SECRETARY KERRY: Well, good afternoon, everybody, and it’s my great pleasure to welcome Foreign Minister Ramtane Lamamra, the foreign minister of Algeria. And I’m really happy to welcome him and his entire delegation here. (Inaudible) happy to have you here.

Ramtane and I met last September to discuss regional security issues in Algiers a year ago, I guess, we met during our second annual Strategic Dialogue. So we’ve had a chance to be able to share thoughts and to find common ground, and I’m very, very appreciative for the relationship that we have. And I thank him very much for his hospitality when I was in Algiers. I had a chance to be able to play soccer with a bunch of young kids at a clinic. And I’m very happy that a lot of them were much too young to remember Landon Donovan’s extra-time goal for America that won the – (laughter). I won’t even repeat it. Diplomacy – (laughter) – diplomacy brings countries together and overcomes last-minute World Cup goals. (Laughter.) So thank God for that.

I am very, very grateful to Ramtane for his very generous hospitality, but most importantly, President Obama and our entire Administration are very grateful for the very significant cooperation that we have. It’s a difficult region. There are enormous challenges today. Partners need to work together effectively, and we have been doing so with Algeria, and we thank you for that.

The ties between the United States and Algeria are actually very, very long and longstanding. Many people are not aware that the city of St. Augustine, Florida was founded 450 years ago, and it was named in honor of a man who lived in what is now Algeria, the great scholar Augustine of Hippo. And ever since 1783, when Algeria became one of the very first nations to officially recognize the now-United States, the people of our two countries have actually had a great deal in common.

Those shared interests were reflected today throughout the Strategic Dialogue that has been taking place, and that included expert discussions on four critical sets of issues: energy and commerce; security collaboration; education and cultural exchanges; and the political cooperation. So I just want to offer very quickly a thought on each.

First, we are committed to strengthening the economic and energy ties between our two countries. And just last month, Assistant Secretaries Patterson and Rivkin of the State Department and Jadotte of the Commerce Department led a trade delegation to Algeria. And these delegations enabled top-level American firms to share insights with their Algerian counterparts and to be able to explore new ways of doing business together.

I should emphasize that we’ve been working very intensively with our partners in Algeria to identify and to remove barriers that impede increased trade and investment, including the trade and investment framework, the agreement – the trade and investment agreement council that was reached on February – I think February 17th. And today’s dialogue, Ramtane, contributed to the progress and moving in the right direction on that.

We also appreciate enormously Algeria’s leadership in the climate negotiations that are going to take place in the final meeting in Paris later this year. We’re particularly grateful for your partnership as the co-chair of this important process. And as you know, the United States just submitted its emission reduction target and we strongly encourage Algeria now to also join in putting forward its target. In order for this agreement to succeed – and it is vital for everybody that this agreement does succeed – we need to have everybody participate. And President Obama is deeply engaged, as I am, in crisscrossing the world in order to encourage people to come to Paris ready to make an agreement.

Second, security cooperation is a cornerstone of the U.S.-Algeria relationship. And as we were reminded tragically in Kenya last week, terrorist groups such as Daesh, al-Qaida, al-Shabaab, Boko Haram all pose a serious challenge to every single one of us. And that is why the United States welcomes Algeria’s plan to host an international summit this summer on the issue of de-radicalization, one of several follow-on events to the conference on Countering Violent Extremism that President Obama held here in Washington in February.

I’m grateful to Algeria for agreeing to share the lessons from its own battle against violent extremists, and we greatly appreciate Algeria’s engagement in the Global Counterterrorism Forum and its partnership with us in the leaders meeting in September on the margins of the UN General Assembly.

Our counterterrorism coordinator, who I see sitting here with Ambassador Patterson, Ambassador Kaidanow and Algerian Minister-Delegate Masaha (ph) will continue to work together closely on counterterrorism issues. And we’re going to deepen all the aspects of our security partnership with Algeria, and I look forward to building on our work to promote justice sector reform, the rule of law, and border security.

Third, it is vital for us to continue to strengthen people-to-people ties. The United States is committed to supporting Algeria with more English language learning opportunities, expanding our cultural exchanges, and making it easier for Algerian students to study in the United States. And every person in Algeria who wants to learn English should have the chance to do so. That’s what we believe and we’re going to work on making that a reality. And we’ll continue our efforts to promote citizen engagement with the government and a strong, active, and independent civil society, including through the Middle East Partnership Initiative.

Finally, our political cooperation remains absolutely critical, especially in the face of the growing instability throughout the region. Here Algeria is playing an important, highly constructive role, and we’re grateful for that. I especially appreciate Ramtane’s mediation efforts in support of the inter-Malian peace agreement, a blueprint for restoring security, supporting economic development, and promoting good governance, as well as reconciliation and justice.

Going forward, we believe the parties must abide by their pledge to resolve peacefully their remaining differences and to work together to promote good governance and security for their people.

Algeria has also been a vital backer of UN-led efforts to reach a political solution in the embattled and deeply divided nation of Libya. The recent meeting of Libyan political parties and activists in Algiers was a very important milestone. It underscored not only Algeria’s leadership in the region, but also the commitment of the parties to dialogue as the only viable solution to this crisis. So the United States, I pledge to you, will continue to support this process, the goal of a stable and united Libya at peace with both its neighbors and itself.

Obviously, our delegations had a lot to talk about today, as you can tell from my comments. This dialogue could not be more timely. We value deeply our friendship and we believe strongly that an Algeria that is stable, that is increasingly prosperous and working in partnership with the international community is vital for the region and vital really for the world.

So I warmly welcome our guests today, particularly the new Algerian ambassador here in Washington, Madjid Bouguerra, and I thank them for a very productive and useful set of discussions today. We have to build off of these discussions. I’m confident that we will, and I look forward to visiting with all of you in Algiers sometime in the not-too-distant future.

Now it is my pleasure to recognize Foreign Minister Lamamra. (Applause.)

FOREIGN MINISTER LAMAMRA: Thank you very much, John. Thank you for reminding us of so many commonalities and including those fond memories that we keep of your not-too-distant stay in Algeria, though we would have loved to have you again in between. And I’m delighted that we had so many things to discuss, including between yourself and President Abdelaziz Bouteflika, who is sending his greetings as well as his best wishes to you and through you to President Barack Obama.

I was of the view that we could set aside things, but I think that now it’s better for me also to take advantage of my speaking notes so that I would cover as much ground as you have so ably done. (Laughter.)

SECRETARY KERRY: Well, you should have told me ahead of time. I would have saved time. (Laughter.)

FOREIGN MINISTER LAMAMRA: So it’s nice to be here again during this cherry blossom season. I would like to thank you, John, for your warm welcome and promising remarks. My team is pleased to be part of the third session of the Algeria-U.S. Strategic Dialogue and ready to engage with a positive spirit in a wide-ranging discussion about the implementation of what they have been working on during the day’s session.

Since its inception three years ago, the Algeria-U.S. Strategic Dialogue is having a tangible and positive impact in terms not only of its achievements, but more importantly with regard to the new spirit it had infused to our multidimensional cooperation. This forum has been, indeed, very instrumental in providing the needed holistic approach to our bilateral interactions, and I’m glad to see that we share the same desire and commitment to reinforce them in order to serve the best interests of our two countries. Our ambition is to enlarge the scope of this forum, thus making it an oriented action, policy and decision-making body. Algeria is satisfied indeed with the way this dialogue is evolving and with the results so far achieved.

Dear John, dear friends and colleagues, your visit, John, to Algeria last year was fruitful and it has opened many avenues for both countries to work closely together. In the political field, the two countries have developed strategic partnership that covers many areas. We can say today, safely, that the Algeria-American partnership is effective.

Let me add that Algeria is committed to deepen its political, security, economic and commercial relationship with the United States. Moreover, thanks to the trust, mutual respect and shared values that characterize our relations, Algeria and the United States have been able to maintain continued political dialogue and close consultations on international and regional issues of mutual interest.

On the issue of terrorism, the quality and effectiveness of our cooperation are a source of satisfaction. Indeed, Algeria and the U.S. are playing a leading role in shaping a coordinated global response to this multifaceted threat to the international peace and security. Both our countries are founding members of the Global Forum Against Terrorism. Last month, we hosted a meeting of the Working Group on the Sahel that Algeria co-chairs with Canada. In the months ahead, Algiers will, as you mentioned, host a high-level conference organized by the African Union on the issue of terrorism financing. While the fight against terrorism groups – against terrorist groups must continue to be waged vigorously, there is an urgent need for the international community, we believe, to adjust its preventive strategy in order to be in a better position to counter what we see as a shift in the modus operandi and the targets of these terrorist groups.

In this context, the recently-held White House Summit on Countering Violent Extremism was timely. It was also very useful as it sought to consider the phenomenon of the radicalization especially among the youth in a multidimensional approach. Algeria expressed during that meeting its readiness to share the lessons it has learned the hard way from its own experience in dealing with this very sensitive problem, by organizing a very important international meeting devoted to de-radicalization.

We are of the view that to be successful in this endeavor, we must effectively combat Islamophobia throughout the world. The stigmatization of Muslims is not only unacceptable, but it further damages our collective efforts to countering the propaganda of violent extremism.

Our economic cooperation has reached, during the last months, an unprecedented dynamic in terms of exchange of high-level visits and the holding of business forums and trade missions. These interactions between our respective government representatives and business communities are of the utmost importance. I do believe that the visit of the Algerian minister of industry and mining to the United States last October and the holding last February in Algiers of the second session of Algeria-U.S. Council on Trade and Investment can be considered as a significant progress. I welcome in this regard the holding of this session, and I do hope that the council will be able to meet annually, as stipulated.

Algeria has endeavored to fulfill its obligations under this agreement, and particularly, those obligations relating to the setting of an open and predictable environment for trade and investment, the elimination of non-tariff barriers, and the protection of intellectual property rights. At the same time, Algeria expects that this agreement will effectively encourage investments that are generating wealth, job creation, and transfer of technology. The Algerian Government seeks to diversify the national economy, and it has consequently taken significant and concrete measures for setting up a friendly environment for national and foreign investments. As a matter of fact, we have already asked our international partners, including the U.S., obviously, to support us in this challenging process.

Ladies and gentlemen, in leading an international mediation effort for the resolution of the crisis in Mali – an action that you have mentioned, and I thank you for the kind words you have used in this respect to describe my own personal role in it – Algeria designed a solution that ensures the preservation of the unity and territorial integrity of the Republic of Mali and creates the necessary conditions for its national reconstruction and economic development. The recently-concluded Algiers Agreement represents the best compromise, which serves the interests of Mali while recognizing the legitimate claims and aspirations of the populations of the northern Mali regions.

Algeria is convinced that the restoration of a lasting peace in Mali will have a positive impact on the whole situation in the Sahel region, as well as on the global fight against terrorism. Algeria is committed to building an integrated, united and prosperous Maghreb beyond mere rhetoric. My country has demonstrated in deeds its act of solidarity whenever any one of our neighbors was in need of it. We lent our support, full support to Tunisia to successfully go through the democratic transition and take its responsibilities in the face of terrorism and instability. We are guided by the same spirit of solidarity with regard to the tragic situation prevailing in Libya. Algeria has constantly pleaded for a political solution as the only way to preserve the unity and territorial integrity of Libya. Any military intervention would further exacerbate the conflict and would more than likely annihilate the chances of a peaceful settlement based on national reconciliation. We are glad that Algeria and the U.S. share the same vision and stand by the same position.

In close coordination with the UN Secretary-General Special Representative Bernardino Leon, Algeria has already hosted the meeting of leaders of political parties and prominent Libyan personalities. We see this as a promising step in a process that needs to be supported by the international community as a whole.

On Syria, we believe that there can be no military solution to the conflict. We think also the time has come for the international community to engage all the political actors in an inclusive dialogue with the aim of finding a consensual solution to this destructive and senseless war.

Concerning the situation in the Middle East, Algeria supports the legitimate of the Palestinian people to a state with East Jerusalem, Al-Quds, as its capital. We urge the international community to live up to its obligations towards the peace process, which should resume without delay in order to achieve the just and lasting solution the Middle East is so desperately looking for. I certainly take this opportunity to salute your personal efforts, John, in these regards.

With respect to Western Sahara, Algeria continues to support the UN secretary general and his personal envoy, Chris Ross, in their efforts to achieve a mutually acceptable political solution which provides for the self-determination of the people of Western Sahara in accordance with the UN Charter and relevant resolutions.

Algeria strongly believes that there is no other alternative for the settlement of this conflict than the holding of a free and fair referendum of self-determination for the people of Western Sahara.

Let me conclude, John, by expressing once again my sincere appreciation for you, to you, and for all your colleagues, bearing in mind that the outcomes of this third session of our strategic dialogue are so positive and so promising. I believe that these outcomes will give a real impetus to the already strong and mutually beneficial strategic partnership between our two countries. I very much look forward to receiving you again and again in Algiers. (Applause.)

Assistant Secretary of State for Economic and Business Affairs Charles H. Rivkin is travelling March 1-6 to Algiers and Tunis, where he will co-lead a business delegation with the National U.S.-Arab Chamber of Commerce and the U.S.-Algeria Business Council. He will also attend the Partners for a New Beginning - North Africa Partnership for Economic Opportunity (PNB-NAPEO) Investment and Entrepreneurship Conference in Tunis.

In Algiers on March 1-3, Assistant Secretary Rivkin and Assistant Secretary of State for Near Eastern Affairs Anne Patterson will meet with government officials to discuss opportunities to strengthen our bilateral commercial relationship.

In Tunis on March 4-6, he and other U.S. Government officials will meet with members of the new Tunisian government, with a focus on promoting economic growth, job creation, and increased U.S. investment.

Thank you, Mr. Ambassador.

Monsieur le Ministre, et vos collègues et ministers du Gouvernement algérien … Monsieur L’Ambassadeur …. Les capitaines d'industries et les dirigeants d'entreprise …. Mesdames and messieurs ….Bienvenue et As-Salaam-Alaikum.

I’d like to welcome Algerian Minister Abdeslam Bouchouareb, his delegation of governmental and business leaders from Algeria, and Ambassador Abdallah Baali to Washington.

I’d also like to welcome our guests from the U.S. Government and business representatives. And many thanks to the U.S.-Algeria Business Council for organizing the Roadshow.

It’s always exciting to me to speak with business people. I spent 20 years as a businessman in the entertainment industry. After that, I was honored to represent my country as an Ambassador of the United States. And I learned that being a businessman and being a diplomat were not so very different.

As a businessman, I learned the importance of not only measuring profitability in terms of dollars and cents; it was equally important to measure value in the difference my companies could make in people’s lives – or the changes in someone’s understanding about the world.

As Ambassador, a key element of success was understanding how to listen; how to find common ground between countries, to maximize the effectiveness of our policies. For me, it was important for success to flow in many directions.

So when Secretary Kerry asked me to join his economic team and help lead what he called his “shared prosperity agenda,” I knew exactly what he had in mind.

I lead a Bureau that works every day to do precisely that. So I am delighted to have this opportunity to speak to you about ways our business ties can change futures, and deliver jobs to the people of both our nations.

Some may ask: What are the opportunities in Algeria? The answer is simple. As we meet, Algeria is at a key moment in its history.

It is evolving from a country rich in oil resources – to a country that recognizes the importance of moving away from dependence on fossil fuels.

It understands that to become a prosperous nation, it must evolve towards a more diversified and sustainable economy. And that is good news for both the Algerian people and the U.S. firms prepared to become partners in that future.

The signs are promising. President Abdelaziz Bouteflika and his government have committed to building the country’s infrastructure, and bringing reforms that can spur job creation for Algerians and expand Algeria’s trade and investment.

As we speak, foreign investors, the Algerian business community, and the U.S. Embassy in Algiers are engaging the Algerian government on ways to improve the investment environment and attract more investment to Algeria.

We also recognize there is a long road still ahead, if Algeria is to realize its enormous potential.

Many U.S. investors and businesses with interests in Algeria have identified challenges that they continue to face. And forums like this provide an excellent platform to discuss them forthrightly and ask the important but sometimes difficult questions.

For example, the regulatory environment – according to many businesses and investors – is often opaque, which may create the perception of commercial risk for foreign investors.

Decision-making can be slow and there are often barriers to trade.

Another challenge is Algeria’s 51/49 rule, which prohibits foreign companies from having a majority ownership stake.

But as I look around me, I see Algeria’s political and economic leadership. I see representatives of some of Algeria’s largest agricultural, health care, hydrocarbon, construction, and manufacturing companies.

And on the American side, I see many of the companies with interests in Algeria, including senior management from GE, Anadarko, Varian, and AGCO.

You are precisely the right people to address these challenges in granular and tangible ways.

One major question to address would be Algeria’s accession to the World Trade Organization. We recognize that accession is a challenging process. But we strongly encourage Algeria to work through the many issues and make economic reforms in line with WTO obligations.

We are encouraged by the progress we see.

Alberto d’Alotto, president of the working group in charge of Algeria’s accession to the WTO, recently visited Algiers and had fruitful discussions with several ministers.

And it’s clear that your government fully recognizes the importance of Algeria’s WTO accession to jobs and economic diversification.

WTO accession will not only create greater trade between our countries, it will send a strong signal to investors that Algeria is committed to a rules-based trading system.

That certainty will encourage them to build business and support projects that will create employment opportunities for young Algerians.

This will support and build on other important successes – like Algeria’s decision to sign a Memorandum of Understanding with the U.S. Pharmaceutical Research and Manufacturers Association earlier this year. That’s a promising step to building a vital economic partnership.

I look forward to hearing many more success stories like Boeing’s recent contract with Air Algérie to provide eight 737-800 aircraft, a contract estimated to be worth $724 million ... or General Electric’s three contracts – worth almost $3 billion – with SPE, which would create nine power plants to meet Algeria’s power sector needs.

With our shared interest in further improving the business climate, we can realize more contracts like GE’s with the Government of Algeria to construct five new hospitals that will strengthen its healthcare sector … or Varian Medical Systems’ $51 million contract with the Algerian Ministry of Health, which will help build the country’s cancer treatment infrastructure with three medical linear accelerators.

Algeria has a history that goes back longer than the United States. But the future stretches even longer in front of us – and the book is not yet written.

As long as the people of our two nations have aspirations and hopes for economic opportunity, it is our duty to honor them.

These and other business initiatives are some of the ways that we can write our own stories, create our own prosperity, and change the trajectories of our future.

All we need is the political will to support business-friendly environments, to continue the good faith that has endured between our two countries, and our collective imaginations. The seeds for all those things can start right here, and right now, in Washington.

SECRETARY KERRY: Good evening, everybody. Thank you very much. I’m sorry to keep you waiting. I apologize for running a little late. But it’s a great pleasure for me to be able to welcome the foreign minister of Algeria here to Washington. Foreign Minister Lamamra and I are getting to be old friends, if not a little older, and I’m enormously appreciative of the wonderful visit that I had to Algeria where we talked about a great many of the regional issues.

Today I want to particularly thank the Government of Algeria for their very prompt and strong support for the coalition to deal with the problem of ISIL. We’re appreciative of their efforts in counterterrorism particularly.

And also in the course of the next days in New York I will be hosting a small meeting of key nations that have an interest in Libya. We all know that Libya is challenged right now. A near neighbor, Algeria has critical relationships, and together with Egypt the region is working very hard to help deal with this issue. We want to be supportive and we want to work cooperatively, and I look forward to not just the discussion we have today but to furthering our efforts in this small group meeting that takes place in New York.

So these are important days; there’s a lot happening. All of us need to rely on each other and work together cooperatively, and I’m glad we have a friend and a partner in Algeria. Thank you.

FOREIGN MINISTER LAMAMRA: Thank you very much. Well, back in the month of April President Bouteflika and I were very much pleased to receive John Kerry. It was his first official visit to Algeria, building on the solid foundations that our predecessors did put for our strategic partnership. I believe that the meeting was fruitful; it has opened very, very numerous avenues for us to work closely together. Our bilateral partnership is promising; it encompasses so many areas of business. It is not anymore limited to energy; it covers so many areas, and it is really a good terrain and good ground for American companies to come and to contribute in the development of Algeria.

In the political area, I believe that we have been developing the strategic partnership which covers so many areas. We work closely together. We share values and interests, and I believe that our consultations have always the impact of moving forward issues in a way that contributes to ensuring the blessings of a normal life to our people in our region and beyond our region.

Algeria and the U.S. have been developing a very effective and action-oriented counterterrorism partnership. I think it has proven to be very serious. Algeria, as you know, can be counted among the few countries that have effectively defeated terrorism. We have paid the very high price for that, but we enjoy today security, a very reasonable level of security and a quietness in our country. And we do contribute; as I say, we are a security and stability exporting countries. We work with our neighbors, we develop very good relations and partnership, and as the Secretary said, Libya as well as Mali, immediate neighboring countries to Algeria, where as you know, terrorism and instability prevail. They are the focus of our immediate diplomatic action, while of course contributing our share to resolving other issues beyond our borders.

AMBASSADOR BUSH: Good evening, everyone, and thank you for coming here to join me in welcoming Secretary Kerry to Morocco. I am honored and delighted to have this opportunity to greet the Secretary in Rabat after arriving just five days ago myself. In fact, we were both hoping to come to Morocco in the fall, and events outside of our control certainly kept us away at that time.

The U.S.-Morocco relationship is one of strategic and historical significance, dating back to the 1786 Moroccan-American Treaty of Friendship, which still is in force and effect today. The Secretary’s visit and his participation in the U.S.-Morocco Strategic Dialogue is further proof of the importance of this relationship, and it serves as another indication of the strength of ties between our countries.

Our mission in Morocco is a large one, with hundreds of Americans and local staff spread throughout the country, from the Tangier Legation located in Tangiers that still stands as a symbol of the historic ties between our two countries, to the Consulate General office in Casablanca where our colleagues fulfill our mission to aid and protect American citizens in Morocco. It expands to our robust USAID and Peace Corps programs that are aimed at promoting Moroccan economic engine development, and finally to the Embassy in Rabat, where we engage with our counterparts in the Moroccan Government on a wide array of issues of mutual interest. I am proud to be a part of the U.S. mission to Morocco and to serve and represent our country in the noble cause of strengthening the U.S.-Moroccan diplomatic partnership.

I know the Secretary is eager to meet you, to speak with you, and he’s well aware of how long you’ve stood around waiting for us. And so without any further ado, please allow me to introduce the U.S. Secretary of State John Kerry. (Applause.)

SECRETARY KERRY: Thank you, Dwight. Thank you, Mr. Ambassador. (Applause.) Thank you very much. Thank you. How long have you been standing around? (Laughter.) What’s the truth here now? Was it a long time? I’m really sorry. Are you kids – are you guys all right? Did you find something to do while I wasn’t here? (Laughter.) Are you all mad at me already? (Laughter.) Okay, good. Thank you very much. I appreciate that.

Well, I think I should be welcoming the ambassador here. I mean, I don’t know. (Laughter.) Five days seniority over my visit? I’m really happy that he’s here. He’s got a distinguished career in the private sector, a lot of banking initiatives, other efforts, worked for Sallie Mae and so forth, and opened his own company which gives financial advice. So if any of you need help on the side, here’s the man. (Laughter.)

AMBASSADOR BUSH: I’m out of that business.

SECRETARY KERRY: You’re out of that business now. Anyway, and I’m delighted to welcome his family here. We’ve got – Antoinette is here, and thank you very much. Antoinette Cook Bush, I think. Is that correct? And Dwight Junior and the beautiful Jacqueline who’s over here. Thank you. And they’re all on spring break, guys. They’re just here, quick and easy. I guess, no. You’re here on a sort of visiting thing for high school, right? That’s kind of cool.
So I’m happy to see them. And while I’ve been gone, the Red Sox went to the White House, and I’m really angry that I wasn’t there. (Laughter.) It’s, like, painful for me. And I read the Boston Globe story of all these politician friends of mine who were all over there at the White House having a good time. And it was really funny because Republicans and Democrats alike were fawning over every Red Sox player. So Senator Kelly Ayotte of New Hampshire and Senator Shaheen were there. It was the most bipartisan moment in Washington in recent memory.
And it’s my understanding you guys have a raging softball season? Is that true? And we have – let me see now, we’ve got Swat. Any Swat people here? (Cheers.) And we’ve got Barbarians? Is that true? Are there Barbarians here? I mean of a different kind. (Laughter.) And then there’s the Nomads, right? Which I particularly find appealing. And why is there only one or two people from each of these teams here? (Laughter.) I don’t know. Anyway – well, good luck to you all. May you not destroy each other on the field.

It’s really a pleasure for me to be in this very historic mission. The ambassador, in his comments, talked about the long, long history we’ve had here. And obviously, our history goes way back here for security reasons, ironically. That’s what brought us to this part of the world. Just today, earlier, I was in Algeria, where they showed me and gave me, actually, a copy of the treaty of 1795, which was our Treaty of Amity and Friendship with Algeria, which is part of the same sort of process that brought us here.

And we have a very close relationship with the Kingdom of Morocco. I met with His Majesty the King when he came to Washington recently. We had a very good discussion, interesting discussion. The foreign minister has become a good acquaintance, friend, through the international organizations and meeting that we’d wind up attending together. And all in all, we are really hoping that we can take an already strong relationship and make it even stronger.
It’s very important for us to build our security relationship here, and that’s because of what’s happening in the region. In Mali, in Chad, you run around the region – obviously Libya, Tunisia, all the way over to the other side of North Africa – Egypt, et cetera. We really need the countries that have the capacity to be stable to expand the rights that people are enjoying, to put in place the political and economic and civil society kinds of reforms that strengthen them for the long run, and also to provide economic opportunity. We’re living in a global marketplace, a global world. And so our jobs are their jobs, their jobs are our jobs, our companies, their companies; it’s all melded now. And we need to understand that there are some people fighting fiercely against modernity, against globalization, who don’t really have a philosophy that they want people to hang their hat on, but who have an ideology which is pretty extreme that suggests you’ve got to do what they say, live the way they want to live, and that’s all there is to it. And if they don’t, they may take your life, as you know. It’s violent. It’s disruptive. It has no rule of law. And it is contrary to all the values of individual choice, freedom, and of the values of collective rule of law which has really governed the world since the post-World War II period, which we have now seen suddenly disrupted with events with Russia and Ukraine.

So a lot is at stake. And what you all are doing here is connected to everything that we’re doing in every other part of the world. It’s very important work. And I want to thank you for it on behalf of President Obama and myself. We are very proud of the work that you do. I think there about 143 families out here. There some 400-plus people who are working here, a bunch of local folks. Local employees, would you mind raising your hands, those of you who are local? Look at you all. Thank you. We can’t do this without you, and everybody is very grateful for what you do. Thank you. (Applause.) I know sometimes you wind up getting the burden of our mistakes, or if people don’t like something we’ve said or done you hear about it, so we’re really grateful to you.

And for everybody else, Foreign Service officers and Civil Service, political appointees, temporary duty, agencies who are sharing the roof of the Embassy and working together, I just want to wish you all well as you go forward in these duties. I want to thank you on behalf of your country, the President. I was with him in Italy the other day. He talked to the Embassy folks there and told them how proud he is not just of them but of everybody in the diplomatic service who carries the values and the interests of our country every single day in everything that you do.
So I ask you to go forward remembering that I will have your back in everything you do. I promise you that. We have an amazingly hardworking crew back in Washington, from Pat Kennedy and the Deputy Secretary Bill Burns and everybody who are watching out for security issues on a daily basis, and all of your interests.

And by the way, I have really good news. I’m here to tell you that the pay freeze that was in place has been lifted and you’re all going to get a little bit of a pay raise, and I hope you’re happy about that. (Cheers and applause.) The only negative part of that is I said a little bit of a pay raise. (Laughter.) I wish it was gigantic, but that’s not the world we’re living in now.

So I want to know – this is really important – how long have you been here, and how do you like it? Can you come here? Come here and tell me something. Come on. Do you mind if I put you on the microphone? You can share a thought with everybody, because I’m always interested in this. How old are you?

SECRETARY KERRY: I was eleven when I went abroad with my dad in the Foreign Service, and I was 11 years old, and I learned a little bit of German, Italian. They sent me to school to learn – what did they send me to school to learn? They sent me to school to learn German, and they wound up having so many Italians there, if I wanted to eat or do anything I had to learn Italian. And then I promptly forgot it pretty soon afterwards. But I knew enough to swear at people and do other things. (Laughter.) So how are you doing?

SECRETARY KERRY: Is it fun?

PARTICIPANT: Yeah.

SECRETARY KERRY: What language are you learning?

PARTICIPANT: French.

SECRETARY KERRY: Oh, thank you very much. Look what I got. I love it. (Laughter.) What’s her name, what’s her name? Who?

Well, Wishrakum. I’m happy to be here with all of you. (In French.) I am really sorry that we got delayed. I had a phone call, and it was one of those calls where you can’t get the other person to realize the call’s over. Anyway, I am really happy to see you all. Thank you very, very much for this. I’m very grateful to our ambassador, Henry Ensher, and what a terrific job he does. Twenty-seven years in the service, and he’s still going at it and he brings enormous expertise to this challenge. Mr. Ambassador, we’re very grateful to you. Thank you for all that you do.

AMBASSADOR ENSHER: Team projects, sir.

SECRETARY KERRY: Team projects. All right, well we believe in that.
Listen, let me just – I’m very late and I do apologize for that to all of you, and thank you for waiting patiently so I could have a chance to not just say hello, but most importantly have a chance to be able to say thank you to every single one of you.

We are deeply grateful. How many of you are local employees? Raise your hands. Well, look at that. Wow. I think we have – thank you – (applause). We – there is no way for us to be able to do our job unless you are here to help us, every single one of you. (In French). How many of you are speaking French still? No? Nobody? A couple? (Laughter.) I know it’s going out of vogue.
But I really thank you because you take on a very difficult task of helping another country to represent itself in your country, so sometimes the things that people think about us fall on you. And we appreciate very much your willingness to be part of our efforts.

Also, I obviously want to thank all of the Foreign Service officers, Civil Service, various agencies who are working here in a team effort within the Department, within the Embassy. And I thank the TDY-ers and political appointees and everybody who make up this incredible team that helps us to represent our interests in another country, but also importantly helps us connect to the interests of that country so we’re doing also what is important to the nation that we’re in.

In Algeria, you all are representing really one of the most fascinating and important countries in all of Africa – not just North Africa, but a country that has resources, a civil society, intelligent, experienced people, people who fought for their freedom, people who understand what independence means, people who are deeply committed to counterterrorism and to stability. This is a very important place.

And we are trying in this visit to help build a number of different things. First, try to build our security relationship so that we can do more with Algeria in the field of stability, counterterrorism. We have Mali, Niger, Chad, the issues, obviously, out west in Sahara, the challenge of al-Qaida. There’s an enormous amount on the table, and of course Libya, Tunisia, all of this is critical to us – the Sahel, the Maghreb, moving on into the Levant – there’s just an enormous amount of turmoil and change, transition. And we want that to turn out in a way that provides for the stability of the region and for the ability of people here to live the lives the way they’d like to live them.

Part of doing that is the second part of what we’re talking about here, and that’s the economic and development side. We got to create jobs for unbelievable numbers of young people. And those young people need to find a future in education, in jobs, in opportunity, or it’s hard to build stability.

And the final piece of it is the people-to-people programs that are part of all of that. You have the Let’s Chat program here, and you’re trying to help people be able to learn how – you’re in the Let’s Chat program. There she is, all right. But the point is, as people gain language skills, they gain employability, they gain an ability to enlarge their income and their lives.
And speaking of income, I am proud to come here and tell you today that the pay freeze has ended. You’re going to get your pay raise as of now. That’s starting, all right? (Applause.) There you go. Most important news I could have delivered. (Laughter.) Anyway, I’m really happy to be able to share that with you.

Bottom line is this – you’ve all been standing around a long time, I don’t want to give a long speech – there are about, I think, 100 and some of you here who – or 95 or so or who’ve come – 65, I guess, it is – who’ve come from other – from America and they’re over here. And then a large Embassy, 400 and some people when you add everybody who’s working locally. But you’re all a team. Every single one of you is an ambassador. Everything you do, whether it’s a telephone call or an interview in the consular division or outreach when we got to an event, you’re the face of America. And you’re helping us to reach people and to try to make sure we address the very values that brought you to this kind of service in the first place.

So I really thank you. President Obama is proud of our diplomatic corps. He mentioned it in his last State of the Union. All the people who don’t wear uniforms but are on the front lines, a lot of you make sacrifices to be here, and I just want you to know that as long as I’m Secretary of State I will have your back, and I know I can count on you to cover our back, too.

U.S. AND ALGERIA MEET REGARDING COOPERATION TO STOP NUCLEAR SMUGGLING

Officials from the United States and Algeria met in Algiers February 10-11, 2013, to discuss ways to strengthen cooperation to counter nuclear smuggling, and border security. These discussions furthered a first round of bilateral consultations initiated in January 2012 to explore ways and means to advance capabilities to prevent, detect, and respond to nuclear and radiological material smuggling incidents, consistent with the Work Plan adopted by members of the 2010 Nuclear Security Summit, held in Washington, D.C.

At the two-day meeting, Deputy Assistant Secretary of State for Nonproliferation Programs Simon Limage and Ministry of Foreign Affairs Director General for Political Affairs and International Security Taous Feroukhi reaffirmed their readiness to cooperate more closely to prevent terrorists and other criminals from acquiring black market nuclear material. Recognizing the importance of a coordinated whole-of-government response to nuclear smuggling, meeting participants included representatives from several ministries within the Government of Algeria, and representatives from the U.S. Government interagency.

During the meeting in Algiers, both sides exchanged views and shared information on current smuggling threats and trends, and discussed best practices in the areas of border security, and nuclear detection, nuclear forensics, law enforcement, and other tools to prevent, detect, and respond to incidents of nuclear smuggling.

Officials from the United States presented an overview of best practices in border security, and strategic trade controls through cooperation with the Department of State’s Export Control and Related Border Security program aimed at joining efforts to prevent the proliferation of Weapons of Mass Destruction (WMD) and illicit transfers of conventional weapons including MANPADS and related criminal activities by strengthening national control systems over the export, import, transit, and transshipment of strategic items.

These discussions pave the way for future cooperation between the United States and Algeria to strengthen national, international and regional capabilities to counter illicit trafficking of nuclear and radioactive materials.

Deputy Secretary Burns: Good evening everyone.

It’s a pleasure to see all of you this evening and it’s certainly a pleasure to be back in Algiers, which I’ve visited many times over the years. This visit, coming soon after the visit of Secretary Clinton and the U.S. Algeria Strategic Dialogue earlier this fall, is another opportunity to strengthen our constructive and strategically important bilateral relationship. I had excellent and wide-ranging discussions earlier today with President Bouteflika, the Prime Minister, and other senior Algerian officials.

We continue to work together to deepen our ties with the government and the people of Algeria across a broad, mutually beneficial agenda, including, trade and investment, security cooperation, diplomatic partnership, democratic reform, and cultural and educational programs.

In the past year, Algeria has taken further steps to strengthen its democracy. We were encouraged by the roughly 21 million Algerian voters who participated in elections earlier this year to determine who would occupy the National Popular Assembly. These elections - and I would note the high number of women elected- were a welcome step in Algeria’s progress toward democratic reform.

Algeria has dealt with terrorism on its own territory and was one of the first countries to condemn the September 11, 2001 terrorist attacks in the United States. Since that time, we have intensified contacts in key areas of mutual concern and are encouraged by Algeria’s strong support of international counterterrorism efforts, including our partnership in the Global Counterterrorism Forum.  The rise in terrorist and criminal activity in the northern Sahel is a threat to the entire region and beyond. We applaud Algeria’s resolve to stem the proliferation of weapons, drugs, and fighters across the Sahel, and strongly support these efforts.

Our two countries share concern over instability in Mali and its negative impact on regional security. We call on all of Mali’s neighboring countries to increase their border patrols to curb the flow of arms, drugs, fuel, and fighters into Mali. We support efforts to facilitate a political dialogue with non-extremist groups in northern Mali. We understand Burkina Faso in its role as lead mediator for ECOWAS is preparing a framework for negotiations. We continue to call for a coordinated international effort to accelerate the beginning of serious political talks between the rebel groups and the interim Government of Mali. Algeria has an important role to play in this process.

The United States highly values our relationship with the Government and people of Algeria, and is committed to deepening our cooperation in the months and years ahead.

Question from Hacene Ouali (El Watan): My question is on Mali, there is a talk on Political solution or a military solution; is the U.S. in favor of a military intervention in the north of Mali? Thank you

Deputy Secretary Burns: There are a number of different dimensions to the challenge in Mali today: Political crisis within Mali; a humanitarian crisis resulting in refugees and internally displaced persons; and a security crisis which is a shared concern of the United States and Algeria, particularly the danger of violent extremist groups using northern Mali as a safe haven. A successful strategy to deal with all those challenges also has to have several dimensions. We’ve worked with others in the international community to help deal with the humanitarian challenge posed by the refugee crisis. As I said in my opening remarks, we strongly support Algeria’s leadership in fostering political dialogue, including between the Tuareg and the interim Government in Mali. And in response to the security risk posed by the situation in Mali, we certainly support increased counterterrorism cooperation, cooperation with Mali’s neighbors as well as with the interim Government in Mali, and we believe that an African led multinational force supported by the international community may be necessary. Thanks.

Question from Beatrice Khadige (Agence France Presse, AFP): we read a lot of news talking about an opposition between the positions of France and the United States over the Mali issue, could you confirm there are differences or nuances or finally you agree more than what is said? What is exactly the situation?

Deputy Secretary Burns: I just laid out what the American approach is to the crisis in Mali. All I would add is that we work very closely with our partners in France on this challenge and I think we have a shared view of the nature of the threat that’s posed and we look forward to continuing to work closely together in the weeks and months ahead.

Question from Karim Kebir (Liberté):
Good evening. Mr. Burns, your visit coincides with the visits of foreign officials whose countries are interested in the crisis in Mali including the UK envoy and the African Union special envoy and the presence of the members of Ansar al-Din who are negotiating. Have you met with them?

Deputy Secretary Burns:
I had the meetings I described to you before. All I would add is that it’s a mark of the important role that Algeria plays in working with its neighbors and working with the international community to deal with the challenges in Mali that you have so many visitors and envoys here. We believe Algeria’s role in dealing with this crisis is extremely important and we look forward to strengthening our cooperation on this issue.

Question from Béatrice Khadige (AFP):
Do you consider important that Algeria participate along with Mauritania in a West African force, if necessary, to free Northern Mali?

Deputy Secretary Burns:
Algeria can obviously speak for itself in terms of the position that it takes. All I would stress again is that we value greatly Algeria’s role in dealing with the crisis in Mali and the challenges that it poses to the entire region. And we certainly look forward to deepening our cooperation with Algeria as well as with others in the region and the international community in the weeks ahead.

Question from Hacene Ouali (El Watan):
Can we say today that there a convergence of views among all the international actors, i.e. ECOWAS, Algeria, France, and the United States on the solution to the Malian crisis?

Deputy Secretary Burns:
I think there is a great deal of shared concern about the situation in Mali in all of its dimensions in terms of the humanitarian challenges, the political challenges, the security challenges, that it poses. And I do believe that there is an increasing convergence of view amongst the key players in how best to deal with those challenges. And given the urgency of the situation and the nature of the threats we are going to continue to work hard to deepen our cooperation.

COUNTRY REPORTS ON TERRORISM 2011

Okay. Good afternoon, everyone. We have with us today Ambassador Dan Benjamin, the State Department’s Coordinator for Counterterrorism. He is here today to present our annual report on worldwide terrorism, and without further ado, I’m going to turn it over to him for opening remarks. We’ll then have time for a handful of questions, so Ambassador Benjamin.

AMBASSADOR BENJAMIN: All right. Thanks very much, and thank you all for coming today. Today, the State Department is issuing Country Reports on Terrorism 2011, which fulfills a congressional mandate and also provides us with an opportunity to review counterterrorism events worldwide. Please bear in mind that the report only covers events and developments that occurred during the 2011 calendar year.

Of course, 2011 was an extremely significant year in counterterrorism. Besides the death of Usama bin Ladin and a number of other key al-Qaida operatives, we saw millions of citizens throughout the Middle East advance peaceful public demands for change without any reference to al-Qaida’s incendiary world view. This upended the group’s longstanding claim that change in this region would only come through violence. These men and women have underscored, in the most powerful fashion, the lack of influence al-Qaida exerts over the central political issues in key Muslim-majority nations.

At the same time, I should underscore we have no illusions that the transition process that we are in the midst of will be painless or happen quickly. Revolutionary transformations have many bumps in the road. So much is clear. And so inspiring as the moment may be, we are not blind to the attendant perils. Terrorists could still cause to significant disruptions for states undergoing very challenging democratic transitions. The report’s narrative notes, among other things, the continued weakening of the al-Qaida core in Pakistan, but it also demonstrates that the al-Qaida affiliates, while also suffering losses, increased their overall operational ability. And this is particularly true of al-Qaida in the Arabian Peninsula. So for all the counterterrorism successes that we’ve seen against al-Qaida and its affiliates, the group and violent extremist ideology and rhetoric continue to spread in some parts of the world.

The report also notes that al-Qaida and its affiliates are not the only terrorist threat that the United States faces. We are increasingly concerned about Iran’s support for terrorism and Hezbollah’s activities as they’ve both stepped up their level of terrorist plotting over the past year and engaging in – and are engaging in their most active and aggressive campaigns since the 1990s. Iran’s use of terrorism as an instrument of policy was exemplified, as you’re all aware, by the involvement of elements of the Iranian Government in the 2011 plot to assassinate the Saudi Ambassador here in Washington.

Let me make a few points about the statistical annex, which is at the end of the report and which was prepared by the National Counterterrorism Center. The total number of worldwide attacks in 2011 was more than 10,000 in 70 countries, resulting in more than 12,500 deaths. But that figure, large as it may be, is a drop of 12 percent from 2010. Again, the largest number of reported attacks occurred in South Asia and the Near East. More than 75 percent of the world’s attacks and deaths occurred in these regions. The victims of terrorist attacks remain overwhelmingly Muslim. The majority of attacks occurred in just three countries – Afghanistan, Iraq, and Pakistan, which together accounted for 85 percent of attacks in these regions and almost 64 percent of attacks worldwide. Although it’s worth noting that both Afghanistan and Iraq saw declines in the number of attacks from the previous year – 14 percent in the case of Afghanistan, 16 percent in the case of Iraq.

Africa experienced 978 attacks in 2011, an 11.5 percent increase over the previous year. And this is attributable in large part to the more aggressive attack tempo of the Nigerian-based terrorist group Boko Haram, which conducted 136 attacks in 2011, up from 31 the previous year.

Well, let me end these brief remarks by noting that as a result of international pressure and events such as the Arab Awakening, both al-Qaida the organization and al-Qaida the idea are evolving. Understanding the group’s strengths and weaknesses and the trajectory of its evolution are continuing critical challenges for us and will remain so in the years ahead.
And now, I’ll be happy to take a few questions.

QUESTION: Two questions if I may. One, I look back at the NCTC data going back to 2005, which I think is the first full year for which they were responsible for the statistics, and the figures for both overall attacks and overall worldwide attacks and worldwide fatalities this year, or 2011, are in fact the lowest since 2005. And to what do you ascribe those declines? I mean, I’m sure you’ll say partly it’s you’re getting better at this, but do you also think that the underlying motivating factors for people who launch such attacks are somehow diminishing?

And then secondly, you talked about the Arab Spring. I wonder if you think there is a plausible danger that violence may actually get worse in some places in the short term. I’m thinking in particular of Sinai, but surely there are potentially other examples – Syria being an obvious one – where the transition may actually lead to an increase in what you define as terrorist attacks.

AMBASSADOR BENJAMIN: Both good questions. Let me take the last one first. It’s folly to make predictions of what is going to happen over the next year and what the aggregate numbers are going to look like, but I certainly would not rule out the possibility that we would see increases in violence in any particular area. Egypt, as we know, has gone through a very eventful transition, and that transition included major changes in the security services and in their remit in terms of their personnel and so on and so forth.

We know that there have been long periods of time when many countries in the region were focused on the basic stability of their capitals and their core population areas. So there are all kinds of different things in play, and I think that it would be a mistake to make a hard-and-fast prediction, but simply to say we have to be prepared for any kind of development along those lines. And we’re engaging with all these different countries for exactly that reason.

Now, as for your question about the aggregate declines since 2005, if you remember where we were in 2005, there was an enormous amount of violence in Iraq, and that certainly has to be one of the main reasons for that. And although we’re very concerned about continuing violence in Iraq, the trend line has overall been down through 2011. I think that beyond that, you’d have to look – go region by region. We’ve seen, I think, a pretty steep decline, if memory serves, for example, in Southeast Asia, where there’s been very effective work done to build capacity. In a number of other areas in the world, we’ve also seen increased capacity. Algeria, for example, has many fewer attacks within its borders than it did five, six, seven years ago.

And I think a lot of that is because countries around the world recognize the importance of developing their skills. We’ve worked with many of them on developing their law enforcement capacities, and I think that that’s made a difference. I think the scholars will have the final word on this on why we’ve seen this overall decline, but I want to emphasize it’s still a pretty dangerous phenomenon. As we mentioned, it accounts for thousands of casualties, and there’s reason for lots of vigilance. We can’t ensure that the trend lines will always continue going in the way we want.

QUESTION: You mentioned the uptick in attacks from Boko Haram, and presumably, among the Afghanistan attacks, there were many from the Haqqani Network. Considering that they both were significant contributors to terrorist attacks in your report, what more evidence do you need to include both of them as Foreign Terrorist Organizations?

AMBASSADOR BENJAMIN: Well, we are very concerned about the activities of both groups, and we have been working to address the issue of insecurity in northern Nigeria. And this is a top priority for the Department. We’re concerned about Boko Haram’s activities. We’ve been engaging with the Nigerian Government in particular at the highest levels to move them towards greater engagement with communities that are vulnerable to extremist violence by addressing the underlying political and socioeconomic problems in the north.

As you know, we don’t comment on the designation process. It is a laborious process. It has to be able to stand up in court, takes a long time, and I don’t want to preview any designations or non-designations beyond that. I will point out, though, that we have designated, under Executive Order 13224, three leaders of Boko Haram. We did that back on June 21st. And this allows us to focus on those individuals who are most responsible for violence, for threats against the U.S. and its citizens. And I think that we – that was the right move to take at the time. And if there is more on that designation, you’ll certainly hear about it.


Regarding the Haqqanis, of course, we share with Congress, which has acted on this recently, a strong concern about the activities of the Haqqanis. There is now legislation that has been passed on that. It will be before the President shortly. And again, I’m not going to go into the tick-tock of the review for designation. We take this very seriously. We’ve talked to the Pakistanis on numerous occasions about this, and the work goes on. And again, we have designated many Haqqani leaders under Executive Order 13224, so it’s a mistake to say there have been no designations in this area.

QUESTION: I didn’t say that.

AMBASSADOR BENJAMIN: Okay.

QUESTION: I wonder if I could ask one on al-Qaida, please. Thank you. On al-Qaida, you mentioned that the core al-Qaida group seems to be on a path of decline following the deaths of various leaders, including Usama bin Ladin. But on the same – at the same time, you say that its affiliates are on the rise. And I just wonder, doesn’t that make actually al-Qaida a more dangerous organization; it’s becoming more of a many-headed hydra rather than just one organization that you can fight?

AMBASSADOR BENJAMIN: There’s no question that there is cause for concern. I would not say that we are less safe now than we were several years ago, because the al-Qaida core was the most capable part of the organization by quite a lot, and was capable, obviously, of carrying out catastrophic attacks on a scale that none of the affiliates have been able to match. So it’s a complex calculus, but I – so I wouldn’t say that it is more dangerous out there than it was.

What I would say is that we are very concerned about the growth of the affiliates. We are working closely with partner nations around the world. In the case of al-Qaida in the Arabian Peninsula, which is I think everyone agrees is the most dangerous of the affiliates, that’s a group that benefitted from the long political transition, the turmoil that was going on in Yemen. And I’m optimistic because in President Hadi we have a very committed, very reliable partner now. And our work with Yemen is going very, very well. So while the group did exploit that period of uncertainty, we think the trend lines are going in the right direction now in Yemen.

Similarly, we’re working with the various countries of the Maghreb and the Sahel to deal with AQIM. We have strong engagement with East African countries and AMISOM to deal with al-Qaida in East Africa. And I think that it is a serious situation but one that we’re deeply engaged in and making progress in. We just can’t relax, and al-Qaida in the Arabian Peninsula and its various conspiracies, I think, proves that point better than any of them.

QUESTION: Thank you. You said in the report that by the end of 2001 al-Qaida in Iraq was starting to take advantage of the instability in Syria and was trying to gain a foothold there. I was wondering, in the first part of this year, whether you see that trend continuing and growing and what the al-Qaida presence in Syria is, as you understand it to be, right now.

AMBASSADOR BENJAMIN: Right. Well, look, as I’ve said many times, terrorists gravitate to areas of instability and civil strife, and, as everyone has seen in the press, there have been many accounts of al-Qaida-related operatives being in Syria. There’s no doubt that there are some. And the hatred of Sunni extremist groups for the Assad regime is nothing new. We believe that the number of al-Qaida fighters – al-Qaida-related fighters who are in Syria is relatively small. But there is a larger group of foreign fighters, many of whom are not directly affiliated with AQ, who are either in or headed to Syria, and clearly this is a matter of concern for all who fear greater violence in Syria and for regional stability.

So it’s important though that we see this in context. And we should be clear: Though the Assad regime seeks to portray the current situation as a fight against extremists on its part, the overwhelming majority of the opposition in Syria is composed of ordinary Syrians who are tired of their dictatorship and who yearn for a better, freer, more democratic future for their country.

So long as Assad refuses to go and Syria’s transition is blocked, the danger grows of more foreign fighters, including extremists of the al-Qaida type, infiltrating Syria. We are not – we are very much alert to this issue. We’ve spoken with the Syrian opposition groups and warned them against allowing such fighters to infiltrate their organizations. They’ve assured us that they are being vigilant and want nothing to do with AQ or with violent extremists. And I should add that the Free Syrian Army has issued several statements urging foreign fighters to leave Syria.

QUESTION: Well, can I just – a quick follow? I understand what they’ve said. But is it your understanding that these foreign fighters and al-Qaida are operating alone? Or is there – do you have genuine concerns that they’re colluding with some members of the opposition? I’m not saying one particular group or the other.

AMBASSADOR BENJAMIN: I think our concern is less about collusion than it is about infiltration – groups, individuals who are trying to pass themselves off as something that they aren’t and gaining a foothold in various organizations that way.

MR. VENTRELL: Michel.

QUESTION: Yeah. To what extent are you concerned from Iran, Hezbollah, and Hamas behaviors? And what are you doing in this regard?

AMBASSADOR BENJAMIN: Well, of course, Iran is and remains the preeminent state sponsor of terrorism in the world. We are deeply concerned about Iran’s activities on its own through the IRGC-Qods Force. And also, together with Hezbollah, as they pursue destabilizing activities around the globe, we are firmly committed to working with partners and allies to counter and disrupt Iranian activities and to prevent Iran from sponsoring new acts of terrors. And we think that the international community is increasingly alert to this threat and will resist it.

I think that it’s important to note that we’ve seen quite a number of different designations in the last year. We have seen a number of al-Qaida activists in Iran who have been designated. We have had them – our (inaudible) case, which, of course, was foiled. We have had other designations of Hezbollah-related individuals who are involved in criminal activities. This has been an area in which we’ve had some really eye-opening revelations in the last year, particularly in the Lebanese-Canadian Bank case. And of course, I speak frequently with interlocutors, with counterparts around the world, on the threats of Hezbollah and, frankly, so do many people above me in the hierarchy, both here and at the White House and at the Department of Defense, and so on and so forth. This is a whole-of-government activity, and it’s concerted and it’s determined.

MR. VENTRELL: We have time for just a couple more questions.

QUESTION: You speak of destabilizing activities around the world of Iran. Can you name some?

AMBASSADOR BENJAMIN: Well, as you know, there are investigations going on in quite a number of different countries. I think that the appropriate thing is to allow those countries to speak for the status of those investigations, but quite a number of them bear the hallmarks of either Iranian or Hezbollah activities.

QUESTION: Including the Bulgaria attacks?

AMBASSADOR BENJAMIN: I’m going to leave that the Bulgarians to characterize.

MR. VENTRELL: Go ahead.

QUESTION: What is your assessment of the strength of Lashkar-e Tayyiba in the year 2011? Has it increased or come down because of the al-Qaida’s decline?

AMBASSADOR BENJAMIN: I have no seen any decrease in Lashkar-e Tayyiba strength. It continues to be a matter of great concern to us, and I’ve spoken on many occasions about the threat to stability in South Asia that Lashkar-e Tayyiba poses. We’ve urged Pakistan to take more action against Lashkar-e Tayyiba. We’d certainly like to see more progress on that trial regarding the atrocities in Mumbai. It remains a major concern on the terrorist landscape, without a doubt. So --

MR. VENTRELL: Right here.

QUESTION: Thank you. I was wondering if you can jump to Latin America and make some comments on Colombia, if you can highlight how is the situation or what the report says about Colombia. Thank you.

AMBASSADOR BENJAMIN: Well, the long-term picture in Colombia at the end of 2011 remained quite good. We’ve seen an enormous reduction in terms of the territory and capabilities of the FARC and the ELN. There is, of course – continues to be activity that is of concern, but when we look around the world and see who’s really benefited from political will and capacity-building efforts, Colombia is at the very top of the list. We know that it takes a long time for terrorist groups to be truly wound down and put out of business. So if there are continuing attacks, I suppose that shouldn’t be a surprise. But again, we consider Colombia to be a success case and one in which its leadership showed great resolve.

QUESTION: Do you have information – about Colombia, do you have information about relationship between President Chavez and terrorists in Colombia – FARC, ELN?

AMBASSADOR BENJAMIN: I don’t think we have anything that we haven’t put out before. Of course, there have been issues regarding FARC people having a safe haven, using Venezuela for a safe haven. There have been a number of designations of Venezuelans for their relationship with terrorists, and it’s something that we continue to look at very, very carefully.

MR. VENTRELL: Last question. Can you --

QUESTION: Yeah?

MR. VENTRELL: Sure.

QUESTION: Thank you. Can we jump to – maybe to Europe, southeast of Europe, especially – I mean, Western Balkans, especially Bosnia and Kosovo? Do you have from that region – do you have any information about connections between al-Qaida and some terrorist activities in Bosnia and Kosovo and maybe Iran-backed activities in that part?

AMBASSADOR BENJAMIN: Well, actually, the – I think the report covers that, and I encourage you to read the section on Bosnia. There certainly has been some extremist activity there. As you know, an extremist in Frankfurt who came from that region carried out an attack against the U.S. military personnel. It is a concern, and we do engage with the government in Sarajevo as well as in – others in the region to deal with this. I would not say that this is a theater that causes us concern in the same way that South Asia and the Middle East do, but nonetheless, it’s an area where we’re engaged and vigilant.

QUESTION: Are you following the trial about the gentleman who attacked the American Embassy in Sarajevo that --

AMBASSADOR BENJAMIN: I don’t have any information on that myself, but I’m quite sure that the Bosnia desk in the EUR is covering it, as is our own regional directorate. So –

The United States would like to convey to the people of Algeria its sincerest condolences over the passing of former president Ahmed Ben Bella.

President Ben Bella is recognized for his contributions to Algeria's freedom, including negotiating the independence treaty with France. He became the first president of an independent Algeria, recognized in 1962 by American President John F. Kennedy, continuing a long history of friendly ties between our nations. Ahmed Ben Bella will remain a symbol of independence for the Algerian people and the United States looks forward to continuing its strong relationship with the people of Algeria.

QUESTION: You have nothing to start with?
MR. TONER: I have nothing to start with.
QUESTION: How goes your search for a venue to meet the Iranians?
MR. TONER: Well, again, I think we talked about this a little bit – well, actually, not a little bit – at length yesterday. And that’s a question best directed to High Representative Ashton’s office. They are our point of contact on these discussions, and, as I at least attempted to make the case yesterday, it’s very important, we feel, when we’ve got four other members of the – or five other members of the P-5+1 as well as Iran, as we’ve noted yesterday, speaking with many voices on this issue, that there just be two points of contact on it.
QUESTION: Yeah, but it’s – now it’s eight days away.
MR. TONER: We are --
QUESTION: If this – is the date in question now because the venue hasn’t been decided, or is it still your --
MR. TONER: I would say that we are still expecting this to take place next week, but there’s certainly some degree of urgency.
QUESTION: Okay. Well, I mean, is it the U.S. position – does – is the U.S. position still what the Secretary said it was over the weekend, that this meeting will be on the 13th in Istanbul?
MR. TONER: That’s what I said. It’s still our expectation, but I agree we need to nail down the venue.
QUESTION: So – but it is still the U.S. position that the meeting will be in Istanbul on the 13th?
MR. TONER: It is – that was our expectation when the Secretary spoke those words. It was our expectation up until we heard some other venues tossed about by the Iranians.
QUESTION: But it does not remain --
MR. TONER: High Representative Ashton’s office is trying to clarify and nail down the venue, but the dates – we’re still expecting to meet the Iranians on the 13th and 14th.
QUESTION: In?
MR. TONER: Again --
QUESTION: So in other words, it’s --
MR. TONER: -- we were ready to meet in Istanbul. We’re trying to clarify that right now.
QUESTION: So it’s no longer your expectation that it will be – that it will necessarily be in Istanbul on the 13th?
MR. TONER: Again, let’s let High Representative Ashton deal with the Iranians and nail that down.
QUESTION: Are you happy? I mean, does it – it doesn’t have to be in Istanbul as far as you’re concerned? I mean, it does – some of these proposals for wherever, Baghdad or Beijing, I mean, if the point of these is to sit down and talk with them, why not sit down and talk with them wherever they want to do it?
MR. TONER: Agree. Again, we talked about this at length yesterday. We’re just one part of this group, the P-5+1, so there’s logistical aspects to this that go without saying, really, on any one of these venues or locations. As we noted, it was our expectation that this was going to be in Istanbul. It’s not for us to say one place over another, but it’s important that we start to nail this down, working through Catherine Ashton, so that we do have a place to meet next week.
Yeah. Go ahead, Jill.
QUESTION: Another subject?
MR. TONER: Sure.
QUESTION: The $10 million man? (Laughter.) I just wanted to see. I know you went into it at great length yesterday, but --
MR. TONER: Yeah, sure.
QUESTION: -- has he actually been indicted?
MR. TONER: Has he been indicted in a U.S. court?
QUESTION: Mm-hmm.
MR. TONER: I’m not sure of that. I’ll take the question. I don’t believe he has, but we certainly want to see him brought to justice. I mean, as everyone and their mother know at this point, he’s hiding in plain sight in Pakistan, so what we’re – again, just to clarify what we talked about yesterday, which is that we’re not seeking his whereabouts. We certainly know that. But we’re seeking information that can be used to prosecute him.
QUESTION: But the Pakistanis would say there really is no evidence. Let’s say that he hasn’t been indicted. Then it’s really just an allegation, correct?
MR. TONER: An allegation based on our conviction that he is, in fact, guilty of these crimes, but again – we talked a little bit about this yesterday; obviously, can’t get into the detail – we’re – our belief is based on intelligence. But what we’re looking for is evidence that can be used to prosecute him in a court of law in Pakistan or elsewhere, and the $10 million is that sweetener, if you will, to encourage people to come forward.
QUESTION: But doesn’t this appear to have been backfired, really, when you look at it? Because here’s the United States putting a reward on a man’s head and he’s now a celebrity, he’s on talk shows, he’s having a news conference, and thumbing his nose at the United States.
MR. TONER: Well, Jill, I think he can do what he wants to, certainly, and he’s clearly trying to bask in the media attention. We just hope that and reiterate that our offer is very real, that if anybody knows or can produce evidence that ties him to the Mumbai bombings and other terrorist attacks that they step forward.

QUESTION: (Off-mike.)
MR. TONER: In the back and then over to you.
QUESTION: First question, President Zardari is due to meet Prime Minister Manmohan Singh next week in India, and there are now conservative groups in Pakistan, like the Defy Pakistan Council, that have asked him not to visit India at all. Do you feel that by issuing this notice at this time, it may have had an adverse effect on India-Pakistan relations?
MR. TONER: Well, look, we’ve talked about this upcoming visit. We’ve talked about the fact that we’ve had some high-level U.S. officials in Pakistan, Deputy Secretary Nides, for example. And I was very clear that none of this is related to any of those visits, any of those interactions. As I tried to clarify yesterday, our Rewards for Justice program is a separate process, if you will, and takes place in our Diplomatic Security channels and that it is indeed a long process to evaluate these individuals and indeed designate them. So there’s no relation here. We certainly don’t want it to impact on his visit to India. We think his visit to India actually is very constructive, and we’re all for it.
QUESTION: I have a follow question. By issuing this notice, are you trying to create a split in the Lashkar-e Tayyiba again, as well, by asking someone to come forward? And you just mentioned – you said 26 – the Mumbai attacks and other terrorist attacks. Can you specify what other attacks that the U.S. believes Lashkar-e Tayyiba is responsible for in India or other parts of the world?
MR. TONER: Well, there’s numerous incidents in the region. They are, obviously, an active terrorist organization. In terms of your first question, it’s a – we’re not – we’re asking for an individual to step forward, who can have evidence – who can produce evidence that ties into these attacks. Whether that we’re trying – we’re not playing some sort of strategic game here. We’re just trying to prosecute this individual.
QUESTION: Follow up. As far as (inaudible) are concerned, India had charged him. Have you asked India for the evidence against him, since he had open press conferences and all that? Everybody knows where he is who he is, including the Pakistan Government. Is India with you on the evidence?
MR. TONER: You’re asking if – you’re asking me to – about the Indian evidence against him? Again, that’s a question for the Government of India and the Government of Pakistan to answer.
QUESTION: The kind of evidence you are seeking, are you in touch with the Indian Government?
MR. TONER: We’re in very close contact with the Indian Government on this, yes.
QUESTION: And second, as far as – what kind of message are you sending to Pakistan, one because of this – just to follow what Yuma said – is this some kind of message that you are sending to Pakistan as far as this $10 million bounty is concerned? And also at the same time, you’re asking Pakistan to open their doors of U.S.-Pakistan relations as far as supply route to Afghanistan is concerned.
MR. TONER: Goyal, I talked about this yesterday. There’s no connection here, whatsoever. In answer to your first question, we’re trying to give the Pakistani authorities the information, the evidence that they can use to prosecute this individual.
In terms of your second question, Deputy Secretary Nides is concluding a very productive visit to Pakistan. He’s had high-level contacts during his time there. It’s been very productive, very constructive. And we’re obviously waiting for the end of the parliamentary review process so that we can engage with Pakistan on our way forward.
QUESTION: And finally, Mr. Zardari’s – President Zardari’s visit to India. This is the first visit, I understand, official visit to India. What role do you think U.S. is playing as far as India-U.S. relations are concerned in connection with his visit?
MR. TONER: What role is --
QUESTION: U.S. playing. Any role U.S. playing?
MR. TONER: On whose visit?
QUESTION: About his visit to India. And U.S. – Pakistan --
MR. TONER: No role. I just said, in answer to a previous question, we’re certainly – we want to see – to us, it’s a win-win situation when Pakistan and India are engaging in dialogue, are talking to each other, and are building better cooperation.
I did want to – I’m sorry, I did want to get back to you on that. I know I had it somewhere, which is why I was leafing through my paper as I was answering Goyal. But there’s several attacks that Lashkar-e Tayyiba has claimed responsibility for, been implicated in. January 2010 attack on Srinagar airport that killed five Indians; December 2001 attack on the Indian parliament building; the July 2006 train attack in Mumbai; and a February 2010 attack against hotels in Kabul that we’re all aware of that killed nine Indians, four Afghans, and one French citizens.
QUESTION: And through all --
MR. TONER: Sorry.
QUESTION: And through all this, the Indian Government hasn’t seen fit to offer a reward for any information, so it’s up to the U.S. taxpayer to foot the bill, correct?
MR. TONER: Matt, I don’t know what they’ve offered.
QUESTION: All right.
MR. TONER: I’d refer you to the Indian Government.
QUESTION: Okay. Just a quick – just a couple --
MR. TONER: Yeah.
QUESTION: -- things on this. I mean, you say, yes, this is a separate process, the Rewards for Justice, but it certainly doesn’t operate in a vacuum. And with all the things going on this week – Under Secretary Sherman’s visit to India, Deputy Secretary Nides’ visit to Pakistan, the Zardari visit to India – if you didn’t want to have an impact on any of these things, you sure really picked a bad time to do this. Because whether you want it to impact these things or not, it does, particularly in the Pakistani public’s view.
So can you take the question as to whether anyone at DS or who was involved in this actually paid attention to the schedules of things that were coming up diplomatically when they decided to put this out on late Monday night – apparently accidently put onto the website late Monday night before it was announced here formally the next day?
MR. TONER: Well, the process was completed. This was – look, these kind – this kind of counterterrorism cooperation --
QUESTION: If it took – it’s been more than three years. The thing took months to do. Why did you pick this week, when it had the best chance of screwing up diplomacy, to put it out?
MR. TONER: All right. I would argue against the fact that it screwed up any --
QUESTION: Well, can you take the question.
MR. TONER: -- diplomacy. In fact, Deputy Secretary Nides had very effective discussions --
QUESTION: Right. That was the second part of my question.
MR. TONER: Yeah.
QUESTION: Prove it. What was so productive --
MR. TONER: Prove it?
QUESTION: -- and what was so constructive about Deputy Secretary Nides’--
MR. TONER: Well, first of all they were --
QUESTION: -- visit to Pakistan?
MR. TONER: He engaged at a very senior level. He met with Prime Minister Gillani, President Zardari, Foreign Minister Carr, Finance Minister Shaikh, as well as Pakistani business leaders. And I would refer you to Foreign Minister Carr’s press release about his visit that’s very positive in tone. They had real substantive discussions, and overall the message was that – and of course, I can refer you to Deputy Secretary Nides’ public remarks – is that we value our relationship with Pakistan and we respect their parliamentary process and we’re looking, once that’s completed, to engage with them.
QUESTION: That’s it?
MR. TONER: But we believe the visit --
QUESTION: I mean, one could go and have a ton of meetings --
MR. TONER: Matt.
QUESTION: -- with a ton of people --
QUESTION: And that --
QUESTION: And they say no to everything you ask for.
MR. TONER: And I’m – I think I’m --
QUESTION: And I wouldn’t say that that’s very constructive or productive.
MR. TONER: -- implying without getting into the substance of our private diplomatic exchanges, that these were constructive in material.
QUESTION: Okay. Can you say what’s different now about the U.S.-Pakistan relationship than it was before Deputy Secretary Nides visited?
MR. TONER: Well, I think we have seen a pivot in the last weeks that is tangible, that we are trying to move behind the very tragic events --
QUESTION: I thought everything was hold until – after the parliamentary review?
MR. TONER: Again, Matt, I’m talking about diplomatic engagement, and it’s not about making widgets necessarily and having a product to display at the end of the day. It’s about the hard spadework of engaging with a key ally in the region and rebuilding the relationship that was seriously damaged November 26th.
QUESTION: I’m – right. But didn’t the President meet with --
MR. TONER: He did.
QUESTION: -- the head – yeah. Well, wasn’t that, like, last week or 10 days ago?
MR. TONER: I’m not sure what you’re getting at. I think I’ve addressed your question. Any other questions?
QUESTION: I’d just like to know why you think that Deputy Secretary Nides’ trip was so productive and so constructive if you can’t point to anything that’s resulted from it. I mean, you could say he had a great trip because he had a nice meeting and enjoyed tea with whoever he met with and they were all cordial and shook hands and smiled at each other, but that doesn’t necessarily – that’s not necessarily productive and constructive. So I want to know why you’re using those two terms.
MR. TONER: Well, Matt, I think I answered your question in the sense that he had high-level meetings – senior Pakistani officials. He delivered our message that we value this relationship and that we want to see us move forward in the relationship. Again, I’d refer you to Foreign Minister Khar’s press release that she put out that also called these substantive and constructive discussions.
QUESTION: Okay.
MR. TONER: And I can’t --
QUESTION: So your argument is the very fact that the meetings happened is what makes it --
MR. TONER: That’s not what I’m saying at all. Anyway, next question.
Yeah. Go ahead.
QUESTION: Syria?
MR. TONER: Sure.
QUESTION: I know there was a lot of activity at the UN today, but I mean, in listening to the speeches at the UN, it seems like everyone’s as pessimistic as ever. I mean, realistically, what hope does the U.S. have that Assad is going to abide by this deadline?
MR. TONER: Well, you’re right, Cami. The 10th is approaching and you saw, of course, the UN released its presidential statement today that once again called on the Syrian Government to adhere to the commitments it has agreed to. And you are also correct in that, thus far, we haven’t seen, either from press reports or activists on the ground, any suggestions that the regime is carrying out any withdrawal from these city centers and retreating to barracks as the Annan plan calls for them to do.
So it’s not surprising; certainly discouraging. It is clear that the Assad regime appears to be using this window to continue to carry out its horrible assault on the Syrian people. And in the event, as I think Ambassador Rice has said, that we don’t – that he does not comply by April 10th, then we’re going to be consulting with the Security Council on next steps.
QUESTION: Was the U.S. satisfied with the strength of the presidential statement coming out of the Security Council? I mean, it’s urging them; it’s not – it didn’t have any demands in it.
MR. TONER: Well, look, it’s very clear what Assad needs to do. So it was a strong message of unity on this issue. And I don’t think it’s a message that we can convey enough to Assad and his regime that time is running out. They need to comply with the April 10th deadline.
QUESTION: Are you guys confident that that unity will continue when and if it becomes a discussion of whether he’s – how much he’s complying with this? You have a non-spokesperson saying that the Syrian Government has told them that they’re withdrawing forces from several cities and saying that this is going to be verified but not saying how. Are you persuaded that the Security Council, as a body, will have the same information, will all agree that either it’s happening or it won’t – it isn’t happening?
MR. TONER: I mean, that’s really a question for Kofi Annan to answer, or his spokesperson, which is how we’re going to coordinate to verify any withdrawal. So far, we’re getting out ahead of ourselves. We haven’t seen any signs that that’s happening.
QUESTION: Can you say anything about the U.S. assistance, the non-lethal assistance?
MR. TONER: You’re talking about the --
QUESTION: The status of that. Right.
MR. TONER: – the humanitarian assistance or --
QUESTION: Is it being delivered? The assistance that you couldn’t say what it was?
MR. TONER: Oh. I don’t have any updates for you. I’ll try to get it. You’re talking about the – to the Syrian opposition.
QUESTION: Mm-hmm.
MR. TONER: Yeah. No, I don’t have any updates for you on that. I’ll take the question.
QUESTION: How about the Syrian Government’s reported agreement to allow the ICRC access? Is that an important step? Or do you think that’s a serious step?
MR. TONER: Well, it certainly is, and we saw press reports, and indeed the ICRC confirmed that one of the two main Syrian/Arab Red Crescents warehouse facilities containing stocked goods intended for distribution to people in need was destroyed on April 4th. And some distributions have been canceled as a result. So obviously, that underscores the urgent need for safe and secure access for these humanitarian organizations.
QUESTION: Mark, I just want to make sure I got this right. You said that if Assad doesn’t comply by the April 10thdeadline, the U.S. – you guys and your allies are going to consult –
MR. TONER: We’re going to consult on next steps, yeah.
QUESTION: I’m sure he’s shaking in his boots. That’s really what the “or else” is? You do this or else we’re going to consult?
MR. TONER: Matt, our approach to Syria is on several fronts. We have the Friends of Syria group that, as you saw over the weekend, took additional steps to provide support to the opposition, as well as increase humanitarian assistance to people in need in Syria. We’ve got this sanctions group that’s look at how to more effectively implement sanctions against Assad. We’re – this is something we’re working on multiple fronts. We’re going to continue to use the UN where we believe it’s going to be effective. We’re going to go back and consult on next steps.
QUESTION: So does that mean that if he does comply with – by April 10th – if he does comply with this, that those sanctions will be lifted? You won’t be going for any more sanctions?
MR. TONER: It does not mean that.
QUESTION: So – I’m sorry. What does he get out of this deal?
MR. TONER: Again, it’s not so much what he gets out of this deal except that what there needs to be, first and foremost in Syria, is an end to the violence. This is a country that, as we said, is going down a very dangerous path.
QUESTION: Yeah.
MR. TONER: We have the opposition, or members of the opposition, now defending themselves, as we’ve talked about. The violence is expanding, and we need to stop that.
QUESTION: Why is not an accurate assessment – because I’m sure you’ll say it’s not an accurate assessment – that there is no reward for compliance and there’s no punishment for non-compliance? How does that work?
MR. TONER: Punishment for noncompliance – the punishment for non-compliance --
QUESTION: Yes. The punishment is that you’re going to consult.
MR. TONER: The punishment for noncompliance is going to be increased pressure on Assad, on his regime, and a clear message to those around him that they’re on the wrong side of history.
Yeah, Jill.
QUESTION: Egypt?
MR. TONER: Sure.
QUESTION: Let me – one more on Syria?
MR. TONER: Sure. Finish up Syria.
QUESTION: So what kind of strong consequences Secretary Clinton talk about if he doesn’t --
MR. TONER: I think I just talked about that. We’ve – this is not just about the Security Council, just about the UN. We’ve said before that we’re going to consult with the Security Council on next steps when appropriate. But we’re also applying pressure through sanctions, political pressure through the Friends of Syria group.
Yeah, go ahead, Jill.
QUESTION: In Egypt, there now are reports that the Obama Administration is asking Interpol to turn down, deny that request for the arrest of the American NGO people. Can you tell us – give us some more details about that?
MR. TONER: I can’t. I mean, first of all, it would be a Department of Justice issue. But secondly --
QUESTION: I think the State Department actually is involved.
MR. TONER: -- we don’t really talk about Interpol arrest warrants.
QUESTION: Right. But we do have State Department --
MR. TONER: I mean, what I can tell – what I can say to you, Jill, is what we’re – what we would convey both privately and publicly, which is that we’re making this message very clear in every available forum that we believe these charges against these individuals are politically motivated and therefore without any legal merit.
QUESTION: But tangential to that, there is apparently an Egyptian request for you to notify the people who have been charged that they – there is a court date coming up, and that they are expected to attend. Considering that you fronted the bail – or not fronted it, you actually paid it – are you going to comply with the Egyptians’ request, which I understand is your – is a treaty obligation for you to do so, and notify these people whether or not they go or not? Are you going to tell them that they are expected to pass on the – are you going to pass on the Egyptians’ notice to them that they are expected to appear in court, or are you really forfeiting the taxpayers’ $5 million in bail?
MR. TONER: You are correct that it’s these individuals’ own decision to make whether they’re going to return. I’ll – I mean, I – we’re in communication, obviously, with their lawyers. I don’t know if we’ve conveyed anything on the part of the Egyptian Government.
QUESTION: But will you pass on that, as you are obligated to do?
MR. TONER: I’ll take the question, but --
QUESTION: Similar to that, also on Egypt, just – I was wondering if there is a fuller readout of the meetings with the Muslim Brotherhood leaders, in particular about the substance of meetings, whether there’s any talk about democratic principles, types of things that might be raised as concerns, if there is a fuller readout of the meetings that you had.
MR. TONER: Well, I mean, I think – I’ll try to get one for you, but certainly, the deputy secretary met with members of this Carnegie Group that’s visiting that included a broad range of individuals from across the – not just Egypt, but obviously in other countries, Tunisia and elsewhere. I can’t get into the substance of his private discussions. I’m sure they talked about the transitions going on in all of their countries, and certainly the challenges in those democratic transitions.
QUESTION: I’m sorry. So who from the Muslim Brotherhood was in this delegation?
MR. TONER: I don’t know if we’ve got a – we don’t have a strict list of --
QUESTION: Are you sure that there was anyone from --
MR. TONER: Yeah. I’ll get you the information.
QUESTION: Well, can you – can I – and is it now – it’s now your stand, or it’s now your position that any conversation that a State Department official has, even if it’s in a private – even if it’s to a private citizen, i.e. not another government official, that that is – that’s somehow secret now?
MR. TONER: I didn’t say it was secret.
QUESTION: Well, you said we’re not going to get into the private discussion.
MR. TONER: Yeah, but I didn’t say it was secret.

QUESTION: Well --
MR. TONER: I mean, what do you – I mean, I just said we’re not going to --
QUESTION: Well, I’m just saying – so everything that is said --
MR. TONER: Yes, I’m not going to – I mean, I will give you an appropriate readout, but I’m not going to detail every x, y, and z of the conversation.
QUESTION: But you said you would look into this, but my suspicion is that you are going to come back to show the readout that you get is going to be that they talked about matters of mutual interest and regional concern. Would be that an appropriate readout for the most transparent administration since – in the history of the United States?
MR. TONER: Matt, don’t prejudge.
QUESTION: I’ll wait.
MR. TONER: Yeah.
QUESTION: North Korea --
MR. TONER: Sure.
QUESTION: What’s your position --

QUESTION: So even if the Egyptians’ request to Interpol were to through, the U.S. would not be obligated to arrest anyone on U.S. soil if they were subjects of the Red Notice. We were just referring to what Jill was talking about, my report from --
MR. TONER: Right. I’m sorry. The first part of your question that --
QUESTION: The U.S. would not necessarily be obligated to – would not be obligated to arrest anyone who’s subject to a Red Notice under Interpol on their soil, but are you concerned that the Egyptians might follow up with extradition papers? And what’s the recourse for U.S. if that’s the case?
MR. TONER: You’re getting way out in front on this. I’m not going to talk about this legal process, what it may turn into two or three steps down the road. We’re very clear that we believe these are politically motivated charges.
Yeah.
QUESTION: Okay.
MR. TONER: I’m sorry. You did actually ask first.
QUESTION: Yeah. What’s your position on the possible IAEA mission to Yongbyon? Do you think that IAEA should decline the invitation from North Koreans if they go ahead with missile launch? Have you discussed this matter with IAEA?
MR. TONER: Well, I’m sure we have discussed it with the IAEA. I can tell you on the part of the U.S. that we have no intention on observing the launch. But I’ll have to refer you to the --
QUESTION: No. Not talking about observing the launch, but did North Koreans send an invitation to IAEA about monitoring?
MR. TONER: Oh, I’m sorry. I thought you were talking about invitations. They have been sending out invitations to --
QUESTION: Yeah, but about monitoring facilities, nuclear facilities in Yongbyon, as after the --
MR. TONER: We are consulting with them on this. I’d refer you to them for what their position is.
QUESTION: So just to follow up on that, you said the U.S. has no intention of observing the launch, which doesn’t surprise me.
MR. TONER: Yes.
QUESTION: But has there been a formal communication or was there a formal invitation? Has there been a communication with Pyongyang?
MR. TONER: I was told shortly before coming down here that it would go to NASA apparently – that we have not received any invitation.
QUESTION: Have not?
MR. TONER: Have not.
QUESTION: Do you know if NASA has? Obviously, that’s --
MR. TONER: That’s what I meant. I said we’d check with NASA. I’m aware – so yeah, no.
QUESTION: That they have not sent anything to NASA?
QUESTION: Announcement in – North Korea has announced yesterday if the United States sanctions against North Korea, then North Korea would held to another nuclear test soon. How do you respond, sir?
MR. TONER: My response is: What we said very clearly is that we don’t want to see the satellite launch. I’m not going to speculate down the road. We believe that this satellite launch would be in violation of UN Security – existing UN Security Council resolutions, so let’s deal with the issue at hand here.

QUESTION: I don’t know if this subject came under discussion. Can you tell us something about Nides’ visit to Pakistan and what kind of economic cooperation -
MR. TONER: Did you just come here, or did you just arrive?
QUESTION: I’m – I had --
MR. TONER: I apologize. Let me give you a readout afterwards. I don’t want to rankle Matt again.
QUESTION: And –
QUESTION: On Ambassador David Hale’s visit to the Middle East, there’s a report the Jordanian hosted a meeting yesterday for the Palestinians and the Israeli negotiators?
MR. TONER: Yeah. He was obviously – it was in Ramallah yesterday. He met with Prime Minister Fayyad and President Abbas, and then he was meeting with his Israeli counterparts today. I don’t have a readout from those meetings. But obviously, all of this is done as – in preparation for leading up to next week’s Quartet meeting.
QUESTION: Tibet?
MR. TONER: Tibet?
QUESTION: Yeah.
MR. TONER: Sure.
QUESTION: Are you concerned about ongoing violence in Tibet? And one after another, they are putting themselves on fire or (inaudible). What they are saying is that China is destroying their culture and history and their livelihoods, and now time has come for the international community to intervene.
MR. TONER: Well, certainly we’ve been very vocal. And I would refer you to the numerous public statements we’ve made about our concerns about increasing these self-immolations and China’s actions vis-a-vis Tibet.
Go ahead.
QUESTION: Sure. On Mali?
MR. TONER: Yeah.
QUESTION: There was a statement just a short while ago by the Foreign Minister Burkina Faso saying that Captain Sanogo, the coup leader, has a proper attitude, a right attitude, and as a result of that he thinks that the sanctions should be lifted, the sanctions that were just imposed. I mean, does the U.S. see any progress in Mali so far? Any progress that would warrant that type of thing?
MR. TONER: We know that the ECOWAS chiefs of defense are meeting in Abidjan today, and they’re in fact discussing next steps concerning the situation in Mali. And they have issued these sanctions. We do expect them to have a strong impact. But the choice is clear, that Sanogo and his compatriots need to reinstitute civilian rule with an eye towards near-term elections.
QUESTION: So, and then maybe --
MR. TONER: Yeah.
QUESTION: Maybe it’s just something that came out from Burkina Faso, but do you think it would be a premature step to ease the pressure?
MR. TONER: Not at all. I mean, we’ve seen very little in the way – on the part of the --
QUESTION: The question was --
QUESTION: To ease the pressure.
QUESTION: To ease the pressure, and you said not at all. You mean to --
MR. TONER: I mean --
QUESTION: Sorry I mumbled.
QUESTION: You shouldn’t ease the pressure.

MR. TONER: Clearly. We’re not easing sanctions on Mali, not at all. We’re not looking to ease sanctions in any way on Mali right now.
QUESTION: And just --
MR. TONER: We want to keep the pressure up.
QUESTION: Just briefly on that, just to follow up from the question yesterday – but the talks Assistant Secretary Carson had in Algeria, is there anything more on that, just particularly as it relates to Mali?
MR. TONER: Yes, I do. He was in, indeed, Algeria, so thanks for calling that to my attention. He was there, obviously, with General Ham of AFRICOM, and they did meet with President Bouteflika as well as Algeria’s African affairs minister yesterday and precisely there to discuss the situation in Mali, as well as our concerns about the Sahel and the activities of AQIM.
QUESTION: Is there anything specific you’d like to see from Algeria on Mali as a neighboring country?
MR. TONER: Well, I mean, obviously we’re looking to cooperate closely with them. This is an issue that touches their borders, and so it’s of great concern to them. So – and especially, as I said, the activities of AQIM in the region and the fact that they are, as al-Qaida often does, trying to exploit the current situation.
Yeah.
QUESTION: Do you have any updates on any potential ongoing communication or diplomacy with the Emirates about the NDI case? Have that – has that – I mean, I know the Secretary remarked on it over the weekend, but has there been anything more on that? And there’s also a report that a couple of NDI folks have been prevented from leaving, although one was later allowed to leave. Can you confirm that? Do you have any --
MR. TONER: Right. My understanding to your second question is that they were – there were two individuals briefly detained and then released. One was allowed to, in fact – or I think departed the country and the other remains. But I – and the Secretary obviously spoke to this over the weekend. And we continue to be in close contact with the Government of the UAE, trying to find a resolution to this.
QUESTION: Did the State Department – was the State Department involved at all in discussions with them while these two folks were being held, particularly the American citizen?
MR. TONER: You know what? I’m not – I don’t know, frankly. I don’t know how long the detention was, but --
QUESTION: Are you saying --
MR. TONER: Yeah.
QUESTION: -- one of them was an American citizen?
MR. TONER: I believe so.
QUESTION: I didn’t hear that and --
MR. TONER: I’ll double check, Matt.
QUESTION: --what you said. That is your understanding, though, yeah?
