100,000 -- reaches even more catastrophic levels.

Reports of severe malnutrition across vast swaths of Syria suffering under regime blockades prompted the United Nations Security Council to issue a presidential statement calling for immediate access to humanitarian assistance. To bolster the U.N.'s position, every nation needs to demand action on the ground -- right now. That includes governments that have allowed their Syrian allies to block or undermine vital relief efforts mandated by international humanitarian law.

Simply put, the world must act quickly and decisively to get life-saving assistance to the innocent civilians who are bearing the brunt of the civil war. To do anything less risks a "lost generation" of Syrian children traumatized, orphaned, and starved by this barbaric war.

The desperation can be eased significantly, even amid the fighting. Working through the regime, with assistance from Russia and others, inspectors from the Organization for the Prohibition of Chemical Weapons are proving every day that professionals can still carry out essential work where there is political will. If weapons inspectors can carry out their crucial mission to ensure Syria's chemical weapons can never be used again, then we can also find a way for aid workers on a no less vital mission to deliver food and medical treatment to men, women, and children suffering through no fault of their own.

The U.S. government has undertaken significant efforts to alleviate the suffering. Since the beginning of the Syrian crisis, the United States has led international donors in contributing nearly $1.4 billion for humanitarian assistance. Aid has been distributed to every section of Syria by leading international agencies, including the U.N. Refugee Agency, the World Food Program, the International Committee of the Red Cross, the Syrian Arab Red Crescent, and top-notch non-governmental groups.

Most of these aid workers are courageous Syrians who risk their safety to cross shifting battle lines for the good of others. They have performed miracles and saved thousands of lives. In return, they have been subjected to a catalog of horrors. They have been harassed, kidnapped, killed, and stopped at every turn from reaching the innocent civilians desperately clinging to life.

The obstacles exist on both sides of the war. Outside observers from the U.N. and non-governmental organizations have chronicled the ways in which extremist opposition fighters have prevented aid from reaching those in need, diverting supplies and violating the human rights of the people trying to deliver them.

But it is the regime's policies that threaten to take a humanitarian disaster into the abyss. The Assad government is refusing to register legitimate aid agencies. It is blocking assistance at its borders. It is requiring U.N. convoys to travel circuitous routes through scores of checkpoints to reach people in need. The regime has systematically blocked food shipments to strategically located districts, leading to a rising toll of death and misery.

The U.N. statement earlier this month calls on all parties to respect obligations under international humanitarian law. It sets out a series of steps that, if followed, would go a long way in protecting and helping the Syrian people. Convoys carrying aid need to be expedited. Efforts to provide medical care to the wounded and the sick must be granted safe passage. And attacks against medical facilities and personnel must stop.

Merely expecting a regime like Assad's to live up to the spirit, let alone letter, of the Security Council statement without concerted international pressure is sadly unrealistic. A regime that gassed its own people and systematically denies them food and medicine will bow only to our pressure, not to our hopes. Assad's allies who have influence over his calculations must demand that he and his backers adhere to international standards. With winter approaching quickly, and the rolls of the starving and sick growing daily, we can waste no time. Aid workers must have full access to do their jobs now. The world cannot sit by watching innocents die.

U.S. ANNOUNCES NEW $123 MILLION IN NON-LETHAL ASSISTANCE TO SYRIAN PEOPLE

Following his meetings with Syrian Coalition President al-Khatib, members of the Coalition’s leadership, and international partners supporting the Syrian opposition, Secretary of State John Kerry announced the United States’ intention to double non-lethal assistance to the Syrian opposition, as well as provide additional humanitarian aid to Syrians in need.

The new non-lethal assistance underscores the United States’ firm support for a political solution to the crisis in Syria and for the opposition’s advancement of an inclusive, tolerant vision for a post-Assad Syria. The United States will work with the Syrian Coalition and other opposition representatives to determine how the new $123 million in non-lethal assistance can best support their efforts to meet the needs of the Syrian people and lead the way to a political transition that will bring an end to this conflict, and build the inclusive, democratic Syria that its people deserve. This new pledge brings our total non-lethal assistance to the Syrian opposition and civil society groups to $250 million.

The United States will also use a portion of this non-lethal assistance to implement President Obama’s directive to provide an expanded range of support to the Supreme Military Council (SMC). We intend to expand this new support beyond military food rations and medical kits to include other types of non-lethal supplies, which would be determined in collaboration with SMC leadership.

Secretary Kerry urged international partners gathered in Istanbul, as well as all Friends of the Syrian People, to make similar pledges of assistance to the Coalition and the Supreme Military Council with the goal of reaching $1 billion in total international support for the opposition.

In recognition of the devastating humanitarian situation as a result of the crisis in Syria, Secretary Kerry also announced nearly $25 million in additional food assistance for the Syrian people. This aid will provide 25,500 metric tons of wheat – providing four months’ supply of flour to over one million people – as well as food rations for those inside Syria and refugees in Jordan affected by the violence. The United Nations World Food Program will begin distributing the wheat to those in need in all 14 Syrian governorates as quickly as possible. The United States is the largest donor of food assistance both within Syria and for refugees in the affected neighboring countries and is providing a total of over $409 million in humanitarian assistance for the Syrian crisis.

U.S. ASSISTANCE TO YEMEN

The United States supports Yemen through a comprehensive strategy to promote the political, economic, and security sector reforms underpinning the Gulf Cooperation Council-brokered political transition initiative. Our focus is to enable the government to respond to the great needs and challenges facing the Yemeni people. We committed $356 million to Yemen in Fiscal Year (FY) 2012 – the largest amount of annual assistance ever provided by the U.S. government for Yemen. Our aid seeks both to address urgent needs and to facilitate Yemen’s long-term development, growth, and stability. Assisting Yemen’s transition remains a priority for the United States, and we will seek to continue providing significant support this year.

Political Transition

In coordination with the international community, including the United Nations, the United States plans to provide $10.4 million in technical and operational assistance to support the Yemeni-led National Dialogue process, slated to begin March 18. We plan to contribute $1.2 million to support constitutional reform and referendum projects. We also plan to provide $8.4 million in technical assistance to prepare for national elections in February 2014, including for reforms to Yemen’s voter registry. We are also supporting the efforts of Yemeni women to ensure their voices and perspectives contribute to Yemen’s transition.

Economic Growth and Development

The United States supports improvements in the livelihoods and economic opportunity for Yemeni citizens in line with the Yemeni-endorsed Mutual Accountability Framework (MAF). We are contributing to job creation and capacity-building of local communities through infrastructure rehabilitation, micro-finance and small enterprise support, and agriculture development. We are helping rebuild conflict-affected communities in the south. And we are supporting the improvement of Yemen’s healthcare system through programs that reduce maternal, newborn and child health mortality and morbidity, and by helping the Ministry of Public Health and Planning develop stronger maternal and child health commodity supply chains to better address treatment shortages in vulnerable communities.

Humanitarian Assistance

The United States contributed $119 million in humanitarian assistance last year to address Yemen’s pressing needs. Our aid serves to address the emergency needs of the most vulnerable populations, in coordination with the United Nation’s Yemen Humanitarian Response Plan.

Security

To sustain Yemen’s ongoing security sector reform and counterterrorism efforts throughout the transition period, the United States provided roughly $46 million in Department of State-funded security assistance to Yemen in FY 2012, as well as $112 million in Department of Defense-funded programs to train and equip the Yemeni security forces to conduct counterterrorism operations. We are also actively supporting Yemen’s security sector reorganization.

MORE U.S. AID TO PEOPLE AFFECTED BY SYRIAN CONFLICT

The U.S. Announces Additional Humanitarian Assistance in Response to the Syrian Crisis

Today, President Obama reaffirmed the United States’ continued commitment and support for the Syrian people by announcing an additional $155 million in humanitarian aid to help meet the acute needs of people inside Syria and refugees across the region who are affected by the violence in Syria. This new funding includes the $10 million announced last week in Turkey by the visiting U.S. delegation. This new assistance brings the United States’ total humanitarian response to the crisis in Syria to approximately $365 million to date.

In December 2012, the United Nations issued revised humanitarian appeals to help meet the growing needs of those affected by the conflict in Syria. The United States strongly supports these appeals as the most effective way for donors to provide urgently needed humanitarian aid to the Syrian people. The United States is helping to meet urgent needs in all 14 governorates inside Syria through its support for the UN appeals and by partnering with non-governmental organizations.

INSIDE SYRIA:
U.S. assistance is:

· helping feed millions of Syrians throughout all 14 governorates;

· providing medicine and medical treatment in areas including Damascus, Dar’a and Homs;

· immunizing one million Syrian children against preventable diseases like the measles;

· providing winter supplies to Syrians in areas including Aleppo, Dayr az Zawr and Homs.

With this additional funding, the United States is providing nearly $202 million to address critical needs inside of Syria. U.S. assistance is tackling severe food shortages through robust funding of international and non-governmental organizations providing food packages to those in need and flour to restart bakeries. Funding for emergency health care and supplies will enable surgeons in field hospitals and mobile clinics to save more lives. For those taking refuge in damaged public buildings, we are providing winter supplies such as blankets, heating stoves, and heavy-duty plastic sheeting to cover windows and other damaged areas. We are supporting the provision of household items, shelter support, cash assistance, health care, and community protection services to displaced Syrians. U.S. funding enables direct food, cash, and winter assistance for more than 400,000 Palestinian refugees inside Syria who are affected by the violence.

REGIONAL:
The United States is providing $5 million in additional regional contributions to UN agencies as part of the refugee response, including in Jordan, Turkey, Lebanon and Iraq.

JORDAN:
The United States is providing over $52 million for Syrians in Jordan who have fled the violence in Syria.

U.S. assistance to the United Nations High Commissioner for Refugees (UNHCR), the World Food Program (WFP), the International Organization for Migration (IOM), and non-governmental organizations is helping Syrians living in local communities as well as in Za’atri camp. In addition to providing food, water, winter supplies and shelter, U.S. assistance is supporting medical assistance, efforts to address psychological trauma, and support measures to prevent and respond to gender-based violence. Community impact projects provide needed support to Syrians as well as to Jordanian host communities. U.S. assistance helps children through informal and remedial education programs, formal schooling, and programs that help them deal with trauma. Partners are also providing emergency transport and reception and health referrals.

LEBANON:
With this additional funding, the United States is providing nearly $51 million to help support displaced Syrians and Palestinians in Lebanon who have fled the violence in Syria.

Previous U.S. contributions in Lebanon are helping provide rent support, household items, and food vouchers. Additionally, U.S. assistance supports primary health care consultations, services, and emergency medical care.

As part of this new announcement, the United States is supporting UNHCR Lebanon’s critical work providing for the basic humanitarian needs of Syrians in Lebanon, including medical services and supplies, such as clean water, blankets, and shelter support. Additional support to WFP will continue to provide food vouchers and dry rations to refugees throughout Lebanon.

The United States is also supporting efforts to assist Palestinian refugees who have fled Syria by providing education, relief supplies, shelter, and medical care in Lebanon.

In addition, the United States is also providing contributions to other UN agencies as well as international NGOs providing much needed shelter and medical care to Syrian refugees in Lebanon.

TURKEY:
With this additional funding, the United States is providing more than $34 million to help those in Turkey who have fled the violence in Syria.

The Government of Turkey, through the Turkish Red Crescent, is leading the relief effort with strong support from the United States and international partners. U.S. support of UN agencies helps feed Syrians, provides safe, child-friendly learning environments, and resources like household items, winter tents and blankets. The United States is also funding measures to prevent and respond to gender-based violence.

As part of this new announcement, the United States is supporting the expansion of programs providing debit cards and cookware so Syrians can purchase and cook food for their families. This contribution includes funding to the Turkish Red Crescent for winterization support in the camps. U.S. funding also supports primary health care for urban refugees and Syrian children dealing with the trauma they have endured.

IRAQ:
With this assistance, the United States is providing nearly $19 million to help support Syrians who have fled to Iraq.

The United States is providing food aid, medical supplies, emergency and basic health care, shelter materials, clean water, hygiene education and supplies, and other relief supplies to refugees in host communities and camps. Separately, the United States continues its strong support for the thousands of Iraqi refugees who have returned to Iraq as a result of the violence in Syria.

As part of this new announcement, in addition to UNHCR, the United States is supporting IOM for the provision of basic domestic and hygiene items and other non-food items for Syrian refugee camps in Iraq. Additional funding through WFP ensures the continued provision of hot meals, bread, dry rations and food vouchers.

EGYPT:
The United States is providing more than $2 million in food assistance and to support UNHCR’s efforts for Syrian refugees in Egypt.

The United States recognizes and applauds the generosity of the governments and people of Lebanon, Jordan, Turkey, Iraq, Egypt and other nations hosting all those who have fled the violence in Syria. These countries have taken on a significant burden. They are not alone.
